J&K High Court quashes PSA detention of NC youth president

The Jammu and Kashmir High Court in Srinagar on Tuesday quashed the detention under Public Safety Act (PSA) of the NC youth president from South Kashmir, and directed the authorities to release him from jail, reported The Indian Express.

According to the report, Ishtiyaq Ahmad Ganie, hailing from Kulgam district, was booked under the PSA post-August 5.

“Since the Detaining Authority has failed to mention in the detention order about the petitioner’s right to make representation constitute an infraction of a valuable constitutional right guaranteed under Article 22(5) of the Constitution of India as also of the right under Section 13 of the Jammu and Kashmir P.S Act, 1978, which renders the detention order as invalid and deserves to be quashed,” The Indian Express quoted Justice Ali Mohammad Magrey of the High Court as having said.

The court order further said, “The petition is accordingly, allowed and detention order no. 67/DMK/PSA/19 dated 24.08.2019, purporting to have been passed by District Magistrate Kulgam, under which the detenu namely Ishtiyaq Ahmad Ganie s/o Mohammad Akram Ganie R/o Sopat Tehsil Devsar District Kulgam, is under detention, is quashed, with direction for his release forthwith.”

Ganie had approached the court with a plea stating that “the detenu is doing fruit business he is never involved in stone pelting activities even no FIR has been registered against him ever since”.

“… since nothing is incriminating found against the detenu on the record file which suggests the passing of the impugned detention order. Therefore, the detention order deserves to be quashed,”The Indian Express quoted the petition as saying.

Cold wave continues in Kashmir, Gulmarg freezes at minus 11.0

Srinagar

Cold wave conditions continued in the Kashmir Valley and the Ladakh division on Wednesday as minimum temperatures remained below the freezing point.

Leh town in Ladakh division was the coldest place in the region where minimum temperature was minus 13.7 degrees Celsius while famous ski-resort of Gulmarg in north Kashmir at minus 11.0 was the coldest in the valley.

Srinagar, the summer capital of the state recorded a low of minus 4.4 while the mercury in Qazigund in south Kashmir settled at a low of minus 6.5 degrees Celsius.

The night temperature in Pahalgam – the famous health resort which also serves as one of the base camps for the annual Amarnath Yatra – settled at a low of minus 6.9 degrees.

Kokernag town recorded a low of minus 4.8 degrees Celsius while Kupwara town in north Kashmir registered a low of minus 4.3 degrees Celsius last night.

Jammu city recorded 2.6 degrees Celsius, Katra town 4.7, Batote minus 1.4, Bannihal minus 2.2 and Bhaderwah minus 2.0 as the minimum temperatures.

High Court withdraws job notice for candidates outside J&K

Srinagar

The Jammu and Kashmir High Court has withdrawn a notification that sought applications from across India for recruitment of non-gazetted posts.

“It is hereby notified for information of all the concerned that the advertisement Notice No. 09/2019 dated 26.12.2019, whereby applications were invited for different posts in Non-Gazetted category in the High Court of Jammu and Kashmir stands withdrawn with immediate effect,” a notification issued by the High Court’s registrar, Sanjay Dhar read.

Informing this to all principal district and sessions judges, Dhar requested them to ensure that the notification is adequately and effectively publicised both in Leh and Kargil, in the UT of Ladakh. The notification also stated that bank draft submitted by any candidate along with application should be returned

It may be recalled that the High Court had on December 26 invited applications from candidates from across the country. This was the first time that hiring was to take place from across the country, post the abrogation of Article 370.

The posts advertised included that of stenographers, drivers and typists. The J&K Reservation Rules 2005 will be applicable in the reserved category. It stated that the available vacancies would be in favour of the permanent residents.

There were 33 posts advertised and 17 are in the open merit category, which means anyone from outside J&K can apply and be selected. These candidates had been requested to send their applications to the Registrar General of the High Court of Jammu.

The move was widely condemned by different political parties and other organizations in the Union Territory of Jammu and Kashmir, who said that opening of jobs to outsiders is unacceptable as the same will put career of local unemployed youth in jeopardy.

Two army men killed during CASO in Rajouri

Srinagar

Two Army men were killed during a cordon and search operation late Tuesday night in an encounter with militants along the Line of Control in Nowshera sector of Rajouri district in Jammu division.

An official said that the troops were carrying out searches in the area around Manawar Tawi in Kalal since Tuesday morning following inputs about the presence of some militants.

He said that when the searches were in progress, militants opened fire on the troops and during a fierce gunfight, the two army men were killed.

He added that search operation is still underway in the area.

Kashmir Press Club demands restoration of internet for media fraternity

Kashmir Press Club held a meeting at the club in which all editors’ bodies and journalist associations unanimously demanded the restoration of internet services to the media fraternity in the Valley without any delay.

Kashmir Press Club, Kashmir Editors Guild, JK Editors Forum, Kashmir Union of Working Journalists, Kashmir Working Journalists Association, Kashmir Press Photographers Association, Kashmir Journalists Association, Kashmir Video Journalists Association, Kashmir News Television Journalists Association, Journalists Federation of Kashmir and Anjuman-e-Urdu Sahafat discussed the prolonged and unprecedented internet shutdown completing 150 days, said the KPC statement.

“It was observed that the clampdown on the internet has severely crippled the functioning of media fraternity in the Valley,” it said.

The statement said that the participants were of the view that the government has deliberately muzzled the press to control the flow of information which has equally impacted the readers who have the right to know facts. The gag has adversely affected the ground reporting and newsgathering operations.

“ It has now become untenable for journalists and media organisations to operate out of the makeshift media facilitation centre which is inadequate to accommodate reporters, editors, photojournalists and video journalists of over 200 publications and scores of bureaus,” said the statement.

The meeting demanded the government lift the communication gag and allow free and unconditional access to the internet. To remind the government of its role in ensuring freedom to the fourth estate, the participants unanimously asked the government to take all measures to ensure the right to free speech and free expression, it said.

To highlight their plight and press for the restoration of internet, it was decided to hold a series of events which include seminars, silent and peaceful protests and suspension of publications, said the KPC statement.

Toll Tax abolished in J&K

The government on Tuesday announced that toll tax will be abolished in the Union Territory of Jammu and Kashmir at Lakhanpur and all other posts including posts at Railway Stations and Airports w.e.f 01.01.2020. The government also announced that Short Messaging Service (SMS) and the broadband services in all the government hospitals will be restored midnight in the Kashmir valley.

