‘Unhealthy’ Lal Singh Condemned For Inappropriate Collar Fixing

Mufti Sayeed’s health minister, Chaudhary Lal Singh, known for creating controversies owing to his ‘irate’ behaviour has again invited a bad press over his latest conduct. A photograph which went viral on social networking sites shows the state health minister ‘fixing’ the collar of a woman doctor in a government hospital, provoking sharp criticism and condemnation for “inappropriately touching a woman”.

The image triggering a furore was taken when Singh had gone to a government hospital to check preparedness for the Amarnath pilgrimage, which began today.

The reports said Singh saw the doctor, moved towards her and said, “…Bitiya, your collar is not proper.” He then went on to correct it himself, while the doctor said nothing.

Another lady doctor in the room shortly adjusted her own collar apparently to avoid facing “irked minister”. Notably, when all this was happening, no official in the room could react.

However, it is not the first time when Lal Singh created a controversy over his behaviour. In past, his “autocratic” attitude landed him in number of controversies.

‘Latest Machinery to be Deployed to Address Issues of Water-Logging, Clogging of Drains’

The Deputy Chief Minister, Dr Nirmal Singh Tuesday said the Government would put in place a comprehensive mechanism to address issues of water-logging and other situations associated with incessant rains. He said state of art equipment and machinery would be put in place to deal with such situations effectively.

The Deputy Chief Minister was speaking at a meeting convened to discuss the issues related to the city sewerage and water-logging in Srinagar and Jammu city, besides other parts of the urban areas of the State and other related issues.

During the meeting it was given out that the Government would take immediate remedial measures to overcome the water-logging being faced by the different areas of the Srinagar city as a consequence of incessant rains.

The meeting decided that state of art machinery would be brought in and pressed into service to ensure unclogging of choked drains and also service lines of the drainage & sewerage system of the State with the aim to provide relief to the people.

It was also decided that the machinery would be purchased within the shortest possible time in view of the freaky weather conditions leading to incessant rains and the consequential blockade of drains and water logging of the different areas of the State. The project cost of the augmentation scheme is Rs 112 crore and out of which Rs 50 crore shall be made available to the H&UDD Department by the Relief & Rehabilitation Department and the demand for rest of the funds shall be put up through Planning & Development Department.

The areas to be brought under the augmentation and modernization of the drainage, sewerage system include SMC Mechanical City Drainage Division, SND 2nd Division Drainage, SMC City Drainage Civil Division, Sewerage and Drainage Circle Jammu besides the sewerage networks of UEED of Jammu and Kashmir and other Urban Local Areas of both the divisions as well as Lakes and Water Ways Development Authority.

Police Find Missing Baramulla Boy in Jammu

Police have recovered the boy who was missing since 24th of this month, in Jammu today.

According to a police statement, “it was reported in police station Baramulla that a 16 years old boy Mohammad Iqbal Khan resident of Khadniyar, Baramulla had gone missing since 24-06-2015 after he went to his shop situated in Baramulla and did not return back. On this, a case FIR number 107/2015 under section 363 RPC was registered and manhunt was launched to trace him out. The investigation team traced and recovered the boy from Jammu. He has been brought to the police station Baramulla.”

Kashmir Floods: Geelani Terms Rs 500 Crore Bill by Army as ‘Dacoity’

Terming the charging of Rs 500 crore bill by Army for the flood assistance to the Jammu & Kashmir in September 2014 deluge as ‘dacoity’ (plundering) on the rights of Kashmiris, Hurriyat Conference (g) chairman Syed Ali Geelani Tuesday alleged that the role of the Indian army in the floods has been merely a display and they didn’t showed any sincerity in rescuing and helping the common Kashmiri.

In a statement, he said, “It were our youths who without caring for their lives played a lead role in rescuing and feeding the people trapped in the floods. They (youth) tirelessly worked day and night and rescued the people from the flooded areas, moved them to the safer places and established mega community kitchens at different places in the valley to feed the thousands of the displaced people.”

“Indian army definitely rescued and airlifted some government officials, families of the government forces, tourists and some non-state labors but they don’t show any kind of sympathy for the local people and they only dropped some expired biscuit packets among them at a few places,” he alleged.

Geelani expressed his deep sorrow and surprise that till date nothing has been done for the rehabilitation of those people who lost their everything including their shelter in the September flood fury “but the state administration took no time in paying Rs. 500 crore to the Indian army in early February and doesn’t showed any degree of objection for their false bills.”

While commenting over the refusal of raising any such bill by the then home secretary of India Anil Goswami in October 2014, the Hurriyat (g) chairman claimed, “These types of matters are always performed in secrecy and a considerable share of the state budget is usually snatched by the Indian army on one pretext or other. State administration doesn’t have courage to refuse any order from the Indian home ministry or object such false bills. They are only concerned to their chairs and positions and they too get some share in this loot.”

