Entrance Exam for MBBS, BDS on July 31: BOPEE

BOPEEThe entrance test for MBBS and BDS courses will be conduct by the Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) July 31.

All those students who had applied previously for JKCET need to apply afresh for the test, a BOPEE official informed.

“Everything needs to be done afresh, including application. Everyone, whether or not he/she had applied for JKCET will need to apply if they are interested in appearing for MBBS and BDS entrance,” he said.

He said that the date of exams has been fixed as July 31st, 2016. “The application forms will be available either from Tuesday.”

He informed that the examination would be conducted in a single day, with forenoon session having Physics and Chemistry paper and afternoon session having Biology paper. “The syllabus and pattern of exam remains unchanged.”

Applications will be entirely online and available for a period of 10 days. “We will have to fast-track the whole process so that students don’t suffer due to unnecessary wastage of time,” he said.

Chief Minister Ms Mehbooba Mufti reached South Kashmir’s Islamabad district early Wednesday and is filing her nomination papers for the assembly seat.

Islamabad assembly seat fell vacant with the demise of former CM, late Mufti Mohammad Sayeed. CM Ms Mehbooba is sitting Lok Sabha lawmaker from South Kashmir.

Sources said that Ms Mehbooba is accompanied by her senior cabinet colleague A R Veeri besides, Sartaj Madni, M Ashraf Mir, Nazir A Laway, Farooq Andrabi and Youth president Waheed Ur Rehman Para.

Ms Mehbooba will be facing NC’s Iftikhar Misger, Congress’ Hilal A Shah and Independent Er Sheikh Ab Rasheed.

The Islamabad assembly seat will go elections on June 19 and counitng will be done on June 22.

The lower house of the state legislature was informed on Wednesday that the number of female patients is increasing at the Kashmir’s only Psychiatric Hospital at Kathi Darwaza in Old Srinagar.

Raising the issue during question hour, nominated lawmaker by ruling PDP Anjum Fazili, sought attention of her government on the issue.

“Cases of domestic violence are increasing and what is government doing on proposed shelter homes for the victims,” she said addressing Social Welfare minister, Sajad Gani Lone.

The shelter homes for domestic violence victims was announced by late Mufti Mohammad Sayeed last year in the house. “Because the daughter-in-laws who are victims in such cases are not able to go back to their in-laws homes, so this is a grave issue and needs to be tackled on priority basis.”

Anjum Fazili claimed that the number of female patients is increasing to that of male number in the Psychiatric hospital. “Does that mean domestic violence is increasing,” Fazili asked the minister. Lone replied that he will “look into the issue”.

Speaker Kavinder Gupta on Wednesday ruled that all the SROs issued by the Finance Department in follow up to the budget announcements should be withdrawn. He was responding to intense debate by the opposition that no orders can be issued on basis of the budget proposals unless the house passes the budget, slated for Thursday.

Leader of Opposition and National Conference leader, Omar Abdullah took up the issue as the house resumed for question hour. He accused the government of “violating the house rules and demeaning the chair”.

As soon as the lower house of the state legislature resumed business this morning on day 7th of current 2016-17 J&K Budget Session, Omar Abdullah intervened and asked Finance Minister as “how SROs with regard to budget presented on May 30 were issued on May 31 without being passed by the house?”

“We know you have numbers,” Omar said addressing FinMin Economist Drabu, “but you have violated sanctity of the house. You could have passed budget easily.”

Addressing speaker, Omar said, “why have you invited us here. We could have used this time in our constituencies. You are wasting our time,” he said waving a “file of SROs issued by PDP-BJP government and uploaded on its official website”.

Responding to claims, FinMin Drabu said, “we have not done anything wrong. We have only continued the practice of Union Government which issues the SROs only the day when budget is presented (in Parliament).”

To this, independent legislator Er Sheikh Ab Rasheed told FinMin, “what are we doing here? Are we daily wagers? What have we to do with their (Union Government) budget?”

The reply of the FinMin forced Opposition members to stand up from their seats and lash out at Ms Mehbooba led government for “following PM Modi in every matter”.

While all this was happening, Udhampur MLA engaged in verbal dual with BJP J&K Head and Jammu-West MLA, Sat Pal Sharma. “You have violated all rules,” Pawan Gupta told Sharma. Gupta was MoS Finance in Mufti Sayeed led government for 10 months in BJP share. Gupta and BJP parted ways later.

As the ruckus continued, Speaker Kavinder Gupta intervened. “All the SROs be withdrawn till 2016-17 budget is passed by this august house,” he directed J&K’s PDP-BJP Government.’

Chief Minister, Ms Mehbooba Mufti Tuesday hailed the initiatives taken by the State’s Education Department, which, she said, have started showing positive results on the ground.

“We must give due credit to not only the authorities in the Education Department but our talented teachers as well, who have, with fresh resolve, taken up the mission of turning around the educational scenario in the State,” the Chief Minister said while replying to the discussion on the Motion of Thanks on Governor’s address in the Legislative Council today, an official spokesperson said this evening.

The Chief Minister said she was pleased to know that around 45 students enrolled at CM’s Super-50 tutorials have this year qualified prestigious Joint Entrance Examination (JEE) for admission to IITs and NITs across the country. “It is only because of the dedication of our talented teachers and hard work of our students that we could achieve this feat,” she said and added, “in the coming years more and more students from the State are going to make a mark at the national level, as a new movement is on in the education department to put the state’s academic scenario into new, dynamic and refreshing mould.”

“We should not be scared of facing NEET or for that matter any other such examination, as I am confident of the capabilities of our youth who are now qualifying prestigious examinations like IAS, IAF, IPS etc every year and are making a mark at the national level,” she said.

The Chief Minister also commended the Education Department for making a unique and successful intervention by providing free tuition to the students of 10th and 12th classes during winter vacations. “I am told that 1.60 lakh students have availed of this facility in Kashmir valley and we are now going to launch this initiative in Jammu division as well during the summer vacations,” she said.

She urged the Education Minister, Mr Naeem Akhtar to continue with his efforts in turning around the educational sector with innovative initiatives which has already started a new discourse in the state.

University of Kashmir (KU) Vice Chancellor, Prof Khurshid Iqbal Andrabi, will be heading Institute of Kashmir Studies (IKS) from June 1, 2016, as well.

“The order in this regard was issued on Tuesday (May 31, 2016),” an official said. “The Vice Chancellor will himself be the director of the IKS in addition of his own charge.”

This marks the end of Dr Gul Muhammad Wani’s three year stint as Director IKS. He is expected to join his parent department, Political Science, from June 1. “It was Wani’s personal choice,” an official quoted the order issued by the Vice Chancellor.

The IKS, a distinct department at the KU Hazratbal campus, has students from across South Asia. It offered research programs, including MPhil and PhD, besides MA Program.

However, research programs have been stopped and currently third batch is studying ‘Kashmir and South Asia Studies’ as part of their MA course, designed by Prof Sidiq Wahid, IKS former Director.

In the first batch, which started in 2013, fourteen students including one Bangladeshi national completed MA degree while in second batch graduating this year, 22 students including nine foreigners from Bangladesh, Nepal, Bhutan and Afghanistan completed their MA program. In the current batch, five foreigners are pursuing MS course from the IKS. Besides a Bangla national is a PhD scholar at the Institute.

With an intake capacity of 30 students a year, the Kashmiri students have expressed disappointment as authorities have not yet started research programs in the Institute. “So far over a two dozen students have completed their MA program in Kashmir and South Asia Studies but the IKS has failed to take any initiative to make a case for our research program (MPhil/PhD),” a student who graduated from the IKS in March 2016 said.

“We are hopeful the Vice Chancellor, who is seen as pragmatic when new initiatives are taken up, that he will take our case on priority,” a student said.

Notable to mention, the IKS has an MoU with Jamia Millia Islami New Delhi and students are supposed to study two semesters of their MA Program for the New Delhi based University. So far, MA second batch of the IKS only studied semester at HRD centre of Jamia while third batch has recently returned from Union capital after finishing their second semester from Jamia.

“The foreign students receive monthly scholarships from South Asia Foundation (SAF) while Kashmiri students pay from their own pockets,” a student informed. SAF has an MoU with KU wherein it finances only foreign students of the IKS. 16 foreign students from SAARC member nations are supposed to get admission every year to study two year MA program.

