Six Years After He Was Sacked, Drabu Enters J&K Bank

Hanging drapes, fresh flowers, flexi boards and a two layered red carpet decorated the main entrance and lawn of J&K Bank’s Corporate Headquarters Saturday morning. Buzzing with activity since early morning, the lower and middle rung executives were giving final touch to the preparations. It was launch of calendar for year 2017.

Around 10:30am, the Bank’s top management was lined up on the two sides of the carpet with flower bouquets waiting for the guest to come. The bone-chilling cold lacked an impact.  At 11am arrived, the Minister for finance, labour, culture & employment Dr Haseeb A Drabu.

A former Chairman and CEO of the Bank, Drabu entered first time after the day he was asked to put in papers in August 2010 by Omar Abdullah led coalition government. That continues to be the only instance in the history of the J&K Bank in which a CEO was literally pushed to put in his papers.

As he walked past the executives of the bank, he shared a smile and a concern: “you all have grown old.” He later told the same thing in his speech and hinted at the problem as well.

A nostalgic Dr Drabu reiterated that he belongs to J&K Bank and in his address used ‘we’ rather than ‘you’.

The entry was well planned and a grand affair.

Drabu exit and entry had one thing in common – the summer unrest. But, his aides say his exit in 2010 was a hush hush one.

Going down the memory lane, they say, it was amidst the summer turmoil of 2010 when all of a sudden NDTV ticker started running on a post-iftaar evening that J&K Bank’s Chairman and CEO, Dr Haseeb A Drabu resigns on the government’s instance.

A shock and surprise for the staff, general public and investors, Dr Drabu they say was “cool, composed and laughing away the whole things while smoking.”

As the news spread, his few journalist friends and personal staff converged at his M6 residence at Gupkar to stay with him for most of the night.

A two liner resignation typed by his close aide was submitted to the Board members, who the informed sources said, were already seated and waiting for Dr Drabu. “What surprised me was the stoic silence of Bank’s two Executive Directors who were part of Board constituted and elevated by Drabu,” said a close aide. The last time he spoke to Board was detailed “how strong the bank was while he was leaving and asked them to not let the fundamentals slip.”

The resignation was accepted and in the meantime Bank officers union suggested that “we will lock down all the branches and offices in solidarity and against the government decision”. But Drabu strongly reacted saying, “this will harm the institution and institutions should always be given priority over individuals.”

Away from the Board room, his staff was busy packing his library, an enormous collection of books, while an ex-president, the lone bank colleague apart from his Executive Assistant, looked on, according to an insider.

When news and business channels sought his reaction, Drabu maintained: “Since the government owns the bank, it has asked me to resign without offering reasons, to which it has a right.” He avoided assuming reasons and guessing around thinking it will hurt the bank, is aides said.

Down the stairs, as he left his chamber, all the CHQ staff had assembled voluntarily in the auditorium and requested him for his “final address” to the staff.

“He spoke to staff very clearly and told them chairmen come and go and no chairman has done any good to the bank,” one senior official remembers Drabu saying. “It has always been the people behind the counters who have taken the bank to the heights where it was irrespective of who sat in the Chairman’s Chair.”

Drabu talked about the emotional equity that people in J&K had in the bank and he said it was central to financial institution’s strength. He said how the bank survived on blessings of widows, orphans, marginalised and the destitute. “My exit would not make a big difference,” Dranbu said. “Yi Chu Dasgeeri bank, Ath Kar Raech Dastgeer Paanai.”

After his brief speech was over, there was a standing ovation from the whole staff. Then the bankers serving the corporate headquarters, lined up on both sides to the exit gate. He was perhaps the only Chairman who decided to talk to the staff, even though he was asked to resign. Even those who completed their tenure avoided the “last” speech.

A day later, Drabu silently drove to the airport with his lone PSO – who now protects the incumbent chairman, an aide and his childhood friend, to take off for Mumbai. Then he was in self imposed exile for four months.

Saturday morning refreshed the memories when Drabu addressed the staff again in the same auditorium. Last time, he left the bank because of his “rough times”. Now, he had to admit that the bank was facing “rough times” and hinted it could be linked to the fast graying of the bankers who were young in 2010. This time, he was talking not as the chairman of the bank but as an owner, in his capacity as Finance Minister.

Talking about many things, Drabu was surprised to see old faces of people whom he worked with as young men. He continued to give the hope which he had given in 2010. Dealing with crisis of mounting bad assets, Dr Drabu complimented the staff while including him as one of the member of J&K Bank that “we are the best fire fighters in the world.”

Drabu assured bank of every possible help as promoter and reassured the staff of rising again. Later talking to Kashmir Life, his close aide said that he was worried to see the ‘few sad faces in the audience’.

Sharing dais with incumbent vice-chancellor of Kashmir University Professor Khursheed Iqbal Andrabi and former Vice-Chancellor of IUST Dr Sidiq Wahid, Drabu sounded more an economist than a politician. He had flown from Jammu to attend the launch function and left around 1pm to be back in summer capital.’

While entering the bank premises, a middle rung official whispered in ear of other executive, “Kith paeth draw, ti kith paeth aaw (How he left and (now) how he came back.” Fate is a funny thing. It picks up where it has left and then goes round and round to complete the circle.

Militants kill policeman in Handwara

A policeman was killed after militants ensnared a police naka party in Handwara area of Kupwara district, northern part of Kashmir on Saturday evening.

Reports quoting officials said that a policeman was critically injured after militants opened fire on a naka party in Chogal area of Handwara.

He was shifted to a hospital where he succumbed.

The deceased was identified as Abdul Kareem.

Police, civil officers bid adieu to Rajendra; Vaid takes over as DGP

In order to bid farewell to Director General of Police, K Rajendra Kumar, a colourful function was organised at Police Headquarters (PHQ), Gulshan Ground here last evening.

On the occasion Chief Secretary J&K, B R Sharma presented a memento to K Rajendra Kumar on behalf of all ranks of JKP.

ADGP (Headquarters), VK Singh, speaking on the occasion highlighted the professional achievements of Rajendra during his service. He described him as a visionary Police Chief, who will be remembered for his leadership qualities and innovative measures.

Rajendra thanked the officers present on the occasion from Police, Civil Administration, Army and para-military forces for their cooperation in delivering the services for betterment of the state and nation.

Meanwhile, Dr Shesh Paul Vaid, took over as Director General of Police (DGP), Jammu and Kashmir. He succeeded K Rajendra Kumar, who superannuated this afternoon.

