KEA condemns ban on Jamat-e-Islami

Kashmir Economic Alliance Chairperson Haji Muhammad Yasin Khan has condemned the ban on Jamaat e Islami terming it an attack on the “religion-humanitarian sentiments” of the people of Jammu and Kashmir.

Khan who also heads the Kashmir Traders and Manufacturers Federation said the ban on the Jammat was the outcome of the communal politics ahead of the 2019 Parliament elections adding that some right-wing parties want to gain political mileage out of it.

Khan said Jamaat was not only a religious organization but had been working mainly for the cause of humanity and that ban on such an outfit is attacked on humanity in general.

“Jamaat has done exemplary work during all the humanitarian crises and has also been contributing in the development of the society through its means like education activities,” Khan said.

He appealed the Jammu and Kashmir Bar Association and other similar outfits representing various sections of the society to evolve a mechanism to fight political aggression

He said the voice of the marginalized Muslim community was being chocked from all sides and that the sane voices across the country especially political and social organizations must come forward to defend the cause.

Pakistan will not attend OIC’s Council of Foreign Ministers meet in UAE

Pakistan will not attend the 46th session of the Organisation of Islamic Cooperation’s (OIC) Council of Foreign Ministers (CFM), which is being hosted by the United Arab Emirates (UAE) in Abu Dhabi today and tomorrow, Dawn reported.

According to a report published by Dawn, this was announced by Pakistan Foreign Minister Shah Mahmood Qureshi on Friday during the joint session of parliament. Pakistan on Wednesday had officially conveyed to the OIC that it may have to boycott the foreign ministers conclave if the invitation extended to the Indian external affairs minister Sushma Swaraj to be guest of honour at its inaugural session is not withdrawn.

“I requested them [UAE] to review the decision on the invitation to India. UAE said that when we extended the invitation, Pulwama had not occurred,” Qureshi told lawmakers on Friday, adding that UAE officials said “it would be hard to retract the invitation,” reported Dawn.

“A joint resolution has been passed by the parliament, signed by all parties, which demands that Pakistan refrain from attending the OIC meeting. In light of this resolution, I will not attend the meeting,” Dawn quoted Qureshi as having said.

The report said that backing Qureshi’s announcement, Leader of the Pakistan Opposition Shahbaz Sharif urged the UAE crown prince to withdraw the invitation to India.

“UAE crown prince’s father was a friend of Pakistan and crown prince too is very fond of Pakistan. In the light of tensions with India, we request him [to retract the invitation to Indian FM,” Dawn quoted Sharif as having said.

Pakistan Peoples Party co-chairperson Asif Ali Zardari, however, said that Pakistan — being a founding member of OIC — should attend the meeting.

“I am a democratic man and if the house thinks that the foreign minister should not attend, then I won’t say much. But disengagement is not a solution. The foreign minister should attend the OIC meeting. Pakistan should be represented there,” Dawn quoted Zardari as having said.

“Our population is emotional, we are emotional and we think with emotions. Wars are fought against nations — if it comes to that, we are ready for war. But that should be the last resort. Soft diplomacy is the need of the hour,” Dawn quoted Zardari as having said.

As Islamabad receives dossier against Jaish, Masood Azhar unwell

Pakistan Foreign Minister Shah Mahmood Qureshi has said that if India has “solid evidence” regarding Jaish-e-Muhammad chief Masood Azhar’s involvement in the Pulwama attack, it should share that with Pakistan “so we can convince the judiciary and the people,” CNN reported.

Dawn quoted Qureshi from the CNN interview where the foreign minister said, “My message to the Indians is that this is a new government that has a new mindset. We want to live in peace. We have a people-centric agenda. We want to concentrate on fixing the economy. We want to improve governance and eradicate corruption in Pakistan. That’s the mandate given to us.”

“We want to see peace and reconciliation in Pakistan and the region. The western front is consuming us; we do not want escalation on the eastern front. The policy of our government is that we will not allow our soil to be used by any organisation or individual for terrorism against anyone, and that includes India,” Dawn quoted Qureshi from the CNN interview.

Qureshi was asked what he thought of India’s desire to have the JeM’s head’s name on the international terrorist list. “We will be open to any step that leads to de-escalation. If they have good, solid evidence, please sit and talk, initiate a dialogue and we will show reasonableness.”

When asked if Azhar was present in Pakistan and would the government go after him, Qureshi replied: “He is in Pakistan, according to my information. He is very unwell, to the extent that he cannot leave his house.”

According to CNN, he urged India to share with Pakistan any evidence that “is acceptable to the courts of Pakistan”.

Regarding Pakistan Prime Minister Imran Khan’s decision to release the Indian Air Force’s (IAF) captured pilot Abhinandan Varthaman, Qureshi told CNN: “This was a goodwill gesture and we feel that this should be an expression of Pakistan’s willingness to de-escalate.”

When asked how serious the conflict between Pakistan and India — two nuclear-armed countries — was, the Pakistan foreign minister told CNN: “The situation certainly was serious when India attacked Pakistan, when they violated our airspace and dropped bombs, when they violated the UN charter and international law. This was serious. The Indian and Pakistani air forces are fully mobilised … how dangerous can it be?”

“I hope not. That would be a mutual suicide. Pakistan never wants to escalate or want to be in a hostile position. From day one, Prime Minister Imran Khan offered that if you take one step towards peace we will take two. He wrote to the Indian prime minister, saying let the two foreign ministers meet on the sidelines in New York so that they can chart a way forward,” Qureshi was quoted by CNN as having said.

“When this Pulwama tragic incident took place and I landed in Munich for the security conference and I learned about it, what did I do? I condemned, condoled and then the prime minister made a reasonable offer that ‘if you have actionable evidence, share it with us and we will honestly, sincerely investigate,” CNN quoted Qureshi as saying.

“I wish India, instead of attacking Pakistan, had shared earlier the dossier, which we received today,” Qureshi told CNN.

After day-long closure, Kashmir highway opens for one-way traffic

SRINAGAR: Following a day-long closure due to landslides at Ramban, authorities on Friday allowed the one-way traffic on Srinagar Jammu highway.

The spokesman said that traffic movement has been restored on the highway, and only stranded vehicles shall be allowed towards Jammu from Srinagar.

Meanwhile, the Mughal road, Srinagar-Sonamarg, Gumri road remained closed continuously due to the accumulation of snow at various places.

The spokesman said commuters are advised not to travel during night hours and no movement of traffic shall be allowed from the opposite direction. “People are advised to undertake their journey only after confirming the status of the road,” the spokesman added.

Weatherman predicts fresh spell of rains, snow

Srinagar

The weatherman has forecast a fresh spell of rain and snowfall in the Kashmir Valley from Saturday.

The weatherman said moderate snowfall and rain is likely to occur in the valley from Saturday.

The Srinagar city has recorded 0.2 degree Celsius temperature, Qazigund has recorded minus 1.0.

Tourist destination Pahalgam has recorded minus 4.1, the night’s lowest temperatures and Gulmarg has recorded minus 8.0.

While Kupwara has recorded minus 1.2 degree Celsius and Kokernag have recorded minus 0.4, respectively.

The Jammu city has recorded 8.5, Katra 7.4, Batote 1.0, Banihal 0.8 and Bhaderwah 0.4 degrees Celsius.

Drass in Ladakh division was coldest at minus 21.3, while Kargil recorded minus 20.2and Leh at minus 16.0 degrees Celsius.

UN chief welcomes Pakistan’s decision to release IAF pilot

UN Secretary-General Antonio Guterres on Thursday welcomed Pakistan’s offer to release Wing Commander Abhinandan Varthaman, who was captured when his MiG-21 was shot down in Pakistan-administered-Kashmir.

Quoting UN chief’s Spokesman, Stephane Dujarric, news agency IANS said: “The report of the release of the Indian pilot by the Pakistani authorities would be very much a welcome step. We would encourage both parties to do whatever they can to de-escalate the situation.”

Radio Pakistan quoted the UN chief’s Spokesman as having said that the Secretary-General is in touch with both Pakistan and India at various levels.

IANS quoted Dujarric as having said that de-escalating tensions “is the message that has been passed on by the United Nations and, I think, by the international community as a whole”.

Meanwhile, the President of the UN General Assembly, Maria Espinosa has also expressed concern over the situation and urged both countries to resolve their disputes through dialogue.

Radio Pakistan quoted her spokeswoman as having said that the president believes diplomatic negotiations provide the best means to settle problems.

High speed internet services suspended in Kashmir parts

SRINAGAR: Authorities on Friday suspended the internet services in Srinagar city and some other parts of Kashmir as a “precautionary measure” in the wake of recent the ban imposed on Jama’at-e-Islami (JeI) outfit by the home ministry last night and restrictions in parts of Kashmir.

