MET: Weather to remain dry till Jan 04

Srinagar

The Jammu and Kashmir meteorological department has forecasted weather to remain dry till Jan 04, 2018.

An official of the Met Department said that the weather is likely to remain dry till January 04th, as the clouds cover has disappeared from the sky.

The Srinagar city has recorded minus 4.4 degree Celsius temperature.

The tourist destinations Pahalgam has recorded minus 5.0 and Gulmarg has recorded minus 7.5 degree Celsius. Kupwara has recorded minus 4.0 and Kokernag minus 2.4 and Qazigund has recorded minus 3.4, respectively.

Jammu city recorded 6.7, Katra 7.0, Batote 2.7, Banihal 4.9, Bhaderwah 0.4 and Udhampur was at three degrees Celsius.

Lethpora Attack: Are Kashmirs Falling For Jaish and Lashkar’s Fidayeen Training?

LETHPORA: What has rarely been seen in Kashmir, a group of Kashmiri militants launched a fidayeen attack on Sunday, killing five CRPF personnel. This might as well be the start of a dangerous new wave of insurgency in Kashmir where terrorist organisations recruit locals to carry out such attacks.

Kashmiri militants have seldom posed as Fidayeens though on a few occasions they have carried out suicide attacks, including one with a human bomb just outside the main entrance of the Army headquarters in Srinagar.

Jaish-e-Mohammad and Lashkar-e-Taiba — architects of fidayeen attacks — appoint Pakistani militants to carry out such deadly strikes because they are better equipped for the job with rigorous training and judicious use of ammunition. However, in a major departure, it looks like Jaish has laid their trust on the local cadre.

Two young men termed to be the Jaish e Muhammad militants who eventually were killed in a Fiadyeen attack in the Lethpora CRPF installation. Five CRPF personnel were killed in the attack. The photograph was circulated on FB and Kashmir Life has no means to confirm whether the two are actually the slain Fiadyeen duo.

The two militants who were shot dead on Sunday were allegedly very active in this area where they carried out the attack.

The Jaish has claimed responsibility for the Lethpora strike and said the cadre won’t be deterred by the Indian Army’s all out operation and would rather intensify their onslaught.

Sunday’s attack was deadly and unusual in every sense despite security forces being put on maximum alert following an input about possible fidayeen attacks on New Year’s Eve and the Srinagar-Jammu highway having a constant security deployment.

The fidayeens this time around comprised Kashmiri operatives who are seldom drafted for the sneak-in and strike missions like the ones in Uri, Pathankot or Nagrota. Both Jaish and Lashkar usually trust Pakistanis cadres to mount such suicide attacks.

Two of the three militants killed in Sunday’s attack at the CRPF training centre in Lethpora on the Srinagar-Jammu highway is young Kashmiris.
One of them has been identified as Fardeen Khanday (17), who till three months back studied at a local school at Tral — hometown of slain Hizbul Mujahideen leader Burhan Wani. Son of a policeman, Fardeen fled to join militants and was killed in the encounter on Sunday.

Hours after he was killed in the gunbattle, a video has surfaced in Kashmir showing slain Kashmiri youth Fardeen asking other Kashmiris to “join the fight against Indian aggression”. The video was allegedly shot moments before the attack.

Asking the Kashmiri youth to join him, Fardeen said that there is “no freedom without sacrifice”. In the video, he claims that Jaish attacks have unnerved the forces and that Jaish will continue to launch more attacks like Nagrota, Pathankot and Tangdhar.

The other militant was Manzoor Baba (22), who hailed from Drubgam area of Pulwama district. A driver by profession, he had become a militant only two months ago. His name was in circulation last month when his family made a fervent appeal to him to return home. He, however, did not heed to his mother’s plea.

There has been no firing since Sunday evening at the Lethpora CRPF training ground with sources reporting that a third fidayeen might still be lurking in the sprawling campus.

On Sunday, Jammu & Kashmir DGP SP Vaid told News18 that the third militant was traced to 185 CRPF camp, but he remained elusive even 34 hours into the prolonged gun battle.

Sources say the third fidayeen may also turn out to be local. This could, for the first time, be an all-Kashmiri fidayeen attack on a high-value target.

The two slain Kashmiri youths launched the attack on the CRPF camp around 2:30 am by firing indiscriminately and lobbing grenades from the UBGL inside the camp taking the forces by surprise.

“All the attackers later entered the training centre of CRPF 185 battalion and engaged the troops in a gun battle,” a CRPF spokesman told News18.

In the first exchange of gunfight, three CRPF men were injured with one of them later succumbing to injuries.

Constable Sharief-ud-din Ganaie of Chadoora Budgam died after being shot on the chest. He was later taken to 92 Base Hospital, where he succumbed to his injuries.

In the daylong gunbattle, four other CRPF jawans, too, lost their lives while three others were injured.

One way traffic continues on Srinagar Jammu highway

Srinagar

The Srinagar Jammu highway has been thrown open for the one way traffic on Monday.

An official from the Traffic department said that “due to the bad road conditions only one-way traffic will be allowed on the Jammu-Srinagar highway. Vehicles will be allowed to move from Srinagar to Jammu and no vehicle will be allowed to move from the opposite direction.”

“This precaution has been taken keeping the safety of the travellers in mind,” he added.

Drug peddler held with Charas in Doda

Srinagar

Police station Gandoh on Sunday has arrested a drug peddler and recovered 900 Grms of Charas during the Naka party at Malat Gandoh area of district Doda.

The drug peddler has been identified as Ram Chand son of Behari resident of Thathri Doda.

In this regard, case FIR No.122/2017 U/S 8/20 NDPS Act has been registered at Police Station Gandoh and further investigation has been taken up.

Two persons killed in Doda road accident

Srinagar

Two persons died on spot after the car they were travelling in fell into a deep gorge at Bhandarkoot road in district Doda, on Monday.

As per reports, two persons died on the spot when their waganor car they were travelling in bearing registration Number JK17-4924 rolled down in a deep gorge.

The locals immediately started the rescue operation and informed the police.

The deceased was identified as Mohd Ayoub 22, son of Latief Butt resident of Gundana, Doda and Adil Ahmed  21, son of Gul Mohd Hajam resident of Oakhyarbad, Kishtwar.

Police have registered a case in this regard and bodies were shifted to hospital for medico-legal formalities.

Youth hit by bullet in Pulwama village, stable, referred to Srinagar

SRINAGAR: A young man was injured when a bullet hit part of his face and flew away, police reports said. He was referred to Pulwama and later to Srinagar.

