Cop arrested for attempting to rape

Srinagar

Police-constable was arrested on allegations of house trespass and for gestures intending to outrage the modesty of a woman in Baramulla district of north Kashmir last night, police said on Saturday.

A police officer said that during evening hours at about 2200 hours one Zameer Ahmad Dar son of Ghulam Mohammad Dar of Ushkara Baramulla was found in suspicious circumstances in a house in Qazi Hamam Baramulla.

“The cop is working in Armed Police as Selection grade Constable and was handed over to police by the locals of the area”.

A case under FIR No. 147/2018 under sections of 457,452,509 RPC was registered against him in Police Station Baramulla and he has been arrested in the said case, he said.

“457 (housebreaking by night), 452 (house trespass after preparation for hurt) and 509 RPC (gestures intended to insult the modesty of a woman)”.

The departmental action under rules has also been initiated against him, he added. (GNS)

NC, Congress Wins LADHC Kargil polls

People of Kargil on Saturday again gave a hung verdict in the elections held to Ladakh Autonomous Hill Development Council (LAHDC), Kargil with no party able to get clear majority while National Conference emerged the single largest party winning 10 out of 26 seats while Congress was positioned at the second place.

The election for which was held on August 27. All results were declared around midnight.

Out of 26 councilor seats for which results were declared today, National Conference emerged as a single largest party by winning ten seats. The Congress followed it with its candidates emerging victorious on eight seats. Independent candidates have managed to win five seats in the elections. Peoples Democratic Party managed to win two seats.

The BJP, which had claimed to sweep the elections, saved its skin in these elections by winning the Cha constituency seat with a margin of 30 votes.

The voting for 26 out of the total 30-member Kargil council was held on August 27.

Established in 2003, this is the fourth council to be elected in Kargil district. The LAHDC, Kargil, is a 30-member council and its term is five years. There are four seats for the candidates nominated by the state government, including two from the minority community and two women.

The last elections to the council were held on August 22, 2013, in which the verdict was hung, with both the NC and Congress, winning eight seats each. Both the parties had the support of three Independent councilors each, taking their number to 11. The rest of the Independents were neutral.

Lineman electrocuted to death in Islamabad

Srinagar

A 44-year-old power development department lineman was electrocuted to death on Saturday in Islamabad village of South Kashmir.

The incident took place at Dialgam town of Islamabad district.

The deceased has been identified as Mohammad Khalil Itoo son of  Ghulam Hassan itoo resident of Khoshipora village of Islamabad.

He was rushed to district hospital Islamabad where doctors declared him brought dead.

The body of the deceased was handed over to his relatives for last rites.

Police has registered a case in this regard, said an official.

Kashmir: Train service resumes after two days

Srinagar

Train services in Kashmir have been resumed on Saturday after two days of continue suspension for security reasons, a senior railway official said.

A senior railway official told Kashmir Life that train service was resumed this morning in the valley.

A fresh advisory was received from police to resume the train service after remaining suspended for two days across Kashmir for security reasons. Therefore, he said, trains will run as per schedule on Budgam-Srinagar-Islamabad-Qazigund in south Kashmir and Banihal in Jammu region today.

Similarly, trains will also chug on Srinagar-Budgam and Baramulla in north Kashmir, he added.

The Joint Resistance Leadership (JRL), comprising Syed Ali Shah Geelani, Mirwaiz Umar Farooq, and Mohammad Yasin Malik had called a strike on Thursday and Friday against attempts to weaken article 35A.

Commissioner rank officer tampering DoB, arrested

Srinagar

Jammu and Kashmir Crime Branch has conducted a raid on the official residence of MD Khan, on late Friday night, seized some documents and arrested the officer for fudging his date of birth records.

Mehraj Din Khan, administrative secretary of ARI & Trainings department, was today arrested by the Crime Branch of J&K Police for tampering his service record by changing his date of birth from November 1958 to November 1961, an official said.

He said the service record and date of the birth certificate of khan are being scrutinized.

Khan was earlier administrative secretary of consumer affairs and public distribution department and Agriculture Production department.

Special summary revision of Photo-Electoral rolls from September 1: ECI

Srinagar

The Election Commission of India has ordered the process of Special Summary revision of Photo Electoral Rolls in all Parliamentary Assembly Constituencies in the state with reference to 01-01-2019 as the qualifying date.

According to a statement issued by the Election Office, J&K, the draft Electoral Rolls shall be published on 1st September 2018 at all the polling stations across the State including at ERO/AERO offices. Detailed public notices inviting claims and objections for revision of these electoral rolls along with the details of Electoral Registration Officers (EROS), Assistant Electoral Registration Officers (AEROs) and Booth level officers shall be available on the website of CEO J&K (www.ceojk.nic.in).

According to ECI, publication of Integrated draft Electoral will be on 1st September 2018 (Saturday), Period for filing Claims and Objections will be from 1st September 2018 (Saturday) to 31st October, 2018 (Wednesday), Disposal of Claims and Objection can be made before 30th November 2018 (Friday), Updating database and printing of supplements will be before 3rd January 2019 (Thursday) and Final publication of electoral rolls will be on 4th January 2019 (Friday).

Assistant Electoral Registration Officer (Migrants) in Delhi and Jammu shall receive the Claims and Objections from the Kashmiri Migrants living within their jurisdiction as per the schedule mentioned above. The Claims and objections regarding additions, deletion, correction & transposition of entries can be made as per the above schedule manually before the election officials as well as electronically by logging on the online portal www.nvsp.in.

Militants release three policemen, 8 relatives from captivity

Militants released policemen and an SPO besides kin and kith of ten other cops on Friday, a day after abducting them following the arrest of Hizb-ul-Mujahideen commander Riyaz Naikoo’s father and relatives of other militants among fourteen persons by police in south Kashmir.

Those released by militants include Irfan Gulzar of Rahomo Pulwama, a Sub-Inspector of police, Javeed Ahmad Dar (SPO at DPL Pulwama), Constable Shabir Ahmad Zargar of Kangan Pulwama, Adnan Ashraf Shah of Shopian (nephew of a DSP), Faizan Bashir Makroo of Kharpora Arwani, whose two uncles are in police, Zubair Ahmad Bhat of Arwani whose two brothers are working in police, Ghulam Mohd Dar of Kangan Pulwama, whose two sons are in police, Arif Hussain Shanker of Arwani whose brother is working in police department,  Asif Rafiq son of a policeman, Nasir Ahmad, also son of a policeman and Yasir Arfat Bhat son of Sub-Inspector of Police of Wathoo Shopian.

The militants also released separate videos of all the eleven persons and they are seen appealing Director General of police S P Vaid not to harass families of the militants. “Otherwise provide security to us,” Irfan Gulzar, a Sub-Inspector with police, is heard urging the DGP. Don’t harass our families, Riyaz Naikoo reiterates

Srinagar

Hizbul Mujahideen operations commander Riyaz Ahmad Naikoo on Friday issued a new audio serving a strong warning to the Kashmir policemen to stop harassment of militant families and common masses.

“Kashmir police remains always at the forefront. They raid our houses, beat our families and slap PSA on innocent youth for rewards and promotions. You must stop these acts or else we will not spare you,” Naikoo is heard saying in the audio message released on social media.

“If you involve our families, you too will be made to pay in the same way,” he added.

Naikoo said that all the relatives of policemen abducted by the cadres of the outfit have been released.

“We have let off all your relatives. They were picked up so that you realize the trauma of those families whose kith and kin are taken away from their mothers and families,” Naikoo said while setting a three-day deadline to cops to release relatives of militants and innocent youth.

