Pulwama shuts to mourn militant killings

Srinagar

A complete shutdown is being observed in south Kashmir’s Pulwama town on Friday to mourn the killing of two militants.

According to reports all shops and other business establishments are closed in the town while traffic is off the roads. Heavy deployment remained on various spots across the Pulwama town and some other areas to thwart any attempts of protests.

Two Jaish-e-Muhammad (JeM) militants identified as Shahid Baba of Drabgam and Anayat Abdullah of Arihal were killed in a gunfight with forces at Drabgam.

Meanwhile, mobile internet services in the district have been snapped to prevent law and order problems.

Nine drug peddlers arrested in north Kashmir: Police

Srinagar

Police on Friday claimed to have arrested nine drug peddlers during naka in the jurisdiction of Police Station Dangiwacha.

“During naka in Budden Police party of Police Station Dangiwacha led by SHO Dangiwacha Mudasir Gillani apprehended 09 persons  identified as Ishrat Ahmad Mir son of Abdul Kabir Mir a resident of Adipora, Shabir Ahmad son of Farooq Ahmad Shalla of Shalimar Colony, Azad Ahmad Mir, Basharat Ahmad Mir son of Nazir Ahmad Mir of Hib Dangerpora, Manzoor Ahmad Sofi son of Bashir Ahmad Sofi of Neharpora Sopore, Mashooq Ahmad Bhat son of Fayaz Ahmad Bhat of Hib Dangerpora, Irfan Ahmad Shalla son of Ghulam Mohiudin Shalla of  Sadiq Colony Sopore, Ishfaq Ahmad Shalla son of Mohammad Abdullah Shalla of Sadiq Colony Sopore and Fayaz Ahmad Parray  son of Jan Mohammad Parray of Chinkipora Sopore, who were traveling in two vehicles bearing registration no.’s DL8CS 0941 and Maruti JK05A 0182, during search 30 bottles of MAXICOFF and TX Cqrox 07 bottles were recovered from their possession, accused were arrested and vehicles also stands seized,” said police spokesman in a statement.

“In this connection Case FIR No. 10/19 U/S 8/22 29 NDPS has been registered in Police Station Dangiwacha & investigation taken up,” said the spokesman.

“People of the area hailed the Sopore police and urged to continue the drive to eradicate the nuisance of drug addiction from the society,” a police spokesman said.

KL staffer bereaved

Srinagar

Grandfather of Kashmir Life’s online editor Umar Khurshid, Ali Mohammad Mir left for heavenly abode this morning at his home in Saali Nagabal village in south Kashmir’s Anantnag district after a brief illness. He was 80 years old age.

Mir is survived by his two sons and a daughter all settled. He was unwell from a very long time and breathed his last at his residence around 3:30 am.

Pulwama girl killed by militants: Police

Srinagar

Police on Friday said that in a gruesome act of terror, militants shot dead a 25-year-old girl from a point-blank range.

A police spokesperson in a statement said that the dead body was retrieved by police from Dragad area of Zainapora in Shopian district. She has been identified as Ishrat Muneer daughter of Muneer Ahmad Dar resident of Dangerpora, Pulwama.

“Militants while perpetrating this gruesome act, made a video recording of the incident and circulated it on social media,” he said.

“In this connection, Police has registered a case under relevant sections of law and initiated the investigation. Pertinently Police investigation is focused on some credible leads and it is expected soon the culprits shall be brought before the law,” said police spokesman in a statement.

Fresh snowfall closes Sgr-Jmu highway

Srinagar

The Srinagar-Jammu highway remained closed on Friday for the second consecutive day due to fresh snowfall in the Banihal area of the over 300-kilometre road, traffic police officials said here.

Snowfall in the Banihal sector and landslides in some places of Ramban district in the Jammu region have forced the closure of the Srinagar-Jammu highway, a traffic official added.

“No traffic movement will be allowed on the highway on Friday except for the stranded vehicles and that too, only after the road is cleared,” he said.

“Those intending to undertake the journey are advised to contact the traffic control rooms in Srinagar and Jammu for an update on the highway status,” the official said.

Two militants killed in Pulwama gunfight identified

Srinagar

Two militants killed in a gunfight with the government forces in Drabgam area of soith Kashmir’s Pulwama district were affiliated with Jaish e Muhammad (JeM).

The slain militants have been identified as Shahid Mushtaq Baba son of Mushtaq Ahmed Baba resident of Drabgam Pulwama and Inayat Abdullah Zigar son of Mohammad Abdullah Zigar resident of Arihal Pulwama.

A police spokesman in a statement said that based on a credible input about the presence of militants in Drabgam area of District Pulwama, a cordon and search operation was launched during the intervening night jointly by Police and security forces in the area.

“As the searches were going on, the search party was fired upon by the militants. The fire was retaliated leading to a gunfight,” the spokesman said.

“In the ensuing encounter, two militants were killed and the bodies were retrieved from the site of encounter,” he said.

“Both the militants were affiliated with proscribed militant outfit JeM and Baba was wanted by the law for his complicity in crimes,” he said.

“As per police records, Shahid Baba was active in Shopian and Pulwama areas and had a long history of terror crime records for which several terror cases were registered against him. He was involved in conspiring and executing several terror attacks on security establishments in the area including grenade attacks,” he added.

“It is apt to mention here that Inayat was an active supporter of militant activities of JeM for a long time though he joined the outfit as active cadre very recently,” police spokesman said.

“Pertinently due to the efforts of security forces it was a clean operation and no collateral damage took place during the encounter,” he said.

“Arms & ammunition were recovered from the site of encounter. All these materials have been taken in  case records for further investigation and probe their complicity in other terror cases,” he added.

“Citizens are once again requested not to venture inside the encounter zone since such an area can prove dangerous due to stray explosive materials. People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials if any,” said police spokesman in a statement.

Bullet riddled body of girl recovered in Shopian

Srinagar

A bullet riddled body of a girl was recovered from Draggad area of south Kashmir’s Shopian district on Friday morning.

Reports said that the bullet ridden body of the girl was recovered from Cherbagh area of Draggad today morning by the police.

A police officer while confirming the incident told news agency GNS that the group of suspected militants abducted the girl namely Ishrat Muneer Bhat of Dangerpora Pulwama and was later shot dead from point blank range at Cherbagh area of Draggad in Shopian.

“A case under relevant sections of law has been registered and further investigations taken up,” he said.

A 10-second video in which the girl is seen seeking pardon before being shot dead was released on social media by unidentified persons late Thursday night.

Police said they have taken cognisance of the video and are ascertaining the details.

The girl is said to be the maternal cousin of the militant commander Zeenat-ul-Islam who was killed along with his associate in an encounter at Katpora Kulgam on January 13, last month. (GNS)

Gunfight breaks out in Pulwama; Internet suspended

Srinagar

A gunfight between militants and government forces broke out after around five hours siege at Drabgam village of south Kashmir’s Pulwama district on Thursday night.

