From London, Farooq-Omar Duo Pray for Peace in Subcontinent

On the eve of the New Year, Parton Jammu and Kashmir National Conference Dr Farooq Abdullah and Party Working President Omar Abdullah Wednesday prayed for peace and prosperity in the state, a party statement said.


In a statement issued here from London, Dr Farooq Abdullah and Party Working President Omar Abdullah have prayed for long lasting peace in the subcontinent particularly in Jammu and Kashmir state.


“We hope that the New Year will bring an era of peace of and prosperity in the entire subcontinent particularly in Jammu and Kashmir state so that the poor people can reap the benefits of a developmental era in the region,” the politicians said in a joint statement.


“Dr Farooq Abdullah said that the previous year was a troublesome year for the people of Kashmir as after the incessant rains, a great deluge hit the most important parts of Kashmir valley bringing miseries to a huge population,” he said and added “But, the way the courageous people of Kashmir shaking hands in hand with each other, emerged, proved that we are a conscious nation.”


He said our very own people especially the youth of the state played a great role in saving the lives of thousands of people across Kashmir and then organized community kitchens for the affected people, the examples of such brotherhood can be found nowhere in the entire world.


“In a place where the people affected by floods, themselves become the volunteers to help and save others, irrespective of their creed and cast and provide them with the shelter and food, these things are possible in Kashmir only and now here else in the world,” he said and added “People of Kashmir have faced the tough times and challenges in the past but this courageous nation emerged successfully time and again despite all odds.”

Jammu Kashmir Liberation Front (JKLF) chairman Mohammad Yasin Malik Wednesday said that late Professor Abdul Ahad Wani was a versatile personality who through his exemplary wisdom and unparallel sacrifices achieved a high place in the history of Jammu Kashmir.


“People like him add to the glory of nations and Shaheed Professor was also a glory for the nation of Kashmir,” Malik said while speaking in a condolence meeting held to remember Wani on his 21st death anniversary on Wednesday.


“It is worth to mention that JKLF in past used to organize a seminar on this day but due to so called elections whole leadership was in jails and thus program of seminar could not be held. Instead of seminar a grand condolence meeting chaired by Malik was held today,” he said.


Speaking on the occasion Malik said that intellectuals and thinkers like Prof Wani are like a jewel in the crown of nations and whenever history of Kashmir will be written his name will be remembered with great honor and dignity.


“Shaheed Wani led Kashmiri nation on legal, political, social and diplomatic fronts. On diplomatic front he led this nation before the international community and surprised everyone with his wisdom, vision and intellect,” he said.


The JKLF chairman said that best way to remember the sacrifices of martyrs and pay tributes to them is to keep striving for sacred cause for which these martyrs laid down their lives.


“As a living nation, we will have to stand firm in hard circumstances and keep on resisting the enemies of freedom with valor and courage,” he said.


After the program a congregational prayer meeting was held for professor Wani and other martyrs of Kashmir. “Participants of the meeting recited Quran and prayed for the freedom of Jammu Kashmir and martyrs,” the spokesperson said.

While terming the continuous imprisonment of DPM leader Shakeel Ahmad Bhat of Fatah Kadal even after his fresh PSA stands quashed by the High Court as “illegal and unjustified,” Hurriyat Conference (G) Wednesday demanded his immediate release.


“The leader has been detained dozens of times under this black law PSA and this time he was arrested with the announcement of election drama like the other pro-freedom leaders. The other pro-freedom leaders were although detained under article 107 and 150 but the Shakeel sahib was once again slapped with PSA and instead of local jails he was sent to Udhampur jail,” Ayaz Akbar spokesman of Hurriyat (G) said in a statement.


He said that the High Court quashed his detention last week and rejected all allegations leveled against him.


“The High Court issued his release orders but Shakeel sahib was not released. During the 2010 uprising one arm of the pro-freedom leader was broken by the police and due to he being continuously in the jail he doesn’t get the proper treatment for that,” he said.


The Hurriyat (G) spokesman alleged that Bhat was being subjected to the political vengeance even in the jail and the ‘criminal silence’ is being maintained over his health.


“The food items supplied in the outside Valley jails is not up to the standards and due to which the inmates are suffering badly. The political prisoners in these jails are treated worst than criminals and are not provided with adequate facilities which are for them in the jail manual. The inmates of Jammu jails are not provided with adequate medical facility,” Akbar alleged.


He appealed Amnesty International and other human rights organizations to take serious notice of the plight of the political prisoners of Kashmir and use their influence in releasing the prisoners.


Meanwhile, Hurriyat (G) also said that the one day seminar which is scheduled to be held on 5th January 2015 Monday will be held at “Hotel Mumtaz Towers” Srinagar, opposite Exhibition ground (above V-Mart showroom).

170 Militants Active in Kashmir: Lt Gen Saha

Army on Wednesday while cautioning more militant attack in future said around 170 militants are operational in Kashmir valley at present.


According to KNS, General Officer Commanding (GOC) of Army’s 15 Corps Lt General Subrata Saha while talking to reporters on the sidelines of a function in North Kashmir said that the army is fully prepared to face any kind of situation on ground and is ready foil any attempts that would be aimed to disrupt peace in the region.


He maintained that the militants were trying to infiltrate at present but army is keeping close vigil on borders to foil any infiltration bid of the militants. General Saha added that the attacks that were carried in Mahura, Uri in the starting of this month could be carried in future as well as the militants are trying to disrupt peace in J&K. He remarked further that the security forces are fully equipped to cope up with the situation.


Claiming that 160 to 170 militants are operational in Kashmir valley at present, General Saha said more infiltration attempts are being made at LoC. Hoping that the new government would be formed at the earliest, GOC said peoples’ issues would be resolved once the formation of new government takes the final shape.


While refusing to comment over the Armed Forces Special Powers Act (AFSPA), he said the issue is a political one and its solution would be evolved politically.

NC Ready to Give in Writing if PDP Accepts its Support

With Peoples Democratic Party (PDP) yet to respond National Conference’s (NC) unconditional support offer for the formation of the government, the latter Wednesday said that Omar Abdullah has verbally communicated to PDP patron Mufti Mohammad Syed about his unconditional support.


The NC also maintained that it is ready to give in writing the unconditional support to PDP if it accepts the offer. “See some people in the PDP are saying that they have not received any verbal or written message from the National Conference for their unconditional support offer. Let me inform them that a very responsible communication from Omar Abdullah has gone to Mufti Sahab in which he has clearly offered him for NC’s unconditional support,” NC Jammu unit chief and MLA Devendra Singh Rana told KNS.


He said that PDP should respond the NC’s call. “PDP should respond to our call. We are ready to give in writing if they accept our offer. I believe that if PDP will form the government with the support of NC it will be beneficial for all the three regions and the government will run as per the aspirations of the people,” he said.


Rana claimed that three independent candidates are ready to give support to the PDP-NC government. “The three independent MLAs are ready to support the PDP if they will form the government with the support of NC. I fail to understand what stops PDP to form the government with the support of NC,” he said and added that the PDP should come clean on the issue.


The NC leader claimed that BJP has not approached NC nor NC is in any touch with BJP for the government formation. “I can tell you that BJP till now has not approached the NC for the government formation and the NC stand is clear that the party is ready to support the PDP,” he said and was quick to add that if PDP will not accept their support the party will think over other options.


He said that it was the party’s working president, Omar Abdullah who first made the offer of support to the PDP in the formation of a government.


