#Day88: Accused Shielded In 20-Yr-Old Saderkoot Massacre, says Rights Group

Jammu and Kashmir Coalition of Civil Society (JKCCS) on Monday said that accused are being shielded in twenty year old Saderkoot massacre.

On 5 October 1996, seven members of three families in Saderkoot-Bala, Bandipora, were killed by government gunmen [Ikhwanis].

“FIR no 125/1996 has to date led to no arrests and no charge sheet. This is despite the fact that eye-witnesses have clearly identified the government gunmen responsible for the massacre including three alive today including prime accused Abdul Rashid Parray, alias Rashid Billa. The other two alive accused are: Wali Mohammad Mir and Mohammad Ayoub Dar. The family members of the victims were forced to approach the Jammu and Kashmir High Court in 2015 to revive the investigations in this case [Petition no: OWP 732/2015]. The High Court and lower judiciary have passed strict orders to ensure the arrest of the accused, including by seizure of property,” a CCS statement said this evening.

“Despite the intervention of the High Court, the Jammu and Kashmir Police continue to shield the accused in this case and no arrests have been made so far,” the right group said.

The CCS said, “5 October 2016 also marks the 89th day of curfew in Kashmir that has seen widespread violence by the State against civilians resulting in 90+ killings. Once again, as in the case of the Saderkoot massacre, no fair or proper investigations have been carried out or no arrests of state forces responsible were made. As in 1996, State violence continues to be accompanied by total impunity.”

Further, the Srinagar based rights group said, “human rights activists agitating these cases, such as Khurram Parvez have also been targeted by the State as Khurram Parvez continues to be detained under the Public Safety Act.”