This announcement was made by Principal Secretary Planning, Development and Monitoring Department, Rohit Kansal,  who is also the government spokesperson during a press conference held at the Media Complex here this evening. Director Information & Public Relations, Dr Syed Sehrish Asgar was also present during the press conference.

Pertinently with the imposition of GST, the country has moved towards one nation – one market or a one tax regime. Post GST, all barriers to entry/tariff based barriers have been removed.

Rohit Kansal further highlighted that the government remains committed to the development of a vibrant, modern and competitive industrial and manufacturing sector in Jammu and Kashmir. He added that the government has decided to set up a High Powered Committee under the chairmanship of Advisor KK Sharma to interact with various stakeholders and to suggest measures to improve the competitiveness of the local industry.

Principal Secretary added that around 6 lakh persons like students, tour operators, businessmen, contractors, etc were facilitated at 900 internet touch points established by the government at various places in each district headquarters of the valley.

The Principal Secretary informed the press conference that the procurement period of apples in Jammu and Kashmir under NAFED MIS for the season 2019 has been extended up to March 31, 2020.

Lt Governor stresses on developing sports infra at grass root level in J&K

Lieutenant Governor, Girish Chandra Murmu on Tuesday stressed on developing the sports infrastructure at the grass-root level in the Union Territory of Jammu and Kashmir and called for a self -sustaining revenue model for local clubs and academies promoting sports activities.

The Lt Governor made these remarks while reviewing the functioning of Youth Services and Sports department in a meeting here at the Civil Secretariat.

Farooq Khan, Advisor to the Lieutenant Governor;  Arun Kumar Mehta, Financial Commissioner, Finance; Sarmad Hafeez, Special Secretary, Youth Services and Sports; Dr Saleem ur Rehman, Director General, Youth Services and Sports; Dr Naseem Javaid Choudhary, Secretary J&K Sports Council and senior functionaries of concerned departments attended the meeting.

For developing sports infrastructure at the grass-root level, the Lt Governor directed the officers to prepare a list of Panchayats having play-grounds and further asked them to submit a funding proposal for the development of sports infrastructure at the Panchayat level.

“Deputy Commissioners shall identify suitable land for the play-grounds in Panchayats having no playground”, the Lt Governor remarked.

The Lt Governor further directed the officers to roll out a comprehensive mechanism for developing a self-sustaining revenue model for local sports clubs and academies which will go a long way for their growth and expansion.

The Lt Governor also observed that all the High Schools in Jammu and Kashmir with playgrounds shall have a Physical Education Teacher (PeT) to benefit the student community at large.

On seeking a report on progress under the project of Multipurpose Indoor Sports Stadium halls, the Lt Governor was informed that 12 such halls shall be ready by March 2020.

The meeting was briefed about the various initiatives under-taken by the J&K Sports Council to promote and involve more youngsters towards sports; discipline-wise requirement of coaches by the J&K Sports Council; status of Khelo India- Sports for Peace and Development; procurement of sports equipment and other such important matters related to the functioning of Department of Youth Services and Sports. The chair was also informed that the highest number of games in various disciplines have been organized this year in the Union Territory of Jammu and Kashmir.

It was further informed that this year, increased number of sports persons from Jammu and Kashmir excelled at International level by winning several Gold medals in various International events.

Lt Governor reviews progress of NHAI, NHIDCL projects

Lieutenant Governor, Girish Chandra Murmu on Tuesday directed the National Highways Authority of India (NHAI) and National Highways and Infrastructure Development Corporation Limited (NHIDCL) to expedite the pace of work on the four-laning of Ramban to Banihal and two-laning of Chenani-Sudhmahadev road.

The Lt Governor passed these directions while reviewing the progress of various projects being undertaken by the NHAI and NHIDCL under implementation in the Union Territory of Jammu and Kashmir in a meeting here at the Civil Secretariat.

Bipul Pathak, Principal Secretary to the Lieutenant Governor; Rohit Kansal, Principal Secretary Planning, Development and Monitoring Department; Khurshid Ahmad Shah, Commissioner Secretary, Public Works(R&B); Sanjeev Verma, Divisional Commissioner Jammu; Sushma Chauhan, Deputy Commissioner Jammu and senior functionaries of NHAI and NHIDCL attending the meeting.

The Lt Governor directed the NHAI officers to undertake the technical supervision of works like earth-cutting along the Highways. He observed that the National Highway authorities shall not depend upon the contractors engaged for the works and must take onus only on themselves for conducting the technical supervision to ensure the highest quality of works besides preserving the fragile hills. He further asked the officers to ensure the slope treatment along the roads wherever lateral earth-cutting is involved in the hilly areas.

To avoid untoward incidents and road mishaps and minimize the causalities, the Lt Governor further directed the officers for installation of crash barriers in the accident-prone areas.

The Lt Governor further asked the officers to plug all unauthorized cuts along with the road dividers on the National Highways. He asked the Civil Administration and National Highway Authority to ensure that no such unauthorized cuts take place and further asked them to aware the general public about punitive action against those found responsible for any such act.

On Ring Road project Srinagar, the Lt Governor sought a detailed report from Divisional Commissioner Kashmir regarding the progress of land acquisition under the project.

The meeting was briefed about the progress being made on various projects under NHAI including four-laning of Quazigund to Banihal section of NH-44 which includes 8.45 km long twin-tube tunnels; four-laning of Udhampur-Chenani and Nashri-Ramban road; four-laning of Ramban to Banihal section; construction of four-lane Ring Road/ Bypass road to Jammu City and construction of four lane Ring Road/ Bypass road to Srinagar City.

The Lt Governor also took a comprehensive review of the present status of works under NHIDCL including the 4-Laning of Jammu-Akhnoor road; 2-Laning with Paved Shoulder of Chenani-Sudhmahadev road section; Z-Morh Tunnel and Zojila Tunnel.

Super-50 coaching: Class work to begin from January 2020

Directorate of School Education, Kashmir (DSEK) on Tuesday declared result of screening test for Super-50- free coaching for NEET/IIT/JEE/JKCET held on December 25, 2019, at notified exam centres—which is available at notified centers in respective districts and DSEK website www.dsek.nic.in and Notice Board of the Directorate.

This was revealed in a statement by the Joint Director (Central) Directorate of School Education Kashmir.  The candidates who have qualified and fall within the cut off criteria are asked to report to respective Nodal Officers in this regard. The process of regular classwork would start from January 1, 2020.