Details revealed that the police and other security agencies had kept the Drubgam belt literally in a loose siege to prevent people from coming to attend the funeral prayers of a slain Jaish militant, Manzoor Ahmad. A group of people from Qasba Yar, police said, wanted to go to the Jinaza but the army column did not permit them. It triggered tension which resulted in a quick shower of stones on the soldiers, who fired towards the mob.
“One bullet touched the right side of the mouth of this man who was quickly shifted to District Hospital Pulwama and later shifted to Srinagar,” a senior police officer said. “He is a resident of Dardpora in Qasba Yar. His name is slightly disputed because people say he is Saqib but in hospital records, he is mentioned as Aaqib.” Even his residence is slightly disputed.

A senior doctor at the District Hospital Pulwama said the injured boy is 24 years old. “He has received two firearm armies, one in his face and another in left axilla and he has been referred to Srinagar for plastic surgery to prevent his facial disfigurement,” the doctor said. “Both the injuries are superficial and he is stable.”

Manzoor, a Jaish militant from Drubgam, was killed in a fierce encounter with the CRPF in Lethpora on December 31. He was one of the two militants who was killed in the encounter in which five CRPF personnel were killed. The other militant is Fardeen, a resident of a Tral village.

Police said the first funeral prayers of Manzoor in Drubgam are already over. It was attended by around 5000 people. Same is the case with the other militant whose first Nimaz-e-Jinaza was over with a modest gathering.

There are reports about some protests and stone pelting incidents between Lethpora and Pampore. Details are yet to emerge.

Meanwhile, police said the combing operation at the Lethpora CRPF installations has started. Room to from search is taking place. A Police officer said there has not been any fire exchange since Sunday evening. “We were told there were three militants and we have already received two dead bodies,” the officer said. “About the third, we have no idea. Let the searches be over but the searches will take its own time because the damage is extensive.”

Dr Drabu unveils J&K Bank wall calendar 2018

The Jammu and Kashmir Finance Minister Dr Haseeb A Drabu on Sunday unveiled the J&K Bank Calendar – 2018 themed “Half-Hidden Heaven” in presence of the bank’s Chairman and CEO Parvez at the Zonal Office, Jammu central.

The spokesman said he also unveiled the Bank’s diary 2018. The calendar is a tribute to the natural beauty of the state of Jammu and Kashmir, which still remains hidden from the common eye.

Executive Presidents, S. S. Sehgal & Vagish Chander,  were also present on the dice. Besides, Senior President, Presidents, Vice-Presidents and other bank officials were present on the unveiling ceremony.

On the occasion, Dr Drabu also presented cheques and mementoes to the photographers whose pictures were selected for the calendar-2018 after following a due process culminating solely in the jury’s decision.

The eight photographers Masood Bhat, Sajad Arif, Faheem Qadri, Mukhtar Ahmad, Adil Shah, Satish Sharma, Endee Rampal and Robert Huber were given the cheques worth Rs 21000 for each picture. Masood Hussain, Suman Gupta and Ashok Dilwali – professional experts in the field – were the judges in the selection process.

The spokesman quoted the Finance Minister saying “In terms of generating hype and intensifying the people’s anticipation for it, J&K Bank Calendar emerges the winner every time. The theme is worthy and the treatment is equally good. I would like the corporate communication department of the bank to trace the historical perspective of the Bank’s Wall Calendar since its inception so that masses come to know its legacy.”

Notably, It was Dr Drabu as chairman and CEO of the bank who transformed the presentation of the Wall Calendar by making it socially relevant. He turned it into a social intervention tool and promoted state’s arts and crafts, heritage etc.

Train services suspended on Srinagar-Banihal track

Srinagar

Train services was suspended on Monday for security reasons in south Kashmir, where two militants and five CRPF were killed after an attack on CRPF Training Centre Lethpora area of Pulwama district on Sunday.

However, trains continued to chug on Srinagar-Budgam in central Kashmir to Baramulla in north Kashmir as per schedule, officials said.

2017s Last Gun Battle: The Complete Story

SRINAGAR: As Kashmir approached the New Year, 2007 proved violent till the last breath, literally. Well before the dawn crack, three militants had mounted an attack on a major CRPF installation in south Kashmir. By evening, when the New Year mood was visible at specific spots within and outside Srinagar, eight coffins were underway at different places for eternal rest.

Officials said that three heavily armed militants managed entry into the Lethpora CRPF garrison somewhere between 2 am and 3 am. “Seemingly, they have used a breach in the wall to get in,” one police officer said. “By the time, the attack was detected, they were already in.”
Almost 3 km, on the left side of the highway, CRPF has created a huge infrastructure that comprises a cluster of multi-story buildings. It is in the rare of the Barsoo village. From a distance, it looks a high-end township. Not far away from it, is a police establishment though not as impressive as CRPF owns.

Officials said the CRPF garrison is actually the headquarters of 185 battalion. There is also a Commando Training Centre where most of the CRPF’s counter-insurgents get crash courses in managing militancy. There is a hospital as well besides lot of barracks and other offices.


“Militants came from the rare of the camp. It is sort of a deserted area and they might have taken the cover of the darkness,” one senior police officer said. CRPF officers told media that it was the deadliest attack of 2017.
Another officer said that after the militants barged in, they managed to get into the administrative office. “There were not many people, maybe 10-12 and some of them were quickly rescued,” the officer said. “The hospital is also close-by.”

The gun battle started during wee hours in which at least one CRPF man and two militants were killed. Rest of the battle resumed around noon in which one more was killed. By then, the injured had been evacuated to the hospitals where one CRPF man expired.

It was in the afternoon when the gun battle was on but the officers decided to evacuate some of the personnel who were off the scene but close to the theatre. It was during this rescue that an inspector rank officer Kuldeep Roy died of cardiac arrest.

Another senior officer said that two families have claimed the bodies: the family of Manzoor Ahmad Baba from Pulwama and Fardeen from a Tral village. On basis of their requests, the bullet-ridden bodies were sent back to Awantipora police from Srinagar Police Control Room. “It is just a claim and if they are identified, that is a different story,” the officer said. “It could be the first such instance in which two locals are part of a trio in a Fidayeen attack that could be the first in militant history.”

The militant outfit, Jaish e Muhammad has staked the claim for the attack during the day, ridiculing the Operation All Out, the outfit said the attacks were in reaction to the killing of Noor Mohammad Tantray, one of the elusive dwarf militant leaders, who was killed by the police recently in Pampore outskirts.

Inspector General of CRPF Ravideep Sahi told Times of India that three of their personnel died of bullet injuries in the army hospital in the afternoon.

Within hours after the militants got in, the entire counter-insurgency grid was on the spot, taking the belt in a sort of siege. The internet was immediately closed down for the belt. Police said the CRPF and police decided that they will handle the operation jointly with the army from the neighbouring Victor Force headquarters offering the area security by surrounding the spot of the clash. At least one of the buildings was seriously destroyed in the gun-battle in which the CRPF used rockets.