“The PDP should understand that Omar Abdullah is committed what he has said and PDP should also realize that people of Jammu and Kashmir want that the PDP should form the government with the support of NC,” he said.


It is to mention here that after NC’s offer, the PDP had sought a written assurance from the NC. With NC having 15 MLA’S and claiming to have support of two independent members, the combined strength of the two parties makes it 45 and that is more the minimum number required to form the government.


In case the PDP and NC forge an alliance in the formation of a government it will keep the Bharatiya Janata Party which won all its 25 seats from Jammu out of power and it will have to sit in the opposition.


Despite ongoing negotiations between parties there has been no breakthrough for formation of a government yet.

Amid Stalement, Mufti Moves to Gulmarg

Amid the continuing of deadlock over the formation of next government in Jammu and Kashmir after the December 23 results threw up a hung assembly, PDP patron Wednesday moved to tourist resort of Gulmarg.


Sources said that the PDP patron, who has restricted himself to his Fairview residence, along with some party aides and family members reached Gulmarg this evening while party president Mehbooba Mufti met governor N N Vohra to discuss government formation.


Pertinently, after PDP emerged single largest party with 28 seats followed by BJP at 25, no party has claimed to form a new dispensation so far.


Interestingly, Mufti’s visit to Gulmarg coincides with “New Year Celebration” in the region. Reports said that all the hotels had been already booked at the favorite tourist resort.

Hurriyat (M) Pledges to Safeguard “JK’s Muslim Character”

Hurriyat Conference led by Mirwaiz Umar Farooq Wednesday said that the amalgam shall stand by the Hurriyat Constitution over the issue of “protecting Muslim character” of Jammu and Kashmir.


“Renewing their pledge that they stood by the Hurriyat constitution over the issue of protecting Muslim character of Jammu and Kashmir, the participants in the meeting reiterated that they that would continue their relentless efforts to protect the Muslim majority identity of the state at all costs,” a statement issued by the amalgam said.


Mirwaiz Umar Farooq had convened a joint meeting of Hurriyat’s executive council, general council and working body members at the conglomerates headquarters located in Rajbagh.


“The participants also pledged that they will tooth and nail oppose the communal, regional and divisive forces with militant and hegemonistic mindset. The Hurriyat constituents will speed up their political activities to protect the existing geographical and cultural identity and stability of the state of Jammu and Kashmir. In all this they would move forward with renewed vigor and oneness of purpose,” the statement said.


“The meeting reiterated its stand that sham elections could neither substitute the disputed status of Kashmir, nor could they alter the political and historical realities associated with the dispute. They further said that the cacophony of so called electoral politics in Kashmir, cannot drown the aspirations and sentiments of people towards the freedom struggle.”


“Stability and security in South Asia would always be dependent on the resolution of the Kashmir issue needs to be understood.”


Further, the statement said that the participants stressed upon the Indian leadership to shed its intransigence and start a meaningful dialogue with Pakistani and Kashmiri leadership to solve the Kashmir dispute.

In 2014, JK Witnessed 8000 Political Rallies: DGP

Jammu and Kashmir Police Wednesday in its “New Year Message” said that the force is satisfied about its efforts to maintain ‘peace and instill a sense of security’ among the people of state.


In a 20 pages booklet, “Surmounting the Challenges”, the state’s second major recruiter details about its work, challenges and its achievements.


The department said that while state of Jammu and Kashmir witnessed hectic political activities in view of Lok Sabha and State assembly elections, the good turnout in the polls shows that the people are free from any pressure and fear to elect their representatives.


“This is a good sign for Jammu and Kashmir Police but at the same time, we have to identify the areas where we could have done better,” writes DGP Dr K Rajendra Kumar lauding his colleagues.


The Police said that that more than 8000 state level political rallies and meetings were organized in state addressed by both National and state level politicians.


The police details about Criminal Investigation said that 96000 verification of different natures were carried out by its CID wing.


In 2014, its Crime wing has registered 58 FIRs in its two branches at Srinagar and Jammu. “Besides, 1678 complaints were received , out of which 1550 complaints have been disposed off,” the message reads.


“CCTNS implementation is in progress and site preparations at 239 locations have been completed. 22082 have been digitized and hardware at 158 locations, besides 13195 personnel imparted Basic Computer Training,” it said.


The message further said that the professional expertise of JKP in maintaining conducive atmosphere has been reflected in every field of life. Arrival of 11.5 lac of tourists during the outgoing number is a case, the message reads.


The police further said that 3.72 lac pilgrims at Amarnath Shrine and 90 lac pilgrims at Vaishno Devi Shrine peacefully visited the places with the efforts of the department.


Giving details about the training imparted to its personnel, the police said that 3665 cops were given training in various skills while 470 similar personnel were deputed various Training Institutes outside state.


The police informed about its Kashmir flood relief activities saying that it adopted nine villages to be ‘re-built and reshaped’ besides holding various medical camps. It also has been providing assistance to the orphanages and NGOs for under-privileged and physically challenged persons, and also establishing libraries and holding job-oriented computer courses.


It also gives details about the various sports tournaments held n=by the JKP in all the regions of state while offering successful details of its personnel in sports area.


The message details about various medals won by police personnel at national level. It said 154 cops were awarded with different medals while 200 were awarded DGP Medal for their excellent services during the outgoing year.


Giving details about appointments made under SRO 43, the police said that 63 wards of its deceased personnel. “Besides, more than Rs 35 crores were sanctioned for the welfare of serving and retired cops, including SPOs.”


“During the year, more than Rs 15 crore were released and paid to the families of martyrs and deceased personnel under various schemes.”


Accordingly, the police message further informed that two police hospitals treated more than 0.95 patients in Kashmir and Jammu, respectively.


“SPOs form a strong component of Organization and more than 25,000 SPOs are rubbing their shoulders with JKP,” it said.


JKP Housing Corporation (JKPHC) has built and handed over 50 buildings in 2014, it added.


About its Forensic Science Laboratories, the police said that in 2014, 3700 cases were received in its laboratories, out f which, 3000 stand disposed off.


“The year which has just come to an end gives us an opportunity to ponder upon our shortcomings so that we could find ways and means to overcome these in 2015,” the DGP Rajendra said.

In 2014, Passport Office Sgr Rendered 250 Services Per Day

Continuing with its record performance since 2012, Passport Office Srinagar during 2014 rendered around 56400 (Fifty Six Thousand Four Hundred) number of passport related services (around 250 per day) besides processed around 57000 (fifty seven thousand) passport applications, an official statement said on Wednesday.


“Thus around One Lakh Seventy Seven Thousand Passport services were provided since 2012 which is a record in the history of Passport Office Srinagar,” the statement claimed.


The performance of this year, however, assumes significance as the functioning of the office got badly affected due to floods, it said.


“Despite abnormal situation & inadequate facilities the office made tireless efforts to resume the functioning in record period. Various measures to provide interim services to the citizen were taken up including acceptance of applications under manual mode at the Passport Office-Srinagar and setting up temporary counters at the Passport Back Office at Srinagar for receiving online applications from the citizen. A camp office of Passport Office Srinagar was also set up at Passport Office Jammu to attend to Kashmir based Passport applicants,” the statement said.


“Duplicate Passports were issued on priority and under gratis (with fee waived) in respect to those Passport holders who had lost/damaged their Passports in floods. Special waiver scheme was offered by Ministry Of External Affairs in this regard. Around 1250 number of Passport holders were benefitted under the scheme till date.”