Pertinently the department has notified 10 centres in all districts of Kashmir Valley, including GHSS Anantnag, BHSS Bandipora, BHSS Budgam, BHSS Baramulla. BHSS Ganderbal, GHSS Kulgam, BHSS Kupwar, BHSS Pulwama, GHSS Shopian, SP HSS Srinagar and Divisional level centre at GHS Hyderpora Srinagar. Directorate received 3825 applications out of which 3062 appeared in the screening test.

Meanwhile, Mohammad Younis Malik, Director School Education Kashmir has asked all the Chief Education Officers to ensure smooth class work from the first week of January 2020. He congratulated all candidates who have qualified for Super-50 entrance examination and hoped the coaching facility provided by School Education Department will help the students in achieving their goals.

IGP Kashmir orders promotion of 98 ASIs

IGP Kashmir Vijay Kumar-IPS on Tuesday issued the orders for the promotion of 98 ASIs to the rank of Sub Inspector.

A police spokesman said that on the basis of recommendation made by DPC held at PHQ, DGP had recently approved the promotion of 155 ASIs having lien and seniority with Kashmir Zone Police.

“On the eve of New Year 2020, IGP Kashmir has felicitated the promoted officers and their families. He has expressed hope that these newly promoted officers will strive to work hard for the interests of the general public and will make efforts to maintain peace and tranquillity in Jammu and Kashmir,” said the spokesman.

Market rates of land for 2020 notified in Srinagar

Srinagar

The Srinagar district-level committee under SRO 303 under the chairmanship of Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary has finalised the revised rate structure of land in Srinagar district for 2020 calendar year.

The revised rate structure includes a hike of around 5 percent on average and corrections of anomalies wherever extant. The hike has been proposed after taking into account the current market price in all seven Tehsils based on different parameters.

It should be noted that urbanisation with greater demand for land across the capital district has been found as a chief factor behind increased market price of most of these areas.

The finalised rate structure has been submitted for approval to the divisional valuation committee headed by Divisional Commissioner Kashmir.

The rate structure will come into force on 1 January 2020 and will remain valid until 31 December 2020.

Srinagar gets ‘No Parking Signages’

In order to ensure the free flow of traffic in the city, Srinagar Municipal Corporation (SMC) has erased the line of demarcation drawn for parking spaces, besides installing ‘No Parking Signages’ on roadsides.

SMC has also mobilized Anti-Encroachment Wing to ensure footpaths and roads are made free from vendors especially roads leading to SMHS and other hospitals for smooth traffic and pedestrian movement.

The Corporation has urged Srinagar citizens especially shopkeepers, hoteliers and other business community members to cooperate in this endeavour and not park their vehicles on roadsides and footpaths for displaying goods.

“SMC shall have no option but to penalize violators as per the provisions of Municipal Corporation Act and directions of High Court,” a statement of the SMC said.

It further said vehicle owners, hoteliers, shopkeepers are urged to use ‘Stilt Parking’ in their respective commercial establishments and other identified parking facilities including mechanized one at Lal Chowk.

SMS services to be restored from midnight in Kashmir valley: Govt

The government will restore short messaging services (SMS) on post-paid mobile phones in the Kashmir valley from midnight, government spokesman Rohit Kansal said at Jammu.

While addressing a press conference in Jammu, Rohit said broadband internet services in all government-run hospitals and schools were also being restored from 1 January.

On August 5, the government had suspended mobile and landline phone services in Jammu, Kashmir and Ladakh regions before moving to scrap Article 370 and splitting J&K into two union territories.

Rohit Kansal said the process had started on December 10 when SMS services were enabled on mobile phones to facilitate students, scholarship applicants, traders and others. They still could not send messages but could receive one-time passwords from machine-based connections such as banks.

“It has now been decided to fully restore the service throughout Kashmir from midnight of December 31,” Kansal said.

When post-paid mobile phones were restored on October 14, the SMS facility too was activated for a few hours. The administration, however, suspended SMS services within a few hours.

Meanwhile, mobile internet facilities were restored in Kargil on Friday, however, it remained suspended in Jammu and Kashmir since August 5.

Top Jammu and Kashmir Congress leaders put under house arrest in Jammu

A tour by senior Congress leaders, which was scheduled to visit Udhmapur, Ramvan and Banihal, was disrupted after top party leaders, including state Congress chief Gulam Ahmed Mir, were put under house arrest in Jammu, IANS quoted senior officials as having said.

The other Congress leaders who have been restricted include former Deputy Chief Minister Tara Chand and Raman Bhalla.

“We had informed the administration about our plans and had been granted permission on Monday night, but on Tuesday morning we were not allowed to move out of our houses,” IANS quoted Mir as saying.

“It was a two-day tour and we were planning also to visit Anantnag and Srinagar to meet our workers there. There was no rally scheduled as such. We have no idea why the administration barred us from undertaking the tour, ” he said.

The senior Congress leaders who were detained after the abrogation of Article 370 on August 5, were released after 58 days. They started their political activities by staging protest against Citizenship (Amendment) Act in Jammu.

“On one hand, the government says that political activities in the valley have been resumed and the situation is normal, but on the ground the reality is something else,” senior party leader Bhalla told IANS. The move comes after five mainstream politicians, detained since August 5, were released on Monday.

CBI raids at 17 places in J&K in connection with arms licence case

Srinagar

In first major crackdown in the Union Territory of Jammu and Kashmir, the Central Bureau of Investigations (CBI) conducted simultaneous raids at 17 locations in Srinagar and Jammu and offices of eight former District Magistrates/Deputy Commissioners today in connection with issuance of over two lakh arms licenses during past few years especially from eight districts in the erstwhile State, reported Daily Excelsior.

This was the first major CBI action in Jammu and Kashmir after it became the Union Territory and the premier investigating agency got all powers to deal with corruption cases here like other States and Union Territories of the country, said the report.

According to report, houses and offices of serving and retired IAS/KAS officers were searched and incriminating documents were recovered. The officers whose premises were searched included Yasha Mudgal, Managing Director, Jammu Power Distribution Corporation, Kumar Rajiv Ranjan, CEO Metro Regulatory Authority Jammu and Vice Chairman, Jammu Development Authority (JDA), Faquir Chand Bhagat and Javed Khan, retired Deputy Commissioners, all in Jammu region and Jehangir Mir, Farooq Khan and Itrat Hussain Rafique, all former Deputy Commissioners in Kashmir.

Faquir Chand Bhagat had served as the Deputy Commissioner Rajouri before retirement. He had later joined the People’s Democratic Party (PDP) and contested 2014 Assembly election from Bishnah. Some time back, he had joined the BJP. Javed Khan was previously posted as the Deputy Commissioner Shopian, it said.