All Parties Hurriyat Conference (g) chairperson and octogenarian Syed Ali Geelani Tuesday prayed for speedy recovery and good health of Mian Mohammad Nawaz Sharif, the Prime Minister of Pakistan.

Nawaz Sharif is going through open heart surgery in London.

“The whole Kashmiri nation is sending well wishes for him and wants to express their sympathy with the (Nawaz) family,” Geelani said in a statement this evening.

In an e-mailed message to his Sharif’s Kulsum Nawaz, his daughter Maryam Nawaz and brother Shahbaz Sharif, Geelani said, “I happened to meet him (Nawaz Sharif) in Saudi Arabia and I was very impressed with his humble and polite character.”

“I pray to Almighty Allah for his early and speedy recovery from the open heart surgery,” Geelani added in the message.

Geelani said that the Islamic Republic of Pakistan, its government and the head of the country “has a special status for the Kashmiri nation and after Almighty Allah, this country is the only visible support for us who helps us and highlights our miseries in the outer world”.

KU Inks Pact with Chanakya Academy on IAS Coaching

University of Kashmir on Tuesday signed a Memorandum of Understanding (MoU) with New Delhi-based Chanakya IAS Academy to train civil services aspirants from Kashmir.

The coaching programme shall be undertaken by the Academy in collaboration with the University’s Centre for Career Planning and Counselling (CCPC), a varsity statement said this evening.

The pact was signed by University’s Registrar Prof Musadiq Amin Sahaf, and A K Mishra, Managing Director of Chanakya Academy.

Vice-Chancellor Prof Khurshid Iqbal Andrabi, who inaugurated a seminar ‘Art of Success’ during the MOU-signing event, said the University is committed to provide right atmosphere for J&K’s civil services aspirants and have them guided and taught by reputed experts from mainland India.

“University is in the process of commissioning the new state-of-the-art building of CCPC which shall take care of logistic and infrastructural needs of civil services aspirants, and aspirants for other competitive examinations as well,” he said.

Protests on Friday: ‘Resisting Conspiratorial Designs Jointly is Need of Hour’

Chairperson of Jammu and Kashmir Liberation Front (JKLF), Mohammad Yasin Malik on Tuesday said that resisting “conspiratorial designs of India and its Kashmiri stooges jointly is need of the time”.

According to a JKLF spokesperson, Malik in his message sent from central jail said, “This is the struggle of our very survival and no Kashmiri can show neglect this resistance.”

“The communal harmony of Kashmiri Muslims is exemplary but today so-called rulers for their lust of power have started abusing us of being killer cats,” he said.

Malik said, “this statement is disgraceful not only for Muslims but for our Pandit brethren too who have been dubbed like agents by same ruler.”

He appealed people to follow all joint programs and keep on resisting anti-Kashmiri designs peacefully.

Meanwhile, JKLF spokesperson said, “conspiratorial designs to change demography of JK turn majority into minority, harm the historic religious harmony by constructing walls of hatred for Kashmiri Pandits and oppression unleashed against Jammu Muslims are not acceptable and no Kashmiri can tolerate these silently.”

“When so-called rulers instead of answering about these matters, dub Kashmiri Muslims as cats (killers), how can one stay silent,” he said.

He said, “people of Kashmir will hold peaceful protests against these conspiratorial agendas of so-called rulers, spree of arrests and house arrests especially arrest of JKLF chief and shifting him to central jail Srinagar and house arresting Hurriyat Conference (g) chairperson Syed Ali Geelani and Hurriyat Conference (m) chairperson, Mirwaiz Umar Farooq on Friday 3rd May 2016 after Friday prayers. Black flags will be also hoisted and waved throughout the valley against oppressive behaviour of India and its Kashmiri stooges on the same day.”

Fee Waiver for Girl Child to be Implemented from Monday: Govt

The PDP-BJP Government Tuesday said that the fee waiver for girls in all government schools will be implemented from Monday, when it was announced in the Budget 2016-17.

Minister of State for Education Priya Sethi said in the Lower House today that the education for girl child in schools is completely free.

“It was not free as minimal fee was charged from the students. From yesterday (Monday), it is now completely free,” Sethi said, in reply to Davender Singh Rana.

NC leader and MLA Nagrota, Rana questioned announcement made by the government in the Budget tabled by the finance minister Dr Haseeb A Drabu. “Fee is not being paid by the children even today,” Rana said, while pointing toward Priya Sethi, who nodded.

However, the MoS later rose up from the Treasury Benches, saying that the minimal fee was paid by the students.

“It was never free. Rs 56 were charged for students till primary and 100 till Middle. But from yesterday, it is now completely free,” she said. (KNS)

Opposition National Conference Tuesday termed the Budget as “fairy tale” and a “wisely” presented document by the government.

NC Legislator from Nagrota, Davender Singh Rana, who is also provincial president of NC’s Jammu wing, while speaking during the discussion over the Budget, said that it was basically the “intelligent mind” of the finance minister.

Addressing Finance Minister Dr Haseeb A Drabu, Rana said that “lot of sensationalism has been made in the budget”.

Drabu presented the Rs 64,669 2016-17 Budget in the Lower House on Monday, in which besides a number of welfare schemes for women, boost to IT companies and several steps for hoteliers and industries have been announced.

Rana said that the budget was “diversionary tactic” which was presented by the finance minister as a “beautiful story” in a “good piece of literature”.

“House is waiting for the promises you have made in the last Budget,” Rana said in the House.

“You have presented the Budget in a very wise way. It is a pure truthful statement from finance minister that the government has done nothing in the last one year,” he said.

Rana said that “no forward movement” has been made about regularization of casual labourers in the Budget.

“Move ahead of the framework of Omar Abdullah led NC-Congress government on regularization of the casual labours,” he said.

On the 7th pay commission, Rana said that the government must implement the commission recommendations when the Union government implements it across India.

“What debate? It is a commitment to the employees for their work. They need to be paid their salary. We don’t need to have debate on it. Implement the 7th pay commission when it is implemented across India,” he said.

The NC leader said that the government should not “surrender” to GST regime.

“Surrendering to GST will be a great tragedy. You are a champion of Kashmiriyat and Kashmiri culture. So, please don’t prostrate before GST,” he said, while directly referring to Drabu.

At Farewell, Director SKIMS faces ‘Tumbakhnari Protest’

It was a day of recollecting memories as Director SKIMS was being given a farewell party on Tuesday in the Institute campus. However, the emotional scenes were intermittently getting disturbed as non-gazetted staff resorted to “tumbakhnari protest”.

Director SKIMS, Dr Showkat Zargar, is attaining age of superannuation on June 3. On Tuesday, he a function was held in his honour by the faculty of the tertiary medical institute.

Reports and witnesses said that some sections of the non-gazetted staff of the institute held a demonstration by playing Kashmiri musical instrument as part of their “protest against the director”.

“During his stint as director,” a staffer said, “Dr Zargar was very harsh with non-gazetted employees.”

The reason behind todays’ protest, insiders said, “the director has negated all the demands of the employees.”

“The president of the union was transferred to SKIMS Bemina from Soura for his differences with director,” the staffer quoted an incident.

“Majority of the SKIMS employees are happy to see him off from the office,” they said. Director Dr Zargar’s stint is marred with controversies.

However, on one hand he may have been harsh to his staff, he is credited for his role in renovating the accident and emergency section of the Institute. “The services in the institute are comparatively better than four years ago,” Mushtaq Ahmad, an attendant with a patient told Kashmir Life.

Under State Marriage Assistance Scheme, State Spent Rs 2 Crore, So Far

Jammu and Kashmir Government Tuesday presented figures regarding the State Marriage Assistance Scheme.

In total, state tackled 612 cases and spent more than Rs 2 Crore, the information was shared by government in JK Legislature on May 31, 2016 in a written reply.

Of these most of the marriages for poor brides, 129 have been solemnized in South Kashmir’s Islamabad with an expenditure of Rs 48, 37,500.

Besides, 86 cases, Rs 33,97,000, from Udhampur; 82 cases, Rs 31,57,000 from Jammu; 76 cases, Rs 29,26,000 from Ramban and 56 cases, Rs 22,26,350 from Srinagar have been spent under SMAS.