Most of the journalists later drove directly to CRPF’s Humhama establishment where the top brass of the force usually comes for wreath laying. There was the delay. In the first instance, they brought the coffin of Sharifuddin Ganai, a resident of Nowgam Chadoor, who was the first target of the militants. He had bullets on his head and legs and belonged to 185 bn. After quick wreath laying, he was driven home where the funerals were offered. “We have reports that while the CRPF gave him a 36 gun salute, there were more than 1000 people who attended his funeral prayers,” an officer in Srinagar said.

It was in the second stage that other slain soldiers were driven to Humhama. Their wreath laying was delayed and they will be despatched to their families Monday morning, the first day of 2018.

The others slain CRPF include Kuldip Roy, an inspector, who died of cardiac arrest. He is a resident of Tikkar Khatrian in Hamirpur area of Himachal Pradesh.

The second casualty from J&K was that of Tufail Ahmad, who had bullet injuries. He was a resident of Dadasini Bala, a village in Rajouri.

Rajinder Nain, another person from CRPF was a recruit of 130 Bn who was hit by a bullet in his chest. He was a resident of Garisar village in Churuy belt if Rajasthan.

Pardeep Kumar Panda is from 132 Bn and is a resident of Liploy in Rajgangopu district of Odisha.

Three personnel of CRPF are injured but stable and out of danger. These include Narender Kumar, Malam Samadha (from 185 Bn), and Mola Ram (48 Bn). Kumar has a bullet injury in the right leg, Malam was hit by a bullet in his right shoulder and Ram has a bullet injury in his left clavicle. All the three are admitted to the army hospital.
Chief Minister, Mehbooba Mufti condemned the killing of CRPF jawans, including an officer.Terming the act as dastardly, she said violence has taken a heavy toll of the society in the state in terms of death and destruction, tearing apart of the social fabric, inflicting massive economic, academic and social losses besides the irreparable loss of human lives.

She paid rich tributes to the jawans of the force killed in the attack. She conveyed her sympathies to the bereaved families of the slain men.

“As the year draws to a close we get a terrible reminder of how bad things are in the valley,” NC president and former Chief Minister Omar Abdullah wrote on Twitter. “My condolences to the families of the CRPF personnel killed in the attack.”

Tourism deptt celebrates New Year at Pahalgam

The department of tourism Kashmir on Sunday this year celebrated New Year at Pahalgam to promote the destination for winter tourism.

The spokesman said Pahalgam, which primarily is a summer destination, receives lesser tourist footfall in winter months as compared to Gulmarg which remains packed.

However, for past few years, the department is promoting Pahalgam as winter destination through various sports activities.

The department kick-started the New Year celebration by organizing first ever snow half marathon at Pahalgam, ice-climbing events and All Terrain Vehicle (ATV) ride show.

Director Tourism Kashmir Mahmood A Shah flagged off the race at Pahalgam Club which passed to Aru and culminated back at the starting point to compete for 21 kilometres.

The snow-marathon, which brought Pahalgam alive, is first of its kind half marathon organized under sub-zero temperatures to promote the destination and also keep local youth engaged.

The department also organized ice-climbing at Pahalgam in which scores of the trained mountain climbers participated and hiked the cliff.

Later in the evening, the department organized cultural and musical events at Pahalgam Club which entertained both locals and the tourists.

Four injured after car plunges into gorge on Srinagar Jammu highway

Srinagar

At least four persons were injured after an Alto car they were travelling in met with an accident in Seri area of district Ramban on Sunday.

The injured persons have been identified as Mohammad Iqbal, Khurshid Ahmed, Muhammad Mukhtyar, Asgar Ahmed Mir and Aijaz Ahmed Mir all residents of district Kupwara.

An official from the traffic department said that a car they were travelling in bearing registration number JKO5D 7087was on the way from Baramulla to Jammu skidded off the road and fell into a 100-ft gorge at Seri Ramban.

“The injured were rushed to the Ramban hospital for the treatment,” he added.

An ode to 2017

It is that time of the year. We bid farewell to 2017 and herald a new year, thinking in our naivety that everything bad and unpleasant is behind us, but you see, our fears never leave us. They are like those fake charges that the NIA uses every now and then to scare off the poor Hurriyat leadership. When the first flakes of snow fell on Srinagar in early December, the government decided to serve a quick ED notice to Geelani Sahib, in the same manner, one would serve Harisa to a guest on a cold morning. It is not that the authorities in Kashmir have no sense of humour, it is just that they have too much of it, perhaps. Why else would they arm-twist people to talk to them? Hey, look here, you are not talking to me, I will show those old love notes to all your relatives – and they will then bitch about you.

In a fit of sudden benevolence, PM Modi appointed the ex-IB Boss, Dineshwar Sharma, to hold parleys (interlocutor in mediaspeak) with Kashmiris in 2017. Since October the affable Sharma is camping off and on in Srinagar. Initially, the ‘talks’ garnered a huge amount of interest in TV studios. At 9 o’clock – which is Prime Time in India — that out-grown schoolboy, who lords over the Republic, was so wild with excitement; it felt that he would burst anytime. It is hard to tell if he got hard by the announcement itself or was it the hallucinogenic effect of yet another retired babu spending his summer (and winter) in Kashmir, talking to the already converted. During his last visit to Kupwara, no cameras were allowed. Maybe the former sleuth, given his career as a spy, remembered a thing or two about discretion. Even if it came a tad late.
There is no indication as of now whether the phantoms of 2017 shall revisit us again in 2018. The braid choppers have vanished as suddenly as they came. God knows how many poor lover boys and random folk got beaten up during those insane summer months when the so-called ‘braid cutters’ (armed with nothing except a pair of clippers) descended upon Kashmir. Everywhere you looked, some hapless woman had her ponytail chopped off. The cops went bonkers, while conspiracy theorists had a field day.

One unlucky boy, mistaken for a braid chopper, was nearly burnt at stake. Another place an entire village chased a jinxed lover, who had come to secretly meet his Shakeela (or whatever her name was). Lucky he got away, but not before his kameez-yezar was torn into a million shreds. Repeatedly he kept telling the frenzied mob (and a dozen odd boys filming his ordeal on cell-phones: Mye haz chu true love (I have got true love). It is a lament that real ashiqs understand in peaceful times, but alas in an atmosphere of mass hysteria versus it-is-the-damn-Indian-agencies, all affairs of heart are lost. In the end, as autumn changed into winter, the scissors simply dissolved.

There was a lot of scaremongering over Article 35A in the year bygone. A mixture of fear and dread engulfed Kashmir. While people were bracing for the worst, a relief came in the form of adjournments. First the case was postponed to be heard after Diwali, and when a Supreme Court bench examining the constitutional validity of Article 35A, convened in late October, they put it on hold for a few more months. Which means that while the sword of Damocles hanging over our heads has been replaced for the time being, come February or March (or May/June when we are at our most pugnacious best) it will be re-hung. Let’s just hope we survive the final swipe.

