In a major decision to enhance the efficiency of the Education Department to achieve effective results, the Minister for Education, Naeem Akhtar Thursday delegated powers to the Commission Secretary, School Education Department in a clearly defined framework.

As per the Government Order issued by the School Education Department, under the establishment matters powers delegated to the Commissioner Secretary include.

1. Transfer and postings/deputation of Chief Education Officers, Principals, ZEOs and their equivalent.


2. Promotions/Placements/regularisation of officers up to the rank of Principals and equivalent.


3. Appointment recommended by recruiting agencies.


4. To finalize the pension cases in accordance with the rules.


5. To sanction deputation of officers/officials under the Administrative control in connection with Government business/conferences/trainings etc outside the State.


6. To sanction all types of leaves in accordance with the provisions of leave rules.


7. No Demand Certificates on account of House Building/Scooter/Car advance to the employee retiring on superannuation.


8. To grant NOC for obtaining passport/making an application for seeking employment elsewhere.


9. To approve formation of departmental Recruitment Rules (Gazetted/ Non-Gazetted) after these have been cleared by the designated departments viz PSC, ARI/Training and Law Department.


10. Similarly, under Medical Attendance cum Allowance Rules, the Commissioner Secretary has been delegated the power to authorise the medical treatment outside the State but within the country in cases covered under these rules.


11. Moreover, in Financial matters, the Commissioner Secretary has been delegated the powers including: Release/authorization of funds within the available budget provisions.


12. References to Planning/Finance Departments concerning CSS.


13. Accord of Administrative Approval of works to the extent of Rs 25 Lakhs.


14. Sanction of advance drawal upto Rs 25 Lakhs.


15. G.P Fund withdrawals.


16. Delegation of DDO powers.


17. Payment to Standing Counsel as per rates approved by the Law Department.
