The All India Institute of Medical Sciences based in New Delhi has refused to divulge details of pellet hit victims from valley.
In response to an RTI application filed by Mannan Bukhari, Head Human Rights Division of Hurriyat led by Mirwaiz Umar Farooq, the authorities of Dr Rajendra Prasad Centre for Ophthalmic Sciences, All India Institute of Medical Sciences, New Delhi refused to provide information regarding the pellet injury patients admitted, treated and operated in the said institute.
The application dated 19—2-2015 was filed by Bukhari, before CPIO Dr RP Centre, AIIMS, seeking Information regarding:
- Total number of pellet injury patients from Kashmir treated and managed in.
- Total number of pellet injury patients from Kashmir who were admitted in
- Total number of pellet injury patients from Kashmir who required an operative procedure at Dr Rajendra Prasad Centre For Ophthalmic Science.
- Total number of pellet injury patients from Kashmir who lost their eye sight Or who’s eye sight was damaged due to the pellet injuries.
The applicant had sought information regarding pellet victims from 2010 to December 2014.
The documents available with Kashmir Life reveal that Medical superintendent in his response through Dr Atul Kumar, Professor of Ophthalmology and CPIO at Dr RP Centre, AIIMS, replied ‘NIL’ to all the points raised in the application.
Following the procedure, the applicant filed First Appeal before the FAA, Dr RP Centre, AIIMS New Delhi, in which appellant termed the reply of CPIO ‘vague and wrong’.
“Appellant through his first appeal provided sufficient proof to the FAA regarding a few pellet patients who were admitted, treated and operated in the said centre. Proof of medical records of a few pellet patients showing clearly that they were treated, managed and operated in the said centre,” the documents reveal.
But the Medical Superintendent through Chief & First Appellate Authority, Prof YR Sharma again “avoided/refused” to provide the information.
