Protests after Shops Demolished in Batamaloo; ‘Police Reluctant to Arrest an NRI’

Business community from Mominabad Batamaloo Thursday observed a complete shutdown against police inaction to arrest a ‘so-called’ NRI who allegedly demolished some shops in absence of shop owners and authorities.

According to traders, a the “NRI”, Nasir Sheikh of Batamaloo who resides in The United States of America, used bulldozers to demolish some shops in absence of shop owners.

During the process the goods worth lakhs of rupees got destroyed. The traders who observed shutdown demanded immediate arrest of the NRI. “Let us assume it is the property of the so-called NRI. At least he should have informed the shop-keepers to vacate his shops. But he resorted to illegal means and demolished the shops causing damage to stock worth lakhs of rupees belonging to affected shopkeepers,” president Traders Federation Momin Abad, Byepass Tengpora, Srinagar Ajaz Shahdhar told CNS.

He said that irony is that Station House Officer Batamaloo informed them that he can’t arrest the guilty NRI and he had to “seek permission from US embassy”. “The NRI has snatched livelihood of scores of shopkeepers and police are reluctant to arrest and take action against him. This is disgusting,” he said.

“All efforts are on to nab the culprits. The owner of the building in Batamaloo demolished some shops in absence of the shopkeepers. The shopkeepers protested and demanded his arrest. We are on job and will surely initiate action those who take law in their own hands,” a police official said.

Meanwhile, all the shops and business establishments remained shut in Batamaloo while people demanded strict action against the NRI who according to them caused damage to the stock of poor shopkeepers.

Jan 1st to March 31 2016: 39 Causalities Reported, Dead Include 18 Local Militants

Different militancy related incidents in the first three months of the current year has claimed 39 human lives including 27 militants, 5 civilians and 7 Government Forces personnel.

Eight people including 7 militants and a civilian were killed in January. Lot of bloodshed was witnessed in the month of February in which 23 people including 13 militants, 5 Indian Army men, 2 CRPF personnel and 3 civilians were killed.

In March, total number of deaths reported were 9 including 8 militants and a civilian.

Among the 25 militants killed so far 9 were foreigners while the number of local militants was 18.

Suspected militants lobbed five grenades on forces establishments in these three months.

These grenades were lobbed at Mominabad Islamabad, Arwani Bijbehara, Hafiz Bagh Soura, Pulwama and outside Bijbehara police station.

Besides a natural land mine explosion in Keran injured two army potters and three civilians were injured after a littered shell went off in Hajin Bandipora post encounter.

‘Ms Mehbooba will Take Oath as CM on April 4’

After over two months of political stalement in Jammu and Kashmir, Ms Mehbooba Mufti – the PDP chief – will take oath of office and secrecy as Chief Minister of J&K on April 04.

Highly placed sources disclosed late Thursday night that the coalition partners in J&K, PDP and BJP, have now formally decided that oath ceremony of new government will be held on April 04.

J&K is under direct Union government rule since January 07 when former CM, Mufti Mohammad Sayeed breathed his last in AIIMS, New Delhi. His daughter, Mehbooba Mufti, had refused to step in her father’s shoes besides demanded J&K specific CBMs from New Delhi.

After facing major bottlenecks, the political stalement ended after Ms Mufti met PM Narendra Modi in New Delhi. The meeting revived the hopes of popular government taking shape in J&K.

However, the state unit of BJP had certain reservations with the distribution of portfolios among its lawmakers.

“It has been formally decided now that the oath taking ceremony of PDP-BJP government will be held in Jammu on April 4,” sources revealed. The ceremony is expected to be held in Zarowar Singh auditorium of Jammu University around 4 in the evening.

“We were expecting PM Modi to attend it but it could not happen as he is in the US for nuclear summit,” sources said.

With swearing-in ceremony on April 04, Ms Mehbooba will be first woman CM of J&K in last over thousand years.

Kulgam Trio Arrested on ‘Charges of Stone-Pelting’

Family members from three youth arrested by J&K Police during nocturnal raids in South Kashmir’s Kulgam district Thursday alleged that police want to frame them in ‘fabricated’ cases while the fact is that the arrested youth are students and not stone-pelters.

Police arrested three youth during nocturnal raids in Qaimouh Khudwani area of Kulgam.

Police sources while identifying the arrested youth as Shakir Ahmed Itoo, Feroz Ahmed Itoo and Mudasir Ahmed Itoo said that they have been arrested “for the role in stone-pelting incidents”, a charge refuted by the family members who claim that all the youth are students and have nothing to do with stone-pelting.

The family members appealed Director General of Police to look into the matter and ensure the release of these students.

Strength of J&K Cadre of IAS Increased from 135 to 145 Posts

State Administrative Council meet on March 31, 2016

The State Administrative Council (SAC) which met in Jammu on Thursday under the Chairmanship of Governor, N N Vohra approved the proposal submitted by the General Administration Department (GAD) to increase the cadre strength of the J&K Cadre of IAS from the existing 137 posts to 145 posts.

The recommendations will be sent to the Department of Personnel and Trainings (DoPT), Government of India, an official spokesperson this evening.

At present, authorized cadre strength of IAS (J&K Cadre) is 137. Out of these, 75 posts are meant for Direct Recruitment and 62 to be filled up by promotion from State Civil Service Officers (SCS). The Indian Administrative Service (Cadre) Rules, 1954, provide for a periodic review of the cadre of IAS to be carried out after every five (5) years.

On the basis of the recommendation of the Establishment- Cum-Selection Committee, the proposal for enhancement of the authorized cadre strength from the existing 137 posts to 145 posts, for recommending the same to the Department of Personnel and Trainings, Government of India, was placed before the State Administrative Council.

With this increase, the quota for promotion of KAS Officers to IAS would go up from 62 posts to 66 posts.

J&K Societies Registration (Amendment) Act, 2016 Approved

In order to streamline the conduct and declared business of the Societies and NGOs, the State Administrative Council (SAC) which met in Jammu on Thursday under the Chairmanship of Governor, N N Vohra, approved the Jammu and Kashmir Societies Registration (Amendment) Act, 2016.

In recent times, it had been observed that there has been a mushroom growth of NGOs/Societies under Societies Registration Act and there are increasing allegations /complaints against many registered NGOs/Societies for indulging into different unreasonable activities. Some of the NGOs/Societies have also been noticed to have carried out financial irregularities /misappropriation /uncalled for dealings, an official spokesperson said this evening.

The existing Jammu and Kashmir Societies Registration Act, 1998 (1941 A.D.), Act No. VI of Svt. 1998, which was enacted to provide for the registration of Literary, Scientific (Charitable and other Societies) had no provision for de-registration which made it difficult to deal with various types of complaints/allegations against many registered NGOs/Societies. Now, in order to streamline the conduct and declared business of the Societies and NGOs, the amendments in J&K Societies Registration Act, 1998 (1940 AD) were proposed by Industries and Commerce Department.