In addition to passport services, the statement informed, “this office was faced with a huge responsibility of crossing of Cross LoC passengers stranded on either side of LoC due to floods. Special bus service was arranged in coordination with all concerned on 26th Sep 2014 to facilitate crossing of stranded passengers. LoC crossing during the year otherwise remained hassle-free.”


“This year was a watershed in history of Passport Office Srinagar as it was conferred with maiden national award, “Certificate of Appreciation” for achieving high standards of Passport Service delivery to citizens. The office also had the honor of being the part of Indian Delegation in Indo-Pak Joint Working Group (JWG) meeting on Cross LoC CBMs held at New Dehli on March 4,2014,” the statement said.

NC Again: No Change in Unconditional Support Offer to PDP

National Conference on Wednesday reiterated its offer of unconditional support to the PDP and said that the stand of the party remained unchanged.


“As stated by our Working President, Omar Abdullah, our offer of unconditional support to the PDP, which has emerged as the single largest party in the State stands and this remains unchanged,” NC Spokesperson Junaid Azim Mattu said in a statement.

4 JK MPs Retire From Parliament Next Year, One Gets Reinstated in State Assembly

By the end of February 2015, state unit of Congress and National Conference will be missing from Parliament for the first time since 1947. It includes Ghulam Nabi Azad, Congress’s opposition leader in Rajya Sabha.


Former Health Minister in UPA-IInd and Congress veteran Gh Nabi Azad, Congress state chief Prof Saif-Ud-Din Soz, former broadcaster and NC foot-in-mouth MP from South Kashmir, Gh Nabi Ratanpuri and NC MP from North Kashmir, Muhammad Shafi Uri are the four Members of Parliament who are retiring in February 2015.


This year, Jammu and Kashmir voted six candidates to parliament three each from PDP and BJP. As the four last time-nominated MPs shall demit their offices in coming February, the next nominations shall take place once new dispensation is formed.


Among the four MPS, only two, belonging to National Conference fought in recently concluded Jammu and Kashmir Legislative Assembly Elections. But only Uri’s Muhammad Shafi could sustain in active politics by defeating Congress man Taj Mohi-Ud-Din and cop-turned-politician PDP’s Raja Ajaz Ali.


In the last session of Parliament that concluded recently, Rajya Sabha bade farewell to the retiring four MPs.


“The members, who are retiring, have made rich contributions in the deliberations of the House and I wish to place on record my personal appreciation for the courtesy, consideration and cooperation extended to the Chair (by the retiring members),” Chairman Hamid Ansari had said.

Kashmir Floods: Rs 156 Crore, Rs 42 Crore Disbursed as Relief in Kashmir, Jammu, respectively

Chief Secretary, Mohammad Iqbal Khandey, Wednesday reviewed the relief and rehabilitation measures underway in Kashmir and Jammu Divisions in a meeting, an official statement said.


“An amount of Rs 156 crore in Kashmir Division and Rs 42 Crore in Jammu Division has been disbursed as relief among the flood affected families,” the statement said.


Divisional Commissioners informed the meeting that ex-gratia amount of Rs 5 lakh announced by the government in favour of all those families whose next of kin lost their lives due to September Floods has been handed over to the affected people, the statement said.


Khandey directed Deputy Commissioners to ensure zero pendency in respect of disbursement of rent as announced by the government in favour of all those families, who have preferred to stay in rented accommodations. He said the district administration concerned should ensure suitable facilities to all those families who have preferred to stay in pre-fab shelters constructed for them at various places across the state, the statement said.


Khandey reiterated that the relief and rehabilitation of the flood victims shall remain priority of the government and as such directed the Administration to continuously keep up its efforts in this regard, the statement maintained.


“While reviewing the demolition drive underway to clear encroachments especially along river and canal embankments and water bodies, Chief Secretary directed the concerned departments to step up the effort further and submit weekly reports. He asked Irrigation & Flood Control department, to step up dredging/de-silting process in major rivers and canals besides strengthen the embankments.”


Deputy Commissioners informed the meeting that demolition drive has picked up and scores of illegal structures and thousands of trees along river/canal banks have been removed and more such illegal structures and trees shall be removed in coming days, the statement further said.

2 Die, Other 2 Got Injured in Different Road Accidents

Two persons died while two others were injured in a road accident in Handwara, a police statement said on Wednesday.


A Santro car bearing registration number JK09A-1634 and a Bolero vehicle bearing registration number JK01S-6491 collided at Gund Kohroo, Handwara.


“In this accident two persons Abdul Rashid Lone son of Ghulam Ahmad resident of Mandgam, Zoona Begum wife of Ghulam Ahmad died on spot while other two persons Basit Ahmad Bhat resident of Mandgam and Shakeel Ahmad Lone son of Ghulam Ahmad got seriously injured. Both the injured were shifted to Srinagar hospital for treatment,” the statement said.


Meanwhile, fire broke out in village Mudder, Bandipora resulting in damage to the residential house and cow shed of Abdul Salam Rather son of Mohammad Shaban Rather resident of Madder Bandipora. Fire was brought under control by fire tenders and local police, the statement said.


It added that fire broke out in the mess shed of 29BN CRPF camp at Sanat Nagar, Srinagar, resulting in partial damage to the shed.

BSF Personnel Dies in Border Firing

According reports reaching here, a Border Security Forces personnel died while another got injured in alleged firing across the border in Jammu region.


“One Border Security Force (BSF) personnel was killed and another injured when Pakistani troops opened unprovoked fire in Samba sector of Jammu region this afternoon,” reports said.


This development comes just shortly after PDP chief met Governor N N Vohra in Jammu to discuss the formation of new dispensation in Jammu and Kashmir.


Reports added that this incident led to tension on the border and exchange of fire was going on till last reports came in.


“From our side there was no provocation,” reports quoted a senior BSF officer as having said.

Independents advocate for Non BJP govt

The independent legislators from Kashmir valley, who were declared successful in the recently held elections of 2014, M Y Tarigami, Hakeem Mohammad Yaseen and Engineer Abdul Rashid Wednesday urged the non-BJP parties to come closer for the formation of the government in the state at the earliest.


In a joint statement issued by Tarigami, the legislators have said, “Due to the recent devastating floods and the onset of severe winter, the people of the state are facing untold miseries while the administration is virtually unconcerned. In this scenario only the elected government can come to the rescue of the affected people by starting the stalled reconstruction and rehabilitation work.”


The MLAs have cautioned the BJP against the imposition of its ‘partisan interests, power mongering and ignoring people’s sensitivities’.


The lawmakers have asserted, “The BJP’s efforts to capture power at any cost will increase the alienation of the Kashmiri masses and harm the already fragile political process.”


The legislators have appealed the parties who won a sizable number of seats on ‘anti-BJP’ plank to respect the mandate given to them and try seriously for the formation of a stable government, which could respond to the real and genuine aspirations of the people.


The leaders have reiterated their firm support to any non-BJP alliance and affirmed it is in the ‘best’ interest of the state.

Mehbooba Mufti Meets Governor

As political stalemate continues in Jammu and Kashmir after the Assembly elections threw up a hung verdict, Peoples Democratic Party President Mehbooba Mufti on Wednesday met Governor N N Vohra over the issue of government formation in the state.mehbooba


As the party patron Mufti Mohammad Sayeed is still busy with the consultations with his party leaders, newly-elected legislators, senior workers and some of the members of the civil society in a bid to shape the party’s response to the challenge thrown up by the fractured verdict.