While we await our fate, someone (most probably bored) in the government suggested a plan is afoot to set up two villages, model villages, if you may, where there shall be zero human rights violations. Suppose the cops need to haul someone up. Instead of picking him up in the middle of the night and breaking his bones, they will send him a summon (wow!) and call him to a police station. How novel! Suddenly it looks like some tooth-fairy has visited the powers that be, and extracted all their wisdom teeth. Be that as it may, there are questions abound on the ‘no-human-rights-violation’ village. If there is voting, let’s assume, do the inhabitants of this model gaam get an automatic immunity? Will they be tied-up to bonnets of military jeeps if they vote? The government must kindly clarify.

Back in the Azadi camp, Geelani Sahib, I am told, is terribly upset at the idea of throwing open cinemas and operas in Saudi Arabia. Just like Kashmir, Saudis have had no cinema for about three decades now, and some of them, like us, are terribly blasé. The thing with smartphones and high-speed internet is that almost all of us carry these miniature cinemas in our pheran pockets. You stream videos live or watch them later at your convenience. The debate over whether theatre is haram or halal in 2017-18 is like an argument over the utility of banks which operate purely on interest. In the 21st century, without a bank account, you cannot prove that you exist. What if Modi suddenly decides to demonetize our 100-rupee notes? Where shall we go to exchange our dyaar?

When there is spare time, come back to Facebook, like all the random pictures, watch a couple of stray videos, say your lols or say awful things to Tasaduq Mufti.

Anti-drug campaign breaks the back of smugglers, but lost of five civilians in Kupwara

A campaign against drug abuse in Kupwara district this year led to arrest of 53 ‘notorious’ drug peddlers and recovery of a lot of banned drugs and psychotropic substances, making the year gone-by ‘triumphant’ against the social menace, police said on Sunday.

However, on the counter-insurgency front, the year was not as triumphant owing to the killing of five civilians including a woman and minor girl during anti-militant operations in the district.

These operations also saw at least 18 militants, four army soldiers including an officer getting killed, mostly in Handwara police district, according to official figures.

In a recent such operation, three suspected Lashkar-e-Toiba militants and a woman were killed in Unisoo village of the frontier district, triggering violent protests.

Killing of a cab driver allegedly during an army ambush in Thandipora village of the district on  December 18, evoked violent protestors prompting police to register a case into the incident.

However, the police achieved a success in nabbing the drug peddlers and giving a setback to illicit trade during the year gone by.

The recovered substances valued at millions of rupees in the international market include around 31 Kgs of Charas, 2 Kgs of Heroine, 4.5 Kgs of Brown Sugar and a large quantity of codeine- highest this year in Kashmir, according to police.

Towards the culmination of the year, a police team nabbed a suspected drug peddler a day before and recovered around 1500 grams of Charas from him. Police identified the accused as Fayaz Ahmad Ganie, a Tikipora village resident.

“The crackdown against the drug abuse ruining the lives of youth will continue in the district till the menace is rooted out. The eradication of drug abuse is one of the commitments of JK police this year and the endeavour in this direction will continue in future as well,” Shamsher Hussian, Kupwara Superintendent of police told Kashmir Wire.

The officer appealed people particularly youths to support the police in eradicating the menace.

A major breakthrough in drug abuse came earlier this year after police nabbed four peddlers, who allegedly smuggled narcotics from across the Line of Control (LOC) in border town Karnah and delivered at specific places across Kashmir, officials said.

The frontier district had its own share of the worry of braid chopping during the year. Several such incidents took place making people especially womenfolk feel immensely insecure. (Kashmir Wire)

Lethpora attack: One more paramilitary man dies, toll goes up 7, including 2 militants

SRINAGAR: With one of the three militants who had barged into the CRPF training centre at Lethpora still alive, reports said one CRPF man was killed in renewed gun-battle. With this, the number of CRPF who were killed in the encounter has reached five including the one who suffered a heart attack.

At the CRPF regimental centre at Humhama, there was already a wreath-laying event in which a local CRPF man was brought and later handed over to his family. Sharifuddion Gania lives in Nowgam village near Chadoora.

While media is waiting for the other slain security men to be brought to the Humhama centre, it is witnessing some delay.

The militants initially said to be two, barged into the Lethpora centre from the hillside and killed two CRPF men. Later two others were also killed in addition to the one who suffered cardiac arrest. Two militants were killed and reports said one more is in the building that was being hit by heavy weapons.

Rare Judgement: Kashmir Court Awards Death Sentence

In 2005, a minor baby of around six years went missing in Mehjoor Nagar. It triggered a crisis as there were no leads anywhere. Finally, police set up a special investigation camp and after a month-long investigation arrested Farooq Ahmad Pinzoo. He had raped the minor, put her little body in a sack and dumped it into a trench. Earlier, accused of sodomy, the bus conductor had married and divorced his wife. He was arrested and sent to jail and later he moved on bail as well. Finally, the court of Second Additional Sessions Judge presided by Tahir Khurshid Raina awarded a death penalty to the convict.

This is considered to be a rare verdict especially in wake of the fact that courts across J&K have rarely given the death penalty to the criminals.In the larger public interest, Kashmir Life is reproducing part of the long judgment that pertains to the quantum of the punishment.

