Snow avalanche warning issued from Feb 01 to 03

The Deputy Commissioner Kupwara, Kumar Raju Ranjan, who is also Chairman, District Disaster Management Authority (DDMA) Kupwara has issued the weather warning saying the weather is likely to deteriorate from February 01 to 03, 2015, avalanche prone areas like Tangdhar, Machil and Keran above 2500 meters altitude.


The DDMA has advised the people not to venture in avalanche prone areas during the period, besides keep cleaning the snow deposition from roof tops of the houses and bankers to avoid any untoward incident during the snowfall.


People are also advised not to occupy and temporarily evacuate those locations which are under the line of avalanche.


Meanwhile, in view of the possibility of snowfall from February 01 to 03, 2015, Deputy Commissioner Baramulla has directed all the concerned officers to be in readiness and to activate their manpower and machinery and ensure that there is no disruption of essential services, power supply, water supply, health care services etc. in the district. Moreover, the concerned officers have also been impressed upon to establish Control Rooms and the Phone Numbers must be notified for the general public.


Moreover, the general public have also been advised not to venture in avalanche prone areas during the above mentioned period and also keep clearing the snow deposition from their roof tops of their houses to avoid damages.


The District Development Commissioner has also directed all concerned officers to keep all the requisite precautionary measures in place in order to avert any untoward incident.


Meanwhile, as per the prediction of Meteorological department for deteriorate weather from February 01 to 3rd February 2015 and keeping in view snowfall on this behalf.


The Additional Deputy Commissioner Pulwama has also advised the people of district Pulwama not to venture in avalanche prone areas during the snowfall.

Daily-wagers from all govtdepartment to hold protest on Feb 3

The daily-rated workers from all the Government Departments of Jammu and Kashmir will stage a protest on February 3 at Pratap Park Srinagar.


In a statement, Jammu and Kashmir Casual and Daily-wagers Forum (JKCDF) has appealed all the daily-rated workers of different government departments including PHE, Tourism, Agriculture and Horticulture, PDD, Forest, R&B, Floriculture to assemble at Pratap Park on February 3 at 11 in the morning.


“We are going to chalk out future strategy on Feb 3 to ensure that all the daily rated workers who have been adjusted since 1994 till date get permanent posts in their respective departments,” JKCDF chairman Sajad Ahmed Parrey said adding that the successive governments in the state always exploited the daily-wagers and never framed any policy for them.

Fifteen employees including BMO and ZEO’s suspended

Fifteen employees of various government departments including two Zonal Education Officers, Block Medical Officer and a doctor were suspended for remaining absent from their duties in South Kashmir’s Kulgam district on Saturday.


Officials sources told CNS that on the instructions of District Development Commissioner (DDC), Additional District Commissioner (ADC), Kulgam, Muhammad Ahsan Mir conducted surprise inspection of various government offices in the district and during the inspection, they found 15 employees of various departments, including education, Public Health Engineering (PHE), Education and Horticulture, absent from duty.


The absentee employees who were placed under suspension included Zonal Education Officers Qaimou and Kulgam, Block Medical Officer Yaripora and the District Industries General Manager

Settlement of WPR’s not a human problem: Yasin

Senior Political leader and MLA Elect, Hakim Muhammad Yasin Saturday said that the issue of settlement of West Pakistan Refugees is not a human problem and in no way it should be treated on humanitarian grounds.


“Why BJP wants to settle these refugees in Jammu and Kashmir only. If this party is their well-wisher, then why don’t it settle them in Haryana, Bihar, Chandigarh, Maharashtra or any other part of India. Jammu and Kashmir enjoys a special status and it will have serious and grave repercussions if these refugees are settled in any part of the State,” Yasin told CNS adding that the Third Front will keenly watch and react over the Common Minimum Programme of possible partners BJP and PDP.


People’s Democratic Front Chairman said that Kashmir is limping back towards normalcy but an attempt to settle West Pakistan Refugees in Jammu and Kashmir will put the Valley on boil. “We are not against the settlement of these refugees but we don’t want them to get settled in Jammu and Kashmir. Let BJP settle them in any other part of the country. BJP should understand that it is not a human problem and every Kashmiri will react if BJP makes any slightest attempt to get these refugees settled in Jammu and Kashmir,” he said.


Responding to a question, Hakim Muhammad Yasin said that both PDP and BJP, which are mulling to form the government in Jammu and Kashmir should clear their stand on AFSPA, settlement of Refugees issue and Article 370. “What does it mean when both PDP and BJP say that they will keep all the controversial issues aside. If they will not include such issues in Common Minimum Programme then they will simply befool the voters. People of Kashmir want a clear stand of PDP and BJP on issues like AFSPA and Article 370,” he said.

He added that Third Front is keenly watching the political developments in the state and will react only after the CMP of BJP and PDP will appear. “If BJP and PDP will not discuss such controversial issues in their CMP, that will give a signal that both the parties want to rule the state with an intention to develop it, but these parties should understand that even Governor can rule the state well and develop it rapidly,” he said.


Hakim Muhammad Yasin said that it is the responsibility of PDP to discuss AFSPA and other issues with the BJP before forming government with its support. “PDP should categorically aks BJP to clear stand on Article 370, AFSPA and Refugee issue once for all,” he said.


Pertinently, the Bhartiya Janata Party (BJP) Friday said the issue of settlement of West Pakistan Refugees “should be treated on humanitarian grounds” and the “ill-fated people must get citizenship and voting rights to live a normal life.”

Chillai Kallan Ends! Where is the Snow?

Most parts of the Kashmir Valley experienced dim sunshine and pleasant warmth on the last day of Chillai Kallan on Saturday.


The coldest forty days of the Kashmiri calendar, Chillai Kallan passed this year without any major snow fall.


“It is after four decades that Kashmir did not receive any major snowfall in Chillai Kallan,” MeT sources said.


Barring few nights, the temperature also did not fall to the extent Kashmiris were used to during Chillai Kallan.


The adventure tourists who had reached the world famous ski spot Gulmarg, also felt sad as the area did not witness any major snowfall so far.


Srinagar, the summer capital of Jammu and Kashmir, and most other places in the Valley experienced comparatively warmer days throughout the forty days calendar.


“There would not be any major change in the weather for the next few days,” MeT sources said.


Chillai-Kallan would be now followed by a new 20-day long Chillai Khurd according to the Kashmiri calendar.

PDP, BJP looking for alibis: Rana

National Conference leader Devender Singh Rana on Friday asked the PDP and BJP as to why they were not forming the government despite entering into a pact.


“Are they finding it embarrassing to admit before the people and convince them on joining hands to form the government after indulging in fierce attacks against each other”, Rana questioned, saying their deception is boomeranging as the people have started asking about unexplainable bonhomie on the face of hitting each other below the belt over the years, especially ahead of the elections”.


Rana was addressing party functionaries at Sher-e-Kashmir Bhavan this afternoon.


He said the two parties got so much entangled in creating hype over the issues of Article 370, uniform civil code, revocation of Armed Forces Special Powers Act and dialogue with Pakistan for resolving Kashmir issue that they have become deaf and dumb now as to how to retract from rhetoric. Such sloganeering might have helped them in polarizing the situation and gaining votes but how to convince the people remains a big stumbling block for them, he added.


“We can understand the dilemma of the two parties, which till recently took to fierce public posturing for the sake of votes and used choicest invectives against each other”, Rana said adding that now they were finding it really difficult to justify sharing the loaves of power. In the process, he said the delay has led Jammu and Kashmir to worst and unprecedented political uncertainty with people feeling sadistically let down.