The scheme was proposed by late Mufti Mohammad Sayeed, after a joint consent of cabinet in December 2015. Pertinently, the scheme was framed in 2013-14 vide order no. 02- SW of 2014 dated 02-01-2014.

The scheme was implemented to provide financial assistance for the marriage of poor girls who are not in a position to marry due to financial constraints. The unmarried girls, above 18 years, belonging to BPL family receive a cash assistance of more than Rs 30,000 and cost of few grams of gold at the time of their marriage.

The scheme is implemented by the department of social welfare.

Strongly condemning the continuous imprisonment of Mohammad Yasin Malik, Shabir Ahmad Shah, Nayeem Ahmad Khan, Altaf Ahmad Shah, Ayaz Akbar and Yasmin Raja for last seven days, Hurriyat patriarch Syed Ali Geelani Tuesday lashed out PDP-BJP combine for “caging” separatists”.

“Ms Mehbooba Mufti and her RSS colleagues are trapped in a misunderstanding that by caging the pro-freedom leadership, they will succeed in implementing the Nagpur agendas in Kashmir and they will face no resistance,” Geelani said in a statement issued this evening.

“Every Kashmiri understands that the Sangh Parivar with the help of PDP has started a dangerous war against their existence, individuality and their Muslim identity. Any carelessness on the part of Kashmiris at this crucial time will have serious consequences and they will become strangers in their own land,” he said.

While lashing out at the PDP ministers and MLAs, Geelani said, “they are becoming the facilitators of the RSS and the Sangh Parivar and are earning a tag of traitors for themselves and for their families for the few days of power. If any of them would have their conscience alive, s/he would have definitely asked his woman president that where is she taking them and what secret deal has she signed with Ram Madhav?”

“A few ‘Ikhwani’ type ministers of PDP are fully aware of the secret pacts with the Sangh Parivar and others are just following the orders and are playing a role of ‘silent spectators’,” he added.

The octogenarian leader said, “the RSS and the Sangh Parivar can’t become friends of anybody particularly with Muslims and that too a Kashmiri. They will use the PDP for some period and then they will find their place in dustbin.”

“The shutdown or the protest programs are not our hobby but it is the only option available with us to communicate our concerns,” he asserted. “The joint protest program of the pro-freedom leadership will continue and if the plan of proposed Sainik and Pandit colonies is not dropped, a joint resistance program will soon reach the people,” he added.

Appealing people to hold peaceful protest demonstration on 3rd June Friday and hoist black flags on this day, Geelani said, “it is the ‘Do or Die’ like situation for the Kashmiri nation and they can’t effort to ignore it in any way.”

The authorities of the University of Kashmir Tuesday “thwarted” the seminar titled: “Sexual Violence: India’s Weapon of War in Kashmir”, students of the varsity said.

The seminar was organized by the students of the varsity in remembrance of slain Asiya and Neelofar of Shopian.

One of the students, while speaking to Kashmir Life, said, “We had been promoting the event on social media for last couple of days. We even distributed the pamphlets in and outside the varsity to encourage mass participation of people in the event.”

However, he alleged, “The students who were involved in it were threatened by the varsity authorities and even local police.”

The students said that their parents were also called by the university authorities. “But it didn’t deter us. We kept campaigning for the event.”

However, the students said, “this morning the VC circulated a notice to the departments stating that all the students must be in their departments and the VC may inspect them anytime.” “It was to keep the students away from the event,” they claimed.

“It was a dirty tactic of the VC,” said an angry student.

Later, the students said that a large contingent of police and proctorial staff “cordoned” the venue, Iqbal Library Lawn, and asked the students who had assembly there to leave.

“We were told that there were VVIP visit today,” another student said, “The CM was scheduled to felicitate the recent IAS qualifiers in the varsity,” he added.

However, “later the students assembled in the lawn for 10 minutes and were forced to leave”.

Terming the “anti-Kashmir” policies of the state’s ruling class, ban on peaceful activities of the resistance leadership and arrest spree as dictatorial, All Parties Hurriyat Conference (m) said the way they were taking decisions “against” the Kashmiri nation’s political and economic interests and “bartering” Kashmiri’s resources to New Delhi for staying in power, “it had become incumbent upon the people and the resistance leadership to stage protests against it”.

A statement of APHC-m issued here said, “PDP-BJP coalition government was implementing anti-Kashmiri policies and under the garb of setting up of Sainik colonies, separate townships for Kashmiri Pandits and New Industrial Policy and at the same time clamming themselves as representatives of Kashmiri people were actually working toward the mission of making Kashmir a colony of India in every respect.”

Appealing people to make the programme of the “united resistance leadership” of staging peaceful protests and hoisting black flags after Friday congregational prayers a success, the APHC-m statement said, “this would send a message against these anti-Kashmir policies of the government.”

Condemning the continued arrest of Jammu Kashmir Liberation Front (JKLF) Chairman, Muhammad Yasin Malik at Central Jail, Srinagar and detentions and house arrests of several other resistance leaders and activists, the APHC-m statement said, “these undemocratic tactics would not be able to cow down the resistance leadership.”

National Conference on Tuesday termed the 2016 State Budget presented by Finance Minister Dr Haseeb A Drabu as “mediocre and disappointing” and said it “lacked” imagination and empathy.

National Conference Spokesperson Junaid Mattu said the only “saving” grace in the budget speech was a “newly discovered, misplaced sense of humour” by a Finance Minister who “remains indifferent” towards the misery and sufferings of hundreds and thousands of flood victims in the State.

“Dr Haseeb Drabu’s famed magic wand has failed to deliver for the second time – and on both these instances our flood victims have been the worst sufferers of his flawed priorities. This budget – as expected – is an unimpressive cosmetic exercise to claim credit where none has been duly earner and has only catalogued this government’s irresponsible and indifferent attitude. Seems like Dr Drabu was too busy focusing on monthly  tea allowances for Cabinet Ministers and waiving non-existent fees as tributes to flatter the Chief Minister than to actually remember how his party had promised the ‘complete, just and dignified’ rehabilitation of flood victims,” the NC Spokesperson said in a statement issued from Party Headquarters in Srinagar.

The NC Spokesperson lashed out at the PDP-BJP Government for “choosing” to penalize the Tourism Industry when it should have rather helped tourism players to revive their businesses after the devastation of 2014 floods.

“The Finance Minister has decided to increase the aviation turbine fuel levy up from 20 to 25 per cent and this will directly hit the tourism sector in the State and result in in. The increase in aviation fuel levy will increase travel costs and reduce the inflow of tourists into the State. There are also apprehensions that this step would force carriers to reduce number of flights coming into the State – ironically at a time when the State Government should have focused on incentivizing and facilitating an increased connectivity to boost tourism – a practice adopted to great success in other tourism destinations. The Finance Minister has humiliated the tourism sector players by going completely against their pleas to come to the rescue of the tourism sector. As an effective measure to help the Tourism Industry to achieve an economic revival after the 2014 floods, the Finance Minister should have accepted the demand of giving industrial benefits in terms of subsidies and tax waivers to the Tourism Industry,” the NC Spokesperson added.

“The Finance Minister has failed to acknowledge the severe distress in the Horticulture Sector and has ignored repeated suggestions from horticulturists and orchardists to take decisive steps to alleviate their grievances. Horticulture forms the backbone of our economy along with Tourism and the Finance Minister has ignored both these sectors in the Budget. Similarly the Finance Minister has failed to address the decline in the saffron exports. There is no mention of artisans – nor any specific initiatives to facilitate their empowerment,” the NC Spokesperson further stated.

The NC Spokesperson also expressed disappointment on the “complete and conspicuous absence” of any initiatives to tackle growing rates of unemployment in the State.

“The PDP-BJP Government has already abandoned visionary self-employment and skill-development schemes of the previous Omar Abdullah-led Government. They have failed to announce schemes and packages to train our unemployed youth as per the demands of the job market. There is a dire need to increase employment outcomes for our youth and this Government has yet again failed on that front. This is an anti-youth Government that has scant regard for the dreams and future of our youth,” he added.

