Portfolios allocates: Khalil Band Agriculture, Kavider Industries

Jammu and Kashmir Chief Minister Mehbooba Mufti on Monday allotted portfolios to the newly inducted ministers.

An order, issued today, said that BJP leader and Deputy Chief Minister Kavinder Gupta has been given the portfolio of Industries and Transport. Other BJP leaders, Sat Sharma Housing and Urban Development, Devinder Kumar Manyal Health and Medical Education, Rajeev Jasrotia Forest, Ecology and Environment, and Sunil Sharma Power Development Department.

PDP leader Abdul Rehman Veeri has given the Rural Development and Panchayati Raj portfolio. Other PDP leaders, Ghulam Nabi Lone got Revenue, Mohammad Khalil Band got Agriculture Production, Syed Basharat who was already holding the Horticulture was given an additional portfolio of Parliamentary affairs Law and Justice.

Altaf Bukhari of PDP got Finance, and Labour and Employment and Floriculture, Chowdhay Zulfikar Ali, also of PDP, got School Education, Haj and Auqaf and Tribal affairs, Imran Raza Ansari Higher Education, Information Technology andTechnical Education, Mohammad Ashraf Mir got Food, Civil Supplies and Consumer Affairs.

Naeem Akhter got Public works and Culture, Javaid Mustafa Mir who was given the portfolios of Disaster Management, Relief and Rehabilitation, and Reconstruction.

BJP leader Shakti Raj, who was sworn in as Minister of State (MoS), got Rural Development, Agriculture Production, Youth Service and Sports, Tribal Affairs,Education, Technical Education,Tourism and R&B, while Ajay Nanda got Finance and Planning, Information Technology, Law, Justice and Parliamentary Affairs, Consumer Affairs and Public Distribution, Relief and Rehabilitation and Labour and employment, Horticulture, Floriculture and Parks, Food Supplies and Consumer Affairs.

Whereas PDP leader Zahoor Ahmed Mir got Forest, Ecology and Environment, Animal and Sheep Husbandry, Cooperative and Fisheries, Transport and PHE and Irrigation and Flood Control.

Drubgam encounter: Restrictions in Srinagar parts tomorrow

Srinagar

Srinagar administration has decided to impose restrictions under Section 144 CrPC in 7 police station areas tomorrow, the 1st of May 2018.

The areas where restrictions will be imposed include Rainawari, Khanyar, Nowhatta, Safakadal, M R Gunj, and partial in Maisuma and Kralkhud.

Reports said the restrictions will be imposed as a precautionary measure.

Earlier, Joint Resistance Leadership has called for complete shutdown in Kashmir Valley tomorrow in view of militant and civilian killings in Drubgam Pulwama gunfight.

Three persons shot dead by unknown gunmen in Baramulla

Srinagar

Three persons were shot dead by unknown gunmen at Khanpora area of north Kashmir’s Baramulla district on Monday evening.

Official sources said that the gunmen fired upon the three persons near Iqbal Market Khanpora. In the incident, the trio sustained serious bullet wounds and died instantly on the spot.

The Initial reports suggest that the slain has been identified as Asghar Khan, Asif and Haseeb Khan, all residents of Jamia Mohalla old Town Baramulla.

A police officer when contacted told GNS that they are verifying the details.

“Yes we have recovered three bullet-riddled bodies and their identities are being ascertained,” the officer said.

He said that further investigations into the incident have been launched as to why the trio have been killed.

The officer, meanwhile said that soon after the attack government forces have launched a cordon-and-search operation to trace out the attackers. (GNS)

Drubgam encounter: The complete story

SRINAGAR: Two Hizb ul-Mujahideen militants and a civilian were killed in a gunfight that started during wee hours of Monday morning in Drubgam village of south Kashmir’s Pulwama district. At least twenty-two civilians and two soldiers were also injured in the gun battle and the incidents incident.

The slain militants were identified as Sameer Ahmad Bhat alias Tiger of Drubgam and he was in the category of A++ militant. The second militant was identified as Auqib Ahmad Khan of Rajpora.

The slain civilian was identified as Shahid Ahmad Dar, son of Mohammad Ashraf Dar, of Arihal village in Pulwama. He was hit by bullets during clashes near the site of gunfight after which he was shifted to District Hospital Pulwama where doctors declared him dead on arrival.

Medical Superintendent Pulwama hospital, Abdul Rashid Parra said that the slain youth had received serious firearm injury at multiple places. “He must have been in the age group from 18 to 22.”

Reportedly Shahid was working as a labour. He had studied up to higher secondary level and dropped out two and half years before. “He was a stone pelter and had five FIR’s registered against him in police station Pulwama,” a police source claimed. Non-governmental sources said Shahid was the only son of his parents. He is survived by his sister beside father and mother.

DH Pulwama also received other 22 injured patients out of which 12 were referred to Srinagar for specialised treatments, who had pellet and bullet injuries. “All of them were stable when we referred them but they needed specialised surgical interventions,” the doctor said.

Dr Parra also added that his hospital made a public announcement when they were running short of O negative blood group. “I was overwhelmed with the local youth who reached a hospital that time. We received at least 22 pints of O negative blood group.”

Meanwhile, a major and a soldier of 44 RR were also injured in the initial exchange of fire with the militants. The injured major had a bullet injury on his left arm and the soldier had a bullet wound on his head. Both were shifted to 92 base military hospitals in Badami Bagh Srinagar where, reports said, both are said to be stable.

In the encounter, two houses are said to be partially damaged. They belonged to two brothers: Shabir Ahmad and Khursheed Ahmad, both residents of Drubgam, Baba Mohalla. Shabir Ahmad is a driver by profession. “The houses were small and we had already besieged them from all the sides. We did not need to use any high ended ammunition,” said an officer from the encounter site.

Reportedly massive clashes had erupted after youth took to streets to help the besieged militants escape from the gunfight site.

The police and paramilitary forces responded by firing live ammunition, pellets and tear gas shells to chase away the stone-throwing protesters.

The police sources added that the search operation was started at 8.15 am by a joint party of 44RR, 182/183 CRPF along with Pulwama Police, but the contact was established at around 10 am resulting in an encounter which ended at 2 pm. The bodies were retrieved later and by 3.30 pm the operation was completely over.

The Police spokesperson added, one of the militants, Sameer was earlier recruited as an OGW by the banned outfit HM after passing Class 8th since he had discontinued his education due to lack of interest in studies. He was involved in several stone pelting incidents prior to his militant activities. He was active in the area since May 2016 and had remained part of several cases of civilian atrocities in the area.

Tiger, according to police, was involved in the firing incident on the residential house of Ex MLA Syed Bashir Ahmad in Sheikhard and in a grenade attack on the Naka Party at Hawal, Pulwama. Besides his involvement was established in the kidnapping and firing of two civilians from Qasbayar in which one civilian Bashir Ahmad Dar had died instantly while another Altaf Ahmad Dar was seriously injured.

Last year he had indiscriminately fired upon a patrolling party of 44 RR besides he had also entered into the residential houses of civilians in South Kashmir and forced them to issue video statements against the government and security agencies. Several FIRs pertaining to these incidents had been registered in Police Station Rajpora. Sameer was said to be a close confidant of HM commander Riyaz Naikoo and both had been spotted together in a video released recently on social media.

Sameer, according to local news-gatherer, was son of Muhammad Maqbool and had a downtrodden family background. He is survived by a labourer father, mother, a sixth standard sister and a minor brother. His family knew of his militancy joining through social media, it said.

“His friends and family members say that Sameer had a great motivational power,” the news report said. “He according to his family persuaded two of his relatives Manzoor Ahmed Baba and Waseem Ganaie both from Drabgam village to joint Fidayeen Squad of Jaish-e-Muhammad, though he was himself associated with Hizbul Mujhadeen. Baba was killed in Lehthpora Fidayeen attack while Waseem lost his life in a gunfight with government forces at Kandi Aglar.”

The other militant, according to police, was Aqib Mushtaq Khan who was active since July 2017. He also had plotted several attacks on the security establishments in South Kashmir along with Sameer Tiger and was closely associated with him after joining the militant ranks.

Bodies of both the slain militants were retrieved from the site of encounter and handed over to the respective families. Moreover, 2 AK 47 rifles and other incriminating material have also been seized.