An official said that they have received the orders from higher-ups to reduce the internet speed as a precautionary measure. The order follows the ban imposed on Jama’at-e-Islami (JeI) outfit by the home ministry and restrictions in parts of Kashmir

Apart from Srinagar, the services were also suspended in Islamabad, Shopian, Pulwama and Kulgam districts of south Kashmir. Earlier, on Friday morning restrictions were imposed in Old City of summer capital Srinagar and other parts of south Kashmir including Anantnag town.

Govt impose restrictions in Old Srinagar, other parts of Valley

Srinagar: Authorities on Friday imposed restrictions in Old City of summer capital Srinagar and other parts of south Kashmir including Anantnag town even as the internet speed has been reduced across Kashmir Valley.

Reports said that the authorities imposed restrictions in Downtown Srinagar and increased number of police and CRPF men have been deployed there.

Reports said that Hurriyat (M) Chairman Mirwaiz Umar Farooq has been placed under house arrest. An eyewitness said that restrictions have also been imposed in Anantnag town, Bijbehara and other parts of South Kashmir.

An eyewitness said that barricades of barbed wires have been installed in Anantnag town. An official confirming it said that the step has been taken as a precautionary measure to maintain “law and order”.

The restrictions follow the government of India’s decision banning the Kashmir’s socio-religious organisation Jamaat-e-Islami, days after arresting scores of its members in a massive crackdown.

The imposition of curbs also follows clearance of amendment of Article 370 clause for SC and ST quota by Union Cabinet without the prior consent of the state assembly that stands dissolved. (GNS)

Cross-border shelling erupts in Uri, Kamalkote, civilian injured

SRINAGAR: A civilian was injured as cross border shelling erupted in Uri and Kamalkote sectors of north Kashmir’s Baramulla district.

Reports said that fresh shelling erupted at Gawahalan, Chokas, Kiker and Kathi posts in Uri sector and across whole Kamalkote sector. The Indo-Pak armies exchanged heavy shelling since 3:00 am with mortars and small arms in these sectors.

A police officer while confirming it said that Pakistan Army in violation of ceasefire attacked several Indian Army posts in these areas. “The Army manning the fence responded the shelling effectively”, he said.

The official said that some shells landed into residential areas. “One civilian Mohd Reyaz Khan son of Nazir Khan of Madiyan Kamalkote was injured and was taken to sub-district hospital Uri for treatment”.

When reports last came in, the cross-border shelling was intermittently going on at all these places.

Meanwhile, the border residents living near shelling prone areas are frightened amid heightened tension between the two countries following air strikes across LoC.

Two militants killed in Handwara gunfight

Sriinagar

Two militants were killed in an overnight gunfight at Babagund village of Langate, Handwara in north Kashmir’s Kupwara district.

Reports said that two militants were killed in the encounter. The bodies of the slain have been recovered from the spot on Friday morning.

Earlier, on Thursday night at around 9:00 pm, the contingents of army’s 22 RR, 92 battalion CRPF and SOG launched a cordon-and-search operation at Khanu Babagund hamlet in Langate.

Reports said that the forces had also installed lights so as to prevent the escape of militant owing to darkness.

The gunfight broke out at around 1:00 am soon after the joint team of forces intensified the searches and fired some warning shots towards the suspected spot, they said.

A police officer said that two militants were killed during the course of the gunfight. “The identities of the slain and their group affiliation are being ascertained”.

The officer said that the searches in the area is still going on. (GNS)

Gunfight rages in north Kashmir village

A gunfight between militants and government forces broke out after around five hours siege at Babagund village of Langate, Handwara in north Kashmir’s Kupwara district late this night.

Official sources told news agency GNSf that the contingents of army’s 22 RR, 92 battalion CRPF and SOG launched a cordon-and-search operation at Khanu Babagund hamlet in Langate on Thursday night at around 9 pm.

The forces had installed lights so as to prevent the escape of militant owing to darkness, they said.

As the forces intensified the searches, militants hiding in the area opened fire at around 1:00 am, leading to a gunfight which was going on when this report was filed, they said.

The army has already rushed more reinforcements in the area, they said.

A police officer also confirmed the encounter and said that the cordon was launched following specific inputs about the presence of militants in the village. (GNS)

Modi Cabinet Approves Key Amendment To Benefit SC ST

SRINAGAR: The Government of India has approved the promulgation of an ordinance to give reservation benefits to Scheduled Castes (SC) and Scheduled Tribes (ST) living in Jammu and Kashmir. The proposal got the nod of the union cabinet that Prime Minister Narendra Modi presided over.

The Jammu and Kashmir Reservation (Amendment) Ordinance, 2019, approved by the cabinet will now be issued by the President of India as an ordinance. The amendment is a constitutional amendment.

A spokesman of the Press Information Bureau said the decision provides for amendments in the Jammu and Kashmir Reservation Act, 2004 to bringing persons residing in the areas adjoining International Border within the ambit of reservation at par with persons living in areas adjoining Actual Line of Control (ALoC).

“Once the Ordinance is issued, it would pave the way for bringing persons residing in the areas adjoining International Border within the ambit of Reservation at par with persons living in areas adjoining Actual Line of Control,” the statement issued by PIB said.

The amended act would give 10% reservation for economically weaker sections made applicable in J&K also. This would pave the way for reserving State Government jobs to the youth of J&K who are from economically weaker sections belonging to any religion or caste. It may be recalled that 10% reservation to economically weaker sections was introduced in the rest of the country through the 103rd Constitution Amendment in January 2019. This will be in addition to such reservation available in Government of India jobs also, according to the PIB statement.

“Benefit of promotion to Scheduled Castes and Scheduled Tribes, which include Gujjars and Bakarwals amongst others, has also been made applicable to the State of J&K. After a long wait of 24 years, the 77th Constitution Amendment of 1995 has now been applied to the State of J&K,” it added.

The PIB statement further said: “People living near the International Border have been brought at par with those living near the Line of Control for reservation in State Government jobs by amending the Jammu and Kashmir Reservation Act, 2004 through an Ordinance. Earlier, the provision of 3% reservation was available only for youth living within 6 kms of LoC in J&K. Now, this provision will be applicable to people living near the international border also. This has been a long-pending demand of the population living near the international border, as they have been facing the brunt of cross border firing in J&K.”

The Jammu and Kashmir Reservation Act, 2004 and The Jammu and Kashmir Reservation Rules, 2005, according to PIB provide for vertical reservation in direct recruitment, promotions and admission in different professional courses to various categories viz. Scheduled Castes, Scheduled Tribes, Socially and Educationally Backward Classes (Residents of Backward Area (RBA), Residents of Areas adjoining Actual Line of Control (ALoC) and Weak and Under Privileged Classes (Social Castes) alongwith horizontal reservation to the Ex-Serviceman and Physically Challenged Persons. However, the reservation benefits are not extended to the persons residing in the areas adjoining International Border.

Due to continuous cross border tensions, persons living alongside International Border suffer from socio-economic and educational backwardness. Shelling from across the border often compels these residents to move to safer places and is adversely impacting their education as Educational Institutions remain closed for long periods. Hence, it was felt justifiable to extend the reservation benefits to persons residing in the areas adjoining International Border on the similar lines of the persons living in areas adjoining Actual Line of Control (ALoC).

Interestingly, the information departments of Jammu and Kashmir also issued a statement.

“The Union Cabinet in it’s meeting today approved the following:

1) Amending the JK Reservation Act through an Ordinance to add the words “and International Border” after the word “LAC” so that the benefits of reservation available to residents of LAC are extended to IB. This would benefit residents in Jammu, Samba, Kathua.

2) Through a Presidential Order, apply the 77th Constitutional Amendment 1995 to J&K. This would give the benefit of reservation in promotion to Scheduled Castes and Scheduled Tribes in government service.

3) Through a Presidential Order, apply the 103rd Constitutional Amendment 2019 to J&K. This would give the benefit of 10% reservation to Economically Weaker Sections among the general category people.

These were recommended by the SAC in it’s meeting last week to the Union Government.

There is no other change in any matter.

These amendments do not affect who is covered as a Permanent Resident. They do not bring West Pakistan Refugees under the scope of permanent residency. In the case of IB, only permanent residents will be able to get the benefits of this extension of reservation benefits as applicable to LOC residents.”

Omar Abdullah has termed the amendment unconstitutional.

“Article 370 makes concurrence of Government of Jammu and Kashmir a condition precedent for extension of a Constitutional provision not falling under three subjects,” Omar Abdullah wrote on his twitter. “The Government means an elected government. President cannot seek the concurrence of Governor who is a representative or agent of President. Same will apply even where only consent is required.”

He added in a third tweet: “It is for this reason that @JKNC_ will consult eminent lawyers tomorrow to see how best we can challenge this blatantly unconstitutional order in court.”

Jamat-e-Islami Banned For Five Years

SRINAGAR: The Ministry of Home Affairs (MHA) has banned Jamat-e-Islami for the next five years. The decision came almost a fortnight after the more than 250 of its activists including the entire leadership was rounded up.

