Curfew Like Restrictions On 8th, 10th Muharram

Authorities have decided to impose curfew-like restrictions in several parts of Srinagar city on Sunday and Tuesday in view of 8th and 10th Muharram processions.


Official sources told GNS that strict restrictions will be imposed in parts of city under the jurisdictions of police stations Shaheed Gunj, Maisuma, Kothibagh, Batamaloo, Ram Munshi Bagh, Karan Nagar and Shergarhi on 8th Muharram.


Similarly, the restrictions will also be imposed in most parts of old city under the police stations including Mahraj Gunj, Khanyar, Nowhatta, Safakadal and Habbakadal on 10th Muharram.


The sources said that these restrictions will be imposed to thwart the various Tazia (mourning) processions on 8th and 10th Muharram.


However, the sources said that a Tazia procession would be allowed in Zadibal area of old Srinagar. “The government has already made elaborate security arrangement for the peaceful conclusion of the procession.”


Numbers of Tazia processions are expected to be held on 10th Muharram in various parts of Srinagar particularly in Old City. However, for the last more than 20 years, authorities have disallowed Muharram processions in uptown areas while smaller congregations in localities of downtown Srinagar and in the outskirts are allowed.


Authorities have this time made advance preparations to stop people from taking out processions. The police authorities have appealed people not to take the routes leading to Lal Chowk on 8thMuharram. However, the traffic would be allowed to ply on Ram Bagh Bridge, Bemina Chowk, Tatto ground and Karan Nagar Chowk and should be restricted to lead towards Lal Chowk.


They have also advised people that no vehicle shall be allowed to ply from Hawal to Nowshera via Alamgari Bazar on 10th Muharram.


“All type of vehicles coming from Soura towards Nowhatta-Khanyar shall adopt Ali Jan route and those leading to Soura via downtown shall adopt Ali Jan and Nalamar route,” they said.

Sarpanch Arrested For ‘Preparing’ HM Posters

SRINAGAR


The police have arrested a Sarpanch for their alleged involvement in circulation of threatening posters on behalf of militant outfit Hizbul Mujahideen in volatile Sopore town of district Baramulla of south Kashmir.


Pertinently, posters surfaced at several places in Sopore town before Eid-ul-Azha, warning over 31 persons by name against liaising with the police and mainstream parties.


Police sources told CNS that soon after surfacing of these posters, police questioned the owners of various shopkeepers running Photostat business.


Reports said that after receiving a tip off regarding the involvement of a Sarpanch, Tanvir Ahmed Dar son of Ghulam Hassan resident of Dooru Sopore, an SOG party raided his house and arrested him. “Soon after his arrest, police raided his computer shop and seized various computers, printers and other electronic gadgets,” a police official told CNS on condition of anonymity and added that investigation is going on and more arrests are on cards.


Sources added that the Sarpanch during questioning has confessed of preparing and pasting the threat letters at various places in the town.

Mir Is No Threat For Me; Says NC’s Kamal

Hopeful of his victory form Tangmarag Assembly Constituency, National Conference leader Sheikh Mustafa Kamal Friday said that incumbent MLA from the same constituency is no match to him as he has been serving the Tangmarag people from past 46 years. Kamal said that the voters of Tangmarag are intelligent enough to differentiate between their foes and friends. “The Agriculture Minister Ghulam Hasan Mir is no threat for me as I have strong base in the Constituency,” Kamal told CNS.


While responding to a question, Kamal said that BJP is living in a fools paradise by claiming that all migrant votes will go to their kitty. “No doubt Sopore and some other parts of Kashmir have greater number of migrant votes but all Kashmiri Pandits don’t support BJP. Those migrants who have set up mansions in other parts of India support BJP because they reap benefits by pursuing anti-Kashmir agenda,” he said.


He claimed that Peoples Conference Chairman Sajad Gani Lone will not secure a single vote in case he joins hands with Bhartiya Janata Party.

Man Slips to Death, Leopard Injures Another

A man skidded from hill while grazing his cattle and died on spot in Karnah while as a man was attacked and injured by a Leopard in Budgam last evening, a police statement said on Friday.


35 years old Mohammad Shafi Kasana son of Sheer Mohammad Kasana resident of Nachian, Karnah skidded from a hill at Kandayar Nachain, in Karnah, resulting in his on spot death. He had gone in the forest area for grazing his cattle.


Meanwhile, Bashir Ahmad Bhat son of Ghulam Mohammad resident of Gogi Thegi Khan Sahib working in forest department as casual labour was attacked and injured by a Leopard in Raiyar forests. He was shifted to hospital for treatment.

Upcoming Polls Crucial to Safeguard JK’s Interests: Mufti

Peoples Democratic Party (PDP) Patron Mufti Mohammad Sayeed Thursday said the upcoming Assembly elections in Jammu and Kashmir are not about just the change of governance, but these polls would mark the beginning of a process for political, economic and social transformation in the State.


“The upcoming polls to the State Assembly are politically very significant and the people should use this opportunity to give a positive turn to the situation which has witnessed immense deterioration during the past six years of anarchic rule,” Mufti said while addressing a party workers convention of Pampore assembly segment.


He expressed the hope that the emancipated people of Jammu and Kashmir would use their vote vigilantly and elect a party which can address, with great resolve, the massive political and economic challenges facing the state. “The implications of the upcoming elections are beyond government formation and the results would be crucial to safeguard the interests of the state, resolution of Kashmir problem and securing the rights of the people,” he said and assured the people of a new value based politics and people-oriented governance model if PDP gets a strong mandate.


Mufti said given its rich natural resources, J&K could be one of the wealthiest states in the country. “J&K has been gifted with huge natural resource base in the shape of land, water, forests and minerals which need to be harnessed to create employment and wealth for the State,” he said and added that the State’s rich natural resources have sustained it throughout the 5000 years of its recorded history.


“There is no reason why we should have found ourselves to be a basket-case, perceived to be surviving on doles despite having the right mix of brilliant entrepreneurship and a sustainable resource base,” he said and added that PDP’s effort would be to restore JK’s economic glory by introducing a new policy of self-sustenance through proper land use and doing away with the deliberate attempt to convert Kashmir into a daily-wager society.

IED Detected, Defused on Mughal Road

SRINAGAR


An Improvised Explosive Device (IED) was detected and later defused Friday on the Moghal road in the peripheries of Shopian town of South Kashmir, police sources said.


The IED was fitted in a lighting gas cylinder and was planted inside an orchard near Padpawan village.


They added that the IED weighing 5 Kg was detected by a road opening party of the army. Later on Bomb Disposal Squad (BDS) was rushed to the spot that defused it and averted a major incident.


Traffic from both the sides of Mughal road was halted for hours together after the detection of the IED. The vehicles were allowed to move only after defusing the IED.

KCSDS Seeks UN, OIC Help For Rebuilding Kashmir

Kashmir Centre for Social and Development Studies (KCSDS) has appealed the Secretary Generals of the United Nations and Organisation of Islamic Conference (OIC) to visit the state of Jammu and Kashmir that got devastated in floods and take measures for flowing international humanitarian assistance for its reconstruction and rehabilitation.


In a Round Table Conference chaired by Prof. Hameedah Nayeem, the members of various civil society formations, social activists, business leaders and Kashmir Diaspora emphasised the need for global assistance to coup up with the magnitude of the disaster. The members expressed their deep concern over the disinterest and disinclination exhibited by GOI in accepting international aid from the United Nations and various countries thereby downplaying the catastrophe and sufferings of the millions of affected people.


