#Day55: NC Repeats PDP Protest, Stages Sit-In In Front of Secretariat Gate

Opposition National Conference (NC) on Thursday held a sit-in protest in front of the main entrance of civil secretariat here.

The NC protestors were raising anti-government slogans seeking immediate halt to civilian killings. This protest demonstration replicates what ruling Peoples Democratic Party (PDP) did in 2010 when 120 civilians were killed.

Led by NC Secretary General, Ali Mohammad Sagar, the MLA Khanyar said that PDP-BJP government has failed at all levels.

“It is unfortunate that the government which started working by thanking Pakistan and militant is now abusing same Pakistan,” said Sagar, who led 1 45-minute sit-in protest outside the civil secretariat.

“The NC has been from day one seeking dialogue and reconciliation with Pakistan and all stake holders” Sagar said.

Criticizing the Union government for stooping the use of pellet guns in Kashmir, Sagar said that the delegation of Unionist opposition leaders felt that pellets will be stopped just next when they met Prime Minister Narendra Modi in New Delhi some days ago. “But they have failed and the committee formed by Home Minister has recommended continuation of it which is unfortunate,” he said.

Reports said that cavalcade of Education Minister, Naeem Akhtar, who happens to be Government spokesperson as well, was stuck outside the civil secretariat due to the blockade established by National Conference members.

When asked whether NC will meet the All-Party delegation scheduled to visit Kashmir in a few days, Sagar said, “if by meeting such a delegation, wounds of Kashmir will be healed, we will have no issue in meeting the people.”

#Day55: ‘Stay Home, It Is Curfew,’ Kaloosa Residents Told @ Dawn

Following escalation in pro-freedom protests in Kaloosa area of Bandipora district in last few days, the authorities told the local populace to stay home on Thursday as “curfew has been imposed”.

Kaloosa, an urban area, is a part of main Bandipora town and it has been divided into three wards 11, 12 and 13.

Local sources said that forces came very early this morning asking people not to come out as “strict curfew has been imposed”.

Dozens of people, including a minor girl, were injured in forces action last three days during mass protests.

A local resident, who is a teacher by profession, said that Kaloosa has at least ten Mohallas spread on around 2sq KM. “Over 1000 households form entire Kaloosa,” he said.

Kaloosa area extends from an ERA constructed bridge on its East, and its boundary touches Watrina in North, Watpora in West and Ongam in South. The area is situated on Bandipora-Sopore road.

“We have a government run 10+2 School, a High School and a private Bachelor of Education college in the area,” he informed. “Besides, J&K has established its SP office in the same area.”

On Wednesday, at least 25 civilians were injured when youths and forces clashed amid pro-freedom sloganeering.

“A huge deployment of police and CRPF men has been made and nobody is being allowed to come out of their homes,” the local said.

A newspaper report quoting an unnamed police official said, “to prevent any untoward incident, we have imposed restrictions in this area only.”

#Day55: Two Injured In Ganderbal Accident

Two persons were injured in a road accident in central Kashmir’s Ganderbal district on Thursday morning.

Local sources from Barsoo area of the district said that a motor bi-cycle was hit by a truck which was coming from Kangan side towards Sumbal via Srinagar- Leh By-Pass.

Two persons who were riding the bike, JK05 – 7014, were injured.

The sources said that police men were present on the spot given the volatile situation in the area following mass civilian protests against civilian killings.

The two injured persons were shifted to Ganderbal district hospital. “One amongst them has been shifted to JVC Hospital Srinagar for advanced treatment,” a police official said.

A cop from Kheer Bhawani Police Station said that the injured persons belong to Bandipora district, however, he could not give complete details.

#Day55: Curfew Re-Imposed In Three Places

Authorities on Thursday imposed curfew at three places in the Kashmir Valley Thursday as separatists extended their protest shutdown till September 8.

“Curfew has been imposed in areas falling under the jurisdiction of Nowhatta and MR Gunj police stations in Srinagar city along with Baramulla,” a senior police official said.

Authorities had lifted curfew from the entire Valley on Wednesday after 53 days since the unrest started on July 9.

One youth identified as Danish Ahmad, 18, was killed in firing by forces in Rafiabad area of Baramulla district on Wednesday.

Protesters also torched the house of ruling Peoples Democratic Party (PDP) Rajya Sabha member, Nazir Ahmad Laway in Chawalgam village in Kulgam district.

Reports here said the protesters first torched the guard room at his house and then set fire to the main building.

The separatists have issued a fresh protest calendar through which they have asked people to continue the shutdown till September 8.

For the last 55 days, life has remained totally paralysed in the Valley due to curfew and protest shutdown called by the separatists.

Educational institutions have remained closed for the last 55 days as shops, markets and public transport have also remained suspended.

71 people have been killed and over 11,000 others injured in the Valley during this period.

#Day54: Respect Right To Protest sans Fear of Being Jailed, says Kerry In Delhi

A democracy like India should respect the right to protest, said US Secretary of State John Kerry in New Delhi on Wednesday.

Speaking at the Indian Institute of Technology, Delhi, Kerry said: “We have to respect the rights of all our citizens, regardless of ethnicity, language, creed and allow them to protest in peace without fear of retribution and reprisals, without the fear of being jailed for what you say.”

Kerry spoke about upholding common democratic values even as Joint Statement after the conclusion of the second Strategic and Commercial Dialogue (S&CD) emphasised the role of democratic values by saying the “strategic partnership between the United States and India is rooted in shared values of freedom, democracy, universal human rights, tolerance and pluralism, equal opportunities for all citizens and rule of law.”

The comments are significant as the rights group Amnesty International was accused of sedition by Akhil Bharatiya Vidyarthi Parishad after it organised an event on Kashmir where pro-freedom slogans were allegedly raised.

This was the third time senior American officials have commented on freedom-related issues in India.

Earlier, US ambassador Richard Verma supported campus politics in JNU, where students were accused of sedition after they participated in a Kashmir solidarity protest.

US President Obama in his January 2015 speech at the Sirifort Auditorium had led the way by first cautioning about the dangers of intolerance.

