Dr Drabu creating wedge in business community: Yasin Khan, Says never applied for GST number

Accusing the Finance Minister Dr Haseeb Drabu of trying to create wedge in the business community to meet his sinister motives in implementation of GST in the state, the Kashmir Traders and Manufacturers Federation President Muhammad Yasin Khan on Saturday clarified that he has not applied for the GST number.

“The number which is being circulated in the media has been generated by the state government itself, as has been done in case of thousands of other traders of Kashmir who have a commercial tax number, but never applied for GST,” Khan told reporters while leading protests here at Lal Chowk against the government plans to implement GST in the state.

Khan said the taxation authorities have themselves generated temporary GST numbers for the traders registered with the central taxation department. “This is a sinister move of the government to discredit us for the sake of it. I have not applied for GST anywhere and if it’s proved that I applied for any such number, I will quit business and the business fraternity forever,” Khan said.

Asking the business community to be united at this critical juncture, he said the GST was not only sinister for the interests of the trades but even for lakhs of artisans and horticulturists of Kashmir who will have to pay tax if the GST is implemented.

“This law aims at crushing the economic activities of Kashmir. We will not allow implementation of GST and there can be no compromise on the larger interests of Jammu and Kashmir, which enjoys special status by article 370. Otherwise also Kashmir is a declared disturbed area so legally and logically there cannot be any implementation of GST.”

“Let the Finance minister come forward for an open debate. We will prove that GST is detrimental for interests of 90% population of Kashmir. We cannot sacrifice our interests for some party to be in power.”

Khan appealed the civil society to come forward for a joint strategy to counter the sinister moves.

Dialgam encounter: Youth brought dead to SKIMS; Several injuries reported

Srinagar

A civilian youth injured during clashes in Dialgam area in southern part of Kashmir has been brought dead to SKIMS, hospital sources said,

Identified as Shadab, 21, he is a resident of Kulgam area.

However, it was not immediately known whether he was hit by a bullet or some shell.

Meanwhile, over a dozen civilians have been injured during clashes near the site of a gunfight.

Sources said that five civilians were brought to District Hospital Islamabad for treatment. “Three had bullet injuries while two were hit by pellets.”

Reports said that at least a dozen civilians injured during the clashes were treated at PHC Brenthi in Dialgam.

Clashes erupted after people marched towards the gunfight site to help the trapped militants, believed to be three in number, to escape the cordon.

Earlier a woman was killed in the cross fire, police said.

A gunfight between militants and forces is raging in Dialgam area of Islamabad district.

Top Lashkar commander Bashir Lashkari is believed to be trapped in the encounter.

Lashkari, police sources said, is involved in the killing of six police personnel, including SHO Feroz Dar in an ambush in Achabal area of the district.

Dialgam encounter: Family cornered in house, locals allege

Srinagar

The residents of Dialgam village of Islamabad district in southern Kashmir, where and early morning gunfight between forces and militants is raging, on Saturday alleged that the forces are not allowing the family to come out of the house where the encounter is going on.

The residents said: “Besides, forces are using civilians as human shields.”

Talking to Kashmir Life at DH Islamabad, the locals accompanying the injured to teh hospital said that forces are using civilians as human shield.

The forces are not even allowuing people trapped in the house where militants are holedup to come out, the residents alleged.

Top police officials, who spoke anonymously to Kashmir Life, said that militants have taken some civilians as hostage.

Meanwhile, authorities have snapped the mobile internet services in the district.

Official sources said that mobile Internet services were suspended to prevent the spreading of rumours on the social networking websites.

Pertinently, a woman was killed while several others were injured during the clashes with forces near the encounter site. Many injured have received bullet injuries.

Restrictions in Downtown Srinagar lead to traffic chaos

The restrictions imposed by the government in five police station areas of Srinagar city have led to traffic chaos in Downtown areas.

Forces have erected barricades and concertina wires at various entry and exit points towards the old city area of Downtown Srinagar.

The restrictions have forced vehicles coming from Hazratbal, Soura, Lalbazar and other several areas to take alternate routes, thereby, causing massive traffic congestion the city.

Motorists were seen driving through alleys to reach their destinations.

Pertinently, the traders community of Kashmir valley is observing a complete shutdown against the implementation of GST in the state.

Srinagar district administration ordered imposition of restrictions in five police station areas of Srinagar to foil any possible protests.

Dialgam encounter: Vehicle carrying injured to Srinagar stopped at Bijbehara; Attendants, injured roughed up, locals allege

Residents of Dialgam area where an encounter between militants and forces is underway, Saturday accused that the vehicle carrying an injured to Srinagar was stopped by forces in Bijbehara and they were ruthlessly beaten.

The residents told Kashmir Life that the injured had received bullet in his neck and doctors at district hospital Islamabad referred him to Srinagar hospital for specialised treatment.

However, they alleged that the forces deployed at Bijbehara town some 20 KMs from Islamabad stopped the ambulance and asked the attendants and injured person to come down. They later beat them to pulp, the residents alleged.

Pertinently, a civilian lady was killed near the encounter site a bullet hit at her back and pierced through her chest.

She was referred to DH Islamabad where she succumbed.

Reports said that several people have suffered injuries near the encounter site. Some of them have received bullet injuries.

Dialgam encounter: One civilian dead, three injured

SRINAGAR: Three more civilians with bullet injuries were rushed to the district hospital in Islamabad and one of them was referred to Srinagar for treatment, reports said. All the three are out of danger, doctors said.

The injured were identified as Aaquib Teli, Yasir Ahmad and Tariq Ahmad. Tariq has a bullet injury impacting his lower jaw and the doctors have shifted him to Srinagar for specialized treatment.

The ambulance carrying the injured to Srinagar was intercepted by a posse of police and paramilitary in Bejbehara, attendents alleged. They said the driver and the attendents were beaten by them.

Auqib and Yasir have injuries in their legs and are being treated locally.

Residents accompanying the injured told Kashmir Life that when the cordon started, there were huge arguments between the soldiers and a group of youth. “Then suddenly some stone landed on the spot and soldiers opened fire,” one of the attendants said. “Soldiers opened fire and killed the lady from point blank.” Later, the angry youth rushed towards the apple orchards surrounding the houses in cordon wherefrom they were shouting slogans.”

The counter insurgent forces have expanded the cordon. Initially it involved specific locality but now it has been expanded to the entire locality.

Incidentally, however, the families living in the two houses where militants are holed up have not come out so far. The police and army have made various announcements asking the families to come out bt they have not obliged them so far.