Speaking at the conference, President Kashmir Bar Association Mian Abdul Qayoom said that the victims of flood fury have a right of access to humanitarian aid and assistance in international convention and 1993-Vienna declaration pertaining to disaster management in any part of the world. He advised the civil society exercise the options of taking the issue to courts of Justice including international court of Justice in Hague in case GOI continues to refuse international aid and assistance,


Renowned Professor of Medicine in United States, Dr.Khalid J. Qazi stated that no country in the world can claim to have capacity to disasters as such India’s expressed convention of accepting international aid is not tenable. Dr. Khalid narrated the impediments faced in custom clearance for the aid package sent for flood victims though a recognised NGO, by Kashmiri Diaspora in the United States. He said that the heart of Kashmir Diaspora beats for the flood sufferers back home and they will be striving for sending more relief and assistance for them which was also endorsed by Dr. Rouf Mir another noted US based Kashmiri medico.


Irfan Shahmiri heading US based NGO Chinar International stated that giving the magnitude of catestrophie, GOI never started working on a plan for relief or rehabilitation. He wanted to know the fate of PMs relief fund for Kashmir and stressed distribution of such fund through credible NGOs working on the ground. He also demanded release and allowing of FCRA for aid agencies involved in reconstruction and rehabilitation.


Former Financial Commissioner Mohammad Shafi Pandit emphasised on a role of a strong civil society for ensuring speedy revival of J&K’s economy.


Tafazul Hussain made a detailed case for rebuilding of J&K economy and presented a road map of six pillers for its restoration which included expediating GOI package, support from MNCs, Corporate and PSUs, free funds flow from banks, debt-waivers and interest subventions, international aid and coordination amoung business community.


Noted Physician Dr, G.Q Allaqaband asked for proper documentation of all that is required in reconstruction and rehabilitation and pleaded for constituting a united advocacy body.


Dr. Javid Iqbal presented a detailed account of current fiscal outlay of J&K government as well as GOI which proves that both the governments lack capacity to accommodate with the requirement in reconstruction.


Earlier initiating the proceedings, Prof. Hameedah Nayeem underlined the need for organising the Round Table Conference on vital subject of “ International Cooperation in disaster management” She said that multilateral agencies like World Bank and Asian Development Bank shall have to be deeply involved for providing soft loans apart from the assistance from foreign countries and agencies to rebuild the disaster hit state of J&K.


Among others who participating in the thought provoking deliberations included Mohammad Ashraf Mir, Advocate G.N Shaheen, Adv. Arshad Andrabi, Abdul Rehman, Advocate S.S Bashir, Amjad Khan, Z. G Mohammad, Dr. Mubeen Shah, Farooq Mir, Zahoor Ahmad Malik, Rouf Tramboo,and Shakeel Qalander.

Police Arrests Youth On Charges Of Stone Pelting

Police on Thursday arrested a youth from south Kashmir’s Pulwama district allegedly of being involved in stone pelting.


Officials told GNS that Muzamil Sofi son of Mohammad Anwar of Chatpora Puwama has been arrested on Thursday by a police team from his home.

While confirming the report the officials said the youth was detained from his residence and lodged at Pulwama police station.

“The youth was involved in many stone pelting related incidents in the area. He used to pelt rock and stones on the forces. We were looking out for him from long time,” a police official wishing anonymity said.

Education Department Throws Transfer Policy Norms To Winds

Throwing transfer policy norms set by the government to winds, the School Education Department has allegedly transferred several masters from Kashmir to Jammu division.


The documents in possession of KNS reveal that around half a dozen promoted masters posted in Kashmir division were transferred to Jammu. Interestingly all of the beneficiaries hail from Education Minister’s constituency.


The documents reads “In the interest of administration Government order No 561 dated 8.8 2014 the following four newly promoted Masters posted at Kashmir Division vide order no 831-DESK of 2014 dated 24.06 2014 issued by Director school education Kashmir under endorse no Est. /NG/A/PROM/14/AII/767-68 dated 24.06.2014 shall report to Director School education Jammu for further orders and shall be relieved with immediate effect”.


Sources said that these transfers were made only with the influence of the Deputy Chief Minister Tara Chand and such practices were unabated from the last few months in the Department.


A senior official in the Department told KNS that the government can’t transfer district cadre posts to another division as per law. He described it against the established rules and norms. “Once the officials of district cadre or division cadre are transferred to another division, it means they are being transferred along with the posts and it is loss to a division,” he added.


Senior officials of the General Administrative Department describe it as a serious matter and said that such transfers have been strictly prohibited through various government orders.”I fail to understand that how the Department issued such order. Division and the district cadre posts, if being attached to other districts or divisions, should be construed as ‘bad orders’ and could be nullified,” they said adding such orders leave the suffering district or division with less number of posts and less manpower.


Despite repeated attempts the education minister was not available for the comments.


Meanwhile the aggrieved masters demanded the government to revoke all such illegal orders immediately and stop discrimination with others. They also demanded the Government to constitute an enquiry into the matter and punish the guilty.

Govt Scrutinizes Model Code Of Conduct Violations

In view of the reports that departments were carrying out transfers and postings of some officials in violation of Model Code of Conduct, the government Thursday took a strong note and asked the officials to follow the guidelines of the Election Commission strictly.


A senior Government official of the General Administration Department (GAD) told Kashmir News Service (KNS) that some complaints have been received by the government about the issuance of orders of transfers and postings in some Departments after the enforcement of Model Code of Conduct.


He said that the issue has been viewed seriously by the government. ”The instructions have been issued vide Circular No. 46 -GAD of 2014 -Dated 27.10.2014 about the schedule for the assembly elections and imposition of Model Code of Conduct,” he said.


He said that The Government has again directed all officers and officials to strictly adhere to the guidelines of the Election Commission of India regarding the procedures to be followed during the Model Code of Conduct, which is available in the website of GAD.

Rehabilitation Of Flood Victims Major Challenge: Mirwaiz

Terming the rehabilitation of thousands of families whose houses and property got damaged due to destructive floods as a major challenge before Kashmiris, Hurriyat Conference (M) Chairman, Mirwaiz Umar Farooq, Thursday said the way Kashmiris came forward during the recent floods to help their brethren, similar courage and zeal was needed to rebuild Kashmir.


In a statement to KNS a spokesman of the Hurriyat (M) said continuing with his visit to flood hit areas, Mirwaiz toured the badly flood hit places of Pulwama including Kakapora, Lelhar, Gul Bagh, Ratnipora, Puchal, Gulzarpora and Beighpora. He distributed relief material among the victims on behalf of Dar-ul-Khair Mirwaiz Manzil which contains blankets, eatables and other essential material.


Consoling with the flood victims, Mirwaiz expressed his grief and concern over the damage incurred to orchards, paddy fields, and residential as well as commercial building due to the ravaging floods, Mirwaiz stated that despite the beginning of winter, the government has not started any substantial relief and rehabilitation programme in the flood affected areas. He expressed his extreme regret over such callousness and irresponsible behavior on part of the state.


Mirwaiz stated that thousands of residents were staying in make shift tents and spending their nights under the cold and rain. He condemned the state for playing discriminatory politics while distributing the relief material.


Terming the restrictions on international aid into Kashmir by the Government of India as “cheap politics reflecting a narrow outlook towards the grave human problem”, Mirwaiz stated that Dar-ul-Khair Mirwaiz Manzil would utilize its all limited resources to rehabilitate the flood victims. He assured the flood victims that entire Kashmir was standing behind them in this hour of crisis, adding, everybody is doing his bit to help the flood victims.

80,000 posts still vacant with Govt

The promise of state government to fill up of the 80,000 posts, lying vacant with different government departments remained unfulfilled, disappointing thousands of unemployed youth in the state.


Interestingly, the government through various advertisements for the filling up of the posts had earned more than Rs 20 crore from the unemployed youth as the form fee in the past but the snail’s pace recruitment process acted as spoilsport with the posts unfilled and youth in dilemma over their future.


The chief minister Omar Abdullah on January 6, 2013 stated that as many as 80,000 educated youth will be provided government jobs by fast track recruitment through service selection agencies within next some months.


Government later received more than 10 lakh applications for 11830 posts in last five years and the amount of fee collected from these applications is more than Rs 20 crore.