Reports appearing in the media said the central government has declared the over seventy years old party as an “unlawful association” having the potential to disrupt the unity and integrity of the country.

A notification issued by the MHA has termed the party’s activities “prejudicial to internal security and public order”. The order claims the party is “in close touch with militant outfits and supports extremism and militancy in Jammu and Kashmir.” It said the party is involved in “anti-national and subversive activities” intended to “cause disaffection”.

The government said if the group’s activities are not curbed immediately, it is likely to “escalate its subversive activities including an attempt to carve out an Islamic State out of the territory of Union of India”, continue advocating the secession of Jammu and Kashmir, and propagate “anti-national and separatist” sentiments.

Kashmir’s grand old socio-religious organisation that was the main force behind the 1987 Muslim United Front (MUF), the Jamaat has been contesting polls between 1965 and 1987. Syed Ali Geelani has been its key member who was elected to the state assembly thrice.

Indira Gandhi banned Jamaat in 1975 emergency, and later with the onset of militancy, it was banned again. It is the third time since its inception in 1942 that the party was termed “unlawful”.

At the peak o militancy, the party had a lot of its cadres joining militancy. It, however, distanced from militancy in 1997. The subsequent developments led to its vertical split with Syed Ali Geelani staying away from the party for giving low priority to the politics of the place.

Jamaat formed most of the persons who were detained in the last two weeks across Kashmir after the Lethpora car bomb explosion.

Governor reviews security situation

In the SAC meeting today, the Governor, Satya Pal Malik was briefed about the security situation across the State by Advisor Vijay Kumar in wake of the developments of the last few days.

The Governor was briefed about the overall law and order and obtaining security scenario during the last few days and the measures taken by the Civil and Police Administration to maintain peace and harmony across the State. He was informed about the steps taken/ being taken to ensure smooth supply of essential commodities and services besides safe passage to the stranded passengers.

The Governor was also informed that the district level officers both from the Civil and Police Administrative are touring their areas of jurisdiction regularly for assessing the situation on the ground and are in regular touch with the civilian population. They are holding regular interactions with the people to instil confidence and allay apprehensions if any. He was informed that frisking is being done by the police to prevent any untoward incident. Vital installations have been secured and the necessary steps taken for their protection.

The Governor complimented the people of the State for maintaining peace and calm and for their mature response. The Governor appealed the people not to pay attention to any rumours and that Government will appropriately inform them of any development, as and when required.

The Governor directed the Civil and Police Administration to maintain a close watch over the situation.

Srinagar: Zonal committees to check waste-dumping into water bodies

Deputy Commissioner Srinagar, Dr Shahid Iqbal Choudhary, Thursday directed constitution of zonal committees to monitor and ensure no waste is dumped into water bodies in the district.

The DC while speaking at a meeting with Joint Commissioners of the Srinagar Municipal Corporation said the inspection teams in all four zones of the district will submit weekly monitoring reports to ensure that no waste dumping into water bodies takes place anywhere in the district.

He directed setting up sign boards around water bodies across the district prohibiting littering into them. He also instructed launching awareness campaigns through loudspeaker-mounted vehicles which shall pass through the district sensitising the general public about it.

The DC also directed installing dustbins around water bodies and across the district.

He also asked the concerned departments to submit details of areas around water bodies which need cleaning and where water bodies need fencing.

Tourism deptt hails travel, hospitality sector for assisting stranded tourists

The Department of Tourism today thanked hoteliers, houseboat owners, travel agents for cooperating with the department in view of the crisis arising out of the cancellation of the flights on Monday.

Director Tourism Kashmir Nisar Ahmad Wani thanked hotel, travel and houseboat associations and individuals also who offered free accommodation, food, transport to the tourists and made them feel comfortable.

“Our officers visited various places and hotels and also airport to see if tourists needed any assistance. We accommodated some foreigners in our own guesthouses in Srinagar and hoteliers also accommodated many tourists who left today morning. Some may leave today afternoon after rebooking their tickets,” said Director Tourism Kashmir.

“I appeal to travel and hospitality sector to extend such support in future also if the need arises and keep up with the tradition of our rich hospitality.”

Pistol found near IAF jet crash site handed over to police

Srinagar

Locals on Thursday handed over to police a pistol they found near the wreckage of an Indian Air Force (IAF) fighter jet in central Kashmir’s Budgam district.

Police sources said that the pistol was found by a minor boy. After his family spotted it, they immediately informed the police and handed over the pistol to them.

A police officer said the pistol apparently was carried by one of the six IAF officers. Six IAF officers and a civilian Kifayat Ahmad Ganie were killed when an M-17 IAF chopper crashed in an open field in Garand Kalan village in Budgam on Wednesday morning. (GNS)

The DC handed over relief cheque of Rs 4 lakh to Bashir Ahmad Ganai and Afroza, brother and sister of Kifayat as ex-gratia relief under SDRF.

The DC sympathised with the family members over the loss and assured that District Administration will make all efforts for providing all possible help to the family. She said that the administration will also write to the IAF to extend help to the family.

Kifayat died when an IAF Mi-17 helicopter crashed few hundred metres away from his house on Wednesday.

Preservation of river Jhelum’s cultural essence govt’s top priority: Div Com

Divisional Commissioner Baseer Ahmad Khan today said that the conservation and preservation of cultural essence of river Jhelum is among the top priorities of the Government.

Divisional Commissioner Baseer Ahmad Khan chairing a meeting to review the progress of conservation and preservation work on the river Jehlum.

“The river Jhelum symbolizes the essence of this place, history and cultural heritage and for centuries it sustained the agriculture, pisciculture, transportation and recreation,” he said while reviewing the progress of conservation and preservation work on the river here at a meeting.

The Divisional Commissioner directed concerned Deputy Commissioners (DCs) to constitute zone wise teams and launch sustained cleanliness drive along the embankments of the river Jhelum. He directed for putting up ‘No Littering Zone’ signboards and dumpers at all Jhelum Ghats and take action against the offenders.

The Divisional Commissioner constituted Jhelum Monitoring Committees (JMC) for Anantnag, Pulwama, Baramulla and Bandipora districts, the passage of the river. Concerned Deputy Commissioners will act as heads and officers of Environment, Pollution Control Board, Forest, Urban Local Bodies, Municipal Committees and Srinagar Municipal Corporation (SMC) as members of the committees. The JMC members will personally visit the Jhelum embankments weekly and review the cleanliness and Eco-restoration works of the river. The JMC will send the complete report with photo and videographic evidences to the Divisional Commissioners office for further action.

The Div Com called for developing the embankments of the river for  Eco-tourism activities and suggested for creating Bird watching sites, parks and other facilities along the fringes of the river.

Khan asked officers to re-double efforts and utilize their expertise for the speedy Eco-restoration and conservation of the river Jhelum.

Additional Commissioner Kashmir Tasaduq Hussain Mir, Deputy Commissioner Srinagar Dr Shahid Iqbal Choudury, Chief Engineer Irrigation & Flood Control, Director Urban Local Bodies, Regional Director State Pollution Control Board, Additional Commissioner SMC and other officers were present in the meeting whereas Deputy Commissioners of Anantnag, Pulwama, Baramulla and Bandipora districts participated the meeting through video conferencing.

Test for CAPF constables, other recruitments to start from March 1

The test for the recruitment as constable (CD) in CAPFs, NIA and SSF and Rifleman (GD) in Assam Rifles will be conducted by SSC  from March 1, 2019, to March 11, 2019, at various venues including Srinagar, Jammu and Samba.

The examination was earlier scheduled on  Feb 18, 2019, and Feb 19-02-2019 which was postponed.

Uncomfortable Questions?

While people were seeking answers in the wake of the horrific Lethpora attack, the subsequent situation threw up more questions for Delhi and Srinagar, writes Masood Hussain

The Lethpora car bomb attack was a display of horror and unprecedented in the history of Kashmir militancy. Though there are instances when Jammu and Kashmir witnessed the killing of more than 100 civilians, there is no incident in last more than three decades of violent history when such a large number of security-men were killed. The attack falls only next to the April 10, 2010 incident when 76 security men, mostly from CRPF, were killed in a Maoist ambush in Raipur (Chhattisgarh).

The follow-up to the incident was also unprecedented. Quickly a new situation emerged across India, initially in the cow belt. It remained in the belt though there were some small instances of hate attacks also. Students, traders and professionals were identified, in certain cases humiliated and beaten, forcing a larger chunk to return home. While only sections from the Parivaar were behind the hate campaign, the crisis magnified as the majority exhibited an indifference towards what was happening on the streets.

“We had hoped he (the Prime Minister) would keep politics aside and say something. If the PM was busy, at least the home minister could have said that such things won’t be allowed and assured strict action against those who harass Kashmiris,” Omar Abdullah, NC Vice President, told a news conference later. “People were expecting to hear two words of sympathy and moral support from Congress. We regret the Congress has not raised its voice against these forces effectively who are targeting Kashmiris. These are the same forces the party says it is fighting against.”