“We are giving you last warning. We warn you to release all our relatives in three days. If you fail to do so, your families won’t be spared,” he added.

Naikoo, whose father was released two days after he was arrested during a raid at his house, said that if the outfit desires, Kashmir policemen will be forced to migrate in a month.

“But our fight is not with you but Indian forces. India is pitting us against each other and you don’t understand their nefarious designs,” he said, adding, “Indian army has not harmed our cause as much as you have done.”

Naikoo said that the militants were not scared of rendering sacrifices of their families as six lakh people have given their lives for the “ongoing freedom struggle since 1947.”

“History is witness to the fact that India never treated Kashmiris as humans. Don’t you know what India did with Sheikh Abdullah and other loyalists?” he asked.

Naikoo said that apart from anti-militancy operations, police was also encouraging drug peddling in the Valley.

“We won’t let your trickery weaken us. If you can’t support us, then don’t even come in between our path. We will fight Indian troops with our might,” he said.

“You must do your duties like cops did in 1990’s. India is using us. India will do with your children what they are doing with other Kashmiri children,” he added. (GNS)

SAC approves Group Mediclaim Insurance Policy for all Govt employees

In a major decision for the welfare of government employees and their family members,  the State Administrative Council (SAC), accorded sanction to the implementation of the Group Mediclaim Insurance Policy for all State Government Employees including Employees of PSUs/Autonomous Bodies/Universities on mandatory basis; and, Pensioners, AIS Officers, Adhoc, Contractual, DRWs, Work charged/Contingent paid workers and their dependent family members on optional basis w.e.f. 1st October 2018, for a period of one year and extendable annually for three years, based on claim settlement ratio and satisfactory performance of the Insurer.

The policy will include medical insurance cover of Rs 6 lakhs for individual employees up to 5 family members with a Corporate Buffer of Rs 10 crore, the cost whereof is loaded in the quoted premium. The premium to be paid by the employee annually would be Rs 8776.84 minus Rs 3600 (Medical allowances currently admissible annually) equal to Rs 5176.84. For pensioners, this amount would be Rs 22,228 minus Rs 3600 (Medical allowances currently admissible annually) equal to Rs18,628, annually.

Further, the deduction of the annual premium will be made from the salaries of the employees in four installments, as shall be notified separately by the Finance Department.

This policy would allow treatment in almost 5000 hospitals across the country. It represents a significant step up over the previous policy in that it covers domiciliary hospitalization and day care procedures also.  There is good news for women employees too as the expense cap on maternity cover has been enhanced to Rs 30,000 within State and Rs 70,000 outside the State. Further, pensioners would not be required to undergo pre-policy tests and all their pre-existing diseases would receive immediate coverage, much to their relief.  There is also a new provision for the insurance coverage of the dependent family member’s up to 100 years as compared to 80 years in the previous policy.

In what will benefit a large number of employees and pensioners, a dedicated Corporate Buffer of Rs 10 crore each will also be in place in the policy to cover the expenditures incurred by the employees and pensioners on identified illnesses over and above the expenditure coverage provided in the Policy.

For the first time, the insurer will provide a Management Information System (MIS) report regarding enrolment, admission, preauthorization, claim settlement and other information about the services as required by the government on a regular basis.

Further, the website designed by the insurer will have a district-wise/state-wise enrolment status, claims, treatments rendered and hospitals data. Stage-wise tracking facility for claims and grievances shall also be available to the beneficiaries.

Also, for the first time, the services of a professional consultant have been hired to set up a robust grievance redressal system for employees and pensioners. The consultant has already set up grievance redressal offices in all districts and these offices can be accessed by the employees and pensioners in case they have any grievance regarding the implementation of the policy.

SAC sets 4-Phase schedule for Municipal elections, 8-Phases for Panchayat polls

In a major decision aimed at empowerment of the people at the grass root level, the State Administrative Council (SAC), after extensive deliberations on various aspects and feedback received from the Departments of Housing & Urban Development, Rural Development & Panchayati Raj and Home decided to commence the formal process for conducting Municipal Body and Panchayat elections in the Jammu & Kashmir and take all other consequential action as per law.

The SAC decided that the elections to Municipal Bodies will be conducted in four (4) phases with polling dates between 1st October 2018 and 5th October 2018.

Similarly, elections to Panchayats will be conducted in Eight (8) phases with polling dates between 8th November 2018 and 4th December 2018.

The Chief Electoral Officer, J&K was asked to adjust the schedules keeping in view security, operational and the polling requirements.

The SAC also decided to grant one month’s extra salary/wages/remuneration in favor of the staff engaged in the conduct of elections besides insurance cover to mitigate risks.

Voter education will be given special focus. For this purpose, the government will launch a sustained campaign to sensitize the voters about the importance of these elections in the socio-economic development at the grass root level.

Panchayat and Urban Local Body elections will enable people to take decisions at their own level, without having to go to the state capital or the district headquarters for their basic requirements. Local Bodies will handle a substantial amount of funds and truly empower people all over the state.

SAC approves the amendment in JK Forest Act-1987

The State Administrative Council (SAC), approved the proposed amendment in the J&K Forest Act, 1987, to facilitate cultivation, harvesting, transportation, trade, and processing of bamboo which has an important role in the rural economy.

The amendment will boost and encourage the farmers to cultivate bamboo as a cash crop, which could play a pivotal role in poverty alleviation and spread of bamboo cultivation to other parts of the State, too. This shall be an important milestone for the holistic development of bamboo in J&K.

SAC approves posting of Suresh Chug as PCCF (Territorial) JK

The State Administrative Council (SAC) approved the posting of Suresh Chug, IFS, as Principal Chief Conservator of Forests (Territorial), J&K. The officer shall continue to hold the charge of Managing Director J&K SFC, till further orders.

CRPF man’s son abducted in South Kashmir’s Bijbhera

Srinagar

Unknown gunmen on Friday late evening abducted a son of CRPF man in Zirpora village in Bijbhera of south Kashmir’s  Islamabad district.

Reports said that unknown gunmen barged inside the house of CRPF man  Farooq Ahmad Bhat and abducted his son Shariq Ahmad Bhat on today late evening from his house in Zirpora village near Gadseer Bijbhera.

Meanwhile, forces have launched a search operation to trace the abducted youth.

Earlier, the authorities had sounded high alert across south Kashmir areas on Thursday after gunmen abducted seven relatives of the police force.

A delegation of J&K Pradesh Congress Committee led by its President Ghulam Ahmad Mir met Governor Satya Pal Malik at the Raj Bhavan Srinagar on Friday.

Governor observed that all their issues will be given due consideration. He assured that elections to Panchayats and Urban Local Bodies will be conducted in a free and fair manner and urged the delegation to spread awareness among people regarding benefits of electing representatives in these decentralized democratic institutions for the overall empowerment of the people in deciding and implementing the development of their towns and villages. He informed the delegation that very soon, he will be visiting different districts in the State to meet public representatives and take stock of developmental activities.

Ultrasound Clinic Of Kidney Hospital Sonwar Sealed

The District Appropriate Authority Srinagar under PC&PNDT Act, 2002 along with National inspection and monitoring team (NIMC) today sealed the ultrasound clinic of Kidney Hospital Sonwar for violation of PC&PNDT Act, 2002. The seizure memo was issued on spot.

Under the PC&PNDT Act, 2002 the sex selection/ determination is prohibited. under section 18 (i) of the Act no ultrasound clinic/ Genetic clinic /imaging centre having ultrasound Machine capable of undertaking determination of sex of fetus can carry its operation unless duly registered and under Rule 14 every ultrasound clinic shall intimate every change of employee, place, address, and equipment installed to the appropriate authority within a period of thirty days of such change.