Dr Vaid, a 1986 batch IPS officer, was posted as Special DGP (Coordination/Law & Order) at Police Headquarters (PHQ). He has also served the State in various capacities including ASP Hqrs and SP Budgam, SP CID Cell New Delhi, SP City Jammu, AIG Trainings, SSP Udhampur, AIG (Personnel), SP Crime & Railways Jammu, ADIG Baramulla, Jammu, DIG Srinagar, Crime/Railways, (Administration) PHQ, IGP Modernization PHQ, Jammu Zone, Crime & Railways, Traffic, ADGP Headquarters and DG Prisons.

After assuming the charge, Dr Vaid interacted with the senior officers at PHQ and deliberated on his priorities as DGP. He said that his focus would be to strengthen the professional policing and provide better service to the public. He asked to fix priorities on different fronts of policing and focus for getting desired results.

Dr Vaid said that latest techniques in the field of investigation are necessary to strengthen our policing and for this purpose police training institutions across the State would be upgraded to teach the latest methods of investigation. In order to enhance the professional capabilities of the force we have to focus on the latest technologies and give a special thrust to upgrade all components of the Organization, he added.

DGP stressed for collective efforts to enhance coordination among all wings of the Organization and other security agencies. “Preventive measures and peoples cooperation would help to deliver in a better way. People of the State have lot of expectations from JKP and it is our prime duty to take cognizance of their complaints and ensure quick disposal”, he added.

Maintenance of law and order and security of the people is our prime duty to ensure congenial atmosphere for all developmental activities in the State. Police public cooperation at grass root level is imperative to achieve our goal and effective measures would be adopted to strengthen our relations with the common people.

Dr Vaid congratulated the people of the State, all ranks of JKP, their families especially the families of police martyrs on the occasion of New Year. He wished a peaceful and prosperous future of the State.

CM’s Super-50 coaching classes from Jan 2

Director School Education Kashmir Ajaz Ahmad Bhat, Saturday said that classes for Chief Minister’s Super 50 coaching and winter tuitions shall begin at all designated locations from January 02, 2017.

The Director said this while chairing a meeting convened to take stock of arrangements put in place to ensure smooth functioning of the winter tutorials and CM’s Super 50 coaching programmes.

Speaking on the occasion, the Director said that from January 02, 2017 CM’s Super 50 programme and winter coaching shall start simultaneously in all districts of Kashmir province.

He directed all Chief Education Officers to ensure availability of drinking water, better heating, and other arrangements at these tuition centres. He said that Joint Directors, Principal SIE and Chief Education Officers will continuously supervise and will provide necessary support during this process.

The Director said that Government is committed to bring about positive changes in the education system so that quality education and career of students is synergized.

PDP-led govt resorting to political favouritism: NC

National Conference Saturday said the state government was resorting to brazen favouritism in filling various vacancies in the SBI and the J&K Police Board in Srinagar and said this was unacceptable and unfair to those merit holders who were being discriminated against.

National Conference General Secretary and MLA Khanyar Ali Mohammad Sagar who toured Shehar-e-Khas Srinagar area today, interacted with various public delegations and took stock of public grievances.

The NC General Secretary lashed out at the state government for its brazen act of resorting to political favouritism and said this was tantamount to adding salt to the injuries of unemployed youth who had been left abandoned by the present Government.

Lashing out at the Government for neglecting and persecuting Shehar-e-Khaas, NC General Secretary said the state government had promised to allocate an amount of 15 lakhs per ward for Srinagar for developmental works to be carried out at the constituency level and had later cut this figure down to 7 lakhs per ward. “Unfortunately not even a single penny has been allocated or disbursed even from the 7 lakhs per ward that was then promised.

This brazen act of discriminating against Shehar-e-Khaas is unfortunate”, the NC General Secretary added while speaking to reporters after his tour of the city.

Arin Bandipora road in shambles, residents say

Residents of Arin Bandipora and its adjoining areas in northern district of Bandipora district are up in arms against the Roads and Buildings department for ignoring the Arin Bandipora Road since a long time.

The road that stretches from main town Bandipora to Arin and connects more than 4 villages via Madar, Konan, Arin and other adjoining areas is in dilapidated condition.

A Local resident of Arin Bandipora Mohd Munwar said that the R&B department seems to be in deep slumber. The money provided by government under various schemes has got lapsed several times due to poor utilization.”

They said that it takes around one hour from main town Bandipora to Arin which otherwise could be covered in 20 minutes. “Black topping of roads was never done from Mader to Arin,” the residents said.

“We only see politicians at the time of elections. During electioneering they promised moon but fail to even provide us bijli, sadak and paani,” the residents said.

Meanwhile, local residents of Arin and konan Appealed MLA Bandipora Usman Majeed and PDP General Secretary Adv Nizamuddin Bhat to address their Grievances without further delay.

Degree College Kangan sans basic facilities; students suffer

Three years after Government Degree College Kangan was inaugurated in Central Kashmir’s Ganderbal district, the institute continues to face acute shortage of furniture and other basic facilities, students complained.

The students who are studying in the school also criticised the education department for its negligence and said they have approached the authorities several times over the hardships faced by the students but to no avail.

According to the students, the college is also grappling with shortage of permanent staff.

Sources said that the only principal and another staff member are permanent while rest of the teaching faculty is engaged on the contractual basis.

The students urged higher ups of the education department to look into the matter and full fill their demands at earliest.

Amir Farooq, a local student said, “In case the government failed to full fill their demands, we will take to streets.”

He said that the college currently runs in the ITI building as the main college building is still under construction and may take more years for the completion.

Mehraj-ud-din, another student said, “The frequent presence of locals and animals in the college premises is irking them as the building is without proper fencing,” he said.

JKTDC Earns Rs 22.33 Cr In Six Months

Jammu and Kashmir Tourism Development Corporation has registered a business of Rs 22.33 crore in first two quarters of the financial year 2016-17 with 55% occupancy in establishments located in Kashmir and 37% in Jammu during the period, MD Dr Shahid Iqbal Choudhary told a review meeting.

A new website of JKTDC was launched for providing a convenient booking platform for tourists and showcasing tourist destinations and attractions across the state. The website of JKTDC also contains information of latest packages and discounts for customers and offers for tourism promotion. On the sidelines of the meeting a Calendar of JKTDC was also launched which depicts the scenic beauty of various destinations in Kashmir, Jammu and Ladakh apart from providing a guide of accommodations and facilities in these areas. Tourism has been showcased as natural heritage of Jammu and Kashmir.