Kumar Rajiv Ranjan, an IAS officer of 2010 batch, had held the posts of Deputy Commissioner Jammu and Kupwara while Yasha Mudgal, an IAS officer of 2007 batch of Jammu and Kashmir cadre, had served as the Deputy Commissioner of Udhampur and Baramulla.

An official statement issued by the CBI late this evening said the Agency conducted searches at around 13 locations spread over Srinagar, Jammu, Gurgaon and Noida in the premises of then Deputy Commissioners/District Magistrates of Kupwara, Baramulla, Shopian and Pulwama, all in Kashmir Valley, Udhampur, Kishtwar, Rajouri and Doda, all in Jammu region.

“Searches were conducted in ongoing investigation of two cases related to allegations of issuance of around two lakh arms licenses from different districts of Jammu and Kashmir by then respective Deputy Commissioners/District Magistrates,” the statement said, adding that incriminating documents have been recovered during searches which were being investigated by the CBI.

The statement said in addition to receipt of gratification, the arms licenses had also been issued to non-residents of Jammu and Kashmir in violation of rules.

“It was also alleged that the then public servants in this conspiracy of issuance of licenses to non-residents of Jammu and Kashmir in violation of rules, allegedly received gratification,” the statement said, adding further investigations were on.

According to the statement, the CBI had registered two cases with the consent of Jammu and Kashmir Government and further notification from the Government of India. After taking over the case, searches were earlier conducted at 13 places including Srinagar, Udhampur and Jammu at the locations of private gun houses which had also led to recovery of incriminating documents including issue, renewal of arms licenses, blank application forms submitted by various license seekers, money transactions of gun dealers with licensees, blank No Objection Certificates (NOCs) purportedly issued by the District Magistrates and other documents, the statement said.

The newspaper Daily Excelsior quoted sources as having said the CBI teams which had landed in Jammu and Srinagar late last evening from New Delhi conducted simultaneous searches this morning in offices and residences of the officers, mostly the former Deputy Commissioners/District Magistrates and concluded the operation by this evening.

The teams have seized relevant documents pertaining to the issuance of arms licenses. However, the concerned officers haven’t been questioned so far.

The CBI teams conducted searches at Yasha Mudgal’s office of Jammu Power Distribution Corporation Limited near Jammu University and residence at Power Development Corporation Guest House at Satwari. Similarly, Kumar Rajiv Ranjan’s residence near Circuit House, Canal Road, Metro Regulatory Authority office at Mini Secretariat and JDA office at Bahu Plaza were searches.

Faquir Chand Bhagat’s residence at Greater Kailash and Javed Khan’s house at Bhatindi were searched during the day.

In Srinagar, the CBI today conducted raids at the residence of three retired bureaucrats in multi-crore gun license scam.

The CBI raided the residences of, Jehangir Mir, Farooq Khan and Itrat Hussain Rafique all former Deputy Commissioners this morning. The raids were conducted at Friends Colony, Humhama, Rajbagh and Bagh-e-Mehtab areas of Srinagar.

None of the retired bureaucrats were present at their houses when they were raided by the CBI. However, Itrat Rafique, who was in North Kashmir, rushed back to his house.

The raids continued for hours during which property documents were seized from their residence. Cell phone of Rafique was also seized.

Mir, Khan and Rafique were Deputy Commissioners in Kulgam, Doda and Kupwara respectively when they had issued the gun licenses.

Sources told the Excelsior that searches in another major scam involving prominent political leaders of Congress and National Conference and top IAS officers, were likely to be conducted shortly. The scam runs into several thousands of crores of rupees.

The arms license racket of Jammu and Kashmir was handed over to the CBI on the basis of a recommendation from Rajasthan Director General of Police O P Galhotra after the Anti-Terror Squad had busted a racket related to the matter.

The Agency had registered two FIRs in this regard with the consent of the Jammu and Kashmir Government with the then Deputy Commissioner of Kupwara listed as an accused in one of them, while unidentified officials of various districts have been mentioned in another, sources said.

The CBI’s Chandigarh unit has registered the FIRs for alleged criminal misconduct and criminal conspiracy under the Ranbir Penal Code and in violation of Section 3/25 of the Arms Act, besides provisions of Prevention of Corruption Act.

According to sources, the Jammu and Kashmir Government was informed about the racket in 2017 and several letters addressed to the then Chief Secretary B B Vyas remained unanswered.

Strange it may sound but it’s a fact that Jammu and Kashmir has issued more than four lakh gun licenses, second after most populated Uttar Pradesh, Daily Excelsior reported.

Official sources told the Excelsior the figures of more than 4 lakh gun licenses in Jammu and Kashmir is quite stunning as the Union Territory is infested by the militancy for the past three decades. Moreover, J&K ranks 20th in terms of population in the country.

The figures suggested that with a population of 1.25 crore, now for every 33 persons, there is a gun license in Jammu and Kashmir.

Most of the fake licenses that surfaced during fake gun license probe in Rajasthan by the ATS had come from Jammu and Kashmir, sources said.

Sources pointed out that fake gun licenses from Jammu and Kashmir besides Nagaland were being abundantly used to ‘purchase’ arms from gun houses in many parts of Rajasthan, including Udaipur, Sikar and Jaipur.

According to services officials, 1,32,321 of the 1,43,013 licenses in Jammu region’s Doda, Ramban and Udhampur districts were issued to those residing outside the Union Territory.

The figure for the entire Union Territory is 4,29,301, of which just 10 per cent were issued to residents in the erstwhile State.

A sample survey of licenses issued from Kupwara, a frontier district in north Kashmir, showed that no files or registers were maintained by the district authorities and many of the arms licenses may have been issued to outsiders on the basis of forged documents, reported Daily Excelsior.

Jammu shivers at 2.4, Srinagar freezes at minus 3.2

Minimum temperatures continued their free fall in the Jammu and Kashmir on Tuesday due to clear overnight sky, a Met official said.

He said that there is a possibility of light rains or snowfall across Kashmir for a few days from December 31 and fresh spell of rain in the plains and snowfall in higher reaches in the Jammu region.

“There is a forecast of scattered rains or snowfall on December 31 and January 1, there is a possibility of fairly-widespread rainfall or snow on January 2 which may continue till January 3 in the valley,” said an official from Met department.

There is a possibility of another wet spell – of higher intensity – during January 5 and 6, he said.

“The spells of wet weather are likely to bring respite to the valley which has been grappling with the cold wave conditions,” he added.