Police said the civilian identified as Shahid Ahmad Dar, aged 25, son of Mohd Ashraf Dar resident of Arihal Pulwama died in cross firing while some others were injured who are all stated to be stable. They said they have registered a case and investigation is on.

Meanwhile, as the news spread about the encounter, the train services, as well as the internet services, were suspended in south Kashmir as a precautionary measure. However, trains continued to chug on Srinagar-Budgam in central Kashmir to Baramulla in north Kashmir as per schedule. There was an instant strike in the entire belt.

The joint resistance leadership (JRL) comprising Syed Ali Geelani, Mirwaiz Umar Farooq and Muhammad Yasin Malik have called for a complete shutdown on Tuesday against the killing of civilians and two militants in Drabgam village. In a statement, JRL has strongly condemned the killing of Shahid Ashraf Dar and two militants Sameer Ahmad and Aqib Wani during an encounter.

Hizb ul-Mujahideen leaders based in PaK has paid tributes to the slain militants.

“By choking all means of peaceful expression #Kashmirs young generation is being pushed to the wall,” Mirwaiz wrote on Twitter. “The heavily armed state machinery by using immense lethal  force against  our vulnerable youth is adding fuel to the fire and making the situation more fragile.”

#Kathua: Jasrotia’s elevation,Kavider comments shocking,says NC

National Conference on Monday condemned in the strongest of terms the elevation of BJP MLA Rajiv Jasrotia as a Minister in the State Government despite his presence at the Hindu Ekta Manch rally that sought to trivialize the barbaric and brutal rape and murder of a young child in Rasana, Kathua.

Terming Jasrotia’s inclusion in the Council of Ministers as shameful and tragic, NC State Spokesperson Junaid Azim Mattu said this shocking development had yet again exposed the inherent sadism and opportunism of the PDP-BJP Alliance as also the hypocrisy and complete surrender on part of the Chief Minister.

The NC State Spokesperson also strongly condemned the unacceptable and insensitive remarks of Deputy Chief Minister, Kevinder Gupta who has termed the Kathua incident as a “small issue”.

Hitting out at the PDP-BJP Government, the NC Spokesperson said the heinous and heart-rending tragedy in Kathua was anything but a small issue and was a barbaric manifestation of a politics of divisiveness and communalism being practised by the powers that be. “If Kevinder Gupta thinks the Kathua issue was a ‘small issue’, then why were two BJP Cabinet Ministers forced to resign after national outrage over their patronage to the divisive Hindu Ekta Manch? Had this been a ‘small issue’, Kevinder Gupta wouldn’t have been inducted today to fill the vacancies caused by those forced resignations. His remarks are utterly insensitive, outrageous and unacceptable and reveal the deep malice that forms the basis of BJP’s politics in the State,” the NC spokesperson said.

The NC spokesperson also questioned the sleeping conscience of the Chief Minister and her party which continued to remain apoplectic and subservient in the face of repeated remarks such as these from BJP Ministers and leaders.

“For PDP to term, these utterly cringe-worthy remarks as ‘careless’ is another tragedy in itself and shows how low the party has stooped to remain in power despite the dignity of the State and its peoples being ridiculed with each passing day. The fact of the matter is that Mehbooba Mufti failed to act when the two former Ministers in her cabinet attended the Hindu Ekta Manch rally and was forced to react after national outrage over the issue. Today it has become clear beyond any doubt, yet again, that Mehbooba Mufti has lost the moral right to govern and pretend to be anguished over what happened in Kathua. She along with her colleagues, alliance partners and  Ministers have and continue to add salt to the gaping wounds of the child’s family,” the NC Spokesperson added.

“While it would be foolish to expect PDP to take a stand on this issue, one hopes the Chief Minister realizes the grave costs of her surrender for power and introspects on how her Government has brought the state on the precipice of tumult. PDP should stop playing both sides and realize that their fixed-matches with the BJP don’t amuse the people anymore. The people have now witnessed their deceit and treachery and are well aware of their lack of conviction and conscience,” the NC Spokesperson added.

Amid wails, thousand participate in funeral payers of Pulwama youth

Thousands of mourners on Monday participated in the last rites of slain Shahid Ahmed who was killed near the encounter site in Drabgam village of south Kashmir’s Pulwama district.

Shahid was laid to rest at his ancestral graveyard in Aarihal Pulwama, amid pro-freedom, pro-Islamic and anti-governmental slogans. Thousands of mourners including men, women, children and old participated in his funeral procession at his native village in Pulwama.

Shahid was hit by a bullet during clashes near the site of the gunfight in Drabgam village. He was shifted to District Hospital Pulwama where doctors declared him dead on arrival.

The gunfight ended with the killing of two militants identified as Sameer Ahmad Bhat alias Tiger of Drubgam and Aqib Ahmad Khan of Rajpora. A weapon was also recovered from the encounter site. The house in which militants were hiding was also sustained a massive damage.

A major and a soldier of 44 RR were injured in the initial exchange of fire with the militants, reports said. The injured were shifted to 92 base military hospitals in Badami Bagh Srinagar.

According to reports Shahid, a die-hard fan of Pakistani cricketer Shahid Afridi is the only son of his parents and is survived by a sister.

#Kathua: Will decide on CBI probe after SC Decision, Ram Madhav Says

SRINAGAR: BJP National General Secretary Incharge Jammu and Kashmir affairs Ram Madhav on Monday said that reshuffle of the BJP ministers in the ruling coalition government has nothing to do with the investigation and trial of Kathau rape and murder case.

“The cabinet reshuffle has nothing to do with the Kathua incident. Our government has completed three years and we decided to give a chance to new faces,” Madhav said.  “This has nothing to do with it (Kathua rape and murder case). Our government has completed three years in power so we decided to have a reshuffle in the cabinet and give an opportunity to new faces.” Madav was in Jammu party office where he talked to the media.

Madhav said the BJP had planned the reshuffle three years before but had then planned to restrict the number to two or three. However, due to the resignation of the two ministers they were forced to raise the number to five and promote a minister of state.

Two BJP ministers, Lal Singh and Chandra Prakash, had to quit early this month after a row over their participation in the event.

Madhav stressed that there were no double standards and the ministers took the decision to quit their posts in view of some statements that were attributed to them.

“Those statements created a wrong impression. The impression that perhaps they were supporting the accused which was not a fact. As the impression was created due to the wrong presentation of the facts, they took moral responsibility and decided to step down,” Madhav said.

Madhav also faced a volley of questions over the demands for a CBI inquiry in the case, especially from Lal Singh. he was asked that Singh has taken the demand to the streets. The BJP leader said the BJPs stand was that the case is before the court and its decision would be respected.

Asked why the party was not taking action against Singh for anti-party activities and provoking people, he said, “The demand (CBI probe) was raised by various sections of the society, including the Bar Council here. Are you saying they are all provoking the people?” he reacted.

“The same issue is before the Supreme Court so it is not something that only one person (Lal Singh) is raising. Let the court take a view and afterwards, if anyone persists with the demand, then we will take a stand on that person’s demand,” he said.

On a tweet by National Conference working president Omar Abdullah questioning the inclusion of Jasrotia, he said, “Twitter is a free medium and let them say what they want to say. I have answered the question.”

Shortly after Jasrotia had taken oath as a minister, Abdullah tweeted: “Two BJP ministers removed in J-K for attending a pro-rapist rally and an MLA who is reported to have attended the same rally is promoted as a minister.”

“Why are the BJP/Mehbooba Mufti confused about where they stand on the Kathua rape,” he asked in another tweet.

A Neglected KPS

Babus and the cops are twin appendages of the same government, one managing the files and the other, the street. But KPS as a service is facing a chronic stagnation because they feel the government is pro-KAS, every time a policy is framed, reports Shams Irfan

On July 8, 2016, a Deputy Superintendent of Police (DSP) rank officer, left office early to hang out with his colleagues at an uptown coffee shop in Srinagar, when a text message alerted him to an encounter in remote Kokernag.

For a 2011 batch Kashmir Police Services (KPS) officer like him, news of a gun battle was routine, especially when it comes from the south Kashmir. But as he learned that Burhan Wani, the popular Hizb-ul-Mujahideen commander was slain, he literally jumped from his seat and rushed towards his car. Within five minutes, he was racing towards his home in city outskirts.

“I knew his killing will trigger a reaction, but I had no idea it will be so huge,” he said.