While the people were seeking answers to what was happening in Kashmir and to Kashmiris outside the Valley under Delhi’s direct rule, months ahead of the general elections, the crisis threw up many questions instead.

In Kashmir, it is being seen as a political issue. But for all these years, it was deliberated and addressed in Delhi as a security issue that linked diplomacy, defence policies and the home security concerns. In a way, the politics of the place was also an outcome of this paradigm. While it would be based on what Islamabad, Beijing and the US were doing, this concept would take care of the minority-management, accommodation, developmental well-being and an over-emphasis on democracy debate at home front.

The follow-up to the Lethpora crisis suggested as if Delhi has moved from treating Kashmir as a security issue to being an emotional issue. The streets from Dehradun to Delhi and Mohali to Mumbai exhibited a response – duly recorded and broadcast on social media, which overtook the formal governmental response. The formal systems remained calm until the hate gangs ensured to hit the target and forced a harried lot of young boys and girls to head, some in trying circumstances. In certain cases, the teaching institutions were forced to make public announcements that they would no more enrol Kashmiris.

The failure of the states and the central government in ensuring the safety of the Kashmir residents quickly – help did come everywhere after the initial phase was reported, has now led the Supreme Court to issue directions (in a PIL) to 11 states to protect the people of Kashmir. The crisis erupted even in Jammu, the winter capital of the state, where the governor’s administration waited to react till the TV screens were on fire. Given the entire administration stationed in Jammu, it was possible to prevent the snowballing of the anger to reach the extent where it resulted in selective targeting of the property, as Omar argued.

That the civil society in India has not seen Kashmir beyond a marginal producer and a consumer is too old an argument. In fact, it has been adversely reported as the major tax-money guzzler. It has acknowledged it to be a space for romance and luxury only.

“The irony of the situation is depressing,” Congressman P Chidambaram tweeted, years after being the iron man who did his bit in denting Kashmir as Home Minister. “We want Kashmir to be part of India, but we do not want Kashmiris to be part of Indians.”

“The hounding of Kashmiris in last two days across the country vindicates what I wrote in 2007 & spoke in 2018,” tweeted Dr Haseeb Drabu, the economist-politician, the author of the PDP’s Agenda of Alliance with BJP. “It is the civil society of India that has not owned Kashmir, Kashmir society & people. It is the civil society, more than the India state that needs to introspect.” Interestingly, it was his speech in which he insisted Kashmir was more about a societal issue rather than politics that cost him his job as Finance Minister.

Whether the street theatre was let loose to bolster the official stand or the vice versa, the new question that this situation throws up, is: what are the implications for Delhi’s Kashmir policy? Letting streets respond to a security issue and permitting gangs to take the law into its hands may eventually create a parallel power centre but will Delhi always talk to the streets in India before talking to Kashmir?

That is not the only question. At least two governors reacted to Kashmir situation.

“An appeal from a retired colonel of the Indian Army: Don’t visit Kashmir; don’t go to Amarnath for the next 2 years. Don’t buy articles from Kashmir emporia or Kashmiri tradesman who come every winter. Boycott everything Kashmiri,” Meghalaya Governor Tathagata Roy tweeted. “I am inclined to agree.”

“The time has come to scrap Article 370 as it encourages separatists. This, in turn, poses a threat to the country’s unity and integrity. Jammu and Kashmir will largely benefit from scrapping Article 370,” Rajasthan Governor Kalyan Singh told media in Aligarh, a day later. “Nobody else (other than Prime Minister) is capable enough of doing this. We are sure that he will take stringent action against terrorism. Our Army is very capable, we are sure they will teach Pakistan a lesson.”

It triggered a fierce reaction. “People like Tathagata want Kashmir but without Kashmiris. They’d sooner see us driven into the sea. He’ll be best placed to know he can’t have one without the other so what’s it to be?” Omar Abdullah tweeted. Mehbooba Mufti demanded Roy’s immediate removal. “Deplorable statement coming from the Governor of Meghalaya. GoI must sack him immediately. If they fail to do so, it means he has their tacit approval and is using it as an election ploy to polarise the situation,” she said on Twitter.

Even the Communist Party of India (Marxist) demanded sacking of Roy over “outrageous” boycott call.

So the question is: are the governors of various states also the stakeholders in the Kashmir policy and can they be so public about what they feel? And if the centre does not take their statements seriously, are they doing Delhi’s bidding? So many are asking questions: Has Kashmir been federalised to the extent that now states will have their own view?

Prime Minister Narendra Modi in his first public address after he presided over the Cabinet Committee on Security Affairs said that the armed forces have been given a free hand to tackle the threats. In Srinagar and within the security community, there are questions: had the central government tied the hands of the armed forces for all these years? When they enjoy the free hand to tackle Kashmir, what are they expected to do? This question is being asked in the wake of the fact that the counter-insurgency grid enjoys literal immunity from the law, and all the top generals who have served Kashmir have insisted that for any improvement in situation political intervention is required.

All these developments are taking place at a time when the Lok Sabha elections are around the corner. This situation which was painted as full of gloom and despair by Omar Abdullah, the former Chief Minister, is also posing a set of questions to the political class. He suggested patience and avoiding “getting into their trap” when asked how the people who are visibly isolated on social, political and economic spheres must respond.

With governor ruling the state for Delhi directly, the tensions are visible. The recent phenomenon that alarmed the political class was the withdrawal of security to a number of political beings. While withdrawing security to the separatists may help the BJP in polls, what is it expecting in return by withdrawing the security of a political class that has historically represented Delhi in Kashmir?

This decision-making is fraught with serious risks. Omar Abdullah indicated that it was done bypassing the established system of gauging the threat perception. Two top separatists’ leaders have lost their lives, incidentally both when right-wingers were in power. Mirwaiz Molvi Farooq when Jagmohan was governor and Abdul Gani Lone when Vajpayee was the Prime Minister. The withdrawal of security was even resented by Sajad Lone.

The questions being asked are: Is the government enforcing immobility on the political class in the wake of the Lok Sabha elections? If that is true then some more measures might be on way. Then Kashmir can have a Lok Sabha polls on the Municipal Election model with possibly the same outcome.

The crisis has exacted more costs from the political class. People within NC and PDP admit that their influence in Delhi has vanished as they are not being taken seriously by the policymakers. Is it paving way for the launch of new politics that many BJP leaders have been talking about? Is the situation being boiled to a level that it becomes viable for introducing national politics in the state? Omar Abdullah was visibly shocked, regretting that neither the Prime Minister talked nor the opposition.

Elections apart, the larger question that is dominating the social media space and within the political class is what will happen to thousands of students who have returned hurt, if not injured. Some of them are genuinely frustrated. “They had left this place for studies and now they are back because they were singled out,” one former minister said. “What if some of them throw stones in anger,” Omar asked. Today, educated youth, boys, girls and scholars are being tortured and humiliated in different parts of the country, I want to ask one plane question that where will these assaults lead and where will it push these young Kashmiris,” asked JKLF leader Yasin Malik.

Within a day after the students started returning home, the leaders of the private education sector have been running a literal campaign that the policymakers must permit the entry of the private sector in higher education. They have been always saying that the restrictive and regressive policies in the state involving all political parties have prevented the private sector from investing in education, big time.

Kashmir is an ideal stop for education and it has not been permitted to grow. All educational initiatives were bulldozed for one or the other reason. This has reached a level that only for Kashmir a committee exists that grants permissions to even raise tuition fees. The education department that has most of its schools running without water, toilets and other basics is seeking almost a dozen facilities in all private institutions.

While a section of the youth will eventually return to complete their degrees, cautious parenting will eventually encourage the creation of educational infrastructure in the state. If the policymakers get in between, it will be the new social tension in the state. But are investors ready to chip in?

Photo Voter Slip not to be accepted as standalone identification document: ECI

Chief Electoral Officer, J&K, Shailendra Kumar on Thursday said that as per the directions of the Election Commission of India (ECI) Photo Voter Slip shall henceforth not be accepted as a stand-alone identification document for voting. He said during Election-2019 all electors in all constituencies who have been issued Electors Photo Identity Card (EPIC) have to produce the same for their identification at the polling station before casting their votes.

However, he said, those electors who are not able to produce the EPIC shall produce one of the alternative photo identity documents including Passport, Driving License, Service Identity Cards with photograph issued to employees by Central, State Government, PSUs/Public Limited Companies, Passbooks with photograph issued by Bank/Post Office, PAN Card, Smart Card issued by RGI under NPR, MNREGA Job Card, Health Insurance Smart Card issued under the scheme of Ministry of Labour, Pension document with photograph, Official identity cards issued to MPs/MLAs/MLCs and Aadhaar Card.

Kumar said these directions have been reiterated by ECI in its order dated: 28 February 2019 regarding the conduct of General Election to the House of the People-2019 and General Elections and Bye-elections to State Legislative Assemblies.