The Governor on Friday invited the PDP president and BJP state unit president Jugal Kishore Sharma for separate meetings to hold discussions on formation of government in Jammu and Kashmir.


The Assembly elections threw up a hung verdict with PDP emerging as the single-largest party with 28 seats in the 87-member lower house. BJP, second-largest party won 25 seats followed by National Conference at 15 and Congress with 12.


So far no single party or combination of parties, have staked a claim for formation of the government. But as per sources BJP has reached a deal with PDP to form the next government in the state.


Pertinently an elected government has to be put in place by January 19, failing which the Governor’s rule will be imposed in the state.

Notification for Constitution of 12 Legislative Assembly Issued

Outgoing Chief Minister Omar Abdullah has given mandatory approval for the constitution of 12th J&K Legislative Assembly late Tuesday after which the state law department has issued a notification for constituting the 12th legislative assembly.


“After obtaining the mandatory approval from the chief minister on fax from London, the law department has issued a notification for constituting the 12th state legislative assembly that supersedes the 11th legislative assembly which was scheduled to complete its term Jan 20, 2015,” reports quoting a senior official of the state law department said.


The notification was issued late Tuesday, they informed.


The 12th state assembly has 87-members – 28 from the Peoples Democratic Party (PDP), 25 from the Bharatiya Janata Party (BJP), 15 from the National Conference (NC) and 12 from the Congress. Seven independents have also won elections.


Under the state constitution, the assembly has to be constituted by the state law department, while in other states, the notification about constituting assemblies is issued by the Election Commission of India (ECI).


Pertinently, Jammu and Kashmir has its own constitution which is applicable to the state concomitantly with the Indian constitution.


Accordingly, the new legislators will take oath after the next government is formed and the governor will appoint a pro-tem speaker who will administer oath of office to the new legislators.


PDP president Mehbooba Mufti will meet Governor N.N. Vohra Wednesday to discuss possibilities of the next government in the state, while BJP general secretary Ram Madhav met the governor Tuesday.


State BJP president Jugul Kishore will also meet the governor separately for discussions Wednesday.


Since no single party could get a simple majority of 44 to form government on its own, negotiations are on between the PDP and the BJP to stitch a ruling coalition in the state. Omar Abdullah is presently in London where his father Farooq Abdullah is recovering after a successful kidney transplant surgery.

NC Urges Union Govt to Release Proposed Rs 44000 Package

National Conference Tuesday appaelaed union government to release Rs 44,000 Crore package as soon as possible to help the people affected by the floods, a party statement said.


Appealing divisional administration to take steps on war-footing basis for the rehabilitation of the flood victims, NC General Secretary Ali Muhammad Sagar said rehabilitation of the flood victims has been prioritised by the National Conference and all the necessary steps will be taken to ease out the problems faced by those affected by floods.


“It was a very timely action that cheques worth Rs 75,000, Rs 12600 and Rs 3800 were provided to people so that they could restart the construction work while the winters were approaching,” Sagar said and added “In absence of funds, and the unnecessary delay in releasing the Rs 44,000 Crore as asked by Omar Abdullah, only little amount could be provided to the people who were left homeless by the great deluge.” Sagar was addressing newly elected party assembly members.


Urging the central government to provide the Rs 44,000 Crore package as soon as possible, he said National Conference stand by its commitment to help the people affected by the floods, the statment said.


“He hailed the efforts of the Party Working President Omar Abdullah taken during the floods, especially providing the needed amount on time to the flood victims.”


“The newly elected legislators from National ConferenceTuesday took a vow to defend the constitution of Jammu and Kashmir and the party programs like Naya Kashmir, in a meeting convened here at the party headquarters,” the statement said.

‘Don’t Overlook Sufferings of Flood Victims’

The Peoples Democratic Party (PDP) has called upon the administration not to overlook the sufferings of the flood victims till the new govt takes over the reins of the state.


“The administration must continue its work and provide the people in general and flood victims in particular all sorts of help and assistance till new government is formed in Jammu and Kashmir,” a party spokesperson said in a statement.


He said the flood victims are faced with huge hardships and any delay in response on part of the administration could only compound their problems.


“The sufferings of the flood victims must not be ignored at any cost and all necessary help must be extended to them so that they won’t face hardships in these harsh weather conditions,” the spokesperson added.


Referring to the worsening power situation, he said the deplorable electricity scenario has thrown the life out of gear in the whole Kashmir Valley and the administration must seriously work to address the issue.

JK Bank Relaxes ATM Transaction Charges

J&K Bank has relaxed its ATM transaction charges. The bank in a breather to its customers, has decided to provide 15 free transactions (financial and non-financial) per month for its customers. Beyond that, a charge of Rs.20 (inclusive of taxes) per financial transaction and Rs. 10 (inclusive of taxes) per non-financial transaction shall be levied for use of OWN-bank ATMs at all locations with effect from 01/01/2015.


Notably, the Reserve Bank of India (RBI) has allowed the banks to charge card usage for own-bank ATMs to minimum five free transactions per month.


Similarly, in case of Domestic Transactions at other banks’ ATMs (Both NFS and MasterCard ATMs), Bank will provide 5 free transactions in a month at all locations (Metro/ Non- Metro) to its Saving Bank account holders. However, from 6th transaction onwards usage charges of Rs.20 per transaction (inclusive of taxes) for cash transactions and Rs.10 (inclusive of taxes) per transaction for non-financial transaction. Likewise, apart from free balance inquiry facility, all the financial as well as non-financial transactions of the Current Account holders would be charged @ Rs.20/- per transaction.


Only Five ATM transactions both OFF-US as well as ON-US (inclusive of financial and non-financial transactions) per month free of charge allowed to small /no frills/basic savings bank deposit accounts.

Shah Condoles Turabi’s Demise

Expressing deep grief and sorrow over the sad demise of former Ameer Jamaat-e-Islami PaK Professor Alif-ud-din Turabi, Hurriyat Conference Jammu Kashmir leader and chairman Democratic Freedom Party Shabir Ahmad Shah Tuesday said those associated with freedom struggle of Kashmir feel a void at Professor Turabi’s demise.


Paying rich tributes to the deceased, Shah in a statement said Professor Turabi will always be remembered for his contribution to freedom struggle of Kashmiris. He prayed for the heavenly abode for the deceased and for strength to bereaved family and expressed condolence with Jamaat-e-Islami PaK.


Condoling the demise of senior editor Kashmir Uzma Javaid Aazar’s brother-in-law Muhammad Ishaaq Khan and Shabir Sidiqui’s uncle Syed Inayatullah Shah, Shah expressed solidarity with the bereaved families and prayed for their heavenly abode. The HCJK leader also expressed grief over the demise of Hurriyat leader Ghulam Nabi Zaki’s wife and expressed solidarity with the bereaved family.


Meanwhile, Shah while expressing serious concern over the continuous detention of HCJK senior leader and chairman Muslim League Mushtaq-ul-Islam said the latter’s health is deteriorating due to continuous detention and lack of proper medical checkup. “Authorities are playing with the health of Mushtaq-ul-Islam. His detention is also illegal and unconstitutional. Even in this bitter cold, the jail inmates are not provided proper and hygienic food and medicine which is indeed a human rights violation,” Shah said and demanded Mushtaq-ul-Islam’s immediate release.

Mehbooba Leaves for Jammu for Discussion with Governor

The Peoples Democratic Party (PDP) president, Mehbooba Mufti, Tuesday left for Jammu for discussions with the Governor, N N Vohra, for the government formation in Jammu and Kashmir, the party Chief Spokesperson, Naeem Akhtar said in a statement.