Once home, he quickly had dinner, packed a few belongings, and left in his personal vehicle towards one of the sensitive police stations in Srinagar, where he was posted.

“As the situation worsened, I had no idea when I will see my home again, or see it at all,” he said.

But when he finally visited home after 45 days, in the dead of the night, he had a permanent souvenir of the post-Burhan situation with him: four stitches on his forehead. “I was hit by a stone during one of the protests in Srinagar,” he said pointing towards his forehead.

As Burhan killing changed the situation quickly on the ground, all of a sudden being a cop seemed not a good option after-all. “But despite being in the line of fire, we carried on with our jobs with pride,” said the officer.

Almost two years later, on April 24, 2018, after State Cabinet approved ‘grant of time-bound grade promotion for the Kashmir Administrative Services (KAS) officers’, leaving out their counterparts in the police (KPS), it triggered a storm of sorts among the young policemen like him.

“All of a sudden we feel like an unwanted lot within the system,” said another DSP rank officer who wishes to remain anonymous. “We felt discriminated.”

However, the resentment against “discrimination” and stagnation in profile and pay among young police officers is not new. It has been there since 1999 batch of KPS officers got promoted as Superintendent of Police (SP), in 2005.

After 1999 batch, the next batch came in the year 2001, but unlike their seniors, it took them 13 years to get promoted.

The reason 1999 batch didn’t highlight the disparity between KAS and KPS, was that they got key postings because of the fact that the last recruitment had happened in 1984, leaving a vacuum of local police officers for almost 15 years.

“All of them got promoted to SP ranks within six years of joining as DSP’s,” said a young officer.

Unlike the present lot of KPS officers, who join police young as DSP’s and if lucky, reach the level of SP, and get just two salary hikes in over three decades of services, things were different earlier.

Peer Ghulam Hassan Shah, for instance, started his career as a Sub Inspector (SI) and retired as Director General of Police (DGP) in 1985. There are more instances of meteoric rises within the police like Shah’s.

But without a proper caderisation in place for KPS officers, such a rise in the current system is almost impossible.

During 2008, 2010 and 2016 uprisings, it was native KPS officers who were given key postings in Special Operations Group (SOG), and posted in sensitive areas to tackle operations.

“But despite being at the frontline, we couldn’t get the same treatment as our counterparts in civil services when it comes to promotion and pay hike,” said another officer who was posted in Islamabad during 2016.

A KPS officer of 2008 batch, he recalls his near-death experience while managing Islamabad town in post-Burhan days. “Usually, we used to secure sensitive areas in the town half-an-hour before dawn,” he recalls. “This helped us keep things in check for rest of the day.”

But, one day, he and his team, reached Janglat Mandi area after daybreak. “We were shocked to see all roads blocked with boulders and tree trunks,” he said.

As the officer and his men got down from their vehicles to clear the road, around five-hundred boys, carrying stones and lathis, cornered them from all sides. “We jumped back into our vehicles but couldn’t get out,” he said. “I have never seen such intense stone-pelting in my entire career. That day I thought I will not get out alive.”

Even after 10 years of service this officer is still a DSP and draws same pay as he used to do when appointed.

“My friends, who opted for KAS, work 10 to 4 and have already been promoted with one pay hike,” said the officer. “At times, I regret my decision of choosing police services over civil services.”

A native of nearby Kulgam district, the officer said, he managed to visit his family after fifteen months of Burhan’s killing, that too in the dead of the night. “Hum be-Ghar ho Gaye 2016 ke badh (We are homeless after 2016),” he said.

But the watershed movement, as the young KPS officers call it, came in 2012, the year two batches were inducted for services in both civil and police. That year, out of 189 vacancies 122 were for police. Once the selection list was out, only 105 went to Udhampur for training, and out of them, only 92 are currently serving.

One among them was Sheikh Tariq, now 31, who left police services after completing one year’s training in Udhampur. “During the course of training I started preparing again for exams for 2012 second batch was due,” said Tariq.

The reason Tariq opted out of police services was lack of timely promotion and disparity in pay. “Besides, there is no social life for a KPS officer,” said Tariq.

Now posted as Deputy Registrar Cooperative, Baramulla, Tariq is happy to serve 10 am to 4 pm, and spends rest of the time with his family. “I qualified 2012 second batch and opted for KAS,” said Tariq. “I am really happy with the switchover.”

But Tariq is not alone, 30 others left police services after clearing KPS in 2012 first batch and took exams again.

Interestingly, a number of officers from 2011 and 2012 batch who cleared KPS, are fed up with the stagnation and pay disparity, to the extent that they are planning to switch back to their previous jobs. “I know some people who already have seven years of service in the police but still appear for non-gazetted posts like Naib-Tehsildars,” said a young DSP rank officer. “This way we are making police an unattractive option for youngsters,” said a senior officer.

But the worst affected is 2008 batch, that still serves as DSP’s and is in the entry-level Grade Pay (GP) of Rs 4800. “Even in summers they wear sleeveless jackets over their uniforms in order to hide their ranks,” said a 2015 batch officer. “They are our seniors but still have same rank and pay-band. It is really embarrassing for both of us when we meet or socialise.”

Interestingly, those who qualified KAS in 2008 were promoted twice so-far with at least one pay hike.

“In police, after 15 years of service one can wear SSP rank, but they are still drawing a salary at par with the entry-level officers,” said one officer.

These officers are aware that govt cannot promote all KPS officers to the next rank in a time bound manner, as promotions are subject to the availability of vacancies, but why cannot they be moved to the next pay band?

“We demand a time-bound placement in next higher pay grade, irrespective of the availability of vacancies, and/or without any rank promotion,” said a 2008 batch KPS officer. “After five years of service, a KPS officer should be moved from Rs 4800 to 5600 Grade Pay (GP) level automatically. Also, he should be able to rise up to Rs 8700 GP, irrespective of rank promotion.”

A senior SSP rank officer, who is from 2001 KPS batch, says the problem lies in the system itself as “seniority has not been fixed yet.”

One cannot be a DIG or IG unless he/she is not inducted into the Indian Police Services (IPS).

However, since 2010, the induction process remained suspended due to litigations between direct recruit DSPs and promoted DSPs. Till July 2017, the number of vacancies in IPS promotion quota was 51. “But I am sure government will take serious note of it and resolve the issue soon,” said the officer.

But after approval for time-bound grade promotion for the KAS, young KPS officers are mulling to have an association or union of their own, to press for their demands. “It is time we get together and fight for our rights,” said a 2012 batch KPS officer. “We have to fight this battle on our own as well.”  as well.”

SRINAGAR: The BJPDP government on Monday inducted new faces for the rest half of the six-year term. For various reasons, the two parties had dropped three ministers – two for Kathua row, and Dr Haseeb Drabu, who was sacked in March.

In anticipation of the reshuffle, it dropped many others including Dr Nirmal Singh, Bali Baghat and Priya Sethi – all from BJP. PDP dropped Haq Khan, the law minister. The political grapevine is that Baghat and Khan are getting party positions in respective parties in anticipation of the elections.

BJP inducted six new faces and PDP got two new ministers.

This is for the first time that all the 25 berths in the council of ministers are filled. Usually, the Chief Minister’s would keep certain positions vacant as was the case with earlier stints of the present government under Mufti Mohammad Sayeed and Mehbooba Mufti. Informed sources said the allocations of the portfolios may take a bit of time. “This is a complete shake-up of responsibilities,” the source said.

Kavinder Gupta

Kavinder Gupta

Kavinder Kumar Gupta represents the Gandhinagar assembly segment in the state assembly. He will be the new Deputy Chief Minister replacing Dr Nirmal Singh. Gupta, 55, won for the first time from the Gandhi Nagar constituency in 2014 Assembly polls after defeating Congress’s Raman Bhalla. His earlier experience in politics was when he presided over the Jammu Municipal Corporation and was the Mayor.

“The party gave me a responsibility to bring in change after three years,” Gupta was quoted by a news-gatherer. “I will try my best to meet expectations of people and work for Jammu, Kashmir and Ladakh. We had entered into an alliance, following people’s mandate. I hope it keeps working for them.”

A graduate of Guru Nanak Dev University in Amritsar in 1979, Gupta has been the Speaker of the 89-member House since March 2015. As Speaker, he ran into many controversies and, once, he had no option but to eat his words to make his House functional. He has been attending events that also triggered controversies.