Under this provision of de-registration, the Societies/NGOs can be de-registered on the grounds of indulging into other activities other than those for which it has been registered, indulges in activity pre-judicial to the security of the State or maintenance of law and order in the State, if the accounts of the Society are not audited by a certified Chartered Accountant annually and on the basis of verified complaints of malpractices. The order of deregistration of any Society shall not be passed unless the Society has been given an opportunity of showing cause against the action proposed to be taken in regard to it and the cause, if any shown, has been considered by the Registrar. Moreover, an appeal against an order made under Sub Section-(1) may be preferred to the Government within one month from the date of communication of such order.

NHAI to Start Toll Collection at Lakhanpur

The State Administrative Council (SAC) which met in Jammu on Thursday under the Chairmanship of Governor N N Vohra asked the PW(R&B) Department to pursue vigorously with the Union Ministry of Road Transport & Highways and NHAI, the case for rationalization of the Toll structure at various Toll Collection Centres in the State.

It also decided that National Highway Authority of India (NHAI) shall be facilitated to start the process of Toll collection at Lakhanpur and at Thandikhui as per National Highway Fee Rules-2008, an official spokesperson said this evening.

For the purpose, NHAI user fee collection shall be integrated with Toll and Entry Tax collection by the State Excise and Commercial Taxes Department. The entire cost of integration of infrastructure will be borne by the NHAI.

The SAC also decided that at Thandikhui, adequate law and order support shall be provided to NHAI to start the collection of Toll.

The decision has been taken in order to ensure proper upkeep and maintenance of the Highway as per the prescribed standards.

Implementation of Crop Insurance Scheme-PMFBY in J&K Approved

The State Administrative Council (SAC) which met in Jammu on Thursday under the chairmanship of Governor, N N Vohra gave nod to the implementation of Pradhan Mantri Fasal Bhima Yogana (PMFBY) in Jammu & Kashmir.

The Scheme shall be rolled out from Kharif season-2016 onwards, an official spokesperson said this evening.

The implementation of the Scheme would be landmark towards securing the crops of the farmers and growers against natural calamities, pests and diseases and shall cover all major risks to the crops.

It will provide major relief to the farming community against losses suffered by them on account of un-favourable and fluctuating weather and climatic conditions including rain, hail and wind storm, flood, inundation and landslide, drought, dry spells, pests, diseases etc.

The farmer shall have to pay a uniform premium of only 2 % for all Kharif crops and 1.5 per cent for all Rabi crop.  In case of annual Horticulture and Commercial crops, farmer shall have to pay a premium of only 5 %. The remaining part of the premium subsidy shall be borne by the Union government and the State on 50:50 basis.

The State Government will be implementing the Scheme in a phased manner and to begin with, 10 % area is proposed to be covered during 2016-17.

This Scheme is compulsory for the loanee farmers (KCC) and optional for others, but it is envisaged to cover all the farmers in a phased manner within 2 to 3 years depending upon the response towards the Scheme.

Backed up by the setting up of Automatic Weather Stations and carrying out Crop Cutting Experiments (CCE) on scientific basis, the scheme promises to provide prompt and easy settlement of claims through the use of technology like GPS, remote sensing and drones to assess actual crop damage/losses.

The Scheme shall operate on the principle of ‘Area Approach’ in the selected Defined Areas called Insurance unit (IU). A high level Committee of the State Government will notify Crops and Defined Areas to be covered during the season as per the operational guidelines of PMFBY.

The State Agricultural Production Department has been asked to work out necessary details immediately for implementation of the Scheme with effect from Kharif Crop 2016-17 and notify the schedule accordingly. It has also been decided that adequate publicity be given to the Scheme through radio, electronic and print media. To acquaint the farmers with the benefits accruing out of the Scheme, various institutional mechanisms are being put in place for implementation of the Scheme.

Sensitizing general public about the importance of safeguarding environment for future generations, Sky Light Higher Secondary School Pampore Wednesday held plantation drive at different places in Saffron town of Pampore.

Different species of trees at were planted across the town while a number of Deodar trees were planted in Tehsil office Pampore.

As per a statement issued to CNS the school authorities said that Tehsildar Pampore and Sub-Inspector police station Pampore participated in the plantation drive trees along with the students of the school.

“A good number of people in the Tehsil office as well as the officers and officials of the Revenue Deptt hailed the enthusiastic approach and concern regarding the preservation of our environment by planting of trees by the young students of the school,” the statement said.

While planting trees, the students appealed public at various places to ensure “planting a tree by every soul” by them.

On this occasion, Tehsildar Pampore Mohammad Maqbool Ahangar highlighted “the importance of trees in preservation of the fragile environment”.

He impressed upon the students as well as the local populace to plant trees in abundance where over possible as “trees sustain human life by emanating oxygen”.

‘SSM Engineering Students Accuse University of Wasting Their Time’

Accusing Kashmir University of wasting the precious time of students, Bachelor of engineering students from SSM College Parihaspora Pattan during a protest here in Press Enclave Srinagar said that both college and university authorities are least bothered about the future of students. The female students alleged that Controller Examination Kashmir University taunted and abused them when they visited his office with a hope that he will understand their problem.

“We are BE students Batch 2011 studying in SSM College of Parihaspora Pattan. In August 2011 we got admission for a four year course that was supposed to get completed in August 2015.  It is March 2016 and we are still there in the college. Out of 8 semesters only 4 semesters have been completed yet. Both the college and Kashmir University authorities have wasted our precious time and nobody is serious about our future. College authorities blame Kashmir University and the Varsity officials don’t listen to us. We were shocked when controller examination, Kashmir University Abdul Salam abused and misbehaved with us when we visited his office requesting him to conduct examination on time,” the female students from SSM college Parihaspora told CNS.

The protesting students said that Kashmir University was supposed to conduct their examination in April 2016. “We were disappointed and aghast when Kashmir University informed us that examinations will not be conducted in April. The varsity is playing with the future of thousands of students and wasting their time. How can we be eligible for M.Tech admission when Kashmir University has been indulging in dilly dally tactics and not conducting our examination in time,” the protesting students said.

When contacted Kashmir University Controller examination Abdul Salam said that how can University waste the time of students? “We are going to conduct exams in April. The students have been leveling baseless allegations while the fact is SSM College is a notorious college with poor academic record, whose students know the location of Press Enclave but doesn’t know the destination of their laboratory,” he said. Weatherman Forecasts Rain Till April 4

With bit respite from wet weather in the state from last couple of days, the weatherman here has predicted more rains till April 4.

While talking to KNS, an official in Meteorological department (MeT) said that light to moderate rains would occur in plains as well as in higher reaches from today onwards. “The wet weather would continue to remain till April 4 in the Valley,” he said.

He said that in four upcoming days the weather would mainly remain cloudy with occasionally sunshine. “There is possibility of heavy rains in upper reaches while the plains would likely receive light to moderate rains till April 4,” he said.