During the inspection in Kidney Hospital   Sonwar, out of 3 machines installed only 2 were duly registered which is in contravention to the Act.

Further, it was found that the hospital is not maintaining the records as per the PC&PNDT Act, 2002.

Determination of Kashmiris forced SC to defer Article 35 A case: JRL

Joint Resistance Leadership comprising Syed Ali Geelani, Mirwaiz Umar Farooq, and Mohammad Yasin Malik on Friday said that the resilience and determination of the people of J&K forced the Supreme Court to defer the case challenging the hereditary state subject law by anti-Kashmir agencies and organizations.

The spokesman said that the complete unity and steadfastness showed by all the people -traders students transporters writers civil society lawyers state employees journalists and one and all , in strongly challenging this serious assault on our identity and disputed  status shows that the strength of people’s unity and determination can unnerve even a mighty adversary and push it back.

JRL said that the great courage shown by the entire people of the J&K from Pir Panjal –Doda, Rajouri, Kishtwar, Poonch, Bhadwah to border areas of Thangdhar and Gurez to Kargil and the valley of Kashmir has made it clear to the powers that be in New Delhi that despite all force at its  command GOI cannot subdue a people determined to safeguard their identity and be masters of their destiny .

JRL said that people and leadership are acutely aware that they are the custodians of the immense sacrifices being made by the nation for the last several decades in its quest for Right to self-determination and the great struggle for it thereof, and will always be ready to protect it at all costs.

This has amply been demonstrated by the people in the course of unanimous protests and stiff resistance offered to the challenge to the state subject laws.

JRL said that people and leadership will continue to remain alert and ready at all times to protect our interests and safeguard our struggle for self-determination. They said that after deliberations future course of action in this regard will be conveyed.

Leadership said that the orderliness and discipline maintained by the people in organizing and executing the protests including the exemplary strikes is praiseworthy and should be followed in future also.

21 injured as rabid dog goes on biting spree in south kashmir

A rabid dog on Friday afternoon bitted 21 people in the main town Kulgam district of south Kashmir.

An official from the Kulgam hospital confirmed the incident and said that all of them have been given a treatment at Kulgam district hospital. While two patients with a nose and Ortho fracture have been referred to Srinagar hospital for the specialized treatment.

Dysp’s brother among 3 abducted by unknown men released

Srinagar

Three persons including a brother of a police officer Dysp Ajaz Malik Kathpora Kulgam, who were kidnapped by unknown men earlier, has been released now.

Official sources said that brother of Dysp Ajaz Malik, namely Gawhar Malik, kidnapped by some unknown men during the night has been released by now. Similarly, Mohd Shafi Mir, a resident of Naman Pulwama, and Amair Rather, son of Abdul Salaam Rather from Kulgam district were also released.

The official added that they all have safely reached to their respective houses.

Earlier, few such cases were reported from different areas of south Kashmir, however, police have taken the cognizance of the cases and investigations are on.

Two army men injured in firing incident amid CASO in Bandipora forests

Srinagar

Two army men were injured in a firing incident during a cordon-and-search operation (CASO) in upper reaches of Bandipora forests in north Kashmir on Friday.

Official sources said that the army’s 27 RR has launched a search operation in the woods of Chaan Daji and Dani Behak area since last one week.

Today in the morning, the army fired some warning shots after observing suspicious movement in the area. In the meantime, two army men part of the search party suffered bullet wounds, they said.

The injured have been hospitalized, they said.

SSP Bandipora, Sheikh Zulfikar said that they have received the information about the firing incident in the area and as such have deputed a police party to the site to ascertain the details.

An army officer said that they are verifying the details with regard to the firing incident and the injuries. (GNS)

Unknown men thrash army man’s son in Islamabad

Srinagar

A youth sustained injuries after he was beaten up by unknown men in Muniwar area of south Kashmir’s Islamabad district.

Official sources identified the youth as Yawar Ahmad Dar, son of Khurshid Ahmad Dar, a resident of Muniwar in Islamabad.

Dar, a son of Army man was beaten up by some unknown youth in Muniwar, resulting into his injuries. However, he has been taken to District hospital Islamabad for the treatment where he is said to be stable.

An official from the DH Islamabad said that Dar had received minor injuries and is stable now.

National Investigation Agency Court on Friday sent Syed Shakeel Shah, son of Syed Salahuddin for a remand till September 10, 2018.

Shah was arrested on August 30 from Rambagh area of Srinagar during a raid around 3:30 am and then shifted to Delhi.

Shakeel is a senior lab technician by profession and is posted at SKIMS, Soura.

In October last year, the probe agency arrested Salahuddin’s elder son Syed Shahid Yousuf and since then he is lodged in New Delhi’s Tihar Jail.

Hizb Commander Riyaz Naikoo’s father released

Srinagar

Police have released the father of Hizb Commander Riyaz Naikoo from the custody. Asadullah Naikoo, 70, was ‘arrested’ by the government forces in a nocturnal raid from his Beighpora Awantipora residence in South Kashmir’s Pulwama district.

An official said that Asadullah Naikoo, father of Riyaz Naikoo, has been released.

“We have released him after some questioning,” said an official.

Several persons were detained by the police during nocturnal raids in several villages in several villages in Awantipora area on Wednesday.

End 35-A Tamasha, talk about UN resolutions: Er Rasheed

Expressing displeasure over adjournment of hearing on Article 35-A, AIP President Er  Rasheed has said that Kashmiris from Lakhanpur to Karnah were expecting the petition to be dismissed and rightly so.

In a statement, Er Rasheed said that it stands yet again proven that Delhi is using Article 35-A just to divert attention from the real issue of J&K as it is defending the indefensible as far as the real larger dispute is concerned.

Er  Rasheed said “Engaging Kashmiris with 35-A in Supreme Court is like killing them with slow poisoning. However Kashmiris have no option but to defend 35-A till their last breath, even though New Delhi wants to keep them indulged in a debate till they forget the real issue, but that may never happen as no one can compromise the huge sacrifices offered for resolution of Kashmir dispute in its historical perspective.”

Er Rasheed added that the court deferment has increased the need that mainstream parties especially NC and PDP should meet the Prime Minister and other relevant authorities to convey that 35-A Tamasha should end and the real focus should be the final settlement of Jammu & Kashmir dispute in light of UN resolutions.

He said “It is disgraceful that state and central government have managed and insured deferment of 35-A in Supreme Court only to conduct Panchayat and Municipal Polls.  Citing Panchayat and Municipal polls as a reason for deferment has exposed the true designs of centre and state government as they have not sought rejection of the petition but just the deferment and thus are moving ahead for implementing a larger agenda based on bulldozing rights of Kashmiris.

“No one is denying the significance of local and urban body polls but centre wants mainstream parties to cheat their people by first persuading them to participate into elections and then getting entire Kashmiri nation stabbed by restarting 35-A debate,” Er Rasheed.

Er Rasheed said that Omar Abdullah and Mehbooba Mufti must lead an all-party delegation and meet Modi and tell him that no one should be allowed to blackmail Kashmiris over 35-A and unless it doesn’t happen at least regional mainstream parties should take a tough stand and reconsider their participation in upcoming local bodies polls.

Terming the arrest of the second son of UJC chief Syed Salahuddin as a vengeful act, the United Jihad Council on Friday said government forces and agencies by targeting the houses and families of “mujahideen” are making vain attempts to break the resolve of the armed resistance leadership.

“The Indian forces and agencies are frustrated by the increasing activities of mujahideen and as such target their houses and relatives. Such coward acts strengthen our resolve to fight for freedom,” UJC secretary general Sheikh Jameel-ur-Rehman said in a statement issued to GNS.