Gupta’s famous quote was reported in 2015. “Yes, I am proud to be an RSS man. It is a matter of pride that I am an RSS member but here I am the Speaker only.” He created a new quote within minutes after taking oath as Deputy Chief Minister. He was quoted saying: “Kathua rape is a minor incident and one shouldn’t be given much importance to it.”

“There is no point in discussing the topic over and over again. I said there are a lot of similar cases and this particular one should not be exaggerated,” Gupta said, adding, later, that the case was subjudice.

Satpal Sharma

Sat Pal Sharma is the president of the state BJP. What is interesting is that as their leader it was Sat Pal Sharma who ordered his flock including the two ministers to go and be part of the Hindu Ekta Manch meeting in Rasana belt. The two ministers – Lal Singh Choudhary and Chander Prakash Ganga – later resigned on the orders of the High Command for their participation in the pro-rapist rally.

A Chartered Account by profession, Sharma won from Jammu West Assembly in 2014 assembly polls. He gave a crushing defeat to his Congress rival Surinder Singh Shingaria by polling seventy percent of the total votes. A year later he replaced Jugal Kishore Sharma, the MP, as head of the BJP in the state. Indications suggest that after Sharma will sit firmly in the cabinet chair, his position as state party chief of BJP will most likely go to Bali Baghat, a cabinet minister that the party dropped as health minister. His wife owns a cement manufacturing unit.

Sunil Kumar Sharma

Sunil Kumar Sharma was a Minister of State in the coalition government since April 2016. He was junior minister for Minister of State for Transport (Independent charge), Revenue, Public Works (Roads & Buildings), Rural Development & Panchayati Raj, Agriculture Production, YSS. His position was elevated and he was inducted as the cabinet minister. Sunil won from Kishtwar by defeating NC’s Sajjad Ahmad Kichloo by a margin of 2726 votes.

Sharma is termed to be one of the few BJP leaders from the region who is very close to the central leadership. The police have named him in an FIR (133 of 2008) U/S 7/27 Arms Act, 302, 436, 188,435,336,149,153 RPC that pertains to the communal clashes in 2008. He created a history by accompanying a murder accused to the residence of Dr Jintendra Singh, an MoS in PMO, in Delhi. The accused has been declared a proclaimed offender by the trial court in Kishtwar. Sharma dropped out of college and joined BCA. He later was running his own computer institute. He is one of the few BJP leaders in the state who can speak English, Urdu, Hindi and Kashmiri.

A senior NC leader from Jammu said that Sharma has changed his profile after he joined Mehbooba’s council of ministers. “He would always spew venom when he would talk but off late he is silent and cool,” the leader said. “He perhaps understands that his take-off has already taken place and now he needs to consolidate his gains.” Sharma is a staunch RSS man and has worked with the counter-insurgency grid for a long time, people who know him said.

Rajiv Jasrotia (BJP)

Rajiv Jasrotia is the BJP leader who is representing the Kathua assembly segment in the state assembly. A good orator, Jasrotia won for the first time in 2014, by defeating Som Raj Majotra, a BSP candidate. His inclusion in the cabinet is aimed at taking care of the Kathua district, part of which is restive after the Kathua rape and murder of the minor Bakerwal girl. In the earlier dispensation, it was Lal Singh Choudhary who was the major face of this district in the state assembly. Nirmal Singh also belongs to Kathua district.

Jasrotia was also part of the gathering that Manch had organised. But after the public reaction over the tragedy grew louder, Jasrotia kept a low profile. He actually put his phone is witch off mode so that he is not being caught on the wrong foot further. But it seemingly was the same incident that led Choudhary to fall and pave way for his entry into the cabinet. He has done his graduation from the local college at Kathua in 1995.

Shakti Parihar

Shakti Raj Parihar is won from Doda. His victory followed the social engineering that BJP resorted to across India in which the potential tilting factors were managed intelligently. Doda is a Muslim majority district but there were many claimants. As the Muslim vote divided between Congress’s two times MLA Abdul Majid Wani and NC’s Khalid Najeeb Suharwardy, Shakti Raj Parihar managed his victory. Parihar polled 24377 votes. His first runner-up, Wani got 20377 votes and NC got 16267 votes.

Shakti Raj Parihar is born in Doda but has never lived there. He is settled in Inderwal. A practising contractor Shakti lives and operates (his office) from a rented apartment in Doda till he won from the assembly seat. He was working in Doda since 2008. But locals who know him insist that Parihar was working in Doda as an RSS man since the Doda Bachoau Andolan during Vajpayee’s regime. He has studied up to twelfth class, dropped out and started working as a contractor.

His last major meeting was with the interlocutor Daneshwar Sharma. “Met Interlocutor for J&K Mr Dineshwar Sharma and submitted memorandum relating to various issues like rehabilitation of VDC’s and SPO’s to strengthen the Nationalist forces in the region so that roots of militancy don’t take grounds in the region,” Parihar posted on his Facebook wall. “Defense Road Project needs to be placed in the first priority (which is kept in 2nd priority) for its early and speedy execution.”

Devinder Singh Manyal (BJP)

Devinder Kumar Manyal won on BJP mandate from Samba, an SC constituency. He won by a huge margin as he polled more than 53 percent of the votes that polled that day. His runner-up was Panthers Party’s Yesh Pal Kundal.

He is a medical doctor with MBBS from Medical College Bijapur, Karnataka. Later, he did his diploma in orthopaedics from Jawahar Lal Medical College, Wardha in Maharashtra.

Manyal, people who know him said, has a sophisticated and humble background. He belongs to Mshasha community of Scheduled Castes who resigned state service in 2014 and contested the elections. His father, a returned chief engineer, was basically with the National Conference. On NC mandate, he contested 2002 and 2008 state elections but failed to win. He later died. In 2014, BJP was facing a problem in the constituency because their earlier candidate Satwant Kour deserted the party and joined BJP. Manyal understood the situation on the ground and joined BJP.

m Khalil Band

Mohammad Khalil Bund is a senior PDP leader who represented Pulwama in the state assembly for the second time. He won by a thin margin in 2014. He polled 11618 votes and his NC rival Ghulam Nabi Wani polled 10587. He was the PDP man who was seriously injured during 2016 unrest when his vehicle was passing through wee hours through a village where the police were making an arrest. His driver lost control over his vehicle while fleeing from the village and was met an accident. He was injured in the accident.

His accommodation in the cabinet is because of the vacancy created by Dr Haseeb Drabu’s sacking as finance minister of the state in March. Band is a matriculate of 1967.

Mohammad Ashraf Mir, PDP’s Sonwar MLA

Mohammad Ashraf Mir was a junior minister when the BJPDP coalition government took over in early 2015. A year later, when Mehbooba Mufti succeeded her father, Mir was dropped. Now he was taken again as a full minister.

Mir won from Sonawar in 2014 when he defeated Omar Abdullah. Mir polled 14283 votes and Omar 9500. Mir celebrated his victory by opening fire in the air.  He was earlier a member of the state legislative council. Mir is an MBA from Bangalore in 1995.

Six Districts Lack Representation

J&K has 22 districts. Some districts have got more people in the council and some have not got even a single face.

Going by the district, they belong to; South Kashmir’s Islamabad district has now three ministers including the Chief Minister Mehbooba Mufti, her brother Tasaduq – though he is from the council and Abdul Rehman Veeri.

The capital Srinagar district has Altaf Bukhari, Mohammad Ashraf Mir and Asiya Naqash. Budgam has Ghulam Nabi Hanjura and Javed Mustafa Mir. Bandipora has Naeem Akhter though he is a member of state legislative council and is indirectly elected. Baramulla has Basharat Bukhari and Imran Ansari. Mohammad Khalil Bandh, the new minister, is from Pulwama along with Zahoor Ahmad Mir.

In the cabinet, Haq Khan was dropped which reduced the Kupwara district’s representation to Sajjad Gani Lone, who is in the cabinet from BJP quota. This situation leaves three districts – Shopian, Kulgam and Ganderbal, without any participation in the council of ministers.

The situation is almost the same from Jammu region. From the capital Jammu district, there is Deputy Chief Minister Kavinder Gupta, Sat Pal Sharma and Sham Choudhary. Ajay Nanda is from Reasi. Sunil Sharma is from Kishtwar and Shakti Parihar is from Doda. Rajiv Jasrotia represents Kathua district where from the BJP dropped two ministers – Nirmal Singh and Lal Singh. Dr Manyal is from Samba district.