He said as per ECI directive, minor discrepancies in the entries in EPIC should be ignored provided the identity of the elector can be established by the EPIC.

According to ECI order if an elector produces an EPIC which has been issued by the Electoral Registration Officer of another Assembly Constituency such card shall also be accepted for identification provided the name of that elector finds a place in the electoral roll pertaining to the polling station where the elector has turned up for voting. “If it is not possible to establish the identity of the elector on account of mismatch of the photograph, etc the elector shall have to produce one of the alternative photo documents,” it said adding that on earlier occasions, the Commission had allowed Photo Voter Slip as a document for identification. “However, there have been representations against its use as a stand-alone identification document on the grounds of misuse as these are printed after the finalization of the roll and distributed just close to the poll through Booth Level Officers,” the order said adding that the design of Photo Voter Slip does not incorporate any security feature. “In fact, Photo Voter Slip was started as an alternative document as the coverage of EPIC was not complete. As per available information, at present more than 99% electors possess EPIC and more than 99% of adults have been issued Aadhar Cards,” it said.

Taking all these facts in view Commission has now decided that Photo Voter Slip shall henceforth not be accepted as a Stand-alone identification document for voting. However, Photo Voter Slip will continue to be prepared and issued to electors as part of the awareness building exercise with clear instructions written on it that “This Slip will not be accepted for the purpose of identification if Polling Stations. You are requested to carry EPC or one of the 11 alternative documents specified by the ECI for voting.”

According to ECI order, overseas electors shall have to produce their original passport only for identification.

The revenue official was booked for illegally transferring state land. The complaint reveals that as per revenue records of the year 1978 (Bikrami) land measuring 45 Kanals and 19 Marlas under Survey No 169 situated at village Nunwan Pahalgam was Khalsa Sarkar/state land.

Amid the tense situation prevailing in J&K and other parts of the country, Saudi crown prince Mohammed Bin Salman had a successful India visit. The joint statement that was issued later condemned terrorism while asserting that India will make efforts for improved relations with Pakistan. The minister of Foreign affairs Adel-al-Jubeir, who accompanied him had a series of interviews on TV. On Kashmir he said the two countries must talk in the wake of the UN resolutions. His visit came a day after his Pakistan visit that made it slightly controversial.

A young boy from Kashmir Jibran Qadri, pursuing a Veterinary Sciences degree at Ankara University, Turkey, made it to the famous TV Show Who Wants to Be a Millionaire last week. He was able to answer seven questions without using any lifelines, following which he started trending on social media. During the show, Qadri decided to use the audience poll for the 8th question of 30,000 liras (Rs 400200), but eventually lost the show. Chris Tarrant presented the award-winning quiz show in which contestants can double their cash prize with each correct answer and win up to 1 million pounds (Rs 1 crore plus).

SRINAGAR

In the wake of Lethpora attack in which a convoy was attacked by a car bomb, the Ministry of Home Affairs has finally approved the free air travel to all the personnel of all para-military forces deployed in the state on Srinagar and Jammu circuits and vice versa. The decision will benefit approximately 7,80,000 personnel of the CAPFs. This includes a journey on duty and journey on leave. This facility is in addition to the existing air courier services for CAPFs that have been steadily extended in all sectors by the MHA to help the paramilitary men cut down on travel time during their journey to and from home on leave.

RAMBAN
In Panthal Ramban, a local community jointly set up a community kitchen for the Kashmir bound passengers stranded on Srinagar-Jammu highway. On Thursday, hundreds of passengers were given a shelter and food by the locals at Maroog Panthal. The villagers also accommodated the passengers in their personal residential houses. According to the village head, the residents provided food and shelter to passengers since the strategic highway closed for the traffic movement. There are reportedly more than 1700 vehicles stranded on the highway due to landslides at many places. Some passengers who were caught away from the belt spent the night in an under-construction tunnel.

DC Srinagar directs strict implementation of order prohibiting fuel

Srinagar

Deputy Commissioner Dr Shahid Iqbal Choudhary, Thursday directed for strict implementation of order regulating the sale of fuel at fuel stations.

The DC was speaking at a meeting of Assistant Commissioners Food Safety and Drug Control and Deputy Controller Legal Metrology.

He instructed for regular market inspection to verify the quality and pricing of consumable food items and medicines.

The DC said sufficient quantity of fuel stocks are now available and said that there was no need for indulging in panic-consumption as is being seen at fuel stations since this morning.

He said an officer has been deployed at each of the 46 fuel stations across the district to ensure strict implementation of the order prohibiting fuel storage.

He said reports of consumers queuing up with containers have been received from several fuel stations and asked for discouraging such stocking. “NO one will be provided fuel in containers from tomorrow and that strict action will be taken against violations in the regard,” he said.

Dr Shahid Iqbal said that teams comprising officials of Food Safety, Drug Control and Legal Metrology are undertaking inspections of markets across the district to prevent overpricing of commodities and selling of consumable food items in markets.

Forces lay siege to Kupwara village

Srinagar

Government forces launched a cordon and search operation (CASO) in Babagund village of  Langate in north Kashmir’s Kupwara district on Thursday evening.

Reports said a joint team of Army’s 22 RR, special operations group of police and Central Reserve Police Force (CRPF) personnel laid a siege around the Babagund village and started a door to door search operation.

The operation was underway when the reports last came.

National Conference Vice President Omar Abdullah criticised Prime Minister Narendra Modi and Congress over their silence on attacks on Kashmiris.

“We had hoped he (the PM) would keep politics aside and say something. We had hoped he would say that whatever the governor (of Meghalaya who called for a boycott of Kashmiris) said was wrong and he shouldn’t have said it. But we haven’t heard anything,” Omar said.

“Our sons and daughters had gone for higher education to outside state and have nothing to do with politics and Kashmir issue. But they are being targeted, threatened and sent back. If I say their number is in hundreds it will be less because from everywhere we get news that our students are being forced out,” said Omar.

“No one spoke of an economic boycott of Chhattisgarh when incidents targeting forces took place there. Will we be punished for being a Muslim majority state?” he pointed out.

Omar referred to former Prime Minister Manmohan Singh’s appeal to people for maintaining calm in the aftermath of Mumbai attack in 2008 and there was no selective targeting of a particular community.

Omar also attacked Congress, saying while the PM was silent, the leadership of Congress also remained silent. He said people of Kashmir were expecting to hear two words of sympathy and moral support from Congress.

“Today, they held a press conference and talked about everything. But they should have talked about systematic targeting (of Kashmiris) as well. We regret the Congress has not raised its voice against these forces effectively who are targeting Kashmiris,” he said. Attacking the BJP, Omar said these attacks “seem” to have support and approval of the party.

About of security to separatists and 155 ‘political persons’ in J&K, Omar said the security was provided to them by successive governments based on threat perception.

“Two prominent separatist leaders, Moulvi Mohammad Farooq and Abdul Gani Lone who, at some point of time, supported dialogue for resolution of Kashmir, were killed by militants”.

He said, the government was asking them to prepare for elections and on the other, it is telling the mainstream politicians that they longer deserve the protection of the state.

“People who like Shah Faesal or others from PDP whose security has been withdrawn—to what extent will their mobility and their ability to occupy political space be hampered by this decision. I believe the withdrawal of security to mainstream political leaders and office-bearers is a hugely regressive step. We appeal to the governor to revisit this decision,” Omar said.

He mentioned that the NC has always wanted a dialogue to resolve the Kashmir issue. “When Kashmiris pitch for dialogue, they are labelled as anti-national and Pakistani but yesterday during a joint meeting with Saudi Arabia, India commits for a composite dialogue,” he said.

“It would be unfortunate if PM sacrifices the dignity of the nation for the upcoming elections. We need a statesman instead of a politician,” he said.

“Our PM has talked about a ‘muh tod jawab’ but such a reply is not possible in the current situation as the Pakistan PM has also stated that they would not think of but retaliate if any attack is launched by India,” he said.

Omar asked governor Satya Pal Malik to ensure that the students who have returned don’t suffer on the academic front.

Pakistan Lost F-16, IAF Displays Evidence

SRINAGAR: In a joint press conference of the top service officers, India said they have irrefutable evidence that Pakistan used an F-16 and lost it. The IAF was represented by Air Vice Marshal RGK Kapoor.

At the end of the brief news conference, the Vice Air Marshal said they have recovered pieces of a missile in east of Rajouri that can be fired only from an F-16.

The missile that is fired from air to air is called AMRAAM missile and Pakistan has only one warplane that can use it, Kapoor said.

Pakistan had earlier denied deploying any F-16 in the Wednesday operation that led to a dog fight in which a MiG was hit and its pilot was captured by Pakistan.

The  Vice Air Marshal said that there are photographic evidences suggesting that some pieces of engines and other things were scattered on the Pakistani side of the LoC. “These pieces do not belong to the MiG that crashed,” he insisted.