Also according to the reports, a total number of 102574 applications were received by the government from 2010 to 2014. In 2010, a total of 197542 OMR forms were received while as 162385 forms in 2011, have been submitted by the aspirants. Reports also maintained that 43275 OMR forms were received in 2012, and in 2013 there were 613278 forms submitted. During the ongoing year 8794 have been so far submitted.


Reports informed that even at present more than 37000 non-gazetted posts are lying vacant in various departments in direct category with 5778 gazetted posts for direct recruitment are also vacant.


The government has also more than 13000 posts of class-IV employees vacant in various departments.


In a promotional quota, the government has reported as many as 16000 vacancies in non-gazetted cadre and 1379 in gazetted cadre apart from 1379 class fourth posts.


The higher education and school education departments have 2109 and 1515 vacancies in gazetted cadre respectively and school education in non gazetted cadre having 12372 vacant posts followed by Home 6678, finance 2042 and forest 1848. The total number of gazetted and non-gazetted vacant posts in education department is 22894 followed by Home department 9019.

Corruption In SMC: Two Officials Caught Accepting Bribe

Barely after a gap of two months, when in August this year, a Enforcement Officer of Srinagar Municipal Corporation was caught red handed by police while accepting a bribe of Rs 32,000 for granting building permission, two more officials of the Corporation were trapped for the same reasons by Vigilance Organization.


Srinagar Municipal Corporation (SMC) which is allegedly known for its corrupt practices was in news again when on the complaint of a trader Abdul Rehman Reshi, Vigliance Organization apprehended red handed the head assistant of Corporation Chowdray Mehrajudin Buja and complier Aamir Rashid while accepting a bribe of Rs 65,000 for allotment of shops at Al-Qadoos Market located at Exhibition Crossing Srinagar. “Chowdray Mehrajudin Buja was harassing us on daily basis on the one or the other pretext. He was misusing his official position and was demanding bribe from some of the Shopkeepers for the allotment of their shops thought this matter was still subjudice,” the complainant Abdul Rehman Reshi who is the president of Al-Qadoos Market told CNS.


He added that few days ago, the ‘corrupt’ official along with his team arrived at Al-Qadoos Market during the dead of the night and broke shutters of those shops whose owners had refused him to give bribe. “When we protested over his ‘illegal’ action, he informed us that all was done on the orders of Commissioner SMC, while the Commissioner feigned ignorance about the matter,” Another trader told CNS.


Pertinently, when CNS contacted Mehraj Buja over the issue, the admitted that Commissioner SMC had given him orders to break the shutters of those shops who refuse to pay SMC allotment fee.


Abdul Rehman added that from past few days, head assistant SMC, Mehrajuddin Buja was after him, demanding a bribe of Rs two lakhs to hush up the matter of allotment. “I informed Vigilance and a team accompanied me in civvies. Buja along with his colleague Amir Rashid came out from his office section and accepted the bribe. Both were trapped by Vigilance that was headed by DySP.


DySP Vigilance confirmed to CNS that a special team arrested two SMC officials for accepting a bribe of Rs 65,000. “We have booked both the tainted officials namely Chowdray Mehrajudin Buja and Aamir Rashid and an FIR vide number 39/2014 under Prevention of Corruption Act and Ranbir Panel Code was registered against the duo,” he said.


Pertinently, Tehsildar Khanyar and Srinagar police arrested an SMC Enforcement Officer in a trap while taking bribe from a commoner for carrying out construction in Bagiyas Srinagar in August this year.


Commissioner SMC, Dr G.N.Qasba while terming the incident unfortunate told CNS that every organization has such corrupt elements and unfortunately SMC is not an exception. He added that strict action will be taken against these officials who have brought a disrepute to the Corporation.

Police Crackdown on Separatists Continues, Arrests Many More

Police arrested at least six separatist activists affiliated with Muslim League (ML), a constituent of Hurriyat Conference faction led by Syed Ali Geelani.


A major drive to arrest separatists has been started by police to foil their anti-election campaign. The first phase of assembly elections is scheduled on November 25.


Earlier, police raided the residences of main separatist leaders and arrested them. They include Yasin Malik, Shabir Shah, Nayeem Khan, Ayaz Akbar and Moulana Tari.


Dozens of activists have also been arrested. According to a ML spokesman police arrested party office bearers Feroz Ahmad Khan, Bashir Ahmad Wani, Hakeem Showkat, Asadullah Parray and Mairaj din Nanda. He said that police also raided the house of ML leader Abdul Ahad Parra.

Clashes in Bandipora

Protests erupted in Bandipora town Thursday after an army vehicle crushed an old lady to death.


Reports said that a speedy army vehicle crushed to death a lady whose identity is being ascertained.


Soon people resorted to anti army protests alleging army for not obeying the rules of the road.


“The protesters were cane charged,” reports said. Locals said that police resorted to tear smoke shells to disperse the protesters.

Mufti Seeks ‘Partnership of Youth’

Peoples Democratic Party (PDP) Patron Mufti Mohammad Sayeed Thursday sought the support of the State’s youth in his party’s enterprise of hope to find a way out, in the future, for JK’s political and economic problems. He said in the days and months to come, PDP will have a critical role to play and a great responsibility to discharge in shaping up a politically stable and economically emancipated Jammu & Kashmir for which it will need the support of the State’s young population more than ever before.


“I reiterate my party’s resolve to offer the State’s young population a greater voice in political decision-making and partnering with them to usher Jammu and Kashmir into a refreshing era of peace, progress and prosperity,” Mufti said while addressing PDP workers convention of Tangmarg Assembly constituency.


Mufti said while through its ‘Youth Development Policy’, PDP has already envisioned a productive role for the State’s youth, it would be further concretized through various practical initiatives. “PDP believes that the youth of Jammu & Kashmir have the right to seek meaningful employment, freedom of expression, participation in decision-making that affects their lives, and protection from socio-economic and political manipulation,” he said and added that the party would strive towards realizing this objective for the State’s emancipated young population.


Mufti said, with this objective in mind, PDP has given mandate to several young politicians for the upcoming Assembly elections, so that they can represent the urges and aspirations of the State’s young population in a more effective manner.


“PDP has a unique correlation with the youth as the party itself is young and growing. We understand and identify better with the problems of our young population as we as a party are ourselves young and growing with them,” he said and added that the youth in Jammu & Kashmir need extraordinary attention as they have been particularly and enormously affected by the negative consequences of the conflict and economic deprivation.


Mufti said in order to avoid further deterioration of the situation for the coming generations the State’s political leadership needs to respect and ensure the rights of its youth. “This requires a determined effort of lending economical, social and political support to the young people, both men and women equally,” he maintained.


Mufti said despite passing through the darkest era of our history, the main source of the State’s confidence is the substantial potential of building upon its young human resource. “Even in the most difficult times, our young boys and girls are doing us proud in whatever field they take a plunge,” he said and added that with three new universities opened in as many years and four additional campuses added to the existing ones and a major initiative of upgrading and expanding the education and technical training, the State is now to some extent poised to catch up with the fast changing educational scenario around us.

60 Year Old Lady Dies in Accident

One person died while four others were injured in different road accidents across the valley, a police statement said on Thursday.


A Maruti 800 car bearing registration number JK01Q/0733 hit and injured a 60 years old lady Farzi wife of Habib-ul-lah Bhat resident of Ganisthan at Ganisthan Chowk, in Sumbal. The injured lady was shifted to the hospital but succumbed to her injuries on way to hospital.


Meanwhile, a Tata Sumo bearing registration number JK09/0858 hit and injured a boy Jahangir Ahmad Khan son of Anayat-ul-lah Khan resident of Payerpora at Payerpora, in Kupwara. He was shifted to SKIMS Soura, Srinagar for treatment.