Later, speaking to students, Kerry commented about the election season in the US where Donald Trump and Hillary Clinton are slugging it out.

American support to right to protest was the highlight of a monsoon-drenched day that Kerry concluded with a meeting with Prime Minister Narendra Modi whom he briefed about the S&CD.

A statement issued by the Prime Minister’s Office after the meeting said that Kerry and Secretary of Commerce Penny Pritzker briefed the Prime Minister about the dialogue and, “shared perspective on developments in the region and beyond with Prime Minister”.

54th consecutive day of mass anti-India uprising witnessed intensity in pro-freedom protests across Kashmir. Army shit dead one more youth, taking the civilian death toll to 72 since July 09, 2016.

Army on Wednesday morning shot dead a youth and injured five others on Wednesday morning in North Kashmir’s Baramulla district.

The slain was identified as Danish Manzoor (22) of Nadihal village of district Baramulla.

A doctor at District Hospital Baramulla said that Danish succumbed to injuries at the hospital.

He said that five more injured were brought to the hospital.

“Three of them have been referred to Srinagar for specialized treatment.”

Reports and witnesses said that stone-pelting protests erupted in the area after forces denied passage to the fruit-laden trucks in the area.

They said that forces moved into the village where they ransacked the houses and beat up the inmates.

To protest against the “excesses”, angry youths staged protests in the Nadihal village. The forces, they said, responded by firing their guns, leading to death of one person and injuries to at least five more people.

Two of the five injured persons were identified as Idrees Ahmad Malik (14), s/o Altaf Ahmad and Ishaaq Bashir Lone (25), both residents of Ladoora Baramulla.

Eyewitnesses said that forces including Rashtriya Rifles personnel from 32 RR Trugpora army camp had entered Nadihal village beating local populace, damaging the private property.

“Danish was injured when army opened fire,” locals said, “two others were injured and the trio was rushed to Baramulla district hospital.”

Danish was a first year student studying Humanities at Baramulla Degree College. The slain college-goer was eldest among his siblings, including a brother Aquib Manzoor studying in Class 9, and a sister. His father, Manzoor A Lone, is a labourer.

“He was on way to tuitions in Baramulla when army fired bullets on him,” locals said. “Danish was targeted when bullet hit him near BDO office Nadihal.”

Danish succumbed to his injuries in Baramulla hospital. Thousands of people amid pro-freedom slogans participated in his last rites.

When contacted, SP Sopore Harmeet Singh Mehta said that an Army convoy on way to Kupwara from Srinagar was “attacked by protesters at Ladoora and Nadihal”.

“Army informed us that they fired in air. We found six people with injuries who were shifted to hospital where one youth succumbed to his injuries,” he said and added that after the intervention from police, Army convoy passed through the area.

Ahead of the civilian killing, intense clashes erupted outside Fruit Mandi Sopore on early morning after vehicles carrying fruits were stopped by forces.

According to reports, the authorities had asked the fruit sellers to open the fruit stands after 9 am instead of the 7 am and the Army had stopped the vehicles laden with apples.

This angered the people and started raising pro-freedom slogans.

Forces fired teargas and pellets to disperse off the protesters. Hundreds of vehicles returned from the fruit Mundi without selling the produce.

Mushtaq Ahmad, the president of Fruit Mundi Sopore said, “we have been opening the Fruit Mundi in early morning and now we are being told to open it after 9 am. Army and forces stopped our fruit vehicles today and did not allow people to enter. So, we decided to close the Mandi.”

Reports of clashes also came in from Bandipora district.

Reports and witnesses said that clashes broke out after the forces started clearing the blockades erected by the protesters near the Nowpora chowk.

While the protesters hurled rocks in Old Jamia area of the town, the forces responded by bursting teargas shells.

A minor girl sustained injuries after a teargas shell exploded in front of her in Kaloosa area of Bandipora in north Kashmir on Wednesday.

The girl, identified as 15-year-old Nazia Rashid, is being treated at Sub-district Hospital Bandipora.

A pro-freedom rally was held at Hajin area of Bandipora district.

Following the resistance groups call, the people of the area offered the Namaz Zuhr on road at main market Hajin.

Soon after completion of Namaz people held a massive protest in which they raised pro-freedom and anti-India slogans.

The rally later passed though different localities in the area which was led by jointly by pro freedom activists in the area. The protesters later dispersed peacefully.

A pro-freedom rally was also organized in Naidkhai Sumbal that was attended by thousands of people. The rally culminated peacefully.

Reports from South Kashmir said that the arrests, ransacking and raids by police sparked massive protests in SK Colony and Anchidora areas of Islamabad district.

The locals alleged forces ransacked household goods, smashed windowpanes and picked up two elderly men from SK Colony and Anchidora areas.

Raids were also reported from nearby Dabruna village where an elderly man, Farooq Ahmad Dar, was picked up after the forces raided his house in the pursuit of his son.

Another elderly man was picked up from his residence in Anchidora area, said a local. Reports of stone-pelting also came from Kadipora Islamabad.

Reports from Kulgam district said that at least 25 persons were wounded in police action.

Witnesses said that in a bid to thwart a proposed pro-freedom rally, the government forces raided the venue during the dead of the night and ransacked the stage and uprooted the erected tents at Katrosu Kulgam.

As the people came to know about the presence of police, they hit to roads and clashed with them resulting in intense clashes. Witnesses said that despite the police action people assembled at the venue in the village and staged a massive protest there.

Several people were injured in clashes in different parts of Kulgam district including Tangabal, Mahipora, Nasu, Mughalgund, Kadipora, Parigam and Batapora areas.

Over 50 persons were injured in clashes with the forces in Qaimoh and Aishmuqam areas of south Kashmir districts of Kulgam and Islamabad, respectively.

Reports and witnesses said that over 40 persons were injured in clashes that erupted after forces vandalized the venue of a proposed pro-freedom rally in Karshangam village of Aishmuqam.

The injured have been shifted to SDH Seer and Muqam for treatment.