“The people of Jammu, Kashmir and Ladakh are politically sagacious, who cannot be taken for a ride by offering alibis and excuses”, Mr Rana said and added that the political stalemate has virtually paralysed the administration with bureaucracy remaining in forced inertia due to lack of direction. Though the Governor’s administration is putting a brave front in meeting the urges of the people yet the temporary nature of the arrangement makes all these efforts ineffective at ground zero. He said the political parties mandated by the people are taking verdict very casually and acting in an irresponsible manner. He accused both the parties of trampling democratic spirit and putting people into avoidable difficult situation.

Delhi Approves Rehabilitation of Flood Affected Population

Home Minister Rajnath Singh has approved the rehabilitation of flood victims and the restoration of the public infrastructure in J&K, consequent to the devastation caused by the September 2014 floods. The decision was taken after the Governor N.N. Vohra met Singh in Delhi on Friday, officials sources in Delhi said.


After the HM-Governor discussions, the Union Home Secretary disclosed that the following decisions have been taken:


(i) Rs. 1102.56 crore has been sanctioned from the National Disaster Response Fund to meet expenditures incurred by the State Government for the immediate restoration of public infrastructure consequent of the devastation caused by the floods.


(ii) Rs. 20 crore has been sanctioned from the National Rural Drinking Water Programme for the restoration of drinking water system.


(iii) Rs. 634.99 crore, has been already spent to provide immediate rehabilitation in the wake of floods as per the following details:


(a) Rs. 144.85 crore towards food subsidy.


(b) Rs. 35.67 crore towards restoration of national highways and roads.


(c) Rs. 25.41 crore towards petroleum products.


(d) Rs.2.52 crore for milk products


(e) Rs. 1.54 crore for medicines


During the course of his visit to J&K on last Diwali, Prime Minister had announced a grant of Rs. 765 crore from the Prime Minister’s National Relief Fund and a further Rs. 1,000 crore as Special Assistance for the reconstruction of damaged public infrastructure. The Home Minister and Governor discussed the to-date status of the utilisation of these funds.


During the course of today’s discussions, it was decided that for final decisions in regard to Special Package of over Rs. 41,000 crore which has been submitted by the J&K government, the Union Ministry of Home Affairs shall be the nodal authority for all further decisions in regard to the schemes proposed by the State Government. In furtherance of today’s decision, the State Government shall forward detailed proposals/DPRs to the concerned Central Ministries with copies to the Home Ministry which shall exercise overall coordination.


As regards the grant of Rs. 570 crore which the Prime Minister had announced during the course of his visit to Srinagar on last Diwali, it was noted that after disbursing compensation at Rs.1 lakh and Rs. 50,000 respectively, for fully damaged pucca and katcha houses, certain funds out of this grant would remain for utilisation. After hearing the difficulties voiced by the Governor, the Home Minister readily agreed to discuss this matter with the Prime Minister and get an early concurrence for the entire available funds being utilized to also suitably compensate the owners of severely and partially damaged pacca and katcha houses.


The utilisation of the Special Plan Assistance of Rs. 1,000 crore announced by the Prime Minister was also reviewed. The Governor informed the Home Minister that well-considered project reports were being prepared and funds were being promptly released for the execution of the approved projects. He also mentioned that this entire activity was being closely monitored by him.


The Home Minister and the Governor also had an extensive discussion on issues relating to Border Management and consequent thereto, the Home Minister desired the Home Secretary to visit Jammu next week for a comprehensive review of all the border development related schemes.

Not against Indo-US trade: JKLF’s Malik

JKLF chairman Mohammad Yasin Malik said development, progress, success in trade, commerce and economic activities can only become fruitful in peaceful and stable environment for which solving Kashmir is a must.


“Recent visit of US president Barrack Obama to India was a failure in this regard. Kashmiris will fight all those who want to change demography of Jammu Kashmir and thus harm the political, social and geographical environment of Jammu Kashmir,” Malik told a gathering at central Chowk of Ganderbal today.


“Obama’s recently visited India and signed many economic deals with his Indian counterparts. No sane person can oppose trade, commerce, economic activities and bilateral pacts between nations as these activities are right of every nation but when these activities become source of misery for oppressed nations, when these become a free license for further oppression and undermining suppressed nations, every person who believes in freedom of humans and follows ideologies based on peaceful coexistence will raise his or her voices against these kind of activities,” he said.


“When Barack Obama became U.S president first time, oppressed nations like Jammu Kashmir and Palestine assumed that he will positively break ice and through his pro active approach will try to resolve these human issues and disputes. This assumption was because of Mr. Obama’s claims of being a follower of great martin Luther king Jr. And also because during his election campaign he had made promises to make efforts for resolution of these issues. But today especially after his Indian visit, he also instead of showing statesmanship has turned into a trader who only wants to secure economic benefits for his big companies and provide his capitalists a chance to explore the huge Indian market.”


Malik said it is painful and regrettable that while doing so, U.S president has marginalized the ideology of great martin Luther king Jr. whom he claims to follow. “International community including US and Indian leadership knows it well that economic progress and enhance in trade and commerce is subservient to peace and stability and in south Asia Jammu Kashmir issue has been and is a glaring reality without solving which nobody can dream of peace and stability. Hence if we intend to promote economy and trade we will have to address issues that are causing disturbance to peace and need to resolve these issues at the earliest, the JKLF chairman said and added that Indian and American leaders claim of following martin Luther king and Gandhi Jee “but they should know that personalities like Jinnah sahib, Ghandi Jee and king are respected for being upright, steadfast for humanity and not putting weaker nations and people in jeopardy for their pity economic benefits.”


Speaking on the proposals of parliamentary committee to provide permanent citizenship of Jammu Kashmir to refugees from West Pakistan, Malik said, “This is a conspiracy to change Muslim character of Jammu Kashmir, harm its social, religious and political character and damage the ecology of Jammu Kashmir. He said that Kashmiris will defend the special status of Jammu Kashmir even at the cost of their lives. Jammu Kashmir is a land full of forests and water bodies and lands of this kind are protected throughout the universe. But unfortunately religious fanatics in India portray this as something different and are hell bent upon destroying this special status of Jammu Kashmir for their pity political gains and illegal occupation on Jammu Kashmir.”


“These chauvinist forces and religious fanatics in 1947 massacred lakhs of Muslims in Jammu with impunity and thus changed the demography of Jammu city completely. The properties of those massacred or driven out forcefully to Azad Kashmir were confiscated and when state assembly in 1982 passed a resolution regarding those people, Indian state through its judiciary opposed and halted the resolution. Yasin sahib said that the condemnable conspiracies hatched at the behest of RSS and its allies under the garb of religion will go disparaged. We will fight these conspiracies and will not allow anyone to play with our identity,” he asserted.


“As humans we also share the pain of refugees from West Pakistan but if Indian state, its parliament and political parties are concerned about these humans why don’t they settle them permanently in states of India like Punjab, Haryana, UP. Refugees from West Pakistan are in every respect the citizens of India. They are not part of Jammu Kashmir and will never be so in future also granting them permanent citizenship of Jammu Kashmir, right to vote etc are a conspiracy to destroy the existing social fabric of Jammu Kashmir, change the demography of the state and destroy its majority Muslim status,” he claimed.


Malik said that People of Jammu Kashmir will never remain silent spectators over these ‘conspiracies’ and we will defend the special status of Jammu Kashmir, its Muslim character, its ecology and environment even at the cost of their lives. “Resistance against these conspiracies will continue,” he vowed.

‘We don’t get pleased over death of any human being’, Says Hurriyat (G)

Reacting sharply against “negative propaganda” of the different TV channels against Geelani and terming the “venomous and hateful propaganda” a “well planed conspiracy”, the general secretary of Hurriyat Conference Ghulam Nabi Sumji cautioned that if any untoward incident happened with the Geelani in New Delhi, “all responsibility would be on those news channels who are making hue and cry over a recent press statement.”