Dr Shahid Iqbal Choudhary also presented a resume of works taken up under SWADESH, PMDP, State Plan and corporation works. He further added about liability of payment to be cleared by Home Department, Revenue and Estates against rentals. He also underlined the strategy for bringing all units under cashless transactions and installation of CCTV cameras as well as upgradation of properties.

Issues related to Pay Commission arrears, leave encashment, CP fund DA arrears, payment of works liabilities and recovery of amount were also discussed.

JKTDC has also introduced cruise boats in Dal and Jhelum as a model tourism project. Corporation staff is being trained for cruise management

Youth in decision-making: JK Sports council comes up with innovative idea of participatory policy

J&K Sports Council has kick-started a massive public survey as a part of its endeavour to introduce transparency into sports policy framing.

“In order to bring transparency and involvement of Youth in decision making, we sought the public submissions and proposals through a survey for better participation of all quarters,” said Molvi Imran Ansari, Minister for Youth Affairs and Sports.

In an unprecedented bid, the council is starting a sports survey in J&K with around 35000 participants. Each participant will answer an exhaustive questionnaire that requires participants to mark their responses to categories like their affiliation with sport, their age group, gender and their expectations and suggestions for development of sport. The responses, once collected, will be incorporated in the new sports policy in the pipeline.

“We will be reaching to almost 35000 participants, who will share their ideas, suggestions and expectations, so that we come to know where we do need more,” a Sports Council official said.

The endeavour is to forge a public-government partnership that will aid production of quality sportspersons from the state. The survey will ensure that voice’s of relevant stakeholders don’t get sidelined by bureaucratic rigmaroles and administrative apathy. Rather, the responses will help in the identification of crucial bottlenecks and fault lines that impede development of sport. The draft sports policy framed by the council is already on their website and open to public correction. The council has advertised a prize money of 1 lac for the best revision adjudicated by a panel of experts.

“The draft policy is on council’s website too and we have announced a cash prize for the best revision that will be adjudicated by a panel of experts,” Sports Council official added.

Kashmir University remembers late Prof Amin Andrabi

Kashmir University’s Markaz-i-Noor Centre for Shaikh-ul-Alam Studies (CSAS) on Saturday organised a special lecture on life and contributions of renowned scholar and academician, late Prof Muhammad Amin Andrabi.

The lecture was organised to commemorate Prof Amin Andrabi’s 15th death anniversary.

Vice-Chancellor Prof Khurshid Iqbal Andrabi presided over the lecture session and prayed for peace to the departed soul. He said it’s a good endeavour to remember academicians and researchers who have contributed significantly to the society in general and the University in particular. “We must neither ignore, nor forget the contributions of our predecessors,” he said.

“Conduct of a person in his daily life is what matters the most. Today we remember Prof Amin Andrabi for not only the knowledge and scholarship he possessed, but the way he conducted himself in the society,” the Vice-Chancellor said. “It is therefore this conduct with our fellow beings, in both our personal and professional lives, for which we shall be remembered.”

The Vice-Chancellor also released the latest volume of ‘Alamdar’, the annual journal of CSAS.

In his welcome address, Dr M S Sumbli, Chairman of CSAS spoke in detail about his personal and professional association with Prof Amin Andrabi. “Prof Amin Andrabi was personally known to me as a teacher and mentor and he has left a great legacy behind which we need to preserve for our posterity,” he said.

On the occasion, Prof Taskeena Fazil presented a paper on life of Prof Amin Andrabi during which she recalled his contribution while he headed the Iqbal Institute of Culture and Philosophy (IICP) at the University.

Apart from several University teachers and scholars, Dean Faculty of Social Sciences Prof Naseem A Shah and Prof Nusrat Andrabi, wife of late Prof Muhammad Amin Andrabi were also present on the occasion.

HC quashes PSA of Muslim league District leader

The Jammu and Kashmir High Court on Saturday quashed Public Safety Act (PSA) of Muslim League District Chief Pulwmama Abdul Rashid Dar Kulpori and directed his immediate release, reports said.

The order was announced by Mr Justice Muzaffar Hussain Attar. Advocate Nasir Qadri pleaded his case. Dar is in jail for around last three months. He is currently in district jail Kathua

Stressing that New Delhi needed to give up its stubbornness and obduracy, Hurriyat (m) Saturday said that the time has come to take measures for the long-lasting resolution of Kashmir dispute as the issue was the main cause of confrontation between the two nuclear neighbours India and Pakistan and thinking of settling other disputes without resolving Kashmir amounted to live in a make believe world.

Terming the statement of Pakistan that Kashmir remains the main cause of confrontations between New Delhi and Islamabad and that peace in South Asia would remain a farfetched dream without the resolution of Kashmir issue as realistic, Hurriyat Conference (m) spokesperson has urged Indian leadership that for the betterment of Crores of people of the subcontinent it should positively respond to Islamabad’s dialogue offer on Kashmir to resolve the 70-year-old dispute between the two countries by reaching at a long-lasting solution to the vexed issue.

Denouncing the ruling class for the arrest of senior resistance leader and Jammu Kashmir Liberation Front Chairman, Muhammad Yasin Malik from Pulwama area and later detaining him at Central Jail Srinagar, the Hurriyat spokesperson said using black laws against the resistance leaders had become the norm of the ruling class which often talks of respecting democratic norms and laws but unleashes dictatorship in the disguise of democracy, but such aggressive tactics were never going to cow down the resistance leaders into submission.

Diverting from routine and the tradition, J&K Bank – state’s premier financial institution, dedicated its 2017 corporate wall calendar to 12 youth who are achievers in their own right. This is for the first time that the bank started looking towards the people who inhabit the beautiful space that was normally the main theme for decades together.

With a whopping print order of 13 lakh, this is the biggest ever promotion to these 12 people. They were selected by a group of two top academicians – Prof Andrabi, the VC of Kashmir University and Dr Sidiq Wahid, former VC of Islamic University.

“We had more than 200 entries and selecting 12 was a very difficult process,” Prof Andrabi said. “We had to be correct on many ways, across sectors, regions, faith and cultures.”

Speakers at the formal unveiling of the calendar by Finance Minister Dr Haseeb Darbu said it necessarily does not mean that all others were not achievers.

The achievers were given a memento and a cash of Rs 11000 each. Some of them spoke briefly. Some were very emotional especially the brother of Sanjay Saraf, the painter who said though his brother had received a huge number of awards but “this awards means a lot because this means the services and capacities of my brother were acknowledged by the society to which we belong.” Sarafs’ have migrated and do not live in Kashmir.

