Fierce verbal dual between PDP MLC, Min Imran Ansari in upper house

Syed Junaid Hashmi

Jammu

Imran Raza Ansari

PDP MLC Zafar Iqbal Manhas on Tuesday had a fierce verbal dual with his party colleague and Minister for Youth, Service and Sports Imran Raza Ansari in the upper house.

The two would have come to blows had Zafar Iqbal Manhas not relented and stopped responding to Ansari’s angry tone and tenor.

It all started when Zafar Iqbal Manhas stood up to agitate against chairman Haji Anayat Ali for allowing MLCs to raise multiple supplementaries over a single question and thus, denying other MLCs the opportunity to raise their questions.

“Why are we here? What are we doing? You are giving too much time to a single question. This is intolerable,” Manhas was seen agitating. This irked Imran who was replying to a clubbed question of Sofi Yousuf and Saif-ud-din Bhat. He looked towards Zafar and asked him to stop disturbing him.

“Please sit down. You have this habit of disturbing others. Sit down,” Imran told Manhas who retorted and told him to mind his own business.

Zafar Iqbal Manhas

“You are not the chairman of this house. You cannot dictate me what to do and what not. I am answerable to chairman and not you,” Manhas was heard saying.

Imran went two steps ahead and told Manhas “You keep your foot in your mouth. I know why you are here? I know very well. Shut up.”

Zafar reacted and told Imran to shut up. The dual lasted for around 3 minutes with chairman Haji Anayat Ali looking helplessly at the two PDP colleagues.

‘Abrogation of article 370, article 35A core agenda of BJP’, says spokesperson

Taking a dig on the statement of Chief Minister about Article 370 to the effect that demand of removal of Article 370 is anti-Nationalist, Bhartiya Janata Party on Tuesday said negating the statement of Chief Minister Mehbooba Mufti and said it was factually untrue and not sustainable.

State Bharatiya Janata Party chief spokesperson Sunil Sethi, in a press statement, said that abrogation of Article 370 and its aftermath including Article 35A  are core Agenda of Bharatiya Janata Party and the party has never left and abandoned its core agenda. “Only for the purposes of running coalition government in the state the party has decided to not press for Abrogation of art 370 while in govt but in no way the agenda is left.”

“Sunil Sethi further said that abrogation of Article 370 and nationalism are the bloodline of Bharatiya Janata Party and the very existence of the party is on these issues. Article 370 in fact has created situation which has lead to breeding grounds for separatism and militancy in the state and its effects have been used by vested elements to talk about non existing sub nationalism which is core reasons for all problems of the state,” the statement said.

He further said that any person given to nationalism and who has India in his heart will find it prudent only to stand against all such laws and situations which creates artificial walls between people of the state and the country which inter Alia blocks the integrated progress and development of the state.

Sunil Sethi called upon all leaders of other parties opposing Bharatiya Janata Party stand on Art 370 to do introspection after keeping their political benefits aside and with only interest of people and state in focus. It will surely lead all to conclusion that biggest enemy for people of State and their integrated growth with nation is Article 370 and its aftermath.

Expunging CM’s statement proves state government run on RSS dictates: Rasheed

KL News Network

Srinagar

(KL Image: Bilal Bahadur)

Coming down heavily on expunging a part of CM’s speech by the speaker of Legislative assembly, Incumbent Langate lawmaker Er Rasheed, in a press statement today said that the speaker has authenticated that the current government is run at the dictates of RSS from Nagpur.

“What-so-ever the chief minister said, yesterday, in legislative assembly, was welcomed by treasury benches. Before asking speaker to expunge Chief Minister’s remarks, BJP must answer why it kept mum when she was speaking yesterday,” the statement said.

Asking the PDP-BJP coalition to call off the alliance, he said, “If, what, PDP and BJP preach inside assembly goes in different tunes, then they must end the alliance and go for fresh poles.”

Rasheed also alleged that speaker has dared to exceed his constitutional powers only on the directives received from New Delhi.

While talking to media persons, after the house was adjourned for a day, Er Rasheed said, “After CM said that seeking abrogation of Article 370 is ‘anti-national’, BJP has raised the issue after a well-crafted plan to get political dividends, and it is obvious.”

The statement further reads, “BJP like congress is using anti Kashmir card only to get political mileage at National level and it is unfortunate that sacrifices and rights of people of Jammu & Kashmir are being questioned only for the reason to help Congress and BJP to get power in New Delhi”.