As per the statement, Sheikh Jameel-ur-Rehman was addressing a meeting of the UJC – a conglomerate of militant groups active in Jammu and Kashmir.

He said by arresting Syed Shakeel Ahmad, son of Syed Salahuddin, and shifting him to outside J&K jail cannot break the resolve of the UJC chief.

“The simple lifestyle of the sons of Syed Salahuddin is known to all. The NIA charge sheet can neither mislead anybody nor cover-up the vengeful acts of government,” he said.

“The people have an emotional attachment with the mujahideen and the invaluable sacrifices rendered in the movement will yield results very soon, In Sha Allah,” the UJC secretary general said, adding, “The struggle will continue with zeal and vigour till the mission is achieved.” (GNS)

The Kashmir Auto-rickshaw drivers Union on Saturday staged a protest near Ganta Ghar Lalchowk against the attempts to tinker with Article 35A, which provides special status and privileges to citizens of Jammu and Kashmir.

While condemning the south Kashmir abductions, former chief minister Jammu and Kashmir and PDP president Mehbooba Mufti on Friday said that families of both militants and government forces shouldn’t become casualties and made to suffer for something they have little control over.

Taking to a social networking site twitter Mehbooba wrote: “Militants and forces victimising each other’s families is highly condemnable and marks a new low in our situation. Families shouldn’t become casualties and made to suffer for something they have little control over.”

Earlier, NC vice president Omar Abdullah said that it is a worrying situation. “People and leaders who are so vocal about alleged security force excesses are silent about these abductions,” Omar said.

Why Leaders Silent On South Kashmir Abductions: Questions Omar

Reacting to the recent abductions by unknown men in south Kashmir, former chief minister Jammu and Kashmir and Vice President National conference Omar Abdullah on Friday said that eleven abductions are a worrying reflection and why are leaders silent about it.

Taking to his widely followed twitter handle Omar wrote: “11 abductions! This is a very worrying reflection of the situation in the valley. What’s worse is the selective outrage – people/leaders who are so vocal about alleged security force excesses are silent about these abductions.”

In another tweet, he wrote: “I don’t condone any families being harassed but how about a word of condemnation for the harassment and worse still the kidnapping of families of @JmuKmrPolice personnel.”

Pertinently, in south Kashmir almost eleven abductions were reported from last night from different areas, however, police have taken the cognizance of the cases and investigations are on.

Article 35(A): Hearing Adjourned Till January 2019

SRINAGAR: The Supreme Court of India has adjourned the hearing of a series of petitions regarding Article 35(A) again. The case is now listed for early January 2019, reports reaching from Delhi said.

Though details are yet not known, reports suggest that the Supreme Court will take up the case for hearing in the second week of January 2019. This is the third adjournment of the case in a month.

The petition filed by a right-wing NGO We the Citizens. The Court finally clubbed many other petitions regarding the same issue. But the case has created a serious issue across the state. Kashmir is right now on strike for the last two days against any possible tinkering in the article of the constitution that protects the identity of the people of Jammu and Kashmir.

The courtroom, reports from Delhi said, was crowded by the lawyers from Jammu and Kashmir. The high court bar association had flown a huge battery of lawyers and almost all the political parties have prayed before the court to be taken at parties. They have also hired the lawyers to defend their position.

The attornies of the state and the central government’s pleaded before the bench that the state was in the middle of preparations for the local body polls and the case has the potential of a serious crisis in Jammu and Kashmir. The stand was effectively pleaded by lawyers Tushar Mehta and the attorney general K K Venagopal. The lawyers of the petitioners insisted that the case should be heard, the bench insisted that since the provision has been there since 1954, they better wait for some more time. The bench ruled the case will be taken up in the second eweek of jamartu 2019.

A huge battery opf lawyers from Jammu had flown to Delhia nd they insisted the case be taken up.

Son Of ASI Abducted

Unknown gunmen on late last night abducted a son of Assistant Sub-Inspector of Police in Wathoo village of south Kashmir’s  Shopian district.

Reports said that unknown gunmen barged inside the house of Assistant Sub-Inspector Bashir Ahmad Bhat and abducted his son Yasir Ahmad Bhat on today late night from his house in Wathoo village.

Bhat is posted at Humhama area of Budgam.

Meanwhile, forces have launched a search operation to trace the abducted youth.

Earlier, the authorities had sounded high alert across south Kashmir areas on Thursday after gunmen abducted seven relatives of the police force.

Shutdown over Article 35 A cripples life across Kashmir for second day

A complete shutdown is being observed on second consecutive day today across Kashmir ahead of the hearing in the Supreme Court on a batch of petitions challenging the validity of Article 35A of the Constitution that guarantees special privileges to Jammu and Kashmir.

On Friday morning, Kashmir capital Srinagar and other parts woke up to deserted roads and markets, as businesses and shops were closed and public transport remained off the roads amid heavy deployment of forces in restive areas.

Joint Resistance Leadership comprising Syed Ali Geelani, Mirwaiz Umar Farooq, and Yasin Malik had called for the two-day shutdown on August 30 and 31, blaming “the BJP and RSS of attempts to change the demography of the state.

The strike call is being supported by many organisations, including trade, travel and tourism bodies and civil society members, who have also threatened of mass protests.

Meanwhile, a shutdown is also being observed in Chenab valley and in Kargil district of Ladakh against the assault on the special status of Jammu and Kashmir.

Anjuman Islamia Bhadarwah, Markazi Seerat Committee Doda, Anjuman Islamia Gandoh, Masjid Committee Thathri and Majlis-e-Shoura Kishtwar have jointly supported the Joint Resistance Leadership shutdown call. All the shops, business establishments and few private remained closed in the entire Chenab Valley.

Hurriyat (M) chairman Mirwaiz Umar Farooq has been placed under house arrest to prevent him from leading any protests in support of Article 35-A, said a spokesman. Syed Ali Geelani continues to remain under house detention. Reports said that contingents of paramilitary forces were deployed at various sensitive points in Srinagar, particularly old city areas.

The Srinagar Banihal train services also remained, keeping in view of the shutdown call. “We have suspended all trains between Srinagar-Budgam-in central Kashmir to Baramulla in north Kashmir today,” a Railway official said.

Peaceful protest rallies were also organized on first day (yesterday) of the shutdown call by locals under different banners across Kashmir Valley.

Article 35A: Train services suspended for second consecutive day

Srinagar

Train services remained suspended for the second successive day on Friday for “security reasons” in the Kashmir valley following shutdown call by Joint Resistance Leadership against attempts to abrogate Article 35A.

All trains will remain off tracks in the Kashmir valley today also, a railway official said.

Therefore, he said, no train will chug on Srinagar-Budgam in central Kashmir to Baramulla in the north.

Similarly, all trains will remain suspended on Srinagar-Islamabad-Qazigund in south Kashmir with Banihal in Jammu, he added.

The Joint Resistance Leadership (JRL), comprising of Syed Ali Geelani, Mirwaiz Umer Farooq, and Muhammad Yasin Malik has called for a complete shutdown on Thursday and Friday across Kashmir against any move to weaken Article 35A.

DySp’s nephew abducted in Shopian

A group of unknown gunmen abducted a nephew of a Deputy Superintendent of Police from his home in Thairun Trenz village in south Kashmir’s Shopian district on late last night.

Reports said that a group of masked gunmen barged inside the house of Mohammad Ashraf Shah and abducted his son Adnan Ahmad Shah.

Adnan is a nephew of Deputy Superintendent of Police Mohammad Syed Shah.