Official sources told news agency GNS that the contingents of army’s 44 RR, CRPF and Special Operation Group (SOG) of police cordoned off Baba Mohalla of Drabgam village today at around 7:30 pm.

The forces had installed lights so as to prevent the escape of militant owing to darkness, they said.

As the forces intensified the searches, militants hiding in the area opened fire, leading to a gunfight which was going on when this report was filed, they said.

The army has already rushed more reinforcements in the area, they said.

A police officer confirmed the encounter and said that the cordon was launched following specific inputs in the village.

Earlier, as the cordon was being laid, the youth took to streets and pelted stones on forces which in turn lobbed tear smoke shells to disperse them.

Meanwhile, the internet has been suspended in Pulwama and neighbouring Shopian district of south Kashmir amid the possibility of gunfight in the area. (GNS)

The government forces have installed lights amid strengthening of cordon at Drabgam area of south Kashmir’s Pulwama district following reports about the presence of militants in the presence of some militants in the area.

Government constitutes Committee for delinking SKIMS Bemina from SKIMS Soura

The government of Jammu and Kashmir on Thursday formed a panel led by the administrative secretary of the Health and Medical Education department to check the feasibility of delinking SKIMS Medical College, Bemina from SKIMS Soura.

According to a Government Order No. 155-GAD of 2019, issued by the General Administration Department (GAD, the sanction is hereby accorded to the constitution of a Committee, comprising the following, to analyze the feasibility of delinking of SKIMS Medical College Bemina from SKIMS Soura, Srinagar and vice-versa:-

The Committee shall be serviced by the Sher-i-Kashmir Institute of Medical Sciences (SKIMS), Soura and shall submit its report along with recommendations by or before 10.03.2019, reads an order issued by GAD.

30 absentee employees placed under suspension at Budgam

Additional District Development Commissioner (ADDC), Budgam, Khurshid Ahmad Sanai today suspended 30 Government employees for remaining absent from duties, during a surprise inspection to various offices in Budgam, Chadoora and Chrar-e-Shareef.

During the inspection 5 employees of Social Welfare Office Budgam, 20 employees of Municipal Committee Chadoora and 05 employees of Municipal Committee Chrar-e-Shareef were found absent from their duties without any authorisation.

The ADDC ordered on the spot suspension of the absent employees. He said that the government has adopted zero tolerance against the dereliction of duties by employees.

He further directed employees to perform their duties regularly in letter and spirit and ensure prompt services to the general public.

Forty years after, NC realises PSA needs to be removed: Er Rasheed

Welcoming Omer Abdullah’s statement that if voted to power NC will remove SPA, AIP President Er Rasheed has said that let us hope that at least over this issue NC shows consistency and commitment.

The spokesman quoting Er Rasheed said that NC had made huge promises from 1953 till date but unfortunately its every promise has added to the eroding credibility of the party leadership for the want of converting promises into reality. J&K ERA imposes 2nd penalty of Rs 2.00 Cr on contractor working on Jehangir Chowk-Rambagh Flyover

J&K ERA has imposed a further penalty of Rs 2.00 crore on the Contractor (M/S Simplex Infrastructure Limited) executing work on the Jehangir Chowk –Rambagh Flyover for its failure to complete the 2nd Phase of the flyover i.e (Rambagh – Alochibagh stretch).

The spokesman quoting Chief Executive Officer, J&K ERA Dr Raghav Langer said that as per the revised time schedule submitted by M/S SIL (Simplex Infrastructure Limited) had to complete the structural portion of the 2nd phase of the flyover project by 31st December 2018.

However the same has now got delayed till the end of February – 2019 due to sub-optimal manpower, material and machinery deployed by the contractor. The Chief Executive Officer said that strict monitoring of milestones for the mega project is being done on a continuous basis and the contractor shall be penalized under relevant sections of the contract agreement for delaying the work.  It may be recalled that in the month of October 2018 the contractor has already been penalized with an initial penalty of Rs. 1.25 crore by J&K ERA.

The CEO J&K ERA has also directed the project staff to impose employer’s claims under relevant clauses on the contractor for delays in the project and additional burden being put on the state exchequer on account of salaries of employees and extension of tenure of the Design & Supervision Consultants deployed on the project by Government.

Meanwhile, J&K ERA is constantly engaged with the contractor to ensure that the remaining structural works that include the erection of girders, laying of deck slabs, retaining walls, etc. on 3rd phase of the flyover from Alochibagh to Jehangir Chowk get completed as per agreed timelines. It has been reiterated to the contractor to professionally execute the contract agreement or face action in future as well.

The contractor is supposed to make the complete stretch of flyover motorable by June 2019 as per his submitted work plan.

Kashmir unfortunately is a war zone, says Kashmir origin designer Rohit Bal

Veteran designer Rohit Bal on Thursday said that he grew up in a free Kashmir and unfortunately now it is a warzone, reported IANS.

Born in Kashmir himself, Bal has, over the years, ensured he remains connected to his roots and spread its beauty around the world with his internationally popular creations, said the report.

The report saud that it’s a paradox — that while a lot of filmmakers capture the violence in the state nowadays, Bal’s creative interpretation of Kashmir has always revolved around the elements that make Kashmir the nature’s paradise it is.

“It’s a simple explanation. I come from Kashmir. I am a Kashmiri, I know what’s happening in the state. I grew up in a free Kashmir and unfortunately now it’s a warzone,” the report quoted Bal as having said.

“But what I am trying to do here is to let people know that no matter how troubled the times might be there, there is still beauty and that beauty can never be taken away from Kashmir. No matter what you do there, no matter how hard anyone tries, the beauty of Kashmir will, Inshallah, always be there because it can never be taken away,” Bal told news agency IANS in an interview.

The report quoted Bal as having said that the beauty is akin to “a silver lining in a black cloud, a ray of hope, and a light in the thunderstorm”.

“I want people to know that Kashmir may be wartorn, but the beauty of Kashmir will always be a part of a Kashmiri’s life… By showing this beauty, I want people to understand that there’s always a ray of hope,” said the desiger, who showcased a line called ‘Guldastah’ at the Lakme Fashion Week Summer/Resort 2019 here on Wednesday.

“For the show, the ramp was strewn with dry Chinar leaves, and shikaras laden with colourful flowers added a touch of Kashmir. A playlist of Kashmiri songs, which were followed by lilting Bollywood melodies, gave the dreamy show a perfect backdrop,” the report said.

“But the showstoppers — about eight women from Kashmir who were trained by the Usha Silai team and then worked on Bal’s collection in the freezing winter — won the audience’s heart,” it said.

In an emotional gesture, Bal let them take the centrestage, the spotlight and the joy of a standing ovation whole-heartedly.

This initiative, he said, is a step ahead for him.