Drabu termed the calendar as “intervention in social space”. He said the calendar that will be on the wall of 13 lakh households will send a strong message. He said these achievers have succeeded despite government being a road block that makes their success doubly important.

Tajamul Islam

She won six games in five days. The last of those was the gold medal bout at the sub-junior World Kickboxing Championship in Italy. From a remote village in Bandipora, 8-year-old Tajamul Islam has made winning a habit. In the process, she has won the hearts of spectators with her never-say-die and fearless attitude.

Islam’s coach Faisal Dar trained her in an open field with makeshift apparatus. That did not stop her from beating athletes from countries such as Japan, France and the US. She now trains in Delhi and aspires to win an Olympic gold medal.

Dr Rouf Banday

This Kashmir-born US-based scientist is part of the team that uncovered an inheritable genetic factor that heightens the risk of cancer. Dr Abdul Rouf Banday’s path-breaking discovery was featured in the reputed scientific journal Nature Genetics and the findings could herald a new era for cancer prevention and treatment.

Dr Banday holds a Ph.D. in biochemistry from A M University, Aligarh and was awarded the highly competitive Council of Scientific Industrial Research Junior Research Fellowship. He currently works in the US at the National Cancer Institute. He has received several awards such as the US National Cancer Institute Director’s Innovation Award and American Association of Cancer Research Scholar-in-Training Award.

Abhay Sopori

Versatile, progressive, legendary; this is how Abhay RustumSopori, a 9th generation santoor player who sings during performances, has been described. He is the only contemporary Indian composer whose composition Haftrang, a tribute to Kashmir, has been conducted by the legendary Zubin Mehta and performed by the Bavarian State Orchestra.

He learnt music under the Guru-Shishya Parampara from his grandfather Pandit Shamboo Nath Sopori, the ‘Father of Music’ in J&K, and his father, Padma Shri winner Pandit Bhajan Sopori. He is a recipient of the Sangeet Natak Akademi Award, Ustad Bismillah Khan Yuva Puraskar and J&K State Award.

Hashim Mansoor

A few weeks of training may not be enough for most people to become the best in the country, but it was plenty for 7-year-old Hashim Mansoor, who won a gold medal at the national Karate trials in Srinagar.

Following this, he won another gold medal for India at the Asian Youth Karate Championship in Delhi.

This aggressive yet disciplined child comes from Nadihal, a remote village in Bandipora and trains at Ali’s Sports Academy. Mansoor is now all set to represent India at the World Karate Championship as well as the World Martial Arts Games in 2017.

Sonam Wangchuk

When one of India’s finest films is based on you, it is clear you have touched the lives of millions. Sonam Wangchuk, whose story inspired the Bollywood blockbuster 3 Idiots, is a mechanical engineer from NIT Srinagar and primarily, an innovator. In 2016, he won the prestigious Rolex Award for Enterprise for “innovative thinking and dynamism”.

His idea to freeze millions of litres of water in the form of ‘ice stupas’ is an ideal solution to water shortages in a cold desert. He plans to use his award money of 100,000 Swiss francs to establish an institute that facilitates alternate solutions to socio-ecological problems.

Akbar Khan

He is a farmer’s son and lives near the India-Pakistan border. However, Akbar Khan’s geographical location did not stop him from becoming the first ever cyclist from Kashmir to represent India when he rode at the Track Asia Championship in 2015.

Akbar Khan has won 2 National Road Cycling Championships and 5 consecutive Annual Inter-college Cycling Championships. He also won 2golds at the All India Inter-university Championships in 2016. He is currently studying for a master’s degree in physical education and has inspired 60boys from his village to train to become professional cyclists.

Insha Manzoor

‘A graduate from the Institute of Music and Fine Arts Jammu, Insha is the first candidate from the entire North India to be selected for the MA – Painting programme by the prestigious Royal College of Artin London.

A recipient of the National Award of Scholarship (2015-16) to India’s young artists, she is currently pursuing a Double Masters in Painting.

Sanjay Saraf

Sanjay Saraf is a differently-abled painter from Jammu who refused to allow disability to become his defining identity and went on to beautify blank canvases with his brilliant imagination. He topped the All India Art Competition for his canvas paintings in 1999 and 2000.

His work was nominated by the Very Special Art institute (USA) for the International Festival Visual Arts Project in 2004. Additionally, Saraf won the J&K Academy of Arts Culture and Languages Award for his canvas painting titled ‘ValkinVapour’. He also bagged a junior fellowship in the field of Visual Arts from the Ministry of HRD in India.

Chandeep Singh

In 2011, avid footballer Chandeep Singh was electrocuted due to accidental contact with a high-tension wire and subsequently lost both arms. However, his sporting spirit refused to wane and he began skating instead. Displaying grit, determination, passion and conviction, Singh has been competing with able-bodied skaters ever since.

In 2015, the Jammu resident won bronze at the 7th All India Roller Skating Championship in Mussoorie. He was Sports Captain at Banyan International School and has won a Gold medal from Sahyog India for his skating skills.

Ranveer Singh Jamwal

In 2016, renowned army officer Lt Col Ranveer Singh Jamwal became the first officer from J&K to scale Mount Everest thrice. He had first reached the summit of the world’s highest peak at 8,848 meters on 25th May 2012 and then conquered it for the second time on 19th May 2013.

A reputed climber, Lt Col Jamwal led a group of six people to the summit, thereby having led a record 17people during his 3 expeditions to the summit. He won the Tenzing Norgay National Award in 2012-2013 and has scaled 20 peaks including the highest ones in South America and Africa.

Chain Singh

What do you do when your remote village lacks proper roads? According to Chain Singh, you shoot for the stars. In 2016, this member of the Army Marksmanship Unit became the first athlete from J&K to represent India at Olympics when he participated in shooting events in Rio.

Singh, who hails from a pastoral village in Doda District won 6 gold medals – three in individual events and three in team events – at the 2016 South Asian Games in India. He was also a bronze medalist at the 2014 Asian Games in South Korea.

Dr Shah Faesal

Currently the Managing Director for J&K State Power Development Corporation Ltd, Dr Shah Faesal became a household name in the state when he became the first Kashmiri to top the Indian Civil Services Examination in 2009. Hailed across the country, he has emerged as an iconic figure among those aspiring to join the civil services.

He has served as Director of School Education Kashmir, District Commissioner and Assistant Commissioner earlier and is one of the youngest and most dynamic minds in the state bureaucracy. Dr Shah Faesal has attended some prestigious workshops on leadership both within the country and outside.

Div Com reviews stock, supply position of essentials in Kashmir

Divisional Commissioner Kashmir, Baseer Ahmad Khan, today convened a meeting to review stock and supply position of essential commodities in Valley.