Shah is currently posted at PHQ  Srinagar.

Gunmen abduct seven relatives of policemen in south Kashmir

Unknown gunmen last night have abducted seven relatives of police officers from south Kashmir’s Kulgam and Pulwama districts, a news gatherer IANS reported.

According to report the gunmen on Thursday evening abducted Zubair Ahmad, son of a policeman from Arwani area of Kulgam district; Arif Ahmed, brother of a middle-rung police officer from Arwani; Faizan Ahmad, son of a policeman from Kharpora, Kulgam; Sumar Ahmad Rather, son of a policeman from Yaripora, Kulgam; and Gowhar Ahmad, brother of a Deputy Superintendent of Police from Katapora, Kulgam.

Earlier on Thursday, gunmen abducted Nasir Ahmad, son of a policeman from Midoora Tral.

Gunmen had on Wednesday abducted Asif Ahmad, son of a local policeman Rafiq Ahmad Rather, from Pinglish village of Tral in Pulwama district.

Following this alarming development, authorities have sounded a high alert across south Kashmir.

“The authorities also decided to launch a massive search operation in south Kashmir areas to check the alarming trend of militants going after relatives of police personnel,” IANS reported.

“The high-level security meeting was held by the top brass of security forces on Thursday evening where it was decided that a massive manhunt would be started with the first light on Friday to trace the abducted persons,” IANS reported.

Cop suspended for thrashing senior officer’s father in Tral

Srinagar

Police have suspended a cop and ordered an internal probe over thrashing of a senior police officer’s father in Tral town of Awantipora in south Kashmir.

“We have suspended a policeman and ordered an internal inquiry into the incident. If someone else will found involved in the beating of police officer’s father in Tral today, action will be taken against them also,” said SP Awantipora Mohammad Zahid Malik.

Police action comes in wake of a serious allegation levelled by a sub-inspector that his father was beaten up for not producing his driving license.

According to the sub-inspector Tahir Ahmad, his father Bashir Ahmad Bhat was returning home from Mundur village when a police team intercepted him near Hayuna village this afternoon.

He said the cops beat his father after he failed to produce driving license which he had left at his home. The cops, he said also hurled choicest abuses at him and his father when the latter told cops that his son too was serving police department.

“They abused my father, thrashed him and broke his right arm just because he told the cops his son too was a police officer,” Ahmad said.

Ahmad said that the cops posted at police station Tral did not entertain his complaint when he went there. (GNS)

Unknown gunmen on Thursday late evening abducted a son of follower cook in Police training school Manigam in Midoora village of south Kashmir’s  Awantipora.

Reports said that unknown gunmen barged inside the house of Police cook Ghulam Hassan Mir and abducted his son Nasir Ahmad Mir on today late night from his house in Pinglish village.

Nasir is a teacher at a private school. His father is posted as a cook in Police training school Manigam.

SSTA appeals for early release of SKUAST-K student

The scientific fraternity of Sher-e-Kashmir University of Agricultural Sciences and Technology of Kashmir said that they are much worried about one of their postgraduate student of TSRI, SKUAST-K  who has been abducted by some unknown gunmen on 29th August from his residence.

“It is very sad that one of our postgraduate students namely Asif Rafiq Rather son of Mohammad Rafiq Rather a resident of  Pinglish Tral left university and after reaching his home in the evening hours he was abducted by some unknown gunmen from his residence at around 6:30 pm,” said an official statement.

The statement said that he has actively participated in the ongoing sports week being held at TSRI, Mirgund- SKAUST-Kashmir. On this fateful day, he left for his home at around 4:20 pm. It is to place on record that Asif Rafiq is a brilliant student of our university not only in academics but also in co-curricular activities.

It added that he has become a role model for other students when it comes to realizing the social responsibilities.

“He is sincere, dedicated, and thoroughly gentle and a pious boy who can prove an asset for any society. He has been in the university for the last six years and during this stay in the university we have found him totally a political and religiously pious who would always work for the betterment of the society in general and student community in particular,” the officials said.

On the behalf of SKUAST-employees, SSTA wholeheartedly extends this fervent appeal to his abductors to kindly have mercy on this gentle soul and facilitate his early and safe return to his home for Allah sake so that we all are relieved of this immense trauma.

“As we all live in this conflict zone, our appeal would be to keep families and their children out of this situation,” the statement said.

Non-local among two drowned

Srinagar

Two persons including a non-local drowned in two separate incidents at Machowa, Srinagar and Sopore areas on Thursday.

Reports said that two persons while taking a bath at a flood channel of Doodganga river near a railway bridge in Machowa area of Srinagar outskirts today late in the afternoon.

In the meantime, one among the two persons drowned in the flood channel, his associate raised the alarm which caught the attention of the nearby locals who rushed to the spot, they said.

Among the locals, a volunteer youth Sahil Mehraj son of Mehrajid Wani jumped into the river and after hectic efforts managed to retrieve the body of the youth, they said.

A police officer also confirmed the incident and identified the deceased as Faheem Ahmad Sheikh son Zahoor Ahmad Sheikh of Mini-Colony Chanapora.

The body of Faheem, a 12th class student, was later handed over to the family for last rites after conducting all legal medico formalities, the officer said.

In another separate incident, a non-local youth drowned in river Jehlum at Sopore in north Kashmir’s Baramulla district today late in the afternoon.

A police officer said that the non-local drowned in the river while he was bathing.

He identified the drowned as Zaffar Ahmad of Udhampur.

He said that a rescue operation was immediately launched to retrieve the body. (GNS)

Three persons go to Jail for 3 years

Srinagar

Three burglars were sentenced to three years imprisonment along with fine by a local court at Uri area of north Kashmir’s Baramulla district on Thursday.

A police spokesman in a statement said that Sub Judge Uri Imtiyaz Ahmad Lone has ordered three years imprisonment to three accused persons namely Ahmad Jan, Tanveer Ahmad Sofi and Ghulam Mohammad Malik who were involved in burglary cases.

The accused persons had confessed before the court that they had committed the alleged offences besides being involved in stealing and barging in the houses at Uri and Boniyar, the spokesman said.

Besides, fine of Rs 5000 each has also been imposed on the accused, while as in default of depositing fine, the accused shall serve further imprisonment of 06 months, he said.

The Sub judge on the occasion said that the court of Law meant to see that no innocent is punished and of course it is also to be seen that no guilty scot-free, he said.

Kashmir elections help Delhi to mislead world: Geelani

Hurriyat (G) Conference chairman, Syed Ali Geelani on Thursday said that “our youth lay their lives to end the age-old slavery of their nation and for the right to self-determination.” In a telephonic address to mourners, Syed Ali Geelani paid glorious tributes to slain militant Umar Rashid Wani and reiterated his pledge to take the ongoing movement to its logical end.

The spokesman in a statement said that the blood of “Shaheeds” is precious than Haram-e-Paak and the people who bargain these sacrifices for their personal gains will definitely get punished for such deeds in the hereafter.

Geelani said that since past 71 years the nation has rendered unparalleled sacrifices, thousands were caged and brutally tortured, properties worth billions razed to the ground, sexual assault and rape used as a war weapon. But the government has not been able to suppress their emotions.

Stressing upon people in general and youth in particular, Geelani said that we need to strengthen our faith, avoid miss deeds and nourish the Islamic culture in our homes and society.

Geelani also urged people to boycott upcoming elections and asked people to exhibit steadfastness and keep away from elections. He said participation in these elections tantamount to “treason with the blood of martyrs”. Authorities are misleading world community by portraying people’s participation in elections as a verdict in their favor,” he said. It is prerequisite to convey a strong message to the world community that we pursue a cherished mission of freedom and in no way, justify, defend or favor these elections, said Geelani.