In a similar incident, over a dozen people were injured during clashes in Khudwani village of Qaimoh in south Kashmir’s Kulgam district. They said that two people have suffered pellet injuries in eyes and head.

Reports from Pulwama district said that more than 25 people were wounded in violent clashes.

The protesters were protesting against the occupation of an educational institute by Indo-Tibetan Border Police personnel.

The protesters demanded immediate relocation of forces personnel.

Witnesses said that forces showered pellets on the protesters injuring more than two dozen people.

Some of the injured who were shifted to Srinagar hospitals have suffered pellet injuries in eyes. Clashes and protests were also reported from Rajpora and Newa Pulwama.

At least five persons were injured when forces used force in South Kashmir’s Shopian district.

Reports said that protests erupted in Aarhama area of the district when forces came to “clear the road blockade”. Soon clashes erupted in the area and forces used pellets, reports said.

Five persons were rushed to district hospital Shopian where they were given first aid.

“Two of the injured have been rushed to a Srinagar hospital,” hospital sources said. “One of the two has been hit in eyes.”

Reports from Srinagar said that a massive pro-freedom procession was carried out by youth from Nowhatta area of old city that was stopped by police near Khanyar triggering clashes.

Forces, according to witnesses, fired tear-gas shells to disperse the protesters who were carrying green flags and raising anti-India slogans.

Witnesses added that two senior photojournalists, Farooq Javed Khan and Waseem Andrabi, sustained injuries while covering these clashes.

Khan, who works for EPA, has sustained injures in left shoulder while Andrabi, a Hindustan Times staffer has sustained injures on rib cage.

In a similar case, a scribe, Saleem Qadri, was beaten by rougue youth in Nutnussa area of Kupwara district while he had gone to cover some story. He said that his motor cycle was damaged beyond repair.

In Budgam, Zuhr prayers were offered on road that was led by senior separatist leader Aga Syed Hasan Almosvi Alsafvi. Soon after completion of Namaz, people held a massive protest in which they raised pro-freedom and anti-India slogans.

Pro-freedom songs are being played out on high pitch from Masjid loudspeakers in summer capital late Wednesday night.

The pro-freedom songs can be heard as far as Press Enclave near Partap in Lal Chowk.

Intermittent announcements are being made asking people to come out.

When enquired, reports from Shaheed Gunj, Mandir Bagh and Guru Bazaar said that “forces had raided these areas”.

“Fearing arrests, announcements were made on loudspeakers and people came out on roads,” reports said.

While this report was being filed, pro-freedom and anti-India songs were being played.

Amid pro-freedom slogans, hundreds of people offered congregational Zuhr prayers on road in Budgam town on Wednesday.

The prayers were led by senior Hurriyat Conference leader and president Anjuman-e-Sharie Shiyaan Aga Syed Hasan Al-Musawi.

Soon after the afternoon prayers ended, the congregation turned into a pro-freedom rally.

Police had blocked the key road and link roads leading towards the residence of Aga Syed Hasan but he managed to come out and lead prayers and the protest.

Speaking on the occasion, Aga Hasan condemned the civilian killings and called for an end to the bloodshed.

He said an “unprecedented repression” by the forces will have serious ramifications.

Engulfed in tear gas, it becomes very, very difficult to breathe in the air when forces use the anti-crowd ammunition.

“There is an urgent need to find a political solution to the Kashmir issue before it is too late,” he said adding government forces should be barred from using excessive force on protestors and refrain from shedding more human blood.

He said that India wants to scare the Kashmir population by booking them under draconian Public Safety Act (PSA).

“Let the State and Government of India understand that PSA can’t push people of Kashmir to wall and being the committed and determinant supporters and seekers of their rights, they will continue to struggle and fight against Indian occupation of Kashmir,” he said.

“Kashmir is an issue accepted by International community and even by the United Nations. India is suppressing the voice and rights of people of Kashmir through military might. The whole Kashmir nation demands plebiscite which India is denying to them. The international community must step in and help people of Kashmir in the nick of the time,” Aga Hasan said. (CNS)

Ruling People’s Democratic Party Sarpanch and Block President from Sonawari Constituency of North Kashmir’s Bandipora district Wednesday claimed that some PDP workers “get the innocent youth arrested” and after demanding money from the parents ensure their release from the police stations.

“It is shocking that police are getting money from some PDP workers and release the arrested youth. First, these PDP workers get these youth arrested, then they demand money and give a share from it to police for their release. This is a big mafia that needs to be exposed,” PDP Block President Sumbal Muhammad Tahir-ul-Qadri said adding, “PDP workers have become the brokers of police.”

He said that Chief Minister Mehbooba Mufti during her election campaign had promised peaceful protesters will never be harmed.

“Even those youth are being hunted and arrested who staged peaceful protests in different areas of Sonawari Constituency including Shadipora, Shilwat and Wangipora.

The ugliest part is that some PDP workers have become active and are minting money from the hapless poor parents. This is not what PDP stands for. I have decided to resign from the party,” he said.

Qadri said that the present situation clearly indicates that PDP in connivance with BJP is hell-bent to ruin the careers of Kashmiri youth.

“I want to remind Chief Minister Mehbooba Mufti what she used to say during her election campaigns in Sonawari Constituency and what she is doing now. She has digressed from her path and it has brought a bad name to the party that I supported and belonged to,” he said and added that he will resign from the party.

#Day54: Nocturnal Protests In Rangreth, People Fear Raids

Late night pro-freedom protests erupted in Rangreth area in Srinagar outskirts late Wednesday night.

Local reports reaching here said that at least two vehicles of forces entered the main Rangreth around 10 PM.

“A word spread that forces are raiding the houses and making arrests,” local sources said, “soon announcements were made on Masjid loudspeakers asking people to come out on road and resist the raids.”

The local sources added that strong pro-freedom protests are going on in the area this time.

Sources said that the area witnessed intense clashes during the day in which at least five persons were injured.

Meanwhile, pro-freedom protests were being raised in Gaw Kadal area in Lal Chowk, however, the exact location could not be known immediately.