Pertinently, in the month of March, the weather mostly remained wet due to which landslides occur at various places thereby damaged several houses and blocked the national highway for couple of days as well. (KNS)

Labourer Dies in Anantnag, 2 Persons Injured in Road Accidents

Two persons were injured in two separate road accidents in Handwara and Bandipora.

In Handwara, a sumo bearing registration number JK09-1057 driven by Altaf Ahmad Bhat resident of Zachaldara hit and injured a pedestrian girl Subida Bilal resident of Wadipora near Wadipora. The injured was shifted to District Hospital Handwara for treatment, wherefrom she was referred to JVC Hospital, Srinagar for further treatment. Handwara police has registered a case in this regard.

In Bandipora, an unknown motorcycle hit and injured a cyclist Imtiyaz Ahmad Bhat resident of Sofipora Asham at Asham Crossing in the jurisdiction of Police Station Hajin. The injured was shifted to SKIMS Soura, Srinagar for treatment. Bandipora police has registered a case in this regard.

Meanwhile two residential houses were damaged in a fire incident in Ganderbal.

Fire broke out in a joint residential house of Ghulam Mohammad Sheikh and Farooq Ahmad Sheikh at Kullan Goripora in the jurisdiction of Police Station Gund. The fire also engulfed a nearby residential house of Abdul Ahad Sheikh, resulting in damage to both the structures. Fire tenders brought fire under control with the help police and locals. However, one constable Mohammad Aslam and a civilian Manzoor Ahmad Lone received injuries while extinguishing the fire. Both the injured were shifted to hospital for treatment.

Meanwhile, a labourer Imtiyaz Ahmad Malik son of Jan Mohammad Malik resident of Nailtop, Banihal working in Stone-Crusher at Kandiwara in the jurisdiction of Police Station Kokernag came under debris/stones, resulting in his on spot death. After completion of legal formalities, the body of the deceased was handed over to his legal heirs for last rites.

Section 144 Crpc Around Examination Centres at Baramulla, Bandipora

With a view to ensure smooth conduct of examination being conducted by J&K Board of School Education for 12th Class Annual Private 2015-2016 from April 5, 2016, District Magistrates of Baramulla and Bandipora have ordered prohibitory imposition of Section 144 CrPC around a radius of 200 metres of examination centres.

As per the orders only examinees, supervisory staff and the security force personnel deployed for examination duty and the concerned authorities will be allowed to enter these examination centres.

Gurez Road Expected to be Opened on April 25, Peer ki Gali on April 07

The Divisional Commissioner, Kashmir, Dr Asgar Hassan Samoon Thursday chaired a meeting to review the road safety measures being taken by concerned departments in the valley.

The meeting was attended by all the Deputy Commissioners of Kashmir division, Transport Commissioner, PI Khateeb, DIG Traffic Ghulam Hassan Bhat, SSP City Traffic Maqsood-Ul-Zamaan, SP Traffic (Rural) Zubair Khan and RTO Kashmir.

During the meeting the Divisional Commissioner was informed that Gurez road is expected to be opened for vehicular traffic on April 25 while as Mughal Road on April 07 and Zojila pass on April 15.

The Div Com also reviewed road safety measures like regular inspection of vehicles on roads, checking driving licenses, deployment of more traffic police in urban and rural areas at crucial traffic points, installation of more traffic lights and checking overloading.

During the meeting, the officials gave their suggestions regarding smooth regulation of traffic and tackling the issues of congestion, encroachment and violation of traffic laws. The Deputy Commissioners informed the Divisional Commissioner that they have convened meetings of District level committees for smooth regulation of traffic in their respective districts.

Dr Samoon asked the Deputy Commissioners to hold regular meetings with other stake holders for enforcement of smooth traffic system.

During the meeting, SP City Traffic informed the Divisional Commissioner that special drives for road safety, awareness and counselling of general public are being carried throughout the city with specific stress on the Do’s and Don’ts to prevent road accidents resulting due to over speeding, over loading, jumping of red signal, avoiding seat belts or crash helmets.

He further stated that during past two months 48 motor cycles were seized for rash driving and for doing stunts. He said 161 motor cyclists were found violating provisions of MV Act rules were called to his office along with their parents for counselling.

National Conference working president Omar Abdullah Thursday appealed Governor NN Vohra to order a safety audit of two flyovers under construction in Srinagar and Jammu.

“I am sure the contractors building the flyovers in Jammu and Srinagar are taking all precautions,” Omar said while reacting to the news of an accident at the construction site of a flyover in Kolkata.

“The flyover project in Srinagar allotted by JKERA to a private construction company passes over a major road of the city. The road has shops on both sides and every day tens of thousands of people pass right beneath the under-construction flyover. An accident similar to the one in Kolkata would have devastating consequences in terms of loss of life and injuries to people,” Omar wrote on social networking site Facebook.

Hurriyat (m) Condemns Killing of Tral Woman

A spokesperson of the All Parties Hurriyat Conference (m) Thursday condemned the killing of the 50-year old Hameeda Begum, widow of late Ghulam Hasan Dar of Noorpora Tral by “unidentified gunmen” on 30th March, 2016.

The spokesperson said the killing of innocent and unarmed people at any place or anywhere was barbaric and thus condemnable.

He said the Hurriyat (m) has always condemned such acts of mindless killing by whosoever and called for bringing the culprits involved in such acts to justice.

Boniyar Ration Store Keepers Alleged of Resorting to ‘Unfair Means’

People of Chalaan village in North Kashmir’s Boniyar area took to streets on Wednesday, protesting against the “unfair” distribution of ration.

Reports reaching here said that scores of Chalaan residents blocked Boniyar-Uri road demanding action against the ration store keepers.

“The ration depot store keepers are resorting to unfair means and this has been going on for many months now,” alleged a local, “we demand strict action against them and immediate transfer of those accused.”

If sources are to be believed, the residents said that “they were ready to receive ration according to NFSA” but the employees accused to “unfair means must be taken to task”.

“The SHO concerned intervened and the protestors were assured that proper action will be taken if the complaints were found true,” the local sources said.

Notably, the intense protests were reported across valley against the implementation of NFSA.

Jammu and Kashmir Liberation Front Thursday said that the people of Kashmir are indebted to “martyrs” like Dr Abdul Ahad Guru who laid down their lives for “freedom” of Jammu Kashmir.

A party statement issued here said that Dr Abdul Ahad Guru despite being highly educated and internationally established surgeon actively participated in “freedom struggle” and laid down his life for the “sacred cause”.

The statement said that Dr Abdul Ahad was a legend who will always be remembered for his, struggle, humanity, excellence in the field of medical profession, social work, philanthropy and sacrifice. “He because of his struggle and sacrifices stands above all and holds a unique place in the history of Kashmir.”

JKLF Chairperson Mohammad Yasin Malik while remembering Dr Guru on his “martyrdom” day said that from “freedom struggle” to social work Dr Guru’s personality was unique.