Top police officials have said that the militants have kept the families hostage. Bt the locals in the hospital suggest it could be voluntary as well because the families might not be leaving their homes for the fear that they will get destroyed in the encounter. Army has stopped firing and staus quo continues.

CASO in Srinagar’s Rambagh over, one arrested

SRINAGAR: Mixed columns of police and paramiliatries cardoned off the vast Ram Bagh locality in Srinagar during wee hours and searched houses, residents said.

During the CASO, the police forces prevented entry or exit of people from the locality. They, however, did not summon people out of their homes. Instead they knocked at all doors and seraches the homes. They were asking about the inmates as well.

Residents said they took with them one young man who was living on rent somewhere in the locality. The identity of the detained boy and details of his residence were not immediately known.

Encounter rages in Dialgam; Civilian killed, clashes erupt

A lady has been killed in Brienty area of Dialgam in southern Kashmir’s Islamabad district on Saturday.

Reports reaching here said that, in the wee hours today, forces cordoned off the village after inputs about the presence of militants in the area.

Local sources said that at around 4 am forces established contact with the militants resulting in an encounter .

They said that as soon as the encounter started people came out of their houses and started pelting stones on the forces apparently in a bid to help militants escape. “Announcements were made on Masjid loudspeakers asking people to come out and help the militants.”

However, forces kept them away from the encounter site by firing tear smoke shells and stun grenades.

During the operation, reports said, a lady, identified as Tahira was hit by a bullet. She was referred to DH Islamabad where she succumbed.

Doctors at the hospital told Kashmir Life that a bullet had hit Tahira at her back and pierced through her chest.

Police officials of the district said that Tahira was hit by a bullet during the cross fire. Tahira is in her late 40’s.

Clashes erupt during CASO in Shopian village

Srinagar

Intense clashes erupted between forces and civilian protesters during a Cordon and Search Operation (CASO) in a Shopian village on Friday evening.

Reports said that forces launched CASO in Shirmal village in Shopian in southern part of Kashmir after input about the presence of militants.

They said that locals hit the streets and pelted rocks on forces soon after they started search operation.

Forces resorted to tear smoke shelling, pellet and stun grenade firing injuring several protesters, local sources said.

The CASO was lifted from the village when this report was filed.

Clashes in Islamabad, Sopore after Friday prayers

Srinagar

Intense clashes between forces and protesters erupted in Islamabad town of southern part of Kashmir soon after the Friday prayers.

Reports said that youth pelted stones on the police deployed in the town.

They said that forces retaliated with heavy tear smoke shelling and stun grenade firing to disperse the protesters.

The clashes led to the closure of the town.

Meanwhile, after Friday prayers people in Sopore gathered outside Jamia Masjid and held protests.

Reports said police and CRPF personnel used tear gas canisters to disperse the protesters triggering clashes in the area.

Police didn’t allow the local journalists to cover the clashes, local scribes informed.

Pertinently, resistance leaders and United Jihad Council (UJC) had called for protests against announcing of UJC chief Syed Salahuddin “a global terrorist” by US State Department.

Police seeks help to identify murderers of DySP Muhammad Ayoub

Srinagar

Police has sought help to identify the culprits involved in the lynching of DySP Mohammad Ayoub Pandith.

“As was reported earlier that DySP Mohammad Ayoub resident of Nowpora Khanyar, Srinagar, who was on access control duty at Jamia Masjid Nowhatta was cornered by an unlawful assembly of people and was lynched to death,” a police statement said.

In this regard a case under section 302 RPC was registered and investigation was taken up. To speed up the investigation process, a special investigating team was also constituted.

To nab all the criminal involved in the incident, the head of special investigating team has requested that if any one having any knowledge/clue regarding the incident may please attend the office of SP, City North Srinagar or call on 0194-2453214, 9419140715 and 9596770664. Kashmir traders call for shutdown on Saturday against implementation of GST

Traders in Kashmir have called for a shutdown against the Goods and Service Tax (GST) regime even as Chief Minister Mehbooba Mufti’s government is facing growing opposition to the reforms from political parties, traders and pro-freedom leaders.

Finance Minister Dr Haseeb Drabu thinking otherwise is keen to implement the new regime saying that traders can’t do business without the implementation of GST. According to him GST is a game changer that is consumer friendly and in no way state government will compromise on the financial autonomy of Jammu and Kashmir.

Two traders’ bodies-the Kashmir Traders and Manufacturers Federation and Kashmir Economic Alliance — have called for a shutdown on July 1 (Saturday). “There is consensus among traders on GST being a threat to J&K’s identity,” said traders.

President Kashmir Traders and Manufacturers Federation Muhammad Yasin Khan and former president Kashmir Economic Alliance Muhammad Sadiq Baqal addressed two separate press conferences at two different locations in Srinagar city.

The strike call comes a day after government failed to break the deadlock over GST in All Party Consultative Group (APCG) meeting that was called by the Government.

Both the trade leaders while vehemently opposed the implementation of GST in Jammu and Kashmir said that they are ready to make any sacrifices in the interest of Jammu and Kashmir. They said that traders are ready to incur losses but will not budge. “The implementation of GST regime in Jammu and Kashmir will have serious consequences and it will be a blow to the special status of Jammu and Kashmir.

Khan said ‘even if opposing GST, means sacrificing our lives, we are ready for it’. “One Tax and One India is an idea which is not acceptable in J&K. We won’t allow any amendments to the special status of the state,” he said.

Muhammad Sadiq Baqal said that traders from Kashmir have decided not to import goods from outside traders. “GST is unacceptable to us and traders can’t be cowed down by the threats that they can’t do business in absence of GST,” he said.

Both the trade leaders appealed business community to observe a complete shutdown and give an loud and clear message to the State as well as Government of India that they are not in favour of GST regime.

“We are not against tax regime but at the same time we will not allow Government of India to tamper with the special status of Jammu and Kashmir,” the trade leaders said. (CNS)

Restrictions in 5 police station areas of Srinagar on Saturday

District administration Srinagar on Friday said that restrictions under Sec 144 will remain in place in five polie station areas of Srinagar city.

Legislature to meet on July 4

Speaker, J&K Legislative Assembly, Kavinder Gupta, in exercise of his powers under 3rd proviso to Rule 16 of the Rules of Procedure and Conduct of the Business in the J&K Legislative Assembly has called  the 5th  Session of the 12th  Legislative Assembly on Tuesday, the 4th of July, 2017 at 10 am at Srinagar.

As per the Provisional Calendar issued by the Assembly Secretariat, there will be four sittings on 4th, 5th, 7th and 8th July while as 6th July will be off day.