“Hurriyat Conference doesn’t get pleased over the death of any human being but it is our standing policy that the loss of precious human lives going on in Jammu & Kashmir is the result of the rigid and stubborn approach of the Indian government and the unrealistic attitude of India is proving to be the basic reason for the disharmony and instability in this region,” Sumji said.


“On 29 January Thursday reporters and cameramen of the many TV channels arrived at the temporary residence of Geelani sahib in Delhi and despite his refusal some of them forcibly entered in his house. Their purpose although was to interview the Geelani sahib about a press statement but their attitude was very aggressive and they were looking like a gathering of the RSS workers rather than the media persons. Geelani sahib although refused to talk to them but they remained unmoved outside his residence till the evening and harassed him and his family members. Their behavior was very offensive and they were talking in a different tone which was in no way looking as a journalistic language,” Sumji alleged.


He said that the debate which was telecast on different news channels on Thursday evening in this regard was “full of negative propaganda and in a well planed manner a provocative atmosphere was tried to create in Delhi so that the communal forces will get tip off it.”


“Some baseless and false allegations were also leveled against his family in these programs and his family will think over the legal action against them,” he said.


The Hurriyat (G) general secretary said there is nothing new into the recent press statement and it was a routine statement.

Shabir Shah Arrested on Way to Tral

Hurriyat Conference Jammu Kashmir (HCJK) leader and chairman Democratic Freedom Party Shabir Ahmad Shah was detained by police at Awantipora on Friday.


He was on way to Tral to address a condolence gathering called in memory of the two militants killed recently during an encounter.


The spokesperson while severely condemning the arrest of Shah said, “The State police has become habitual of suppressing every act of pro-freedom leaders by force.”


“Preventing leaders from attending the religious events called in memory of the deceased militants makes it clear that the administration is stuck to a well-planned policy against the people possessing a particular ideology and such policy has made the life of people miserable,” he said.


Holding Indian rulers responsible for current political instability and anarchy in the subcontinent, the spokesperson said, “if New Delhi shuns its stubborn policy with regards to Kashmir and shows sincerity in resolving the issue, the biggest confrontation i.e. Indo-Pak hostility and apprehensions of war between the two nations can be ruled out as Kashmir issue is the bone of contention between the nuclear neighbouring nations.”


Expressing condolence with the families of the deceased militants of Tral, the spokesperson said, “we are indebted to the blood of martyrs due to whom the Kashmir issue echoes at international arenas.”

Situation at IB Tense, But Under Control: BSF

Border Security Force (BSF) Inspector General Aditya Mishra on Friday stated that although the situation at the International Border (IB) in Jammu and Kashmir is a little tense, it is under control as the army has been effectively curtailing infiltration attempts.


“The situation is a little tense but under control and we have been effectively retaliating to any attempts that they are making towards infiltration,” Mishra is reported said.

He added that two- three days back there was an incident in which at attempt to breach the fence and storm in was made by the other side but that was made unsuccessful.


“As of now, there are incidents of firing and shelling in specific localised areas. Yesterday, a shell fell on a house and three members of a family got injured. So, that creates a little bit of uncertainty and panic among the civilians,” he added.


Reports said that Mishra further reaffirmed that the security forces are effectively retaliating any attempts of the infiltration.


“We have noticed people trying to come close to the fence and attempt to infiltrate at night,” he said.


“We have noticed dragging marks, but in the last few days, there has not been any successful infiltration,” he added.

BJP constitutes 12-member committee for membership drive in Kashmir

Bhartiya Janta Party (BJP), which launched maiden membership drive in Kashmir on Wednesday with a target of three lakh members in the valley and 11 lakh in the state, Thursday announced 12 member monitoring committee in this regard.


A BJP leader said 12-member monitoring committee will be responsible to monitor the drive. “The Party State General secretary organization Ashok Koul who is on his visit to Srinagar with regard to the government formation nominated, a monitoring committee comprising of 12 members and also nominate the candidates who contested the election recently appointed as in charge of their respective constituencies,” he told KNS.


He said that the Koul urged the committee to gain the momentum of drive within the prescribed schedule of time to complete the target successfully.


According to the State BJP’s spokesperson, the monitoring committee members who will monitor the drive are Altaf Thakur, Dr Rafi Ahmad, Haleema Ji, Ali Mohammad Mir, D K Nehru, Ghulam Nabi Dar, Shakel ul Rehman, Arif Raja, Molvi Tari, Nisar Ahmad Khan, Amarjeet Singh and Aga Mohsin.


It is to pertinent to mention here that on the directions of Prime Minister Narendera Modi and the party chief Amit Shah, the BJP’s launched its maiden membership drive on Wednesday. The party is eyeing at least 11 lakh members in JK with at least two members from every house in Kashmir.


“The members have to dial a toll free-number 18002662020 for online registration. The member would instantly get approval through a text message,” Koul had said.

Tral shuts for second consecutive day against militant killing

Shutdown continued in south Kashmir’s Tral township for the second consecutive day Thursday over the killing of two local militants in an encounter with troops on Tuesday.


Two Hizb militants, any army officer and a cop were killed in a brief gunfight with troops in Handoora village of Tral on Tuesday afternoon.


The killing triggered a complete shutdown and protests in the town. Reports said the area observed a complete shutdown for the second running day in Tral and Dadsara area bringing normal life to a halt. All shops, business establishments, private offices and petrol pumps remained shut while both public and private transport was off the roads.


No political or militant outfit had called for the shutdown.

NC calls PDP’s Akhter an ‘errand boy’ of Mufti

Reacting sharply to the allegations levelled by People’s Democratic Party leader Naeem Akhtar against National Conference and former Chief Minister Omar Abdullah, NC Thursday said that Akhtar is Mufti Sayeed’s errand boy who has been tasked by Mufti to justify the unjustifiable.


“Naeem Akhtar deserves sympathy from all of us these days. He has no choice but to bend over backwards to do the extra bit to please the father-daughter duo given that he will soon be rendered an irrelevant, vestigial accessory within PDP by the Ashiq Bukharis and Khursheed Alams of PDP,” NC spokesperson Junaid Azim Mattu told CNS adding that, “as for his obnoxious, uncivilized remarks about our leaders it does not merit a reaction-these are the words of a deeply frustrated man who has been given the job of justifying PDP’s merger into the BJP.”


Hitting back at Akhtar for saying that Omar Abdullah was an employee of a hotel before his entry into politics, NC Spokesperson asked what political background did Mehbooba have that her father subjected senior party leaders with decades of political experience like Muzaffar Beig into her perpetual service and placed all elder, senior PDP leaders at her beck and call? “What political background did Mufti’s in-laws and in-laws of in-laws have to get mandates in PDP? From what one hears, even poor Naeem Sahab gets badly scolded and admonished by Mehbooba Mufti in front of everyone these days. If that is the cause of his obnoxious outburst, our sympathies to him.”


Mattu added that, “Naeem Akhtar was a top crony of Mufti Muhammad Sayeed during his days in the bureaucracy and did a lot of shady work in allotments in contravention of rules to please Mufti Sahab.”


When asked does Omar Abdullah believe that the two members nominated by PDP for Rajya Sabha are illiterate and can’t represent the State well, Junaid Azim Mattu said that first and foremost Omar Abdullah has not called PDP’s RS candidates illiterate anywhere and this has been wrongly attributed to the NC Working President.


“Omar Abdullah doesn’t stoop to PDP’s level of name-calling, never has and never will. If Naeem Akhtar had some shame he would apologize for issuing an obnoxious statement on something that was never said – but we all know they are shameless,” he said.