Appealing people to boycott every election, be it Panchayat, Assembly or Parliament, Syed Ali Geelani said that “it provides an opportunity to India to mislead world community”.

Earlier, the Lead District Manager while detailing out the progress of the banks operating in the district said that district has achieved a CD Ratio of 84.49% which is among the best ratios of the J&K State.  A total of Rs 272.81crores have been disbursed during the first quarter of the financial year 2018.2019 which is 27% of advances of Annual credit plan of the district.

He also revealed that the deposits of the district as on 30th June 2018 stood at Rs.2241.78 crores as against the Rs 1959.50 crores of corresponding June quarter of  2017. Thus, recording a growth of 14.40% yoy. The advances of the district stood at 1894.17 as against the advances of Rs 1509.37 crores of corresponding June quarter of 2017. Thus, recording the growth of 25.49% in advances.

Lead District Manager also informed the house that the banks, Rural Self Employment Training Institute (RSETI)  and financial literacy council under the adieu of lead district office Budgam have conducted 64 awareness camps/ for the said quarter ending.

While reviewing the DLRC/ DCC Meeting chairperson gave emphasis on priority sector lending particularly agriculture, horticulture, handicrafts, handloom, education etc.

Besides she also stressed on educating the unbanked area masses so that they could reap the benefits of so many schemes available for them.

Meanwhile, Chairperson DLRC/DCC District Commissioner Dr Syed Sehrish Asgar appreciated the role of the Jammu & Kashmir Bank for contributing 91% of advances in priority sector for  June quarter 2018. Harassing militant families will only worsen situation: JRL

Joint Resistance Leadership (JRL) comprising Syed Ali Geelani, Mirwaiz Umar Farooq, and Muhammad  Yasin Malik have strongly condemned the ploys being employed by the authorities to punish intimidate harass and humiliate the families of militants. They said that these measures will only worsen the situation and turn it ugly and out of control.

The spokesman in a statement said that arbitrary arrest of 70 year old Assadullah Naikoo father of Reyaz Naikoo and two brothers of Lateef Tiger, burning down of the homes of two militants Shahjahan and Syed Naveed in Shopian district and arrest by NIA of Syed Shakeel, the second son of Syed Salahuddin, besides arrest of dozens of youth from Pulwama are acts of pure revenge which can in no way deter Kashmiri’s from pursuing the goal of freedom.

Leadership said that use of unbridled force against Kashmiri’s only strengthens their resolve. They said that the sacrifices offered by each segment of society and their unflinchingly support and dedication to the principled cause sends a strong message to the powers that be in New Delhi which has unnerved them and their only response to it is “repression” through authoritarian and absolute use of force.

JRL said the sacrifices and steadfastness of people will one day force GOI to relent and accept the reality of Kashmir dispute and the inevitability to resolve it.

Denouncing imposition of curfew in many parts of Kashmir, the Leadership paid rich tributes to two militants killed in an encounter at Hajin in Bandipora with government forces.

Leadership thanked the people of J&K for observing an exemplary protest strike against the assault on the hereditary state subject laws warning stating that people will immediately hit the streets in protest in case of any adverse judgment by Supreme Court.

Why J&K Tourism Lags Far Behind Kerala and Gujarat?

In 2017, a record 10 million foreign tourists visited India. As many as 103 million domestic tourists visited the picnic spots and health resorts within India, the same year. The hospitality sector contributes 6.88 percent to India’s GDP and is estimated to earn 27 billion dollars, the next year.

It was the Incredible India campaign launched by Government of India in 2002 that helped India pitch itself as a high-end destination. In fiscal 2017-198, Ministry of Tourism spent Rs 300 crore to promote the campaign on various media.

Central Tourism ministry apart, states like Gujarat, Rajasthan, Madhya Pradesh, Kerala and even smaller states and Union Territories like Daman Diu have been at the forefront of driving tourism to the respective states. From earmarking significant media budgets to hiring top-notch advertising agencies, these states rope in celebrities and are continuously increasing their social media presence, almost on daily basis. What is interesting is how these states have adopted a fully integrated marketing approach to build these brands.

= Take the case of Rajasthan. In 2016, the state hired Ogilvy & Mather as their creative agency and launched a new campaign Jaane Kya DikhJaaye. Top ad filmmaker Prakash Verma of Nirvana Films created six ad spots at an estimated cost of Rs 7.5 crore. The state went on to spend a whopping Rs 100 crore to promote the campaign. The results: the state received 43 million tourists in the year 2016.

Gujarat Tourism ministry roped in Amitabh Bachaan for their campaign Khusboo Gujarat Ki. They produced 22 films at a cost of Rs 15 crore which were directed by known filmmaker Sujit Sarkar. They spent an additional Rs 40 crore to promote the films. Though Bachaan did not charge a professional fee for the campaign, the state spent Rs 97 lakh on his travel and lodging alone.

Even Assam launched a 360 campaign in 2017 spending Rs 15 crore to promote the state’s various destinations. They roped in Priyanka Chopra who was reportedly paid Rs 2.37 crores for the same.

= Jammu and Kashmir has been a tourist destination for centuries. As the tools of promotion have changed with the onset of the Information Technology, the state has lagged behind in promoting the destination professionally. Despite being one of the top tourist destinations the state hasn’t attracted the tourists that it could potentially have through a sustained marketing plan.

Ministry of Tourism was the first that created a campaign in 2014 to promote the destination through its Incredible India platform. The ad film conceptualized by Ogilvy & Mather cost the ministry an estimated Rs 1.25 crore. The film which was shot and directed by Tassaduq Hussain, who later become state’s tourism minister for some time, garnered a good viewership on social media. Professionals take this film as one of the most aesthetically shot tourism films.

Ogilvy & Mather is one of the top advertising agency in India. It has created a number of campaigns for many states like Madhya Pradesh, Rajasthan, Gujarat, in addition to its engagement for Incredible India.

Interestingly, Jammu and Kashmir Tourism department had also impaneled various agencies for a period of around three years from 2011-2014. But no major campaigns came out during this period.

In 2016, when the Tourism department issued a tender for the empanelment of the agencies Ogilvy & Mather did not participate. Through the tendering process J Walter Thompson, considered to be the largest agency in India, was appointed. The agency had earlier handled state Tourism account during early 2000’s

The Warmest Place on Earth campaign was created by JWT and launched on September 2017. The campaign which went viral garnered 25 million views for the campaign. It was one of the most talked about campaigns in the year 2017. Not only did it get appreciation from the common man, it also received impressive media coverage also from national as well as international press.

The campaign was endorsed by celebrities like Amitabh Bachan, Karan Johar, Ranbir Kapoor, Alia Bhatt, Imtiaz Ali, Raveena Tandon, Sridevi, Chef Vikas Khanna, politicians across the spectrum from Rajnath Singh to Omar Abdullah and journalists like Barkha Dutt, Nidhi Razdan, Neelesh Misra among a host of others. The department spent Rs 1.7 crore to produce the Warmest Place and another TVC Autumn. However, no money was spent on the promotion of these films.

The Department also harnessed the local talent by producing short drone films at a cost of approximately Rs 35,000 each. This combination of High TVCs and drone visuals received an overwhelming response on the social media. Primarily it was because of this campaign that the Tourism department’s facebook was awarded the 2nd best tourism handle of the county after Kerala. In the first year itself, Jammu and Kashmir pushed Gujarat to the third position on social media despite both Kerala and Gujarat have millions of followers.

= The movement needs to be taken to the next level. The department must go for tendering again, get the best talent to produce the best stuff and improve the footfalls in Kashmir, Ladakh, and Jammu.