Geelani said that the matter of releasing Rs 500 crore to the army has somehow got exposed “otherwise these types of works are done in a very secret manner and besides looting natural resources of the state, different institutions of India take away a big share of the state budget and everybody is kept ignorant about this.”

PDP Minister Admits Jammu Muslims Face Discrimination

A day after government allowed Dangal Management Committee to hold annual Shinj (wrestling match) at a local Muslim graveyard in Bagh Jogian village in Bishnah tehsil of Jammu district, the Cabinet Minister and the senior PDP leader Choudhary Zulfikar Ali Tuesday said that it is an old practice in the village and every year the same piece of land is being used for the event. “Why people didn’t come to know about it and why they didn’t react when every year during National Conference-Congress coalition government, this wrestling match was organized with much pomp and show. Today some people have started to react just because PDP is at the helm of affairs and running the state with the help of Bhartiya Janata Party,” Zulfikar Ali said.

He, however, made it clear that PDP has never succumbed before its alliance partner BJP. “If that would have been the case, I would have never raised my voice against the discrimination that people of Chenab Valley face. When you demand something from New Delhi on the name of Jammu, then give due share to the Poonch, Rajouri, Doda, Bhaderwah where Muslims reside in large numbers. Why you give everything to Jammu and think that it is only comprised of two districts. Jammu province comprises 10 districts in which Poonch and Rajouri are the most neglected. It is not compulsory to open everything in Jammu district as there are other districts which need to be given justice,” Ali said.

Choudhary Zulfikar Ali, who is the Minister for CA&PD admitted the Muslims in Jammu have been facing discrimination. “I was vocal during a district development board meeting and in presence of BJP representatives I demanded a separate province for the Pir Panjal region. If Government of India is not able to deliver justice and doesn’t believe in equitable development then it must create a separate province for Pir-Panjal people,” he said.

Holding National Conference directly responsible for the backwardness and the present condition of the Muslims living in Jammu Division, the Minister said that NC took Jammu Muslims far granted as the party believed that these people will always vote for NC. “Nobody can deny this fact that it was National Conference that appeased the Hindu population of Jammu. This appeasement policy of NC towards Jammu Hindu’s took a toll on the Muslim population,” he said.

In a conversation with CNS, Choudhary Zulfikar Ali while responding to a question made it clear that Peoples Democratic Party will not tolerate any injustice or discrimination towards Jammu Muslims. “Nobody can evict the Muslim nomads from the forest land which they have been using from centuries. PDP took strong note of the drive started by forest department against the nomad gujjars in Jammu and stopped it immediately. Forest Department had started this ‘encroachment’ drive in the interest of the public, but unfortunately, the big fish were spared and poor and hapless gujjars were targeted,” he said.

Tony Jaitly: IAS Officer Who Exorcised Papa 2, Protested against Atrocities is No More

In 1990, government employees staged a massive protest against the “bloodbath” caused by forces in Kashmir. In that strike lasting for 73 days, six Indian Administrative Services submitted a report to Governor, condemning the excesses committed by men in uniform on civilians. One among those six IAS officials was one the ‘most powerful’ bureaucrat of Jammu and Kashmir, Ashok Jaitly, who breathed his last Tuesday at his New Delhi residence.

Jaitly was the man who reportedly ran the Dr Farooq Abdullah’s government behind the curtains from 1996 to 2002, the period when he was state’s top bureaucrat.

Suffering from a protracted illness, Jaitly, known as Tony in his friend circle was a close confidante of NC patron. Till the time he retired from his services (on April 30, 2002), Tony had become the second-longest serving chief secretary of the state after Peerzada Ghulam Ahmad (JK CS: from 1953 to 1963). After his retirement, Dr Farooq appointed him his principal advisor for six months.

Being the youngest IAS officer to become a secretary among his batch mates, Tony was posted in Delhi in November 1984 when the Sikh riots broke out. He was one of the rare officers to testify against the police and political workers for their role in the anti-Sikh riots.

Tony married Jaya Jaitly, a socialist, during his posting in Kashmir. “In 1965, war broke out and we could even spot Pakistani pickets from our home in Poonch,” Jaya once said. But their marriage ran in rough weather after Jaya was “drawn to the socialist movement” by working with George Fernandes, the former defence minister of India. Her growing association with Fernandes—whom Jaya termed her “political mentor”, set rumour mills on fire, eventually ‘consuming’ her marriage with Tony.

During National Conference rule between 1996 and 2002, troops evacuated the Fairview Guest House—the notorious torture centre, known as Papa 2, where a number of Kashmiri youth were done to death under the “catch and kill” operation. After forces quit the torture centre, Tony as Chief Secretary spent Rs one crore to renovate the building. But before settling down in the picturesque mansion, he performed certain purification rites to exorcise the place from “ghosts”.