Gani Khan Kohli is from Rajouri from BJP and Poonch has Choudhary Zulfiqar from PDP. This leaves the districts of Ramban, and Udhampur without any representative in the council of ministers. From Ladakh, there is one minister of state, Chering Dorjay, who is a member of the legislative council. He is from Leh. Kargil is also without any representation in the council of ministers.

BJPs Protocol Crisis

By and large, the PDP remains what it has been for all these years. The major shifts that would be interesting to follow will mostly be in BJP. There have been three power centres in the BJP so far: Dr Jitendra Singh, a MoS in PMO; Dr Nirmal Singh, the former Deputy Chief Minister and Kavinder Gupta, the former Speaker. This trio was literally draggers drawn against each other. The three were battling over protocol issues.

“It had really become very difficult to manage an official function or an inauguration because the three political workers will fight over who is the first among equals,” one political worker privy of the developments said. “While Jitendra Singh would remain busy in affairs of his portfolio in Delhi, the two men would perpetually fight.”

There is a file in the civil secretariat that involves the protocol issues. Speaker would say he is holding a constitutional position so he comes first but Deputy Chief Minister would insist that he is the No 1. “The file was initiated by Dr Singh and it had reached a level where it was to be decided,” the insider said. “Now, Kavinder Gupta, the new Deputy Chief Minister, will have to dispose off this file.”  The insider said that one day, one of them was very angry because “his cavalcade” had been overtaken the other’s cavalcade. It was this protocol issue that led Dr Singh to make certain transfers without at his own level.

“While it is clear that Dr Singh suffered because Jitendra Singh Rana and Kavinder Gupta somehow working towards the same goal,” one political analyst from Jammu said. “But this is also a fact that Jitendra Singh was in Jammu but he did not attend the oath ceremony event.”

There were already allegations within the BJP that Dr Singh has outsourced the “transfer industry” to a group of three persons.

Now the BJP is facing a fourth player which is also emerging as the new right-wing leader: Lal Singh. Kathua’s Choudhary has taken a strong position on the Kathua incident and has been talking loudly about the fact that he had one to the function of Mach on the directions of Sat Kumar Sharma. With Sharma and the Kathua MLA, Rajiv Jasrotia in the cabinet, he has more fuel to his fire.

How will these things turn out? Wait and watch.

Minor boy drowns to death in Poonch

A minor drowned in a nallah at Mendhar area of border Poonch district On Monday while he was taking bath, reports said.

A seven-year-old boy, Sunny, son of Ram Krishna, drowned in a nallah at Mendhar today in the afternoon. The boy is a resident of Jagra village in Panna district of Madhya Pradesh and his father who is working as a labourer and is residing at Mendhar area for the last couple of years.

However, police have retrieved the body of a minor from the nallah. (GNS)

Kashmiri businessman missing on way back from Delhi

A 35-year-old businessman from Pattan area of north Kashmir’s Baramulla district has gone missing from Jammu since April 27, when he was returning from Delhi.

The family of missing person Ghulam Hassan Yatoo, son of Mohammad Ramzan Yatoo, a resident of Chanderhama Pattan said that they have not been able to contact him since April 27. They said Ghulam Hassan was on the way back to Kashmir from Delhi.

According to local reports, Hassan was a fruit grower and had gone to Delhi on April 24 to collect account details regarding a dealer of Delhi, however, after returning, he has not reached home yet.

J&K Police, when contacted said, “We have been informed about the missing businessman, however, the concerned police station in Delhi wherefrom he has gone missing will register an FIR.” (GNS)

DPS Srinagar hosts ceremony to conclude historic walk

DPS Srinagar on Monday hosted a ceremony to mark the completion of a 3800 km journey by foot undertaken by Hong Kong-based activist – Shristi Bakshi.

The spokesman said Bakshi had embarked on her journey from Kanyakumari to Kashmir to mobilize communities to make the country safer for girls and women. Aided by her team, the project ‘Crossbow Miles’ involved conducting workshops for girls, women, police, Zilla Parishad and more- on digital and financial literacy, health, hygiene and sanitation, leadership, knowing one’s rights and gender sensitization.

A group of 50 girl students from DPS contributed their steps to the cause and accompanied Bakshi for walking a distance of 2.5 km. A workshop was also held with students of class XII as part of the endeavour.

At the school, she was accorded a warm welcome by Pro Vice Chairman of the school  Vijay Dhar, Kiran Dhar, the Principal Alistair R A Freese and students. A felicitation ceremony was held in the school, which was graced by Ms Nayeema Mehjoor – Chairperson of the State Commission for Women.

He said an eight-year-old girl, belonging to Bakerwal Community, was raped and brutally murdered in Kathua district, how can one expect his(Dy Chief Minister) to say that the incident was a small issue.

JRL expresses grief over slain Pulwama militants

The Joint Resistance Leadership comprising Syed Ali Shah Geelani, Mirwaiz Umar Farooq, and Muhammad Yasin Malik on Monday have expressed deep sorrow and anger over the killing of two militants and a civilian during an encounter in Drabgam village of south Kashmir’s Pulwama district.

The spokesman said that under the garb of encounter with the armed youth the state forces which include army, police and CRPF have unleashed a reign of terror. Shielded by “Draconian laws” they are selectively targeting and killing Kashmir’s young generation knowing full well that they will not be held accountable. By indiscriminately firing bullets, pellets and tear gas shells at peaceful protestors in Drabgam they killed budding flowers and left dozens seriously injured.

In a joint statement issued here, the JRL paid glowing tributes to the two militants Sameer and Aqib, and a civilian Shahid. the Leadership said that by choking all means of peaceful expression Kashmir’s young generation is being pushed to the wall. The heavily armed state machinery by using immense lethal force against our vulnerable youth is adding fuel to the fire and making the situation more fragile.

The JRL said that people of Kashmir are offering immense sacrifices on all fronts and that the entire nation is committed to safeguard these sacrifices and remain steadfast towards the goal.

JRL called for a complete strike across Kashmir on May 1 (Tuesday) stating that the open aggression against the people of South Kashmir is reflective of the fact that people have been left at the mercy of forces as a result youth are killed at the will and wish of the forces.

The Leadership said that peace cannot prevail in South Asia as long as the Kashmir dispute remains unresolved. They said its time that New Delhi shuns its obduracy and acknowledge the ground reality in Kashmir. Sooner or later the people of Kashmir will have to be given a chance to exercise their political will and the Kashmir dispute will be resolved as per the wishes and aspirations of the people of Kashmir.

Meanwhile, the Kashmir Economic Alliance (KEA) led by Mr Haji Muhammad Yasin Khan has condemned the killing of a student Shahid and injuring dozens of innocent people at Drabgam Pulwama terming it another alleged murder by the forces.

Khan, who also heads the Kashmir Traders and Manufacturers Federation (KTMF) said in the garb of AFSPA, the Army and other armed forces have been unleashing terror on innocent Kashmiris and that human rights violations have reached the proportions of war crimes.

Khan appealed the international community to actively contribute towards the solution of Kashmir issue so that sustainable peace is restored in the subcontinent.

KU postpones all exams scheduled on May 1

The authorities of the University of Kashmir on Monday postponed all the examinations scheduled for Tuesday.

The spokesman said that in view of concerns expressed by students, all Kashmir University examinations scheduled to be held on May 1, 2018 (Tuesday) are postponed.

Fresh dates for the deferred examinations shall be notified separately, later, the statement added.

Drabgam encounter: Police version

Police on Monday said that two militants and a civilian were killed during an encounter between the militants and government forces in Drabgam village of south Kashmir’s Pulwama district.

The spokesman said today in the wee hours of the morning, a joint party of 44RR, 182/183 CRPF along with Pulwama Police carried out searches at Drubgam village in District Pulwama.

As the search was going on, militants fired upon the search party which was retaliated by the security forces triggering an encounter at Drubgam, Pulwama.

During the encounter two militants who were trapped inside the cordon identified as Sameer Ahmad Bhat alias Sameer Tiger son of Mohd Maqbool Bhat a local from Drubgam Village, while the other one has been identified as Aqib Mushtaq Khan son of Mushtaq Ahmad Khan, a local resident of Rajpora of Pulwama.