Leh town of Ladakh region recorded the lowest minimum temperature at minus 15.4 degrees Celsius while famous ski-resort of Gulmarg in north Kashmir at minus 7.2 was the coldest in the valley followed by Pahalgam at minus 5.3 degree Celsius.

Srinagar recorded minus 3.2 degrees Celsius as the minimum temperature of the night, an official of the Meteorological Department said.

Kupwara township of north Kashmir recorded a low of minus 3.0 degrees Celsius. Kokernag, in south Kashmir, recorded minus 3.6 degrees Celsius, he said.

Jammu recorded the season’s coldest night in over a decade as the mercury plummeted to 2.4 degrees Celsius, he said.

In the Jammu region, Katra recorded 5.0, Banihal recorded minus 0.6, Batote recorded 0.8 and Bhaderwah minus 0.4 as the night’s lowest temperatures.

Four minor quakes jolt J&K

Srinagar

Four medium intensity tremors with magnitudes ranging between 4.7 and 5.5 hit Jammu and Kashmir in a span of less than two hours on Monday night, reports quoted the National Centre for Seismology as having said.

Reports said that the first quake with a magnitude of 4.7 hit at 10:42 pm, followed by one measuring 5.5 six minutes later.

The two occurred at a depth of 10 kilometres, said the report.

The third quake measuring 4.6 hit at 10:58 pm, followed by the fourth one at 11:20 pm with a magnitude of 5.4, it said.

The third and fourth quakes occurred at the depth of 36 kilometres and 63 kilometres respectively.

However, there was no immediate reports of any loss of life and damage to properties.

J&K High Court opens up jobs for aspirants across India

SRINAGAR: In Jammu and Kashmir, India’s youngest and the largest Union Territory (UT), now non-locals can serve the government. The High Court of Jammu and Kashmir has opened the doors for non-locals aspiring to serve the new UT, post Article 370.

The J&K High Court has invited job applications from across the country to fill in 33 vacancies. All the 33 jobs are non-gazetted officials include senior scale stenographer, junior scale stenographer, steno typist, compositor, electrician and driver, according to a notice published in the local media. The notice is also available on the High Court’s website.

The applications were invited by the High Court’s registrar General Sanjay Dhar on December 26.

The appointment in the state government were projected by Article 35A, one of the key articles in the Constitution of India. This Article was binned along with the special status that the Jammu and Kashmir lost by a legislation on August 5.

The advertisements reads that candidates belonging to the UTs of J&K and Ladakh will be received by the concerned principal district judges within whose jurisdiction the applicant resides against the proper receipts duly stamped. However, the applicants who don’t belong to the UTs of J&K and Ladakh will have to submit their applications to the J&K High Court’s Registrar General. The last date for submitting the job applications is January 31, 2020. For the principal district judges of UTs Jammu and Ladakh, the deadline for submitting the application forms along the candidate list to the Registrar General of the J&K High Court is February 7, 2020. In order to meet this deadline, the principal district judges of Kashmir province, Bhaderwah, Kishtwar and Ladakh will have to make the required arrangements for receiving the application forms while winter vacations. The selection of the candidates will be strictly on the basis of J&K Reservation Rules 2005.

The applicants must be below 40 years of age as of January 1, 2019. Those belonging to e maximum age is relaxed in reserved categories: 43 years for SC/ST/RBA/ALC/OScs, 42 years in case of PwD candidates, and 48 years for ex-servicemen.In the case of government service or contractual employees, the maximum age to apply for this job is 40 years.

Doubling farmers’ income Govt’s top priority: Advisor Khan

Advisor to Lieutenant Governor, Farooq Khan on Monday reiterated that doubling farmers’ income in shortest possible time is among the Government’s top priorities.

The meeting among others was attended by Secretary Agriculture Production Department, Manzoor Ahmed Lone, officers of Agriculture, Floriculture, Sericulture, Apiculture and other allied departments; farmers’ bodies and experts.

The Advisor said it has been the Government’s endeavor to increase farmers’ income manifold through string of schemes and programmes.He maintained that Jammu region has immense potential for floriculture sector and asked the concerned department to involve experts and scientists from SKUAST-J for generating best seed varieties to boost the production .

Terming the Advisory Board as a bridge between farmers and government, the Advisor said that it is best platform to communicate to the end point about schemes and programmes beneficial for the farmer community.

He added that J&K Government is planning to brand famous local agriculture products like Saffron, Basmati, Honey etc which could be sold in national and international markets with J&K’s brand name. He advised the Board to promote cooperative farming to benefit marginal  farmers in a big way.

Meanwhile, during the meeting, several farmers presented their suggestions, issues and problems faced by them. The Advisor ensured the farmers that all their genuine issues would be taken up with the concerned quarters.

Secretary APD, Manzoor Ahmed Lone also elaborated on government schemes launched for benefit of farmers.

The meeting discussed the implementation of PM Fasal Bima Yojna in Jammu and Kashmir and release of 2 year pending share of J&K to enable the companies to settle the claims of the farmers.

The meeting decided that the government would send assessment teams to the areas where damages  to crops have been reported due to heavy rains.

The meeting also discussed the role of Animal Husbandry, Sheep Husbandry and Fisheries sectors in doubling the farmers’ income.

The meeting decided to hold frequent farmer awareness programmes, besides educational and expositional tours for farmers to outside J&K, enabling them to gain expertise in agriculture mechanization.

Earlier, Advisor Khan held a public grievance camp at Convention Center Jammu, where he met with scores of deputations and individuals.

The deputations and individuals put forth their issues and grievances and sought intervention of the Advisor for early redress of the same. He assured early redress of  all genuine demands.

A deputation from Dhindoan Rajouri demanded a community bore well in their area. Similarly, another deputation from Raj Pora, Magotrian, Jammu sought Advisor’s intervention into the execution of sanctioned development works in their area.

Other deputations and individuals hailing from different areas of Jammu and Kashmir flagged their issues and demands for immediate redress.

Responding to grievances and demands, the Advisor directed the concerned officials to resolve their complaints in a time-bound manner.

He was earlier posted in CRPF during his central deputation as DIG New Delhi Range, IGP CoBRA and IGP Chhattisgarh.

He was also awarded by ECI with a National Award for his role as chief force coordinator of CAPFs in providing safe environment for conducting assembly elections in nine states in year 2018.

As DIG of the SKR Kashmir, he took many initiatives for the welfare of the community members.

Two persons sentenced to life imprisonment in murder case

Jammu and Kashmir Police on Monday said that district Police Sopore successfully secured conviction of two persons who were involved in the killing of a civilian identified as Suhail Ahmad Sofi resident of Dobgah Sopore.