Article 370: Speaker says let Chief Minister clarify

KL News Network

Jammu

Kavinder Gupta

Parliamentary Affairs Minister and senior PDP leader Abdul Rehman Veeri said the tensions over the Article 370 are almost over.

“The Speaker said he has not expunged anything and will go through the records,” Veeri told Kashmir Life. “To me it is over.”

Speaker Kavinder Gupta also said that he has not yet seen the records.

“The issue was taken up after the members saw the press coverage (of Chief Minister’s speech) and I understand that every newspaper has its own policy,” Gupta told Kashmir Life after the assembly was adjourned for the day. “Chief Minister can clarify things herself.”

“I have not expunged anything,” the Speaker said. “I will go through the records and see and Chief Minister can explain it.”

Asked that if there was any precedence of the Speaker expunging the words of the leader of the House, the Speaker said: “I do not know”.

The Speaker said that there a thought process that Article 370 should not be there. “In fact when the Prime Minister Narindra Modi Ji was campaigning in J&K, he said it clearly many times,” the Speaker said. “There are people who believe that Jawahar Lal Nehru has done a mistake.” The Speaker said all these things indicate that it can be discussed within the representatives of the people.

Asked if it was anti-national when the lawmakers can criticize part of the constitution that they swear by – as Chief Minister had said, the Speaker said it is not anti-national and should not be suggested so.

When asked, if after going through records he finds the word “anti-national” with reference to the Article 370, the Speaker avoided a direct response. “Let the Chief Minister clarify,” he insisted.

The “crisis” erupted soon after the question hour started when a BJP member Rajiv Jasrotia suggested that word anti-national in Chief Minister’s speech should be expunged. The Speaker obliged him that triggered pandemonium. After the house resumed, the Speaker said he will go through the records. It was again a pandemonium. Then finally when the house resumed, he said that he has not expunged anything and Chief Minister will clarify. Though it did not satisfy the opposition, the treasury benches pushed the passage of the finance bill amid the din. Then the house was adjourned for the day. The issue will is expected to be consume most of the time on Wednesday as well.

Opposition insists that since a new precedence was created, it needs calarification. They say the differences on the critical issue of Article 370 between the two allies speak volumes about the in-cohesiveness between the two. This, they said, means Speaker lacks confidence on the leader of the house and vice versa.

National Conference on Tuesday welcomed Chief Minister Mehbooba Mufti’s statement in the Legislative Assembly where she said there was no bigger “anti-national act” than “raking up Article 370 and Article 35A repeatedly” in repeated attempts to use the judicial route to weaken the State’s special constitutional status.

In a statement issued from Party Headquarters in Srinagar on Tuesday, National Conference State Spokesperson Junaid Azim Mattu said the party welcomes this statement as it was a reiteration of the party’s consistent stand on the issue and also factually and constitutionally correct.

“We have always maintained that Article 370 is the constitutional bridge that connects the State to the Union and that weakening it would in-turn make the constitutional link questionable and invalid. There have been repeated attempts to use the judicial route to somehow weaken Article 370 and Article 35A and National Conference has and will continue to oppose such plans”, the NC Spokesperson said.

“Mehbooba Ji’s statement is factually correct and we welcome it with a hope that the Chief Minister stands by what she has said in the days to come”, the statement added.

Anti Art 370 Talk Is Anti National, CM Says

Ms Mehbooba Mufti speaking on grants of her departments

KL News Network

JAMMU

Chief Minister, Mehbooba Mufti cautioned against the activities of some elements trying to disturb peace in the State. She said Article 370 represents the pluralistic ethos of the State and disturbing it would go not only against the interests of the State and but the country as well.

Replying to the discussion on demand of grants for the Departments under her charge, the Chief Minister appealed members cutting across party lines to play their role in countering the activities of such elements. She said within and outside the state such elements not only jeopardise the positive work done by various shades of political opinion but also put people of the State to immense trouble.

Terming Article 370 a protection to the pluralistic ethos of the State, the Chief Minister said those asking for its scrapping don’t know that it is linked to the political character of the people of the State. She said it is Article 370 which has persuaded the people of the State to reject the monolith concept of living and adopt a pluralistic way in tune with the traditions and ethos of the place.

By saying so, Mehbooba Mufti said, these elements are actually bruising the soul of this ethos resulting in counter elements which ultimately goes against the interests of the State and the country. She said Article 370 would be preserved in its form and efforts to dilute it would not be allowed.