In another accident, three persons Bilal Ahmad Bhat resident of Turkapora, Imtiyaz Ahmad Bhat resident of Turkapora and Bilal Ahmad Najar resident of Badehar, Handwara got injured when their motorcycles meet with an accident at Chogal, in Handwara. All the injured were shifted to Sub District Hospital, Handwara for treatment where from Bilal Ahmad Najar was shifted to SKIMS Soura, Srinagar for further treatment.

Crack Down on Separatists, Many Arrested

Ahead of the assembly polls police on Thursday arrested at least ten separatist leaders including Mohammad Yasin Malik, Shabir Shah, Nayeem Khan and others and raided dozens of residences of separatist activists.


Police raided the house of Hurriyat (JK) leaders, Shabir Shah, Nayeem Khan and Mohammad Yousuf Naqash and arrested them during the night. Police also arrested Moulana Mohammad Abdullah Tari of Democratic freedom Party. Earlier police arrested Hurriyat (G) spokesman, Ayaz Akbar.


A police party raided the office of JKLF, at Abhi Guzar and arrested its Chairman Mohammad Yasin Malik. Advocate Bashir Ahmad Bhat and Ghulam Rasool Dar of JKLF were also arrested, a JKLF source said. He added that many activists from different districts have also been arrested.


Sources said that all the arrested separatists have been lodged in different police stations.


Sources said that police also arrested at least three Hurriyat (G) activists from Handwara. Another activist has been arrested in Kulgam district. Some Hurriyat (G) activists who have arrested during the nocturnal raids have been identified as Saif-ul-din Mir Kupwara, Habib-Ullah Kupwara, Mohammad Amin Ahangar Shopian and Mohammad Amin Parray of Shopian.


They added that police made nocturnal raids on dozens of residences to arrest the separatist activists however majority of them was not at their homes as the recent floods have damaged their houses and they are putting up with their relatives at different areas.

Saluting the spirit of the youth in playing a prominent and vital role and the rescue and relief operations in the aftermath of the devastating floods, Sagar said the Omar Abdullah Government had focused on youth development and empowerment from its very first day in office by pioneering employment schemes and skill-development projects for our unemployed youth. “Thousands of new entrepreneurs were supported in their endeavors by the Omar Abdullah Government while Tourism saw a record growth year after year with unprecedented asset creation and growth in the Private Sector. This resulted in the creation of thousands of new jobs and reduced the unemployment in the State from when we took over the reins of power. Similarly thousands of unemployed youth were absorbed in various government departments to tackle the issue of unemployment”, Sagar said.


The NC General Secretary also highlighted the commendable and historic performance of the Omar Abdullah Government in the field of Primary, Secondary and Higher Education. “Omar Abdullah brought new Universities, Degree Colleges, thousands of new schools to the State and this was validated in how we succeeded in boosting our literacy ratio. Police Penalises Engineer Rashid For Violating Traffic Rules

A Member of Legislative Assembly Wednesday was fined by traffic police after he broke the signal here in city centre.


Official sources told GNS that Engineer Rashid, who is an MLA from north Kashmir’s Langate constituency, broke traffic signal at Jehangir Chowk. Rashid, they said, was travelling in a Santro car bearing number JK09 8500.


A traffic police official, when contacted, said the ‘law is for all whether a VIP or a common man’.

43-Year-Old Dies Due To Chest Pain; Family Accuses Doctors Of Negligence

Police Wednesday registered a case against the alleged negligence of doctors due to which a 43-year-old patient died at North Kashmir’s Kupwara hospital.


According to the KNS correspondent, father of four children Ghulam Mohammad Lone earlier complained of the chest pain and was admitted at Kupwara hospital wherein a medico advised a chest tube. A day after, Lone died, making his family to protest against the doctors of the hospital. The family alleged that due to the negligence on part of the doctors, Lone died and that he would have been saved, had a proper procedure been adopted.


Later police swung into action and started investigations. Reports informed that Lone’s body was exhumed from his grave for post mortem and FIR271/2014 has been registered under section 304(a).


After the post mortem, the brother of Ghulam Mohammad Lone, Fayaz Ahmad told KNS that the family would continue to protest if the doctors who displayed carelessness during the treatment of his brother.


When contacted, SSP Kupwara told KNS that a team has been constituted by the police so that investigation of the matter and that further action will be taken once the post mortem report is received.

In Islamabad, Insurance Companies Settle 675 Claims, Releases Rs 10.23 Cr

Deputy Commissioner, Islamabad, Tasaduq Jeelani, Wednesday chaired a meeting of all the District heads of different Insurance Companies functional in the District and reviewed the post flood insurance claims /settlement issues in presence of representatives of various trade and civil society organisations.


According to spokesman, it was given out in the meeting that 675 insurance claims pertaining to District Islamabad have been settled till now by different insurance companies amounting Rs.10.23cr. It was said that New India insurance has settled 250 claims out of 253, oriental Insurance has settled 77 claims out of 133, National Insurance has settled 232 claims out of 259 while as United India Insurance has settled 116 claims out of the 132 claims.


Deputy Commissioner stressed upon all the Insurance Companies to settle the Insurance claims of all the concerned without any delay so that the affected people can rebuild their business establishments and houses before coming winters. He also stressed for minimising the time period and unnecessary documentation required for settlement of the claims. He assured the traders and other concerned that they will be provided with every possible help so that they can face the challenges of coming winters in a better way. Deputy Commissioner directed all the concerned officers to work in close co-ordination so that the distribution of relief and rehabilitation process is completed in a free fair and transparent manner.

NOTA Doesn’t Impress Separatists

The NOTA option in the Electronic Voting Machines (EVMs) hasn’t impressed separatists leadership in Kashmir who termed the option as non-issue for them.


As the poll dates were announced by the Election Commission of India (ECI) recently for Jammu and Kashmir, it declared NOTA as one of the option that the voter can use during the state elections.


Seeming less impressed by the otherwise controversial option earlier, the separatist leadership here stated that the option of NOTA is not relevant in Jammu and Kashmir rather ‘boycott is the only way forward.’


Huriyat Conference led by Syed Ali Geelani termed the option irrelevant, saying NOTA could prove vital for the other states but for Kashmir its unimportant as far as the political status of the state is concerned. “It is the army that rules the state, how could we expect that the option could be relevant here. With NOTA or without NOTA, elections have no relevance in Kashmir and that the people must boycott the process tooth and nail,” Huriyat (G) chief spokesman Ayaz Akbar told KNS.


Huriyat (M) chairman Mirwaiz Umar Farooq had already said that his amalgam has already rejected the poll process and considers it ‘futile’. He added that elections in no way could be the substitute of right to self determination. “We ask people to reject these polls and stay away from this process,” Mirwaiz maintained.


Chairman Huriyat Conference (JK) Shabir Ahmad Shah while stating that the NOTA must not be discussed as an option here said that the boycott is necessary action that the world could witness what how the system here is rejected by the people. “For us, going near to the polling booth is forbidden and the people of Kashmir must boycott the polls at large even if NOTA is not available”

No Takers For BJP’s Polarisation Wave In Valley: Dr Drabu

The former JK Bank chairman and PDP’s candidate for Rajpora constituency Dr Haseeb Drabu Wednesday said that BJP’s impact will be visible in Jammu during the coming state elections but its style of polarization would have no takers in valley.


Drabu while talking to KNS said that the BJP after a long spell managed to get a mandate for the government formation at the Centre and its impact would be surely felt on ground here. However, he was quick to add that its style of polarization would have an impact in some areas of Jammu region of the state. “It can have a maximum influence at Jammu but not here in valley. Jammu will get polarized to some extent but we don’t want that impact here. We have to control it.”


Commenting over the boycott call issued by the separatist camp, the former chairman of JK Bank remarked that PDP will strive to ensure maximum participation of people in the electing fray. “We will try to ensure maximum participation of people in elections. We don’t want to get into the government but our aim is the restoring the legitimacy of the legislative assembly. As far as the boycott is concerned, I don’t know will it impact or not but our job is to ensure maximum voter participation during the coming elections,” Drabu said.