Secondly, the NC spokesperson said there is a difference between facts and beliefs. “It is a fact that PDP has insulted the educated youth of J&K by sending middle-pass politicians to speak on their behalf in the country’s Upper House – a forum of debate on policy, planning, and ideology. 2 Drug Peddlers Arrested in Srinagar: Police

Police arrested two drug peddlers at Parimpora and recovered 615 bottles of Codeine Phosphate from their possession, a statement said n Thursday.


Police established a naka at Parimpora and during the search police arrested two peddlers, Mudasir Ahmad Khan son of Nazir Khan, resident of Sherwani Colony Khawajbagh, Baramulla and Syed Tadris Qureshi son of Shafi resident of Lalbazar and recovered 615 bottles of Codeine Phosphate from them.


“It is 5th FIR registered against drug peddlers in this month. More than 10,000 tablets of Spasmoproximon and 815 bottles of banned medicine have been recovered so far from the peddlers,” police said.

Contractors Threaten Mass Agitation, Demand Release of Rs 900 Cr

Police on Thursday arrested dozens of contractors including Central Contractors Coordination Committee (JKCCCC) office bearers who were demanding the release of pending bills.


JKCCCC held a protest demonstration at Press Colony Srinagar against what they called “the government’s failure” to release their bills which are pending with various departments since first quarter the current financial year.


As the protesting contractors started marching towards Lal Chowk, police swung into action and arrested dozens of contractors and ldged them in Kothi bagh Police station.


The protesters appraised the hardships the contractors are facing due to the non-clearance of the bills.


The contractors alleged that bills worth Rs 900 crore are pending with the various departments for since the start of the current financial year.


“Government is doing sheer injustice with contractors which are also affecting developmental works in the Valley. Bills worth Rs 900 crore are pending with government departments which are not released for unknown reasons,” they said.


They added that contractors have also suffered losses to the tune of Rs 150 crore due to last year floods which was not compensated so far by the government.

Government Formation in JK Likely after Feb 15

Even the negotiations for a “deal” between the People’s Democratic Party (PDP) and the Hindu nationalists have reached to a final stage, the new government for the Jammu and Kashmir state is likely to be formed between February 15 and 20.


Sources privy to the developments taking place during the negotiations informed Kashmir Life that the government formation may take some more days.


“The drafting of the Common Minimum Programme (CMP) is under process and it will take some more days,” they said adding “every bit of the CMP is being discussed thread bear till the parties make their point.”


The government formation, they said, “will surely be possible between February 15 and 20.”


Pertinently, the Union Home Minister Rajnath Singh had on Wednesday said the BJP was looking forward to formation of a popular regime in Jammu and Kashmir.


J&K is under Governor’s rule since January 8, 2015 after election results threw a hung Assembly.

Authorities ‘Ban’ TeH Seminar

Authorities on Thursday did not allow the scheduled seminar of Syed Ali Geelani led Tehreek-e-Hurriyat regarding the settlement of the West Pakistani Refugees by detaining its frontline leaders.


“Police put Mohammad Ashraf Sehrai and others under house arrest on Wednesday late last night to prevent them to organise the seminar,” TeH sources said.


They added that Hurriyat (G) spokesman Ayaz Akbar, and TeH leaders, Peer Saifullah and Mairaj din Kalwal were among others who were detained.


TeH had announced two day earlier to organise a seminar against any “concessions” and settlement of the West Pakistani Refugees in the state but authorities did not allow the seminar and put its leaders under house arrest.


Police also detained Hurriyat (JK) leader Shabir Shah who was invited to the seminar.


Reacting strongly against banning the seminar, Shah led Democratic Freedom Party (DFP) Secretary General Moulana Muhammad Abdullah Taari termed it as “condemnable”.


Taari while condemning the detention of Muhammad Ashraf Sehrai and others said, “Authorities cannot break our resolve by such undemocratic tactics.”

Light Snowfall in Kashmir Plains

The season’s first snowfall in Kashmir’s plains on Thursday brought cheer to the faces of locals as the 40-day long Chillaia Kallan (forty day long harsh winter period) neared its end.


An unusually-long dry spell with abnormally high day temperatures had been worrying farmers and the common people.


Kashmir people rose to welcome snowflakes today morning.


According to MeT sources Srinagar city received 0.3 mm snowfall in the morning. Pahalgam recorded six mm while Bannihal recorded four mm snowfall.


They said that further precipitation in the state is expected.

Tral slain militants national heroes: Nayeem Khan

Terming Abid Hussain Khan and Shiraz Hassan Dar of Tral as national heroes, National Front chairman and Hurriyat (JK) leader Nayeem Ahmad Khan Wednesday appealed the people of Kashmir to learn to secure and safeguard the sacrifices of martyrs so that the struggle of freedom becomes easier.


“Shaheed Abid Hassan Khan and Shaheed Shiraz Hussain Dar achieved martyrdom in Tral during an encounter with the occupied forces. Our brave hearts are busy in scripting new history of resistance and dedication so we should honour their precious blood by standing firm on path of the freedom movement,” Khan said in a statement.


Remembering the martyrs of Kupwara on their 21st anniversary he paid rich and glowing tributes to all the martyrs who rendered their lives in the way of freedom. “Our many generations have passed away with the will and wish of achieving freedom from India so t is our sheer responsibility to secure and safeguard our sacrifices.”


Khan recalled how more than 30 unarmed people were gunned down on January 27, 1994 in Kupwara because they had observed 26th January as black day. “This proves that Kashmiris have been observing Indian National festivals like 26th January and 15th August as black days to register their anger against its unlawful, unconstitutional and illogical occupation of Kashmir since long. Even in eighties people especially youth were made target for raising their voice against the Indian occupation on 26th January and 15th August which clearly exhibits the deep roots of anti-India sentiments among Kashmiris,” he claimed.


Khan said whether it is the massacre of Kupwara or Handwara which took place on 27th and 25th January respectively, “the killers of Kashmiris are rooming free only because New Delhi considers Kashmir as a conquered land.”

Guv addresses Union Textiles Minister for revising Custom duty on imported silk

The Governor, NN Vohra Wednesday addressed Santosh Kumar Gangwar, Union Minister of State for Textiles to seek his support for the Custom Duty on imported raw silk being increased from the current 15% to 30 %. The Governor has requested the Minister to take up this extremely important matter with the Union Minister of Finance.


A Raj Bhavan spokesperson said that about 30,000 families, the majority of whom live in the rural and difficult areas of the state, are engaged in the production of raw silk which is estimated at about 1000 Mts.


He recalled that during 2011-12 when the Custom Duty on imported raw silk was reduced from 30% to 5%, it had an immediate adverse impact on the production of raw silk in J&K. Recognizing the serious adverse consequences, the Government of India revised it from 5% to 15% last year.


The Government of India has invested over Rs. 113 crore for the development of silk industry in J&K under the Catalytic Development Programme. If the raw silk industry cannot be revived it would result in the non-utilization of the extensive infrastructure for silk production established in J&K during the past years, the Spokesperson added.

PDP hits back to Omar’s ‘illiterate’ remark

Reacting to former Chief Minister and National Conference (NC) working president Omar Abdullah’s assertions regarding Peoples Democratic Party (PDP) nominated candidates for Rajya Sabha polls, the latter Wednesday said PDP represents some different set of values and it is not like NC where everything starts and ends within Abdullah family.


PDP chief spokesman Nayeem Akhtar told KNS that both Fayaz Ahmad Mir and Nazir Ahmad Laway, the two party candidates for RS polls, got more votes than Omar Abdullah got in the recent elections. “They have popular base. Our decision is like a breath of a fresh air. This is how you empower people and give them voice. If these persons were good enough to be MLAs why can’t be they sent to Raj Sabha. But NC has developed a political culture which revolves within Abdullah family and some of its close associates over the years.”