The pro-freedom sloganeering could be heard as far as Partap Park.

#Day54: Jailed Employee Leaders Released, Re-arrested

Authorities on Wednesday re-arrested Employees Joint Action Committee (EJAC) leaders including its president, Abdul Qayoom Wani and general secretary Farooq Ahmad Trali soon after they were released on bail.

Earlier, eight leaders who were arrested and sent to jail ten days ago were given bail by an executive magistrate.

“As soon as the EJAC leaders were released on bail they were immediately re-arrested,” EJAC Vice President Wajahat Hussain told CNS.  He said that the leaders were again been sent to jail.

Pertinently, EJAC leaders held a protest demonstration in Srinagar, ten days back against the civilian killings at the hands of government forces.

Police arrested from Press Enclave and shifted them to Kothibagh police station where from they were sent to jail the other day.

#Day54: NC’s Masoodi Demands Joint Indo-Pak Parliamentary Delegation To Kashmir

Expressing serious concern and anguish over continuous killings, blinding and maiming of civilians and huge loss of property in nocturnal raids at the hands of forces, J&K National Conference member Yawar Masoodi Wednesday demanded a joint all-party parliamentary delegation from India and Pakistan to visit both sides of Kashmir.

Masoodi unsuccessfully contested 2014 assembly elections from Pampore assembly segment.

Masoodi said, “as parliament members from India and Pakistan visit, meet and hold consultations jointly in New Delhi and Islamabad on all issues concerning the two countries, including the conflict in Kashmir, there is no reason not to allow them to jointly visit Kashmir, on both the sides of Line of Control.”

“Numerous conferences and dialogues are held all over the world capitals in which the parliamentarians from India and Pakistan participate and deliberate upon the conflict resolution process and confidence building measures by their respective countries,” he said in a statement issued early this afternoon.

The statement said that Yawar wants the joint all party delegation of parliamentarians from India and Pakistan to establish a permanent “Working Group of Indo-Pak parliamentarians on Kashmir” which will continuously be in consultation with the people on both sides of Line of Control and will work with the government of India and Pakistan on taking various confidence building measures across erstwhile state of Jammu and Kashmir, and for a lasting solution of the dispute.

He impressed upon the governments of India and Pakistan to allow the elected representatives of the legislatures, from all five regions of Kashmir (Valley, Jammu, Ladakh, Muzaffarabad, Gilgit) on both sides of LoC, to travel freely across LOC, as it would be an important confidence building measure and a significant step in bringing together people of erstwhile Jammu & Kashmir and final settlement of the dispute.

All Parties Hurriyat Conference led by Syed Ali Geelani on Wednesday paid rich tributes to slain Danish Manzoor of Nadihal Baramulla.

The Hurriyat Conference condemned the use of brute forces to calm the protests.

“The martyrdom of our loved ones will soon bear fruit and by the grace of Almighty Allah and steadfastness of nation we will get rid of this brutal Indian occupation,” a statement issued by the Hurriyat Conference said this evening.

While commenting on a mass public gathering in Sogam area of North Kashmir’s Kupwara, the Hurriyat Conference condemned the “mischievous” action by police wherein “they circulated posters that this programme has been postponed”.

“Despite this, people reached the venue and a huge public gathering was organized,” the statement said.

Hurriyat Conference chairperson Syed Ali Geelani also addressed the rally telephonically.

Geelani appealed for unity and discipline and above all to seek the help and guidance of Almighty Allah.

“We need to rise above our personal egos and with unity and discipline, everybody has to contribute to the strength of this movement,” the statement quoted Geelani as having told the rally.

The Hurriyat Conference strongly condemned the arrest and shifting (to jail) of a 70-year-old religious and social personality of Sopore, Sheikh Mohammad Yousuf.

“Power has ‘illusioned’ these so-called rulers to the extent that even the sunken eyes and bending backs can’t melt their stony hard hearts. Could these ‘so-called saviours’ of nation peep into the eyes of this old man who was forced to shoulder the coffins of his two young and budding sons. These barbaric and inhuman rulers could introspect themselves that just to please their masters in Delhi, they snatch the only caretaker of the innocent and small orphans of his son,” the statement said.

Hurriyat has once again “warned these ruthless stooges that when the cries of these orphans will be replied their Delhi mentors can hardly come to their rescue”.

Meanwhile, the Hurriyat Conference has taken a strong note of “defying” the joint resistance leadership program in “some parts of uptown Srinagar especially Sanat Nagar By-Pass and adjoining areas”.

“These shopkeepers are once again warned that for how long the saffronised political opportunists will safeguard them. At last, you have to mingle with your own people. So don’t act as traitors otherwise you along with your political gurus on whose behest you dare to sabotage the on-going movement, will be wiped away like a straw,” the Geelani led Hurriyat Conference asserted.

The Hurriyat Conference, the statement said, expressed its deep concern about the reports in some areas “where some religious groups and personalities give the programs on their own”.

“Hurriyat (Conference) clearly denounces such groups and cautions them not to be tools in the hands of agencies to create confusion and chaos amongst the masses. People in general and pro-freedom youths in particular should nip such evils in the bud and discourage all these efforts at every level as they are nothing but to weaken the on-going uprising and playing in the hands of enemy, because such desperate attempts are the old and the trusted creation of imperialistic mind set,” the statement added.

Criticizing the use of forces against the fruit groves in Fruit Mandi Sopore, All Parties Hurriyat Conference (g) strongly condemned this “barbaric action from the police”.

“On one hand government is shedding crocodile tears on the daily financial losses and defunct industries and the other hand they harass and manhandle those who try to work. Beating and canning these growers, just for working according to the joint programme from resistance leaders, is only the highhandedness and arrogance of these uniformed personnel,” the Hurriyat Conference said. “Hurriyat hailed their courage and determination as they have stood against this tyranny, as such are the qualities of a live and conscious nation.”

Condemning the raids on Jama’at-e-Islami office at Batamaloo and carrying out arrests of Jama’at leaders and workers, the APHC-m spokesperson said, “such acts of revenge expose the authorities and put their claims of democracy to shame.”