He clarified that he isn’t ‘disgruntled’ with the JK Bank but has only commented upon the functioning of the institution with the issue of Rs 1100 crore NPAs. He pledged that he will revive the functioning of the JK Bank if voted to power.


Drabu maintained that the coalition politics has not served the purpose of good governance on ground and that the situation now is favoring the compete mandate to a particular party. “The atmosphere that has emerged both at the state and centre level across the country is that people are not according any fractured mandate to the parties. People want empowered government and not fractured mandate.”


Over the expulsion of the Syed Bashir by PDP in the past, Drabu said that Bashir was carrying out the anti- party activities including not supporting other legislators during the walk out at LA and making the objectionable comments about the party patron. Drabu- a candidate for Rajpora constituency remarked that Bashir in no way would affect his voters during polls.

Divisional Commissioner Kashmir Calls On Governor

Sopore Residents Contest Army Claim

Rebutting the army claims that eight youth arrested along with ‘arms and ammunition’ in North Kashmir’s Sopore town are affiliated with militant outfit Lashkar-e-Toiba (LeT), the residents of Harvan and Gujarpati Zaloora Wednesday while terming all these youth ‘innocent’ said that they were handed over by their families to the police, after Station House Officer Bomai Sopore demanded their presence in police station to verify their anecdotes.


Scores of residents led by Sarpanchs and village headmen from twin hamlets of Sopore arrived in Press Enclave and alleged that an Army Major from 30 RR Zaloora Camp, Amandeep Singh has branded innocent youth as militants to get rewards and promotion.


The protestors told CNS that on Oct 26 (Sunday) Station House Officer Bomai asked some 8 youth, five from Gujarpati Zaloora and three from Harvan to report at police station. “All these 8 youth including two government employees and three borthers were handed over to police by their respective family members in my presence. These youth were shifted to counter insurgency centre Cargo in Srinagar for questioning, however, from there they were sent back to police station Bomai with the report that they are not connected to militancy,” village headman Zaloora Ghulam Nabi Mir said.


The protestors elaborated that when family members demanded the release of the youth, the police assured them that after fulfilling the formalities all will be released after few hours. They claimed that during the same evening, an Army Major from 30 RR namely Amandeep Singh arrived in police station in a private Sumo vehicle and physically tortured these youth. “Arms and ammunition procured by Army including pistols and grenades were placed on the table along with these youth and photographs were taken branding them as LeT militants,” they said adding that they were shocked when Army claimed that they arrested 8 LeT workers.


“Where from these arms and ammunition came when these youth were handed over to police by me,” village headman questioned and said they have raised the matter with the Deputy Commissioner and Deputy Inspector General Baramulla. He added that even SHO Boami was shocked the way army Major implicated these youth.


The scores of protestors, among which some were detained by police station Kotibagh when they tried to come on road, said that some of the arrested youth are highly qualified and government employees. They appealed Director General of Police to look into the matter and provide justice to these youth and their families. They identified these youth as Rayees Ahmed Bhat, Sajad Ahmed Bhat, Shabir Ahmed Kumar residents of Harvan, Hakimuddin Gujjar, Iqbal Gujjar, Qasim Gujjar (brothers), Zubir Ahmed Gujar and Muhammad Lateef. They said that one of the arrested person Hakimuddin Gujjar is 70 years old while Muhammad Lateef is handicapped.

Mufti Promises ‘New Beginning’ for JK in 2015

Seeking a strong and decisive mandate for his party, Peoples Democratic Party (PDP) Patron Mufti Mohammad Sayeed Wednesday said the upcoming Assembly elections offer a historic opportunity for laying out the process of rebuilding a politically stable and economically sustainable Jammu and Kashmir.


Addressing party convention of Shopian Assembly constituency, Mufti said the people of Jammu and Kashmir, more than ever before, today want the politicians to stand up and address the political and economic issues that matter to them. “They want leadership, they want commitment, they want accountability, they want political stability, they want economic prosperity and they want development,” he said and added that as a dependable regional political force PDP has demonstrated that it can deliver on all these counts with unflinching consistency.


“There is less than a month left to determine the direction that we are going to take in the next 6 years for the larger good of our people,” he said and added that while PDP has already won on the turfs of trust, credibility and commitment, it is time to win the seats now. “And if we get a decisive mandate, it will not be the victory of my party but the victory of people of Jammu and Kashmir who have been yearning for change through democratic means,” he said and hoped that January 2015 will mark a new beginning for the State with a new era of peace, development and prosperity.


He said the political philosophy of PDP revolves around the ideals of democracy and good governance. “Our objective is to promote and establish political stability and provide good governance that ensures probity and participatory democracy,” he said and added that the party would at the same time continue to work for the resolution of the Kashmir issue.


Mufti said the next six years are crucial for not only ensuring good governance but accomplishing the challenging task of rebuilding safe, sustainable and planned infrastructure in Jammu and Kashmir in the aftermath of the devastating floods that hit the State last month.


“If you want a change of direction, not just a change of government, if you want new priorities, not just politics – the PDP is the only alternative,” he said and added that for PDP more than a poll campaign, it is time for a crusade. He said while campaigns are about winning votes, crusades are about reaching out beyond politics. “It is a crusade for politics of ethics, crusade for new opportunities, crusade for hope and crusade to mark a new pragmatic beginning,” he said.


“I urge the people of Jammu and Kashmir to join us in this enterprise of hope, as together, we can make the difference and rebuild a safe, sustainable and prosperous Jammu and Kashmir for our future generations,” he said.


Referring to the local issues, Mufti said, if voted to power, his Government’s focus would be on horticulture, handicrafts and tourism sectors which are the mainstay of the State’s economy. “Various multilateral institutions and major Indian corporates would be roped-in to build and fine-tune the infrastructure in these key sectors to achieve the desired levels of growth,” he said and added that infrastructure building in agriculture, horticulture, tourism and handicraft sectors would not only give a fillip to the State’s economy but would help create more job opportunities for the local youth by fully harnessing their enterprising skills.


Mufti said despite having a flourishing horticulture sector, there has been almost negligent focus on this crucial sector in the area which could have led to economic prosperity of the people.


He said the Fruit Mandi Shopian would be developed by way of expansion and infrastructure building so that it is brought at par with Azad Fruit Mandi. “Similarly Mughal Road would be further developed by building tourism infrastructure along it so that it can boost the economy of the area,” he said and added that despite being gifted with some of the most picturesque locations, the area has not benefitted much in the tourism sector due to political neglect.


Mufti said although during its brief tenure in the Government between 2002 and 2005, PDP had made some tangible progress on building infrastructure in horticulture and tourism sectors in the area, the initiatives were unfortunately put on the back-burner by the later regimes.


PDP candidate for Shopian assembly segment, Advocate Mohammad Yousuf and PDP leaders Naeem Akhtar, Dr Haseeb Drabu, Abdul Razaq Zawoora, Zafar Iqbal Manhas and Simnani were also present on the occasion.

Handwara Encounter: Police Version

Three militants were killed in an encounter by Police and security forces in a joint operation in Wadder Bala forests of Handwara, a police statement said on Wednesday.


The statement added that on specific information over the presence of militants, Police, 21 RR, 30 RR and 06 RR launched a joint operation in the Wadder Bala forests. The joint party was fired upon by the militants triggering an encounter. In this encounter three militants were killed.


One Naib Subedar Rajesh Kumar also lost his life. The three dead bodies of the militants have been recovered from the encounter site. Further searches are on.

Police Produces GM BSNL before Deputy Commissioner Sgr

Police on Wednesday produced General Manager (GM) Bharat Sanchar Nigam (BSNL) Kashmir before the Deputy Commissioner Srinagar after the later issued warrant against him.