“The Finance Minister’s refusal to spell out a time-frame for the return of power projects – modalities for which he claims are being drawn out – is a reminder of this Government’s lies and U-turns. The Finance Minister should openly state that the Union Power Minister is lying when he says no power projects will be returned to the State. You cannot remain silent in deference to the Union Power Minister when he categorically refuses to even consider your demands and then make such contradictory claims in the Legislative Assembly to save your skin,” the NC Spokesperson added.

Hurriyat patriarch Syed Ali Geelani Tuesday called for peaceful protest demonstration on 3 June Friday and hoisting of black flags everywhere particularly at district and Tehsil headquarters of the Valley against the “deceitful tactics” of PDP-BJP government regarding the creation of separate colonies for retired Indian army personnel and the Kashmiri Pandits in Valley.

All Parties Hurriyat Conference (g) chairperson Syed Ali Geelani said, “the authorities in an insensible way has identified the lands in Budgam, Baramulla and Bandipora districts for the purpose of establishing the proposed Sainik and Pandit colonies and the government is trying to keep the public in dark about the issue and are spreading lies in this regard.”

Cautioning that if Ms Mehbooba Mufti led government will not “stop to follow the RSS agenda in Jammu & Kashmir and doesn’t shun its proposal of Sainik and Pandit colonies”, Geelani said, “the pro-freedom leadership will jointly start a protest campaign against this and will resist the aggressive policies of the Sangh Parivar at any cost.”

Chief Minister, Ms Mehbooba Mufti Tuesday said the ‘Agenda of Alliance’ outlines a comprehensive roadmap for PDP-BJP coalition government and it will be implemented in letter and spirit to address the challenges confronting Jammu and Kashmir.

“I am confident that if we succeed in implementing the ‘Agenda of Alliance’, it will take care of most of the problems facing J&K, faced as it is with decades long political uncertainty, economic deprivation, development deficit, unfulfilled aspirations and mounting unemployment,” the Chief said while winding up the discussion on Motion of Thanks on Governor’s address in the Legislative Council today.

Ms Mehbooba said PDP has entered into an alliance with the BJP to seek in accordance with the ‘Agenda of Alliance’ national reconciliation on the political and economic challenges confronting Jammu and Kashmir.

She said the purpose of this alliance is to catalyze reconciliation and confidence building within the State and across the Line of Control (LoC) to create an enabling environment for sustainable peace, all round economic development and prosperity of J&K.

“I assure this august house that we would continue to pursue implementation of this agenda with unflinching consistency to address the enormous challenges confronting J&K,” she said.

The Chief Minister said Mufti Sahab had a vision that given the decisive mandate enjoyed by Narendra Modi, the Government of India, under his leadership, would take effective and realistic steps to address the political, economic and administrative challenges confronting J&K.

“Mufti Sahab’s vision was not only to bring the people of various regions within the state closer to each other, but to bridge the trust deficit between J&K and the rest of the country and that is why he joined hands with BJP to carry through this enterprise of hope,” she said and added it’s not about the BJP and PDP, it is about an inclusive government which will strive towards pulling J&K out of the morass.

“When National Conference entered into an alliance first with BJP and then with Congress, they had no agenda, except distribution of ministries and greed of chair. But we have a clear agenda, the elements of which have been even endorsed by the Congress in the PM’s Working Groups reports formed by then Prime Minister, Dr Manmohan Singh. We can take out state from its present turmoil if we all join hands to implement this agenda of alliance,” she said.

Ms Mehbooba said the issues like unshackling the potential of the state by opening more points on LoC, banking facilities, strengthening of Article 370, wresting land from the security forces, etc. have been a part of mainstream discourse for decades. “Former RBI Governor, C Rangarajan, Vice-President Hamid Ansari, MK Rasgotra and N C Saxena were part of the Working Groups appointed by the then Prime Minister Dr Manmohan Singh who had agreed on all the political, economic, security and cross-LoC confidence building measures. They unequivocally agreed that the Armed Forces Special Powers Act (AFSPA) has to go and it will go. We have hope that the leaders at the Union Government level have understood the ground realities in J&K and they want to improve the situation,” Ms Mufti said.

“Such issues have been raised by all the political parties in Jammu and Kashmir, at some point in time, but they have failed in making any forward movement. Your criticism of PDP-BJP coalition government rings hollow given your own past performances. You have done nothing to consolidate the peace efforts initiated between 2002 and 2005 under the leadership of Mufti Mohammad Sayeed. We are again starting from zero and by raising these issues now, you are trying to vitiate the atmosphere. If we are doing anything good for the state, you should support us,” she told the opposition.

Hitting out at the former NC leaders, Ms Mufti said they bartered the resources of Jammu and Kashmir for power, “When Omar Sahab became the External Affairs Minister, what was his agenda. You joined hands with the BJP and what did you get in return? You gave away our power projects in lieu of power and chair. You should tell this house why you joined hands with them at that time. Show me a document that you had with the BJP that your party will deliver on such and such issue. We had a charter for 2002-2005 government and we have a similar agenda in this government,” Ms Mufti said.

Defending her party’s alliance with the BJP, Ms Mufti said the mandate thrown up by the 2014 Assembly Elections was seen as a historic opportunity by her late father, Mufti Mohammad Sayeed, to join the culturally distinct Jammu region and Kashmir Valley.

“The Agenda of Alliance is a big challenge for our government. When Sheikh Mohammad Abdullah in 1947 joined hands with India, it was a tough decision. When Mufti saheb joined politics, there were slogans of Rai Shumari and even the mention of mainstream politics was seen as blasphemy. But my father was impressed by the composite culture of India and its democratic values during his student days in Aligarh. He could see how the poor and marginalized were empowered to chose or dethrone the Prime Minister which impressed him. He was a farsighted person and his decision to join a democratic party was right one,” Ms Mufti said.

She said her late father’s biggest hope was in India’s democracy. “He formed PDP to evolve a strong opposition in Jammu and Kashmir. It was this decision which strengthened the democratic values of our state. But the mandate of 2014 Assembly Elections gave few options. We could have avoided the mandate of Jammu. Congress and NC offered us support and I am thankful for that. But the mandate from Jammu was strong. Could we have overlooked the mandate of people of RS Pura who elected Mufti saheb. We could have done it for the sake of chair but we kept the interest of J&K in mind,” Ms Mufti said.

The Chief Minister said the decision to ally with National Conference and Congress could have proved a disaster for the state, “Such a decision would have repeated the situation of 1987. Syed Ali Geelani saheb and Abdul Gani Lone were part of this assembly but they chose a different path because the mandate of 1987 was dishonored. It was not an election. It was a conspiracy and the repeat of such conspiracy could have pushed the state into chaos. Much blood has been spilled since 1947 in Jammu and Kashmir. We didn’t want to spill more by disrespecting the mandate,” she said.

The Chief Minister said the separatist leadership claimed their political space without any intervention of the government during the 2002-2005 tenure of Mufti Mohammad Sayeed, “At that time, separatist leaders were jailed but we set them free. I encountered them during election campaigns. We talked to them. Umar Farooq and Bilal Lone spoke with Union Government. Militancy went down and ceasefire was implemented. It sparked the hope of a new dawn of peace but the unfortunate events after 2008 turned the tide against the peace efforts,” she said.

Hitting out at the Opposition for accusing the government of implementing the RSS’s agenda on Kashmir, she said such remarks reflect the “lack of faith among the Opposition members in their ideology which is deeply secular and plural”.

“Even Pandits swear by the name of Dastgeer saheb and Rash-Maili saheb. Those shrines are sacred and no one has returned empty handed from them. No power on earth can dilute our secular ethos,” she said.

Reacting to the Opposition’s charges over ‘Cat and Pigeon’ remark’, the Chief Minister said her statement has been distorted by the Opposition and media to project as if every Kashmiri is a militant. “My remarks were distorted. Kashmiri Muslims are fed up with violence. Kashmiri Pandits aren’t afraid of Kashmiri Muslims. They are afraid of those who perpetrated Wandhama Massacre. Who killed Abdul Gani Lone? Who shot Mirwaiz Mohammad Farooq? The workers of Congress, PDP, NC and BJP are living with security. Should we not then provide a sense of security to Pandits? We have to make them comfortable. Unless they get confidence to go to their native places without security, they have to be provided proper residences in transit camps which will be inclusive with fifty percent reservation for migrants of other faiths. And to link these issues with Article 370 is completely misplaced,” she said.