Sameer was earlier recruited as an OGW by the banned outfit HM after passing Class 8th since he had discontinued his education due to lack of interest in studies. He was involved in several stone pelting incidents prior to his militant activities. He was active in the area since May 2016 and had remained part of several cases of civilian atrocities in the area.

He was involved in the firing incident on the residential house of Ex MLA Syed Bashir Ahmad in Sheikhard and in a grenade attack on the Naka Party at Hawal, Pulwama. Besides his involvement was established in the kidnapping and firing of two civilians from Qasbayar in which one civilian Bashir Ahmad Dar had died instantly while another Altaf Ahmad Dar was seriously injured.

Last year he had indiscriminately fired upon a patrolling party of 44 RR besides he had also entered into the residential houses of civilians in South Kashmir and forced them to issue video statements against the government and security agencies. Several FIRs pertaining to these incidents had been registered in Police Station Rajpora. Sameer was said to be a close confidant of HM commander Riyaz Naikoo and both had been spotted together in a video released recently on social media.

The other militant was Aqib Mushtaq Khan who was active since July 2017. He also had plotted several attacks on the security establishments in South Kashmir along with Sameer Tiger and was closely associated with him after joining the militant ranks.

Bodies of both the slain militants have been retrieved from the site of encounter. Moreover, 2 AK 47 rifles and other incriminating material have also been seized.

the incident one civilian identified as Shahid Ahmad Dar, aged 25, son of Mohd Ashraf Dar resident of Arihal Pulwama died in cross firing while some others were injured who are all stated to be stable.

Police have registered a case and investigation is on.

Kathua rape, murder case a ‘minor incident’: Kavinder Gupta

Hours after he was sworn in as the Deputy Chief Minister of Jammu and Kashmir, Kavinder Gupta on Monday courted controversy by terming the rape and murder of an eight-year-old in Kathua as a “minor incident”.

In a video posted by Congress leader Salman Nizami, Gupta is heard saying, “The Kathua incident is a minor one and shouldn’t be given much importance,” reported The Indian Express.

However, while clarifying his statements, later on, the newly-elected deputy CM said, “The Supreme Court is yet to give its verdict on the case. There is no point in discussing the topic over and over again. I said there are a lot of similar cases and this particular one should not be exaggerated.”

Gupta and BJP state president Sat Sharma were among eight MLAs sworn-in into the coalition council of ministers led by chief Minister Mehbooba Mufti in Jammu on Monday. Gupta, an old BJP and RSS hand representing Gandhi Nagar assembly constituency, replaced Dr Nirmal Singh who announced his resignation on Sunday. Singh has now been made the Speaker of the Legislative Assembly in place of the former.

State, Center miserably fails to restore peace in Valley: Congress

The Jammu and Kashmir Pradesh Congress Committee (JKPCC) on Monday expressed profound grief and sorrow over the civilian killing during the encounter at Drabgam in Pulwama and urged upon the people especially youth to maintain calm, as that the confrontation with the Forces invite trouble leading to the loss of the civilians, which has to be avoided in the larger interest of peace and stability.

The spokesman said that party also urged upon the forces to exercise restraint while dealing with Militant related activities and ensure that civilians are not killed or injured, saying that both State and Centre have miserably failed to restore calm in the valley.

The Party Spokesperson while expressing grief over the civilian killing described the loss of civilians as the source of alienation among the people, blaming the ruling PDP BJP dispensation for the deteriorating situation in the valley.

The wrong policies adopted by PDP-BJP will remain the cause behind mass discontent and mistrust among the people, besides they have miserably failed to infuse trust and confidence among the youth, as a result, there is deep alienation among the people, he added.

He blamed both State and Centre Govt for failing to win the hearts of people, rather than creating a congenial atmosphere to infuse trust and confidence among the people.

Jammu Kashmir Democratic Freedom Party (JKDFP) on Monday has paid rich and glowing tributes to Sameer Tiger and Shaheed Aqib Khan, the two Hizbul Mujahideen commanders who were killed during an encounter with government forces in Drubgam area of Pulwama.

The spokesman said that party has expressed grief and sorrow over the death of a civilian Shahid Ahmad, a resident of Arihal Pulwama by the men in uniform.

A JKDFP spokesperson said in a statement that Sameer Tiger and Aqib Khan were known faces of armed resistance whose sacrifices will be remembered for years to come. Terming the killing of Sameer Tiger and Aqib Khan, a great loss to the armed resistance, the spokesperson said that day to day killings of brave hearts is a matter of concern.

He also condemned the using of brute force against protesting civilians and injuring of at least 20 unarmed persons at the hands of the men in uniform and prayed for their speedy recovery. The spokesperson expressed solidarity with the families of Sameer Tiger, Aqib Khan and civilian Shahid Ahmad.

Drabgam encounter: 2 militants, civilian killed, operation over

Srinagar

Two militants and a civilian have been killed during an encounter between the government forces and militants in Drabgam area of south Kashmir’s Pulwama district on Monday.

Official sources said that the encounter has ended and during the encounter two militant identified as Sameer Ahmad Bhat alias Tiger of Drubgam and Aqib Ahmad Khan of Rajpora were killed, adding that a weapon has also been recovered from the encounter site.

They added that a house in which militants were hiding was also damaged in an encounter.

A civilian Shahid Ahmad of Arihal village was hit by a bullet during clashes near the site of gunfight underway in the village since today morning. He was shifted to District Hospital Pulwama where doctors declared him dead on arrival, they said.

Reports said that fifteen civilians were injured in the clashes. They said that five of them have been shifted to Srinagar for specialized treatment.

A major and a soldier of 44 RR were injured in the initial exchange of fire with the militants, reports said. The injured were shifted to 92 base military hospital in Badami Bagh Srinagar.

Asking chief minister Mehbooba Mufti to clear her stand on how Rajiv Jasrotia was inducted in her cabinet, independent leader and MLA Langate Er Rasheed has said that his induction has exposed the collation Government’s claims of taking a moral ground over Kuthua rape and murder case.

“If Lal Singh and Chandra Prakash were sacked from the cabinet for their participation in the rally of Hindu Ekta Manch favouring culprits involved in Kathua minor’s rape and murder case, the role of MLA Kuthua Rajiv Jasrotia was even more worst. The fact of the matter is that it was MLA Kuthua Rajiv Jasrotia and MLA Samba Kuldeep Raj who were instrumental in getting Lal Singh and Chandra Prakash to the Ekta Manch rally, BJP General Secretary Ram Madhav seems right to have said that Cabinet reshuffle had nothing to do with Kuthua Incident, as then Jasrotia would not have been taken in the cabinet. It is evident that even sacking of two ministers had nothing to do with Kuthua case but BJP was in search of appropriate timing and excuse to sack them for the reason that party had some internal organizational issues,” the spokesman quoted Er Rasheed Saying.

Rasheed said that those PDP leaders including Chief Minister who was taking credit for sacking the two ministers supporting Ekta Manch rally, stand exposed and their helplessness is evident.

Rasheed asked Mehbooba Mufti to clear her stand over the issue or she must restrain from lying and misleading people. by inducing the main supporter and organizer of Hindu Ekta Manch in the cabinet, BJP has not only encouraged those supporting killers of Kathua minor but has in a way reaffirmed the communal and fringe elements their full support and Mehbooba Mufti seems to have made yet again a shameless surrender.

DAK protests to get their demands fulfilled

Doctors Association Kashmir (DAK) under its president Dr Suhail Naik on Monday lodged a strong protest at Directorate of Health Services Kashmir Office, Srinagar against the government for its callous approach in resolving the grave issues of the medical fraternity.

The spokesman said that it has been since decades that government is playing with the sentiments of medical fraternity by not addressing the legitimate demands. Either the government is hell-bent not to solve the issues or the functionary is so inefficient that only after coming on to roads the demands shall be fulfilled.

DAK has always been against protests as patient care is our worship and of utmost duty but seeing the dead end of the hopeless tunnel we are left with no option but to agitate so to highlight our demands for redressal.