He said an F-16 was shot down by an IAF MiG 21 Bison Aircraft and it fell on the Pakistani side. East of Rajouri, parts of F-16 were recovered, he said. Offering brief details about the operation, Kapoor said IAF fighters were tasked to intercept the intruding Pakistani aircraft and managed to thwart them. Although PAF jets dropped bombs, they were not able to cause any damage, he said, insisting the targets were the military installations.

Responding to a few questions about the bombing on JeM camps in Balakot, Vice Marshal RGK Kapoor said that it is premature to say the number of casualties on the camp. “Whatever we intended to destroy we got that result,” he asserted. “We have evidence to show that whatever we wanted to do and targets we wanted to destroy, we have done that. The decision to show the evidence is on senior leadership.”

IAF vice marshal said the IAF is happy that Wing Commander Abhinandan is returning home. “We are happy that our pilot who had fallen across the Line of Control and was in custody of Pakistan is being released, we’re extremely happy to have him back. We only see it as a gesture which is in consonance with all Geneva conventions,” Vice Marshal said.

Pakistan had claimed that they have hit two Indian warplanes and denied the F-16 was part of the operation in the Rajouri belt. Initially, Pakistan said they have arrested one IAF pilot and another is in hospital. Later, he corrects that they have only one pilot, Abhinandan.

Hurriyat (m) condemns raids on separatist leaders

SRINAGAR: The Hurriyat (m) Conference on Thursday termed NIA raids on the residences of resistance leaders including Mirwaiz Umar Farooq as a “well-planned design and propaganda” to malign and implicate leadership in false cases and discredit the people’s movement for self-determination.

In a statement issued here, Hurriyat expressed strong resentment and condemned the authorities decision of barring APHC chairman from addressing media men and placing him under house arrest since yesterday stating that such authoritarian measures will not be able to scare the leadership.

Hurriyat strongly condemned the detention and house detention of many resistance and religious  leaders that include Prof Abdul Gani Bhat, Muhammad Yasin Malik, Mukhtar Ahmed Waza, Jamaat-e-Islami chief Dr Hameed Fayaz, Jamiat-e-Ahlihadees vice chairman Mushtaq Ahmed Veeri besides dozens of religious and hundreds of pro-freedom activists and termed the move as an utter frustration and dictatorial on part of the authorities.

Police arrests thief along with stolen laptop in Srinagar

Srinagar

Police in Srinagar has arrested an individual for stealing a laptop and recovered stolen laptop from his possession, an official spokesman in a statement said.

A police spokesperson in a statement said police station Karanagar received a written complaint from Dr Yasmeena stating therein that her Laptop (Mac Book Air) was stolen from SMHS hospital.

Accordingly, a case FIR No. 12/2019 under relevant sections of law was registered in Police Station Karan Nagar & investigation was taken up, the spokesman said.

“Officers while investigating the case got to know that two persons are roaming in HMT Chowk with one laptop and are going to sell it at low cost. Officers arrived at the spot and nabbed one person namely Muzamil Ahmad Malik son of Bashir Ahmad Malik resident of HMT Chowk along with the laptop. When officers spoke to him, he confessed to the crime and revealed the name of another accomplice involved in the theft of a laptop. Efforts are on to arrest the other accused,” said police spokesman in a statement.

IAF Pilot Relives The Reel Life His Father Helped To Create

SRINAGAR: It is quite rare that some people who witness a situation in real life see it on the screen. But it is highly rare that individuals who contributed in creating a scene for reel life eventually land in the same situation in real life.

IAF Wing Commander Abhinandan Varthaman, the movie starrer Karthi and Aditya and Air Marshall S Varthaman 

That exactly is the story of IAF Wing Commander Abhinandan Varthaman, currently in Pakistan custody and is readying to fly home on Friday. He was captured by Pakistan on Wednesday after his MiG crossed the LoC in a dogfight with a Pakistani warplane and crashed after taking a hit. His aircraft caught fire and crashed in PaK’s Kotli belt. He ejected and was captured. Pakistan Prime Minister Imran Khan has announced that he will be sent home on Friday as a “goodwill gesture” to “deescalate tensions”.

 

Son of Air Marshall S Varthaman, Abhinandan is a resident of Jalvayu Vihar in Selaiyur, near to Air Force colony in Chennai. His wife Tanvi Marwaha is a retired Squadron leader of the IAF. In fact, his brother is also in the IAF.

It is interesting that Abhinandan’s father was a consultant in the making of Tamil film Kaatru Veliyidai(Amidst the Atmosphere) in 2017. It was a Tamil-language romance film produced, written and directed by Mani Ratnam, a recipient of Padma Shri.

What is remarkable that Abhinandan re-lived the moment that was at the core of the Tamil film, his father helped create. The pilot takes a ride to Pakistan during the war, where his jet gets crashed and he ultimately lands in a Pakistani jail.

In the movie, the protagonist of the flick Varun Chakrapanior VC (Karthi) is an army pilot and Leela played by Aditi Rao Hydari, a doctor, meet at the time of the Kargil war.

During a mission, VC’s jet is shot down in Pakistan and he is captured and jailed. While in captivity, he begins to feel remorseful about his attitude towards Leela which forces him to break out of a Pakistani jail not once, but twice in the most outlandish way possible.

The only thing that makes this film different from real life is that while VC escapes from the jail, in real life he is set free by the jailer country.

A day after the Abhinandan was captured, the Kaatru Veliyidai starrer Karthi said he is fortunate to have met some of the fighter pilots of India and prayed for the safe return of the pilot.

“I’m very fortunate to have met a few of our fighter pilots in #IAF. It‘s a true honour to know them and they are men of a different league,” Karthi wrote on his twitter. “I sincerely pray for the safe return of our warriors.”

But Abhinandan’s fall and capture is not less than a drama and will eventually make another film, anytime soon. While Delhi was initially in denial mode, live coverage of his fall and capture was splashed all over the social media.

Only a few hours after his MiG crashed somewhere in Bhimber belt, a video of the pilot surfaced on the social media, in which a person wearing a flight suit is heard saying that he is Wing Commander Abhinandan. He is blindfolded and gives out his service number. He then asks if he is in the custody of the Pakistan military. Later, he refuses to answer further questions.

A few hours later, he was seen sipping tea with his “hosts”, far away from the Horran village he landed in his parachute.

Writing for the Dawn, Tariq Naqash reported from Muzaffarabad that Mohammad Razzaq Chaudhry, the 58-year old political and social activist watched the two fighters on fire. Its wreckage fell more than one kilometre away from Razzaq’s home in a deserted field.

“Mr Razzaq said he saw a parachute descending towards the ground, which made landing around one kilometre away from his house but on the southern side,” the report said.

The pilot, the report said was equipped with a pistol. He asked the youngsters whether it was India or Pakistan. “On this, one of them intelligently responded that it was India,” the report said. “The pilot, later identified as Wing Commander Abhi Nandan, shouted some slogans and asked which place exactly it was in India. To this, the same boy responded that it was Qilla’n.” Later, the pilot said his “back was broken” and sought water.

“Some emotional youth, who could not digest the slogans, shouted Pakistan army zindabad. On this, Abhinandan shot fire in the air while the boys picked up stones in their hands,” the Dawn reported. “According to Mr Razzaq, the Indian pilot ran a distance of half a kilometre in backward direction while pointing his pistol towards the boys who were chasing him.”

Razzaq told the newspaper that the pilot fired some more gunshots in the air to frighten them but to no avail. “Then he jumped into a small pond where he took out some documents and maps from his pockets, some of which he tried to swallow and soaked others in the water,” the report said. “The boys kept on asking him to drop his weapon and in the meanwhile, one boy shot at his leg, Mr Razzaq said.”

Finally, the report said, “boys got hold of him from both arms and some of them roughed him up, in a fit of rage, while others kept on stopping them.” Then the army personnel arrived there and took him into their custody.

Abhinandan dominated the bad news that was the outcome of the tensions that erupted on Wednesday morning when PAF aircrafts intruded into Rajouri belt and dropped some bombs. They were chased away by the IAF aircraft. It was in this dogfight that many say was an “air ambush” that Abhinandan’s MiG 21 Bison was shot down.

Geelani concerned over escalating tension between India, Pakistan

SRINAGAR: Hurriyat (g) Conference chairman, Syed Ali Geelani on Thursday expressed his serious concern and anguish on the escalating tension between India and Pakistan.

The spokesman said that although borders were never calm, for the last couple of days they are roaring with thunders of bombs and guns threatening the whole population and if it continues, a full-fledged war is knocking the doors of sub-continent.

Citing the Pulwama incident, the spokesman quoting Geelani said that strategists and manufacturers have created war madness in whole India, justifying their cross border violations and then celebrating this jingoism and sense of winning the first round just to milk the situation in favour of its political ambitions, the claims and counterclaims will have no end and it is immaterial, who kills how many and who bleeds more, one thing is sure that humanity and the human race is threatened on both sides.