Malik said that people like Dr Guru are crown of nations and personalities like these stand as a symbol of glory of living nations. “The freedom struggle of Kashmir was started and cherished by the blood of great intellectuals, Ulema, social leaders, teachers, lawyers, and personalities like Ishfaq Majeed Wani, Dr Abdul Ahad Guru, Professor Abdul Ahad Wani, Advocate Jalil Indrabi, Dr Gh Qadir Sofi Turabi, Mufti Jamal ud din, Pilto Nadeem Khateeb, Advocate Ghulam Qadir Sailani , Moulana Showkat Ahmad Shah ,Moulana Shahbeer Sideeqi, Professor M Ramzan etc. “These great people were not only  highly educated but well settled in their lives and despite all odds joined the ranks of struggle and embraced martyrdom. These personalities add to the pride of nations and are actually gift of almighty for the nations. Doctor Guru from his birth on 24 November 1939 “showed the characteristics” of a Godly person and today more than two decades after his martyrdom, Kashmir is yet to produce any one like him. Consumers Fume over Poor BSNL, Airtel Services

It has been four days since BSNL services stopped working in parts of Habba Kadal even as the state-run telecom company is yet to figure out the technical snag.

On Saturday, several telephone lines developed a snag as a result of which connections snapped. “It has been more than four days and BSNL is yet to locate the problem, much less fix it,” said Zahoor, a subscriber.

Subscribers also alleged that the telecom company was providing “extremely sluggish” Broadband services even though it had promised to ratchet up the speed up to 2 MBps starting October 2nd 2015.

Pertinently, Airtel mobile internet services were also down since yesterday irking subscribers.

When contacted, General Manager, BSNL didn’t respond to the calls.

Entrepreneurship: The ‘Best Solution’ to Curb Unemployment

‘Curbing the unemployment problem in Kashmir through entrepreneurial development’

Unemployment both of the educated and the uneducated manpower has become one of the most topical and thorny issues in contemporary Kashmir. Despite constituting a major chunk of our population our youth are lagging behind in every field. They have a major role to play in state’s progress but due to lack of support system they are facing many new challenges in today’s society they are afflicted by an identity crisis lack of self-confidence, a sense of hopelessness and confusion, and ambiguity concerning about moral issues and the future. They have been trapped in a culture marked by violence.

All this has resulted in an unstable economy a shattered confidence of foreign investors, lawlessness and a break-up of the social fabric. The most profound problem our youth is facing at present is frustration. This monster is eating up our youth slowly and gradually. The youth in Kashmir don’t have jobs means of healthy entertainment health resources and awareness. The frustration as a result of multitude problems is increasing day by day.

Entrepreneurship development is the most powerful weapon of the youth; with it they could lead their state towards progress. Unfortunately quality and skill based education is still a dream for our youth especially for the poor. There is no formal guidance for students in logical selection of a specific course of study. There is no unified entrepreneurship education system. Our universities and colleges have become degree distributing machines.

Education does not mean only degrees but in its true sense it is the future of the youth. Entrepreneurship-education is a global phenomenon and a proven solution to combat youth unemployment. It’s a tool that can arm young people not only to start businesses and create jobs, but also to be opportunity-focused. It provides youth with the ability to think like entrepreneurs and to act like business owners, the ability to be problem solvers and the capacity to be adaptable, comfortable and self-directed in unclear situations.

 I think, we all agree that the first group who should be prioritized in terms of employment is the youth. It is the youth who are employed who can contribute most effectively to the state economy and the development process of their state.

There are some fundamental discrepancies in our system that brings about this situation of unemployment and also the lack of decent employment among youth the lack of marketable skills in youth makes it harder for them to find decent employment. But this is not the only reason.

As skilled individuals come out of universities the job market is already highly saturated that no space is there to create new jobs. Even the private sector is running on full capacity.

The government recently introduced vocational training schemes as a solution to the unemployment. This is an intelligent and a futuristic solution and it has helped in countering the problem to a certain extent. But there’s much more to be done.

If government can come up with an efficient system to provide initial capital and consultative support to interested individuals a huge chunk of the unemployed youth would find a better alternative than being employed in the aboard or private sector.

Since establishment of J&K EDI, it has made valuable contribution by creating an impressive record of achievements and advocating a strong opportunity from 2007 to promote entrepreneurship among youth. It suggests that having a venture of your own helps in generating employment, the challenge lies in the fact that many young people are hesitant to move to start ups of their own. This is often a result of misconceptions regarding the risks involved.

Yes, there are significant risks but with government’s backing youth should change their mind set to take calculated risk. We do have a subject in the state curriculum for Ordinary Level called Entrepreneurship Studies but this is simply not enough.

We need a proper system in place for the best resource of Kashmir which is youth. We cannot afford to lose them, and we cannot afford to let them leave for career prospects abroad because of the inadequacy of opportunities here.

It is a duty of a popular government to look after its youth. If a government cannot afford to find jobs for each young person, it is bound to help them create their own through entrepreneurship.

Attention CET Aspirants! Attend ‘Mock’ Test and ‘Clear Your Confusions’

IJT Mock Test for CET Aspirants

For second consecutive year, a students’ body in Kashmir has invited all the Common Entrance Test (CET) aspirants for a “mock” entrance test.

The step has been taken by Islami Jamiat-e-Talaba (IJT), Jammu and Kashmir. The IJT started this program in 2015 “to acquaint the first timers with the professional entrance test techniques”.

Islami Jamiat-e-Talaba, of late, has been making serious efforts in reaching out to student community and helping them sort out their problems. Recently, the pan Kashmir student body ran a campaign seeking roll back of fee hike by University of Kashmir (UoK) in UG and PG levels. They even met the Vice Chancellor of UoK putting forth the demands of Kashmir based students.

“It is pre-CET test aimed at preparing students for the actual Common Entrance Test to be held in May this year,” president IJT, Umar Sultan, told Kashmir Life.

The CET is held by Board of Professional Entrance Examinations (BOPEE) and students selected are admitted in various professional colleges of J&K including GMC Srinagar, Jammu and other engineering colleges.

“This mock test is like self-assessment of students as there is almost one month gap between IJT mock test and CET,” Umar said, “if students have any confusion, this test will help them clear such confusions.”

He added, “the IJT CET mock test is on same pattern as is being done by the BOPEE and the papers have been set by experts and leading teachers from Kashmir valley.”

This year, those aspirants who will participate in the IJT mock test will get on spot counselling as well. “Once students are done with mock test on April 17, they will have a discussion with our experts who will try to clear their confusions, if any,” Umar said.

“This way, students will be able to cope up with the grey areas, if any, in the subjects like Mathematics, Physics, Chemistry and Biology,” he further said appealing CET 2016 aspirants to register themselves for this golden opportunity.

Last year, he said, “it was our first experience; however, within short span of time we received good response and Alham du lillah students were satisfied with the experience.”