Similarly, the Chairman, J&K Legislative Council, Anayat Ali in terms of Proviso to Rule 16 of the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Council has called the 116th Session of the J&K Legislative Council at Srinagar on 4th July, 2017 at 11 am.

CM asks Tribal Affairs Dept to come up with substantive action plan within 3 months

SRINAGAR, JUNE 30: Chief Minister, Mehbooba Mufti today expressed dismay over the low spending reported on Tribal welfare measures by the concerned Department in the State.

Chairing a meeting to review the performance of the Tribal Affairs Department here, the Chief Minister directed abandoning the lackadaisical approach to execute Government schemes and bring in proactive approach to take Government’s welfare plans to people. She asked the concerned Department to come up with a substantive action plan within three months to be executed on ground.

Mehbooba Mufti asked the Department to set a timeline of action for completing various projects for Tribal community. She said the projects be made target specific with a definite plan of action for a given period of time. She said the Government has carved out this Department with the hope of changing the lot of tribal community and a definite plan of action backed by substantive action alone can get the community benefits of this.

The Chief Minister asked for multi sectoral monitoring of various welfare schemes launched for the welfare of Tribal community in the State. She directed Vice Chairman, Gujjar Bakerwal Advisory Board to visit the cluster villages set up by the Department in the Tribal areas of the State and check the quality of works undertaken. She also directed inclusion of Tribal youth by the ITIs for imparting various vocational courses so that they can become self-sufficient in their future life.

The Chief Minister stressed on proper maintenance of assets raised for the students of Tribal, Gujjar and Bakerwal communities. She directed sorting out of land issues with the respective Deputy Commissioners where the land has not been identified for setting up Gujjar/Bakerwal hostels. She also directed that land be made available early for setting up a Tribal Research Institute at Srinagar.

The meeting was informed that two residential schools of 450 students each would be set up at Anantnag and Kulgam at a cost of Rs. 24 crores. It was also informed that pre matric scholarships worth Rs. 28 crore were disbursed among 15752 Tribal students whiles as 6131 Tribal and 51226 Gujjar students benefitted from Post Matric scholarships.

The meeting was further informed that Gujjar/Bakerwal hostels are under construction and at various stages of completion at Bandipore, Baramulla, Kupwara, Poonch and Udhampur while as land is being identified at Srinagar to set up a hostel there.

DSEK grants 1256 Departmental Promotions

Director School Education Kashmir has granted departmental promotion in 1256 cases during last two months and has granted approval to recognition & up gradation of 332 private schools during the same period.

In the meantime, Directorate has released Rs 1.61 Cr under Medical Reimbursement.

With an objective to ensure prompt disposal of all cases, Director School Education Kashmir has issued fresh instructions that no file shall remain pending with any officer & official beyond 24 hours without any justification.

The move has been initiated in order to expedite the disposal of cases so that employees and the general public do not suffer any sort of inconvenience.

All the officials have been strictly advised to adhere to the direction so that Directorate becomes a pro-people efficient administrative institution fulfilling the expectations of the employees and the general public.

Chief Secretary reviews progress of Rail Link project

Chief Secretary, BB Vyas Friday chaired the Apex Committee meeting, to review the progress of Udhampur-Srinagar-Baramulla Rail Link (USBRL) Project and clear the bottlenecks impeding expeditious completion of the prestigious project particularly in the Katra-Banihal section.

Chief Administrative Officer (CAO), USBRL Project, Commissioner/Secretary, Forests, Ecology & Environment, Divisional Commissioner, Kashmir and other senior officers of the State Government and Railway authorities were present in the meeting. Divisional Commissioner, Jammu, Deputy Commissioners, Reasi and Ramban participated via video conferencing.

The 326 Km Rail Link is planned to provide an alternate transportation to the State. Of this, the 54 km Jammu-Udhampur section was commissioned in 2005 and the remaining 272 km portion between Udhampur and Baramulla was declared as National Project. Till date, 118 Km section of Qazigund- Baramulla, the 18 Km Qazigund-Banihal and the 25 Km section of Udhampur- Katra have been completed.

The Committee was informed that the seven cases which involved clearance of the Forest Advisory Committee (FAC) have been cleared by the said Committee in its meetings held on 09.06.2017 and 30.06.2017.

During the meeting, timelines were drawn to address various issues related to land acquisition in the Katra-Banihal section and construction of 132 KV Transmission Line from Katra to Reasi and Ramban to Sangaldan for the Railway’s Integrated Sub-Station. A number of land issues were also resolved during the meeting.

Tourist guide dies at Pahalgam due to heart attack

A man was found dead at tourist resort of Pahalgam on Friday.

A police official said that tourist guide identified as Mohammad Yaqoob Kawa son of Ali Mohammad Kawa resident of Bemina Srinagar died due to heart attack.

The body was later handed over to the concerned family, he said.

CM for monitoring, evaluating mechanism for ongoing dev projects

Chief Minister, Mehbooba Mufti on Friday underscored the need for putting in place a project monitoring apparatus to evaluate the completion pace, funding and quality assurance of ongoing developmental projects in the State.

The Chief Minister made these remarks while chairing a meeting to review some key infrastructural projects in the State.

Mehbooba Mufti said the monitoring mechanism would ensure timely completion of projects thereby giving the people the benefits for which these are started. “It’s not a matter of cost over runs only. It’s a question of social relevance and needs of these projects which keep changing fast and which ought to be kept in mind”, she said and directed strict adherence to the timeline completion of the developmental projects.

The Chief Minister said alongside evaluating the timeline completion  of any project, it is equally important that the fund flow for the said project is timely reviewed so that no project gets stuck because of shortage of funds at the completion time and funds are arranged well in time. She said quality check of the projects should also be undertaken during the process not to leave any scope for any complaints after the projects are completed.

The meeting was informed that currently 195 projects are under execution in the State by Police Housing Corporation (PHC) costing Rs. 492 crore. The Corporation, the meeting was informed, has completed 607 projects costing Rs. 2461 crore across the State ever since its inception.

Among the projects under execution include health facilities at Chadoora, Magam, Makahama, Dooru, Udhampur, Ramban, Kathua and other places besides other Government infrastructure.

Rasheed files report against army ‘highhandedness’ in Sarmarg; Holds sit-in

Srinagar

Incumbent Langate lawmaker, Engineer Rasheed along with hundreds of residents of Sarmarg and neighbouring villages Friday held a sit-in outside the Zachaldara police station against the alleged highhandedness of police in the area.

Talking to Kashmir Life, Rasheed said that the police station has been calling the respectable civilians of Sarmarg to police station repeatedly and harassing them. “Yesterday and today, a senior government teacher, Muhammad Amin, was called to the police station and harassed repeatedly.”