The planners in the state government must understand that while street shows and participation in bigger fairs has remained the traditional costly way-out, the easiest is the get the best stuff and put it on the internet. It spreads faster than the wildfire. There are more TVCs being shot in Kashmir – mostly in Ladakh – about the promotion of the hospitality sector of other state’s as Jammu and Kashmir is not doing much for itself.

Governor Malik’s Day 1 in Office: Insists on people-centric governance

Governor Satya Pal Malik on Thursday called for giving a renewed push to the “Mission on Delivering Governance” and “Mission on Delivering Development” to bring Jammu and Kashmir back on course.

“Our collective priority should be to reach out to the people of Jammu and Kashmir to mitigate their problems through good governance and address their developmental concerns with outcome-based action,” Governor said at the introductory meeting with his Advisors, B B Vyas, K Vijay Kumar & Khurshid Ahmad Ganai, Chief Secretary, BVR Subrahmanyam, Director General of Police, Dr S P Vaid, Principal Secretary to the Governor, Umang Narula and all the Administrative Secretaries at the Governor’s Secretariat here this morning.

Governor made it clear to the officers that he has no political agenda and wants to just serve the people of the State, in whatever way possible. “What Jammu and Kashmir needs, is a sincere outreach to redress the day-to-day problems of the people,” he said and added that shortly after he reached Srinagar last week, he received a complaint of waterlogging in colonies around Mustafabad, HMT on the outskirts of Srinagar. “I gave instructions for tackling the problem immediately. This may be a small gesture, but people appreciated it as they felt that their writ is running now,” he said.

Hailing J&K’s civil and police administration for working tirelessly for the welfare of the people amid challenging situation, Governor said the state administration needs to function with renewed efficiency, speed, and accountability and deliver quick results on the ground on developmental and governance fronts so that the people get the much-needed relief and feel visible change.

Stressing the need for ensuring rapid, people-centric governance, Governor enumerated the short and long-term measures to be taken to achieve this objective. He said strengthening and expansion of grievance redressal mechanism, timely execution of developmental projects, public outreach, attendance in offices, strengthening anti-corruption mechanism, expediting recruitment process/SRO-43 cases & regularization under SRO-520, intensifying anti-encroachment drive, improving traffic management, augmenting power supply & availability of potable water, supplementing human resource in health and educational institutions, conservation of water bodies, effective flood mitigation and creating career progression avenues for officers/officials at every level will be the priority areas for the administration in the first instance.

He said instructions have already been passed for setting up Grievance Cells in the offices of all the Deputy Commissioners across the State with a designated Nodal Officer. “The Deputy Commissioners will dedicate one day every week exclusively for hearing public grievances and ensuring appropriate redressal,” Governor said and added that the Advisors and other Government functionaries shall be regularly visiting various parts of the State to ensure on-the-spot redress of public grievances.

“Focus has to be on working through transparency and consultation to promote a culture of excellence in governance characterized by integrity and highest standards of deliverance,” he said and added that judicious and productive use of resources has to be ensured so that the funds are utilized according to priorities.

Governor said he will be always available personally to address any issue facing the administration in the smooth discharge of their duties. “I will be also available to the public to listen to their grievances,” he said and added that most of the times people have genuine small issues which can be addressed immediately and it leaves a huge impact on the public psyche.

Recognizing that J&K police is making huge sacrifices for maintaining peace and rule of law in the State, Governor expressed grief over the killing of four policemen at Shopian yesterday. He said acknowledging the role of the J&K Police, the Government will be announcing a slew of welfare measures for the force shortly.

The Advisors and the Chief Secretary briefed the Governor in detail about the administrative and developmental measures being taken to accomplish the “Mission on Delivering Governance” and “Mission on Delivering Development”.

The Chief Secretary informed the Governor that he will come across one of the finest lot of officers in J&K both from, within and outside the State, who are working very efficiently on every front.

Earlier, on his arrival at the Civil Secretariat, Governor was presented the ceremonial Guard of Honor by a contingent of J&K Police.

Governor for a comprehensive strategy to deal with flood-like situations

Governor Satya Pal Malik has called for a comprehensive strategy and tangible measures to deal with flood-like situations in the State with specific reference to Kashmir Valley. He directed the Department of Irrigation & Flood Control to put in place all the necessary arrangements effectively deal with any flood-like situations to prevent recurrence of the September-2014 situation.

The Governor emphasized the need for a fresh review of flood mitigation plans by all the Deputy Commissioners and speeding up the process of clearing the drainages; strengthening the river banks with a special focus on vulnerable spots.

The Governor complimented the administration over the preparatory work done and directed the concerned to take immediate action to fill up any identified additional gaps to thwart any challenge due to flood like situation in future. He called for maintaining a close synergy by various agencies for ensuring tangible results on the ground.

The Governor also obtained detailed feedback on the progress of PMDP and directed for speeding up the process to achieve the targets in a time bound manner.

In a power point presentation, the Secretary Irrigation & Flood Control informed the Governor that during the recent flood like situation from the last week of  June and first week of July, 2018, the Central Flood Control Room was set up at Ram Munshibagh; Automatic Water Level Recorders and Automatic Rain Gauges were installed at essential sites viz. Sangam, Ram Munshibagh, Khudwani, Batkoot and Wachi; Global Navigation Satellite System is being used for correlating the manual and automatic Gauge sites with each other; Doppler Radar  and Automatic Weather/Rain Gauge stations have been put in place  to gain real time data in advance, during any adverse situation; adequate quantity of empty cement bags kept available to deal with the situation. Encroachments were removed from the Jhelum Spill Channel and tributaries; dredging of river Jhelum and flood spill channel has been initiated; with World Bank support, River Morphology Study of Jhelum has been initiated for better flood forecasting.

It was further informed that the Department had established 260 tents along with other facilities; 40 Relief Camps in district Srinagar and 7 Nodal Officers appointed; 7 teams of SDRF and two teams of NDRF, along with motorized boats were positioned; 100 personnel of Home Guards and Civil Defence, besides 2,500 Police personnel and 3,000 CRPF, kept ready for assisting evacuation operations; 260 family tents pitched; 30 toilets (male and female) erected; medical teams deployed, along with medicines and chlorine tablets.

One Central Flood Committee consisting of 22 members; 11 District Coordination Committees consisting of 20 members each headed by the Deputy Commissioners and 14 District Flood Zonal Committees headed by the Executive Engineers have been constituted to deal with any flood eventuality.

Regarding strengthening and raising the embankments of the river, Governor was informed that 113 spots on river Jhelum have been identified and strengthened during monitoring by Beat and Sectoral Officers; 140 spots on tributaries have been temporarily restored and strengthened; strengthening of 25 spots on river Jhelum and 68 spots on tributaries are under progress.

Under the long-term measures, the action has already been taken by the state Government under Jhelum Tawi Flood Recovery Project in consultation I & FC Department Kashmir. Under these measures, the PM’s Core Group & the team of directors of CWC visited the valley in 2015 and recommended some vital steps to be taken under long term strategy as well to mitigate a flood threat of 1,15000 cusecs at Sangam.

The State Government has already initiated steps viz engaging the consultancy for “conduct of Surveys, feasibility studies, EIA/EMP for integrated Comprehensive Flood management of River Jhelum & its tributaries including preparation of Detailed Project Report.”, under world bank funding through its state PMU (Project monitoring Unit) under JTFRP.

The Consultancy has been recently awarded to M/S EPTISA of Spain by the State PMU of JTFRP after approval from World Bank. The consultancy will act as a complete road map for mitigation of Floods in Kashmir. The M/S EPTISA Ltd has started their preliminary field visits on 23-7-2018 from south Kashmir.