Hurriyat chairman hailed the peace appeals by Pakistan premier and said that such statements can only come through a person with a human heart

Condemning the recent NIA raids on scores of common people including pro-freedom leaders, Hurriyat chairman said that these “coercive” measures have never succeeded in curbing the freedom sentiments of people and harassing people, has its own repercussions and is just an addition to their long list of mighty will yield nothing.

Upgradation of 228 Middle/High Schools to High/Higher Secondary Schools approved

Jammu

The State Administrative Council (SAC) which met in Jammu on Thursday under the chairmanship of Governor, Satya Pal Malik approved upgradation of 228 schools spread across various districts.

Out of 210 schools, 87 High Schools have been upgraded to the level of Higher Secondary Schools including 42 in Jammu Division and 45 in Kashmir Division. Similarly, 123 Middle Schools have been upgraded to the level of High Schools including 58 in Jammu Division and 65 in Kashmir Division.

SAC approved up-gradation of 18 schools under centrally sponsored scheme of Samagra Shiksha. These include 12 Middle Schools upgraded to High Schools including 8 in Jammu Division and 4 in Kashmir Division and  06 High Schools to Higher Secondary Schools including 3 in Jammu Division and 3 in Kashmir Division.

SAC also approved up-gradation of Government Lower High School, Mallan Dessa Tehsil Bhagwah District Doda to High School.

Besides, the SAC also directed the School Education Department to conduct a detailed exercise for consolidation of schools and rationalization of the staff in respect of such schools in the State particularly in the cities and big towns where the enrolment is low and PTR is imbalanced with respect to the average State PTR.

The decision of the SAC today will fulfil the long-standing demand of the people of these rural and inaccessible areas. The decision will have a discernible impact in bridging gaps and will result in a decline in the school dropout rate in these areas. Further, this will result in a paradigm improvement in the quality of education and benefit girl students and disadvantaged sections of the society.

JKSSB approves selections against 662 posts

Jammu

Following the High Court decision, which cleared the decks for finalization of selections under Advertisement Notification No.04 of 2017, comprising the posts referred by the Department of Disaster Management, Relief, Rehabilitation & Reconstruction, under Prime Minister’s Package, the J&K Services Selection Board (JKSSB) has approved the selections for indents comprising 662 posts.

The Board approved the selections in its 149th meeting held here. The Board has, however, decided to return 87 posts to the indenting department against which no candidate had applied. The selections shall be uploaded on the official website of the J&K Services Selection Board, www.jkssb.nic.in from today evening.

The Board also approved the release of 58 withheld recommendations of various selected candidates in various selections, for which deficiencies were completed by the candidates and after necessary clarifications were received from various authorities concerning their candidature.

Indo-Pak tensions: Kashmir dispute, the biggest hurdle in way of peace, Sehrai says

SRINAGAR: Reacting to US president Donald Trump’s statement, Tehreek-e-Hurriyat Chairman Mohammad Ashraf Sehrai on Thursday said that the US can play a very critical role in not only to de-escalate confrontation between India and Pakistan but in resolving Kashmir issue.

The spokesman quoting Sehrai said that the world, including the US, was well aware of the danger the dispute posed to world peace and to the stability in the region. We wish to see progress towards the resolution of the Kashmir dispute, which is the biggest hurdle in the way of peace and development in the region.

He said that Kashmir stands as a potential nuclear flashpoint between the two countries which will consume the lives of millions of people in an instant. Allowing this dangerous political conflict to fester not only endangers the security of the people of the entire region but also undermines their future by compromising on their interest and well-being.

How long will the two hold the prosperity and security of their people and the region hostage to their hostility and rivalry? If they reject talk show will they engage, do they have an alternative? Sehrai Asked.

SAC approves 3% hike in DA of government employees, pensioners

Jammu

The State Administrative Council (SAC) which met in Jammu on Thursday under the chairmanship of Governor, Satya Pal Malik accorded sanction to the release of an additional instalment of 3% Dearness Allowance (DA) payable on basic pay to State Government employees and pensioners w.e.f. 01.01.2019.

The arrears accumulated on account of DA hike will be paid in cash after April  1, 2019, in respect of all categories of employees as well as pensioners.

In respect of employees of NPS, employee’s share of 10% of DA arrears too shall be drawn and with equivalent, as employees share, shall be deducted at source for crediting the same to the respective PRAN No’s.

With today’s decision, the employees will now be entitled to 12% DA on their Basic Pay w.e.f 01.01.2019.

This decision will benefit about 4.50 lakh State Government employees and 1.60 lakh, pensioners.

The impact on the exchequer on account of Dearness Allowance would be Rs 600 crore for the financial year 2019-20.

SAC approves opening of 10 new Degree Colleges

The State Administrative Council (SAC) which met in Jammu on Thursday under the chairmanship of Governor, Satya Pal Malik accorded sanction to the establishment of 10 new Government Degree Colleges at various locations during the years 2019-2020-2021.

The Colleges will be established at Tulail (Bandipora) Boniyar (Baramulla) Soibugh (Budgam) Kastigarh (Doda) Jourian (Jammu) Women College, Bhagwati Nagar (Jammu) Kralpora (Kupwara), Dharhal (Rajouri), Ghagwal (Samba) and Mongri-Panchari at Kainth Gali (Udhampur).

Pertinent to mention here Government has constituted a Committee headed by Principal Secretary Finance with Administrative Secretaries of Planning, Higher Education and School Education Departments as its Members to examine the requirements of new degree colleges in the state as per the feasibility of each location.

Based on the recommendations of the said Committee, the SAC in an earlier meeting held on 14.01.2019 approved locations for establishment of 40 new Degree Colleges in the State.

Continuing with its mandate, the Committee after considering requests for new colleges received by the Higher Education Department made recommendations for opening new degree colleges in locations that include far-flung, underserved and backward areas of the state like Tulail, Kralpora, Dharhal and Mongri besides a Women Degree College in Bhagwati Nagar Jammu.

With the establishment of 10 new colleges in the State, students will have easy access to higher education within their areas. In all Governors, Administration has approved 50 Degree Colleges so far.

SAC approves delegation of powers to Div Coms, DCs for transfer of State land

With a view to ensuring timely completion of developmental projects in the State and cut down procedural delays, the State Administrative Council (SAC) which met in Jammu on Thursday under the chairmanship of Governor, Satya Pal Malik decided to delegate the powers regarding transfer of state/departmental land to the Government Departments in favour of Divisional Commissioners and Deputy Commissioners to the extent of 100 Kanals and 10 Kanals respectively. This would speed up development projects.

SAC decided that the Divisional Commissioner concerned shall be authorised to decide the cases relating to the transfer of state/departmental land exceeding  10 Kanals and up to 100 Kanals (free from encumbrances) to the state government department (s) for public purposes/ developmental programmes, within his territorial jurisdiction.

Similarly, the Deputy Commissioner concerned shall be authorized to decide the cases relating to the transfer of state land up to 10 Kanals (free from encumbrances) to the state government department (s) for public purposes/developmental programmes, within his territorial jurisdiction.

Revenue Department shall decide cases relating to the transfer of state/departmental land exceeding 100 Kanals and up to 500 Kanals (free from encumbrances) to the state government department (s) for public purposes/developmental programmes.

SAC approved that cases relating to transfer/lease of state/departmental land to state government department(s) exceeding 500 Kanals and transfer of any quantum of land, transfer/lease of state/departmental land, to government-owned corporations, autonomous bodies, agencies, PSUs etc. for public purposes/developmental programmes, irrespective of the quantum of land involved and transfer of land  in terms of Article 256 (2) of the Constitution of India as applicable to the State of Jammu and Kashmir,  shall be submitted to the State Cabinet/State Administrative Council for consideration/approval.

SAC further directed that the transfer of land in terms of delegation shall be subject to the condition that prior approval to the execution of the project is obtained by the indenting Department from its competent authority and conveyed to the appropriate revenue authorities in the first instance.

The decision will obviate delay in completion of the projects of public importance like schools, colleges, health centers and in particular where the requirement is minimal. In the current scenario, it takes the department’s considerable time to process these cases for seeking approval of the State Cabinet/ SAC.

The decision will not only help to fast track the execution of the development projects of public importance but also their completion on time without any cost overruns. This will also ease the job of departments in processing and clearing cases relating to land transfer from one Government department to another Government Department.

“This is a part of proactive action initiated by Sopore police against the drug peddlers,” a police spokesman in a statement said.

“Officers have seized 370 tablets of Proxyvon and 10 bottles of Sycudine from drug peddlers namely Faisal Ahmad Dar son of Tariq Ahmad Dar resident of Mumkak Sopore and Ovais Bashir Shikari son of Bashir Ahmad Shikari resident of Sher Colony Sopore,” he said.

“A case FIR No. 40/2019 under relevant sections of law has been registered in Police Station Sopore,” said police spokesman in a statement.

“Community members are requested to come forward with any information regarding drug peddlers in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law,” he said.

“Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep your society free from the scourge of drug menace,” said police spokesman in a statement.