“Nothing can give me more satisfaction than doing this. In fact, after doing this, I am feeling I am going to do so much more and I am confident about giving back to these people,” IANS quoted Bal as saying.

“I want to try to make them earn much more than they do. I am going to make sure my association with Usha Silai is a long one so I can reach out to more people as possible,” Bal told IANS.

He is proud of the “incredible talent” in what he calls “my Valley”.

The designer says he goes to Kashmir often.

“I just don’t go there in winter… I am not a winter person. But it’s just an hour away from Delhi, and anytime I find myself some free time, like a long weekend and I feel I want to feel lighter, I head there,” he said according to report.

“Sometimes I go for a few days, sometimes I go for a longer time. It rejuvenates me. But it also makes me very sad… I won’t say it’s all happiness. It is depressing, but like I said, the beauty… In the calamity, the beauty is there to soothe your mind,” IANS quoted Bal as having said.

J&K Bank organizes special customer meet for exporters

J&K Bank on Thursday organized a special customer meet for exporters to apprise them about various customized products and services offered by the state’s premier financial institution for the exporter community.

The spokesman said that meeting was held in the vibrant M Y Khan Auditorium at the corporate headquarter of the bank, was chaired by its Executive President, PK Tickoo and attended by Vice President (FOREX), Arshid Hussain Dar, officials of the International Banking Division(IBD) and Foreign Exchange Department of the Bank besides businessmen dealing in export trade of merchandise ranging from handicrafts, pashmina, traditional Kashmiri carpets among other items.

Describing exporters as “lifeline of any economy”, the Executive President interacted with the attendees and elucidated the range of exporter specific products and facilities that the bank offers the business community dealing with export of commodities.

“The country always looks up to the activities that ensure inflow of foreign exchange. Even though the government has come up with benefits for trader community, it has always been the endeavour of our Bank that the exporters should also get best possible services apart from the concessions that the government gives,” the Executive President said.

Various schemes devised by the bank to meet the requisite needs of the exporters were expounded which included business-specific products like Export Credit Scheme; a concessional working capital finance available both in rupee and foreign currency, Gold Card Scheme for Exporters which offers additional rebate on interest, Interest Equalization/Subvention Scheme, Multi-Currency Foreign Travel Card among other innovative products and schemes.

Later in the session, the Executive President along with other officials of IBD and Forex department of the bank entertained questions from the attendees and provided clarification to the queries raised by them regarding non-acceptance of dollar cheque, delay in realization of bills and sanction of ad-hoc facilities. The Executive President while passing on-spot directions to get the grievances redressed in a timely manner stated that other related issues shall be taken-up with concerned departments in the upcoming meeting of sub-committee of export promotion of State Level Bankers Committee (SLBC).

Geelani concerned over deteriorating condition of political prisoners

Hurriyat (g) Conference on Thursday convened a meeting of its Majlis-e-Shoora, presided over by its chairman, Syed Ali Geelani, at his Hyderpora residence. During the meeting, the overall political situation was thoroughly discussed.

The meeting was attended by representatives of the amalgam including Haji Ghulam Nabi Sumji, Molvi Bashir Irfani, Mohammad Rafiq Ganie, Mohammad Yaseen Aataie, Khawaja Firdous Wani, Ghulam Mohammad Nagoo, Syed Mohammad Shafi, Mohammad Maqbool Magami, Yasmeen Raja, Masooda Jamaat-e-Islami, Arshid Aziz and Mubashir Iqbal.

Besides other issues, the forum showed its grave concern about the deteriorating condition of the Kashmiri prisoners in and outside the state, particularly Tihar. Despite repeated statements and the off and on media reports there seems no respite from the pathetic and humiliating conditions faced by these poor inmates, the statement mentioned.

In the meeting, Hurriyat leaders strongly condemned the “nocturnal raid and brutal attack by forces” on TeH District President Baramulla Mufti Abdul Ahad and threatened him to exile from the district. He is a well known social and political leader and such barbaric assault on him are unbearable and unacceptable.

In his presidential address, Hurriyat Chairman termed Kashmir issue a globally accepted dispute wherein the people’s right to self-determination is not only acknowledged but confirmed by more than a dozen resolutions, but persistent denial of our basic rights has turned this beautiful piece of land in a battlefield.

“Pro-freedom leader has expressed his serious concern about the pathetic condition of political prisoners, said that despite being political prisoners they are denied every right guaranteed in the national or international jail manual. The revengeful attitude of the rulers in Delhi has grossed every limit of heartlessness and insensitivity. They willfully prolong their stay in jails through their judicial victimization,” the spokesman quoted pro-freedom leader as having said.

Citing the example of a prisoners Hurriyat chairman said that Dr Mohammad Qasim has completed his 26-year imprisonment is he is yet to be released, how long he will remain in custody? he questioned. Slapping of public safety act for the 37th time on Masrat Aalam Bhat has created a history of non-compliance of the judicial orders.

Similarly, for the last 9 years, Dr G. M. Bhat is languishing in Tihar jail and the list of fake witnesses (240), out of which only 33 have surfaced in these 9 years, and if the judicial pace is same it may need another 50 years for judicial pears to testify his charges. Peer Saifullah is already a patient of Brain Tumor and has been operated recently, but he is languishing in Tihar jail from last 1 and a half years without any medical care and even are not being released on his medical health. The other prisoners in and outside the state are facing the same situation, the statement said.

Pro-freedom leader passionately appealed to the civil society, other sects of the state and media fraternity particularly to print and electronic professionals and columnists to highlight the gross violations against the political prisoners, the spokesman said.

Amid snowfall, election department employees stage protest for fulfillment of pending demands

Amid heavy snowfall employees of the election, department staged a protest at press colony on Thursday for the second consecutive day to demand for the immediate redressal of their grievances.

The protesting employees under the banner of Jammu and Kashmir Field Employees Association of Election Department (JKFEAED) were shouting pro-justice slogans and demanded the creation of additional posts and removal of pay anomalies.

“Election Department is the backbone for the formation of a democratic government and our demands are meagre but meticulous,” said Peer Durafasha, a protesting employee. She said that the new highly qualified recruits feel demotivated by the current condition of the department.

“Government is spending a huge amount of money on the elections yet they can’t solve the problems of around 120 employees,” said the protestors.

The protesting employees demanded the removal of pay anomalies of election Naib-Tehsildars, Election Assistants, holding of Departmental Promotion Committee meeting (DPCs) and revocation of grading of sanctioned posts of Election Assistants.

Parveez Ahmad, an employee said that finance department rejected their proposal of demands and that is mere injustice.“Recently around 48 ERM operators were sacked because the government wants to hire a private contractor. They have been in service for 6 years now and provide for their families from this salary only. Where will they go now?,” he added.

The protesting employees threatened that if any action is not taken within 10 days they will be forced to go on strike again. They have submitted a memorandum to the Governor Satya Pal Malik demanding resolution.