“Today we are protesting to highlight our list of demands along with highlighting grave pay anomaly and availing gazetted holidays as it should be. Neither the doctors have been kept in Pay Band 3rd as per the past Commission recommendations nor as being witnessed in other parts of the country nor we being given any extra emoluments for the extra challenging duties, do we? From the history of pay bands it has observed that in J & K, the doctors enjoyed the higher pay bands as is evident from the previous records but with the passage of time it was relegated to lower pay bands for unknown reason as a result of this relegation the doctors of this noble profession feel humiliated and even has to lead to the brain drain .This is against the ethics of being an employee and defies all labour laws,” the spokesman quoted Dr Naik Saying

“Doctors will from now onwards avail gazetted holidays barring the medical emergencies & casualty sections of every hospital. There is no rule where it is written that a Doctor has to give extra duty without being given any perks that too when their pay band has already been demoted,” he added.

The spokesman further said that Finance Minister Altaf Bukhari while declaring 7th Pay Commission has recommended that, a government employee should work not more than 40 hours a week. Duty hours of medical officers/dental surgeons range from 50 to 60hours a week while that of consultants range from 65 to 75 hours per week.

Pertinently the newly elected DAK has already met Hon’ble Health Minister Bali Bhagat, Ex-Finance Minister Haseeb Drabu along with all other officers at Secretariat and  Directorate level but unfortunately, there seems no hope of seeing our issues being heard or resolved.

“The Doctors have been knocking the administrator corridors since time immemorial but it seems government only acknowledges the problems when the matters get highlighted via protests. It is unfortunate that DAK had to resort to protest as all options have resulted in a dead end for us”, the spokesman quoted Dr Naik saying.

General Secretary DAK , Dr Owais H Dar said that “we have submitted  last year a list of all genuine Financial and Non-Financial Implication Demands (Annexure – A)  to various stakeholders of the Government but it’s quite deplorable that there is a complete halt on the redressal of our demands for the reasons better known to the authorities”.

DAK has requested Chief Minister, Mehbooba Mufti to intervene and frame high-level committee so as to look into our genuine demands.

DAK further said that the government that if the authorities don’t come with a stipulated time-bound action plan in resolving the issues then we are left with no option but to launch a statewide agitation. We are giving 6 weeks’ time to the government to full fill our demands or we will proceed with a statewide strike and the Patient care thus affected will have all the onus on government exclusively. It is pertinent to mention that DAK enjoys the support of JKDCC which is an amalgam of all doctors association of Jammu, Kashmir and Ladakh

Demands with no financial implications

  1. Ordinance on offence against on-duty doctors or damage to hospital infrastructure to be made a non-bailable offence. File already submitted to the government. Provision for the creation of indigenous hospital security force for safety and security of doctors hospital property.
  2. Caderisation of Medical officers into the Medical officer, senior and supervising medical officers. Caderisation of dental surgeons into dental surgeons, senior and supervising dental surgeons. File submitted to the government.
  3. Caderisation of consultants into consultants, senior consultants, and chief consultants with the proposal of starting departments in district hospitals with each department consisting of Chief consultant two senior consultants and three consultants. File and proposal submitted to the government.
  4. Rationalization of posting: Posting and transfer policy to be followed in letter and spirit. Posting of doctors in nearest places where they live or in the nearby area must be ensured if the post (of MO or of that speciality) is available. The rule shall be incorporated in transfer policy that any doctor who services in any particular area or particular hospital (PHC/CHC/SDH/DH/MCH) for more than 5 years must be automatically relieved to respective directorate for next posting.
  5. Departmental promotion of Medical officer, dental surgeons and Consultants at regular intervals in time bound manner. APRs even in previous years of Medical officers, dental surgeons and consultants to be signed by sitting respective directors and commissioner secretary. time bound promotions must be done in time bound manner of at least 8 weeks.
  6. Change of nomenclature of dental surgeons into medical officer (Dental) / dental officer as has been done for medical officers from assistant surgeons.
  7. Restoration of seniority in administrative posts (BMO/CMO/MS/DMS/DIO/DHO) with equal share to consultants, medical officers and Dental surgeons in proportion ratio of 2:2:1
  8. No doctor (Medical Officer, Dental Surgeon Or Consultant) should be suspended without prior enquiry in any mishap that happens in any hospital during his or her duty hours.
  9. A detachment of all medical officers posted at medical college Jammu and Srinagar who are basically employees of Health department either with DHS/DHJ as there is already deficiency of medical officers in the rural area.
  10. Announcing annual awards to those doctors who excel in each speciality.
  11. Well furnished Rooms for consultants and medical officers in each hospital of the state along with adequate space to be made available in each hospital for canteens for doctors/paramedics.
  12. Medical officers with PG degree/diplomas and who have complete ford mandatory 2 years of rural service must be relieved for registrar-ship /senior residency without any delay.
  13. Non-interference in duties and rosters of doctors by Tehsildars /SDM or even DCs. it has been observed in recent past that below-rung officers especially of revenue department that they usually enter the hospital and start checking attendance registers or duty rosters. how can a below-rung officer of any department check attendances of Doctors who are class-1A gazette officers?

Demands with financial implications

  1. Two and half day salary for all doctors as is given to paramedical staff. Since doctors whether medical officers, dental surgeons or consultants don not avail gazetted or non-gazetted holidays. Medical officers are put on night duties and consultants have to attend 24 x 7 call duties various district and sub-district hospitals. Increased special pay given to doctors from 800 to 4000 and must be given to consultants also.
  2. Creation of new dental surgeon posts as no dental surgeon posts was advertised for last more than 10 years. The number of unemployed dental surgeons has swelled to more than 3000. the file for the same has been submitted by respective directorates to Government.
  3. Rural allowance – More allowance to doctors working in far-flung areas than working in Capital cities on the pattern as given in neighbouring hilly states esp Himachal Pradesh
  4. Equal pay for equal work. Doctors, whether Medical officers, consultants working under NHM scheme should get equal salary as given to PSC, confirmed Doctors.
  5. Policy for regularization of doctors employed under NHM scheme.
  6. Risk allowances and high-risk vaccination to doctors.
  7. Career incentives to doctors in the form of special medical course training, fellowships.
  8. Reservations of 50 percent posts at newly upgraded medical colleges for consultants working in health and possessing the required criteria
  9. Increasing the sanctioned strength of consultants and senior consultant at all District and sub-district hospitals and in MCH without any political centred distribution as has been in past.

JRL calls for shutdown tomorrow

Joint Resistance Leadership (JRL) comprising Syed Ali Geelani, Mirwaiz Umar Farooq and Muhammad Yasin Malik on Monday have called for complete shutdown on tomorrow against the killing of Civilian and two militants in Drabgam village of south Kashmir’s Pulwama district.

In a statement, JRL “strongly condemning the killing of a student Shahid Ashraf Dar and two youth Sameer Ahmad and Aqib Wani by Indian armed forces and injuring more than 50 innocent unarmed people by using bullets and pellets and unleashing a reign of terror at Drabgam Pulwama and other parts of south Kashmir have called for complete shutdown on May 1, 2018  Tuesday against these killings.”

Drabgam encounter: Sameer Tiger among two militants killed

Two Hizbul Mujahideen commanders, Sameer Tiger and Aqib Khan have been killed in Drabgam gunfight, reports said.

They said that Sameer, a resident of Drabgam and Aqib a resident of Rajpora area of south Kashmir’s Pulwama district were well-known faces of Hizbul Mujahideen.

Locals tried to disrupt the operation of the force and pelted them with rocks resulting in clashes near the gunfight site.

A 18-year-old boy, Shahid Ahmad was killed in the clashes. At least 18 others sustained injuries in forces action against protesting civilians.

The gunfight broke out in Drabgam village early today after the joint team of Army, SOG and CRPF launched a cordon and search operation in the area.

A major and a soldier of 44 RR were injured in the initial exchange of fire with the militants, reports said. The injured were shifted to 92 base military hospital in Badami Bagh Srinagar.

Two Army personnel, including an officer, also sustained bullet injuries during the gunfight with militants.

Forces had pressed helicopters in service against the hiding militants.

Drabgam encounter: Train services suspended on Srinagar-Banihal track

Srinagar

Train services have been suspended in South Kashmir as a precautionary measure on Monday following a gunfight between militants and government forces in Drabgam area of south Kashmir’s Pulwama district.

“We have suspended train services in South Kashmir for security reasons,” a railway official said.

However, trains continued to chug on Srinagar-Budgam in central Kashmir to Baramulla in north Kashmir as per schedule, officials said.