The Chief Minister said it is a matter of satisfaction for her that the Agenda of Alliance (AoA) has become a referral point not only in the State but at the national level as well. She said even the opposition is seeking implementation of AoA as it is for the first time such a document of substance for governance has been prepared. She said effective implementation of the same holds key to the resolution of many of the difficulties of the State. She said she has met the Prime Minister and union Home Minister a number of times and both have expressed their keen interest in the effective implementation of AoA.

On the governance front, Mehbooba Mufti said the biggest achievement of her Government has been to ensure transparency in governance. She said not a single backdoor appointment was made during her tenure despite the fact that thousands of appointments were made by J&K PSC and SSRB. She said norms were strictly adhered to while making recruitments of constables and SPOs in Police. She suggested single window recruitment for constabulary instead of battalion wise and framing of a comprehensive policy for SPOs and constables.

The Chief Minister assured the House that all the decisions taken by the District Development Boards would be implemented in a committed manner. She said every constituency would be developed irrespective of who represents it. In this regard, she announced that the limits of Constituency Development Fund would be raised to Rs 3 crore.

The Chief Minister disclosed that the cumbersome process of plan finalization has been done away with and a time frame has been fixed for preparation of DPRs. She said a Chief Secretary headed committee is monitoring the execution of these projects which is also supplemented by online supervision through e-samiksha.

Describing the execution of Rs. 80, 000 Prime Minister’s Development Project as a challenge to the administrative machinery, Mehbooba Mufti hoped the engineers and planners would rise to the occasion to create benchmark of excellence. She said despite turmoil the DPRs for various World Bank funded projects were prepared and got approved.

She said her Government has not believed in and won’t resort to any regional discrimination in development. “In 2015, 1400 to 1500  KMs of road length was macadamized in Kashmir province which had got damaged due to floods of previous year, around 1300 KMs of road length was macadamized in Jammu province during 2016”, she added. She said Rs. 30 crore each have been released to LAHDC Leh and Kargil to clear the pending liabilities.

Expressing dismay over the death and devastation during the unrest of last year, the Chief Minister said her Government is continuously reviewing the status of PSA detentions in the State. She said during the last few days only 30 such detainees were released by the Government. “Also two elderly persons from Baramulla, as pointed by certain members, have also been released”, she said.

Mehbooba Mufti said in a very short span her Government has cleared as much as 1150 cases of compensation under SRO-43, some of which were very chronic and around 15 years old. She said she has asked the DGP to install CCTV cameras at all police stations to ensure transparency and deployment of more lady cops to ensure gender parity at police stations. She flagged the idea of reservation for women in constable recruitment so that enough female constabulary is available at police stations and dealing with crimes against women.

Mehbooba Mufti announced starting of air service to far flung areas like Dachan, Wadwan, Marwah, Gurez, Karah and like areas for which the passengers would be paying only the 20% of ticket amount and rest 80% would be borne by the Government. She also announced release of Rs. Five crore for developing air strip at Kishtwar.

The Chief Minister, who also holds the charge of Tribal affairs Department, said Rs. 100 crore would be spent on tribal welfare in the State. This includes, she said, capacity building among youth of the community besides developing cluster villages with improved facilities, milk villages and setting up of schools, hospitals, connectivity etc. in their areas.

Responding to other demands of legislators, the Chief Minister announced that Travelling Allowance of members of legislature would be raised to Rs 2 lakhs and their sitting fee would also be enhanced to Rs 2000 per sitting. She also announced raising the car and housing loan amounts in respect of legislators in view of the rising prices.

The Chief Minister said Rs 200 crore have been earmarked for the development of sports in the State and also announced that 1500 physical education teachers would be recruited to meet up the challenge of sports training in Jammu & Kashmir. She also announced the adjustment of Rehbar e Janglat in the Forest Department.

The Chief Minister recalled the role of employees during the tough times of summer unrest and complimented their dedication and devotion. She said though the snowfall this winter was of very high volume, roads were cleared quickly and other services were also restored quickly. “Though speed of work slowed down on many projects due to unrest but things are picking up again”, she said.

The Chief Minister said an Aiwan e Saqafat would be set up at Srinagar soon for the benefit and encouragement of media fraternity. She also announced a hike of upto 50 percent in the rates of Government advertisements.

Saying that tourism is not what is to be built but what is to be offered, Mehbooba Mufti said she has directed the Department to involve local people in the development of tourism related projects so that they become part of Government’s efforts to promote the trade on long term basis. She said the Government has floated a concept of border tourism which would be given requisite push. She said Ranjit Sagar, Mantalai, Sudhmahadev, Jammu and Patnitop cable care projects have been taken up in Jammu province to make it an independent tourist destination.