Pertinently, on Eid, Army, SOG had ransacked houses, thrashed youth at Sarmarag in Handwara.

Later, thousands of people led by Er Rasheed had held a massive anti-Army protest in the area.

Rasheed said that to fulfil his duty towards the people, “I along with three dozen people started a sit-in outside the Zachaldara police station. Hundreds of residents including felmale’s, later, turned out and joined the protest.

Later, SP of the area, Tehsildar and other senior officials visited the spot and pacified the protesters.

However, Rasheed put forward 4 demands to the officials, which, Rasheed said, were agreed upon.

The demands include:

  1. No person should be named in the FIR.
  2. Police will not call any person from the area to the police station.
  3. Police will file a report against the Army, for highhandedness on EID day.
  4. Within a few days, SP of the area and Army officials will visit Sarmarg and restore the sense of dignity and security among the people.

Rasheed, later, after being assured that his demands will be fulfilled, called off the protest.

Government disallows Friday prayers in Jamia Masjid

Srinagar

Government on Friday did not allow Friday prayers in the historic Jamia Masjid Srinagar.

Reports said that men in uniform had locked all gates of the Jamia early today and all roads leading to it were blocked.

Curfew like restrictions were imposed in and around Jamia in Nowhatta area of the old town, they said.

Pertinently, resistance leaders and United Jihad Council (UJC) had called for protests against announcing of UJC chief Syed Salahuddin “a global terrorist” by US State Department.

J&K misses GST as the new tax regime rolls out this midnight

Jammu and Kashmir is the only Indian state that will continue status quo as rest of India is overtaken by a new tax regime, the GST, from today midnight. The constitutional exclusivity of Jammu and Kashmir has prevented Delhi from extended GST to the state.

Though, the coalition government in Jammu and Kashmir was supposed to recommend the extension of the new tax regime, massive reaction prevented a consensus so far.

The government has had two meetings of all party consultative group under Muzaffar Hussain Beig but there has not been any major shift in the already stated party lines.

National Conference and other regional political forces have been seeking details of the safeguards that ruling PDP intends to insert in the presidential ordinance. But, the government has not detailed the safeguards and shared it with the opposition. It believes while the government is committed to adequate safeguards, it will not make it public when the state legislative assembly is expected to discuss the same.

While state finance minister, Dr Haseeb Drabu, flew to Delhi for the last GST council meeting before its formal rollout, officials sources in Srinagar indicate the daylong GST session may actually take place on Monday.

Interestingly, on the adoption of GST as the successor of present VAT regime, there are no differences between ruling coalition and the entire opposition in J and K. However, their only difference is how to have adequate safeguards that will prevent further dilution of the already eroded autonomy of the state.

In absence of GST, there is no possibility of any trade in taxable goods.

That essentially means the entry to state at Lakhanpur will have no or little work for the next few days till J&K takes a final call on the new tax regime.

J&K government has decided against abolishing Lakhanpur apparatus which could have been normal under one nation one tax regime. Government sources said, the entry is being retained, strengthened and its role, possibly, is being revisited. It may now start collecting entry tax which is still outside the purview of GST like, tax on petroleum products and real estate.

Here is what Goods and Services Tax (GST) is all about and how it will be implemented in the rest of India, but from Punjab to Kanyakumari.

GST, a historic tax reform, will come into effect from tomorrow i.e July 1, 2017. GST will completely transform the Indirect Taxation landscape in the country involving both the Central and State levies. In a departure from the normal practice, GST will be administered together by the Centre and States.

Why is GST so important?

The biggest tax reform since independence – GST – will pave the way for realization of the goal of One Nation – One Tax – One Market. GST will benefit all the stakeholders namely industry, government and consumer. It will lower the cost of goods and services give a boost to the economy and make the products and services globally competitive, giving a major boost to ‘Make in India’ initiative. Under the GST regime, exports will be zero-rated in entirety unlike the present system where refund of some of the taxes does not take place due to fragmented nature of indirect taxes between the Centre and the States. GST will make India a common market with common tax rates & procedures and remove economic barriers. GST is largely technology driven and will reduce the human interface to a great extent. GST is expected to improve ease of doing business in India.

In majority of supplies of goods, the tax incidence approved by the GST Council is much lower than the present combined indirect tax rates levied [on account of central excise duty rates / embedded central excise duty rates / service tax post-clearance embedding, VAT rates or weighted average VAT rates, cascading of VAT over excise duty and tax incidence on account of CST, Octroi, Entry Tax, etc.]by the Centre and State(s).

Journey of GST after the Constitutional Amendment Act, 2016

After the assent of the President on September 8, 2016, the 101th Constitutional Amendment Act, 2016 came into existence. The GST Council was constituted on 15/9/2016.

Since its formation in September, 2016 the GST Council has held 18 meetings. The Finance Ministers of all the States or their representative along with State and Central govt officials have participated in these extensive meetings and formulated the law and procedure to implement this historic tax reform. It was a mammoth task involving 27000+ man hours of intensive work. More than 200 meetings of the officers of the Centre and States took place in different parts of the country to expedite the implementation of GST.

While framing GST Acts and Rules, enhanced ‘Ease of doing business’ for the taxpayers was a key consideration and accordingly the roles and responsibilities of the States and union govt have been defined. In a short span of time, the GST council has cleared GST laws, GST Rules, Tax rate structure including Compensation Cess, Classification of goods and services into different rate slabs, exemptions, thresholds, structure for tax administration, etc. All the decisions of Council were taken with consensus. While formulating the Acts and Rules, extensive participatory consultations with trade and industry including other significant stakeholders were undertaken. Feedback was also obtained by posting draft Acts and Rules on the websites and inviting comments from the public.

On March 9, 2017, the Finance Minister of India tabled four Goods and Services Tax (GST) Bills for consideration and passage in the Lok Sabha namely The Central Goods and Services Tax (CGST) Bill, 2017, The Integrated Goods and Services Tax (IGST) Bill, 2017, The Union Territories Goods and Services Tax (UTGST) Bill, 2017 and the GST (Compensation to States) Bill, 2017. They were passed by the Lok Sabha on March 29, 2017 and by the Rajya Sabha on April 6, 2017.