Mehbooba is scheduled to meet the governor on his invitation tomorrow to discuss the situation arising out of the split verdict in recent elections.


Meanwhile, the party patron, Mufti Mohammad Sayeed today continued consultations with the party rank and file.


“Mufti has been meeting party leaders, newly elected legislators, senior workers and some of the members of civil society in a bid to shape the party’s response to the challenge thrown up by the fractured verdict in the recent polls,” Akhtar said.

Burglar Gets Two Years Rigorous Imprisonment

The First Class Magistrate Kulgam has announced rigorous imprisonment of 2 years to an accused involved in a case of burglary and arson which occurred 9 years ago in South Kashmir’s Kulgam district. The court has also imposed a penalty of Rs 2ooo on the accused.


One Sambal Itoo son of Abdul Majid a resident of Qaimoh village had broke into the house of Muhammad Yousuf Bhat, a resident of the same village, during the night on September 21, 2005, through roof. The accused had assaulted the family of Muhammad Yousuf and looted valuables from them.


The police had registered the case vide FIR number 218/05 under section 380,457 on the application of the owner of the house and started the investigation.


First Class Judicial Magistrate Kulgam, Muzamil Wani today awarded rigorous imprisonment of two years to accused and also imposed a fine of Rs 2000 for his act. The convict according to police was has been shifted to Srinagar Central Jail. (CNS)

Police Cracks Burglary Case in Budgam, 2 Held

Police cracked a burglary case within 10 days by arresting the culprits and recovered stolen Mobile sets and jewellery worth lacs of rupees in Budgam, a police statement said on Tuesday.


The statement said that during the intervening night of 17/18th of December, burglars broke into two shops at main market of Khansahib, Budgam and decamped with fresh mobile sets, its accessories and polished jewellery worth lacs of rupees.


Police registered a case FIR no 101 of 2014 under section 457, 380 RPC in Police Station Khansahib and investigation was taken up.


During investigations police questioned many suspects and using electronic surveillance tools nabbed Hilal Ahmad Rather alias Jana resident of Yakbugh, Khansahib on 26-12-2014 and recovered 42 fresh mobile sets and its accessories worth Rs 1,20,000 from his instance. On his further questioning, he revealed the name of his accomplice Reyaz Ahmad Bhat son of Ghulam Mohammad Bhat resident of Shamsabad. Police succeeded in apprehending him and artificial jewellery worth Rs 30,000 were recovered from him.

BJP to Submit Formal Proposal to Vohra on Jan 1

A two-member BJP delegation Tuesday met the Jammu and Kashmir Governor N N Vohra to discuss government formation in the state and later said it would submit a formal proposal to him on January 1.


BJP state unit chief Jugal Kishore Sharma, who met the Governor along with General Secretary Ram Madhav, told reporters after the meeting, “Party leaders will meet the Governor on January 1 to hand him our proposal. Today’s meeting with the Governor can be seen a part of the ongoing process of government formation in the state.”


“The process of government formation is on and during this process people keep on meeting but our formal meeting with the Governor is scheduled for January 1 when the BJP will be submitting its proposal to the Governor,” he said.


Asked about the PDP’s grand alliance plan, Sharma said, “Though I am not aware about the formation of any such alliance, but if any such alliance is formed, it would be a betrayal with the people of state as BJP got the maximum share of votes in the elections.”


The Assembly elections threw up a fractured verdict with PDP emerging as the single largest party with 28 seats in the 87-member Assembly and BJP the second largest party with 25 seats.


National Conference won 15 seats and Congress 12. Smaller parties and independents together won seven seats.

A Division within PDP Over BJP Support

After consultations with its newly elected MLAs, the People’s Democratic Party is facing a divide within to seek BJP support for government formation in the state, sources said on Tuesday.


They said at least ten of the 28 PDP MLAs have rejected the idea of an alliance with the BJP as it would go “against their mandate”.


While the party President herself has opposed the alliance, many senior leaders have supported a tie up.


The MLAs have been individually meeting the PDP leadership before the party takes a final call ahead of its meeting with the governor.


“If we go with the BJP, it will be political suicide for us. It is better to have governor’s rule if required,” one of the MLAs reportedly said.


However, the group which wants a tie up feels that this is the best opportunity for the PDP to turn around the politics of the state. “Six years is a long time in politics and if Mufti Mohammad Sayeed as CM delivers, we will be able to strengthen ourselves in both Srinagar and Delhi.”


The BJP being in power at the Centre is a clear attraction since central funds for flood relief will be the immediate challenge. A Modi-Mufti alliance is seen by the pro-alliance group as a coalition that can outlast the arrangement the Abdullahs had with the Congress leadership.


But the mathematical reality is being countered with a political one. A section of the PDP is concerned that the tie-up will lead to a backlash in the valley. “The high voter turnout was because the voters didn’t want the BJP to bloom in the valley. If we tie up with the BJP, the NC will benefit from it.” The anti-alliance group stresses on the fact that saffron outfits are carrying out “ghar wapsi” drives across India.

‘Father of Four Dies after Indebted Family Assaulted him 3 Weeks Ago’

Situation turned volatile when body of one Abdul Aziz Wani was taken to his home at Ompora in Budgam distirct.


Wani died at SKIMS where he was on ventilator for last more than twenty days.


As the initial reports came in, the locals of Ompora said that Abdul Aziz Wani was beaten by unknown people of adjoining Humhama some twenty days ago.


“It is not clear yet but what is making rounds is that some person owed money to late Wani and when Wani had gone to ask for his money, he was beaten,” a local from the area said.


The locals of Ompora and adjoining reached Wani’s home and rasied slogans against the killers and demanded justice.


He added that so far nothing is clear. “Nobody knows who the killers is and what was the issue. First it was said that Wani had met accident but it was not true as doctors have said that the damage caused to Wani could not have been due to accident.”


Wani, a retired Irrigation department employee is survived by three daughters and a son, locals informed.

First Time in Kashmir History: Employee DA Pending For 12 Months

The serious scarcity of funds in Jammu and Kashmir is looming large with the amount of around 700 crore rupees pending with the government that was ought to be released in the past.


Also for the first time in the history of Jammu and Kashmir, the Dearness Allowance (DA) of the state employees is yet to be released since January 2014. Also the July installment of the DA is pending. It is the total of 17 percent of the Dearness allowance which the government is yet to release for more than 4.5 lakh employees of the state.


Employees earlier had pinned hopes on the previous regime for the resolution of the pending issues but no concrete decision was made by the state authorities till the MCC was imposed in the state ahead of the state elections.


Expressing resentment over the delay in DA disbursement that was due since January, the state employees maintained that the delay exhibited by the government shows that it uses employees for its own political gains and there is no genuine care being shown by the authorities.


“They enhanced the retirement age just to meet their political ends after their rout in elections but now they have again kept our just rights in limbo sans any reason,” said a state employee.


Several other employees said the DA is deliberately being kept in delay and the government has no right to deny what is due for the people.


Also there were people who smelled rat, stating that the economic recession in the state has just started with the treasuries turning dry.


“There is not even the single penny in the state exchequer. There are bills worth crores in limbo. How could the state sustain is a million dollar question,” said Mohammad Khurshid, a business man.


Vice chairman of the Kashmir Economic Alliance (KEA) Farooq Ahmad Dar said more than 700 crore rupees bills are pending with the government with no serious effort being made to release the due amounts.