The Chief Minister said recently she launched an ambitious Rs. 42 crore development project for Hazratbal shrine in Srinagar and many more like Anantnag-Pahalgam-Daksum tourist circuit are coming up in Kashmir province. She said recently four new Tourist Development Authorities were constituted by the Government which would bring the respective areas into focus. She laid stress on the development of catchment areas of these projects besides involvement of local youth in tourism promotion.

Terming youth as an asset for a society, the Chief Minister said Himayat and Udaan projects are being re oriented to get more and more youth from the State adjusted in corporate sector of the country. Won’t allow ‘Israeli’ type settlements: JRL

KL News Network

Srinagar

Yasin Malik, Geelani and Mirwaiz Pic: Bilal Bahadur

The joint resistance leaders on Monday staged a demonstration in Srinagar to protest against what they said confining of Kashmiri Pandits to “Israeli-type settlements”.

“Kashmiri Pandits are part and parcel of our nation and they should return to their land without any hesitation but confining them to Israeli type settlements is not acceptable to any Kashmiri,” said a statement.

They also condemned the incarceration of thousands of young and old in jails “in the name of democracy”.

“The participants of the rally chanting slogans in favor of freedom, martyrs’ and unity and against conspiracies to “change demography of Jammu Kashmir and ill treatment of Kashmiri inmates in jails and police stations” started marching towards Lal Chowk from Abiguzar but as they reached near press enclave police and forces in large numbers laid barricades before them and halted their march,” said the statement.

On the occasion, participants of the rally moved towards Press Enclave and started a protest sit-in there.

The protesters said that “Kashmiri Pandits are welcome back, they should come and settle at the places of their own choice and live in harmony with their Muslim brethren in Kashmir.”

They termed the idea of “constructing Israeli type settlements in the name of Pandits as a conspiracy to harm Kashmiri religious harmony”.

Terming the caging down of thousands of young and old Kashmiris and incarcerating them in jails and police stations as “ugly face” of Indian democracy, they said that thousands have been put behind bars that too under the garb of “so-called democracy.”

“Black laws like PSA are being used to prolong the incarceration periods of these inmates which is highly condemnable. So-called rulers have through their police and forces unleashed an ugly reign of terror against the people of Kashmir but these rulers should bear in mind that their oppressive acts cannot deter Kashmiris from perusing the path of resistance and freedom,” they said.

Inaugurated after 23 years, Sopore bypass-bridge develops cracks

KL News Network

Srinagar

Sopore Bypass Bridge in northern part of Kashmir that was inaugurated by late Chief Minister Mufti Muhammad Sayeed in August 2015 after a long wait of 23 years has developed cracks setting off panic among the locals. The bridge according to officials has developed cracks due to massive snowfall. Sub Divisional Magistrate (SDM) Sopore Bashir Ahmed Bhat confirmed that the newly inaugurated bridge has developed cracks; however, he said that there is nothing to worry and panic. “I have been in touch with Border Roads Organization and the matter has been taken up with them. The agency will repair the cracks,” Bhat said.

The 216-metre Sopore Bypass Bridge had missed several deadlines since the start of its construction 23 years ago. Reports said that hundreds of people have been flocking to the bridge to see the visible cracks. “Its completion took 23 long years. It is shocking that barely 2 years after it was thrown open, the bridge developed cracks. It has become clear now that sub-standard material has been used in its construction,” said a group of locals from Sopore town.

The locals demanded that the bridge should be closed till all the cracks are repaired. “It can become the source of a major mishap. Action should be initiated against the concerned agency, responsible for its construction,” they said adding that to save themselves from the embarrassment, the authorities are unwilling to take the blame on their shoulders.

Border Road Organization officials declined to comment on the issue. Despite repeated attempts Beacon Chief Engineer could not be contacted. (CNS)

The aspirants assembled at Srinagar’s press enclave and chanted slogans like ‘we want justice’.

They were demanding declaration of final selection list.

The protesting aspirants said, “We have been waiting for the selection list from past four years, the authorities in the department are paying no heed over the sufferings of the candidates who have applied for the posts.”

The aspirants said that the authorities must not ignore the plights of the candidates and should declare the results as soon as possible. “The final selection list is being delayed deliberately to pave way for backdoor appointments,” the protesting candidates alleged.

“Fire and Emergency Services department advertised various posts in 2013. Though all the exams have been conducted, the selection list is still awaited,” protesters said, demanding declaration of final selection list.