This year, the IJT has designated two centres for the scheduled mock test. “For Jammu division, the centre for mock test has been set in Doda and in Kashmir we shall have a centrally located venue in Srinagar,” Umar said.

He said that the registration of for CET mock test has already started, however, the exact location of examination centres shall be announced, soon.

Besides, the CET mock test, the IJT has been holding pan J&K Talent Search Test (TST) for students for making them understand “the changing trends in examination patterns and to acquaint them with evolution of knowledge”.

“Over 30000 students across Jammu and Kashmir participate in the TST, annually,” the IJT office bearers said. The IJT has kept a nominal charge for registration for TST.

JKASW Holds Children’s Festival; ‘200 Children Participate’

The Jammu & Kashmir Association of Social Workers (JKASW) – a child rights organization of state – hosted a Children’s Festival here on Wednesday, 30th March, 2016 at Tagore Hall Srinagar.

200 children from different communities of JKASW’s intervention belonging to districts of Srinagar, Baramulla, Bandipora and Pulwama, took active part in the event, a statement issued by the JKASW said late this evening.

The hosts of the Festival, JKASW works for protection of rights of children belonging to marginalized and disadvantaged communities. Its outreach programs are designed to provide meaningful interaction and help for those children who need it most.

This year the theme of the festival was “Our Voices Our Dreams” Festival was designed and hosted to provide an opportunity for children to display their many hidden talents. In the first half all children participated in fun activities and games.

The highlight of event was second half where 60 children after completing a two day workshop presented four plays highlighting children’s views, expressions, opinions, dreams and triumphs. The plays were themed on ICDS, Education, Health and Child Labour.

Along with, government officials prominent among those being Director Education Kashmir Dr Shah Faesal who applauded the efforts of JKASW and its work with school drop-outs and never been to school children.

Furthermore, he said that NGOs like JKASW have a critical role in improving the educational scenario in Kashmir by working in collaboration with the department”. He also said that the education department is making serious efforts to achieve the goal of education for all, especially focussing on decreasing the school drop-out rate.

The participants applauded the effort of JKASW to give children a larger platform to put forward their views and opinions and were of the view that such events shall be held regularly as they are the right forums where children can be themselves, enjoy and at the same time highlight the issues they face on day to day basis. The event ended with signing of pledge wall by participants and invitees to uphold right of children and to ensure everlasting change for children of Jammu & Kashmir. (KNS)

PSA on Tehreek-e-Hurriyat Activist Quashed, Police Directed to Release Him

The J&K High Court Wednesday quashed the detention of Geelani led Tehreek-e-Hurriyat (TeH) activist under Public Safety Act and directed Police to release him.

Police had arrested TeH activist Mehrajuddin Ganaie son of Muhammad Maqbool of Zainakote HMT on charges of “stone-pelting and other anti-India activities”.

He had been booked under an FIR vide number 14/2/2016 under section 148,149,336,427 RPC while District administration had slapped Public Safety Act (DMS/PSA/4/15) on him after which he was shifted to District Jail Kupwara.

Justice Muzaffar Hussain Attar quashed his detention under PSA and directed police to release him.

Advocate Bashir Ahmed Tak pleaded the case of the accused TeH activist.

From past week, the High Court quashed the detention of at least 7 youths under Public Safety Act (PSA).

Unknown Persons Shot Dead Fifty Year Old Lady in Tral

A fifty year old lady was shot dead by unknown gunmen in South Kashmir’s Tral town.

Reports reaching here said that on Wednesday evening, unknown gunmen shot dead a 50-year-old woman in Noorpora village of Tral in south Kashmir.

A police official was quoted by a Srinagar based newspaper that gunmen shot dead Hameeda Bano, wife of late Ghulam Hassan Dar, in her home in Noorpora Tral.

“They barged into the house when she was alone and shot her dead. She died on the spot,” he said. “Her son was offering prayers in a nearby Masjid when gunmen entered her house,” the newspaper wrote.

The report added that the deceased is survived by two sons – Ajaz Ahmed and Danish Ahmed.

SSB Occupies Handicrafts Deptt, Kashmir Haat Campuses, Unmoved to Vacate

The premises of the handicraft department, its two buildings and a portion of exhibition ground of Kashmir Haat near Jahangir Chowk have been occupied by government forces for decades and the officials said that their presence poses multiple problems to the employees, craftsmen, and the visitors.

Officials said that the handicrafts building and its premises were occupied by CRPF in 90’s and then Seema Suraksha Bal two years ago.

Officials in the Kashmir Haat said that 12 kanals of the exhibition campus, where the handicraft market is held, have been occupied by the SSB and despite pushing the case before their officials they are not vacating the land.

Deputy Director Administration and Incharge Manager of the Kashmir haat, Zeenat Ara said that the SSB personnel have not vacated the ground despite officials ‘consistently’ pushing for it.

Ara said that the SSB men have set up open latrines in the campus, dump their garbage and other waste in the campus.

“The SSB men are rearing dogs that pose dangers to the employees and customers who visit the market. A number of our employees have been bitten by the dogs. The campus has become a breeding ground for stray dogs, and a wastage dump,” Ara said.

Ara said the SSB men have closed the part of the campus with concertina wires and do not allow them to enter that part.

She said that if the occupation continues handicraft and the haat will be replaced by the dogs and garbage.

“We have been pursuing freeing of the campus from the SSB with their top officials and the government, but the SSB personnel are unmoved. They are not vacating the land,” Ara said.

The officials in the handicraft department said that the one-storey old building of School of Designing has been occupied by SSB after replacing CRPF two years ago and have been converted into a camp.

“The presence of SSB personnel has given rise to multiple problems. Our employees fear to move from one building to another for their work. Dogs are present at every step,” a senior official of the department told KNS, wishing not to be named.

“How can employees or a customer move safely when the fear of gun lurks on him,” he said.

The official said that the SSB besides using it its buildings as camp have converted the premises into a car workshop to repair their vehicles. (KNS)

Disbursement of Flood Relief Crosses Rs 1000 Crore

As per reports received by the Governor N.N. Vohra Rs.1019.64 crore has been disbursed to the flood affected persons by the Deputy Commissioners.

Till date Rs. 951.57crore has been disbursed to 155,349 beneficiaries in the case of flood damaged houses while Rs.68.07 crore has been disbursed to 26,330 traders in Kashmir Valley.