“The state is in a total chaos and there seems no hope. There are serious scarcity of funds that is being felt at present on ground,” he told KNS.


Scores of state employees while expressing their dissatisfaction over their DA said it was due in their favor since January 2014, and when the employees working in various centrally governed departments are about to get their 50 percent merger of DA with their basic pay, the state employees of Jammu and Kashmir are crying for the demands that is for long overdue.


They stated that the disbursement of DA is in the budget provision and that the state government needs no extra amounts for the disbursement of the same.

Paying rich tributes to the deceased for his matchless contribution to the freedom struggle, Mirwaiz said that Professor Turabi played a significant role in highlighting the Kashmir struggle on international level. He termed the demise of Turabi as a great loss.


Expressing sympathy and solidarity with the bereaved family Mirwaiz offered special prayers for the deceased.


A condolence gathering was held at hurriyat headquarters Rajbagh during which the participants offered fath-e-Khwani for Professor Turabi, noted Hurriyat leader Ishaq Khan, mother of Awami Action Committee acting general secretary GN Zaki, and Hurriyat leader Ghulam Mohammad Banday.

Jammu CM Not a Condition in Govt Formation: BJP

After hectic deliberations over government formation between Bhartiya Janta Party (BJP) and Peoples Democratic Party (PDP) proving futile, the Saffron party Monday softened its stand by stating that it was not necessary to have a Chief Minister from Jammu region.


Talking to Kashmir News Service (KNS) over phone from New Delhi BJP’s senior leader and Union Minister Mukhtar Abass Naqvi said, “Our concern is not that the Chief Minister must be from the Jammu region but the motive is that all the regions should get their due share for the stable government. BJP is committed for all the three regions of the Jammu and Kashmir.”


He said that the party’s top leadership was in touch with the Jammu and Kashmir leaders on the formation of government.


“See our leadership is in close contact with the leaders of Jammu and Kashmir for the government formation. BJP would not give up attempts to form the government in the state,” he said and added that in the present scenario, a new government in J&K is not possible without the BJP.


Naqvi said that though it was not clear mandate for any party after the poll results “but the fact is that the people in large numbers chose BJP and voted in large numbers for our party.”


“The people of Jammu and Kashmir are well aware about the sincerity of Prime Minister Narendra Modi. I am sure that the people want that the BJP should form the government in Jammu and Kashmir. Within a few days the new government will start its functioning in Jammu and Kashmir,” he said.


The Union Minister added that the BJP wants the developments for all the three regions of Jammu and Kashmir.


“The prime minister is keen to see the new stable government in Jammu and Kashmir the government who will give good governance and work for development of all the three regions. BJP is not going to take any step which will hurt the general public of Jammu and Kashmir. BJP is secular party and people friendly party,” he said.


Meanwhile, sources said that top leadership of the BJP is continuously in closed-door marathon consultations with their leaders on the formation of an earliest government in Jammu and Kashmir.


“Top party brass is busy in discussions and meetings of entering into an alliance for forming a government in Jammu and Kashmir,” sources said.

The management of The Dainik Jagran, on behalf of CEO Sanjay Gupta, paid an ex-gratia relief of Rs 9 lac to Shafat Sidiq’s family, Photo-Journalist, who died on 7 September 2014 while covering flash floods near Lal Chowk Srinagar, a statment issued here said on Monday.


Pertinently, Shafat while performing his professional duty was caught in ravaging waters and his body was retrieved on 11 September near Batamaloo, four days after his death.


Shafat who is survived by aged parents, wife, two years old son and two sisters was working as a Photo-Journalist at The Dainik Jagran Srinagar Bureau for the last nine years, the statement informed.


“The relief cheque was handed over by Abhimanyu Sharma, General Manager Jammu and Kashmir and Navin Sharma Bureau head Srinagar in presence of former Legislative Assembly Speaker J&K and local MLA Mubarak Gul to the next of kin of deceased at his residence today,” the statement informed.

Meanwhile Kashmir Press Photographers Association (KPPA) Monday commended daily Hindi newspaper, The Dainik Jagran for providing the monetary benefit to the family of deceased senior Photo-Journalist Shafat Siddiqui, a statement issued by the association said.


The president of the KPPA said, “Siddiqui as a person will be indeed missed by the fraternity but the help offered by the Dainik Jagran is appreciable”.


He said this shows the photojournalists are not alone when they are discharging their professional services.


“Death is inevitable but at least one has the satisfaction that photographer’s family will not suffer because their bread earner is not with them,” Farooq Javed Khan, President Kashmir Press Photographers Association, said.

Mainstream Parties Forgot ‘Communal’ BJP, Concerned about Power Only: Hurriyat G

Terming the PDP, NC and other pro-Indian political parties as ‘unprincipled, power hungry and selfish’, All Parties Hurriyat Conference (G) said that their first and last goal is to achieve the power and for this, they can go to ‘any extent’.


“During the campaigning of recently held election drama, these parties were although talking high in the favour of Kashmir and its people but during the so-called government formation they are busy in the run of getting ministerial berths and they have thrown all these promises and words into the dustbin,” Hurriyat (G) statement said on Monday.


Hurriyat (G) spokesperson Ayaz Akbar said that during the election campaigning, all these parties although termed the BJP as communal and prohibited party and termed the Narendra Modi as ‘killer of the innocent Muslims of Gujarat’ but “in the worry of forming the government, they have forgotten all those words and they are now concerned with the power only, howsoever it will come”.


“The role of these parties since 1947 has never been in the favour of Kashmir or its people and Article 370 towards which they are frequently referring to, has been rendered hollow by these parties theselves and it is today mentioned in papers only and appears nowhere on the ground,” Akbar said.


While commenting over their policy of delaying the so-called government formation, the Hurriyat spokesperson said, “these people are senior players in the field of politics and by doing this they want to give an impression to the common people that they are very much concerned for the betterment of the people.”


He added that the delay caused in the so-called government formation is not due to the ideological differences between them but it is due to the ‘materialistic differences because every party wants maximum share in the cabinet so that they can have maximum benefits’.


“They are more concerned towards the funds than the honor, dignity and the benefits of the common Kashmiries,” Akbar said.


“These daily wagers of India are fully aware of this fact that the BJP is proceeding with a mission and they will only use them in implementation of their own agenda in Kashmir,” he further said adding, “NC has although played their role in the BJP government in the past and as a home minister of India, Mufti Sayeed has proven that their status is nothing but the helpers of New Delhi and their politics has no principle and no clear policy.”


The spokesman said that whoever will form the so-called government, the Jammu & Kashmir will be ruled directly by the Indian home minister, the statement concluded.

Remaining was naught. As time blew over, memories were revived. As time went on, that wallowing crap center was rushing away into a great river. Then in bits, stream and then: nowhere to be found! In mettle, she tried to stand up, demand…


However, that bitterness was deported in a manner that she found that rushing and sheer water more assuasive.


Suddenly, this thought, why holding off? She replied, “I never inquired about the same.”


Hither, this and that, is just a show of being alive. At last, you learn to let go off those memories, which you really want to hold forever even knowing the fact: it could be a good show for you to remain alive.


Everything passes away, good and bad, but it’s you that has testament about that way of life which you want to follow. No matter how much suffering you went through, you were alive by then and, you are alive by now. But again, it’s you who has to decide that how you are going to live your life again. Will it be the saddest or the happiest?

Consumed, knocked, downed; but still, I can teach you, how to live. I have experienced enough.


But this query was questioned to fume and the answer was muddy.


This is how, it started – conversation.