Omar Tuesday had said that PDP has fielded two “illiterates” as its candidates for Rajya Sabha and questioned how they can represent the state in the Upper House of Parliament.


However, Akhtar while rejecting Omar’s assertions, said, “PDP represents some different set of values and it is not like NC where everything starts and ends within Abdullah family. When (late) Sheikh Abdullah appointed his successor he ignored everybody including his closest associates who had sacrificed their lives for the party. He didn’t even consider people like Afazl Beg. When the time to hand over leadership came he handed over it to Farooq Abdullah who had nothing to do with the politics. He was a doctor in London.”


“Same tradition was carried forward by Farooq Abdullah when he didn’t consider senior leaders like Abdul Rahim Rather, Ali Mohamamd Sagar, Mohammad Akbar Lone, Mohamamd Shafi Uri and others and brought his son (Omar) who was an employee in a hotel and whose knowledge revolved around hotel management,” he added.


However, the PDP spokesman, was quick to add that both medicine and hotel management are respectable and dignified professions. “But every MBBS certificate holder or a hotel front office manager isn’t bound to become a CM without ever practicing politics, knowing the local culture, language, religion or walking the roads of that place. What both father and son (Farooq and Omar) made to the politics of state of J&K we don’t want to comment on that? That is why this party (NC) is squeezed from 56 seats in 1996 to 15 in 2014. They have no moral authority to speak of merits,” he said.


Questioning Omar’s role in Haji Yosuf murder case, Akhtar said, “We know how NC has been distributing mandates. Haji Yosuf’s case is a classic example, how they sold fake mandates for an MLC seat for Rs one crore. Had it happened in some other part of the country somebody would have been in jail for killing Haji Yosuf.”


On the NC-Congress tie up for RS polls, he said, “Till yesterday they (NC and Congress leadership) would accuse each other. (Ghulam Nabi) Azad was on record to say that Omar gave this state worst ever government. Omar said ‘Azad will lick boots of someone to get a RS seat.’ Now who licked whose boots?”


He alleged that NC-Congress relationship has always been dependent on considerations of power and positions for an elite group of legislators who know how to promote their personal interest whether their party had won or lost and whatever happens to the state and its people.


Questioning the credentials of NC MPs of the past, Akhtar said, “Let Omar quote one example when the Aflatoons they (NC) had sent to Rajya Sabha represented the state. Fact is that they used to charge 20 percent commission every allocation before they would issue a letter to their close agents and relatives while spending MPLAD funds.”

Rigid approach of Indian government forcing youth to pick up gun than pen: Geelani

While paying tributes to the two local youths who were killed in Tral gunfight, Chairman Hurriyat Conference (G) Syed Ali Geelani Wednesday said that due to the rigid and stubborn approach of the Indian government, the youths are opting for gun instead of pen and this policy is costing further precious human lives in the region.


“The sacred blood of the martyrs will never go in vain and sooner or later India has to accept the ground realities regarding the Kashmir,” Geelani said in a statement released from New Delhi.


On the direction of Geelani, a Hurriyat delegation constituted of the pro-freedom leader Bashir Ahmad Qurashi, Sayed Mohi-ud-din Andrabi, Shakeel Ahmad Bhat and other activists today visited Mandoora Tral where “they participated in the funeral procession and prayers of the martyred youths” and expressed their sympathy with the family members of the deceased.


“The violent path adopted by the Kashmiri youth is not any act of hobby and nor is it the result of the unemployment. They are the students of different colleges and universities who are fully aware about the historical perspective and the tragedy of Kashmir. These childrens have themselves witnessed the people’s revolutions of 2008 and 2010 in which millions of people came out on the roads and demanded their right to self determination and reminded India about his forgotten promises,” the satement said.


Geelani said the way in which India reacted to this peaceful freedom movement of Kashmir, it disheartened the younger generation of the Kashmir and they began to think about the other options of the struggle. “All the youths who picked up guns after the 2010 were well and highly educated fellows. The pro-freedom leader said that due to the stubbornness of India, a different mentality is developing amoung the younger generation of the Kashmir and it will be uncontrollable for everybody,” he said. “The global scenarios continue to change and the atrocities and injustice doesn’t have longer lives. The Kashmir policy of the Indian government is in no way based on any intellect or the farsightedness and this policy has been fruitless in the past and it will prove to be ineffective in the future also.”


While remembering the martyred youths of Tral gunfight, Geelani said that by sacrificing their pious lives, these brave-hearts of our soil are placing a heavy responsibility on the nation. “It is now the moral and religious responsibility of we people to carry forward their mission and do not indulge in any such act which will have any possibility of harming our sacred freedom movement,” he said.


“Every child of Kashmir is although by heart against the forced occupation of India but we commit such mistakes which lengthen our rout to success. We have to mend our ways and this will be the best kind of tributes to the martyrs of this soil.”

Rajendra condoles death of Sanjewan Singh

Director General of Police (DGP), K Rajendra Kumar Wednesday expressed grief over the death of Head Constable, Sanjewan Singh during a gun fight with the militants at Tral in South Kashmir yesterday. He said that Organization is proud on his bravery in which two militants were killed.


Conveying his sympathies and heartfelt condolences to the bereaved family, Rajendra said “brave Sanjewan Singh sacrificed his life for the cause of integrity of the nation and safety of the people”. He said that the Head Constable along with other security personnel raided the house, where the militants were hiding in. During encounter both the militants were gunned down but the brave Sanjewan and an army officer Col. Rai received bullet injuries, resulting to “their martyrdom”.


Born in 1976 at Khelanni in District Doda, Sanjewan passed B.Sc., got PGDCA and joined Jammu and Kashmir Police in 2004. He is survived by his father Shri Dharam Singh, a retired Master, mother, wife and a 3 years old son Laksh. He was involved in anti insurgency operations in Police District Awantipore for last nine years and participated in various operations against the militants.


“The martyrdom of brave cop reminds us the supreme sacrifices of more than 950 jawans and officers of the force during the fight against militancy. JKP is committed to continue the struggle against the terrorism and eradicate the menace of militancy in the State. Due to their sacrifices, people of the State are now feeling themselves in a peaceful atmosphere,” he said.


Rajendra expressed his solidarity with the bereaved family and assured that whole J and K Police Parivar is with them in this hour of grief. He assured that Organization will provide every help to the bereaved family.


Meanwhile, the DGP asked SSP Awantipore and AIG (Welfare) PHQ to process the relief case of Late Head Constable and provide every assistance to the bereaved family.


Earlier, the body of Sanjeewan was received at Doda by Deputy Commissioner, SSP Doda, army, civil officers and prominent citizens at Doda and taken to his native village where his funeral and cremation was performed with full guard of honour.

Tral mourns the killing of two Hizb militants, Salahuddin pays tribute to duo

A complete shutdown was observed in Tral town of South Kashmir’s Pulwama district on Wednesday against the killing of two local militants in a gun battle with the government forces yesterday. Reports said that all the shops and business establishments remained closed in main town Tral.


The locals are protested against the killing of two Hizb militants Abid Khan and Shiraz Dar who were killed in an encounter in Handoora village on Tuesday.


Hundreds of people participated in the funeral procession of two slain militants while various separatist leaders visited the bereaved families in Handoora and Woverigund Tral. Jamat-e-Islami spokesperson Advocate Zahid Ali and Hurriyat G leader Pir Saifullah addressed the mourners at Handoora.


Meanwhile, the chairman of United Jihad Council (UJC) and Hizb supreme commander Syed Salahuddin paid rich tributes to the slain militants. According to a statement issued to CNS, chairing a special meeting of Hizb Command Council, Salahuddin said, “The martyrs of Tral, Abid Ahmed Khan and Shiraz Ahmed Dar have laid down their lives for Islam and the freedom of their motherland”.