Relief disbursed to the victims of flood damaged houses till date is: Rs. 463.95 crore to 69,325 cases in Srinagar district; Rs. 2.24 crore to 487 cases in Samba district; Rs. 0.81 crore to 411 cases in Ganderbal district; Rs. 78.13 crore to 11,449 cases in Budgam district; Rs. 55.86 crore to 2,924 cases in Pulwama district; Rs.96.64 crore to 13,914 cases in Anantnag district; Rs 32.15 crore to 5,710 cases in Bandipora; Rs.35.12 crore to 8,440 cases in Baramulla district; Rs 35.84 crore to 8181 cases in Rajouri; Rs.12.98 crore to 2537 cases in Udhampur; Rs. 7.26 crore to 1834 cases in Ramban district; Rs. 2.39 crore to 1135 cases in Kishtwar district; Rs.2.99 crore to 1311 cases in Doda district; Rs. 7.28 crore to 1251 cases in Shopian district; Rs.19.09 crore to 3,275 cases in Kulgam district; Rs.0.21 crore to 89 cases in Kupwara district; Rs. 47.13 crore to 11,787 cases in Jammu district; Rs. 26.47 crore to 5,094 cases in Reasi district; Rs. 4.35 crore to 425 cases in Kathua district and Rs.20.68 crore to 5,770 cases in Poonch district.

BJP Holds Meeting in Jammu

Bhartiya Janta Party (BJP) state unit was today conveyed by the central leadership to be ready for the oath taking ceremony and not worry about reshuffle in ministerial portfolios.

The BJP Wednesday morning held a meeting in Jammu to “discuss organizational affairs” of the party, but the central leadership has communicated to the state unit “not to worry about portfolios” in the new government.

“The central leadership has conveyed to the state unit that top leaders of the nationalist party will hold consultations with PDP the cabinet portfolios. They were told not to worry about it and be ready for oath taking ceremony,” sources in BJP said.

Sources said that the reshuffle of ministerial portfolios was discussed in the BJP meeting, and there is all likelihood that the party will make some changes within in distribution of portfolios.

The message was communicated by BJP National Vice President and Rajya Sabha MP, Avinash Rai Khanna, during the meeting.

The BJP has been seeking equal share of ministerial portfolios in the new cabinet from the PDP.

BJP’s Organisational Secretary, Ashok Koul told KNS that the meeting was held to discuss the process of holding party’s state Working Committee meeting.

Koul denied that any distribution of ministerial portfolios within the BJP or government formation was discussed.

“We held the meeting to discuss the timing of holding State Working committee. All MLAs and office bearers attended the meeting. Nothing about government formation was discussed,” Koul said. (KNS)

‘Fraudster Held in Srinagar’

Police Station Karan Nagar received a complaint from a shopkeeper of Karan Nagar area that he has been cheated by Tahir Amin Bahadur  son of Mohammad Amin resident of Laximanpora, Batamaloo at present Bemina, Srinagar by providing a cheque (which was not honored by the bank) after purchasing electronic items. A case FIR number 03/2016 under section 420 RPC was lodged in Police Station Karan Nagar and investigation was taken up.

During the investigation, SHO Karan Nagar Pervaiz Ahmad nabbed the fraudster and recovered the items which were fraudulently taken by him.

‘No Facilities for Cancer Patients at SKIMS’

As Jammu and Kashmir reports over 7000 cases of cancer annually, the administrators at Sher-i-Kashmir Institute of Medical Sciences Soura here have miserably failed to install various cancer treatment facilities at the Institute-courtesy: zero accountability.

A member of the State Advisory Committee of Comptroller and Auditor General (CAG) for two years has strong reasons to believe that funds worth hundreds of crores, provided by the Government of Jammu and Kashmir and Government of India for creating various facilities, particularly the funds provided for cancer treatment facilities at SKIMS in the last five years have been either swindled by the authorities or left un-utilized as there is zero accountability among the administrators of this super specialty hospital in Jammu and Kashmir. “CAG pointed out that the officials failed to create the Cancer Treatment Centre despite having the funds available for it from the Centre. Surprisingly, money provided for treatment of poor patients was spent on the treatment of a Chief Secretary’s mother-in-law. Linear Accelerator, which according to technical experts, would have cost Rs 10 crore was procured for Rs 15 to 18 crores. Some say Rs 20 crore have been claimed on account of its acquisition. After installation, experts found it substandard and it has been reportedly dysfunctional for a few years now. Similarly, for the last several years we have been hearing about PET SCAN being installed at SKIMS. No such facility exists there today. More surprisingly, neither of the two Chief Ministers, Omar Abdullah and late Mufti Muhammad Sayeed, took cognizance of the extremely serious complaints and allegations of brazen loot of public money, maladministration and lack of accountability in the SKIMS. Even the Assembly’s House Committee probe was bungled as the members were allegedly roped in for different considerations. A doctor, who under rules has retired about two years back, is still functioning as the topmost administrator of SKIMS apparently due to his linkage to the important people in political parties, bureaucracy, media, judiciary and other institutions.”

“It is high time that, before the political patrons of the SKIMS take over, Governor Vohra should order a CBI inquiry into the loot of public money and failure of the administrators in installation of various cancer treatment facilities at SKIMS. High Court should also take cognizance and look into reasons why the Linear Accelerator-an equipment cardinal in radiation therapy and PET SCAN are not still functional at SKIMS.”

A leading Oncologist told CNS on condition of anonymity that it is dead impossible to offer treatment to cancer patients in absence of facilities. “As per the Indian Council of Medicines there are more than 7000 cases of cancer reported in J&K every year. There is a desperate need for radiotherapy plants and departments of medical and surgical oncology. Whooping sums of money was provided by both State and Union Government but nobody knows how those funds were utilized,” he said and admitted that zero accountability in SKIMS has made matters worse.

“Linear accelerator, PET-CT Scan -basic equipment for detection of malignancies, mammography facility used for detection of breast cancer and cyclotron particle accelerator (proton therapy equipment for cancer treatment are reportedly not available in the hospital.”As a result, patients have to go outside the state for mere diagnosis of cancer. For a mammograph too, which is nothing more than a low-voltage X-ray, patients are forced to approach a private laboratory. If SKIMS administrators at present claim that Union Government has stopped funding the Institute, what happened to the funds that were allocated for the Institute earlier,” said a medico.

“It is high time an inquiry be initiated to ascertain the facts about the procurement and utilization of funds in this ‘reputed’ Institute,” a reputed surgeon told CNS.

‘Mehbooba was not Ready to Take Oath Before April 4’

A senior People’s Democratic Party leader Wednesday said that there is no confrontation between PDP and BJP over the distribution of portfolios. “Everything has been resolved. Same portfolio’s will be in the kitty of PDP that party were in possession when late Mufti Sahab was the Chief Minister,” a senior leader and legislator said wishing anonymity.

He said that oath ceremony would have taken place but, “Mehboobaji was not ready to take oath before April 4. It was Mehboobaji who suggested to BJP that oath ceremony will take place any time after April 3 onwards.”

The PDP leader claimed that some BJP legislators are keen to get cabinet berth. “It is not their internal affair and PDP has nothing to do with it. Whom BJP will induct in Cabinet is the internal affair of party brass,” he said and added that it is only a rumour that BJP wants to grab some key portfolios in the government.