Bashir Ahmad, a middle-aged man, every morning packs his lunch box and leaves for the office. He routinely reaches office exactly 9:30 am, puts his tiffin under his table where he sits all day. Once he sets his personal belongings aside, he picks up a duster and some cleaning chemicals, sprinkles on the landline telephones kept on a big rectangular table.

Ahmad is working at Indian Telephone Industry (ITI), Srinagar (ITI Limited), a central public sector unit (PSU) established in 1969.

There are different models of landline telephones lying around. It takes him around one hour to complete the dusting. Once the telephones are clean and in order, he then leans on his chair and reads the newspaper he already brings with him. He has no other work to do for the rest of the day. What Ahmad does, the other colleagues exactly do the same thing, no work.  At 4 pm, the vehicles outside the building are waiting, to ferry employees back home. Ahmad picks up his lunchbox back and sets for the home.

With no work to do, Ahmad and his colleagues are not happy with it but want to work and contribute. “This is the place we earn from,” one of them said. But the situation is such that their willingness for working even ends in sitting idle for full days in the office. There is no work to do.

ITI Ltd is basically India’s first independent public sector unit after the British left India. The first unit of the ITI came up in 1948 in Bangalore. There are now six units and 14 regional offices across the country.

After establishing the Srinagar unit in 1969, it was made the head office for north India. At its inception, there were only five employees who worked in the unit. It was established as an ancillary to Bangalore for the supply of component parts (initially different kinds of braided cords). Later in 1981, the status of the plant was upgraded to that of a manufacturing facility for the manufacture of telephone Instruments with an installed capacity of one lakh instruments.

The facility was doing well on the assembly line. Gradually, it was manned by 500 staffers. The Srinagar facility had BSNL and defence as their main buyers for the manufactured and assembled gadgets. “We used to receive an order for thousands of telephones in one go,” recalls nostalgic Ahmad. “The demand was so huge that we used to work overtime as it fetched additional incentives.” The last time Srinagar unit got a big order was from the BSNL in 2013, for 5000 telephones.

Till 1990s, the ITI was doing tremendously well, making good profits. But after the makeover of the technology sector in India, this PSU took a hit. As the demand dried up, manufacturing stopped.

The Fall

In contrast to the growing success rate and the dedicated staff of more than 500, the Srinagar unit has now only 60 employees left waiting for their retirements. All of its verticals are non-functional. The machinery lies defunct and is rusting in locked up rooms.

What negatively contributed to the once blooming PSU was that the unit could not move beyond its conventional operations. As the world adopted the advanced technology, the failure in ITI policymaking proved costly for the huge government-owned company.

It did not happen in Srinagar alone. It happened everywhere across India in ITI operations. The company started losing its sheen and prestige with the inception of the technology. In the 90s when LPG (liberalization, privatization and globalisation) concept crept in, the markets were diversified. So the traditional approach of the ITI resulted in losses.

“Had the management that time diversified we could have survived,” said one employee. In 1995, the PSU all-over suffered a huge loss of Rs 350 crore for the first time. Since then, it continued booking the losses.

To manage the crisis, the company has decided to reduce its staff strength. The employees were offered a golden handshake, a one-time settlement, to quit the jobs. All recruitments stopped since 2001.

But it did not help the company. The company kept on losing the contracts. ITIs all six units suffered huge losses.

With the advent of the mobile technology, the chances of bouncing back became remote for the ITI. As the cell phone swept the market, the demand for the ITI gadgets fell to the bottom. Despite the losses, the unit continued getting the assistance from the central government. A grant of around Rs 7 crore is being extended to the Srinagar unit yearly, which funds their salary.

Now the unit lacks resources to even manage the assets it owns. The land around the office is waterlogged; the walls look shabby. In the courtyard are broken and abandoned departmental vehicles.

The Srinagar ITI unit operates from state-owned land, which it got on a lease contract. Since the lease has expired, the state government is in no mood to renew the lease of a “sinking ship”. Part of the ITI building stands encroached upon by the police and paramilitary forces. The spot where the ITI’s assembly unit exists is now in possession of the police.

Resource constraint is reflecting in the kitty of its idle staff. Since 1997 they did not hike. They are rarely being paid their dues.

Revival and Hope

With continuous loses and no possibility of any work, the PSU saw a ray of hope in 2014’s digital India concept. They started diversification.

Now the ITI is producing a range of switching, transmission, and access and subscriber premises equipment. It also produces Information and Communication Technology (ICT) equipment such as network management systems, encryption and networking solutions for internet connectivity, and secure communications networks and equipment for India’s army. The company has over 3500 employees as of October 2017.

Also, ITI took a government contract of Adhar card making and they almost made 40 crore Adhar cards. In 2017, for the first time after 1995, the company had Rs 252 crore profit without the aid.

The change in ITI, however, bypassed Srinagar and it continues to be on shaky grounds. There is still no work to do as the unit was not diversified. The employees there are trying their best to get involved in skill development. They are meeting the officials to negotiate and to bring glory back to the unit. “If the government would put their efforts in it we can transform this into a skill development institute, else we fear this unit will end like the HMT,” said Ahmad.

Imran accuses two corporators of throwing a cup at him in front of Mayor Junaid Mattu. The accused duo in a presser refuted saying he is enacting a drama. The interesting part is when they accuse each other of being elected by few votes. Role of BJP, however, continues to be part of their accusations on each other.

As Kashmir was fighting the minus temperature, a family from remote Mooree area of Kupwara district was mourning their loss on the streets of Srinagar. A young mother delivered on the road and the girl child couldn’t survive. The incident evoked strong resentment from both unionists as well as separatists. The reason of ‘shame’ became the Srinagar’s lone tertiary care maternity hospital, Lal Ded, but the patient was referred from the hospitals in Kalaroos and Kupwara. Family alleges junior doctor refused to admit the pregnant lady. However, the doctor says the patient had no evidence of the labour pain. Though the versions vary, the loss is the fact. Whatever the final report of the inquiry comes, healthcare in the peripheral areas is still questionable that even a delivery case is being referred.

Calm streets in Srinagar’s Habba Kadal area erupted in protests when a youth was hit by a stone. Identified as Muhammad Younis, he was lying down with blood oozing out from his head. Locals alleged the stone was hurled by CRPF man from the nearby bunker, however, the spokesman of CRPF denied the claims. Out in the market to buy some vegetable, Younis was taken to the city hospital with serious head injuries.

Army cites security decision to bar PaK youth from meeting grandmother in Poonch

The army on Thursday cited decision taken at a security conference last year for not allowing 21-year-old youth from Pakistan Administered Kashmir who legally crossed over the Line of Control in Chakan-da-Bagh Poonch on January 28 to meet his grandmother and his other relatives in this frontier district.