Salahuddin, according to a spokesman of the Hizb, said, “Both the freedom fighters fought bravely with the armed forces and embraced martyrdom. The martyrdom of these freedom fighters amply demonstrates the fact that every Mujahid of Hizb is committed to Kashmir cause and is ready to sacrifice their precious lives to achieve the noble cause.”

Family of dead Sopore youth contest police claim, says it was a murder

The family members of Sarpanch’s son who was found dead in the town earlier this month Wednesday staged a protest alleging that some unidentified persons, whom they can identify, if police manages to arrest them, murdered Omar Ishak Mir (19). The protestors contested the police claim that it was a natural death and said that the slain youth was murdered after kidnapped by unknown persons when he was on way to a nearby shop.


Pertinently, a village headman’s (Sarpanch’s) son Omar Ishak Mir who was BA First year student was found dead in Tujjar area of Sopore town in north Kashmir’s Baramulla district earlier this month.


The deceased was lone son of his parents and sole breadwinner of the family.


Scores of family members including his relatives and nieghbours assembled at Press Enclave Srinagar and urged upon the police to arrest the culprits without any delay. They said that Omar was kidnapped by unknown persons and it were those persons who murdered him and left his dead body in a nearby stream. “I can identify those persons who kidnapped and killed my brother,” Sufiya Jan, the sister of the deceased youth told CNS.


She said that how come police came at this conclusion that it was a natural death. “Neither the police received FSL nor postmortem report and yet they claimed that it was not a murder. When we are telling them with authority that Omar was murdered then they should investigate the matter thoroughly,” she said.


The protestors said that Omar had injury marks on head and thighs. “We appeal Inspector General of Police to constitute an inquiry team under the supervision of DySP Headquarters Reyaz Ahmed Tantrey. This police officer listens patiently and feels our pain,” they said.


Another protestor said that people in the locality are scared after this incident and majority of the people don’t venture out form their houses after evening hours. “We appeal police to investigate the matter and expose the killers,” they said.

Governor should not force any party to install the government: Kamal

A day after former Chief Minister Omar Abdullah said that the transfer orders by Governor has sent confusing signals, National Conference Additional General Secretary, Sheikh Mustafa Kamal Wednesday criticized Governor NNVohra for hinting that government in Jammu and Kashmir will be formed very soon.


In his India’s Republic Day message, the Governor had said that he believe that people’s mandate shall very soon led to the installation of the next government. NC leader Kamal said that it is very unfortunate on part of Governor to talk about politics and coming up with the hints that BJP and PDP will form the next government. “Governor is above politics and he should be apolitical. It is in the interest of the democracy that a Governor opines about the government formation in any State,” Kamal said.


He added that Governor should not ‘force’ any party or parties to install a government in the State, which is already under Governor’s Rule.

Avalanches Disrupt Traffic on Sgr-Jmu Highway

Massive traffic jam was witnessed and traffic was disrupted for several hours on the Srinagar-Jammu highway, Wednesday following avalanches and fresh snowfall on the highway.


Sources however said that the traffic was resumed later and vehicles stranded at Qazigund and different places were allowed to move towards Jammu.


Pertinently, one-way traffic is being allowed on the highway to avoid any accident and traffic jam because of snowfall and slippery road conditions for the past one week.


Official sources said that there were few minor snow avalanches on this side of the Jawahar tunnel, forcing closure of the highway for some time.


Sources said that there was a light snowfall on both sides of the tunnel early morning.

7 Candidates File Nominations for Rajya Sabha Election

The holiest places for Muslims all over the world are Makkah and Madinah. While Makkah, the Prophet Muhammad’s birthplace, houses the Kaaba, the physical epicenter of Muslim faith; Madinah is revered for hosting the Prophet Muhammad both during his life and after his passing away. The more devout of the Muslims have a perpetual longing to die in one of these two cities and to be interred there – preferably in the Prophets City – the Madinah.


Needless to add, these two cities evoke unfettered feelings of passion among Muslims even at the mere mention of their names. Not just the names, everything associated with these cities is considered sacred. On their return from the pilgrimage, the more zealous of the pilgrims ‘steal’ a handful of soil from the cities, skirting the watchful eyes of the police, and will their heirs to apply it on their bodies after their death; the less zealous ones bring back various items, mostly ‘Made in China’, and distribute them among relatives as tabarruk.


Even as monarchy is an anathema in Islam, the rulers of the Kingdom of Saudi Arabia have been traditionally held with respect in the Muslim world primarily because of them being the “Custodians of the Holy Places”—Khaadimain-il Harmaini-Sharifaen. The death of the King, earlier, used to evoke mourning and condolences from across the Muslim world. The Nimaaz-e-Jinazah in Absentia (Gaibaana) for the dead king would be held even in as far off places as Kashmir as a mark of respect and solidarity. Religious organizations, politico-religious groups and the clergy would organize elaborate commemorations for the deceased king.


Presently there seems to be a shift from that past fervour. The death of late king Abdullah bin Abdulaziz Al Saud, who ruled the kingdom for a decade till his death on January 25 this year was, amongst other things, marked largely by a semblance of indifference in the Muslim world. Back home there was no Gaibaana Nimaaz-e-Jinazah held unlike earlier. A couple of condolence messages were all that marked the death in our part of the world.


Ironically enough, it was the west and its media that paid glowing tributes to the departed king. So much so, an Israeli newspaper, The Jerusalem Post, in a scathing article, blasted the world leaders including Barack Obama, Tony Blair and Narendra Modi for, what it called ‘the poetic letters’ sent by them on the King’s death. It went on to say that “it is time, (for the world leaders) to wake from the slumber of hypocrisy and moral relativism. Saudi Arabia is not a role model, and leaders who laud it as one deserve to be called onto the carpet”.


Notwithstanding the uncalled for indignation of the newspaper on the matter, relativism describes best the lukewarm response shown by the Muslim world in grieving over the death. Not that the feelings and emotions of the Muslims towards their holy places have changed. They have not. The religio-political crises that engulfs most of the Muslim world today has, however, marked a shift in how the Muslims relate to their ‘leaders’..


For one, The Saudi monarchy is not seen as venerable as it was considered few decades ago. The political alliances of the kingdom and its stand on issues like the Palestine, the Arab spring, the advent of Democracy in Egypt and its subsequent abortion, to name a few, have over the years created a formidable dent in the image of the Saudi Arabia as it was in the heydays of OPEC and under the rule of Shah Faisal. Since early nineties, starting from the Iraqi invasion of Kuwait and the subsequent upheavals in the Middle East giving. Ultimately, rise to a hydra-headed monster called the ISIS, the Saudi government has been seen more as collaborator of the west, especially America, rather than being a custodian of the rights of Muslims and their nations. In the process though, the Saudi Kingdom has pawned its position as a formidable state and as a world leader whom the Muslims of the world could look upto.


Not surprisingly, therefore, the TIME magazine opened its article on the king’s death thus; “Ten years ago, the death of a Saudi king would have sent shock waves through Washington. Today, as the Kingdom recovers from the death of King Abdullah yesterday, Saudis don’t carry the same clout. In part, that’s because the U.S. is much less dependent on Middle Eastern oil than it was a few years ago, as U.S. companies have reinvented the way oil and natural gas is produced.”


Additionally and more importantly, the power games the kingdom chose to play in the Middle East ostensibly to checkmate Iran and also its sponsorship of the literalist interpretation of Islam has created a very deep schism in the Muslim world. The unholy blending of the statecraft with sectarianism not only created competing narratives in the Muslim world but also weakened the Muslim cause everywhere.