Meanwhile, the BJP legislators held a meeting in Jammu on Wednesday. Sources said that the meeting was conducted to formalise the date of oath ceremony. Sources said a list of legislators prepared by party high command who will possess ministerial berths was put forth before the state party leaders and opinions and suggestions were sought from them. Nobody from BJP informed what transpired during the meeting, however, a legislator wishing not to be named said that all issues with PDP have already been resolved and there is no more confrontation between the alliance on any issue. 11 Persons Injured in Road Mishaps, Body Recovered in Sopore

Eleven persons including seven students were injured in different road accidents across the valley.

In Kulgam, a Motorcycle bearing registration number JK03A-5013 driven by Bashir Ahmad Wani resident of Waltengo and an Eon car bearing registration number JK03-3863 collided at Agroo Devsar, resulting in injuries to motorcyclist.  The injured was shifted to District Hospital Kulgam for treatment. Kulgam police has registered a case in this regard.

In Handwara, a School Bus bearing registration number JK05D-7735 met with an accident at Kulangam, resulting in injuries to seven students boarding the vehicle. All the injured were shifted to Public Health Center, Chogal for treatment. Handwara police has registered a case in this regard.

In Srinagar, a Santro car bearing registration number JK01N-8212 collided with a Motorcycle bearing registration number JK01R-0195 at Basharat Colony, Nowgam, resulting in injuries to the motorcyclist and pillion mate. Both the injured were shifted to Bone and Joint Hospital Srinagar for treatment.

Meanwhile, a Tipper bearing registration number JK01D-4117 collided with an Auto rickshaw  bearing registration number JK01G-2435 at TRC Srinagar, resulting in injuries to auto rickshaw driver. The injured was shifted to hospital for treatment. Srinagar police has registered cases regarding these accidents.

Meanwhile, Police recovered a male body in Sopore last evening.

A male body of 49 years old Abdul Ahad Sheikh son of Abdul Jabbar Sheikh resident of Muqam Rajwar Handwara was recovered from the washroom of a Masjid of village Shalpora Sopore.

After completion of legal formalities, the body of the deceased was handed over to his legal heirs for last rites. Sopore police has initiated inquest proceedings under section 174 CrPC to ascertain the cause of his death.

During the seminar it was stressed that coordinated and efficient methods should be utilised for the removal of illegal encroachments in the district.

The speakers also highlighted the methodology of agriculture census and preparation of relief cases.  The officers were directed to ensure speedy preparation of relief cases during the time of any calamity, so that people don’t suffer any delay of relief and are rehabilitated on fast track basis.

The ADC impressed upon the revenue officials to ensure timely and effective preparation of Jammabandi and other Revenue records. The Tehsildars were stressed upon to utilise the services of Girdawars and Patwaris for preparation of the Jammabandi and Girdawari.

Enchanted by the scenic beauty of Kashmir, the former Australian parliamentarian asked tourists across the world to visit the valley at least once in their life.

He said Kashmir Valley has unparalleled beauty, which tourists from all the countries should experience by visiting the place at least once in their lifetime.

He said he would ask his friends and family to definitely come to valley to enjoy the natural beauty here.

Mr. Farmer suggested the state government to stress on the medical as well as adventure tourism in valley to lure more international tourism.

Ensure Evening Transport in Srinagar City: Div Com to Officials

Divisional Commissioner Kashmir Dr Asgar Hassan Samoon Wednesday directed the officials to ensure evening transport in the city for the convenience of the public.

Justice Khan for Restoring Powers of SAC

Chairman Jammu and Kashmir State Accountability Commission (SAC), Justice (Retd) Bashir Ahmad Khan Wednesday called for restoration of the powers of the Commission as were originally enshrined in Jammu and Kashmir Accountability Commission Act-2002, a communique informed.

“The powers and the ambit of the State Accountability Commission have been diluted to a large extent following the enactment of the State Accountability Commission (Amendment) Act-2011,” Justice Khan said at an interaction with the media-persons here this morning.

He was flanked by Justice (Retd) J P Singh, Member of the State Accountability Commission.

He said the Commission will be submitting to the state government a slew of recommendations for restoration of SAC powers as enshrined in the original Act of 2002. “Given its ambit and powers, J&K’s Accountability Commission Act of 2002 was more forward-looking and progressive even than the Lokpal Act enacted by the Parliament in 2013,” Justice Khan said and added that unfortunately the Act lost its essence following the enactment of the State Accountability Commission (Amendment) Act-2011.

Justice Khan said the Commission can fulfill its objective only when it is armed with the requisite powers and infrastructure to act as an effective instrument of ensuring accountability in government.

He sought the support and cooperation of the government, the media and the civil society in making the Commission a vibrant institution.

On finding “Kerosene smell” in a Spring that supplies water to Bongam Lowermunda in South Kashmir, the PHE has appealed people to not use water for the drinking purposes.

On Wednesday, a team from PHE led by Executive Engineer Qazigund, R K Pandita met Additional DC Islamabad, and discussed this matter with him.

“We requested Additional DC to provide us help from different departments so that we can find the cause of plenty discharge of detrimental substance in Bongam Spring. We were assured that Geology and Mining department in addition to health department will be directed to visit the spot for examination,” said Pandita.

The matter came into the limelight after people of the village, found Kerosene like smell in the drinking water that is being supplied from the Spring.

After survey by the PHE team, lift of drinking water was stopped and now tankers have been deployed for supply of drinking water to the areas concerned.

“We appeal people of Bongam Lowermunda to refrain from using water from this Spring for drinking purposes at least for 15 days,” said Executive Engineer PHE Qazigund.

According to the Officials in the PHE, immediate cause was not known, and “will be only revealed after proper testing is conducted”.

“The APHC Executive Council meet reiterated that the conglomerate stands for cordial relationship between India and Pakistan but believes that for lasting such ties it was imperative upon both the countries to take steps for resolving all outstanding issues between them including the vexed issue of Kashmir,” the spokesperson of the amalgam said in a statement this evening.

Condemning the terrorist attacks in Lahore, Pakistan, the meeting also termed it as a barbaric act which had led to the killing of innocent people and said, “such occurrences in Pakistan would not only harm the peace in that country but would also have far reaching consequences for the security and stability of the entire South Asia.”

After the conclusion of the Executive Council meet, a prayer meeting led by the APHC-m Chairperson was held at the Hurriyat headquarters in which glowing tributes were paid to the top resistance leaders Ashfaq Majeed Wani, Shabir Sidiq, Shaheed Dr Abdul Ahad Guru, “the martyrs of Hazratbal and all the martyrs of Kashmir’s resistance movement”.

Earlier, senior Hurriyat leader Javed Ahmad Mir led a high-level Hurriyat delegation to the Eidgah where “they held special prayers and Fateh Khawani for the martyred leaders and Hazratbal martyrs and paid glowing tributes to them,” the spokesperson added.