The spokesperson ridiculed beating up and harassing of media persons by forces and said despite working in a hostile environment, Kashmiri media persons were dispatching their duties professionally and with passion highlighting the pathetic human rights situation in Kashmir and “state terrorism unleashed” on people.

Pakistan’s National Assembly Speaker Sardar Ayaz Sadiq on Wednesday said Pakistan has sent letters to the Speakers of 196 Parliaments to highlight the rights abuses in Kashmir.

“Pakistan has sent letters to the Speakers of 196 Parliaments to highlight the rampant, unending and gross human rights abuses in Occupied Kashmir and to garner diplomatic and political support for the freedom struggle of Kashmiri people,” reported the Radio Pakistan.

“The forceful occupation of Kashmir was against the modern norms of nation state and people’s basic right to self-determination,” Sadiq was quoted as saying in the report.

He said Pakistan will continue to extend its unwavering moral, political and diplomatic support to the just struggle of the Kashmiri people for their unalienable Right of Self Determination, as enshrined in the UN Charter and relevant UN resolutions.

91 Girls Given Assistance under SMAS in Bandipora

The Committee, on the occasion, sanctioned marriage assistance of Rs. 25 thousand and 5 gram gold each in favour of 91 poor unmarried girls for their marriage.

The meeting was attended by the officers of social welfare, revenue and health departments.

DC Bandipora Reviews Developmental Scenario, Eid-ul-Zuha Arrangements

To review the achievements registered under various sectors during this fiscal in respect of District plan, an officers meeting was held today with District Development Commissioner Bandipora in chair.

During the meeting, the progress made by various departments and executing agencies under district plan, state plan and centrally sponsored schemes were discussed threadbare.

The DDC directed the executing agencies for resuming the work on the on-going projects and accelerating the pace of works ensuring their timely completion.

He said that the projects taken up for the benefit and welfare of general masses should be completed in a time bound manner so that the benefit of these projects percolate to the ground level.

Chief Planning officer Bandipora and other district and sectoral officers attended the meeting.

Meanwhile, the Deputy Commissioner Bandipora also convened a meeting of officers to review the arrangements for ensuing Eid-ul-Azha.

The DDC impressed upon the officers to ensure smooth supply of essential items including rice, sugar, LPG, K-oil, water and power supply before Eid. He also directed for special drive of market checking and sanitation in the district.

DDC Ganderbal Reviews Progress of Rural Development Works

District Development Commissioner, Ganderbal, Tariq Hussain Ganai today chaired a meeting of officers of Rural Development Department to review the pace of progress of works being executed by the Rural Development Department in the District.

Assistant Commissioner Development gave brief account of achievements achieved during the current financial year till date under MGNREGA.

He informed that that the works, under MGNREGA, are being carried out as per the desire of people in the District. He informed that funds have not been released under IAY so far.

The District Development Commissioner Ganderbal has laid stress on achieving the targets fixed for current fiscal in each sector for the Department.

DDC Baramulla Orders Removal of Poplar Trees

A meeting of officers of various departments was held at here today with District Development commissioner Baramulla Dr Nasir Ahmad Naqash in chair.

Discussing issues related to the harmful effects of poplar trees on the Highway, the District Development commissioner directed the concerned officers to take effective steps and cut popular trees from both sides of the road so that human life and property is saved from any damage besides the HT (33KV) power line aside the road is also freed to provide better power supply to the people.

He directed the concerned SDM’s and Tehsildars to have close vigil on encroachment of state land in their respective areas and initiate strict action against the violators.

He said that the encroachments on state land will not be tolerated in the district.

He said due care should also be taken for ensuring timely filling of objections with the consultation of the  concerned departments, saying the they should fill the statement of facts of various contempt so that proper projection of the Government’s view point is ensured.

The Law Secretary further asked the officers to work in close coordination with the NIC so that the online case status information system can be formulated which provide requisite information about the pendency of cases and their status.

He said that the same would also serve as a referral point to the administrative departments so that the concerned departments could provide requisite feedback about the particular case.

Old Aged Persons (OAPs), Widows and Persons with Physical Disabilities (PwDs) have appreciated the State Government’s decision of enhancing their monthly pension to Rs 1000 from Rs 200, a statement issued by government said on Wednesday evening.

The announcement in this regard was made by the Minister for Social Welfare, Sajad Gani Lone here on Wednesday.

Lone thanked the Chief Minister Ms Mehbooba Mufti for agreeing with the decision of the Social Welfare Department to enhance the pension.

The pensioners while hailing the Government decision said the enhancement of the monthly pension has addressed their long pending demand.

The beneficiaries said they have been raising the demand for enhancement of the pension for many years, however, it is only the present Government which has heard them, and the pension enhancement is a step towards fulfilling its promise of uplifting the disadvantaged sections of the society.

Pertinently, the State Government has announced that the enhanced pension will be paid to the beneficiaries with effect from April 2016.

Sajad Gani Lone while announcing the enhancement said that the pension would directly be deposited into the respective bank accounts of beneficiaries.

He said the move would not only save the time the money takes to reach the beneficiary, but would also nullify the chance of any kind of misappropriation.

He said the decision would benefit about 5.70 lakh beneficiaries of the State who are currently registered with the Social Welfare Department.

Sajad Lone also said that any lapses from the officers in ensuring the benefits to the deserved persons would not be tolerated.

He said the aim of the government is to uplift the living standards of the weaker sections and asked the concerned authorities to serve the people as per their expectations by ensuring proper implementation of various welfare schemes and their benefits to the targeted population.

The Minister also disclosed that lot of reforms and structural changes are taking place in the Social Welfare Department to ensure that benefits of welfare schemes are taken to the doorstep of the beneficiaries.

On the occasion the Minister said that the Social Welfare Department is the most important department which is connected directly with the common man and particularly dealing with the welfare of the people especially old age persons who deserve every sort of help and compassion from the government.