In this regard, the army has written a letter to Deputy Commissioner Poonch giving reference of the minutes of the security conference held last year, Lt Col Devinder Anand, Jammu-based defense spokesman, told news agency GNS.

“The army has also requested that the individual will be facilitated to meet his family members on this side of the fence whenever he desires but across the fence they (Deputy Commissioner) should reconsider the permission,” he said.

Kamran Aftab, the 21-year-old resident of Bandi, tehsil Khuiratta, district Kotli of PaK travelled on the peace bus on Monday to meet with his many relatives on this side of the LoC including his grandmother who lives in Galota Behrote village, located ahead of LoC fence on the side manned by the Indian army. To reach there, one has to cross gates manned by the army.

On reaching Poonch, Kamran said he moved towards Mendhar in order to meet his grandmother and relatives Mohammad Mahroof son of Faqir Mohammad living in Galota Behrote.

“I reached the army gate so that I can move towards the village where my grandmother and uncle are living but army disallowed me,” Kamran said, adding that he then went to Police Post Balakote along with some local residents and also visited the office of deputy commissioner Poonch and informed him about the matter.

The officer, in turn, wrote a letter to army authorities, asking them to permit Aftab to travel across to meet the grandmother and other relatives.

However, the army authorities again barred him to cross the gates despite the letter of permission by the Deputy Commissioner.

“I am presently living in the house of one of my relative here and wish to go to Galota Behrote village where my grandmother and uncle’s family is living,” Kamran said. (GNS)

Qureshi-Mirwaiz call: Pakistan summons India’s envoy

In a tit-for-tat move, Pakistan summoned India’s high commissioner on Thursday, a day after Delhi had summoned Pakistan’s representative in India to lodge a protest over Pakistan Foreign Minister Shah Mahmood Qureshi’s telephone call to Hurriyat leader Mirwaiz Umar Farooq, Dawn News reported.

Qureshi on Tuesday had apprised the Hurriyat Conference (M) leader of Pakistan’s efforts to highlight the Kashmir issue at all international forums and to expose brutalities committed by Indian forces in Jammu and Kashmir. He was of the view that India should permit a Commission of Inquiry to visit Kashmir.

The foreign minister had informed the Hurriyat (M) chairman of upcoming events being organised in London at the House of Commons and an exhibition being held in the British capital on Feb 4 and 5. Mirwaiz had said that although he wished to attend, his and his contemporaries’ passports had been confiscated by the government to prevent them from travelling abroad.

According to report published by Dawn News said Pakistan Foreign Office Spokesperson Dr Muhammad Faisal during a weekly briefing on Thursday said that India had summoned Pakistan’s high commissioner to Delhi on Wednesday night to lodge a protest over Qureshi’s telephone call to Mirwaiz.

Pakistan rejected India’s objections to the telephone call and reaffirmed its support for the Kashmiri struggle for self-determination.

The report said that in response, Foreign Secretary Tehmina Janjua summoned India’s high commissioner to the Foreign Office this morning to lodge a protest over the summoning of Pakistan’s high commissioner to Delhi yesterday.

The Pakistan FO spokesman said Pakistan rejects Indian insinuations that equated the Kashmiri struggle for self-determination to terrorism.

“Kashmir is a disputed territory. The Indian government’s move to summon the Pakistani high commissioner is an attempt to influence the upcoming elections,” the report quoted the Pakistan FO as having said, adding: “If you wish to contest your elections, don’t involve us in them.”

The report said that Pakistan foreign Secretary Janjua made it clear to the Indian diplomat that Pakistan would continue to extend support to the people of Kashmir.

The FO spokesperson explained that Pakistani leadership has always communicated with Kashmiri leadership and that Qureshi’s phone call was not anything new, Radio Pakistan reported.

In a statement, the Pakistan FO reiterated that Kashmir is an outstanding dispute between India and Pakistan.

It added that Pakistan is committed to extending political, diplomatic and moral support to Kashmiris and would maintain support and solidarity with them until the dispute is resolved in accordance with United Nations Security Council resolutions and the wishes of the Kashmiri people, reported Dawn News.

“The main objective of organizing such boot camps is to bring mass awareness about the Startup policy and to inculcate the spirit of innovation among the youth in order to give a flip to the conversion of innovative ideas into profitable business ventures,” he said.

“The program was attended by 145 students and the faculty members of the ITI. Will revoke PSA if NC elected with majority: Omar Abdullah

National conference vice president and former Jammu and Chief Minister Omar Abdullah on Thursday promised to repeal the controversial public safety act (PSA) if the National Conference is elected with a majority in state assembly elections.

“I assure you and through you, I assure the people of Jammu and Kashmir that the day National Conference makes its government on its own, God willing in 2019, within days I will repeal PSA. I am telling you (workers) that I will blot it out from the papers forever,” Omar in his address at Pulwama today said.

“JKNC is committed to bring Jammu and Kashmir out of misery, despondency and darkness,” he said.

“We have seen enough of coalition governments where we remain at the mercy of someone,” he said.

“We know that the armed forces special powers act (AFSPA) won’t be revoked without discussing it with center. And for that, we will discuss it with the center. But what about state laws why we can’t revoke them,” he added.

Omar said that Kashmir youth should not be arrested under PSA and for months together their parents suffer for their dear ones.

Two arrested with brown sugar worth Rs 70 Cr: Police

Police on Thursday said that acting on specific leads in Kupwara intercepted a Tata Sumo vehicle bearing registration No. JK01 R 4584 and recovered 19 kilograms of narcotics substance from the possession of the two occupants of the vehicle namely Zameer Ahmad Raina son of Mohammad Israel Raina and Riyaz Ahmad Badan son of Abdul Qayoom Badan, both residents of Amrohi, Karnah.

“The worth of the recovered consignment is estimated to be about 70-80 crores in the International market,” said police spokesman.

“Preliminary investigation has revealed that the narcotics substance was smuggled from across the LoC through a narco-smuggling network in the district. The catch will be helpful in protecting the gullible youth, from Pakistan based designs which lure them into drug smuggling and its consumption,” said the police spokesman.

“In this regard, a case FIR No. 2/2019 under relevant sections of law has been registered in Police Station Kralpora and further investigation has been set into motion,” he said.

“The investigation will further help to unearth the nexus of Pakistan based drug smuggling in Kupwara district,” he added.

“Police urges the citizens to cooperate in the ongoing campaign against drug menace in the society,” a police spokesman said.

Man injured after his car collides with truck in central Kashmir

Srinagar

A 30-year-old man was injured on Thursday after his vehicle collided with a truck on Srinagar-Leh highway in Kangan area of central Kashmir’s Ganderbal district.

The injured person identified as Manzoor Ahmad Poswa, a resident of Hariganiwan Kangan was travelling towards Kangan from Ganiwan when his car met with an accident at Mamar, resulting in injuries to him.

Soon after the accident, Poswa was shifted to nearby hospital for the treatment. Meanwhile, police have taken the cognizance of the incident.