Sources said Deputy Commissioner Srinagar, Farooq Shah had received complaints from the BSNL customers about its poor service compelling him to issue a warrant against the GM.


They added police today produced him before Shah who informed him about the complaints.


Pertinently, BSNL service is continuously irking its customers since the devastating floods hit the valley and destroyed most of the infrastructure.

Yousuf Bhat of Ganderbal Joins Congress

Mohammad Yousuf Bhat, former National Conference worker who was in news a couple of years ago after the death of another NC worker Syed Yousuf in police custody Wednesday joined Congress.


Bhat hails from the Chief Minister Omar Abdullah’s constituency, Ganderbal.


Bhat had alleged NC top brass of receiving huge sums through Syed Yousuf against legislative council births. Syed Yousuf was arrested from the residence of Chief Minister Omar Abdullah resulting in allegations even against him.


Syed Yousuf’s death case was later probed by the state government which gave Chief Minister clean chit.


According to a statement Congress state president Prof Saifuddin Soz has admitted Mohammad Yousuf Bhat of Gandebal into the party.

Traders Held Sit in At Lal Chowk

Traders in Lal Chowk Wednesday staged a sit in near Ghanta Ghar to press for their demands including international aid for their rehabilitation.


Scores of traders under the banner ‘Traders Association Lal Chowk’ held a sit in and started shouting slogans against what they called apathy of the government towards flood victims especially traders and businessmen.


The protesting traders erected a tent for their sit in forcing traffic to use alternative routes.


Traders and businessmen are demanding exemption in Income and Sales Taxes and an international aid for their rehabilitation.


Pertinently the trader’s representatives had many meetings with the Chief Minister, Omar Abdullah and they met the Prime Minister Narendra Modi as well when the later was in Srinagar on Diwali day.

2 More Militants Killed in North Kashmir

In the ongoing encounter between militants and the forces in North Kashmir’s Kupwara district two more unidentified militants were killed on Wednesday.


A day before, an army officer and an unidentified militant was killed in the encounter. The Operation had been suspended during the evening and resumed this morning resulting in the killing of two more militants.


The encounter had started in the Waderballa forest area in Handwara on Tuesday two weeks after police and army launched a joint operation. One trooper had died in the firing on Oct 13.

Rustication Of Two Students Sparks Protest

As a mark of protest, scores of students from Sanik School Manasbal in Central Kashmir’s Ganderbal district fled from their hostel during the dead of night after the school authorities rusticated two students for their ‘bad’ conduct.


School sources told CNS that the peace and discipline of the school got disturbed after the two students from class 11th fought with each other over a personal matter. Both the students according to reports were rusticated from the school soon after the incident and were handed over to the parents with the directions that school is soon going to issue discharge certificates in their favor.


Sources said that scores of the class fellows of these two rusticated students tried to stage a protest against the school authorities, however, were stopped and admonished. However, these students fled from the hostel during the dead of night with the demand that they will not join the school till the rusticated students are not called back.


Admitting that students had fled from the hostel, Principal Sanik School Manasbal Gayasuddin told CNS that they have registered a report in police station Lar in this regard. He however said that most of the students have been traced and they have joined the School again. “We are looking into their demand and the decision in this regard will be taken within one or two days,” he said.

‘Police Harassing Muslims In Gujrat’

Accusing Indian print and electronic media for concealing facts about the ‘repressive’ measures adopted by police in Dabhyal village of Nowsari district in Gujrat, Jamiat Ulama-i-Hind Tuesday alleged for an alleged cow-slaughtering act, police has let loose a reign of terror in the area and has arrested 77 Muslims including two women so far while the arrest spree is in progress.


Secretary Jamiat Ulama-i-Hind Maulana Muhammad Hakimuddin Qasmi who is in Kashmir in connection with relief and rehabilitation work rued the fate of Muslims living in Gujrat. “Dabhyal area has vast population of Muslims where some 4,000 students have been taking Islamic education at Madrasa “Jamia Arabia Taleem-u-Din’. This seminary was founded by Alama Anwar Shah Kashmiri and he frequently used to visit here,” Qasmi said.


He said that in the same area on the pretext of cow slaughtering act, police is harassing Muslim population. “Islam permits cow slaughtering, still Jamiat Ulama-i-Hind head Maulana Mehmood Madni after visiting the area had assured the police no such slaughtering will take place in the area and yet the police did not change their attitude and continue to arrest and harass the innocent people there,” he said.


Rebutting the police claim that a police party was attacked by Muslims there, he said that on spot verification proved that locals helped four policemen to get out of the area safely when some people lost their cool against ‘unwarranted’ harassment. “It is absurd on part of Indian media to highlight the cow-slaughtering act, but are silent the way two innocent Muslim youth suffered injuries in police firing,” he said that instead of highlighting the plight of local population there, Indian print and electronic media is provoking the police against the Muslims residing in the area.


Qasmi added that a delegation of Jamiat Ulama-i-Hind met I.G.Police Hansmukh Patil but he did not listen to us. He appealed media to shun bias and highlight the truth so that innocent people don’t suffer.

Office Timings Rescheduled In Valley

According to Divisional Commissioner, Kashmir, the working hours in all Government offices and Institutions in Valley except in case of Educational Institutions located within Srinagar Municipal limits shall be from 10.30 a.m. to 4.30 p.m. with effect from November 1, 2014. These timings shall remain operative upto March 31, 2014.


All Head of Departments, Offices and Institutions shall ensure strict adherence of the office timings.

Winter Vacation May Be Declared Early This Year

With weather conditions worsening, the state government has asked deputy commissioners of flood affected districts to identify the safer places for shifting flood victims.


According to the reports received by KNS, in view of the prevailing cold weather conditions in flood hit valley, adding miseries to the already flood affected lot, the government has directed the deputy commissioners to speed up the activities in identifying the safer places for the relocation of the victims.


The government order is also likely to way for the early closing of schools in Kashmir division, as according to sources, the government run schools are turning out to be a viable option to shift people whose shelters were damaged due to September’s ravaging floods.


Reports also maintained that after the thorough checks carried out by the district administrations, school buildings are likely to be utilized for the purpose of relocating the flood victims.


Meanwhile, talking to KNS, Divisional Commissioner Kashmir Rohit Kansal confirmed that the government has directed the deputy commissioners to identify the places in their respective districts wherein flood victims who have lost their houses could be shifted during the winter months. Jammu and Kashmir Casual Daily-Wagers Forum Tuesday declared that it will start an agitation against two incumbent Minister and their supporters and will expose their wrongdoings that according to the Forum have committed by them in the State from past six years.


Addressing a news conference in Srinagar Jammu and Kashmir Casual Daily-Wagers Forum president Sajad Ahmed Parey said that present state government cheated 60,000 daily-rated workers of the State which could not be tolerated and the Forum will bounce back with great force.


Accusing State Finance Minister Abdul Rahim Rather, Higher Education Minister Muhammad Akbar Lone and their supporters for committing fraud with the daily-rated workers of Jammu and Kashmir, Sajad Ahmed Parrey said that the Forum will expose the wrongdoings of these Ministers and will make people aware about the malpractices which they have been indulging in.


“Some Ministers in Coalition Government sabotage the move of the government to accord the sanction to the policy aimed at the regularization of daily-rated workers. They didn’t attend the meeting that was going to be held on Oct 24 in Civil Secretariat,” he said adding that on the same day, National Conference Minister Akbar Lone declared in front of scores of people that he will not allow government to regularize the daily-rated workers. He alleged Lone indulged in the act in connivance with the State Finance Minister who did not handed over the file to the General Administrative Department in time


While appreciating the move of Congress leader Sham Lal Sharma, the Forum according to CNS termed these reports baseless that the resignation by Sharma was an election stint. “At least Sharma felt our pain and resigned from the Cabinet. Those who claim that Sharma wanted to regularize as many as employees from Jammu are misleading the people. We have the complete data with us,” Parrey said and slammed those who divide people in regional basis. He asked why these people acted as mute spectators when Jammu got lions share when it had come to the creation of the administrative units.