Sajad Lone said that the Social Welfare Department, which is serving people since last more than five decades, plays yeomen’s role in addressing the problems of the weaker and vulnerable sections of the society like Old Aged Persons (OAP), women and children in distress, physically challenged persons, scheduled castes, Backward Classes, minorities and other socially and economically weaker sections. He said the department is also at the fore-front to empower women and for the overall development of the children especially between the age group of 0-6 years through ICDS.

Terming AASRA a revolutionary step towards social security of women, the Minister said launching of such pioneering welfare schemes will provide the much needed succour to women belonging to low income families.

He said that AASRA is a first step towards uplift of economically weaker sections of society and exhorted upon the people to come forward and avail the benefits of the scheme.

The Governor expressed serious concern over the irreparable damage suffered by students at all levels, particularly school students, from the closure of the entire educational system due to prevailing unrest in the Kashmir Province.

The Minister briefed the Governor about the prevailing functional status of the educational institutions in the Valley.

The Vice-Chancellors also brought out the situation in respect of their Universities and the meeting deliberated the various possible steps which could be taken to make up for the loss in studies.

Issues relating to making the educational system functional in the next few days were also discussed.

Minister for Education, Akhtar, accepted the Governor’s suggestion that the Departments of School and Higher Education shall work out a plan of action for every possible step being taken to make up for the loss of working days  in the schools and regarding the schedules of the forthcoming examinations at all levels.

The Governor and the Minister complimented the Vice Chancellors of the Universities for their students and teachers securing prestigious national and international fellowships and expressed satisfaction that the number of such fellowships has been improving from year to year.

The Vice Chancellors also apprised the Governor and the Minister about to-date status of admissions in the present Academic Session.

During discussions, the Governor and the Minister stressed the need to critically identify and devote sustained attention towards the planned improvement of the quality of school and higher education to ensure that the entire learning process is made more relevant, interesting and meaningful.

According to Divisional Commissioner, Kashmir, Baseer Ahmed Khan with the improvement in overall situation, curfew has been lifted from all areas of Kashmir valley on Wednesday.

“Curfew was today lifted from Nowhatta and Maharaj Gunj areas of Srinagar. With this curfew has now been lifted from entire Kashmir valley as no area ina any district of valley is under restrictions,” the Divisional Commissioner said in an official spokesperson this evening.

He said increased movement of vehicular traffic and public was today witnessed in almost all towns, major areas and Srinagar city as well.

“Barring stray stone pelting incidents the situation remained peaceful across the valley,” he said.

The Div Com said that, as per a report from the police, a mob of more than 900 people attacked an army convoy at Ladoora, Rafiabad and amidst stone pelting some fires were shot on the army convoy on way to Kupwara.

“The Army fired some rounds in air to disperse the mob. In the incident 4 persons were injured and one of the injured identified as Danish Manzoor Lone, s/o Manzoor Ahmed Lone, r/o Nadihal Sopore succumbed to injuries. Police have initiated investigation in the matter,” the Div Com said.

The house of ruling PDP’s sitting MP was set able by angry protestors on Wednesday afternoon.

Reports and local sources said that thousands of protesters marched towards Chawalgam area in the district where they attacked the residence of Nazir Ahmad Laway’s residence.

Laway, a businessman, was nominated to Rajya Sabha by PDP.

Reports said that locals had planned a pro-freedom rally in the area today but forces did not allow it.

“People were angry after forces raided the venue this morning and injured many civilians by firing pellets,” reports said.

Angry people thereafter marched towards Laway’s residence, however, no one was present in the house.

Flames came out of the house and a seven storey building situated next to house which also belongs to Laway.

The killing in Nadihal has “exposed” the “nefarious designs of Indian state”, MLA Langate, Er Rasheed said on Wednesday.

“It is beyond doubt that it not wants only to kill Kashmiris with bullets, pellets and curfews but also by ensuring that the already dying fruit industry, the back bone of Kashmir economy, should also get destroyed,” Rasheed said while referring to raid on Fruit Mandi Sopore.

In a statement issued this afternoon, Rasheed said, “it is ironic that forces don’t allow Fruit Mandi Sopore to start its business in the morning hours, nor does it allow any vehicular movement on any route in the valley from morning to evening as it wants to counter the resistance movement.”

“However, forces need to remind that it is not choice of the government but that of the people to decide when to work and when not. The arrogant and colonial attitude of government that has already led to losses of billions to fruit growers, forced the fruit growers and dealers of Fruit Mandi Sopore to take to roads and under already designed plan forces used bullets and rendering dozens injured and death of Danish Manzoor,” the MLA Langate said.

He further condemned government for harassing various people including Dr Naeem Geelani, son of Hurriyat patriarch Syed Ali Geelani by sending them notices through NIA and alleging them of disproportionate transactions in bank accounts.

“Indian state by doing such dirty tricks has proved that it can’t fight the mass uprising by genuine means,” he said, “if NIA and other agencies are really interested in finding those who have got black money, why doesn’t it take notice of those mainstream politicians, bureaucrats and police officers who have made properties worth billions by misusing their positions and sucking blood of common masses.”

#Day54: Engineer Turns Social Entrepreneur; Imparts IT Skills to 1000 Jammu Students

When Jatinder Sharma left his government job to start a business venture of his own, he had no idea that his efforts would take him towards social entrepreneurship.

And now he is a proud owner of well-established, affiliated institute of computer science and technology working for poor and downtrodden sections of the society.

The 34-year-old computer engineer completed his diploma in computers and computer applications way back in 2004, started few tuition centres in Jammu and remained busy for two years.

In 2006, he got a job in Mata Vaishno Devi Shrine Board (SMVDSB) as computer hardware engineer and worked there till 2010.

“Since colleges days I had decided to have a business venture of my own. So I gained experience in my relevant field to make things easier for myself. In 2010, I resigned from the job and made up my mind to set up a business venture,” says Jatinder.

Jatinder approached Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) and was registered for training and finance under Youth Start Up Loan Scheme (YSLS) in the year 2012.