On the issue of construction of Sainik Colony, the Chief Minister said the first Sainik Colony was built around 1964 in Samba and it was meant for state subjects. “Sheikh Abdullah inaugurated the colony. In March 2011, a meeting of Rajya Sainik Board took place followed by more meetings in 2012. In 2014, the meeting was attended by Omar Abdullah. Every meeting discussed that land should be provided and no final decision was taken. In my tenure also on April 21 a meeting was convened, again call for land, the Divisional Commissioner communicated to the board on May 18 that no suitable land has been identified. How can you say that there is confusion on the issue?” she said.

She said the Union Government has already cleared proposal for construction of two AIIMS in J&K which will come up in Samba and Awantipora. The Chief Minister said the New Industrial Policy will be revised to uphold the Constitution of Jammu and Kashmir. “Regarding the issue of Smart Cities, there is a process which is being followed. Earlier, there was provision for only one city from J&K. After our intervention, both cities have been approved. If they aren’t done, I will sit on opposition benches,” she said.

She said the UPA II circulated the draft of National Food Security Act and the then government under Omar Abdullah consented to the bill in 2011. “In 2015, we implemented the law only after Union Government decided to stop ration to state who don’t implement the new law. Backed by Mufti Mohammad Sayeed Food Entitlement Scheme, the NFSA will be implemented in J&K from July 1,” she said.

Charging at the Opposition for belittling the PDP-BJP government’s efforts for women welfare, Ms Mufti said the introduction of special buses for females and women police stations will empower womenfolk. “I have travelled in buses. A girl’s molestation in Handwara resulted in five killings. Thousands will die if the veil is lifted from the problems faced by women in public transport,” she said.

At the beginning of her address on Governor’s address, she thanked the opposition for their support after the demise of Mufti Mohammad Sayeed and their condolence messages. “When everyone was pointing fingers at me, Omar (Abdullah) saheb understood my situation and supported me and I thank him for that,” she said.

She assured the legislators that the issues regarding their accommodation, security and keeping provisions for including their issues in district and state plans will be addressed with utmost priority, “My father used to say that the real ideas and issues should come out in the Upper House. He used to say that those who have much more to contribute to the society are elected to upper house. I am not happy with the appearance of this house and we will see what the government can do to give it a facelift. Regarding the issue of your security and accommodation, the state has faced many problems after floods. We have ordered new cars and defunct cars are being repaired. I will ensure that all your problems are resolved,” she said.

Rashid Billa’s Property Seized

Following J&K High Court directions, authorities have seized property of Rashid Billa, an Ikhwani.

Court had in November 2015 ordered seizure of property against prime accused Rashid Billa involved in Saderkoot Massacre.

Acting on High Court directions, a party led by SHO and Tehsildar Kangan seized the property of Billa and another co-accused Muhammad Ayoub Dar of Hakbara, a news report said Tuesday afternoon.

On October 5, 1996, seven members of three families in Saderkoot-Bala, Bandipora, were killed by government gunmen—Ikhwan—“under the control of the13 Rashtriya Rifles”, camped in Manasbal.

FIR no 125/1996 has to date led to no arrests. This is despite the fact that eye-witnesses have clearly identified the government gunmen responsible for the massacre including “prime accused” Abdul Rashid Parray, alias Rashid Billa.

Master Verma

At a time when Pandit Township controversy is snowballing into a major crisis in J&K, a Kashmiri Hindu who stayed put in valley during turbulent nineties when his ilk deserted it has emerged a new role model in Kashmir’s educational sector. Today, Sanjay Verma is name whose style of schooling has made him a role model in Central Kashmir’s Ganderbal, reports Bilal Handoo

He recalls it a distress call that buzzed him on May 14, 2016. It came from a top cop informing this known Kashmiri Hindu of Ganderbal about passing of a Kashmiri Pandit in neighbouring Kullan. He was asked to inform the deceased’s brother in Jammu. “Go, throw his body in a river,” this is how Avtar Krishan Raina’s brother had responded when told about his sibling’s demise. Then, the man went to Kullan in Kangan for cremating Raina, where he stumbled upon something, putting both the brother and his likeminded at shame.

Raina, son of Nilkanth Krishan, was putting up in Kullan since 1984. Post-pandit migration from valley, he was the only person from his community who stayed put in the Muslim majority area. In 2004, he retired as an employee of Power Development Corporation. All these years, the locals say, Raina led a ‘peaceful life’ before a stroke some years ago crippled his health. It was his Muslim neighbours, who took care of the bed-ridden pandit till his demise.

The late unmarried pandit had four brother and two sisters, all residing outside Kashmir, as per locals. None of his siblings visited him despite Ganderbal authorities sending repeated word to them. When they failed their brother upon his demise as well, speculations started: So, this is how migrant KPs treat their non-migrant brethren!

But the episode and many such experiences had left nothing unimagined for Sanjay Verma – the Kashmiri Hindu from Ganderbal, who arranged Raina’s cremation with support of his Muslim neighbours.

Over the years, Verma has received many such calls, informing him about the demise of handful of pandits left in Ganderbal province. But that’s not what he is primarily famous for. His is an address to Ganderbal’s “experimental schooling”.

But before becoming Sind Valley’s “John Dewey”, Verma grew up watching his mother religiously teaching the village kids. His mother, late Vijay Lakhshmi Verma, was a known teacher in the region. After losing his ‘engineer’ father in childhood, he grew up at their Beehama Ganderbal home in sole company of his mother.

When KPs began deserting Ganderbal like other parts of valley during 1990s, the mother-son duo stayed put with a belief to put the home in order. “The mother would often say,” says Verma, sitting inside his office chamber overlooking his bustling school yard, “where would we go by abandoning our own home.”

It was time when a catchword doing rounds in Delhi was that the militants have been hounding non-Muslims in valley. But, the 43-year-old Verma says, they never faced any such experience. It was a proverbial Arcadian life for them as it used to be prior the gun rattle. “No one ever threatened us,” he says. “If truth be told, militants would hide their guns to regard my mother and would often stop by to greet her.”

Perhaps sensing how the majority community was passing through the tough times, the “mummy” then volunteered to teach their kids at her home. “She always believed that education is the weapon of the weak,” says her proud son. “Because of her selfless service, she still commands a great respect in Ganderbal.”

While busy mentoring the local kids, the late Vijay Lakhshmi sent her only son to Jammu’s GGM College to study science after he finished his schooling from Srinagar’s Tyndale Biscoe School.

Back home as gunmen killed 23 KPs in Wandhama Ganderbal on January 25, 1998, the family was again told to migrate by their relatives. But, they never paid a heed.

“My mother’s belief on her Muslim neighbourhood never wavered during her lifetime,” says Verma, beaming with smile. “So, there was no point to succumb to the manufactured threat. Besides, we knew how our Muslims neighbours were standing behind us like a rock.”

After completing college, Verma got enrolled in Company Secretary Course. But his “dream career” was cut short by her mother’s fatal accident on May 13, 2000 at Nigeen Srinagar. It forced him to return to valley. Verma remembers that some 10 thousand mourners had turned up for his mother’s last rites – “mostly her Muslim students”.

No sooner his mother’s ashes were immersed in waters, Verma’s relatives and friends suggested him to wind up everything from valley and settle down in any Indian metropolitan city. But Verma had other plans. “I had promises to keep,” he quips.

What he speedily did was going to give him sleepless nights for the next four years. He shelled out all his savings to level his plateau-type land near his Beehama home. But the facelift proved a costly affair. The authorities first didn’t give him an immediate nod. And when finally the approval came, the JCB charges (“then Rs 2000/hour”) forced him to trade his belongings. But results were still far away. Nearly 1400 days later, a flat ground was finally laid out for founding his dream school in memory of his beloved mother.

But the foundation stone faced hitch. He ran out of money, forcing him to sell his ‘adored’ jeep to raise some quick cash for constructing five rooms. From those rooms, he started the school naming after his mother: Vijay Memorial Educational Institute. The school established in 2004 had just seven students on its roll in its inception year. With paucity of human resource and finances, Verma along with his wife cleaned the school premises and taught the students himself.