The GST Council has decided the final structure of GST as follows:

  • The threshold limit for exemption from levy of GST is Rs. 20 lakh for the States except for the Special Category, where it is Rs 10 Lakh.
  • A four slab tax rate structure of 5%, 12%, 18% and 28% has been adopted for GST.
  • A cess would be levied on certain goods such as luxury cars, aerated drinks, pan masala and tobacco products, over and above the GST rate of 28% for payment of compensation to the states.
  • The threshold for availing the Composition scheme is Rs 75 lakh except for special category States where it is Rs 50 lakh and they are required to file quarterly returns only. Certain categories of manufacturers, service providers (except restaurants) are out of the Composition Scheme.

Other Important Features of GST

  • GST envisages all transactions and processes to be done only through electronic mode, to achieve non-intrusive administration. This will minimise tax payers physical interaction with the tax officials.
  • GST provides for the facility of auto-populated monthly returns and annual return.
  • It also facilitates the taxpayers by prescribing grant of refund within 60 days, and provisional release of 90% refund to exporters within 7 days. Further facilitation measures include interest payment if refund is not sanctioned in time, and refund to be directly credited to bank accounts.
  • Comprehensive transitional provisions for ensuring smooth transition of existing taxpayers to GST regime, credit for available stocks, etc.
  • Other provisions include system of GST Compliance Rating, etc.
  • Anti-profiteering provisions for protection of consumer rights.

Role of GST Network (GSTN) – IT backbone of GST

GSTN has been created as a section 25 private limited company with Strategic Control with the Government, to function as a common Pass-through portal for taxpayers. On this common portal, taxpayers will submit their registration applications, file returns, make tax payments, claim refunds etc. GSTN has been provided with a robust IT platform and it will provide interface to 80 lakh taxpayers and thousands of tax officials. All filings under GST will be done electronically.  While GSTN remains a front-end, at the back end, the IT systems of CBEC and different states interface with the GSTN IT network to provide a seamless end to end processing of tax returns for the taxpayers. 64,000 officials have been trained on the GST portal from February till June 2017. The GSTN IT systems have undergone load tests, performance tests, vulnerability tests, security and all other mandatory tests.

Enrolment of existing taxpayers of the State tax administrations and the Central Board of Excise and Customs to the GST system commenced on 8thNovember, 2016. More than 66 lakh taxpayers have activated their account at the GST portal.

GST Application on Payment has been operationalised. 25 banks have been integrated with the GST Common portal and will be providing e-payment and over the counter payment facilities as well as payment through NeFT/RTGS and credit/debit card.

GST OUTREACH PROGRAMME

The Government has stepped up its outreach programme through various events, workshops, media, television to reach masses. Field formations of CBEC, at all levels have been activated to carry out interaction with the trade and industry to help them with the migration to GST and to clear their doubts. The field units of CBEC have run campaigns using mobile vans to reach the assessees at their door-step to help them with the GST migration and transitional issues. A total of 4700 workshops have been conducted across India.

An extensive multi-media campaign through print and electronic media, outdoor hoardings, etc. has been carried out for informing, educating and assisting taxpayers and other stake-holders to enable a smooth transition to GST.

RE-ORGANISATION OF CBEC

Implementation of GST has necessitated reorganisation of the Central Board of Excise & Customs formations for administration of GST. The reorganisation involved bringing about structural changes and redeployment of human resources. Redeployment has been done to ensure outreach to the remotest corner. The Directorates which have significant role under the GST have been adequately expanded and strengthened.

The field formations have been restructured as 21 CGST & CX Zones, 107 CGST & CX Commissionerates, 12 Sub-Commissionerates, 768 CGST & CX Divisions, 3969 CGST & CX Ranges, 48 Audit Commissionerates and 49 Appeal Commissionerates.

TRAINING

For a smooth roll out of GST, it was imperative to carry out adequate capacity-building exercise and awareness. National Academy of Customs Indirect Taxes and Narcotics (NACIN) have conducted extensive training programs. In the first phase, nearly 52,000 officers were trained during September, 2016 to January, 2017 through a multi-layered training programme across India. A Refresher Training was also conducted on updated Law, Rules and Procedures and a total of 17,213 officials were trained till 23rd June, 2017.  Under the Accredited GST Training Programme, 20 institutes have been certified as ‘Approved Training Partners’ to impart ‘quality training at reasonable cost’ to members of trade/industry and other stakeholders. 2,565 participants have been trained so far (ongoing). NACIN have also trained 2,611 officers from 92 Ministries/PSUs trained so far.

Besides that, training resources such as 500 FAQs on GST have been released in English, Hindi and 10 regional languages. A number of Flyers on different topics of GST, explaining the GST concepts, for dissemination to trade & industry, PPTs and Learning Videos for GST training and other training materials for the officials have also been released.

SERVICE THROUGH SOCIAL MEDIA

A twitter seva started by the Government as an initiative to answer queries of the Tax Payers on a real time basis. The twitter handle askGST_GOI attracts thousands of taxpayer queries every day. A list of FAQs based on frequent questions asked on Twitter has been already got published.

Parra delivers keynote address at IIM Rohtak; Says, ‘Kashmir a human issue’

Stressing that positive management can prevent conflict escalations, Peoples Democratic Party youth president, spokesperson and secretary state sports council Waheed-ur-Rehman Parra on Friday said that management students are future brains of country and “we expect them to find ways to win people, youth and not the ideas to defeat each other.”

Parra was speaking during the keynote address at IIM Rohtak during the inauguration of its PGP program. IIM Rohtak is the 8th IIM established by Ministry of HRD, Government of India.

The program was attended by a huge gathering including Professors, Students, academicians and other distinguished guests.

Speaking on the occasion Parra extensively talked about the management of youth, conflict and governance. He emphasised that the issue of Kashmir is a human issue and not a problem of land and infrastructure.

Parra stressed on how corporate world can help in resolving the conflict and said that security approach to the Kashmir problem will not work.

“We need to find alternate ways to tackle the issue. Big corporate houses can play a pivotal role in helping us achieve the same.”

Parra also highlighted as to how the mainland Indian media was adding to the Kashmir problem. “National media is playing a very negative role viz-a-viz Kashmir,” Parra said apparently referring to the prime time tv debates on national media.

The PDP youth leader said that the management students have to be the part of conflict resolution and that their coordination will help imrove the situation in the state. “IIM students are part of solution and not part of problem. Your Coordination with politics will improve resolution and public grievance system,” he told the gathering.

Parra hoped that IIM Rotak will help Jammu and Kashmir government in youth policy.

Others who participated in the program include, Dr Subramanian Swami, Member of Parliament, Dr Satyapal Singh, Member of Parliament and Capt Abhimanyu Singh, Finance Minister, Government of Haryana.

19-yr-old NHPC worker drowns in Uri power canal, feared dead

Srinagar

A 19-yr-old boy working at NHPC A, Uri has drowned into head race canal at Uri power house-II this afternoon. He is reportedly feared dead.