Do you know what life teaches us? I asked.


In a reply someone told me, “I don’t need to learn it again.”


It was freezing winter. Snow was about to fall. The weather was gloomy. And then, in between, everything fell flat.


But after some time, I heard a fading voice: Can stone teach water whether to make its way through or to take a way of its own? And then, all bank, muted! The wind was letting out, hawing and distracting all the conversation.


While I was in brood, I quickly said to myself, don’t listen to that fading voice and keep in mind: Stones know how to stop the flow.


But, it was not advice.


At last, I ended the conversation saying, “Painters can paint their own life.”

Fire Damages DC Office Pulwama

SRINAGAR


Fire damaged the DC office Pulwama building in south Kashmir and official records in it Monday afternoon as many engines were at work to engulf the flames.


Eyewitnesses told Kashmir Life that they suddenly saw clouds of smoke rising from the building and as soon as there was an alarm the flames went high resulting in panic.


Official sources said that electric shot circuit is understood to be the reason behind the fire however final confirmation will be made after the investigation.


They added that most of the official record has already been shifted to the new building but Deputy Commissioner is still functioning from the same building.


Meanwhile many fire extinguishing engines have been put on work to stop the fire from spreading.

Mufti asks his MLAs to Seek Public Feedbak

People’s Democratic Party patron Mufti Muhammad Sayeed, has asked all his party legislatures to seek public feedback from their constituencies on forging alliance with the BJP, sources said on Monday.


Ever since the election results came out on December 23, there is a complete deadlock on the government formation.


Mufti met his MLAs individually and asked them to take the views of the people over a possible alliance with BJP.


According to sources the MLAs have been asked come with the public feedback within a few days.


PDP has been busy in consulting its newly elected legislature since two days.


There are reports of the PDP leadership facing opposition from some of its elected MLAs over a tie-up with the Hindu nationalists who want “to win Kashmir democratically.”


Pertinently, the Governor N N Vohra has written to PDP and the BJP to explore options for forming a government in the state by January 2.


BJP is not averse to an alliance with the PDP, but the party leadership has refused to consider preconditions like strengthening of Article 370 and revocation of Armed Forces Special Powers Act, sources said.

Maverick In A Web

A fractured verdict has given Mufti Sayeed led PDP 28 seats. With BJP getting solid 25 seats from Jammu and the rest of the mandate divided unevenly between NC, Congress and independents, Kashmir’s most voted party is in a catch-22 situation. A green party that projected itself to be the only antidote to the surging right wing influence is facing the prospects of getting saffronized, reports R S Gull

Srinagar’s Gupkar Road is just not a bypass to the Boulevard. It is a corridor to power as well. Dr Farooq lives there, so does his son Omar, now the caretaker Chief Minister. Not far away is Fairview Guest House, where Muftis operate his PDP. Prime Minister Narendra Modi usually referred to the two parties as that of ‘father-son’ (NC) and ‘father- daughter’ (PDP) but that did not diminish the stake-holding of either of the two.


This road has remained always busy and crowded at certain points. It still is. After December 23 when the results of the assembly elections were out, a peculiar gloom took over at both the ends of the road. G-1 is gloomy because it lost power and Fairview is sullen because it has emerged No 1 but, apparently disempowered.


“NC has 15+2 & we are very pleased, PDP has 28 & Mufti Sb hasn’t been seen, much less heard. Clearly the more you have the more you want :-),” Omar Abdullah wrote on his twitter. Seemingly readying to play an opposition leader, he knows where it hurts the most. “Expectations were hyped & twisted to such an extent that now 17 feels like a victory & 28 a defeat. Go figure!!!!!”


Unlike Omar who fought elections against Modi and his BJP, Mufti was more seeking a “decisive mandate”. He talked less about BJP and more about development. But still Kashmir wanted to please all. Though the participation improved, the outcome did not: 28 seats made the largest party in 2002 (NC), 2008 (NC) and now PDP in 2014 also. Unlike past the magical 28 has turned into a political nightmare. Many political pundits see it a more of “fractured politics” than fractured verdict.


What made the big difference was Jammu. Out of 37 seats, BJP bagged 25. These included three seats from Chenab Valley that were the bonus to the party for successfully and meticulously implementing the ‘reverse polarization’. Precisely BJP left only two core-Hindu seats – Nagrota and Bishna, which gave NC a rare fait. Jammu’s one-sided verdict complicated the crisis for government formation.


For a 87-member house, the numbers are interesting: PDP has 28, BJP has 25, NC has 15, Congress has 12, Peoples Conference has 2, CPI (M) has one and rest are independents: one each in Udhampur, Khan Sahib, Zanskar and Langate. Pawan Gupta from Udhampur was a BJP rebel and may return to ranks if PDP-BJP does not shake hands. Ruling J&K requires 44 seats.


Given the fact that no party has a simple majority, people choose a hung house. But political pundits it is beyond that. A hung house could be managed by a simple coalition but with the numbers available, even a combination is getting difficult. See what it means:


PDP + BJP = 53


At the face of it, this combination sounds perfectly all right. One party represents the core Muslim region and another core-Hindu region. It could be the most stable one though it would lack Ladakh representation. With BJP ruling the centre, it has adequate back-up for taking the big challenges that the state faces. But that means making complex things too simple.


BJP + NC + PC = 44


This is another combination that represents all the three regions. BJP has the support of an Udhampur independent and Peoples Conference has two and NC has one Zanskar independent. This can help continue in power despite the debacle it has in 2014.


PDP + INC +PC + CPI (M) + 1 independents = 45


This combination despite being an apparently secular formation is an exclusivist one that will exclude Jammu. Though the Congress is keen to make it happen – it has already given support to this combination, but it runs the risk of pushing Jammu to the wall. Right wing Sangha Parivaar can exploit this combination in government to add to polarization which can have serious impact on territorial integrity of the state. With a large chunk of people outside the government, it can lead to confrontation between the centre and the state and lead to dual control and intervention. This combination looks more of a Muslim alliance against a Hindu mandate because Congress – that has historically been rooted in Jammu, faced rout to the extent that it has all Muslim faces with an exception of two Buddhists.


NC+PDP+INC +CPIM=56


A grand secular alliance, this formulation represents nominally all the regions of the state. But it again is a pan-Muslim in character. It has the capacity to add to the polarization that BJP has already affected in the state.


PDP + NC =44


A secular pan-Kashmir alliance, this combination is getting increasingly popular these days on the streets of Srinagar. Though it has two core-Hindu seats from Jammu that NC won, it still might be considered a denial of political rights to Jammu that has massively voted for BJP. It has the potential of leading to a new demand of Jammu Pardesh, a movement that has surfaced and resurfaced in past many times. This will help Modi re-package his campaign that after he targeted the two families for the loot, they were unnerved and forged an alliance of the vested interests.


But this all is arithmetic that might be all right for any other state but not J&K, political pundits feel. The first reaction of PDP president Ms Mehbooba Mufti was on similar lines. “It is just not number that is important,” she said. “Priority is not cobbling together numbers, it is beyond that.” After the results were out and there were some celebratory fire-crackers in the uptown and a major victory procession in Chrare-e-Sharief, Muftis’ went into hibernation. Gates of Fairview were rarely opened for reporters. All of a sudden Gupkar was deserted and TV OB vans were parked mostly in their offices.