“On 19.03.2013 PS Sopore registered a case FIR No 48/2013 pertaining to the killing of a civilian by the militants,” said the spokesman.

“Accordingly during the course of investigation police arrested both the persons identified as Naveed Baloch of Multan Pakistan who was then operating in Sopore area as commander of proscribed outfit LeT and his accomplice Feroz Dar resident of resident of Sopore for their involvement in the killing of civilian Suhail Sofi,” he said.

“Based on the circumstantial evidences collected from the scene of crime and other evidences collected by the investigating officers during the course of investigations, Hon’ble Court today convicted both the persons and sentenced them to life imprisonment for their involvement in killing of civilian Suhail Sofi,” said police spokesman in a statement

Rs 25800 recovered from erring shopkeepers in Anantnag

Atal Dullo seeks timely completion of Health Deptt’s languishing projects

Financial Commissioner, Health and Medical Education Department, Atal Dulloo, on Monday directed the Jammu Kashmir Projects Construction Corporation Limited, J&K Housing Board and Police Housing Corporation to complete the languishing projects of the Health Department being executed by them in a time bound manner.

Atal Dulloo issued the directions at a meeting convened to review the pace of progress on Languishing Projects of the department, here at Civil Secretariat, an official statement said.

The meeting was attended by Director Health Services, Jammu, Renu Khajuria; Principal, Government Medical College, Jammu, Sunanda Raina; Director, Indian System of Medicine J&K, Mohan Singh; Managing Director, J&K Medicines Supplies Corporation Limited, Shiv Kumar Gupta; Managing Director, Housing Board, Tassaduq Jeelani; Mission Director, National Health Mission, J&K, Bhupinder Kumar; Joint Director (Planning) H&ME, Madan Lal and officers from JKPCC, PHC and other departments. The FC, while taking project wise review, directed the executing agencies to follow all norms and regulations in the execution of projects.

He also directed Director Health Services Kashmir to personally monitor the work on all projects for their time bound completion.

Meanwhile, the FC reviewed the provision for Annual Demand of Drugs and asked the officers to project their annual requirements at the earliest, so that same can be pursued with the Finance department.

In a separate meeting, Atal Dullo reviewed the medical facilities being set up by the health department for the Shri Amarnath Ji Yatra 2020.

The meeting was attended by Principal Secretary to Lieutenant Governor, Bipul Pathak; Director Health Services, Jammu, Renu Khajuria; Mission Director, National Health Mission, J&K, Bhupinder Kumar; Additional Chief Executive Officer (ACEO), Shri Amarnath Shrine Board (SASB); Anup Kumar Soni and other officers.

The Additional Chief Executive Officer, SASB, gave various suggestions for augmenting health care facilities for the intending yatris, most of which were given due consideration.

He also expressed gratitude to the Health Department for ensuring efficient health care facilities in 2019 and said that SASB will provide all kind of logistical support needed for ensuring better health care services to the pilgrims in future.

60 students undergo skiing course in Gulmarg

Srinagar

Sixty students from government and private schools today completed skiing course here in Gulmarg.

The Skiing Training Course was organised by The Department of Youth Services & Sports (DYSS). The group comprising of 40 students of Government College of Physical Education, Ganderbal and the remaining 20 students from District Baramulla participated in the course.

The Director General of the Department of Youth Services & Sports has appreciated the field staff of the Department for taking keen interest in tapping, channelizing and polishing the sports talent in school children of the Jammu & Kashmir UT.

He also said that another two such courses one for boys and one exclusively for girls will begin soon.

Pertinently, the courses are being run under the technical supervision of Olympian Gul Mustafa Dev.

The closing ceremony of the training course was attended by senior officers of the Department of Youth Services and Sports and Jammu Kashmir Tourism Development Corporation (JKTDC).

Arman Ali of District Baramulla stood first in technique category while as Adil ul Rehman and Ahtisham Ahmad from the same district got 2nd and 3rd position respectively. In the same category Mehraj u Din Wagay, Afaq Akhtar and Omar Ashraf got Ist, 2nd and 3rd positions respectively.

In another important category, Syed Qasim Bukhari, Aatib Nabi Bhat, Mehraj u Din Wagay from the Physical Education Ganderbal bagged Ist, 2nd and 3rd positions respectively while as from District Baramulla Numaan Fayaz, Muteeb Hussain, Tariq Maqbool bagged Ist, 2nd and 3rd position respectively in this category.

Manipulation of Documents: Crime Branch Kashmir files charge sheet against accused persons

Crime Branch, Kashmir presented charge sheet against two accused persons before the Court of CJM Srinagar in case FIR No. 27/2014 for commission of offences punishable U/S 419, 420, 467, 468, 471, 120-B RPC.

The case was registered in P/S Crime branch Kashmir on a written a complaint stating therein that the complainant was working as teacher at Govt. Primary School in Education department, J&K. post her marriage in 1987 she permanently shifted and settled at her husband’s residence at Jaipur Rajasthan. It is inter-alia alleged that she came to know that her post of teacher prior to her marriage and subsequent abandoned is being sustained by someone else after resorting to misuse of her identity.

The fact came to her knowledge when she applied for an Indian Passport online from her residence at her residence at Jaipur on 24-05-2012. The passport authorities at Jaipur had put on hold her passport for the reason that passport stands already issued showing same particulars, viz name, mother & father’s name.

It is further alleged that on verification, the complainant came to know that passport already issued was bearing the photograph of suspect accused who with the help of her parents has resorted to misuse of her identity and documents subsequent to her marriage outside state. The contents of the complaint prima-facia discloses that the accused in league with her parents has resorted to manipulation of her documents and misuse of identity and had thereby dishonestly and fraudulently carried on the job of teacher by means of impersonation and had also fraudulently obtained an Indian Passport in her favour.

Fruit villages at Budgam, Kupwara, Almond Nursery at Shopian coming up soon: Director Horticulture

Director Horticulture, Kashmir, Ajaz Ahmad Bhat, on Monday directed Chief Horticulture Officers to develop public sector nurseries to ensure production of quality fruit plants.

The Director was speaking at a meeting held here today to take stock of the works of the department. The meeting was attended by the Chief Horticulture Officers of the division.

Progress of various developmental schemes was reviewed during the of meeting, besides up-to-date expenditure. The concerned officers were asked to utilize funds judiciously and speed up the developmental programme of the department so that fixed targets can be achieved well in time.

The meeting also discussed component-wise Action Plan for current fiscal particularly establishment of high density orchards.

The Chief Horticulture Officers were directed to develop ‘Public Sector Nurseries and ensure production of quality fruit plants in these nurseries.