It was also informed that sufficient funds have been kept at the disposal of Divisional Commissioners and Deputy Commissioners for the procurement of emergency material according to the situation.

Governor takes stock of Dal Lake conservation measures

Governor, Satya Pal Malik called for initiating both short and long-term measures for the effective conservation and preservation of the J&K’s water bodies including the Dal Lake.

Chairing a high-level meeting at Civil Secretariat here this morning, Governor ordered fixing timelines for various tasks to be accomplished urgently for effective conservation and restoration measures.

Governor called for framing a comprehensive legislative framework for conservation of water bodies in the State as these are closely linked to the survival of the people.

Governor made it clear that conservation and restoration of water bodies including Dal-Nageen Lakes will be among the priority areas of his Administration and the Prime Minister, in his Independence Day speech this year, also stressed the urgency of the conservation of this important water bodies in J&K.

Financial Commissioner, Housing & Urban Development, briefed the Governor in detail about the measures being taken for the conservation of the Dal-Nageen Lakes.

These include procurement of machinery and equipment as already approved by the State Administrative Council (SAC), removal of encroachments upgradation of STPs, deweeding and cleaning of lake surface, installation of Bio-Digesters, restoration and beautification of The Boulevard and relocation of Dal dwellers.

Relocation of Structures

The meeting was informed that giving the varying figures regarding the actual number of structures to be relocated from in and around the Dal Lake on the directions of the High Court, the Government has ordered a fresh survey of all such structures to be completed within 10 days under the supervision of Divisional Commissioner Kashmir.

Governor directed that the fresh survey should be a comprehensive updated exercise to identify and enlist, preferably on the basis of Aadhaar number and photograph of the head of each family, each such structure which is to be relocated as a part of the Dal Conservation program. He said the support of local elected representatives and other stakeholders should be enlisted for the purpose.

Procurement of Machinery

Governor was informed that following the approval the State Administrative Council (SAC), for procurement/hiring of lake cleaning machinery and equipment including weed harvesters, skimmers and amphibious excavators, the tenders have already been floated in this regard and the process for procurement/purchase of machinery is to be completed within next two months.

Further 900 Bio-Digesters at a cumulative cost of Rs 15 crore are to be installed in House Boats in the Lake for treatment of sewage emanating from them.

Deweeding/Skimming

Governor was informed that the number of boats and manpower has been doubled to 1000 and 2000 respectively to expedite manual deweeding/skimmingof the Lake to ensure that the Lake surface is cleared of weeds and hazardous plantation by December 2018.

Governor directed that the Vice-Chairman LAWDA would personally visit the interiors of the Lake regularly to monitor the progress of deweeding and ensure set targets are met within the timeline.

Installation of STPS

Governor was informed that LAWDA has moved a proposal for increasing the capacity of Sewage Treatment Plants (STP) around the Lake from the existing 36 MLD to 50 MLD to ensure that no raw sewage from the catchments goes into the Lake for which Rs 111 crore are needed.

The meeting was informed that the drainage and STP network in being strengthened to prevent night soil of around 60000 population presently going directly into the lake.

Relocation of Dal dwellers

The meeting was informed that in order to facilitate the rehabilitation of dwellers, J&K Housing Board was authorized to initiate the construction of 13000 3BHK flats at Rakh-e-Arth through cost recovery mechanism under PPP mode and 7,500 2BHK flats at Chandpora, Harwan specifically for Dal dwellers on cross subsidized basis.

It was further decided that in view of the fresh proposal for construction of flats, no new plots would be allotted to the Dal dwellers.

Dredging

The meeting decided that the Dredging Corporation of India (DCI) would make a detailed presentation before the State Administrative Council regarding the dredging proposal before a decision is taken on the same.

Beautification of the Boulevard

The meeting decided that the Public Works Department (R&B) would immediately take up restoration of the Boulevard pavements from Dalgate to SKICC in the first phase.

Governor was also informed about other issues concerning Dal Lake including proposed construction of Western Foreshore Road, formulation of Master Plan, study regarding estimation of pesticides in Dal Lake, tackling Red Algal bloom, vegetation mapping, formulation of Water Sports Policy, development of Dole Dumb and artificial wetlands, unified control of House Boats, policy framework for promoting water sports in Dal and Nageen Lakes and strengthening of the Enforcement wing of the LAWDA. The meeting passed appropriate directions on each issue.

The annual Urs of Sufi saint Hazrat Mohammad Shah Sahib (RA) was celebrated with religious fervor in Anzwalla village of Islamabad in South Kashmir on Thursday.

An eyewitness said that scores of people, including women and children, visited the shrine to pay their obeisance. The maximum rush of devotees was witnessed on yesterday afternoon when devotees converged at the shrine to offer special prayers along with the recitation of Quran and Naat.

According to a local resident, Bilal Ahmed, every year devotees from different walks of life throng the shrine to pay reverence to the saint and seek his blessings. “A cleanliness drive was also undertaken by the locals ahead of the Urs,” Bilal said.

During the sermon, the preachers threw light on the Islamic teachings and life of Hazrat Mohammad Shah (RA), who devoted his life to the service of people and preaching of Islam.

Directorate of Internal Quality Assurance (DIQA), the University of Kashmir in collaboration with the Central University of Kashmir on Thursday organised a one-day awareness workshop for the principals of affiliated colleges of the valley.

The workshop was sponsored by National Assessment and Accreditation Council (NAAC) and was organised to aware the various stakeholders in higher education including college principals about the revised guidelines and revised accreditation framework for submitting information online.

In his presidential address Vice Chancellor University of Kashmir Prof Talat Ahmad while interacting with the participating Principals underlined the importance of quality assurance for Universities and colleges with special reference to the process of accreditation.

He prompted all the quarters to do their best and expedite submission of necessary information details to NAAC.

“Once our institutions get accreditated we forget everything for another five years and become complacent. The process of accreditation is continuous and it does not stop once an institution is accredited. We need to tread the path of professionalism, punctuality, and dedication to work to get our universities and colleges back on the track of progress in Academic and Research areas,” said Prof Talat.

Speaking on the occasion Vice Chancellor Central University of Kashmir Prof Mehraj-ud-din Mir said:“The basic purpose of this workshop is to make aware various stakeholders about the process involved in making the presentation before the visiting NAAC team and get familiar with the new benchmarks, criteria and format devised by NAAC.”

He said that technological advancement has put a huge challenge in front of us and with changing times we also need to update our knowledge so as to ensure quality teaching- learning in our educational institutions

In her special address advisor, NAAC Dr Latha Pillai said: “Revision of accreditation framework became inevitable in light of the latest advancement and developments happening in the field of higher education all over the world so that our higher educational institutions may not lag behind.”

She added that NAAC has devised user friendly tools and applications for colleges and Universities   so that they may understand the revised framework easily so as to ensure continuous progress.

Director Colleges Prof Zahoor Ahmad Chatt said in his remarks while presenting an overview of the accreditation status of various colleges of the valley said that the individual growth of the teacher is also linked with the accreditation of his/her college or university whereas Registrar University of Kashmir Prof Neelofar Khan also spoke on the occasion and welcomed the participants from various colleges of the valley.

Dean Research KU Prof Zaffar Reishi, Deputy Advisor NAAC B.S Ponmudiraj and Assistant Advisor NAAC Dr Ruchi Tripathi were also present on the occasion.

The proceedings of the workshop were conducted by Deputy Director DIQA Showket shafi and vote of thanks was presented by Chief Coordinator Dr Manzoor A Shah.