A day after when Omar resigned and flew to Delhi for a night halt, he also avoided interacting with the media. The only visuals seen for all these days were of Arun Jaitely flying to Jammu, presiding over a meeting of the legislators and taking their signatures to a consensus decision that their leader will be decided by the party chief Amit Shah – an intelligent move indicating BJP will also run the local party remotely on the Congress pattern. This was also aimed at preempting the 25 lawmakers from forcing a choice of their leaders on the high command. The party is facing a Dr Jitendra Singh versus Dr Nirmal Singh crisis. Another visual was party general secretary Ram Madhav visiting Srinagar.


The government is yet to be formed. Though the last assembly is still valid till January 19, the Raj Bhawan is getting tired of waiting. Governor N N Vohra has shot a letter to PDP and BJP presidents asking them to discuss the issue. Vohra may himself be under obligation to brief the central government about what is happening in the state, formally. Ms Mufti is meeting Vohra at Jammu on January 31 and possibly submitting a paper about how her party wants to go ahead.


“The onus lies with the PDP and then with the BJP, the two largest parties,” NCs Jammu president Devinder S Rana said. “We have done what we could, it is their turn now.” Even BJP has done its job. Its leader has asserted that though they are open to all options and will negotiate, they are willing to sit in opposition if it does not help manage the impasse. Almost everybody has kicked the ball into Mufti court and the Maverick is not talking. He has barely started talking to his lawmakers formally and the first post-poll Political Affairs Committee is yet to be convened!


Within less than 24 hours after the results, reports started appearing in the media that NC was talking to BJP. Reports got legs and speed after Omar tweeted: “Incidentally in 2002 Mufti became CM with 16 MLAs & NC with 28 sat in opposition so excuse me if I don’t oblige by rolling over to play dead.” It set TV screens on fire. Coupled with the fact that his two friends and provincial presidents Devinder Rana and Nasir Aslam accompanied him, it became major news.


It created such a situation in Srinagar that when Omar landed back, he had some of his lawmakers ready to pick a battle. So many in NC do not want the party to ally with the BJP feeling it will hurt the party further. While both the sides confirmed the reports that there was contact, they took a U-turn later which complicated the authenticity of the entire DNA of the process. Now it remains a historian dream if the “talks” took place to off-set Mufti and force him into an alliance or the NC was testing waters. Omar soon took off for London to meet his parents recovering after the surgery.


Congress deserves credit for its “desperation” to be the first party that extended an unconditional support to PDP. Ghulam Nabi Azad, party star campaigner rang up Fairview first. Initially it was being seen as Azad’s personal issue. He is completing his tenure in Rajya Sabha in January and an extension is required from state assembly. The politician who won his 2006 election in Bhaderwah without campaigning has his home base smashed as he could retain just one of the six seats that makes Chenab Valley.


Soon after, however, Prof Saif ud Din Soz jumped in. He said Mufti Sayeed should head the coalition of like-minded parties.


After finding no takers for Azad’s offer, he floated a grand alliance involving all the secular forces. PDP took it as an effort to frustrate its efforts for choosing an ally.


Barring a few calls from BJP and Congress from Delhi, there was nothing much that had happened between Delhi and Fairview till another option came walking to city’s Fleet Street. Why not an alliance between NC and PDP? If BJP gave the consolidated vote to the BJP, why can not the two Kashmir parties have the CMP and take over?


PDP initially reacted to the reports as a ‘joke’. Pushed further, they sought assurances. Then they sought a letter of support and finally the idea fell flat. By the time, the initiative completed full circle, it had entered into the imagination of the people in Kashmir. It continues to be an ideal talking subject for individuals and groups. This option still not out of consideration will continue to make the best of the news till possibly a government will come to being. Engineer Rashid, an independent lawmaker, has also extended his support to the idea. Many other independents followed and extended support to PDP.


Mufti is unmoved. He has never been seen outside his living room after the results were over, not to talk of a TV screen. Interacting with lawmakers intermittently, he is only watching TV and listening. He talks less and listens more. Sources close to him say he is tense but composed. Given his style of functioning, most of the leaders close to him have either their phones switched off or have nothing to offer, if at all they pick the phone. Unlike past, there is no possibility of splitting parties because the anti-defection law is too strong. Even if it is done, it still does not offer solutions.


Right now the major question that is being debated is what could be the consequences for the party if they ally with BJP? Murmurs of dissent are already there and a thought of consequences makes individual lawmakers shiver in discomfort. Tensions in NC over a possible alliance with BJP have added to PDPs costs for engagement with the party. This is despite the fact that BJP has skipped its baggage and reduced to three points: sovereignty of India, development and doing away with regional discrimination. Though mild on Modi, PDP campaigned that it only has the capacity to contain the rightwing party. This was key to improved participation. What happens, if PDP joins hands with BJP for setting up the government?


Even before BJP became a force to reckon with in the state quite recently, it has had a long baggage of its involvement in Kashmir’s recent history. In fact some of the key historic developments had its roots in the rightwing activism. Those developments were key to post-partition political instability. Right wing parties record on contemporary issues has always remained pro-Jammu which is the real big factor forcing rethink on Kashmir parties including NC and PDP.


There are not many takers for fresh election because some of the players could be losers in the new tally. BJP can go down and the NC/PDP will come up with a new uneven balance and Congress can suffer from its new refuge. So all the parties will have to firm up their positions in the given situation with the numbers they already have. BJP has done it already. PDP has followed the suit by creating the terms of engagement and bisecting it into non-negotiate and negotiable things. Apart from restoration of bilateral talks with Pakistan, seeking retaining and enhancing the special status, managing some of the laws related to security, the party would like to have a full term leadership of the coalition – all of this non-negotiable. While it will be acceptable to all its possible allies especially Congress, it remains to be seen if BJP will agree to it. The feeling in PDP is that if may not require any major negotiation with parties other than BJP so most of its terms of reference are more for BJP than anybody else.


But sources suggest that no such stage has so far come in which the parties will formally get into the nitty-gritty of issues. The first issue is to engage with whom. Once that is decided, the second issue will crop up. Right now all the parties are open to everybody. Given the tradition that state governments have remained supportive to regime ruling from centre, there is possibility of BJP becoming part of the power structure. But what will be the issues of engagement and disagreement and at what will be the cost involved in political terms that remains to be seen.


It is perhaps on this basis that there was talk of having an all party government in which all the four major parties will have definite stake holding. It will have a CMP and the idea will be put to test and carried on as long as it sustains. The idea, source said is under consideration of BJP and Congress. If it is approved at the central level, it can later be formally taken up with the region holder NC. While it may have its merits, it can not be without the problems that will show up once the regime getting going. It was not acceptable to Congress and the balloon burst well before it could be thrown up in air.


Right now the stalemate continues. There is nothing concrete anywhere excepting that PDP is in touch with BJP, Congress and the NC and the possibility of a tie-up with BJP is not ruled out. But even that will take its own time as the process of negotiations would be real tough process.

Geelani Grieved over Turabi’s Demise

Huriyat Conference (G) chairman Syed Ali Geelani on Sunday expressed grief over the demise of Prof Aalif-ud-din Turabi, a former JeI president in PaK.


In a statement issued to KNS, Geelani termed Turabi’s demise as a great loss for the ongoing resistance movement in Kashmir, saying Turabi was a great supporter and admirer of Kashmir’s struggle.


Geelani said that the people of Kashmir along with his amalgam express sympathy with the bereaved family and are grieved over the demise of such a great supporter of Kashmir cause.


“Turabi has always supported the ongoing resistance movement in Kashmir and his demise has saddened the whole Kashmir today,” Geelani said in a statement.