Director FCS&CA Tassaduq Jeelani, Area Manager Kashmir Division Food Corporation of India (FCI), and others officials of FCS&CA Department attended the meeting.

During the meeting, the Divisional Commissioner was informed that the department provides ration to 68.10 lakh souls in Kashmir Division under the National Food Security Act (NFSA), which includes 1,55,500 Antyodaya Anna Yojna (AAY) RTs, 8,58,361 AAY souls, 33,48,196 Priority Households (PHH) and 26,03,558 Non-Priority Households (NPHH).

The Div Com directed Deputy Commissioners of valley districts to undertake re-verifications in order to establish the correctness of the said categorization.

The meeting was further informed that among PHHs 5 kilograms of Rice per head is provided by the Department, which is regardless of strength of the family, whereas those families with strengths of up to 6 members are provided an additional 5 kilograms from the Mufti Mohammad Syed Food Entitlement Scheme (MMSFES).

It was informed that a total of 10,88,569 families are being provided additional quota from the MMSFES, including 44,311 one-member families, 1,21,996 two-member families, 1,71,603 three-member families, 2,70,128 four-member families, 2,88,176 five-member families, 1,92,355 six-member families.

Regarding the stock position, the Divisional Commissioner was informed that as on December 30, 2016 the FCI has stock of 72,436 MTs of Rice and 4,390 MTs of Wheat, while as the stock position with the FCS&CA Department in the Division includes 1,260 MTs of Rice, 148 MTs of Wheat, 2,151 MTs of Sugar, and 1,989 MTs of Atta.

About allocation and lifting of food grains for December month, it was informed that against the total allocation of 3,88,871 quintals of Rice and Atta, under NFSA and MMSFES, about 3,72,867 quintals have been distributed.

The meeting was also informed that the total allotment of 1,81,330 quintals, including 1,37,920 quintals under NFSA and 43,409 quintals under MMSFES for three months have already been dumped at respective stations in the snowbound areas of Kashmir. The same is true for border areas of the valley, where all of the total allotments, including 70,136 quintals of Rice, 14,494 quintals of Atta and 5,303 quintals of Sugar, in the border area of Kupwara district, and 24,485 quintals of Rice, 6,005 quintals of Atta and 2,097 quintals of Sugar, in the border areas of Bandipora district, already stand lifted.

The meeting was further informed that under the revised monthly allotment under NFSA, applicable from January 2017, the Central Government shall provide a total of 1,122.569 MTs of Wheat and 34,431.45 MTs of Rice.

With regard to the stock position of LPG, the meeting was informed that stock for 12 days of LPG cylinders is available with the Department, while Petrol for 25 days, Diesel for 29 days and Kerosene Oil for 20 days is available.

The meeting was also informed that under the Essential Commodity and the Hoarding and Profiteering Acts, the Department has taken action against 1,476 violators this year.

On the occasion, the Div Com stressed officers to work in coordination to further streamline the departmental functioning, so that efficient and effective public delivery system is ensured.

Dr Rouf bags role model teacher award

Dr Rouf Hamza Boda, Lecturer at Government Higher Secondary School Doru, Shahabad in district Islamabad has been conferred with Global Role Model Teacher award for his contribution to J&K’s education sector.

The award was conferred on Dr Rouf by MVLA Trust Mumbia, an internationally acclaimed NGO working exclusively for the uplift of teaching community.

The award function was organised at India International Centre here, where selected teachers, lecturers and principals from across the country were awarded by their contribution in education sector.

Dr Rouf has been earlier conferred with Innovative Science Teacher award by J&K Council for Science and Technology.

Dr Rouf has completed his PhD from Department of Botany, University of Kashmir. He has published several national and internal papers and science articles.

He is working in the State’s Education Department since 2009. He also has also coordinated CM’s winter tutorials at Government Higher Secondary School Doru in which about 900 students got free coaching and was biggest such centre in J&K.

Terming J&K Bank staffers as “biggest fire fighters” of the world, Finance Minister Dr Haseeb A Drabu on Saturday said he is sure that they will bring the premier financial institution out of the “rough times”. He said he knows the human resource of the bank better because he has worked with them in his two terms as CEO of the bank.

“The government will do its bit, if required, in the bank,” Drabu said, “But the strength of the bank are its people and they are aware of the challenges the bank is facing both from inside and outside.”

Finance Minister said he is sure that the human resource of the bank will leave no stone un-turned in “revitalizing” the bank and “take it to place where it belongs to.”

Interestingly, however, when Drabu with the people he had worked with, he felt everyone had grown old. He said he understands well why he is seeing it around.

Drabu had flown from Jammu to unveil the yearly wall calendar of the 2017 that, for the first time, featured 12 young “achievers”. He said while bank and all other institutions have traditionally been featuring the beautiful landscape in their calendars, he said, he has been suggestive of giving some space to the people who live in this beautiful place and their rick culture and heritage. “It is a sort of self discovery,” he said.

Explaining in his brief speech after unveiling the calendar – 13 lakh copies printed, Dr Drabu said that J&K has a massive youth bulge and part of it has “lost its way”.

“The biggest challenge that J&K as a state faces is youth. The image that today is…a youth who has lost its way. The first image that will come to your mind today is of a youth pelting stones, anarchy, social disorder. I do not think it is a political problem. It is a social issue,” Drabu said. “It is great in terms of its timeliness as the counter-narrative that exists today in the world is that we have a world champion (eight-year old kick boxing champion Tajamul Islam) coming out of Kashmir.”

“I do not think, it is a political problem,” Drabu said, “It is a social issue.” He said the phenomenon requires a counter-narrative and the individuals featured on the wall calendar can demonstrate that. “These boys and girls have achieved their goals on their own and I am sure the government would have been their roadblock,” Drabu said.

Terming the featuring of these boys and girls as “an intervention in the social space,” Drabu said the wall calendar is a signal that needs to be sent. He said J&K Bank being the best communicator in the state so it communicated the message so well. He termed the 12 boys and girls as “star achievers” and “pride of the state” that will “inspire the young generation”.

Later, talking to reporters Drabu said in his third budget, he is keen to make certain interventions that will help the people who are on the margins of the system. He was referring to the daily wagers whose fate has remained hanging for many years now. He said he will be improving the GP Fund norms further.

“Last year, I did a lot of reforms on provident fund. This year also, I will continue doing some reforms…basic trend of my budget has been to make things easier for the people and finance should not be seen as a constraining department, but something that aides development,” Drabu said. “But, because I presented the last budget in July (2016) its been only six months and I think this budget will also consolidate and do a stock taking of the previous three budgets. It means a lot.”