The boy has identified as Aadil Aavan son of Aurangzeb resident of Mughal Mohalla Salamabad Uri. His body is yet to be traced.

The workers of the power project have blamed the negligence of the authorities for the mishap.

The incident took place as when the department stopped the JCB to pull out the debris and allowed the workers do the job by managing the work with the ropes.

One of the workers told Kashmir Life that the authorities at the power project directed the workers to stop the JCB and pull out the debris by managing with a rope.

He said: “We somehow managed to pull the debris out but unfortunately the rope snapped down and Aadil fell into the canal.”

When contacted, SHO Uri, Tabrez Ahmad Khan said, that army has been pressed in to fish out the body of Aadil.

Girl student drowns, 3 others rescued as flash floods hit Bhaderwah

Srinagar

One girl student who was suffering from polio was washed away by the strong currents of river Neeru in a village of Bhaderwah while three other students were rescued after flash floods hit the area on Friday morning.

Officials said that the students were heading towards their college when they slipped from a wooden log while crossing the flooded Neeru river.

A rescue operation was launched immediately to rescue the girls.

“Three girls were rescued and shifted to Sub-District Hospital Bhadarwah.”

The drowned girl has been identified as  Sheetal Bharti  daughter of Satish Kumar resident of Trown Doda.

For Thy Sake

Established in 1998 by Muslim Welfare Society, the J&K Yateem Khanah (Raahat Manzil), is house to 530 male orphans from across the state.

Housed in three hostel buildings, the trust runs a Welfare Educational Institute, a charitable Higher Secondary School and a Technical Institute. In this institute boys are taught how to do cutting and knitting apart from other things. For this purpose nine craft centers were set-up across Srinagar.

The organization provides monthly financial assistance to over 700 widows, 200 handicapped persons and around 200 orphan girls.

In 2003, Gulshan-e-Banaat became first all girls orphanage in Kashmir. It is located in Alamdar Bagh Colony of Gopalora, Chadoora, Budgam. At present 120 orphan girls are enrolled in the Banaat institute managed by J&K Yateem Trust.

The trust runs a Higher Secondary School with all modern facilities, where both religious and modern education is provided to these orphans. After these students clear Class 10 exams, they are sent to their respective homes where they continue their education and help their families earn livelihood. The trust also provides financial assistance to these girls when they get married.

A beautiful Edifice

The famous Imam Bargah of Budgam is blend of traditional Iranian and modern architecture. Aabid Hussain reports how the space is serving people since 1857

The story of Imam Bargah, a beautiful edifice that adores centre of Budgam, has a rich history dating back to 1857.

A blend of 19th century Indo-Iranian architecture, the Imam Bargah is also known as Hussainiyah – it is used to remember the martyrdom of Imam Hussain (a.s), the grandson of Prophet Mohammad (s.a.w). Build under the supervision of Aga Syed Mohammad, the Imam Bargah was small to accommodate all.

Then in 1955, under the supervision of Aga Syed Yousuf Al Musvi Al Safvi, then head of Anjuman-e-Sharie Shian, the building was extended to accommodate more people. The current structure is octagonal in shape with five entrances, each gate 12 feet in height. One of the five entrances is reserved for women worshipers. Each gate has different name: Bab-us-Salam, Bab-ur-Rizvan, Bab-ur-Rahman, Bab-ul-Amaan and women special Bab-un-Nisa.

There was less space for people who would visit the place from within 6 miles radius for Friday congregational prayers.

The new Imam Bargah is 90×90 feet in dimensions. Inside there are two octagonal bases, the first one measuring 80×80 feet, the second one, which also acts as the drainage is 12 feet wide. The third portion, which is like a verandah is 13 feet in width.

There are twenty large deodar pillars (6 feet in breadth) in the middle portion, which serves as the prayer hall during rush hours. Another 62 pillars of stone, 2.5 feet of breadth adore the verandah. Interestingly, only eight pillars have joints, rest all are carved out of single stone. The third portion, which is 12 feet wide, also serves as a prayer hall during rains and snow.

The present structure was constructed after razing the older edifice, but the difference is this one has no glass windows.

The Imam Bargah has two stories one for men and one for women. The two parts are divided by lattice windows or Panjra work. Interestingly, women can see towards men portion but not the other way round.

This Hussainiyah has big “Qub” in the middle which has beautiful papier mâché work, adorned with poetry in Persian.

“The people from all over Kashmir contributed for it,” said Aga Syed Hassan, who currently heads Anjuman-e-Sharie Shian.

In 1955, Mohammad Jaffer Najar, now in his 90s, a former carpenter of Budgam was among the team of carpenters who were constructing the building. “I worked there for almost ten years. Our head carpenter was from Srinagar,” said Najar.

Najar recalls how they would struggle to interact with engineers who supervised the work. “He (engineer) would draw designs on sand. Then our head carpenter would translate it to us in simplified language,” said Jaffer. “It was entirely different experience to use 30 feet tall deodar trees as pillars and fix them into stone bases.”

Jaffer recalls how they used ropes to balance deodar pillars. However, the main test for engineer was when Aga Syed Yousuf told him that pillars should be arranged in a way that Imam can see every worshipper inside the prayer hall.

There new building has different style of stone minarets; two each on top of every gate. “I remember Aga Yousuf telling workers to construct gates in such a way that minarets can be adjusted,” recalls Jaffer. “The inner space of the Imam Bargah is made on Khane-Kabah’s pattern.”

Mohammad Asgar Bhat, 77, a resident of Khanpora, has also worked as labourer, remembers who everyone contributed for its construction.

Bhat recalls how locals would promise to donate a particular amount to Imam Bargah against fulfillment of a wish. “Most of the people would donate eggs, rice, and other items to Imam Bargah,” recalls Bhat. “Women would donate ear rings and other gold items for its construction.”

When the old structure was dismantled to make way for a new building, people would go to nearby stream for ablution. “Such was enthusiasm among people that people would get stones from the stream to help in the construction,” recalls Bhat.

The material extracted from the old structure was mostly used by local Auqaf to construct shops near bus stand. “Near the bus stand there was a park where carpenters would work to make doors and window,” said Bhat. “We used to carry new one to Imam Bargah and bring back old material to the bus yard.”

The sand used in the construction of the Imam Bargah came from a nearby stream. “Two bags of sand was carried on horses for fifty paisa,” recalls Bhat.

The current Imam Bargah’s top floor has papier mâché which was originally part of the old structure. “I remember how people took care of the papier mâché work while dismantling the old structure,” said Bhat. “They wanted it to be part of the new building as well.”