His efforts were getting duly noticed in the province where his mother was known for her educational service. Next year, the roll rose to 70. “What people liked about my style of schooling,” he says, “was the individual attention given to each student. It is my USP. I can name and identify my student from his/her face only.”

In 2006, Verma opened a ‘unique unit’ for specially-abled students in his school where these kids are being trained to overcome their Achilles’ heel. “Unlike others,” he says, “we don’t mix all types of specially-abled students under one roof. There are dumb and deaf kids and then there are mentally-retarded ones. Everyone merits a unique treatment. It is better to create right atmosphere to enable these kids to express themselves than tutoring them like normal kids.”

The results are already there to see. Scores of such kids are now showing behavioural improvements, much to their parents’ and Master’s delight.

What has equally created name for the school is its ability to sweep the top slots in Class 8, 10 annual exams. Around 1000 students—equally known for grabbing top positions in various cultural, sports events—are currently enrolled in the school mentored by 35 teachers.

Keeping the ‘impressive’ track-record of the school in view, the education minister, Naeem Akhtar on his visit to Verma’s school in 2015 asked him to adopt one government school in Ganderbal. But what he faced immediately perhaps highlights a larger rot still plaguing government educational sector. “The moment I visited a local government for the purpose,” Verma says, “I was told how much money I would be paying for it. This is the mindset. Our problem is, we keep measuring everything in terms of money than quality improvement.”

But barring few hiccups, today, Verma is a proud man. He hasn’t only fulfilled his mother’s dream to setup a school, but also proved his detractors wrong who kept advising him to vacate the valley. The grandson of Bal Mukun Verma, an assistant accountant general in Hari’s Singh’s regime, is now being owned by those who ridiculed his initiative 12 years ago.

Amid glaring difference, Verma proudly recalls his community services, especially during 2014 floods: distributing relief, providing shelter to medicos and bureaucrats when city was marooned in troubled waters and arranging a marriage for a local deaf and dumb girl. “When I look back at past 12 years,” he says, “it makes me happy that I could contribute for my community in a meaningful manner and ended up being referred as a role model.”

The same ‘role model’ image often keeps him one call away whenever a non-migrants KP pass away in Ganderbal. On May 14, when the same call sent Verma to Kullan with his Muslim friends, he realised that it was a different situation.

Beneath Avtar Raina’s pillow, he found a written note, wherein it was written in broken English that his whole property be given to the brother, who had earlier dismissed his sibling’s death, thus: Go, throw his body in a river.

Days later, Verma received a call from Raina’s brother, inquiring: “Has my brother left anything behind?”

For Verma, who had freshly returned from immersing Raina’s ashes in a river, the query sounded atrocious—simply because, “here was the brother inquiring about the property of his demised sibling whom he abandoned upon his death”.

“Yes,” Verma told the Raina’s brother, “your brother has named you the only heir of his property. He has even left a bank balance worth Rs 6.80 lac for you.” Hearing this, Verma says, Raina’s brother felt ashamed.

But the fact was, says Verma, there was only Rs 80,000 in Raina’s bank account. “I cooked up the figure to make Raina’s brother realise that he should be ashamed of his treatment toward his brother. Hope, his likeminded also get the message.”

Late Sheikh Responsible for Miseries of Kashmiris: Rasheed

Awami Itehaad Party (AIP) chief and MLA Langate Er Sheikh Ab Rasheed Tuesday confronted National Conference leaders in Assembly, when Mohammad Shafi Uri during his budget speech started counting achievements of late Sheikh Mohammad Abdullah.

“If NC wants to take credit for some cosmetic work done by late Sheikh Sahib, let it not feel shy in confessing that NC leadership is responsible for creating Kashmir issue, as Sheikh Sahib  went on changing his stands and made nation confusing and vulnerable,” Rasheed said addressing Opposition benches occupied by the NC members.

“Rasheed’s remarks left NC MLAs red faced and all of them got up and started using rude and rough language against him,” a statement issued by Rasheed said this afternoon.

“Former speaker Akbar Lone even hurled abuses at Er Rasheed but this couldn’t impress Rasheed and he intensified his attacks on NC leadership,” the statement said.

“While NC wants to take credit for leading revolt against Maharaja but should not forget that Sheikh became a conspirator and helped Maharaja in allowing India to grab Kashmir and got power in return. It was none other than late Sheikh Sahib who surrendered his plebiscite movement in 1975 and shamelessly took over as CM on Congress’s support, forgetting that he was not only PM of the J&K when removed from power but had also made Kashmiris to sacrifice everything from 1953 to 1975,” he said.

He added that it was NC which still preferred to have Omar Abdullah in Vajpayee’s government despite the so-called Autonomy Resolution passed by Assembly was thrown in dustbin and accused that NC is “not sincere” in even talking about very minor developmental issues and their one point agenda is to come back to power.

Rasheed also raised strongly the issue of two Kashmiri families of Mohammad Suhail and Ghulam Mohammad Mir, who had came back from Pakistan via Nepal and have been detained by Seema Surakhsha Bal (SSB) since 27th May at Indo-Nepal border.

He appealed government to allow them to come back to their native places and added that they felt victim of previous governments so called Rehabilitation Policy.

Graduate Labourer turns Entrepreneur

A narrow dilapidated road, women washing dishes and clothes while kids having bath simultaneously under the single roadside public faucet.

Welcome to Hari Nara village located on the borderline of north Kashmir’s Baramulla and Bandipora districts. There is no public transport and most of the houses are old fashioned. But one thing that is uncommon in this village is Anwar Hussain’s ‘Khushboo Libbas’- a complete boutique where modern and traditional wear gets a blend.

Anwar started to support his family when he was student in a nearby Government School. “I used to study and work as a labourer at the same time to support my family. I wanted to complete my education at any cost. Later I got admission in Gandhi Memorial College, Srinagar and completed my graduation in arts stream in the year 2009. During college days I used to do type writing in Sadder Court Srinagar to manage the daily expenses,” recalled Anwar.

Anwar continued doing menial jobs till the year 2015 when a friend suggested him to start an entrepreneurial venture in his native village. Initially Anwar opted for a furniture making unit but then decided to start a fashion boutique in Ghadkhud Hari Nara village of Sumbal, Bandipora.

He opted for Seed Capital Fund Scheme (SCFS) of Jammu and Kashmir Entrepreneurship Development Institute (JKEDI) and was trained for three weeks at Pampore campus. After training, a Rs 8.57 lakh project to start ‘Khushboo Libbas’ was approved and Anwar started his boutique in his native place.

In a short span of time, Anwar has been able to provide livelihood to five people including four local girls. “Each girl earns around 7000-9000 rupees a month. Actually it depends on the number of suits she is able to stitch every day. Higher the number of suits stitched, more is the amount they get,” says Anwar. He said Ghadkhud Gamdoo business unit of J&K Bank played a significant role in setting up the venture.

Khushboo Libbas deals in bridal suits, suit length (fabric) for women, dupattas, abhayas, hosiery, jeans and T-shirts, leggings, hijabs (veils), coats, leather jackets, bags, handbags, purses, sunglasses and artificial jewellery. “I cater to the demand of local population. Now they don’t have to visit Baramulla, Pattan, Sumbal or Bandipora for these goods and services. I save their time and money as well,” said Anwar. He feels the demand especially for abhayas and embroidered traditional pherans is quite encouraging.

Khushboo Libbas has not only changed Anwar’s life but the blend of modernity and tradition has given Hari Nara a new identity. (J&K EDI Spokesperson)

All Parties Hurriyat Conference (m) chairperson, Mirwaiz Umar Farooq, was released from house detention on Tuesday morning.

Mirwaiz Umar was detained in his Nigeen residence by authorities ahead of a strike call on last Thursday . The strike call was given by both factions of Hurriyat and JKLF against the proposed “Sanik and Pandit Colonies in Kashmir”.

Media Advisor to Mirwaiz, Shahid Ul Islam, who too was detained in his home, told Kashmir Life, “Mirwaiz Umar was released early this morning from seven days of house detention.”

JKLF Chief Muhammad Yasin Malik has been shifted to Central Jail while Syed Ali Geelani remains under continuous house detention.

Tower-ing Crisis?