“There are two ways about it, one is a very short-term kind of interpretation where it has caused a lot of distress in terms of transactional demand for money has not been met,” Drabu told reporters seeking his response to demonitization. “But I take a slightly more long-term view and feel that this is going to set us on a path of much superior digital payment system and (comes) also as a shock to the system which should eventually yield better results. So, I am not negative on it but yes there have been short-term pains.”

The minister further said that the long-term impact of demonetisation is going to be far more important than what is being seen at the moment.

Asked whether he and Chief Minister Mehbooba Mufti were not on the same page over the issue demonetisation as the latter has praised the Centre’s move, Drabu said he speaks as a professional, while the CM has given a general opinion about it. “Why should one be (on the same page)? I mean demonetisation is a national macro-economic policy measure. It will affect different people differently. I take a view which is professional,” Drabu said.

Acknowledging that they can have different views on the same matter, Drabu said: “She was giving a general opinion about it. But even then I do not feel any dissonance”.

Asked about SARFAESI, the minister said that opposition to it is misplaced because the apex court verdict reaffirms the Transfer of Property Act actually prevails.

“I think opposition to the SC ruling is completely misplaced. The Opposition has been doing this for very long,” Dr Drabu told reports. “In the event of a bank taking recourse of property, they can’t sell it to a non-state subject. In the last budget, I had already made a provision for Asset Recovery Company, which can buy these impaired assets.”

Drabu said the op[position has no clue to what they are saying and bear no relation to what the act has and it is not new today because this has been going on since 2003. He said the law department is discussing if J&K will have its own law.

Interestingly, Drabu spent December 31, unveiling the 2017 calendar. In Jammu, he launched the official calendar of J&K Grameen Bank (JKGB). This bank’s calendar displayed of nature’s beauty.

Drabu also unveiled Culture Department’s calendar in Jammu that showcases J&K’s treasure-trove of its past. Conceived by him personally, an official spokesman said, it is a collective voyage of rare manuscripts, priceless paintings, ancient scriptures and beautiful calligraphy that is already in possession of the J&K Academy of Art, Culture and Languages.

“Aimed at rebuilding a culturally conscious society, the Calendar designed by the Department of Culture presents a visual narrative of J&K’s treasured heritage and history,” said Dr Drabu. “It is like engaging with our past, to reorient our present and redefine our future.”

Dr Drabu said that some of the rare manuscripts and ancient scriptures incorporated in the Calendar include 300 year old Wasay-e-Luqman, a calligraphic masterpiece based on the legendary Hakeem Luqman’s advice, Sharda Script, personal hand-written dairies of Shair-e-Kashmir Mehjoor, Thangka Painting of Ladakh, Mahabharata in Kashmir, gold-plated copy of Quran calligraphed in 1711 AD and other similar priceless possessions.

2 residential houses damaged

Two residential houses were damaged in a fire incident in Kupwara, police said.

Fire broke out in the residential houses Bashir Ahmad and Abdul Qayoom residents of Kandi Dildar in the jurisdiction of Police Station Karnah Kupwara, resulting in damage to both the structures. Fire was brought under control by fire tenders.

However, no loss of life or injury was reported in this incident.

Lady injured in a road accident

A sumo bearing registration number JK01M-7937 driven by Sameer Ahmad Awan resident of Batpora hit and injured a pedestrian Jameela Begum wife of Abdul Qayoom resident of Parada at Kandi in the jurisdiction of Police Station Karnah Kupwara. The injured was shifted to Sub District Hospital Tanghdar for treatment. Kupwara police has registered a case in this regard.

SMIS is an integrated technology framework to automate entire end-to-end school management system: Naeem Akhtar

To put in place a comprehensive mechanism for creating a single source of authentic and readily available database for policy-making, evaluation and distribution of resources, the State’s Education Department has in a pioneering initiative launched the ambitious internet-based School Management Information System (SMIS).

Launched by Chief Minister Mehbooba Mufti here on Friday, the SMIS developed by the Education Department is an integrated technology framework that automates the entire end-to-end management of school education and its related information in the State. SMIS is a comprehensive digital initiative which includes both e-management of schools and e-learning of students.

The Chief Minister has complimented the Education Minister, Naeem Akhtar and his team for taking personal interest and making painstaking efforts to develop such a comprehensive e-management system for the school education department.

According to the Minister for Education, Naeem Akhtar, SMIS is a repository for data collection, processing, analyzing and reporting of educational information including schools, students, teachers and staff of each and every school in the state. “It will provide administrators and teachers with the information required for informed planning, policy-making, and evaluation.  It will also empower the local communities to get involved in their children’s education,” he said and added that SMIS will be the largest e-governance initiative in J&K with a huge base of stakeholders involving 33% of total employees of the state and around 26 lakh students.

SMIS, according to Akhtar, provides readily available digital details of all the 28000 schools in the State, their location, type of school, number of classrooms, toilets, library, science labs, boundary wall, number of teachers, number of students, teacher-student ratio etc. “SMIC will help in scientific rationalisation of staff and space in schools, helping deployment of subject and qualification wise teachers,” he said and added it will also help the department to develop need-based career development programs for teachers. He said it will also keep track of the academic performance of the schools, students, enrolment and dropout rate.

According to the Minister for Education with a large school system in J&K spread across the length and breadth of the State, the absence of a reliable database has resulted in poor decision-making, lack of transparency and accountability, uneven infrastructure and non-reliable teacher and student records, which has compromised with the larger goal of quality education. “Often, even when data is available after adhoc surveys, it is hardly used to guide education policies,” he said.

Enumerating on the new e-system, Principal Secretary Education, Mr Shaleen Kabra said the SMIS is the department’s endeavour to achieve the objective of every school having a subject expert as far as possible. “One room for one class standard is also one of the objectives of the department and this system shall go in a long way in achieving that larger goal towards quality education,” he said and added that the SMIS shall generate automated seniority and retirement lists and e-services for student’s teachers and schools. “Every official in the department shall be allotted a unique user-ID with password and shall have access to information within his respective jurisdiction,” he said.

Kabra said the internet-based data application shall be accessible through all departmental websites at administrative department level, divisional level district level and zonal level. “SMIS shall inform the stakeholders on the state of affairs of the sector, its internal and external efficiency, its performance, shortcomings and needs,” he said and added that the parents and teachers shall be empowered with the school performance information to actively engage in school improvement planning process.

