Assembly: Amid ‘Speaker Shame Shame,’ Slogans, Congress, Rasheed Walk Out

Amid anti-speaker slogans, Opposition Congress and Independent Lawmaker, Engineer Rasheed staged walk out from Lower House at 10:15 AM on Wednesday.

As soon as the business resumed in the Legislative Assembly, Communist Lawmaker, M Y Tarigami raised the issue of pending salaries of casual, ad hoc, daily wagers and contractual employees.

“Eid is approaching and salaries are pending,” Tarigami told Speaker, “how will casual, ad hoc, daily wagers and contractual employees celebrate Eid?”

He was supported by NC’s Mian Altaf and Congress’ G M Saroori. Mian Altaf asked Minister for PWD, A R Veeri to release money to contractors.

“Please look in to the issue and release money to those who have done their work,” NC’s Kangan Lawmaker asked Minister.

NC’s Eidgah Lawmaker, Mubarak Gul, revealed in the house “as how engineers, on deputation to JKPCC, are working as contractors as well”.

“They are working in JKPCC for last many many years which is not good for the corporation,” Gul told the house, “they are reluctant to go back to their parent departments including R&B.”

“Get them transferred and save JKPCC from these corrupt engineers. They are taking salaries and work as contractors as well,” he told the government.

Minister A R Veeri assured the house that a “transfer policy will be put in place in JKPCC”. “You are right that an engineer stagnant at a single place is rusted,” he told Gul.

Congress’ G M Saroori asked government why “only 6000 Hajjis are flying to Mecca this year”. “Is there any special quota, if not, get it,” he asked government.

On this, BJP Lawmaker, Sukhnandan told Saroori, “talk about Amarnath Yatra as well.”

MoS Hajj and Auqaf, Syed Farooq Andrabi told the house, “construction is going on Haram Sharief that is why number of pilgrims is low but Madam CM and myself are personally taking up this issue and will do something.”

BJP’s Sukhnandan raised the issue of death of two need basis PDD labourers in his assembly segment.

Dy CM, who is also Power Minister, responded that an enquiry has been initiated in the incident while compensation under rules will be paid by PDD.

Langate Lawmaker while asserting that he believes in communal harmony questioned Speaker “as why his bill on Beef ban was rejected”.

“Don’t see everything with communal eye,” Rasheed told Speaker, Kavinder Gupta, “let us discuss and debate it here. What makes you fearful if you believe the bill won’t be passed by the house.”

“You have chosen an undemocratic way and are muzzling genuine voices,” he told the speaker. “When your minister can vouch for freedom for whisky, why can’t we discuss beef ban?”

While all this was happening, right BJP members interrupted Rasheed. “Why are feeling you heat,” Langate Lawmaker told BJP members.

However, when Speaker could not answer as “why Rasheed’s bill was rejected”, Congress leader Nawang Rigzin Jora stood up.

“Why have you rejected the bill? What are the bases?” Jora asked Speaker. But there was no reply from chair.

Later, Congress members walked in to the well and raised anti-speaker slogans. “Jamhooriyat ka gala ghoontnay waala kon hai; Speaker hai Speaker hai; Shame Shame Speaker Speaker.”

“Matter is sub-judice,” Speaker finally responded. However, Congress staged walk out.