The imam Bargah Budgam is not meant only for AZADARI which most people think, but it can be used in functions, classes and more over there is a difference between mosque and Imam Bargah, as in Mosque any non-Muslim is not allowed but in Imam Bargah everyone can come, Said Syed Hassan the current Anjumanie Sharie shian and also a senior Hurriyat leader.

“In Ramadhan every year we offer Quran during the whole month where people recite Quran Sharief in a group, during the month of Ramadhan we complete once reciting Quran,” says Syed Hassan.

Outside the Imam Bargah there is a big park where people sit and rest, and backside to Imam Bargah there are Chinar trees. In the front of the Imam Bargah there is the jamia Masjid Attached to it.

An Egg Story

Ever wonder what kind of eggs we eat in Kashmir? A poultry specialist quest to find out the same led to creation of a world class farm in an orchard. Aakash Hassan reports how his idea can change the future of poultry business in Kashmir

Under the hillock amid green apple orchards an unusual scene prevails. In the midst of the plantation and feet high grass, hundreds of hens are busy plucking on grass by their peeks.

A small well and two-storey building rests in the corner of a two acres orchard land, where a poultry farm is set on the European standards. This free range farm is situated in Alastaing area in the outskirts of Srinagar.

In November 2016, Dr Altaf Gilani, a poultry expert, decided to start a world class farm, but the problem was to find a like minded expert to shape it into reality. Then he found Asif Amin Tibet Baqual, a young man who had considerable experience in advertisement industry in India and abroad.

Once the idea started taking shape, Dr Gilani went to Pune and brought American breed of chickens, Rhode Island, to valley.

After spending harsh winter days inside the farm these birds were let free in the orchard. In May, Dr Gilani says they started laying eggs.

My plan begun, Dr Gilani says, when a minister asked him, “What legacy would you leave behind as a doctor?”

An alumnus of SKUAST Kashmir, Dr Gilani, a veterinary doctor, joined department of Animal Husbandry department in 1994.

Interestingly, he served his entire time at SKUAST in the poultry wing. It was there Dr Gilani came up with a plan to start a high-end poultry farm.

As a result he set his farm on European standards of free range grazing, which requires one acre land for five hundred birds. Besides, there must be twenty egg nests for every hundred bird. “We have followed every rule as per European standards,” says Dr Gilani.

Unlike traditional farms Dr Gilani’s birds feed on natural grass that grows in his orchard cum farm.

“The grass available in Kashmir is similar to what is found in Europe and American terrains. It is sufficient for a bird’s growth as it contains everything.”

Dr Gilani says he is simply revisiting old poultry practices where chickens were reared in ones backyards.

Ask him what was the idea behind this high-end poultry venture and he is quick to say, “The kind of eggs we eat here are of substandard quality. It worried me a lot.”

Dr Gilani claims most of the eggs that come to Kashmir are infectious and lack proper nutritious value.

“The chicken breeds reared in India are from America and Europe, both temperate regions. But ironically the same are reared in tropical temperature areas in Indian plains,” said Dr Gilani. “Large numbers of birds die due to heat stroke and rest are kept in deplorable condition. So it is very obvious the eggs they lay would not be so notorious.”

However this is not the only concern that Dr Gilani has, “After the eggs are laid they are transported in very ordinary vehicles and it takes around four weeks to reach it to the consumer.”

The transportation time exceeds the original shelf life of these eggs, thus making them hazardous for use. “These are mostly stale when they reach here,” he claims.

That is why Dr Gilani, set his poultry farm on Europeans standard, as Kashmir has similar geo-climatic conditions.

“Kashmir is heaven for poultry birds as they share genes with Europe of American birds,” said Dr Gilani. “We should have produced poultry on a mass scale like Punjab and Haryana.”

The way birds are kept at Dr Gilani’s farm, they exhibit their natural behaviors, making them healthier.

“For instance the birds take dusk bath, taking sunbath, scratching soil. These are very normal things that gives them stress free environment,” Dr Gilani.

At present Dr Gilani’s farm has 1200 hens who lay around 900 eggs a day. Named as FREE HENS; an acronym for Free Range Eggs Eco-System, the eggs are produced in the market are labeled as FRESH (Free-Range Eggs Special Harvest) Eggs.

Dr Gilani claims that Free Hens eggs have 33 percent less Cholesterol, 25 percent less Saturated Fat, 3 times more Vitamin E, 2 times more Omega-3 fatty acids, 7 times more beta carotene, and 40 times more Vitamin than the normal egg available in the market.

“These eggs come in specially designed packing,” said Asif Amin, who handling the publicity of Free Hens. “The package is cubical carton boxes in which six eggs are fixed.”

However Dr Gilani considers it just a first step towards a large dream. “I want to build a chain of farms on the same standards. We can be self sufficient in egg production.”

Lady injured in cross-LoC shelling in Uri

Srinagar

A lady has suffered injuries after armies of India and Pakistan exchanged fire along LoC in Khilla Dhok, Kathi Post in Uri.

Sources said that lady has been identified as Shakeela Begum, 45, wife of Yar Ali Khan resident of Dardkote.

They said that the lady was shifted to Sub District Hospital Uri where from she was referred to Baramulla district Hospital.

Hospital sources said that Shakeela has been hit by a splinter in her foot.

Earlier the armies of the two countries exchanged massive shelling since 7 in the morning.

Army sources said that the Indian army effectively kept retaliating to the “ceasefire violation” by Pakistan.

Feroz Dar’s killing was widely condoled but it triggered a controversy with police announcing contributing a day’ salary to 16 bereaved families of 2017. In reaction, police officers used whatsApp to denounce the idea and demanded one crore rupees to each family. They said that they are not fighting their own battle so why should they fight, die and contribute for the fallen ones? Compensation has emerged as a debate within the police with the comparisons being made. J&K pays Rs 10 lakh compensation to the fallen cop’s family as compared to Rs 1 crore by Delhi government, Rs 65 lakh in Bihar, 56 lakhs in Uttar Pradesh, 54 lakhs in Chhattisgarh and 44 lakhs in Andhra Pradesh. Even if government accedes to the demand, it is bound to create more controversies with the question: how much a human life costs in Kashmir. Last week, the government put a price tag of Rs 2.5 lakh on every civilian head that rolls during field firing and artillery practice. For 100 percent disability, a civilian will get Rs 2 lakh. In J&K, an innocent killing gets a compensation of Rs 1 lakh and a class-IV job or Rs 5 lakh.