Further, Chief Horticulture, Officer, Budgam was directed to make the Canning Centre functional within a week’s time so that the unemployed youth can get short term training course in the art of fruit preservation.

It was given out that two fruit villages at Khag Budgam and Sogam Kupwara and one Almond Nursery at Shopian, under Public sector, has been approved under Capex Budget.

Five political leaders released after 148 days of detention

The Jammu and Kashmir administration on Monday released five political leaders, who were detained at MLA Hostel here for the last almost five months.

Sources said that PDP leaders, Zahoor Mir, Yasir Reshi and Bashir Mir, National Conference leader and former MLA Ganderbal Ishfaq Jabbar and another NC leader Dr Ghulam Nabi Bhat were among those who were released.

Additional Director General Police Law and Order and Security, Muneer Khan while confirming the release of five leaders told news agency KNS that the government will take the decision to release the rest of the leaders at an “appropriate time.”

Over 25 political leaders, including Peoples Conference chief Sajjad Lone, NC leaders Ali Mohammad Sagar and Mubarak Gul, PDP leaders Nizam-ud-Din Bhat, Sartaj Madni, Nayeem Akhtar, Peer Mansoor and Khurshid Alam and former IAS officer turned politician Dr Shah Faesal, are still detained at MLA Hostel.

Three former chief ministers, including Dr Farooq Abdullah, Omar Abdullah and Mehbooba Mufti are also undergoing detention since August 5 when the Center abrogated the special status of Jammu and Kashmir under Article 370.

While welcoming the decision to release five leaders, PDP patron and former deputy Chief Minister Muzaffar Hussain Beigh said, “It was our consistent demand to release all the political detainees without any delay. I am hopeful that those who are still under detention are release soon.”

He also demanded immediate restoration of internet services in Kashmir. “It is causing huge losses to business community and students,” Beigh added.

Democratic party (Nationalist) DPN Chairman and former Agriculture Minister Ghulam Hassan Mir has also welcomed the decision to release the political leaders. (KNS)

SHGs get 7816 works at a cost of Rs 584.18 crore

The Divisional Commissioner Kashmir Baseer Ahmad Khan on Monday chaired a divisional level review meeting regarding the functioning of “Self Help Group (SHG) of Engineers Scheme”.

The meeting was informed that the government has formulated a scheme known as “Self Help Group Of Engineers Scheme” to provide them gainful source of livelihood in the shape of works contract to the engineers as an alternative to government jobs.

The Directorate of Employment took the initiative and till date 694 Self Help Groups (SHGs) of Engineers have been registered in which 2909 Degree and Diploma holders are involved.

It was further informed, since the year 2010 to November 2019, as many as 7819 works, amounting to Rs 584.18 crores have been allotted to SHGs of Engineers by line departments.

To achieve transparency in allotment of works, the Divisional Commissioner directed concerned officers to submit details of SHGs which have received the works and also of those who have not been awarded any contract. The report should clarify as to why works has not been allotted to the left out SHGs of Engineers.

Directorate of Employment was directed to circulate the complete list of 694 Self Help Groups (SHGs) of Engineers to the 38 line departments immediately, while Line Departments have been asked to clear liabilities of work done by SHGs on priority basis.

To stop subletting of work contract, Div Com directed concerned Engineers and officers to physically verify all allotted works and take strict action those SHGs who are violating the rules.

The Divisional Commissioner stressed the concerned HoDs of line departments to adhere to the 30% quota of works—which need to be allotted to Self Help Groups (SHGs) of Engineers as per guidelines.

All HoDs of Line Departments were asked to furnish a complete report regarding new construction works which have been kept aside for Self Help Groups (SHGs) of Engineers.

J&K Bank Ltd authorities were asked to ensure financial assistance as per guidelines to SHGs of Engineers on priority.

Chief Engineers, R&B, KPDCL, I&FC, Directors of RDD, DSEK, ULB, Tourism & Floriculture, VC SDA, Additional Commissioner Kashmir, Joint Director Employment Exchange, Superintending Engineer Drainage, Executive Engineer SMC, Representatives of SHGs Association and other concerned officers were present in the meeting.

Severe cold wave in Kashmir, Srinagar freezes at minus 6.5

Srinagar

Minimum temperatures continued dropped in the Kashmir Valley on Monday due to clear overnight sky, a Met official said.

“The minimum temperatures dropped further across Jammu and Kashmir today due to clear night sky. These temperatures are likely to drop further as the weather is likely to remain dry till December 31,” he said.

Leh town of Ladakh region recorded the lowest minimum temperature at minus 20.1 degrees Celsius while Pahalgam at minus 10.2 was the coldest in the valley followed by Qazigund at minus 9.2.

The famous ski-resort of Gulmarg in north Kashmir recorded a minimum temperature of minus 7.8 degree Celsius.

Srinagar recorded the lowest night temperature of the season so far as the minimum temperature recorded in the city was minus 6.5 degrees Celsius, an official of the Meteorological Department said.

Kupwara township of north Kashmir recorded a low of minus 5.6  degrees Celsius while Kokernag, in south Kashmir, recorded minus 7.3 degrees Celsius.

In the Jammu region, Jammu city recorded 2.4 degrees Celsius, Katra recorded 4.4, Banihal recorded minus 1.6, Batote recorded 0.3 and Bhaderwah minus 0.9 as the night’s lowest temperatures

During the visit, the Army Commander was also briefed on the counter-infiltration grid and operational preparedness of the formation apart from the various developmental works being undertaken to improve the life of people residing in remote areas, said the spokesman.

“He was appreciative of the measures and Standard Operating Procedures instituted by the units and formations to meet the challenges posed by the inimical forces,” he said.

The Army Commander complimented the troops for their relentless efforts and selfless service in bringing peace and tranquility in the Valley,” a defence spokesman said.

IED detected, defused in Rajouri district

Government forces on Sunday recovered and defused an Improvised Explosive Device (IED) in along the Line of Control (LOC) in Rajouri district.

Reports said that the IED was detected by the patrolling party in Keri sector around 4 pm.

A police officer confirmed the incident and said the bomb disposal squad was called in who later disposed off the explosive device without causing any damage.

Police produces challan against persons causing hindrance in works of Pakal Dul H. E Project

Kishtwar Police on Sunday produced challan before the Court of Chief Judicial Magistrate Kishtwar against the accused who were found involved in interrupting and creating nuisance at the site of construction work in Pakal Dul H. E Project Kishtwar.