QUANTUM OF SENTENCE

  1. After convicting the accused for the commission of offences under sections 364,376,302,201 RPC, the case was kept for hearing on the quantum of sentence.
  2. Learned APP has strenuously prayed to the court for an award of death penalty to the accused for commission of horrendous crime with a child of tender age and thereafter threw her dead body in the trench which on its recovery sent a shock wave to the entire society, resulted into lot of public outcry.  He argued  that  keeping  in view  the  entire  complexion of the case, it  falls  in  the  category   of  “rarest  of  the  rare”   which  entails   death penalty
  3. On the other hand counsel for the convict argued that case was based on circumstantial evidence carrying weak chain and hence life imprisonment is the suitable punishment for the convict.
  4. This court in furtherance of the onerous duty to award just and appropriate punishment resorted to the mandate of constitutional Bench judgment  of  Hon’ble  SC given  in  case titled  Bachan Singh  v. State  of Punjab AIR 1980  SC, resorted  to various  enquiries  from  the convict  and his  counsel  so as to  enlist  both  aggravating  and  mitigating factors  to  be considered for awarding  just and proportionate  sentence.
  5. There is infact no structured sentencing guidelines for the courts to award sentence. Though the Malimath committee on Reforms on Criminal Justice system emphasized the need for introducing sentencing guidelines for the courts in order to minimize uncertainty,  but  no  such structural  guidelines are available in this regard.
  6. However, we have got judicial guidance from the superior courts in the form of principle’s  and factors that courts  have to  take  into account while exercising discretion in sentencing.
  7. As quoted above, the main guiding principles for awarding sentence in the court in the murder case are laid down in Bachan Singh case (supra) followed by Machhi Singh and catena of other cases.
  8. In the case of murder, the convict is to be awarded either death penalty or life imprisonment. However, Hon’ble S.C has held that life imprisonment is a rule and death penalty is an exception to be passed only in rarest of the rare case. And “rarest of the rare case” are mentioned as which are extremely brutal, grotesque, diabolical, revolting  or committed in a dastardly manner so as to arouse intense and extreme  indignation  of the community.
  9. In Machi Singh case, Hon’ble SC further held that while deciding between life imprisonment and capital punishment, courts have to analyse —-  is there something uncommon about the crime, which warrants option of life imprisonment inadequate and call for a death penalty. And the conscious of the society Is the main factor to  be  taken  while  deciding between lifer and capital punishment to be awarded to the convict.
  10. Fact remains that death penalty has been a continuous debate between abolitionist and retentiolist. In Jag-mahan’s case, Hon’ble SC held that If  a murder  Is diabolically committed and cruelly executed! would justify  death penalty. In spite of the heated debate on the abolition of death penalty, It  Is still retained in the Code by majority countries in the world  and taken as the only potent deterrence against the criminals  who have done highly horrendous crime against state and society.
  11. Our country too has retained it as the part of penology. The superior courts infact in their judgments and in guiding principles laid down over the years, kept the option of death penalty intact, subject to the gravity of offence, coupled with many other factors to be considered for award of death penalty. Hon’ble SC in Bachan Singh’s case (supra) while discussing the cantors of death penalty and its requirement in the Penal code, referred to the famous statement of the jurist of his times – Sir James Fitz James Stephen who said:

No other punishment deters man so effectively from committing crime as the punishment of death. This  is one   of   those proposition  which  is  difficult  to prove simply because they  are  in  themselves more oblivious than any  proof can  make them.”

  1. Fact remains, punishment is  the  way  in  which society expresses its  condemnation  for  wrong doing.  And in order to maintain respect for law, it is essential that the punishment inflicted for grave crimes should adequately reflect the revulsion felt by the great majority of citizens for them. It is a mistake to consider the object of punishment as being deterrent or reformative and nothing else. The truth is that some crimes are so outrageous that society insists on adequate punishment, because wrong doer deserves it, irrespective of fact whether it is deterrent or not.

In Jameel V/S State of  UP  SCC  (Supp) 303, the Hon’ble SC held:

“The general policy which the courts have followed with regard to sentencing is that the punishment must be appropriate and proportional to the gravity of the offence committed. Imposition of the appropriate punishment is the matter in which the courts respond to the society’s cry for justice against the criminals. Justice demands that the courts should impose punishment befitting the crime so that the court reflects public abhorrence of the crime.”

  1. Further held:

“It was the duty of every court to award proper sentence having regard to the nature of the offence and the manner in which it was executed or committed. The sentencing  courts are expected to   consider   all   relevant   facts  and  circumstances  having  bearing  on  the question  of sentence  and proceed to Impose a sentence commensurate  with the gravity  of the offence.”

  1. In Gopal Singh vs State of Utrakhand D.O.D 8.2.1010, it is held in Para 18 as under:

Just punishment is the collective cry of the society. While the collective cry has to be kept upper most in the mind, simultaneously the principle of proportionately between the crime and punishment cannot be totally brushed aside. The principle of  just  punishment is the  bedrock  of sentencing in respect of a criminal offence……….”

  1. Finally, I feel profitable to refer to the deep concern shown by the  Hon’ble  SC in case titled    Madan  Gopal  Kakkad  Vs Naval  Dubey 1992 (3) sec 204. What is said in the last para of the judgment   is reproduced below:

Before   parting with the judgment, with deep concern, we may point out that though all sexual assaults on female children are not reported and do not come to light, yet there is an alarming and shocking increase of sexual offences committed   on children. That is due to the reasons that children are ignorant of the act of rape and are not able to offer resistance and become easy prey for lusty brutes who display the unscrupulous, deceitful and insidious art of luring female children and young gtr!s. Therefore such offenders who are menace to the civilized society should be mercilessly and inexorably punished in the severest terms. We feel that judges who bear the sword of justice should not hes1tate to use that sword with the utmost severity, to the full and to the end, if the gravity of the offences so demand.”