He said SMIS shall, in future, also have features like transfer management system. “Any transfer affected at any level in the School Education Department shall be visible to the higher ups and the general public and system will ensure transparency in the transfers of employees and put an end to the menace of corruption,” he said and added that the vacancies for a particular year can be worked out in advance and shall be referred to recruiting agencies in time which will not only curb the staff deficiency in schools at any point in time but also help to save the precious time in recruitment processes of the aspiring youth.

Kabra said the other features of SMIS include online leave management, e-Service Books and online General Provident Fund (GPF) processing. “SMIS database is proposed to be supported by complete application software and the departmental employees who have the IT skills shall be trained to run the system from school to highest level,” he said.

The software for SMIS has been voluntarily developed by Mohammad Irfan Dar of Quality Innovative Software Solutions.

Salvation Movement holds protest against killings in Kashmir

Jammu and Kashmir Salvation Movement (JKSM) led by its chairperson Zaffar Akbar Bhat Saturday held a protest demonstration in press enclave Srinagar against the killings that occurred in Kashmir in last six months.

Chanting pro-freedom slogans, the protesting activists of JKSM carried placards reading: “Stop Killing maiming and Blinding” in Kashmir.

The activists also demanded immediate release of youths and the leaders who have been detained during the 2016 uprising.

“We held the protest today at the end of the year for this year would be remembered as the year of bullets, pellets and shelling. We want to inform the world about the happenings in Kashmir in the year 2016.”

“More than 120 youths have been killed, around 100 has been left blind, 17000 have been injured and 6000 have been detained, properties worth millions ransacked by the government,” Zaffar Akbar Bhat said.

He also stressed for the revocation of “draconian” AFSPA and ban on non-lethal weapons like pellet guns in Kashmir.

Bhat said that the administration is following the policies of Israel in Kashmir to stop Kashmiris from demanding the right of self-determination, and stressed to stop the issuance of domicile certificates to the Pakistan refugees.

Pakistan has said that its policy on Kashmir has remained unchanged and the issue should be resolved according to aspirations of Kashmiris in line with UN Security Council resolutions, Radio Pakistan reported.

“Pakistan wants an amicable solution of Kashmir issue through dialogue but India is creating hurdles in granting right to self-determination to Kashmiris,” said Pakistan’s Foreign Office Spokesperson Nafees Zakaria.

“The main bone of contention between Pakistan and India is Kashmir issue and relations between the two countries cannot be normalized until this issue is resolved. India wants to divert the world’s attention from Kashmir issue by using negative tactics,” he said.

The FO spokesperson also claimed that New Delhi heated up situation on Line of Control and Working Boundary and “carried out concocted terrorist attack in Uri at a time when Pakistan was going to highlight Indian atrocities and human rights violations in occupied Kashmir at the United Nations”.

The official spokesperson of Pakistan Foreign Ministry had Thursday alleged that “terror organizations such as RSS, VHP, Shiv Sena, Bajrang Dal and other terror elements” are engaged in a drive to change demography of Kashmir, Hindustan Times reported.

India Friday slammed Pakistan for labeling Indian “political parties and social organizations”, including the RSS — the ruling BJP’s ideological mentor — as terrorist outfits, calling it a “desperate attempt” at deflecting international focus from Islamabad’s complicity in “spawning” terrorist groups like LeT, JuD and JeM. In response to a query on the Pakistan foreign ministry’s “recent comments on Jammu & Kashmir and slander against Indian organisations”, the ministry of external affairs (MEA) said, “Labelling bonafide Indian political parties and social and cultural organisations as terrorist organisations seems a desperate attempt to deflect international focus from Pakistan’s own complicity in spawning internationally proscribed organisations like LeT, JuD and JeM, which continue to target Pakistan’s neighbours.” The Pakistan foreign ministry had first described the RSS and Shiv Sena as “Hindu extremist and terrorist organisations” on December 15.

Now, withdraw Rs 4500 per day from ATMs

The Reserve Bank of India (RBI) Friday increased the withdrawal limit from ATMs to Rs 4,500 per day from the current Rs 2,500.

This will be applicable from 1 January.

However, the weekly withdrawal limit stands at Rs 24,000, including from ATM, for individuals (Rs 50,000 in case of small traders).

“On a review of the position, the daily limit of withdrawal from ATMs has been increased with effect from 1 January 2017, from the existing Rs 2,500 to Rs 4,500 per day per card,” the central bank has said in a notification.

The RBI’s notification further stated “there is no change in weekly withdrawal limits” and such disbursals “should predominantly be in the denomination of Rs 500.”

Aripanthan residents accuse police of resorting to indiscriminate shelling

The residents of Aripanthan in Beerwah area of Budgam district Friday alleged of police highhandedness and said that the police and crpf fired tear smoke and pava shells inside their homes.

Speaking to Kashmir Life over phone, a local resident said, “At around 3 pm today, some youth were holding protest demonstration on the call of resistance leadership against the issuance of domicile certificates to WPRs.”

Within fifteen minutes, he said, a contingent of Police and Para-Military forces appeared on the scene and started chasing the protesters.

However, he said, police could not arrest any youth and were booed by the protesters.

Irritated by the youths’ behaviour, police, he said, went berserk and started shelling in the village indiscriminately.

“They barged into houses and shot teargas, pepper and pava shells,” he alleged.

“This caused immense problems to the elderly and ill people,” he said, “The shelling was so intense that the villagers had to leave the houses and could return after several hours when the impact of smoke had diminished.”

“The Army Commander is scheduled to visit forward areas today and interact with troops deployed on the Line of Control,” said the spokesman.

Ladakh students will get hostel facility in Jammu: Dorjey

While wishing the people of Ladakh on the Losar festival, Minister of State for Cooperatives and Ladakh Affairs Chering Dorjey Friday said that government will soon setup hostel facilities for students of Ladakh region in Jammu.

“Government is going to construct a tribal hostel here at Jammu and students of Ladakh will be accommodated in the hostel. In the meantime government will try to setup a separate hostel for Ladakh boys studying in Jammu,” he said.

He was speaking during the interaction with students of Ladakh at the celebration event of Losar organized by the All Ladakh Student Association Jammu (ALSAJ).

Extending warm greetings to the people of Ladakh and Kargil especially the Buddhist community on the occasion of Losar, Dorjey hoped that the festival will prove harbinger of peace, progress and prosperity for the state and its people. He highlighted the centuries old rich traditions of communal harmony, brotherhood and co-existence of different faiths and cultures symbolizing high values of humanity.