India’s foreign policy response ‘shockingly pathetic’: Mehbooba on Mirwaiz-Qureshi call

Reacting to a phone conversation between the Hurriyat (m) chairman Mohammad Umar Farooq and Pakistan FM Shah Mohammad Qureshi, the PDP president and former chief minister of Jammu and Kashmir Mehbooba Mufti said that “foreign policy dictated by the compulsions of electoral politics is shockingly pathetic.”

In a series of tweets, the PDP president said: “Terming a phone call between Pakistani FM & Mirwaiz Umar Farooq sahab as anti India has reduced ties to an unbelievable nadir.”

“Ironically it was NDA under Vajpayee ji that facilitated meetings between Hurriyat leaders & Pakistani dignitaries plus allowing them to visit Pakistan to hold talks with the establishment including the then President General Musharraf.”

A foreign policy dictated by the compulsion of electoral politics is shockingly pathetic, Mehbooba wrote on Twitter.

Earlier, soon after Qureshi called Mirwaiz, in reaction, India told Pakistan to lay off on the issue of Jammu and Kashmir and Foreign Secretary Vijay Gokhale summoned Pakistan High Commissioner Sohail Mahmood.

Hyderabad exhibition fire: PDP demands relief for Kashmiri craftsmen

Srinagar

Peoples Democratic Party has asked the state government to provide immediate assistance to Kashmir-based craftsmen whose goods were damaged in a massive fire yesterday during an annual exhibition at Hyderabad.

In a statement, PDP Chief Spokesperson Rafi Ahmad Mir said around 300 craftsmen from Kashmir had set up stalls at the exhibition. “Their stock worth crores of rupees has been damaged. The state government needs to intervene,” he said.

He urged the Governor Satya Pal Malik to appoint a special liaison officer to provide them succour.

Expressing grief over the fire incident, Mir said that it is unfortunate that most of the Kashmiri shopkeepers have suffered and there is no goods insurance. “It is the moral duty of the Governor to act upon and provide them relief,” he said.

“These are young entrepreneurs who pinned hope on this exhibition, now they are distress, we urge the Governor Sahib to intervene,” PDP spokesman in a statement said.

Sluggish Transport irk commuters in Srinagar

Srinagar

The already derailed public transport system in the city brings more troubles to the commuters in the chilly winters by their sluggish pace resulting in the frequent jams around the city centre Lal Chowk.

The minibuses plying on the different routes ferrying passengers to Lal Chowk stop at any place to pick up the passengers. There are no designated stops where they would stop and pick, a number of commuters told Kashmir Life.

“I travel every day from Soura to get to my tuitions, and the buses in which I travel take twice of the actual time to get us to our destinations,” said an engineering entrance exam aspirant. He also added that it wastes a lot of his precious time.

Apart from the lack of a mechanism for the transport, there is no schedule or proper timing for any route, complained the commuters. “I cannot find buses on time and my family gets apprehensive. Especially in winters, I reach home late in the evening,” said Mehar, a second-year college student, who travels every day from Bemina to Srinagar.

The sluggish transport often leads the commuters to reach late to their destinations, a student, from Barzulla locality of the city, complained about irregular service and said no bus from Rambagh goes directly to Lal Chowk, thus forcing her to walk to Barzulla every day.

pertinently, the city has seen a consistent rise in private vehicles over the last few years leading to more traffic problems.

Meanwhile, commenting on the issue, Regional Transport Officer (RTO) for Kashmir division, Iqramullah Tak said that he will look into the matter and try to resolve it as soon as possible.

India objects UK for allowing Pak to organize Kashmir Conference at its Parliament

India has strongly objected to the UK for allowing Pakistan foreign minister Shah Mahmood Qureshi to use the House of Commons as a stage for a Kashmir conference during a visit to London this weekend, reported The Economic Times.

According to a report published by The Economic Times said that Delhi has conveyed these through diplomatic channels after it emerged that the Pakistan foreign minister has a packed Kashmir agenda during his visit starting February 4.

“The UK, for its part, is believed to have assured India that Qureshi will not be on an official bilateral visit and no formal meetings are scheduled for him with the British government,” The Economic Times reported.

The report said that Delhi, however, is keeping a close watch after Qureshi made an unprecedented phone call to Hurriyat leader Mirwaiz Farooq on Tuesday to invite him to the conference.

“Qureshi is also expected to join protest marches on Kashmir in London,” the report said.

The report quoted sources as having said that India has officially raised the matter with the UK: “We have taken up the matter with the UK authorities and they are aware of our sensitivities on the motivation and timing of the visit,” The Economic Times quoted sources as having said.

Qureshi is leading a Pakistan government effort to hold a seminar on the report of the UK all-party parliamentary group on Kashmir headed by MP Chris Leslie. The report, which was brought out last November is critical of Indian Army presence and has alleged human rights abuses in the Valley. It also called for the removal of the Armed Forces Special Powers Act and the Public Safety Act, The Economic Times reported.

Two CRPF men, five civilians injured in grenade attack: Police

Srinagar

Police on Thursday issued the following statement regarding grenade attack in south Kashmir’s Islamabad district saying that militants hurled a grenade on security forces at Sherbagh Chowk in Anantnag town.

A police spokesperson in a statement said that militants today hurled a grenade on security forces at Sherbagh Chowk in Anantnag district which resulted in injuries to five civilians including 3 women, and two CRPF jawans.

“The injured who have been identified as Rehana Begum, Sobiya Jan, Naza Begum, all three residents of Anchidora, Irfan Dar resident of Lal Chowk Anantnag, Mohd Hussain resident of Sofipora and two CRPF jawans have been shifted to the hospital for the treatment of their injuries,” said the spokesman.

“Police have registered a case in this regard and officers continue to work to establish the full circumstances of the incident,” he said.

“If you have any information that can assist police in its investigation, you may contact Police,” a police spokesman said.

Water-logging irks HMT residents

The inhabitants of the HMT area on the outskirts of Srinagar complained of water-logging in the area which pushing the residents to immense hardships and inconvenience.

Roads of the various areas of HMT including Mustafabad, Umerabad, Ghalibabad, Iqbal Colony are submerged in water and the residents are finding it impossible to move around.

“We have to take longer routes to avoid getting into trouble while going to our destinations. Every time it rains or snows water accumulates in the streets,” said Naqshab, a local resident.

“There is no proper drainage system in the area and every time after the rainfall, the areas are submerged in water. We often raised the issue with the former MLA and administration but nothing changed,” said a local resident Mohammad Jamal.

The residents said a drainage project was started in March 2018 along the Srinagar-Baramulla highway but it was suddenly stopped after some time and excuses of unavailability of resources were made.

The work has now been resumed at some locations but that is adding to the woes of the locals in the winter season. “This should have been done in summer. Digging up roads brings more mess,” said a regular local commuter.