  1. Now keeping in  view  these broad principles on the issue  of  awarding  sentence  by  the  courts,  let’s  address  the  quantum  of sentence in the case in hand.
  2. As mentioned in the opening lines of the judgment, a little doll of  just  six  years  of age, who was yet  to  bloom and add to  the beauty  of  the  world  was  crushed  to  death  in  the  most  horrendous  and barbaric  manner  in the year 2005 by the accused/convict. After doing this highly  detestable act of extreme depravity, he wrapped her dead body in a sack and  threw  it  in  a  trench  to  conceal it  from  the  eyes of  the  people around.  And as the evidence goes, when all members of said locality were on search, he was a restless mute spectator of this unfortunate incident. This incident sent a shockwave in the entire area and every one came out to search her and yearn and prayed for her safe recovery. Finally on fifth day of her missing, she was recovered from the trench in a sack. Thousands of people assembled on the spot to see this horrible incident. And when people saw her dead body, there was a condemnation around and an outcry to nab the culprit soon. Public discontentment was so huge that police has to install a  special  camp  there  and  after  a  month’s  time  they  got  succeeded in nabbing  the  culprit  who  was none else but  the  resident  of  same locality whom the deceased of tender age would have taken him with respect and custodian of her life.
  3. The learned APP vociferously argued and prayed for death penalty to the accused. He stated that the facts of the case are “Resipsa logitur’ i.e.  facts speaks for itself  and invite  death penalty.  He submitted that  this  incident  sent  a shockwave  in  the  entire  region,  which  kept  the police on toes for months to investigate the matter to match  with the cry of the people to nab the accused. He also submitted that there is a rise in the sexual offence against the women and where the child is the victim; court has to be more severest in awarding the punishment. He prayed that a strong  message in  this  case must  travel  to  the  society,  conveying an element of deterrence and the proportionality of the punishment matching with the gravity of the offence which was so barbaric that it  shocked the conscious of the society and people felt concerned about the safety of their children. He cited a judgment titled (Kamita Tiwari v. State of MP) DOD 4.9.1996 by Hon’ble SC carrying almost the same facts wherein the death penalty awarded by the Sessions court was upheld.
  4. I have dealt with the issue very meticulously keeping in view the entire journey travelled by the superior courts on the science of penology vis-a-vis lifer and capital punishment is concerned.
  5. Infact, Society speaks though Judge while sentence is being awarded to the convict. The facts of the case which stand proved reveals that a man of around 40- years who happened to be member of the same locality has committed a horrendous act of extreme depravity with the child who was just like his own daughter.
  6. Even otherwise, as per our cultural ethos, the elders treat the child of the same locality as their common human asset to be taken care of jointly, to take care of their upbringing so that they may finally bring laurels for whole society. No one can even think in his imagination that a little doll who might have seen the accused with many hopes, especially as her custodian and in whose lap she would have felt all care and comforts, became responsible for crushing her at her budding stage of her life.
  7. How he would have allured her for taking her to his home with profane intentions and how innocently she would have responded to him is really shocking. Then what would have been the situation for her when the man whom she expected to be her guardian, custodian and a father figure, turned villain and roughed her up brutally  which is absolutely grossest. She had  struggled  to  escape but  in  vain  to  muster  courage  to counter the vulgarity  of a able bodied man of his vicinity.
  8. On the other hand, I also made attempt to know the mitigating  factors.  However, during  this  endeavour  I came  to  know  that accused is illiterate. He was a young man when his father expired.  He go two brothers who are taking care of his mother. He got married, but after one year of marriage, he divorced his wife. When he committed the offence, he was then bachelor. Earlier to profession of driver, he was a conductor of the bus.
  9. His counsel argued that he is a man of good character and no conviction except this is to his discredit. However, learned APP rebutted this argument  by  stating  that  it  has come in  the  evidence that  he  was nabbed in  the  case only  an account of his notoriety  in  the  area and his earlier attempt  of sodomy on a child. Though the mother of the said child turned hostile in the court, but she confirmed slapping on the face of child by the convict. However, one another lady of the   same locality   who was witness in the case has stated before this court about his attempt of sodomy on the child.
  10. It looks that throughout of his life journey till date, he has been in the company  of conductors and drivers  where it is presumed, he has got least lessons for human values and ideal conduct as the responsible person.
  11. Finally, there is infact a steep rise in the sexual offences against women and children. And when child is a victim of such a horrendous act, then the court has to speak in the manners which matches with the collective conscious of the society and also to give deterrent message to those who carry the  same traits  to  face the  fate  which any perpetrator  of such crime will face from the courts of law.
  12. Woman is the inextricable part of our society. We cannot imagine human existence without her. She has to be respected, cared, admired and adorned if the society has to survive and to be called a true civilized society.  All religions have emphasized on her respect and honor. However, I am pained to record the concern of the court that our society is fastly  lacking  that  probity  where woman feel to have such honorable place. Burgeoning crimes against woman are self explanatory in this regard and the present crime in which accused stand convicted reflects how man turns into beast.
  13. However, there is a silver lining also. A serious voice is coming out from some quarters to curb this unfortunate situation wherein our woman folk feel insecure. Such voices need to be responded positively by all of us.
  14. Courts cannot afford  to  remain  mute  spectators  in  this lofty endeavors and have to award stringent punishments when any such offender gets convicted by the court, as the case herein so that a proper and strong  message travels  in  the  length  and breadth  of the  society  for such offenders and their ilk.
  15. Let us not wait for angels to come from the sky to reform our society. We  all  have  to  collectively  rise  to the  occasion  and   move in tandem  to save our  society from  criminality  and criminals  and obnoxious elements  to  make  it a habitat  of civilized  people with  high  morals, values and  probity   as  their   hallmark.   This will only elevate our status in the community of nations.
  16. I made the attempt to consider both aggravating and mitigating factors consciously. After taking into account both, I feel that the aggravating factors outweigh the mitigating factors.
  17. I find not a single clinching mitigating   factor which warrants a different opinion. Simply because he is not earlier convicted does not mean he is an angel and has done something first time for which he should be shown any leniency in the award of sentence. It can be like this also that  his  earlier  attempt  would not  have  seen light  of  the  day, to remained escaped from  the  long arm  of the  law. But ultimately he was caught.
  18. Right to life is in fact the sacramental and celebrated right of the constitution which can be taken only by due course of law. Here he has taken the right to life of a small doll that too in the barbaric manner for satisfying her lust who was yet to bloom and enjoy the life and beauty of this world. He cannot now claim to be ensured same to him, once he is proved to be the murderer of a small girl who would have looked upon him with expectations, hope and safety in his presence.
  19. The events unfolded from 31st July 2005 when deceased went missing till his arrest and his disclosure and recovery reveal a saga of shock and dismay in the whole vicinity. Mandate of Hon’ble SC in Bachan Singh and other cases thereafter talk of giving Death penalty in rarest of rare cases. The whole chain of evidence before this court when tested on the touchstone of principles quoted above, put this case in the rarest of the rare category. My opinion gets fully justified by the judgment of Hon’ble SC Kamti Tiwari case (supra) wherein the facts of the case were absolutely same and court upheld the capital punishment to the convict.

Accordingly convict is awarded capital punishment.

He’ shall be hanged till death.

  1. To keep it on record/ accused has got arrested on 5.9.2005 and remained behind the bar till 24.7.2010. He was granted interim bail which he enjoyed for more than six years.  Later when he was  found regularly absent in the trial1   the same was canceled on 23.11.2017   by the court and he was again sent to judicial custody on 28.11.2017. Since then till date, he is  in  judicial  custody. So the  total  time  he has remained in custody comes to  four years eleven months and fourteen days.
  2. After announcing the sentence1 the copy of the judgment is given to him in the open court and advised to prefer appeal in the Hon’bl High court/ Srinagar within fourteen days.
  3. As the court has awarded death penalty to the accused/ same is required to be confirmed by the Hon’ble High court. Accordingly, the entire case file along with judgment is submitted to  Hon’ble High court Srinagar for confirmation under section 376 RPC.

Gojri mushaira to promote Gojri language held in Bhaderwah

One-day Gojri Literary and Cultural mushaira organized by Anjuman Gojri Art Development held at Government Postgraduate degree College in Bhaderwah on Sunday.

Hundreds of the people assembled in college premises including prominent Gojri writers, poets and tribal dignitaries, drawn from different parts of the Bhaderwah and Doda.

The first-ever floating mushaira and Mehfil-e-Afsana in the Gojri language in Bhaderwah were designed to promote Gujjar culture in a vibrant manner.

SDM Gundon Chowdhary Dir Mir who was the chief guest on the occasion said the cultural meet was not only to provide a platform to discuss different shades of the Gojri language and culture but it would also help them in their endeavor to promote underdeveloped and unprivileged languages.

More than 30 artists, poets, and writers participated in the mushaira and thus it will enable them to search new talent of border districts in tribal languages.

JKLF leader writes to foreign minister Sushma Swaraj

The Jammu and Kashmir liberation front Chief Yasin Malik on Sunday wrote an open letter to Minister for Foreign Affairs Sushma Suwaraj.

Throughout the letter the JKLF chief has highlighted the miseries faced by the kashmiri prisoners who were never allowed to meet their families.