Malik while addressing a meeting organized in remembrance of Ishfaq Majeed Wani said that he was a born leader and the days and years of his life from 5th September 1966 to 30th march 1990 are a shining evidence of his greatness. “Ishfaq Majeed Wani was a humble slave of almighty Allah who always took the way of truth and justice. He was a symbol of courage, fearlessness, piousness, passion, and resistance against illegal occupation and injustice, the statement added.

Malik said that torture cells, jails and other means of oppression could not deter him from his way and he stood firm in the way of “freedom movement” till the moment of his “martyrdom”. “People who think that people’s revolution in 1990 was an outcome of 1987 election rigging are wrong. In fact the struggle for freedom led by leaders like Ishfaq Majeed was not the outcome of any election but it was an ongoing process which was accelerated by Maqbbol Butt‘s “martyrdom” in 1984. Malik said that it was Ishfaq Majeed Wani’s “gallant leadership” in 1988 that gave courage to hundreds and thousands of young men to stand up for the cause of “freedom”. “Ishfaq Majid Wani led this people’s revolution in 1990 and changed the 5000-year-old history of Kashmir. It was his leadership that united a nation which was tagged as coward and inactive for the just cause of freedom and history bears testimony to the fact that thousands of young people followed Ishfaq Majeed Wani and sacrificed their lives for the freedom of their nation.

He said that Ishfaq was a high class intellectual, keen reader, a practicing follower of Quran, a brave commander, a wise political leader, a refined diplomat, a fiery speaker, a respected student and a great athlete. “Above all he was an inspiring personality who had courage to call a spade a spade and look into the eyes of tyrant and oppressors and fight against it with firmness.”

While paying tributes to Shabir Ahmad Sidiqi and other “martyrs” of Dargah Hazrat Bal, Yasin Malik said that Sidiqi was a religious scholar and a man of wisdom who strived and sacrificed his life for the freedom of Kashmir. Sidiqi will also be remembered for his philanthropy and work in the field of education.

Doctors Association Kashmir (DAK) Wednesday said that the sale and consumption of alcohol in Jammu and Kashmir is “on the rise” which has affected the health of the people.

Calling for complete prohibition on liquor trade in JK, President DAK in a statement said, “alcohol has not only destroyed individuals and families but has spoiled the entire society.” “Young persons who are vulnerable because of age and proclivity towards intoxication have become victims of this menace due to its free availability,” the statement said.

Bihar government has banned alcohol sale and is bringing a bill to provide death penalty to those involved in illicit liquor trade. “If alcohol is banned in Bihar and many other states, why not in JK?”

Alcohol has deleterious effects on each and every organ of the human body. It causes heart attacks, strokes and cancer of mouth, food pipe, liver and pancreas.

“This is a major social evil and it is responsible for growing crime rate. It befogs the mind and alcoholics are involved in heinous crimes of rape and murder. Those involved in this social malaise because of dis-inhibition commit disorderly conduct and are involved in immorality,” the statement further said.

“Alcohol is Haram (Forbidden) in Islam and JK being a Muslim dominated state, government has an obligation to ban it and its sales have hurt the religious sentiments of Muslims,” the doctor demanded.

It is banned in many countries like Saudi Arabia, Libya and Pakistan and in India its prohibition is in force in Gujarat, Nagaland, Lakshadweep and Kerala as states are constitutionally duty bound to prohibit alcohol.

“States shall endeavour to bring about prohibition of the use and trade of alcohol,” reads Article 47, of Constitution of India. “As per the section 24, of the constitution of JK, it is the duty of the state to improve public health and the state shall make every effort to safeguard and promote health of the people which further imposes obligation to state of JK to curb sale and consumption of liquor.”

One day to go that army is supposed to vacate Tattoo ground in Srinagar’s Batamaloo area, the over 13 lakh force will legally own over five lakh kanals of J&K land.

The Tribune reported on Wednesday that the J&K government has “legally handed over 5 lakh kanals to the Army for setting up its bases, firing ranges and for other defence purposes in Ladakh”.

Now, army shall be setting up artillery firing range over 40,000 kanals at Mandal Thang in Leh district.

“We have given the approval to authorise 5 lakh kanals to the Army in Ladakh for defence purposes, including establishing bases and firing ranges,” The Tribune quoted a senior official in the Home Department as having said.

The J&K government, Deputy Secretary, Revenue, Ghulam Rasool, said, “had initiated the process to legally authorise the land to the Army that is under its unlawful possession.”

The revenue department wanted the Army to either vacate the land acquired unlawfully or provide rent to the government. After the Army refused to vacate the land acquired unlawfully, the “state government gave in and asked it to take its lawful possession for seeking compensation,” the report further said.

In Leh, the Army had unlawfully taken possession of over 90,000 kanals of state land which made the total possession of land under its control to over 2 lakh kanals.

Army has also received approval from the state government for setting up an artillery firing range at Mandal Thang.

“The Army had been demanding land for setting up an artillery firing range at Mandal Thang and their demand has been accepted,” said District Development Commissioner Leh, Prasnna Ramaswamy G.

The Indian army has 12 of its total 66 firing ranges operating in J&K – the highest in any state.

BJP Indecisive in Distributing Portfolios; Meeting On in Jammu

The right wing Hindu nationalist Bhartiya Janta Party (BJP) is indecisive about the distribution of portfolios amongst its lawmakers.

The PDP-BJP coalition government is expected to take oath of office and secrecy on April 04 after over two months long governor’s rule in J&K.

After it faced “internal rift” by its lawmakers, the BJP convened an emergency meeting in winter capital on Wednesday. BJP national Secretary General, Ram Madhav, is expected to join it, however, no one from the saffron party confirmed his participation.

“Changes are due in the new cabinet from our side,” a BJP office bearer told Kashmir Life asserting not to be named.

“The meeting is going on in Jammu this time. BJP lawmakers with senior members are meeting and portfolio distribution, among other this, is being discussed,” the BJP leader said.

If sources are to be believed, the indecisiveness on part of BJP has delayed the oath taking ceremony in J&K. “The BJP lawmakers, who were not part of late Mufti Sayeed cabinet, have been adamant on being given ministries,” sources said, “because of such issues, we have not been able to formalise the date of oath ceremony.”

Once again, protests erupted in Old Srinagar on Wednesday against the implementation of National Food Security Food Act (NFSA).

Reports reaching here said that local residents came out on roads today shouting anti-government slogans. The shopkeepers downed their shutters.

“Government should roll back this anti-people act,” locals said. “We are on verge of starvation.”

Five kgs of rice are supplied to per souls in valley on monthly basis after NFSA was implemented in valley from February 15. Earlier, CAPD would distribute 35 kgs of rice in lum sum.

The protesting residents of Habba Kadal burnt down tyres thus blocking the vehicular and pedestrian traffic.

Reports reaching from city outskirts said that the local CAPD distributor is giving only four kgs of rice per soul.

“We are being given only four kgs of rice and we have been retired of the arrogant behaviour of the ration deport runner,” residents of Nowpora, Gund Hassi Bhat said.