Commissioner Srinagar Municipal Corporation(SMC) Peerzadah Hafeezullah said that the lack of a proper drainage system is the main reason for the water-logging in the area.

He said that they have funds and are working on a drainage project.

“The motors they have don’t have enough capacity to remove all the water. “We have requested assistance from Fire Department and we will try to sort out this problem soon but the water gets accumulated even after pumping it out. There is no proper outlet,” said SMC Commissioner.

Paramilitary trooper, five civilians injured in Islamabad attack

A Paramilitary trooper and five civilians including a woman were injured on Thursday after suspected militants lobbed a grenade towards a mixed deployment of CRPF and Police at Kralyar area of the Islamabad locality in south Kashmir.

Reports said that suspected militants hurled a grenade on the forces party resulting in injuries to a CRPF man and five pedestrians including a woman. All the injured were taken to nearby hospital where the condition of the woman and two others are stated to be serious.

Meanwhile, forces have cordoned off the area and searches have been started to nab the assailants

Handing over rattle power project to NHPC not acceptable: Omar Abdullah

Jammu and Kashmir National Conference Vice President Omar Abdullah on Wednesday opposed the proposed handing over of Rattle power project to NHPC, saying that the sell-out of a viable power project will have long term negative implications on economic growth of the state.

While addressing workers and party functionaries at a one day Block Convention in Khanyar, Srinagar Omar Abdullah said, “The proposed move of the governor administration to hand rattle power project to NHPC will undermine the economic interests of the state. The project can exclusively be run by the state effectively.”

“Not even a single megawatt of electricity was added to the energy sector of the state by the former BJP-PDP government. On the contrary, due to their imprudent policies, the state lost its financial autonomy and suffered immensely across different sectors. The incumbent governor administration, unfortunately, is following suit and has reportedly initiated measures to hand over projects under state control like Rattle power project to outside agencies,” he said.

Cautioning the governor administration against the proposed move he said, “Any such sellout will inevitably cause immense damage to the state. Governor must rethink this decision and issue necessary directions to concerned to put a stop to any such move,” adding, “Once in power, we will ensure that all the measures initiated by the governor administration which are detrimental to states interests and its identity are revoked.”

On the occasion, the NC Vice president reiterated party’s resolve to safeguard and protect Art 35 A and Art 370 against all machinations. “We will continue our fight against those who are conspiring to attack our identity and special status. Ever since PDP- BJP alliance came into being, there have been innumerable attacks to weaken State’s interests and its political identity. Even today there are forces in various forms who are hell-bent to destroy our special status but we will not let them win,” he said.

Omar maintained that the party is alive to the difficulties of the people of Srinagar, in particular, the people of the city. “The urban environment of Srinagar is fraught with problems ranging from traffic congestion, housing problems, slum growth and gross unemployment. The need of the hour is to have an inclusive development policy wherein development and preservation of ecology go hand in hand,” he said.

Party’s General Secretary Haji Ali Muhammad Sagar while addressing the convention said, “The policies pursued by BJP-PDP government proved detrimental to the small businesses of Srinagar. The extension of GST to the state has severely marred the artisan community of state and Srinagar in particular.”

“Much of the infrastructure augmentation in terms creating affordable housing, improvement of sewage and providing jobs to city youth through special drives was done during Omar Abdullah led government,” he said.

“Once NC is in power we will roll out a comprehensive economic, developmental and employment oriented package for Srinagar city, in particular, Shahar-e-Khas,” he said.

Among others Provincial President Nasir Aslam Wani, Central zone president Ali Muhammad Dar, District President Srinagar Peer Afaq, Political Advisor to Omar Abdullah Tanvir Sadiq, YNC Provincial President Salman Ali Sagar were also present at the event.

Jammu-Srinagar highway closed after fresh snowfall

The Jammu-Srinagar highway was closed on Thursday following fresh snowfall and landslides on the strategic route, a Traffic Department official said.

No vehicular movement would be allowed on the highway during the day keeping the safety of travellers in mind. The situation will be reviewed after the weather improves,” he said.

He said roads in the Banihal sector turned slippery following fresh snowfall, while there were some landslides in the Ramban.

“Priority will be to ensure that no vehicle gets stranded and all vehicles parked or abandoned at various places on the highway are cleared,” he added.

He said the decision to suspend traffic on the strategic highway was taken after the Met on Wednesday issued an advisory of rain and snowfall in the state.

Assessing the weather and road condition, vehicular traffic was suspended early on Thursday.

Intending travellers have been advised not to undertake the journey without finding out the latest status of the road from traffic helplines in Jammu and Srinagar.

Parts of Kashmir Valley receive light snowfall, highway closed

Parts of Kashmir Valley received light snowfall on Wednesday night even as local meteorological department predicted wet weather across Jammu and Kashmir, cautioning that it may disrupt transport further on Srinagar-Jammu highway, the only surface link connecting Valley with the rest of the world.

An official from the weather department said that: “We expect light to moderate snowfall from today (evening) at most places of Jammu and Kashmir and some places of Ladakh,” adding that the rains and snow may affect Srinagar Jammu highway especially Banihal -Ramban stretch, which has already witnessed multiple landslides. However, the authorities have closed the highway at Jawahar-Tunnel due to a fresh snowfall on Wednesday night.

Meanwhile, the mercury rose in Kashmir last night with Srinagar, the summer capital of the state, recording a low of minus 0.3 degrees Celsius against minus 5.4 degrees Celsius on the previous night.

Pahalgam, which serves as base camp for the annual Amarnath Yatra in south Kashmir, witnessed minus 2.7 degrees Celsius. The MeT official said Qazigund the gateway town to the valley in south Kashmir recorded minus 0.4 degrees Celsius, and Kokernag town registered a low of minus 2.8 degrees Celsius.

The ski-resort of Gulmarg in north Kashmir recorded the minimum temperature of minus 6.0 and Kupwara was at minus 0.9 degrees Celsius.

As the PM Modi has scheduled his visit to Jammu and Kashmir on February 3, 2019, the AIP president ER Rasheed said that his party will receive the PM with black flags in Srinagar as a mark of protest.

Rasheed in a statement issued to media has expressed deep concern over the proposed MOU to be signed between state government, Centre and NHPC for starting work on 850MW Retle power Project.

The spokesman quoting Er Rasheed said that while State Power Development Corporation is competent enough to construct Retle or any other Power Project, New Delhi seems to be adamant to “loot” our resources and is always utilizing services of NHPC like East India Company.

“While GVK had started the construction on Retle power project but after feeling that state power Development Corporation will not allow it to fulfil it, the company left the project half-way. While PDC had successfully commissioned 900MW phase-I and Phase-II thus making an annual turnover of more than 1500 Crores, it carries no justification to demoralize JK PDC and invite non-state companies, the spokesman quoted Rasheed as having said.