Madam Sushma Jee:

In public life, from time to time, it becomes necessary to converse one’s insights, apprehensions and worries to others in public life on the imperative issues of our time in an open and honest manner. It is in this long tradition of public communication between individuals and in a spirit of honesty and frankness, that I address your good self through this open letter. I am penning down these lines not as a political campaigner but as a common individual, a prisoner, who has served many years of his life in Indian jails and is still forced to endure this torment on daily basis here in Jammu Kashmir.

On 28th December 2017, I was listening to your emotional speech you made in Indian parliament wherein you  in your own words illustrated the ordeal of Indian prisoner Kulbushan Yadhava’s meeting with his family in Pakistan on 25th December. Madam Suwaraj, believe me, your words touched the chords of my heart and as a person who has seen the miseries of jail life;

I could envisage the tribulation Yadhavas wife and mother had to go through. A human being has feelings and he/she displays these feelings in melancholies as well as in his/her exhilaration’s. This is what makes us distinct from the animal world. Being an advocate of human dignity, rights of prisoners and ascendancy of kindness over cruelty, I stand for the rights of Kulbushan Yadhav too.

No matter who he is and what he has done or what he has been condemned for, he is a prisoner, a captive and every religion, international covenants and human norms endow him and his family certain rights which no one can and should deny. Allow me to use this occasion to call upon Pakistani authorities that Pakistan being a Muslim state has to be more heedful as the Holy Book of Islam and hundreds of sayings of our Prophet (PBUH) on the rights of prisoners and welfare of their families, their right to mutual meetings and a fair trial are well established facts that need to be pursued in letter and spirit.

Madam: as a prisoner, I can comprehend the pain of Yadhav family and when during your speech you said that Yadhavas mother wanted to hug her son after 22 months of long separation but was not allowed to do so, my eyes got wet. My old wounds got scratched too by your poignant lexis. It recalled me of my old mothers ordeal, who not once but many a times, in the same manner, after her repeated pleadings to jail authorities, was denied a chance to hug me, her only son, at many Indian jails especially at Tihar Jail .

This reminded me of the tears of my sister who could not tolerate to see me from behind a glass wall, talking on an intercom just like Yadhav. Her plea to touch me was also discarded on the pretext of security reasons. I recollect my little sisters tears rolling down her cheeks at Indian notorious Jhodpur jail in 1999, when the then superintend of jail rejected her plea with a strange argument that only blood relation was allowed a meeting and brother sister relation was not a blood relation in his view. As a dignified woman you can envisage the trauma my little sister Aamina had to pass through when she had to leave and travel thousands of miles again back to home without meeting her brother.

Madam: I and everyone who has some empathy left in him went into tears when you quoted Yadhav’s mother saying that on seeing her without Mangalsutra her prisoner son asked about the welfare of his father assuming that he might have died because mother was without a Bindiya on her forehead and Mangalsutra. I could visualize the situation as hundreds of times during my jail Yatra these kinds of thoughts haunted me too.
Madam: the ordeal of Indian prisoner and his family is painful for them but allow me to remind you that the records of your country in this context are also not so dazzling. It is India that hanged Kashmiri freedom fighter Muhammad Maqbool Butt without allowing him a last meeting with his family members. His younger brother late Ghulam Nabi Butt, who wanted to travel to Delhi to receive his elder brothers corpse, was arrested at Srinagar airport. Maqbool Butt in absence of his family members was buried inside the Tihar jail. It is India that, without proving his guilt and just on the pretext to satisfy the collective conscience of India masses, hanged another Kashmiri youth, Muhammad Afzal Guru in 2013. It is on record that he not only was denied a last chance of meeting his12 year son, 80 year old mother and a wailing young wife but even his proper burial was denied by the Indian authorities.

The families of these two Kashmiris are still waiting for their mortal remains to be handed over to them. Isn’t it a grave Be-Adabi of humanity too? Moreover, Madam Suwaraj; there are thousands of Kashmiris who have disappeared after being picked up by Indian forces from their residences and their families are yet clueless of their whereabouts. Their wives have been named as half widows(a newly introduced terminology) by well reputed international human rights organizations. The continued agony of these families is too worth consideration.

Madam: you raised some legitimate questions in your speech about the rights of a prisoner and his family and I also agree with you especially about the right to hug a mother, to touch his wife and to see his children. But this principle should hold same for every prisoner be he a political prisoner, a freedom fighter, a criminal, or any other lawbreaker. I recently met with the families of some prisoners from Kashmir who are in Tihar jail, held for their

political beliefs. During my meeting with their kids and wives, they narrated before me the stories of same malice and humiliations. Daughter of one of these asked me to do something so that she is permitted to touch her fathers face. Innocent heart of her other sister is wrecked to the extent that she no longer longs for a meeting with his father through glass wall. This is what poor families of your prisoners have to face; A meeting with their loved ones behind a glass wall, a chat on intercom, without mothers hug, without a physical touch by a daughter and without a close meeting of a wife with her husband, pains a lot. Stories of Syed Shabir Ahmad Shah to that of Ayaz Akbar, from Altaf A. Shah to Shahid-ul-Islam and from Peer Saifullah  Raja Meraj-ud-Din to Farooq Ahmad Dar @ Bitta Karatay and Zahoor Ahmad Watali to Naeem Khan and many others remains the same. Madam, I wish to put names of all those here who are languishing in Indians jails from many years,whose families are facing a continued persecution, but lack of space and time is impeding me from that but believe me, Jails from Kashmir to Kanya-Kumari share same kind of horridness and tyranny.

Madam, as I have held before, I did not write this letter as a politician but as an eyewitness to miseries of jail life. I remember that in 2004, I was sent to Tihar Jail for I had failed to attend few hearings of my case at a Delhi court. The jail authorities removed all my attire and asked me to remove my trousers for a shameful rectum check-up. I resisted this undignified torture which was not meant for me alone but for every prisoner. My refusal to accept torture was reciprocated with an attack on me with bamboo sticks and Gun-butts which fractured my right arm. My sympathies with every prisoner are for these kinds of revulsion and miseries and I will always stand for the welfare of inmates whosoever and wherever they are. In-fact it was this conviction which enthused me to go against tide and plead in favor of late Sarabjit Singh at a time when I was sitting on hunger strike in Islamabad in 2013 against Muhammad Afzal Guru’s illegal and merciless hanging by India.

Madam, the tale of thousands of young Kashmiris and students, who are facing the wrath of your state from last many years, is also worth consideration. During recent months and years I as a prisoner got a chance to witness the ordeal of these young Kashmiris at various police stations. I witnessed tribulation faced by these young boys and their families. Arrested during peaceful protests, these youthful Kashmiris are beaten ruthlessly in police stations

and whilst their mothers and sisters visit them at police stations, the abusive language used by police officers against them and profanity faced by their mothers and sisters is actually beyond description. Regrettably this torment and mortification is responsible for pushing many of these young Kashmiris to a hard line path.

