The dossier of separatist leader Masarat Alam Bhat reveals that he has been slapped with PSA precisely because of raising pro-Pakistan slogans and instigating people in the rally of Syed Al Geelani.

The dossier, prepared by the government against Alam, a copy of which lies with KNS, reveals: “You and other secessionist elements organized an illegal rally at Hyderpora Srinagar on 15-4-2015 when APHC (G) Syed Ali Shah Geelani was scheduled to return after his long stay in New Delhi and you lead the sloganeering viz ‘tera mera kiya arman, Kashmir banega Pakistan and Hafiz Sayeed ka kiya Paigam Kashmir banega Pakistan, Jeevay Jeevay Pakistan, during the said rally. You also hoisted and waived Pakistani National Flag as a disrespect of sovereignty of India.”

The dossier adds, “You (Masarat Alam) instigated and provoked the participants  of the rally who latter pelted stones upon the vehicles plying on the Indira Gandhi Road,  Hyderpora which hampered smooth plying of the traffic on the said road and also caused damage to the public property for which case FIR NO. 92/2015 was registered in Police station Budgam.”

The grounds of detention also mentioned that Alam immediately after his release went for the ‘comprehensive’ touring throughout valley especially north Kashmir range, interacting with people especially youngsters and instigating them to show their strength and vigour to destabilize the government and create the atmosphere of uncertainty and unrest. “You (Alam) apparently are hell-bent to infuse new blood in anti national and secessionist elements who are challenging the sovereignty and security of the state,” reads the dossier.

It mentions further that in order to stop Alam from indulging in such activities “which are prejudicial to the maintenance of the security of the state, his detention under the provisions of PSA at this stage has become imperative, as normal law of the land would not be sufficient to stop Alam from indulging in such activities.”