The Forum further said that it will continue to fight for their rights and will approach to the Court of Law. He informed the day these Minister will file their nomination papers, the Forum will use different media expose their ‘wrongdoings’ before the common people.

Flood Aftermath: ‘Indifferent Attitude Of Govt Spark Protest’

Scores of residents from Banyari Sharqi area of North Kashmir’s Bandipora district staged a protest against MLA Sonawari alleging that said MLA did nothing for them after flood ravaged their village situated on the embankment of world famous Wullar Lake.


The protestors assembled in Press Enclave Srinagar and amid anti-MLA Sonawari slogans said that they have been spending days and nights in temporary tents while the government is doing nothing to address their problems. “The inundation in Wullar Lake ravaged our village. We lost everything and have been staying in temporary tents and sheds. MLA Sonawari, Muhammad Akbar Lone did only lip service while the reality is that he disappointed us,” one of the protestors Muhammad Aslam told CNS adding that District administration Bandipora is also indifferent towards their miseries


The protestors said that those whose house were completely damaged received only Rs 3000 as compensation. They appealed DC Bandipora to visit the area and take stock of the situation himself.

Militant killed in Handwara Encounter

Army on Tuesday killed a militant in Wadarbala forest area of Handwara in frontier district of Kupwara.


Army had launched a combing operation in Wadarbal forest on October 13, after some militants attacked a patrolling party killing an army soldier Sahib Singh from 30 Rashtriya Rifles.


Locals said that from past 16 days they frequently heard gun shots coming from the direction of forest area. Reports said that besides SOG Handwara, Army soldiers from 6,21,30 and 31 RR who were part of the searching operation confronted with the militants during afternoon hours and in the ensuing encounter, one unidentified militant was killed while an army soldier also suffered injuries.


Defence sources added that search operation would continue till all the militants in the forest are neutralized. (CNS)

SaMaPa for Flood Victims Raises Rs 80 Lakh

SaMaPa (Sopori Academy of Music And Performing Arts) Tuesday organized the third fund raiser music concert in New Delhi for the victims affected by the floods in Jammu & Kashmir. The concert titled ‘Concert for Kashmir’ was held in collaboration with India Habitat Centre featuring some of the senior maestros of Indian music like Vidushi Sumitra Guha (Vocal), Ustad Hashmat Ali Khan (Tabla), Vidushi Uma Garg (Vocal), Pt. L.K. Pandit (Vocal) & Pt. Rajindra Prasanna (Flute) joined by Ustad Rashid Mustafa Thirakwa, & Durjay Bhaumik (Tabla), Bharat Bhushan Goswami (Sarangi) and Paromita Mukherjee & Vinay Mishra (Harmonium) and others along with Munish Jolly who coordinated the proceedings of the concert.


As per a statement SaMaPa fund raiser concerts have so far helped to mobilize around Rs. 80 Lakhs. The series of concerts have been an initiative conceived by the music legend Pandit Bhajan Sopori, hailed as the cultural bridge of J&K with the rest of the country, and maestro Abhay Rustum Sopori. SaMaPa organized the 1st concert in collaboration with the German Embassy and later got together the best of the young generation musicians in the 2nd concert. Prior to the concert Pandit Bhajan Sopori said, “The floods shattered the State. We got the musicians of India and the art lovers together in this cause to express solidarity towards the victims affected by the floods and also raise funds”. “The musical evening is also to create awareness about the problems faced by the victims and people can still help in providing relief and rehabilitation, said Abhay Sopori.

NC Undecided about Ganderbal, Bandipora, Inderwal

The ruling National Conference (NC) is yet to decide on the mandates for three constituencies out of 15 which are scheduled to go for polls on November 25 the first phase of the process.


Out of these fifteen constituencies, the NC has not given mandates in three assembly seats – Ganderbal, currently represented in the state legislature by NC working president and Chief Minister Omar Abdullah, Bandipora and Inderwal.


NC has released three lists of mandates so far and there are still many constituencies including three – Hazratbal, Sonwar and Zadibal – in Srinagar district, where candidates have not been finalised yet.


The party has not yet decided on the seat for Omar and though the leadership was divided over Ganderbal and Sonwar, the NC working president may ultimately fight the battle from the family’s traditional bastion Ganderbal in central Kashmir.


Omar had lost the elections from the seat in 2002 when he made his electoral debut in the state politics, but won comfortably in 2008.


Party sources said the process of finalising the mandates for the remaining constituencies was delayed because of the devastating floods that hit the state last month.

Wall Collapses in Srinagar, Man Dies

One person died when he came under a wall that collapsed over him while he was cleaning his house in Srinagar, a police statement said on Tuesday.


Sajad Ahmad Kand son of Mohammad Ishaq Khand resident of Kand Mohalla, Dal Lake, was injured when a wall collapsed over him while cleaning his house. He was shifted to SMHS hospital, Srinagar for treatment where he succumbed to his injuries.


Meanwhile, one person died in suspicious circumstances in Srinagar. Police has taken cognizance and started investigation to ascertain the cause of his death.


Aijaz Ahmed Nadaf son of Ghulam Rasool resident of Ahmada Kadal, Lalbazar was brought to SKIMS Soura, Srinagar in suspicious circumstances for treatment where he was declared brought dead.


Police has started investigation under section 174 CrPC to ascertain the cause of the death.

Assembly Polls: Notification Issued for the First Phase

The Election Commission Tuesday issued notification for the first of the five phases of assembly polls in Jammu and Kashmir.


As per the notification the last date for candidates to file their nominations is November 5. The scrutiny of nomination papers would be held on November 7 while the last date for withdrawal of nomination is on November 10.


ECI has fixed 0800 hours to 1600 hours as hours during which the poll shall, be taken in each constituency on the specified date.


In the first phase of election due on November 25, polls will be held in 15 Assembly segments spread across seven districts of Bandipora, Ganderbal in Kashmir Valley, Kargil, Leh of Ladakh region, Kishtwar, Doda and Ramban of Jammu region.


Pertinently, The EC on Saturday decided to go ahead with holding assembly polls in the state devastated by last month’s floods and announced a five-phased election schedule to be held on November 25, December 2, 9, 14 and 20.

Mirwaz Condemns Attack On Delhi’s Jamia Masjid Imam

Hurriyat Conference (M) chairman Mirwaiz Umar Farooq has been placed under house arrest by contingents of police at his Nigeen residence since Sunday evening.


In a statement a spokesman of the Hurriyat (M) said apart from Mirwaiz, other senior leaders including Agha Syed Hassan Al Safvi and Zaffar Akbar Bhat were also put under house arrest, besides, Hakim Abdul Rashid and Engineer Hilal Ahmad war were locked-up in jails.


Sternly condemning the house arrest of Mirwaiz and other leaders, he said ‘oppressive state’ can’t break the resolve of pro-freedom leadership by putting them under house detentions, in jails, or by imposing ban or restrictions on their political movement.


“Such draconian tactics will also not break the will of the pro-freedom leadership and their commitment towards the freedom struggle,” he added


Meanwhile, Mirwaiz in a statement said that by practically observing strike on October 27, people have shown their complete commitment and resolve towards the freedom struggle for which the entire Hurriyat leadership was obliged to them.


Asserting that despite ‘coercion, suppression and interminable’ sufferings Kashmiris have continued their fight for right to self determination since 1947, Mirwaiz said that the struggle would continue till the region is demilitarized and lasting resolution of Kashmir dispute is found which would be acceptable to, India, Pakistan and in line with the aspiration and emotion of Kashmiris.


He also condemned the attack on Delhi’s Jamia Masjid Imam, Moulana Ahmad Bukhari. He stressed upon the need for investigation into the cause of attack.