Madam: when you lashed out at a section of Pakistani media who according to you harassed Yahdev family in Islamabad Pakistan by asking unethical, provocative and abusive questions, I too felt dismayed. The family of a prisoner should not be harassed in such a manner. This is against normal human instincts, against Islamic ethics and our sub-continental morals. How could we be such cold-blooded? But madam! Let me remind you that this kind of unethical behavior is also not cartel of anyone alone. I was in Delhi with my wife and two year old daughter, to see them off. We had made a prior hotel booking but as we entered hotel premises, management refused to let us in. I pleaded with the hotel management but they refused to take a Pakistani (my wife and her little daughter) in. I was thrown out of hotel with my little daughter in my lap. I repeatedly contacted DIG Kashmir of that time Mr.Ifhadul Mujtaba, asking him for help. He assured me of aid and shifted my plea to ADG-CID with no respond. I contacted authorities in Delhi but how

could they help me, as we had been thrown out of hotel at theirbehest. I along with my family had to take shelter at Dargah Nizam-ud-din for hours before a friend could host us for a night. It was not the first harassment; earlier your party activists also attacked me and my family at late Khawaja Abdul Gani Lone’s residential flat in Delhi. We were even not spared during our visit to Ajmer Shareef shrine. I got injured while saving my wife from stones thrown by the same people who stand with a slogan Ateethi Devo Bawaa (guests are like gods). In fact these nonstop attacks have left inerasable scars on the hearts and minds of my family and may haunt us forever and this is why I strongly feel for the unfortunate Yadhev family too.

Madam, antagonistic attitude towards each other has actually taken away humanity and humility from humans. Human’s especially the divergent states often lay blame on one another for tyrannies and cruelty. In fact the whole world has turned a blind eye on human rights and human dignity now. How can one ignore Abu Ghareeb and Guantanamo bay jails set out by the mighty human rights champions, where humans dignity and pride was trampled callously, setting out a bad example for the rest of the world.

Madam: as a human being I stand for the ascendance of humanity in every aspect of life. Someone has rightly said that failure will never overtake me if my determination to succeed is strong enough and that no success is final and no failure fatal, it is courage to continue that counts†. Let us take a leaf out of this present disappointment and tread a path that can make our lives more civilized. Difference in political perceptions, ideologies and endeavors of life shall not turn us away from what makes us distinct from flora and fauna. We have our religious teachings, international covenants and pledges, moral and social bindings that govern our individual and public lives. Let us all pledge to follow these promises and regulations at least in case of prisoners and make their lives and the lives of their families better.

Lethpora Encounter: 4 CRPF personnel, 2 militants killed

SRINAGAR: The overnight encounter that started with the attack on a CRPF centre in Lethpora, four CRPF personnel have so far died along with at least two militants. The operation has not been declared over yet.

Among the slain personnel, one is reported to have died of cardiac arrest but details are yet to emerge. Two personnel were killed in the initial attack and one later succumbed to the injuries. The bodies of the slain personnel are being evacuated to Srinagar for wreath laying, reports said.

Though not confirmed, reports said two of the slain security men belong to J&K. One is from Chadoora and another is from Rajouri. The Naowgam, Chadoora resident was identified as Saifuddin.

Earlier CRPF spokesman told reporters that the militant duo barged into the installation during wee hours killing four personnel as three others were injured. They have been evacuated to the hospital.

CRPF said both the militants have been killed and the building in which they were holed up was destroyed in the fire during the encounter.

State Police Chief Dr S P Vaid told reporters that they had inputs about a suicide attack. “They were trying to mount an attack but failed to get the space so they struck in Lethpora,” Vaid was quoted saying.
Earlier in the day, Jaish-e-Muhammad militant outfit has staked the claim for the attack. It has threatened the continuation of the attack despite the Operation All Out.

5,500 more cases of stone pelters under review, DGP

Srinagar

After announcing amnesty to 4300 first time stone pelters, Jammu and Kashmir police is reviewing cases of nearly 5,500 youth against whom cases of stone pelting have been registered during 2016 and 2017.

Disclosing this, Director General of Police, Dr  S  P  Vaid said that stone pelting cases registered in 2016 and 2017 against at least  5,500 youths are under review.

Addressing media persons, he asserted that the trend of local youths joining militancy was on decline.

“It is a downward trend”, he said without giving any figures.

However, the police chief said at least 75 youths were prevented from joining militant ranks while seven youths had abandon the path of violence and joined back their families. He did not  disclose their identity.

Newly-decorated  Additional Director General of  police, Munir Ahmad Khan, said that at least 24 civilians were killed during encounters in 2017.

Disclosing the annual arrests and possessions recovered by jammu and kashmir police are 18 people involved in criminal activities.

Police has also registered 888 cases, in which 1213 people have been arrested.

The recoveries are charas 174 kg, poppy straw 8, 259 kg, brown sugar 140 kg, ganja 201kg , capsules/tablets 247241, opium derivatives, 8149 kg, codeine phosphat bottels and 1285 injections.

The FIR’s against regarding women cases are 3168 in 2017, and 2739 in 2016. in which 3215 cases were registered in 2017 and new four women polie station have been sanctioned in Pulwama, Kupwara, Kupwara and Doda.

In this year thee are 130011 passport verifications, 20768 service verifications, LOC permit 2168 and LOC 369 trade verification.

The DGp added that police have helped 75 families to bring back their boys from the clutches of militancy.`(Kashmir Wire)

India, Pakistan armies exchange fire, one killed

SRINAGAR: India and Pakistan armies have resumed shelling on each other’s positions in Nowshehra sector falling in Rajouri district, reports reaching here. At least one soldier is reported killed in the fire exchange.

Unconfirmed reports suggest that the slain soldier belongs to 19 Punjab regiment and the fire exchange was reported from Rumil Dhara in Dagwar belt.

The LoC in Rajouri sector has been highly active for last few weeks. The shelling triggered massive migrations from certain borer belts as shells landed on civilian populations killing people. More recently, four army men including a Major rank officer were killed in an ambush by the Pakistani army in the area.

Lethpora attack: One CRPF man killed gunfight going on

Srinagar

At least one CRPF personnel was killed and two CRPF men were critically injured after suspected militants on Saturday night attacked a CRPF camp in Lethpora district of Pulwama.

An official said that suspected militants attacked during the night hours and are still hiding inside the camp.

Militants stormed the group training center of the camp of CRPF around 2: 00 am on Saturday night.

“Soon after the attack, reinforcement of army’s special forces and SOG rushed to the spot and cordoned off the whole area amid fierce gunfight.”

The official added that police and army are on the job, intermittent firing was on going on.