JK’s women cricketers had an interaction with Australian cricketing legend Adam Gilchrist as they played an exhibition match against a team from the Jesus and Mary Convent at the Australian High Commission. In Delhi University where they played the match, reports suggest they faced questions that disheartened them. They were asked for whom they cheered in the just concluded India-Pakistan match. The other question was: What will you say to people who are living in India but cheering for Pakistan.

Individuals who die in diverse situations are not so uncommon in Kashmir. But what happened in this village last week was strangely coincidental. Naseer-ud-din Sheikh, 26, was killed by SSB in Rangreth Srinagar while Shahzad Ahmad Sofi, 28, a cop, fell victim to militant bullets in Hyderpora, same evening. They belonged to same Bandipore village. When their body bags landed in the village, the residents made no distinction between the two. They treated both of them martyrs, gave them a decent send off and laid them to rest in the same cemetery.

Of all the separatists, Mirwaiz has somehow tried to stay connected with sports. The young man was last time seen encouraging a cricket tournament. Last time after his series of tweets triggered a major controversy, the people acknowledged his love for sport. After Pakistan’s win pushed Kashmir into instant celebrations, a huge group of youth left with a load of crackers to his residence, burst them, and got him out despite that he was under house arrest. It was 11 PM and it was only after he came out, scaled the high wall of his house, waved to the jubilating crowd that he was permitted to go back. But he pleaded with the boys that they must stay safe and reach home.

As the capital infusion of Rs 532 crore, the government’s shareholding in &K Bank’s has gone up to 59.23 percent, up by 5.67 percent. Within days after engaging M/S Delloitte as the consultants, J&K Bank on its last AGM appointed new independent directors including former CMD of Bank of India Mrs Vijayalakshmi R Iyer, member of Institute of Chartered Accountants of India Dr Sanjiv Agarwal, economist Dr Pronab Sen, chartered accountant Sunil Chandiramani, a company secretary D K Pandoh and businessmen Rahul Bansal. Bank CMD Parvez Ahmad reassured the shareholders that the bank is working over time to come out of the tensions and has actually recovered Rs 800 crore in recent days. This, he said, was despite the focus being on cleanup and consolidation. The bank is also trying to get its bit of emerging businesses. It has already got the sole authority to collect GST.

Kashmiri Stags, a cricket team of Kashmiri worker and traders in Saudi Kingdom has lifted a trophy emerging the winners of Jotun Paints Cup. The 9-week tournament was managed by Jeddah Cricket Association (JCA). They won against Riyadh Foods. Off late, the Kashmiris working off shore have started organized sports to get into count. Kashmiris living in UAE have organized impressive sports events in football and cricket. Now it is Saudi Arabia, the second major country in Middle East that is getting into organized sports.

Engineer Rashid

Engineer Rashid, the fire band lawmaker from Langate region, knows how to stay relevant both in politics and news. His one liners often make it to newspaper front pages, giving him much needed publicity and following in Kashmir and beyond.

Off late, Rashid, wearing his signature grey-Kurta Pajama, was seen crying his heart out on Delhi based 24X7 news channels.

When it comes to debate, which is usually not a case on these news channels, Rashid leaves none, and takes a dig at everyone. His critical statement against both ruling PDP and opposition NC has won him fans across the region. But his latest love-hate relationship with new entrants BJP is something that people love to watch on TV. It was quite a site when Rashid suggested BJP’s Muslim face Shahnawaz Hussain to raise his stature to that of cow (in India) before he comments on Kashmir.

A few days later Rashid was seen using his lung power against Rahul Pandita, an author and activist who claims to represent Kashmir Pandits. As Pandita went on with his ‘what about Kashmir Pandits’ line repeatedly, Rashid, in his typical style, waved his hands across the screen and told him, “We both are Kashmiris. Talk to me in Kashmiri. Why don’t you speak in Kashmiri. Calm down or you will collapse. Take a chill.”

Rashid’s ability to engage politicians and news anchors alike has made him a household name even in mainland India, but for all the wrong reasons. After India lost Champions Trophy 2017 final to Pakistan recently, a Delhi based news anchor asked Rashid which team do you support. In his typical style Rashid, who has already made headlines in mainland India for organizing a beef party, told the anchor that he supports Pakistan’s cricket team. This not only surprised the anchor by enraged other panellists too, who branded Rashid as ‘extremist’.

In another debate Rashid referred Kashmir as one of the most militarilized and controversial areas in the world.

Another interesting space where Rashid loves to engage with both his followers and haters is the virtual world. His recent tweet where: “Kashmir is not Narender Modi’s property” generated huge response from Kashmir and mainland India.

While on a news channel Rashid shocked the anchor when he told him plainly that, “Kashmir is not an integral part of India. I support plebiscite.”

He added, Kashmir is neither India’s integral part nor Pakistan’s jugular vein; government should understand the historic reality of Kashmir.

He was the only lawmakers to raise question of human shield in recently held special assembly session. Rashid asked house to condemn Major Leetul Gogoi who used a Kashmiri civilian Farooq Ahmad Dar as human shield. An act widely condemned by the international human rights organization and media. But his request was turned down by the state assembly.

But Rashid knows how to stay relevant in news.

Yatra 2017: 1 dies, 7 suffer injuries due to landslide on way to amaranth cave

Srinagar

One Amarnath Yatri has died while seven others have suffered injuries, reports said on Friday.

Reports said that the incident happened when a landslide hit a group of Yatries on way to Amarnath Shrine cave near Himkoti.

Earlier, the Yatra was resumed after remaining suspended for some hours due to inclement weather conditions.

The identity of the slain and the injured could not be ascertained.

Rains lash Chenab valley plains, snowfall in higher reaches

Many areas in the higher reaches of Chenab valley received fresh snowfall on Friday, while the plains in the Bhaderwah, Doda and  Kishtwar  were lashed by rains, even as the Meteorological Department has forecast continuous wet spell till the weekend.

The temperature dipped several notches below normal due to constant rains in its plains and snowfall in the upper reaches since last night. There was a fresh snowfall in Kailash Mountain Range, Padri Gali, Bhaal Padri, Braid Baal, Nehyed Chilly and Asha Pati Glacier surrounding Bhadarwah in the district since yesterday, official sources said.

The cold wave condition forced people to remain indoors and light up bonfires to keep themselves warm in unseasonal cold weather. “We have been trying to resist the severe cold condition since last three days but last night we were left with no other option but to lit the fire place which was not in use since June.

In my life, I have never felt to lit fire place in June,” Chander Gupt Raina a resident of Bhaderwah said. Meanwhile, the fresh spell of snowfall will have a negative impact on the agriculture and horticulture sectors of the area.