Though a loan amount of Rs 8 lakh was sanctioned in favour of Jatinder, he opted to avail only four lakh rupees to start Amargyan Institute of Computer Science and Technology at Gandhi Nagar, Jammu.

Jatinder worked hard to get affiliation of his institute for Vocational Training Programmes (VTPs) from Directorate of Technical Education, Jammu; Directorate General of Employment and Training (DGET), Ministry of Labour and Employment, GoI in 2013.

Later in 2013, Amargyan Institute of Computer Science and Technology was also declared as DOEACC facilitation centre for CCC and BCC.

In 2015, the institute got permission from National Skill Development Council (NSDC) for imparting Information Technology (IT) courses along with stipend to the students.

Amargyan also imparts training under programmes of Sector Skill Council (SSC).

Under VTPs, free IT training is provided to poor children. “We have received a contract from Jammu Urban Development Agency (JUDA) under Step-up scheme for urban poor. Under NSDC, we provide IT training and stipend to trainees,” says Jatinder.

Amargyan institute also imparts training for making soft toys under VTPs and organizes melas to help them earn livelihood by selling their products.

It took Jatinder three years of continuous hard work to earn the trust of both people and the government.

I always wanted to be a businessman but had never thought of being a social entrepreneur, says Jatinder who has also employed 10 people in his institute.

Jatinder and his team has now shifted its focus on a locality of Scheduled Caste and Scheduled Tribes near Jammu airport to help them earn decent living.

“We are now more or less a social entrepreneurship development institute wherein we work for downtrodden sections of the society. In this phase our focus will be on SC and ST women of this Jammu locality,” Sharma says.

Amargyan Institute of Computer Science and Technology has annual sales turnover of Rs 30 lakh with net profit of Rs 5 lakh and has trained over 1000 candidates.

Jatinder has fixed a net turnover of Rs 40 lakh by end of 2016-2017 financial year.

#Day54: Intense Clashes Erupt In Old Srinagar; Two Photo-Journalists Injured

Hundreds of people came out in Old Srinagar on Wednesday forming a pro-freedom rally.

Reports said that people assembled in main Gojwara chowk and tried to march towards Nowhatta.

“But forces stationed near Jamia Masjid fired tear gas canisters to disperse off the protests,” they said.

“Intense pro-freedom sloganeering is going on this time,” an eye witness said.

The witnesses said that forces “something” due to which protestors “almost fell unconscious”. “Is it PAVA?”

Meanwhile, residents of Gojwara have prepared Tehri which was distributed amongst the pro-freedom protestors.

More so, a newspaper report said that two senior photojournalists, Farooq Javed Khan and Waseem Andrabi, sustained injuries on Wednesday afternoon while covering heavy clashes between protesters and forces in Old Srinagar.

Khan, who works for EPA, has sustained injures in left shoulder while Andrabi, a Hindustan Times staffer, has sustained injures on rib cage.

Danish Manzoor, who was killed by army on Wednesday morning, was laid to rest in Nadihal area of Baramulla district amid pro-freedom slogans.

Forces including Rashtriya Rifles personnel from 32 RR Trugpora army camp had entered Nadihal village beating local populace, damaging the private property.

“Danish was injured when army opened fire,” locals said, “two others were injured and the trio was rushed to Baramulla district hospital.”

Danish was a first year student studying Humanities at Baramulla Degree College.

The slain college-goer was eldest among his siblings, including a brother Aquib Manzoor studying in Class 9, and a sister. His father, Manzoor A Lone, is a labourer.

“He was on way to tuitions in Baramulla when army fired bullets on him,” locals said. “Danish was targeted when bullet hit him near BDO office Nadihal.”

Danish succumbed to his injuries in Baramulla hospital.

Hundreds of people reached Nadihal where pro-freedom protests erupted following the fresh killing.

Amid wails, tears, pro-freedom slogans, Danish was bid adieu and laid to rest.

At least six civilians were injured in Ladoora and Nadihal areas of Baramulla district this morning.

Locals of Nadihal alleged that the army personnel from the camp had been doing rounds of the area for last many days.

“The area is majorly associated with fruit business and army was pushing us to do business during day time,” the locals said.

“Because of the shutdown and curfew we would finish our work early morning, but army men disliked it and threatened us of dire consequences,” the locals alleged.

Interestingly, this morning, when traders reached Fruit Mandi Sopore for fruit business, army intercepted them.

“Start your work after 9 am,” the army personnel had directed the traders.

Reports said that after traders resented the move, protests erupted, and clashes ensued. At least five traders were injured by pellets.

“This is a fruit season and we would finish business from Mandi before 6 am in these days given the shutdown and curfew in Kashmir,” a trader said, “but today, army raided the Mandi.”

An army Casper was surrounded by protestors when police intervened and got it freed from them.

#Day54: Six Cancer Surgeries Performed at Special Clinic in Baramulla Hospital

Directorate of Health Services Kashmir (DHSK) in collaboration with Sher-i-Kashmir Institute of Medical Sciences, (SKIMS) organized a special clinic at District Hospital Baramulla which was inaugurated by Dr Saleem-ur-Rehman, Director Health Services Kashmir on Wednesday.

A team from SKIMS headed by Dr Altaf Gauhar Haji (HoD, Surgical Oncology, SKIMS) including Dr Sheikh Zahoor, Dr Ab Wahid and Dr Azhar Jan performed a total of six cancer surgeries which were listed earlier, a statement issued by DHSK said this afternoon.

The team was assisted by the Surgical Unit of District Hospital Baramulla consisting of Dr Afaq Shwerwani, Dr Shakeb Ahmed, Syed Asgar, Nazir Changa (Theater Assistants).

Follow up of 25 patients who were operated upon for various cancer surgeries at SKIMS was also done.

On this occasion, the statement informed, live operative workshop with regard to the cancer surgeries was also organized in which various medicos and paramedics of the hospital participated.

Director Health Services, Kashmir while speaking on the occasion expressed his gratitude to Director SKIMS Prof A G Ahangar, Dr Altaf Gauhar Haji and the Department of Surgical Oncology, SKIMS for collaborating with DHSK in performing cancer surgeries at peripheral hospitals.