Lady killed in cross-LoC firing in Poonch

A lady was killed on Thursday after armies of India and Pakistan resorted to cross border shelling and firing on the Line of Control (LoC) in Poonch district of Jammu region.

Reports said that a 32-year-old lady Amina Akhter daughter of Mohammad Sadiq of Chaijla Mendhar sector died today after the armies of India and Pakistan traded heavy fire and shelling along the Line of Control (LoC) in the area.

The shelling is intermittently going on in Balakote, Mankote, Manjakote and KG sector of the border district since last couple of days amid heightened tension between India and Pakistan following air strikes.

An official said that fresh shelling erupted at Mankote, Balakote and Mendhar sectors since yesterday evening. The Indo-Pak armies exchanged heavy shelling in these sectors. The residents of these areas are frightened since the escalation between the two countries.

The woman sustained critical injuries after a shell landed in the premises of her house and she was taken to nearby hospital where she succumbed later.

At least five persons including Naseema Akthar (28) of Mankote suffered injuries and were taken to hospital for treatment.

SDPO Mendhar Neeraj Padyar confirmed the death of the woman.

When reports last came in, the cross-border shelling was intermittently going on.

Earlier a shell fired by Pakistan army, landed in premises of the house of the soldier— Zakir Hussian (Lance Naik of 3 Jakli) son of Abdul Aziz as a result of which in he suffered serious injuries and was shifted to SDM Mendhar.

BMO Mendhar Dr Pervaiz Ahmad Khan told GNS that after initially admitting Zakir, he was referred to the district hospital in “critical” condition. Zakir is posted in Kupwara district of north Kashmir had returned home recently on leave, officials said. (GNS)

IAF raids will help BJP to win 22 LS seats in upcoming elections, BS Yeddyurappa says

SRINAGAR: BJP’s Karnataka unit chief BS Yeddyurappa has landed in yet another controversy after suggesting on Wednesday that the pre-emptive strikes launched by India against Jaish-e-Mohammed camp would help net his party more than 22 of the 28 Lok Sabha seats in the state in the upcoming general election, media reports claimed.

Yeddyurappa, who has begun campaigning for the Bharatiya Janata Party in the state, was speaking to reporters in Chitradurga when he made the statement, Hindustan Times reported.

“Prime Minister Narendra Modi had said he would avenge the killings [in the Pulwama terror attack]. The whole country has welcomed this and so have the opposition parties. Youth are dancing and celebrating. The result of this is that it is easy for us to now win more than 22 Lok Sabha seats here,” Hindustan Times quoted the former chief minister as saying.

Yeddyurappa’s remarks came in for sharp criticism from Congress leaders, who took to Twitter to condemn the statement. Congress’s Karnataka unit president Dinesh Gundu Rao said the BJP leader’s statement was disgusting, the report said.

“Most disgusting shameful irresponsible statement made by ⁦@BSYBJP⁩. Using the #J&K situation for political benefit. Is winning elections becoming the criteria for BJP & not the security of India. Is going to war a electoral strategy for the BJP,” he tweeted.

Siddaramaiah, former chief minister and chairman of the coordination committee of the Congress and Janata Dal(Secular) alliance that is in power in the state, also condemned the remarks, reported Hindustan Times.

“I condemn the [Yeddyurappa’s] statement, where he has used the martyrdom of our soldiers to dream of electoral gains, that reeks of political greed. The tears of the soldiers’ families have not dried up and already [there are]calculations on the number of seats! Disgusting.”

Siddaramaiah later said, tweeting in Kannada, that Yeddyurappa’s statements had raised suspicions on the intentions of the central government. “Prime Minister Narendra Modi must clarify on this,” he wrote on the micro-blogging site.

Yeddyurappa’s comments will add to the opposition parties’ criticism of the ruling party’s “blatant politicisation” of the sacrifices made by Indian armed forces, Hindustan Times reported.

Army man critically injured as India,Pak trade fire along LoC in Poonch

An army man who had come home on leave was injured as the armies of India and Pakistan exchanged firing and shelling on Thursday along the Line of Control (LoC) in Krishna Ghati sector at Mankote in Mendhar subdivision in Poonch district.

A senior police official told news agency GNS that a shell fired by Pakistan army landed in premises of the house of the soldier— Zakir Hussian (Lance Naik of 3 Jakli) son of Abdul Aziz as a result of which he suffered serious injuries and was shifted to SDM Mendhar.

Releasing IAF pilot tomorrow as peace gesture: Pak PM Imran Khan

Pakistan Prime Minister Imran Khan on Thursday said they will release Indian pilot Abhinandan tomorrow as a “peace gesture”, reported Radio Pakistan.

“As a peace gesture we are releasing Wing Commander Abhinandan tomorrow,” Radio Pakistan quoted Khan as having said.

The report said that Khan has urged the Indian leadership not to push for escalation as war is no solution to any problem.

Making a policy statement at the joint sitting of the Pakistan parliament in Islamabad today, he warned if India moved ahead with the aggression, Pakistan will be forced to retaliate.

The report quoted Khan as having said Pakistan is a peace loving country and desires peace and stability in the region.

According to Radio Pakistan report, the Prime Minister Imran Khan said Pakistan is making efforts to deescalate the current tension. He said that he also tried to contact the Indian Prime Minister Narendra Modi yesterday. He said that he will also talk to the Turkish President later today to ask him to play his role in the reduction of tension He said the foreign minister also contacted with other world leaders on the current situation.

Pakistan Prime Minister urged the international community to play its role in de-escalation for peace and stability in the region.

Khan, however, made it clear that our desire for de-escalation should not be misconstrued as our weakness. He pointed out that our armed forces are battle hardened and they are fully prepared to respond to any aggression, reported Radio Pakistan.

Imperative for youth to protect JKs unique identity: Dr Farooq Abdullah

Jammu and Kashmir National Conference President Dr Farooq Abdullah on Thursday asserted that the flag of Jammu and Kashmir is the expression of states historical unique identity saying that the youth of the state must come forward to protect and uphold its sanctity.

He made these remarks while addressing two separate delegations at party headquarters Nawa-e-Subah, Srinagar. The party President reiterated that NC will continue to fight against forces inimical to states identity and uniqueness. “We have faced a lot of challenges over the years as far as the protection of our identity is concerned. Thankfully we have defeated them but we must not lower our guard. We as a society must come out as a united unit irrespective of region or religion and give the communal forces a befitting reply. Youth and women have to play a major role in this,” he said.

While addressing a delegation led by women’s wing president Shameema Firdous, Party President said, “The women are no way inferior to men. They have proved to be as vibrant, sincere and perfect in many fields. Their role in shaping a nation’s destiny is no less. Women of our state and Kashmir, in particular, are resilient enough to face all odds. Realizing the power of women our party gave 33 percent reservation to the women in Panchayat and reserved 50 percent seats for women in medical colleges.”

He further added, “Our party has been a strong votary of having women in politics. We are lucky to have many educated and industrious women in our party. Once in power, our party will roll out effective policies for the empowerment of girls and women. A progressive society is what our party aspires for and the idea of making progress cannot be achieved without giving women their due share in every field.”  Er. Sabiya Qadri was also present.

Later a delegation of YNC functionaries led by YNC district president Khalid Rathore called upon Dr Farooq at Nawa-e-Subah, Srinagar. YNC Central Zone president Imran Pandit was also present.

In a long with a chat with YNC functionaries, he impressed upon them to work towards realizing the long-cherished dreams of Sher-e-Kashmir by making NC strong at grass root and make people realize the importance of constitutional provision accorded to J&K.

“The question arises what shaped the unique identity of our state? The answer to this query lies in the long history of ours. It is this individuality of ours that reflected in the efforts of Sher-e-Kashmir, who lent immense sacrifices for preserving the individual character of our state. Art 370 and Art 35 A are the embodiment of this unique character of ours which was astutely incorporated by the makers of the Constitution of India,” adding, “It is youth that has to come forward now and shoulder the responsibility of protecting our unique character as guaranteed by the constitution of India. They have to carry forward the ideals that have been guiding us all along since the inception of J&K National Conference.”

Urging the youth to maintain a healthy lifestyle, Dr Farooq said, “To youth, I want to say that hard work, persistence and perseverance leads to success.  The youth of a nation are the trustees of posterity. Youth comes but once in life, so they must keep away from bad habits and utilize their full potential for the betterment of their family and nation at large.”

Among others, Peer Afaq, Mushtaq Guroo, Irfan Shah, Showkat Mir, Imran Nabi Dar was also present in the meet.

Meanwhile, Dr Farooq paid obeisance at the Asaar-e-Shareef Dargah, Hazratbal. He offered Zuhur prayers there and prayed for peace and prosperity of humanity, in particular, the state. It is pertinent to say that the Urs of Hazrat Abu Bakar Sidiq (RA) is being observed today across the state with religious fervor and enthusiasm. He also made brief stopovers in the parts of the old city.