The internecine embrace that the Islamic world is grappling with today and taking the whole world in its throes can, in part, be attributed to the policies espoused by the Kingdom over the years. Rather than assuming a leadership status in the Muslim world, the kingdom has relegated itself to an evil which on one hand has clamped down all kind of political dissent within itself and on the other hand has miserably failed to take a firm and just stand on important issues concerning the Ummah. The late King, was, as such, largely seen not as a world leader and head of a petrol producing nation but as a despotic monarch who was more interested in securing the rule of his family over the kingdom.


All this has not gone unnoticed. The Muslims may never falter in their reverence towards their holy place but, they have, in absence of a formidable global leadership, become indifferent to the self proclaimed ‘custodians’ of their holy place of even those of their faith.

Tral’s Slain Militant Duo Including A Cop’s Son

The two slain militants Abid Khan and Sheraz Ahmad Dar killed on Tuesday in Tral area south Kashmir’s Pulwama district were locals of the area and were affiliated with Hizb-ul-Mujahideen outfit, local news gatherer GNS said.


Hizb Commander Abid Khan, a resident of Handoora Tral was killed in his house today as he had come to meet his family as well as see his lone and ailing brother, Owais suffering from cancer, it said quoting local residents.


Abid was from well-off family whose father is a police Head Constable while his mother is a government employee. Police sources said Abid Khan joined the outfit in September 2012 and was ‘involved in many militancy related incidents including killings’.


Local sources said he was face of militancy in Tral. Abid’s maternal uncle was a militant and he too was killed by forces. His cousin, Ishfaq Ahmad Khan, was arrested last year when he stabbed a policeman with a sharp edged weapon and tried to snatch his rifle. The policeman was injured in the attack but the assailant was nabbed by cops. The incident had occurred at Drangabl in Pampore town. Police had said Khan was Over Ground Worker (OGW) with Hizb-ul-Mujahideen.


Sheraz Ahmad Dar, before joining militant ranks, was a baker by profession. Hailing from Arigund in Tral, Sheraz joined militancy last year in August after he stole a rifle from his SOG friend, Latif Ahmad Gojri at his family quarters in Tral on August 11.


Local sources said Sheraz joined the militant ranks through his militant friend Aqib of Hayun. Sheraz was married and was a father of one.


An army Colonel, policeman and two Hizb-ul-Mujahideen militants were killed in a fierce gunfight that erupted in Handoora village of Tral on Tuesday afternoon.


After receiving specific input about the presence of militants, army’s 42 Rashtriya Rifles (RR), police’s Special Operation Group (SOG) and 185 Central Reserve Police Force (CRPF) cordoned off Handoora Village.


Militants, who were in the house of Jalal-ud-Din Khan, a police Head Constable (HC) and father of one of the slain militants, fired upon the search party of forces when they were approaching towards the house.


“There was heavy exchange of fire between the two sides for about ten to twenty minutes,” sources said. The exchange of fire, they said, left army’s Colonel, who was also Commanding Officer (CO) of 42 RR, two soldiers and a Head Constable associated with police’s SOG critically injured.


The injured, including the CO of 42 RR, were immediately airlifted to army’s Srinagar-based 92 Base Hospital at Badami Bagh Cantonment. The defence sources identified the slain Colonel as MN Rai and slain policeman as Sanjeev Singh.His killing is army’s first casualty in 2015 which so far has managed to kill 10 militants in joint operations this year.Col Rai, according to defence sources had lead a number of operations against militants in south Kashmir was awarded a medal only the other day.

Will support Azad in RS polls: Omar

Former Chief Minister and National Conference working president Omar Abdullah Tuesday said his party will support Congress candidates Ghulam Nabi Azad in the upcoming Lok Sabha polls.


“We will support Azad sahib. NC and Congress can win one seat if we work hard as PDP-BJP has decided to contest in alliance. If they (PDP-BJP) wouldn’t have contested together we could have won more seats. But now we can win only one seat if we work hard,” Omar told KNS after having ameeting with Congress president Mrs Sonia Gandhi.


Asked why did they field candidates for other seats when they can only win one seat, he said, “Why should we leave field open for PDP-BJP? We fielded our two candidates to expose PDP that it is with BJP. What for PDP is waiting when they are contesting RS polls with BJP? What is stopping them from forming the government? If people have voted they have not voted for government run by officers. What is stopping PDP from entering into an alliance with BJP when they have decided to contest the RS polls together?”


Omar said his party is extending support of 15 members and managing support from independents is the job of Azad.


“Initially Congress was ready to support Farooq sahib’s candidature. Sonia ji had made a commitment. But Farooq sahib is in London and his health isn’t good. So we decided to support Azad sahib. PDP has fielded two illiterates as its candidates. What will they represent? That is why we wanted to send some candidate who can represent the state. Azad sahib is Leader of Opposition in RS and it is proud for our state,” Omar said.

Entry Tax waived for flood-affected hotels

Governor NN Vohra Tuesday waived off the Entry Tax leviable under “Entry Tax on Goods Act, 2000”, (Act No. IV of 2000) for goods imported for construction, expansion and modernization of Hotels.


“This exemption shall be available only in respect of goods not available locally and SRO 21 has been issued in supersession of SRO 88 of 25th March 2008,” the Raj Bhavan spokesna said.


The spokesman said that the Hoteliers seeking exemption under this notification may apply to the Director Tourism of concerned Division along with a list of the items and the quantities to be imported for the construction, expansion and modernization of their hotels.


“The concerned Directors, after satisfying themselves that such goods are not locally available, shall submit their recommendations to Commissioner Commercial Taxes with in seven days of the receipt of application from the Hoteliers. The Commissioner Commercial Taxes, on receipt of recommendations shall dispose the issue on its merits within seven days,” the statement said. “It is envisaged that the availability of this exemption will facilitate early revival of the tourism infrastructure which was severally damaged during the recent floods.”


Besides, Governor waived off Entry Tax leviable under “Entry Tax on Goods Act, 2000”, (Act No. IV of 2000) on furniture, office equipment and goods imported into the State by Hoteliers to replace for such goods as were destroyed during the recent floods. The exemption shall be available upto 28th February 2015.

CCA declares 2-day valley wide strike against govt. policies

Coaching Centres Association (CCA) of Kashmir Tuesday decided to go on a two day strike all over the valley incase government doesn’t stop undue harassment of coaching centres.


“By imposing new taxes, raiding coaching centres and cold storing its own guidelines, the state government has made the working of coaching centres difficult and costly for students,” said Lateef Masoodi, Spokesman CCA. “To protest against the government policy towards coaching centers we have decided to go on general strike for two days (Jan 28, 29).”


The association accused the government of employing different tactics to close the private coaching centers. “Ours is the only sector that is being raided by police, tax men, officials of education department and district administrations,” said Masoodi. “They don’t register us, term us illegals and then raid us on one pretext or another. It is contempt to education and a case of pure harassment.”


“Every now and then the officials and policemen raid the premises of coaching centres on one pretext or other,” said Lateef Masoodi, SpokesmanCCA. “They do it without any jurisdiction. There is a set procedure wherein officials nominated by Director Education can check the coaching centres but nowhere is written that policemen or even other administrative officials can raid.”


The association termed it as a pure harassment as policemen barge into coaching centres with girls full of classroom. “We are never against any law but everything has a SOP which needs to be followed,” said Masoodi.


The government had framed rules vide order No: 435-Edi of 2010 dated April 30, 2010 under the Regulation of Private Coaching Centre Rules, 2010, to regulate the functioning/performance of private coaching centres in the state. “But it is the government that is not implementing the rules even as we are ready,” said Masoodi.