“It is learnt from reliable sources that on the directions of PMO and Ministry of Power Govt of India, the state government has prepared a draft to construct the Retle Project through joint investment between NHPC and JKPDC. While NHPC will be investing and owing 51% of the total project cost, JKPDC will get just 49% shares. As per the agreement, the project will be handed over to the state govt. after 25 years and for the first 10 years the state is going to get nothing out of the said project after being commissioned. Moreover one has a reason to question NHPC as the said company has failed to keep its previous agreements and has not returned the eight power projects which stand already completed and NHPC is denying the handing over of these power projects, thus NHPC has no moral authority to take over the construction of Retle project in hand, the spokesman quoted Er Rasheed as saying.

Rasheed added that while in the agenda of alliance between PDP and BJP state was supposed to get power projects back from NHPC, it is shameful that New Delhi is misusing governor’s office and position to “loot” the resources of the state and is eying on Sawalkote, Kirthai-I and Kirthai-II projects having a capacity of 3200 MW’s. He said that party will receive PM Modi with black flags in Srinagar on his upcoming visit to protest against the “colonial mindset of New Delhi and against looting resources of the state”.

The DGP, while interacting with the police personnel complimented them for the appreciations and the laurels they have brought in the fight against terrorism. He said that the efforts and achievements of J&K Police have been recognized at the highest levels of the government across the country. The Prime Minister of the country Narendra Modi showered praises on the J&K Police during DGP’s conference in Gujrat, he added.

The DGP impressed upon the police personnel to strive harder to maintain peace and order in the State. He emphasized that the police personnel must deal strictly with elements involved in the radicalization of youth and pushing them towards terrorism. He directed the police officers to identify and book the persons involved in these activities.

DGP said that Baramulla police has created an island of peace with no active surviving militant in the district.

“It has come as a big relief to the people. More such islands of peace, police and army need to create in other parts of Kashmir so that violence against the innocent people by the militants comes to an end and a sustainable peace prevails in the State where the young children and students could think of their studies and career,” he said.

“The youth could aspire to be gainfully employed and the elderly could move with the same respect and honour what Kashmir society was known for,” said DGP.

Dilbag Singh urged all policemen to work towards this end and ensure that while they deal firmly with anti-national elements and anti-social elements, due respect is given to the innocent people. “They should also extend a helping hand to the needy people in any kind of distress situation. They should be fair and impartial while enforcing the law and should deal with any kind of disturbance, violence firmly and strongly by lawful means,” he added.

DGP told the policemen that the State and Central Governments have taken all urgently required welfare measures for which the Police department is grateful. This must motivate all ranks of Police to bring upon further improvement in their working. They were told that more such welfare measures shall be deliberated upon in the upcoming Central Committee Meeting.

IGP Kashmir S.P Pani, during the interaction, highlighted various welfare measures initiated by the government for the police force.

He impressed upon the police personnel to work hard and maintain the rule of law.

Dr Rashmikant Dave, Executive Director, National Board of Examination (NBE), Delhi and Dr Vinay, Dy. Director National Board of Examination (NBE), New Delhi also participated in the meeting.

Principal Secretary informed that 5 District Hospitals at Doda, Rajouri, Kathua, Anantnag & Baramulla are being upgraded to Medical Colleges. However, he stressed that there are other District Hospitals which also need to be strengthened in terms of manpower and infrastructure, which could be done by initiating the process of District DNB courses to strengthen the District Hospitals in terms of manpower and infrastructure.

This will improve the health services in the districts and will also de-congest the Tertiary care Hospitals at Jammu and Srinagar, he said.

Dr Jitender Mehta, Programme Manager, NHM, J&K gave a detailed presentation regarding the DNB courses and actionable points.

The participants from National Board of Examination (NBE) briefed about the requirements for starting District DNB courses in the State and assured to extend their cooperation in starting the same in the  J&K State.

After detailed discussions, it was decided that CMOs/Medical Superintendents under the close supervision of concerned Director Health Services will start the exercise to fulfill the necessary conditions for timely filling of applications with the National Board of Examination.

LMD Baramulla recovers Rs 50,000 fine from calculator manufacturing company

Legal Metrology Department Baramulla recovered a fine of Rs 50,000 from a leading calculator manufacturing company for violating labelling norms.

As per a handout issued by the department here, a team of Legal Metrology Department Baramulla booked the company for violation of Legal Metrology (Packaged Commodities) Rules, 2011 after it observed that the calculator packages manufactured, packed and marketed by the company were being packed and offered for sale in violation of the said rules. Maximum retail price on the calculator packages was smudged and hiked in violation of the provisions of the Legal Metrology (Packaged Commodities) Rules, 2011.

The deceptive packages were seized from a retailer in Sopore area of the District and the matter was taken up with the company which in turn admitted to the lapse and requested for compounding of the offence. Following this, Assistant Controller Baramulla imposed a fine of Rs 50,000 on the company for the above-mentioned offence.

Earlier, during this month, two car companies were also penalized with a fine of Rs 50,000 each for violating labelling norms in accessories packages. Pertinently, it is an offence to manufacturer, pack, import, distribute and sell packaged goods which do not adhere to the labelling norms.

He also impressed upon the Traffic department to make proper arrangement for the parking of vehicles. He was informed that the arrangement for parking of vehicles has been made near Botanical Garden and at the Golf course.

The Divisional Commissioner, Baseer Ahmad Khan informed the meeting that all arrangements including, security, electricity, transport, medical facility, drinking water, parking, security passes and other requirements have been put in place.

Publication of Electoral Rolls: Dated extended to Feb 7

The Election Commission of India (ECI) has extended the date for final publication of Electoral Rolls in Jammu and Kashmir to February 7 2019.

According to Chief Electoral Officer, J&K, Shailendra Kumar, his office is in the process of informing all the political parties about the extension of date for the final publication of the Electoral Rolls, which is a constitutional requirement.

On inquiring about the enrollment of new voters and updations, Kumar said it is a continuous process and new voters can get enrolled anytime online on www.nvsp.in or download ‘Voter Helpline’ App from Google Play Store. He said voters can also get information on Universal Voter Helpline ‘1950’.

Div Com issues avalanche warning

Divisional Administration Kashmir on Wednesday issued an avalanche warning for next 24-hours for hilly and avalanche prone areas of Kashmir Valley, Leh and Kargil districts.

“Avalanche warning valid for next 24-hours from January 30 to January 31, 2019 (1700 hrs) exists for avalanche-prone areas in Anantnag, Baramulla, Budgam, Kulgam, Kupwara, Bandipora, Ganderbal, Kargil, and Let districts of Kashmir Division” a handout stated.

Meanwhile, the concerned Deputy Commissioners have been asked to take precautionary measures in their respective districts and advise people not to venture in avalanche prone areas during the aforementioned period and monitor the situation regularly to avert any untoward incident.