Mirwaiz also called Imam Bukhari over phone and enquired about his well being.

Man Detained By SOG In Handwara

Police have detained a person from Handwara area in north Kashmir’s Kupwara district.


Official sources told GNS that acting on a tip off, Special Operation Group (SOG) of police Baramulla raided Kargam village in Handwara and apprehended a person identified as Fayaz Ahmad Pir son of Mohammad Yusuf Pir of Nowgam Handwara.


The reason behind the arrest of Pir was not immediately known, however, sources admitted that he was arrested on suspected grounds.


The detained person is under questioning, they added.

Ahead Of Polls, Security Agencies Intensify Anti-Militancy Operations

With the announcement of State Assembly polls, the security agencies have intensified the anti-militancy operations across the Kashmir. In this regard, official sources said, police have arrested three persons from Srinagar city and recovered weapons from their possession.


The arrests came a day after police claimed to have busted a Lashkar-e-Toiba (LeT) recruitment module by arresting eight of its members from Sopore in north Kashmir’s Baramulla district.


Official sources told GNS that following the specific information, the Special Operation Group (SOG) of police conducted a raid at Mehjoor Nagar area of Natipora in the city and apprehended three persons from the area.


Sources identified the arrested persons as Imtiyaz Ahmad Dar son of Mohammad Shaban, Irfan Ahmad son of Ghulam Mohammad and Shakeel Ahmad Bhat son of Ghulam Hassan.


“Five pistols along with ammunitions were recovered from their possession”, they said.


The arrested persons are being questioned and their role related to any militancy incident in recent past is being ascertained, they added.


Unconfirmed reports also said that two more youths have been arrested from Srinagar city on suspicious grounds and they are also being questioned, sources said.


Meanwhile, a top security official said that the tight vigil is being maintained across the Kashmir particularly in volatile parts to avoid any attempt by militants to disrupt the ‘peace’ and poll rallies.


He said that appropriate security measures have already been made ahead of the polls across the State.

Congress Leader Demands Hindu CM

Two days after putting in his papers as minister in Jammu and Kashmir government, senior Congress leader Sham Lal Sharma Monday called for a Hindu Chief Minister in the state.


Sharma while attacking some of his NC colleagues over “discrimination” against the Jammu region Sharma said that Jammu and Kashmir needs a Hindu Chief Minister now.


While speaking to a TV channel Sharma said, “no law prohibits a Hindu from taking over as the CM of the state.


Sharma was Minister for Public Health Engineering and Flood Control.

Valley Shuts, Restrictions in Srinagar

Life across the valley was affected Monday due to a shutdown call of separatist against what they called “army occupation” of Jammu and Kashmir.


Indian army landed on the soil of Kashmir on October 27, 1947.


Authorities have imposed restrictions in the areas falling under Nowhatta, Khanyar, M.R. Gunj, Zadibal and Safa Kadal police stations to “maintain law and order in the city.”


Meanwhile separatist leaders including Syed Ali Geelani and Muhammad Ashraf Sehrai have been put under house arrest.


Reports of shut down have reached from almost all the district and Tehsil headquarters of the valley.

Laborer Dies In Handwara

A laborer died when he came under a log of wood in Handwara forests last evening.


According to police spokesman, a laborer, Nizamudin Khatana son of Alamdin resident of Bahlipora Rajwar, Handwara came under a wooden log at Kumkadi forest and was seriously injured. He succumbed to his injuries on way to the Hospital. Handwara police has initiated inquest proceedings under section 174 CrPC in this regard.


The body of deceased was handed over to his relatives for last rites.

Polls to Start on 25 November, Counting on December 23

Election commission of India Saturday declared the dates for Jammu and Kashmir assembly elections. Voting will be done on 5 phases and counting will be on December 23.


According to reports emerging from New Delhi, the polling days are November 25, December 2, December 9, December 14 and December 20.


However, notification for phase 1 will be issued on November 28 for Jammu and Kashmir, the ECI was quoted as having said.


“ECI in their press conference said that there will be police observers, central observers depending upon needs and sensitivity. Option of NOTA and VAPT will be there. Strict vigil will be there to ensure that money power is not used breaking the law,” reports said.


EC also informed that there will be elaborate arrangements to assist the voters. “EC says that all officers concerned with polls will be in their deputation. The model code of conduct is applicable immediately and will be valid for state government and central schemes in poll bound states,” the reports informed.

IGSSS, FS Foundation Distribute Relief in Srinagar

Continuing its humanitarian response for relief and rehabilitation of flood affected families, Indo-Global Social Service Society (IGSSS) in partnership with Faizal & Shabana Foundation-a CSR initiative of KEF Holdings, distributed hygiene and kitchen kits to 366 flood affected families in Natipora, Srinagar on Friday, a statement by the organization working in Kashmir since 2004 said.


Kashmir faced historic floods on September 07, devastating Srinagar city. The loss, economic experts said, is over one trillion. The post flood situation saw many NGOs reaching out to the people and working on rehabilitation of those worst hit.

The Faizal & Shabana Foundation is supporting relief items for 1400 families. “These 1400 families are part of 15750 families that IGSSS is reaching out for providing immediate relief assistance in partnership with various donors in 70 areas in three districts of Srinagar, Bandipora and Baramulla,” the statement informed.

Sham Lal Resigns in protest to Taj’s ‘Crusade’

Flood and Irrigation Minister Sham Lal Sharma Friday resigned from his post against his fellow Congressman and the Health Minister Taj Mohi Ud Din’s “crusade”, sources informed Kashmir Life .


Though, they added, the resignation is yet to reach the party high command.

Oct 27 Unfortunate Day in History of Kashmir: Malik

Jammu and Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik Friday said 27th October 1947 is an unfortunate day for the freedom loving nations of Jammu Kashmir.


“Its wretchedness and bitterness is still haunting Kashmir and Kashmiris. This nation is striving for its freedom from last six decades and has rendered voluble sacrifices for this just cause,” he said in a statement to KNS.


While appealing Kashmiri’s to observe complete shut down on Monday 27th October, Malik said that the bitterness and wretchedness of this day are such that no Kashmiri can afford to forget this day.


“This day is a black day for this nation that has been denied justice and freedom. As a living nation Kashmiris will keep striving for their just cause and protest against illegal occupation of their mother land. India on 27th October 1947 landed its troops in Kashmir and snatched our freedom and independence,” he alleged.


The JKF chairman said it was India that went to international community and pledged before the nations of the world that it will provide Kashmiri’s their freedom and birth right. “It was India whose leaders in their parliament and before the public, pledged to give Kashmiris a chance to determine their future. But as time passed India forgot to full fill its own pledges and started torturing, killing and oppressing Kashmiris who only tried to remind it its own pledges and commitments,” he alleged.


Yasin Malik said that as JKLF started the historical people’s revolution in 1988, it reminded Kashmiris with the hurtfulness of this day and called on them to register their protest before the international community on this day. From that day onwards Kashmiris observe this day as a black day and protested against the illegal occupation of their land.


“This act that is still showing its ugliness as Indian and Pakistani troops not only exchange fire on blood soaked cease fire line that divides Jammu Kashmir but even on the international border forcing millions of people living on both sides to flee their mother land and homes for safety.


He said that this day is actually responsible for all what is stopping subcontinent from marching towards prosperity and stability and sooner the ugliness of this day is eradicated better will be the future of Kashmir, India, Pakistan and the billions of people living in this region,” he added.


While criticizing the international community for their ‘criminal’ silence on this issue Malik said international community must understand that 65 years are enough to recognize its faults. “When silence and sidelining the issue has not worked for 60 years how can it work now,” he said.


Malik said that international community should shun its silence and persuade India and Pakistan to recognize the owner and principal party status of Kashmiris and create positive atmosphere and resolve the issue of Jammu Kashmir, with the active participation of people of Jammu Kashmir and according to their aspirations, sacrifices and satisfaction.