Reacting to the lack of accommodation problems faced by Ladakh students in Jammu, Dorjey said that government has already setup a girl’s hostel which is running smoothly, and for boys hostel will be constructed soon.”

He also ensured them that the genuine issues raised by the students will be addressed. The Minister also said that constitution of sports council at Leh has given flip to the sports activities in the region.

A year on: Kashmiri man missing in Bihar still untraced

A family from North Kashmir’s Bandipora district alleged that despite knocking at the gates of police station, police didn’t show any interest in tracing out one of the family members who went missing a year ago in Eastern Indian state of Bihar.

“Manzoor Ahmed Teli a resident of Mirgund Pattan cajoled and coaxed my son Ghulam Mohiuddin last year and he took him to Bihar with a promise to provide him a job. Six months later Manzoor returned back to Valley and informed us that Mohiuddin went missing in Bihar. After waiting for a month, we lodged a complaint in police station Sumbal against Manzoor, however, police released him without investigating the case,” the elderly mother of missing person who hails from Markundal Sonawari area told local news agency CNS.

“It has been a year and I have no information about my son,” she added.

When contacted SDPO Sumbal Rashid Akbar said that they are in touch with Bihar police and a missing report already stands registered in a police station in Bihar. “Investigation revealed that Mohiuddin got lost and Manzoor looked for him everywhere. After failing to trace he returned back to Valley,” he said and added that they are in constant touch with Bihar police.

Govt to start procurement of Mushkbudji from Jan 2

Agriculture Production Department Kashmir will start procurement of Mushkibudji from January 2, 2017.

This was announced by the government on Friday after a meeting chaired by Minister for Agriculture, Ghulam Nabi Lone Hanjura.

The details suggest that the Mushkibudji paddy would be procured from sub-division Acchabal , district Islamabad on the rates already approved by the government at the rate of Rs 8500 per quintal.

Hanjura in the meeting said this step will change agri production of Mushkbudji and help in revival of lost-genone.

Director Agriculture, Kashmir, Managing Director J K Agro Industries Corporation Ltd, representatives from SKUAST Kashmir and Chief Agriculture Officer were present in the meeting.

CM launches Educational Department’s maiden SMIS & U-DISE

Chief Minister Mehbooba Mufti Friday launched a comprehensive IT-enabled School Management Information System (SMIS) developed by the Education Department in collaboration with several agencies like NIELIT, ISRO, Digital India and MHRD.

SMIS provides a complete database of all the schools spread across the state including staff strength, student-teacher ratio and other components.

Mehbooba also launched a Unified Data Information System for Education (U-DISE) which details the enrolments and pupil teacher ratios from school-to-school.

Mehbooba according to spokesman also inaugurated the GIS mapping of schools as well. Under this initiative, the geographical locations and 3D structural aspects of the schools in the state have been distinctly marked. It also details the school infrastructure and schools cluster structure zone wise in a district. As many as 28,000 schools are being taken up under GIS mapping in the state.

She has also launched an online portal – Vocational Monitoring Details – for monitoring the implementation of various vocational courses in the state and e-Office for online routing of files in the School Education Department in the Civil Secretariat.

Mehbooba on the occasion interacted with students of around 20 schools across the state through video-conferencing. She impressed upon the students to make optimum use of e-learning facilities for attaining excellence in education. She asked the students to use these applications for connecting with the outer world to know about the rapid changes taking place in education sector. She also urged them to use these applications for promoting sports and cultural activities among the students in schools.

She also  complimented the Education Department for having launched these initiatives in a short span of time which, she said would enable J&K’s students to get knowledge connectivity with the outside world. She hoped that with these IT-enabled applications, the schools would be converted into hubs of knowledge and excellence.

Minister for Education, Naeem Akhtar, who was present on the occasion, said the aim of this initiative is to throw it open to alumni of these schools who may wish to contribute further in the development of their alma mater.

India, Pak armies exchange fire on LoC in Poonch

The armies of India and Pakistan Friday exchanged heavy mortar shelling along the Line of Control (LoC) in Poonch district.

Reports said that shelling started at 4:45 pm in Khari Karmara area of Gulpura along the LoC.

It was not known immediately if there were any casualties.

3 days on, Duksum forest on fire; ‘Unable to douse fire due to lack of facilities’

The forest fire has engulfed the three compartments of Duksum Range of southern Kashmir’s Forest Division.

Forest officials admitted that due to lack of manpower and sophisticated equipment’s they are unable to douse the fire.

Reports said compartment number 27, 28 and 29 of Duksum forest caught fire three days back causing a huge loss to green gold.

Reports added that a couple of forest and fire service teams have been deployed to douse the fire, however, they have not succeeded in their endeavour.

Reports said that the forest fire has also engulfed some nearby nurseries resulting in massive damage to them.

Divisional Forest Officer Islamabad Syed Humayoun Qadri said that they are unable to douse the fire due to lack of manpower and equipment’s. “We are on job and in couple of days fire will be doused,” he said. (CNS)

109 ‘unidentified’ militants killed in Kashmir in 2016

The 144 militants that have been killed this year, out of them 109 are those whose identities have not been ascertained yet.

The statistics show that most of the unidentified militants have been killed in frontier district Kupwara.

In January this year three unidentified militants were killed in Lohar Mohalla Lolab in Kupwara district.

The number rose to 11 in February. The 11 unidentified militants killed in February in three different gun fights at Khosa Mohalla area of Hajin town of Bandipora district, Marsari village of Chowkibal border area in Kupwara district and inside the EDI Building at Saffron town Pampore in South Kashmir’s Pulwama district.

In Hadoora (Wanihama) village of Central Kashmir’s Ganderbal district and Bhat Mohalla Handwara town of Kupwara district 3 unidentified militants were killed in the month of March.

Five unidentified militants were killed in April who were gunned down by Army in Sheikhpura area of Lalpora Kupwara, Putshai area of Lolab in Kupwara and Kanthpora Lolab of Kupwara district.

The number of unidentified militants killed in May was 11 who were neutralized by Army in four separate encounters at Zunereshi Chowkibal area of frontier district Kupwara, Chek Dragmulla area of Baramulla district, Saraibala area of Srinagar city, Nawgam sector of Kupwara district.

Sixteen unidentified militants were killed in June in Tangdhar sector of Kupwara, Dragmulla, Wadarbala Handwara, Pampore and Uri.

In July, nine unidentified militants were killed mostly in Kupwara district.

Twelve unidentified militants were killed in August mostly in Tangdar sector of Kupwara. The number of unidentified militants killed in September was 12, in October it was 9 and the number touched to 15 in November this year. (CNS)