Are mobile towers nuisance, health hazard or just a modern tool of connectivity, is debatable. But with more than seven hundred towers in Srinagar city alone, both lifestyle and landscape is changing fast. Saima Bhat reports.

Mobile-Towers-in-Srinagar-KashmirIn 2010, when a telecom company approached, Ghulam Qadir Magrey, a retired government employee, with a proposal to install a Base Transceiver Station (BTS), in his courtyard in Barzulla area of Srinagar, he agreed happily. “I was happy that post retirement I will be earning again,” said Magrey.

The part of the offer was when his unemployed son, a diploma holder, was appointed as BST’s attendant. Besides, Magrey’s house will be connected to a diesel generator 24×7.

However, immediately after the installation of BTS, that helps keep mobile network up, Magrey sensed change in his neighbours attitude. It was kind of social boycott. “I was shocked to see that all of a sudden everybody stopped talking to me,” recalls Magrey. Reason was BTS or mobile tower installed in his front lawn. “I fail to understand why they were reacting in such a way, when these towers are approved by the state government.”

The reason behind his neighbour’s concern was a radio discussion regarding hazardous effects of BTS in residential areas.

In February 2016, as per Telecom Regulatory Authority of India (TRAI), Jammu and Kashmir has a tele density of 79.50 percent. The major mobile service providers in J&K are: Airtel has 3336575 connections, Aircel: 2524344, BSNL: 1279230, Vodafone: 1057201, Reliance: 927846 and Idea: 618001.

As per Cellular Operators Association of India (COAI), to keep all these mobile phones connected, 16764 BTS’ are installed at 8554 sites across J&K (figure 1). In Kashmir valley alone there are around 4000 BTS. The numbers of towers increase with the increasing number of mobile users.

For a hassle free connectivity two types of towers are required: infill – for connectivity within an area; and expansion stage – for connectivity between two areas. Installation of BTS is done after a thorough survey by a GPS team. They chose three best possible spots, ideal for providing maximum coverage to the mobile users. After getting necessary permission from local municipality and power department, land is acquired on lease for twenty years. Then the construction of BTS towers is commissioned to a local contractor. “Each tower needs at least 1200 sq ft of land for installation,” said Mudasir Ashraf Jan, CEO Valley Constructions, who handles most of the infrastructure, expansion and maintenance for Bharati Infratel (Airtel). “This area includes space for a diesel generator (DG) set.”

Presently Airtel has 1384 mobile towers installed from Qazigund in south Kashmir to Tangdar in north Kashmir. A single unit costs between Rs 12 and 15 lakh, including electric part of the equipments. “Electric part alone costs around Rs 8 lakh,” said Jan, who started his journey in 2006. At present Jan has a workforce of around 200 employees, handling almost entire Airtel’s work in Kashmir.

An antenna is mounted on top of a mobile tower to receive and transmit Radio Frequency (RF) signals. The signals are then sent and stored in a cabinet at the base of the tower. The equipment in the cabinet includes radio transmitters and receivers, DC power and rectifiers, back-up batteries and cell site routers. Power is fed into the cabinet by an underground cable.

A BST tower can manage around fifteen thousand calls at a time, however, it decrease if the data usage is more in any particular area. “Number of towers in an area entirely depends on number of users,” said Jan. “Increasing call drops mean there is need for more infill towers.”

In order to reduce call drop rates and mange costs, telecom companies are now sharing tower facility. “A single tower is used by more than one service provider now,” said Jan.

The rent for land, on which a tower is built, depends on the area and location. A tower in Srinagar costs around Rs 15,000 a month, while in rural areas it is Rs 6,000. “But that is not all,” said Jan. “There are other costs as well.”

A telecom company has to pay Rs 1 lakh as application fee to erect a new tower, while re-location of a tower costs Rs 1.5 lakh. In case of an additional operator the company has to pay Rs 50 thousand, over and above the application fee. Besides, telecom companies must seek permission from Pollution Control Board (PCB) for using a diesel generator set at the tower site.

“They have to maintain its noise up to 50 DB only,” said Abdul Raza, chairman PCB.

In Srinagar city 704 towers are registered with Municipal Corporation (SMC) – Aircel (46), Airtel (220), BSNL (128), GTL (05), Rcom (115), Rjio (45), Tower (43), TVS IC (09), Viacom (01), Vodafone (115), and Tata Indicom (17).

However, since 2012, there is confusion between SMC and TRAI. “Telecom companies have not paid annual fee to SMC saying they pay it to TRAI,” said a SMC officer who wishes not to be named. “They say we are not entitled to pay it to local bodies.”

The matter is currently before the High Court, Srinagar. Till March 31, 2016, BSNL owes SMC Rs 3.67 crores, Bharati Infratel Rs 2.18 crores, Aircel Rs 96 lakhs, Tower Vision Rs 1 crore, Vodafone 1.15 crores, Reliance Rcom Rs 2.22 crores. “Collectively it is more than Rs 10 crore. This money could have been used for upgradation of facilities in Srinagar,” said the official.

Interestingly, on April 10, 2016, Jammu Municipal Corporation (JMC) came up with a set of guidelines for tower installation.

Mobile-Users-by-Malik-Kaisar-#-Kashmir-LifeThe policy restricts installation of towers on schools buildings, hospitals and dispensaries. It also has multiple fee charges clauses including onetime installation charge, renewal charge, sharing charge and increment of renewal charges every 5 years by 25 percent, and restriction on number of operator in sharing of sites.

However, in Kashmir, there is no restriction on installation of towers near schools, colleges or hospitals.

In 2006, Airtel’s main tower, connecting fourteen small towers, was installed in Haji Wali Mohammad’s courtyard in Kulgam district of south Kashmir. In 2011, Wali was approached by Reliance for installation of their tower, in the same courtyard. Like before, Wali didn’t consult his two sons, and gave a nod. Now, after learning about the perils of installing a tower inside their courtyard, Wali’s family is adamant not to renew the contract with either Airtel or Reliance.

“I don’t know if these towers are really harmful, but our entire family suffers from hypertension,” said Wali’s daughter-in-law Mariya, who is in her mid-thirties.

Mariya’s six-year-old son has weak immunity; he is under weight, he catches cough and cold frequently. “Even elders in the family have weak immunity. We cannot eat outside food at all,” said Mariya.

Mariya’s mother-in-law, who raises vegetables at her small kitchen garden, has noted visible reduction in yield since towers were installed.

In 2010, Prof Girish Kumar, department of electrical engineering, IIT Bombay, submitted a report on cell tower radiation saying, “Being exposed to a mobile tower located within 50 mtrs of your home or workplace is like being in a microwave oven for 24 hours.”

There are reports that blame radiation from these towers can even cause cancer. But experts believe cancer happens in extreme cases only.

People living close to towers in Kashmir complained of sleep disturbances, headaches, fatigue, and pain in joints.

Dr Sonaullah Kuchey, head of oncology department at SMHS, says that so far it has not been proven that the radiations from these towers are harmful. “Whatever we hear or read is confusing.” He says, “We are still new in this set-up, we got mobiles in 2003 and it takes 20 or 30 years to develop brain tumours, if they can do so.”

Meanwhile he also says that the mobile towers release non-ionising radiations which are not harmful to human. Ionising radiations, which are harmful, are released by X-rays, gamma rays, beta rays.

Polluted Board

J&K and Kashmir especially is one of the fragile ecological zones that has emerged as the new crucible of climate change. Its closed environment, massive dependence on fuel and playing host to huge floating populations coupled with unprecedented biotic interventions for security reasons have added to the precarious nature of the place. Certain things have already suggested a change. The fast diminishing snow lines, fall in the river discharge and a clear shift in weather are some of the indicators suggesting toward a bigger malady that is gradually engulfing the Vale.

In such a situation, various official agencies which should have been hyper-active in identifying and disseminating the vital information are not working up to the mark. State’s Pollution Control Board has for a very long time remained secluded from the basics that it should have upheld for the larger public interest.

At one point of time, it engaged itself with a series of impact studies on the fragile nature of the place. Once they were published, it ceased to walk the talk.