“In residential areas they shut our coaching centres saying that we are not allowed in residential areas and when we start functioning in commercial areas they shut our premises by saying that coaching centres can’t function in commercial areas as it is noisy here,” said Masoodi. “In such a case they should tell us where to function and where not to?”


The association claimed that government seems to be undecided whether to declare coaching centres as an industry or a social service. “Without registration they are asking us to pay 10.5 percent service tax as an industry and also provide free education to 10 percent of the enrolled students as a social service,” said Masoodi. “That amounts to 20.5 percent of cost escalation in private coaching fee for students and post floods when the economic condition of students has deteriorated the quality private education will be unaffordable to majority of students.”


The association asked the government to decide between the two options- “declare us industry and we will pay tax. But then as an industry we can’t provide free education or declare us social service and we will happily provide free education. In that case government can’t force tax on social service sector.”


“The irony is that the government wants to tax us as an industry and force us to provide free education as a social service,” said Masoodi. “Nowhere in India is such a bizarre policy under implementation. It simply means that the government wants to shutdown the coaching institutes of Kashmir valley.”


The association asked the government why such rules are not being followed in Jammu and Ladakh regions, and only coaching centres of Kashmir are made scape-goats. “Every year during the mid-academic session government rakes this issue in Kashmir only, whereas for the whole year they remain deaf to our pleas for implementation of guidelines,” said Masoodi.

History will judge Manmohan Singh kindly: Omar

Former Jammu and Kashmir Chief Minister Omar Abdullah Tuesday saw praise for Manmohan Singh in US President Barack Obama’s comments on poverty alleviation in India.


“Obama – ‘Millions have been lifted out of poverty in recent years’. Dr Manmohan Singh is right – history will judge him more kindly,” Omar wrote on microblogging site twitter.com soon after the US President’s address at the Siri Fort Auditorium in the Union capital.


When India and the United States agreed upon operationalising the nuke deal, Omar, whose National Conference was part of the UPA-II led by Singh, had said, “I wonder if Dr Manmohan Singh is sitting back feeling vindicated today or watching the proceedings disappointed about what could have been!”

Yoga players stage protest against Youth Service and Sports Department

Yoga players Tuesday staged a protest against Department of Youth Services and Sports for not allowing them to participate in National Level Championship being organized in Ahmed Nagar Maharashtra.


Scores of Yoga trained players from all the districts of Kashmir Valley assembled at Press Enclave and alleged that Department of Youth Services and Sports not only wasted their time but also cheated them by dropping their team from the championship.


“We were informed by Youth Service and Sports Authorities to be ready for the championship and we have been undergoing tough training from past two months. We were shocked when at the eleventh hour we received a communiqué from the department that we can’t participate in the championship,” said a player Mariya Mubashir adding that the department cheated and played with their talent.


They alleged that the department did this all to fill their coffers. “They denied our entry to save the funds,” the players said.

SHO among three injured in stone-hurling incident

Three government forces personnel including Station House Officer Pattan were critically injured after scores of youth attacked them with stones at Palhalan Pattan area of North Kashmir’s Baramulla district.


Police sources told CNS that scores of youth took to roads at Palhalan on January 26 during evening hours and pelted stones on the government forces. Police used tear smoke shells to disperse them, however, some youth cornered a police party and indiscriminately hurled stones on them.


Reports said that three government forces personnel were critically injured who were shifted to Sub District Hospital Pattan, however, one among them identified as Sub-Inspector Khurshid Ahmed was shifted to JVC hospital Bemina.


Police sources said that Station House Officer Pattan Mir Saleem was also injured in the attack and was immediately referred to nearby hospital.


“We have registered an FIR vide number 23/2015 under section 336,148,149,427,323,307 of RPC in this regard and hunt has been launched to nab the stone-pelters,” a police official said.

PDP-BJP Govt will not survive more than six months: Kamal

National Conference Tuesday said that that PDP patron Mufti Muhammad Sayeed unfurled green flags in Kashmir Valley to get the sympathy of people and militants and now the same party is keen to forge an alliance with ‘anti-Kashmir’ party BJP, thus making it clear that this party can go to any extent to grab the power.


“It really will be a great embarrassment for PDP to form the government with the support of BJP. This party will put the dignity of Kashmiri voters at stake by joining hands with such a party that played politics with the flood affected people of Kashmir,” National Conference Additional General Secretary Dr Sheikh Mustafa Kamal told CNS adding that PDP will become the first party in the history of Jammu and Kashmir that will help BJP to enjoy power in the State.


Kamal said that PDP is playing politics with the people of Kashmir by giving an impression that government with the BJP will formed by keeping all the controversial issues aside. “Once you keep the controversial issues aside, how can you then revoke Armed Forces Special Powers Act from the State,” Kamal said.


He alleged that the sole purpose of Mufti Muhammad Sayeed is to assume power and for this purpose he can compromise on any issue. “We wonder how PDP will face the people and what it will offer to them. I am not the enemy of Mufti or PDP but my simple suggestion to him to take a decision that will not hurt the sentiments of the people of Kashmir,” he said.


Kamal alleged that PDP mislead people of Kashmir by waving green flags. “In a bid to appease people and to get their votes, Muti in his Ganderbal election rally conveyed to militants that they don’t need to hide in forests and they should come forward as he is their real representative. If Mufti is the real representative of militants then how come he is forced to forge an alliance with BJP,” he said.


Kamal added that never on earth BJP will allow Mufti to revoke AFSPA from the state. “Contrary, BJP will pitch for the rights of Hindu refugees settled in Jammu and mark my words that BJP-PDP government will not survive more than six months,” he said.

Two militants killed in Tral gunfight

Two militants including the District Commander of Hizbul Mujadheen were killed in a brief gun fight at Handora hamlet of Tral town in South Kahsmir’s Pulwama district on Tuesday.


The HM District Commander accompanied by his associate had arrived at his home when Army and SOG personnel cordoned off the house and killed both the militants after two minutes gun fight. An Army Colonel and a Constable was injured during the encounter while officials said that the Colonel was airlifted to Badamibagh based 92 Base Hospital in critical condition.


Police sources told CNS that, HM District Commander Abid Ahmed Khan son of Jalaluddin had arrived at his Handora village to meet his family members. He was accompanied by his associate Shiraz Ahmed Dar son of Ghulam Hasan Dar resident of Warigund Tral. “We received inputs about their presence and without any delay joint Army parties from 42,180, 185 Rashtriya Rifles along with SOG Tral cordoned off the village. As the army zeroed in and came close to the house, the militants fired upon Government Forces resulting in the injury of a constable identified as Manish Kumar,” a police official said.


Sources said that as the Colonel Roy of 42 RR tried to enter into the house during the gunfight, the militants targeted him and injured him critically. “The injured Colonel was airlifted to 92 base Army hospital in Srinagar,” police official said adding that both the militants were neutralized after 20 minutes gun fight.


“Abid was the District Commander of Hizb and he was active from September 2012 in the area, while Shiraz had recently joined the outfit and was involved in stealing the rifle of an SOG man from Awantipora camp,” SP Awantipora Tahir Saleem said adding that the killing of the duo is a major setback to the militant organization.

BJP Nominates 2 Rajya Sabha Candidates

BJP on Tuesday said that it has nominated Shamsher Singh Manhas and Chander Mohan Sharma as candidates for the Rajya Sabha election in Jammu and Kashmir.


Party sources said that BJP President Amit Shah has nominated Shamsher Singh and Chander Mohan Sharma as party candidates for the upcoming Rajya Sabha election.


Manhas is BJP national executive member and former Jammu and Kashmir unit president, while as Sharma is also a senior party leader from the state.


The election to the Council of States for electing four new members in the Upper House would be held on February 7.


Pertinently, PDP has already nominated its two candidates for the said election however, NC and Congress are yet to decide about their candidates.