They later appealed the authorities in the department to look into the matter and redress the genuine grievances of the aspirants.

Hurriyat Conference (M) chairperson Mirwaiz Umar Farooq on Monday said a concerted efforts are being made to undermine “our institutions and centers of identity,” especially the central Jamia Masjid, which has remained a politico religious centre for Kashmir for centuries.

“In such a challenging political situation and under such odds, the responsibility of Awami Action Committee (AAC), being one of the founders of the people’s resistance struggle, and AAC Youth was all the more pressing and the youngsters need to come forward to shoulder these responsibilities and make the organisation stronger at all levels by their selfless participation and support,” said Mirwaiz, according to a statement, issued here today.

He was addressing a delegate session of the AAC Youth Wing at AAC headquarters Mirwaiz Manzil, Rajouri Kadal.

Mirwaiz said that the youth of a nation are its future and the density of a nation depends on them.

“Since 1931, the people of our nation are engaged in a political struggle for the right to decide their political destiny and it is the youth of each generation since then who have been the forerunners and agents of our struggle constantly striving for the achievement of this fundamental right and bearing its maximum brunt,” he said.

Recalling , Mirwaiz said that first under the leadership of Mohajir-e-Millat, Mirwaiz Moulvi Muhammad Yousuf Shah and the banner of Jammu Kashmir Muslim Conference who was exiled to Pakistan in 1947 and then under the dynamic leadership of Shaheed-Millat Mirwaiz Moulvi Muhammad Farooq, who carried it forward since the Moi-e-Muqadas agitation of 1962 by launching the Jammu Kashmir Awami Action Committee (AAC) till his martyrdom in 1990, both the leadership and people especially the youth have kept their commitment to the goal and made great sacrifices for it and it is our responsibility and duty to carry forward their mission and work towards the resolution of the dispute.

He said as people’s demand for their fundamental right gets more and more shrill, the “assault against us by our subjugators” also gets more and more harsh .

“We are challenged from all sides be it they through machinations of changing our demographic composition by settling outsiders in the name of sainiks, WP refugees and others or through exploiting our natural resources of water or through constantly eroding article 370 or through legal recourse of using their judiciary to push us further to take over our territory and integrate us into mainland India.”

Mirwaiz said all this is done through “democratically” selected collaborators who unfortunately are from us.

Paying tributes to the youth for the sacrifices, valour and consistency shown by them during the past several months of the ongoing resistance movement, Mirwaiz said it was because of their sacrifices that the freedom struggle is recognized world over and Government of India is under pressure to resolve the Kashmir dispute while the international community had also understood the importance of its resolution for real peace and development of South Asia.

Appealing to people in general and youth in particular to make all the programmes of the unified resistance leadership successful, the Mirwaiz said their support and coordination was necessary for ensuring the nation gets its right to self-determination for which tens of thousands of people had offered sacrifices of their lives.

Judiciary used as a tool to prolong detention of political prisoners: Geelani

KL News Network

Srinagar

Syed Ali Geelani (KL Image: Bilal Bahadur)

Hurriyat Conference (g) chairperson, Syed Ali Geelani on Monday said that detainees are forcibly subjected to unlawful, undemocratic and unethical imprisonment and judicial institutions are being used as a tool to prolong their detention.

The octogenarian leader said that judiciary is supposed to provide workable justice to needy; however these institutions too are misused by state machinery. While referring to state administration, He said that virtually courts have been assigned the job to delay cases, thereby prolonging the already snail’s pace of judicial proceedings.

“This well-coordinated conspiracy of the bureaucracy has jeopardized & threatened the general psyche of both inmates as well as their families,” he said.

Spokesperson said that family members of these detainees during interaction with Syed Ali Geelani, disclosed the woeful account about detainees and said that though they have filed petitions challenging their detention, but instead of providing justice, courts just for the sake of formalities, put cases on hearings.

They said that after winter vacations the cases were in final stage, we were expecting their release, however without assigning any proper reason these cases were deferred & put for next hearing.

Geelani expressed concern and said that the delaying tactics adopted by administration and judiciary is painful, unjustified and unacceptable.

He said that people in state are facing worst type of “state-terrorism”, thousands are languishing in jails and are approaching these judicial institutions for justice. “It is very sad and what is alternative if they won’t get any justice & respite from these courts.”

He said that during court proceedings the detainees expect much and after court proceedings and as a routine they get bailed out, however any kind of delay tantamount to injustice. It has been accepted and accredited that justice delayed is justice denied, he added.