Meanwhile, one civilian has been killed in the ongoing gunfight in Pulwama.

Drabgam encounter: Civilian killed in clashes

Srinagar

A teenage youth was killed during intense clashes between government forces and protesters in Drabgam village of south Kashmir’s Pulwama district on Monday.

Sources said that  Shahid Ashraf Dar (18) son of Mohammad Ashraf Dar, a resident of Arihal, sustained a critical bullet wound during the clashes near the site of a gun battle between forces and militants in Drabgam.

He was shifted to District Hospital Pulwama where doctors declared him dead on arrival, they said.

Medical Superintendent Pulwama hospital, Abdul Rashid Parra also confirmed the death of the youth. He said that the youth had received serious firearm injury.

The gunfight broke out in Drubgam village early today after the joint team of Army, SOG and CRPF launched a cordon and search operation in the area.

A major and a soldier of 44 RR were injured in the initial exchange of fire with the militants, reports said. The injured were shifted to 92 base military hospital in Badami Bagh Srinagar.

Police seeks help of general public to identify male dead body

Police on Monday recovered a male dead body from the main market in Aishmuqam area of south Kashmir’s Islamabad district.

Abducted minor girl recovered, accused arrested

Srinagar

Jammu and Kashmir Police on Monday claimed to have solved a kidnapping case of a girl in shortest possible time and arrested the accused involved in the crime

The spokesman in a statement said that on April 28, 2018, a report was lodged in Police Station Nigeen that one minor girl was reported missing and accordingly FIR 64/2018 under section 363 RPC was registered in Police Station Nigeen and investigation was taken up.

A police team headed by SHO Police Station Nigeen under the supervision of SDPO Zakora was constituted who made all efforts to trace the missing girl, the spokesman said.

The spokesman said that during an investigation of the case, various places were raided and many suspects were rounded up using human and technical resources which led to the recovery of a minor girl and subsequent arrest of the accused person identified as Bilal Ahmad Bhat son of Abdul Rehman Bhat resident of Alimbhat Mohalla, Habbak Shanpora.

The girl was handed over to her parents after completing all legal formalities. Further investigation of the case is going on.

Drabgam encounter: Eight injured in clashes

Srinagar

Clashes erupted between protesters and government forces near ongoing encounter site in south Kashmir’s Pulwama village, leaving eight protesters injured, reported newsgatherer GNS.

Reports said that soon after the gunfight in Drabgam village of Pulwama district on Monday, the large number of youth pelted rocks and tried to proceed towards the encounter site.

The police and paramilitary forces used tear smoke shells, pellet-firing and fired some aerial shots to disperse them, GNS reported and adding at least eight youths suffered injuries and have been hospitalized.

Reports added that two army men including an officer were also injured in the firefight.

Earlier, the joint team of Army, SOG and CRPF launched a cordon and search operation at Drabgam village.

Governor NN Vohra on Monday administered the oath as Minister for the State including two BJP MLAs.

Nirmal, Kavinder Swapping Status As BJP Finalises Its Cabinet Reshuffle

SRINAGAR: For slightly less than half of the six-year term, the BJP has finally drafted its list to be inducted in the cabinet of Mehbooba Mufti. Some people are being dropped and the key position is being replaced, reports appearing in the media said.

The reshuffle was due early 2018 but was delayed for some unknown reasons. The situation changed fundamentally after two senior BJP ministers Lal Singh Choudhary and Chander Prakash Ganga resigned from their positions in wake of the high command directions in their pro-Hindu Manch role in Kathua kidnapping and murder. All the BJP ministers had given their resignations to the party high command to enable the party to decide the new team. The party had not forwarded the resignations to the governor.

Dr Nirmal Singh, the Deputy Chief Minister is swapping his position with the Speaker of state assembly Kavinder Gupta.

Priya Sethi is being dropped.

Five new faces are being inducted: Ravinder Raina, Rajiv Jasrotia, D K Manyal, Sat Sharma. Sunil Sharma is likely to be elevated.

In the 89-member (including two nominated) house, PDP has 28 berths and BJP 25.

Right now the BJP has six cabinet ministers, including associate member Sajad Lone and three ministers of state. PDP has 14 portfolios even after it sacked finance minister Haseeb Drabu in March. J&K law does not permit more than 25 ministers including the chief minister.

It is not immediately known if the PDP is inducting any new face or changing the portfolios within its fold. There are rumours that one face may be inducted.

The oath-taking ceremony is scheduled for 12 noon in Jammu’s Conventional Centre. The ceremony has been shifted to this venue because the durbar has closed and shifted to Srinagar. Normally, the oath-taking ceremonies take place at Raj Bhawan.

Unknown gunmen shot at man in Srinagar

Srinagar

A civilian was injured after he was shot at by unknown gunman at Allochi Bagh area of central Kashmir’s Srinagar district on Sunday evening.

Official sources said that unknown gunman opened fire upon the youth identified as Zubair Ahmad Parray at Allochi Bagh near his shop.

Zubair sustained bullet injuries in his abdomen and right arm. However, he was immediately shifted SMHS hospital for treatment.

Training session for Pulwama Haj pilgrims on May 1, 2

According to the District Administration Pulwama, the Haj-2018 training programme will be conducted May 1 and 2.

The spokesman in a statement said that the Pilgrims undercover numbers between JKF-12182-2-0 and JKF-11634-2-0 shall attend the training programme at Jamia Masjid Awantipora on May 1 whereas those undercover numbers from JKF-11642-2-0 to JKF-12283-2-0 shall attend training programme at Hazrat Mir Sahab Jamia Masjid  Sharief Washbugh opposite State  Bank of  India Pulwama May 2.

All the selected Haj pilgrims of the district have been urged to attend the training programme as per the schedule, the spokesman said.

PDP hails Korean leaders summit, hopes India,Pakistan also realize futility of hostility and confrontation

Peoples Democratic Party vice-president Sartaj Madni has said that global trend for peace and reconciliation augurs well for problem resolution, said a party statement said.

He expressed hope that winds of change will reach the region sooner than later. Addressing a public gathering in Banihal, Madni hailed leaders of North and South Korea for a positive shift from intransigence and hostility to bonhomie and cooperation.

He said similarly Prime Minister Narendra Modi’s recognition of China as a useful neighbour is another good development which should help in getting together of big powers for strengthening peace moves.

Madni in a statement said that India and Pakistan need to thrive under the emerging scenario which dictates the necessity to understand the value of engagement for a just world order. He said that Kashmir has suffered the worst as and when the two countries indulged in kind of one-gunmanship in scant regard for shared history and neighbourhood.

Madni said wars and conflicts are entailing unimaginable suffering and devastations in various parts of the world. “Nations and humanity are under stress. But this scenario cannot be lost long as the urge for peace ultimately prevails.”

Madni said PDP’s visionary leader Mufi Muhammad Sayeed was the strong protagonist of conflict resolution through dialogue and reconciliation. “He was a votary of cooperative politics and believed in coexistence. He facilitated people to people dialogue and invited Atal Bihari Vajpayee to send his message of peace from Kashmir soil and trusted the sincerity of Vajpayee in pursuing the mission of peace.”

Madni said those were days when India and Pakistan witnessed calm and development and people reposed faith in institutions of public service. PDP continues to follow its mentor and expects that political leadership of India and Pakistan will realise the futility of hostility and confrontation and orient the establishment for a renewed narrative for peace and resolution. He said it is a good omen that India and China are coming closer with a motive to use huge manpower and resource for human development and friendly global environment.

He exuded confidence that new discourse will shape new relationships where Jammu and Kashmir will find a place to claim fair treatment.  Madni assured the gathering that PDP will play a crucial role as promised.

He said that chief minister Mehbooba Mufti is leading the alliance with BJP with an avowed objective of keeping the state together and create a culture of harmony in three regions. He said Congress has been feeling uneasy ever since this alliance and some of its leaders have been hatching conspiracies to foment trouble on regional and communal lines.

He appreciated the role of the people of Jammu who do not fall victim to such conspiracies.

R&B Minister Nayeem Akhtar also addressed the gathering. He stressed that the government is doing taking all the measures in underdeveloped areas of the state so that they can keep pace with the development.

“The government has taken various initiatives to ensure development in all three regions of the state. We have taken up major road projects in Jammu, Kashmir and Ladakh to uplift the road infrastructure in the state,” he added.