He also appreciated Dy MS DH Baramulla Dr Syed Masood in organizing the special clinic.

Director Health reiterated the need to work in tandem with SKIMS so as to enable the cancer patients to be operated upon at their doorsteps in their respective districts.

Director Health took a review meeting also wherein all health administrators of District Baramulla were present.

Chief Medical Officer Dr Bashir Chalkoo apprised the director about detailed health care scenario of the district Baramulla.

“Various issues were discussed threadbare and thrust was given on implementation of recently framed SOPs in letter and spirit,” the statement added. “The administrators were directed to come up with detailed action plan about Bio-Medical Waste Management and Disaster Management.”

At least twenty civilians were injured when forces fired pellets and tear gas shells on protestors in South Kashmir’s Pulwama district on Wednesday.

Local sources in Murran area of Pulwama said that some vehicles of Indo Tibetan Border Police (ITBP) were on way to Government Higher Secondary School today when they came under heavy stone pelting.

“ITBP personnel were to set up a camp in the school which was resented by the locals and protests erupted,” locals said.

“Forces fired tear gas canisters and pellets,” they said, “at least twenty civilians were injured in the forces action.”

They said that the injured were rushed to PHC Rahmoo and Rajpora.

“Two injured persons were brought from Murran to this hospital,” sources in district Hospital Pulwama said.

Condemning the killing of youth in Nadihal area of Baramulla district on Wednesday morning, the Kashmir Economic Alliance Chairperson Mohammad Yasin Khan who also heads Kashmir traders and manufacturers federation, said now the government was killing the people of Kashmir and business “with same bullet”.

“The youth was killed in government action as troops went berserk when earlier people were angry with the forces having stopped ferrying of fruit laden vehicles. This is a clear cut message that government wants to kill the people of Kashmir from all sides through all means,” Khan said in a statement issued by KTMF, he heads.

Khan said this while chairing a meeting with the business fraternity from South, central and North Kashmir areas including Islamabad, Pulwama, Shopian, Budgam, Pampore, Baramulla, Kakpora, Kulgam, and Tral.

Apart from traders, transporters, hoteliers, chemists, druggists, hoteliers and industrialists were also present.

While reiterating full support for the Hurriyat Conference’s protest calendar, Khan said, “New Delhi should read the writing on the wall and go for lasting solution of Kashmir through dialogue all with real stakeholders, particularly the Hurriyat leadership.”

“Any dialogue in the absence of Hurriyat (Conference) is futile,” he said addressing Prime Minister Narendra Modi.

Khan said that the all-party delegation visit to Kashmir will be “futile” unless the New Delhi takes Hurriyat Conference on board for dialogue.

Referring to PDP led government as “stooges remote controlled by Nagpur” he said, “the government speaks of schooling when our children have been blinded, hospitalized for wounds or arrested for torture by forces, who want to crush public sentiment through  use of force.”

“Use of force is no solution to Kashmir but honest dialogue can be,” he added.

Those who attended the meeting included Kashmir Transport Welfare Association, Kashmir Goods Transport Companies, J&K Contractors Committee, All Chemists & Distributors Association, the statement said.

Continuing its crackdown on pro-freedom rallies in South Kashmir, forces on Wednesday raided at least three venues.

Many civilians were injured in forces action while protestors continued to show resistance.

Local populace has planned a pro-freedom rally in Karshangam, Siligam in Bijbehara today. However, local reports said that forces reached the areas early today, and had blocked the roads leading to the area.

“The forces did not allow us to hold the rally following which protests erupt,” a local said, “the forces used force to quell the protests but youths showed defiance and clashes erupted.”

Clashes were going on when last reports came in.

Another such a rally was scheduled in Katrusoo area of Kulgam district but forces raided the venue and damaged the stage set for speakers, locals said.

“Massive clashes followed the forces action,” they said, “and many were injured.”

Local sources said that at least ten civilians were injured in the forces action and were being locally treated.

In Khudwani area of Kulgam, hundreds of youths joined by those from Qaimoh marched towards Srinagar-Jammu highway but were stopped mid-way.

Forces fired tear gas shells and pellets on the protestors.

Sources in PHC Qaimoh said that at least ten civilians who were injured in forces were being treated at the health facility.

It is a bizarre situation in North Kashmir’s Bandipora district on Wednesday.

On Monday and Tuesday, Kaloosa area of the district witnessed massive clashes and many civilians were injured in the forces action. Youths had locked para-military forces in a government run 10+2 School in the area two days ago.

However, today, it was announced in the area there “there is no curfew”.

“I am unable to come out of my home,” a local said, “I could see through my window at least three cops manning each house in the area.”

The locals said that while cops have forced people to stay inside their homes, CRPF is manning the main roads.

“It is complete lockdown here,” the local said.

Meanwhile, protests erupted in main town Bandipora where youths came out on roads holding pro-freedom protests.

Forces fired tear gas shells to disperse them. The area is observing complete shutdown.

Correspondent reports said that protests erupted in Aarhama area of the district when forces came to “clear the road blockade”.

Five persons were rushed to district hospital Shopian where they were given first aid.

“Two of the injured have been rushed to a Srinagar hospital,” hospital sources said. “One of the two has been hit in eyes.”

Following nocturnal raids, clashes erupted in parts of South Kashmir’s Islamabad district on Wednesday morning.

Correspondent reports said that forces raided SK Colony and Anchidora areas in the intervening night of Tuesday and Wednesday.

“The forces came thrashing and damaging private property,” locals said, “they were looking for some youths who were not present in their homes.”

The reports said that people from whole area came out on roads holding anti-India and pro-freedom protests.

“Two persons whose sons forces were looking for were arrested,” reports said.

Early today, youths came out on roads holding massive demonstrations and condemning the forces action.

“Soon, forces appeared on the scene and clashes erupted,” report informed. They said that forces lobbed tear gas canisters to disperse off the demonstrations.

Meanwhile, youths have come out on roads in Janglat Mandi area of the district and are holding protests.