It is pertinent to mention here that, on receiving a communication from Jai Prakash Associates Ltd. the Kishtwar Police took cognizance and appeared on the spot while the accused namely Des Raj, Masood Ahmed, Bhanu Prakash, Ajay Kumar, Mohd Iqbal, Ashiq Hussain, Muzaffar Hussain, Javed Iqbal, Deepak Kumar and Abdul Wahid Dar fled from the place of occurrence of incident who were later bailed out by the order of Court.

Meanwhile, Deputy Commissioner Kishtwar, Angrez Singh Rana informed that such incidents creating unnecessary hindrances in the smooth implementation of project work. He further added that District administration would not tolerate any kind of illegal disturbance at project sites and who so ever try to vitiate the peaceful environment at project sites shall be taken to task.

MeT predicts wet weather from December 31, Srinagar records coldest night of season at minus 6.2

Minimum temperatures continued their free fall in the Kashmir Valley on Sunday due to clear overnight sky, a Met official said.

He said that they were expecting another spell of light snowfall and rains in plains and moderate snowfall in the upper reaches of Kashmir from December 31 to January 3.

He said the main snowfall activity would be on January 1 and the upper reaches in Ladakh would also receive light snowfall during the same period.

“This spell of snowfall will likely provide relief from cold wave in Kashmir and parts of Ladakh as night temperatures are dropping continuously,” he said.

Leh town of Ladakh region recorded the lowest minimum temperature at minus 19.0 degrees Celsius while Pahalgam at minus 10.4 was the coldest in the valley followed by Qazigund at minus 9.5.

The famous ski-resort of Gulmarg in north Kashmir recorded a minimum temperature of minus 6.6 degree Celsius.

Srinagar recorded the lowest night temperature of the season so far as the minimum temperature recorded in the city was minus 6.2 degrees Celsius, an official of the Meteorological Department said.

Kupwara township of north Kashmir recorded a low of minus 6.1 degrees Celsius. Kokernag, in south Kashmir, recorded minus 7.5 degrees Celsius, he said.

In the Jammu region, Jammu city recorded 5.7 degrees Celsius, Katra recorded 3.3, Banihal recorded minus 2.2, Batote recorded 0.4 and Bhaderwah minus 0.8 as the night’s lowest temperatures.

Abolishing martyrs’ day holiday an attempt to distort history: Tarigami

Terming the decision of Jammu and Kashmir administration to declare that there will be no holiday on Martyrs’ Day on July 13, as an attempt to distort the history, CPI (M) leader and former MLA Kulgam Mohammad Yousuf Tarigami Saturday said the struggle of July 13, 1931 martyrs was against the tyrannical regime.

In a statement he said, “The struggle of 1931 martyrs was for the better future of the whole of Jammu, Kashmir and Ladakh. It was a freedom struggle for the whole of population, irrespective of caste, color, creed and religion. The movement of July 13 martyrs was peoples movement which reflected the aspirations of entire population of J&K as the tyrannical regime was equally repressive for people of Kashmir, Jammu and Ladakh. It was not the struggle of one community or one region. Today’s attempt has virtually been taken to further divide the ranks of people.”

“By such decisions, J&K administration has insulted people of Jammu and Kashmir. The administration which is already alienated from people is further increasing its alienation. The BJP government at the Center is trying to divide the people of Jammu and Kashmir further by such divisive agenda which we are sure people of Jammu, Kashmir and Ladakh will not allow them to fulfill. Already they have done enough damage to the secular fabric of the country by the decisions like Citizenship Amendment Act (CAA),” Tarigami added.

He also questioned the decision of the administration to abolish December 5 holiday which is National Conference founder late Sheikh Mohammad Abdullah’s birthday. “Sheikh sahib’s was a towering personality and his historic contribution in the freedom struggle and empowerment of people of J&K can’t be ignored. Whatever empowerment of people you see today came through decision like Land-to-Tiller and Education for all which are the outcome of that movement,” the CPI (M) leader said.

“To downgrade a leader like Sheikh sahib is virtually playing a prank with the history. I am sure people of Jammu, Kashmir and Ladakh will unitedly resist such divisive policies of the BJP. In the past also they have always defeated those forces who wanted to divide them in the name of region and religion,” he vowed. (KNS)

Justice Mittal further said that she does not see mediation as a way to reduce the arrears only but it brings peace and harmony not only amongst the disputing parties but in the society as a whole.

Justice Mittal further sought synergized efforts by judicial officers and lawyers towards institutionalization of the mechanism of mediation for the larger benefit and satisfaction of the litigant public. She said mediation is programme which we cannot undertake without the participation of Bar.

Referring to a civil dispute between the siblings which had resulted in loss of a life, she informed as to how, while dealing with criminal appeal against conviction and sentence as judge of Delhi High Court, she referred the parties to mediation and the intervention of Mediator could settle the civil dispute between the parties. She further said that the mediation is extremely empowering process where litigants leave the room with satisfaction.

Appreciating the efforts of the Mediation and Conciliation Committee in holding such educative courses, Justice Mittal said this training course will definitely do wonders towards adding to the knowledge of the mediation lawyers, besides enhancing their excellence and expertise in the field.

She exhorted upon the participants to learn the innovative methods and techniques of mediation from the eminent experts and make optimum use of the same.

Justice Tashi Rabstan, Chairman, Mediation and Conciliation Committee, High Court of J&K, in his address gave an over view of the concept of mediation and further said that the mediation had been an integral part of Indian Culture and traditionally going to Courts was considered against one’s reputation. He said that mediation has a potential to be the most effective instrument towards ensuring expeditious disposal of cases.

The inaugural session was attended by Justice Rajesh Bhindal; Executive Chairman, JKSLSA Justice Sanjeev Kumar; Registrar General, Sanjay Dhar;  Secretary Law, Govt. of U.T of J&K, Achal Sethi; Registrar Inspection   Shahzad Azeem;   Member Secretary, JKSLSA, M.K Sharma;  Pr. Secretary to the Chief Justice, Jawad Ahmed; District Judge, Sunit Gupta  and officers of Registry.

Registrar Rules and Coordinator, Mediation and Conciliation Centre, Jammu, Bala Jyoti presented vote of thanks.

The Training Course has been organised by the Mediation and Conciliation Committee of the High Court J&K, in collaboration with State legal Services Authority of UT of Jammu and Kashmir.

Sr Advocate  J.P Singh;   Advocate, Veena Ralli and  Advocate Mitali Gupta from Delhi are Resource Persons in the Training Course, whereat, 47 advocates from all the 10 Districts of Jammu province are participants.