Last time when it was approached to offer the idea of quality of Jhelum’s water, the information was available about four locations till the river entered Srinagar. The fact is that Srinagar is the major pollutant to Jhelum and one of the key factors for frequent gastrointestinal morbidity downstream especially in the Sonawari belt is the tons of pollution that capital city adds on daily basis.

It should have been a regular and daily exercise for the SPCB to sample the river waters at the entry and exit level to offer an idea of the mess that city creates. Had this information been available on daily basis, this could have triggered some pressure on other departments to control and manage the pollution load that is being added. But the absence of this vital activity is a key factor for helping tens of thousands of people living downstream to spend immensely on health issues. Had this information been available on its website as irrigation department is doing about the level of water, this could have emerged a great facility for the people.

Another key concern is the air pollution. Recently when some lawmaker sought information about the level of air pollution in Srinagar and Jammu, it was the Srinagar part that was handwritten – in 21st century. Nobody could make anything out of it.

The Board is increasingly active in industrial areas across J&K. Political intervention is clearly preventing it from acting where it should have normally forced a change. But in areas where politics is not coming to the rescue of small players, Board is playing negatively.

Forests department has a new minister. Pretty controversial for his conduct and delivery, the minister should spear some time to understand how pollution has sneaked into the conduct of the Board. It is high time the institutions that are key to the normality of nature in fragile ecologies like Kashmir are pushed to function and deliver. Other option is to close these boards and outsource pollution monitoring.

As Kashmir assembly begins its stormy budget session, the opposition is united in disorder. The objective is to have some impact on Chief Minister’s election from south Kashmir, reports Masood Hussain

assembly-kashmirLawmakers cracked jokes when they were invited to SKICC for assembly’s joint session to hear the head of the state. “Isn’t it strange that we had the numbers of both the houses when the legislative complex was constructed?” one member said. “If we can miss the sight of things under our nose, what vision we will implement?”

But the lacklustre sitting was interestingly different as it dropped the broad hints about how the session will go on. Governor N N Vohra had all the sophisticated mike system but Engineer Rashid was more audible after NC and Congress walked out.

After obituary references, when the assembly resumed for routine, it started with pandemonium. NC, Congress and other opposition members did not permit the first question hour of the season. They all wanted the house to be adjourned and raised different issues. The script was simple: cripple the government.

Later when Omar Abdullah responded to governor’s address, he lived up the expectations. Like a good opposition leader, he had done his homework well. His artistry and deliverance was much better than Abdullah Sr. Flying all the way from France, where, according to his friends, he was holidaying, a spirited Omar impressed the house by offering a cocktail of reportage, intrigue, politics and tensions around. “Time slips so fast on this (throne),” he addressed his successor Mehbooba Mufti, “that I sometimes think as if I am still on the dice with Sonia Gandhi on my side.”

Barring a few issues, Omar pricked the right balloons. “Where comes the argument for connecting people (read Jammu with Kashmir and Ladakh),” Omar asked, “When a senior minister reminds Muslims of Jammu about the 1947.” Opposition lawmakers shamed Lal Singh for the 47 remark. In his defence he said he was merely referring to temperature and not the era!

History may never forget Omar of 2010 but that does not prevent him from asking what coalition did in Handwara. “We have a right to ask if the girl you detained for all these days is correct or it is the cop what has been taking bullets for us,” Omar asked. “Was she in custody or in protection? Was she speaking truth on the video that was used against her or is she now speaking the truth?”

On NFSA, exclusive housing settlements for soldiers and Pandits, Omar was unstoppable. Though he may have to take part of the blame, if at all these right-wings projects eventually came up, but his speech exhibited the street concerns. Talking loudly about the ideological discomfort of the alliance partners, Omar provoked Ms Mufti to react: “You cannot always hide behind your spokesman. He is unelected, you are not.” He even pooh-poohed coalition idea of getting at least one power project back from NHPC and lamented over the failure of securing the projects that were otherwise under way.

This offers a clear idea about opposition’s resolve to keep the government in check. Governments’ have all along remained quite conservative in convening assemblies apparently because they wanted to reduce the level of accountability. Normally, there used to be only two sessions – the longer budget session in Jammu and shorter autumn session in Srinagar. If insiders are taken seriously then the coalition wants to have three sessions – two short sessions in Srinagar at the beginning and conclusion of durbar and one longer in Jammu. This time, however, it is the mandatory budget session that is being held to take care of the three quarters for which budgets are to be allocated.

But, for misfortune of the government, it has come almost at a wrong time. Election Commission has already announced election for the Islamabad assembly seat that fell vacant after the demise of Mufti Mohammad Sayeed. By all indications, Ms Mehbooba Mufti is contesting the election to become member of the assembly. The opposition knows the Achilles’ heel and that is what the target seems.

Islamabad assembly segment is going to polls on June 19, the midst of the Muslim month of fasting at a time when the assembly will be in session. “It is too early to say the impact but the session will offer opposition a platform to expose the government and stay in news at no additional cost,” one middle rung officer said. “It has the potential of creating a situation that opposition will be making accusations in the assembly and the government will have to drive down south to respond.”

Of the two of three days of the ongoing session, the dominant slogan in the assembly was to push down RSS Sarkar. Already aware of the costs that the South Pole has for aligning with North Pole, any further debate on the issue of alliance is unlikely to help ruling PDP.

So what are the options in treasury kitty? Is it going to brave the verbal storm and stay firm for encouraging debate and accountability? Or is it going to return to the beaten path, opt for shortcuts, reduce the duration of the session and drive down south to campaign? Once Dr Haseeb Drabu presents his budget, the answers will be clearer, later next week.

Own the orphans

The last more than two and a half decades of Kashmir have been strewn with violence in which scores of thousands of young and old men, women and children have been murdered in cold blood by the Indian “security forces”. I am forced to enclose the term security forces within quotes because security as such is the last thing that these forces have provided to the people of Kashmir. These scores of thousands of murdered people have been mourned by the people of Kashmir and at the same time their sacrifices have been “elemental” in providing impetus to the “freedom struggle”.

These sacrifices have time and again been used to remind people of the need for more sacrifices to “take the struggle forward and towards the attainment of the goal”, even though how things would be accomplished by way of design of more sacrifices has never been charted out. That is for the separatist leadership which has stayed in “oblivious” power for more than two decades now at the behest of the “sacrifices” of the people of Kashmir and the continuous exemplification of the same.

As for the people of Kashmir, the common people, they have also been motivated by the scores of thousands of sacrifices made by their very people in the past while the circle continues. The people of Kashmir are moved by the sacrifices of young men, who fight the Indian “security forces” and of recent we have come across incidents where common people have come out in throngs to protect militants caught up in sieges and encounters, many a times sacrificing their own lives to protect these “soldiers” of the land.

Now, while the sacrifices of the people of Kashmir in the past have become a source of inspiration for the rest of Kashmir to desist Indian occupation, have the people of Kashmir gone beyond that. Do pardon me for my shabby references, but what I am trying to say is that have the people of Kashmir, the ones who are alive, tried to connect themselves with the sacrifices and the ruins they left behind mainly in the shape of families. By all measures, scores of thousands of sacrifices had to mean scores of thousands of orphans and widows. Have we the people of Kashmir, beyond lame rhetoric, owned the families of the people who sacrificed their lives by way of fighting for Kashmir or yielding as collateral? No, we have not.

We the people of Kashmir just keep talking and debating unforeseen outcomes and wandering possibilities. We have only talked till now. We have just used the sacrifices of our own people to get ahead in the race of life. How else did pawns turn into kings overnight if they did not indulge in the business of selling the very blood of the martyrs of Kashmir? They didn’t win lotteries or have overnight successes in business ventures. They bartered the soul of Kashmir. Do forgive mydigression. What I am trying to point out is that the orphans and widows of Kashmir are lying unattended for not even a single one of us has ever tried to reach for them. Don’t reason that orphanages and rehab centres are taking care of them and that you, the people of Kashmir, are donating to such organizations because we all know of the conditions in which the orphans survive in orphanages and how underprivileged the widows of Kashmir are. If you tell me that the government should do something about them then they are not your martyrs at all.

Let the wind change and let every Kashmiri claim each sacrifice of Kashmir by reaching out, owning what it left behind; what needs our utmost attention and care. Let us desist from rhetoric and give meaning to the sacrifices of the thousands of people of Kashmir.