After his retirement in 2002, the place was taken over by Muzaffar Baig, who shortly swapped it with Mufti Sayeed’s M A Road residence.

However, post-retirement, Tony along with Farooq Abdullah was dragged into the accountability net for misappropriation of public fund amounting to Rs 5.50 crore. The fund was reportedly earmarked for renovation of state property in New Delhi during the National Conference rule in 2001.

Abdullah had allegedly ignored rules in the allotment of renovation work of Kashmir House in New Delhi to Rena Rajput Singh of a non-existent firm M/s Mansara of Sunder Nagar. The architect was also awarded contracts for renovation and re-construction of Fairview Guest House.

To accommodate the Delhi-based architect, bureaucrats in the then Abdullah government reportedly had the resident commissioner stationed in Delhi. The commissioner then faxed a message to former chief secretary Ashok Jaitly on March, 23, 2001, informing him that Abdullah desired to hire the services of Rena for upgrading and renovating the Kashmir House premises at 5 Prithviraj Road.

The GAD had not even looked into the earlier note sent by Jaitly when it received the agreement prepared by Rena’s firm from the chief secretary’s office for urgent examination. The agreement was reportedly approved by a committee.

According to the note prepared by the Mufti government in 2002, the project design prepared by Rena Singh of M/s Mansara projected an estimate of Rs 2.80 crore for repair works only. This excluded her consultation fee of Rs 15 lakh plus 5 per cent and payment of travel expenses by air and lodging in five-star hotels.

Once the scam out, Mufti government asked state vigilance organisation to register cases against five IAS officers including Tony, besides subjecting Farooq Abdullah to the accountability commission or to the institution of Ehtisab for inquiry. But as the Mufti government failed to constitute the accountability commission required under the new Act, no action was taken against the duo.

“When I look back, I realise my actions weren’t out of the ordinary,” Tony once said. “My generation had many bureaucrats who thought differently. We had an ideology…” Post- retirement, Tony wrote articles and was reportedly penning down a book on Kashmir. Had his book out, then people would have known how Farooq’s ministers were reporting to him!

263 Cases of Violence Against Women Reported in Kashmir Every Month, says Mirwaiz

Chairman Hurriyat Conference (m) Mirwaiz Umar Farooq Tuesday said that as per the statistical data on an average every month 263 cases of violence against women take place in Kashmir. Mirwiaz was ddressing a religious gathering at Alhamza Masjid Hajibagh, Buch Pora.

He said in 2014, the crime against women stood at 3192 which include cases related to domestic violence, dowry and molestation. He said that in the month of May in 2015, three women loss their lives in cases related to domestic violence and suicides wherein such an atmosphere was created where the females were pushed towards taking the extreme step. “Just a day ago a married women was found covered in a pool of blood in her home in a village of Pulwama who has allegedly been murdered,” he said.

Mirwaiz said that Women Police Station in Srinagar was receiving 15 complaints on average everyday from the women who are victims of violence perpetrated either by their husbands or by their in laws against them. He said in 2014, 3000 women registered such complaints in women Police Station while in 2015, the figure so far stands at 1600.

“Such growing incident of violence against women were a cause of worry for all of us,” he said. “Allah has bestowed clear cut rights to women and every Muslims is bound to honor those rights, adding, in Islam like rights of males, rights of female are also well defined. If in our Muslim society such laws are violated by committing crimes against women, it is highly condemnable and regrettable as well,” he said.

Wakf Board Reconstituted

Chief Minister, Mufti Mohammad Sayeed, Tuesday reconstituted the Board of Directors of J&K Wakf Board by nominating nine new Members to the organization.

As per SRO-201, issued by the Department of Law, Justice & Parliamentary Affairs today, the Chief Minister, pursuant to the powers vested in him under Section 6 of the Jammu & Kashmir Muslim Specified Wakafs & Specified Wakafs Properties Act, 2004, and as Chairman of the Board of Directors, nominated Imam Dargah Hazratbal Shrine, Mufti Bashir Ahmad Farooqui and Maulana Showkat Keng as Members of the reconstituted J&K Wakaf Board, an official statemnent said this evening.

The other members nominated to the Board include Advocate Azhar-ul-Amin, former Director Horticulture, Gh Hassan Shah, ex-Chief Engineer, Khalid Muzaffar, former Director General Health Services and ex-Member, National Disaster Management Authority, Dr Muzaffar, Professors of the University of Kashmir, Dr Bashir Ahmad Nehvi and Prof. Mushtaq Qureshi, and noted educationist, Mrs Mian Altaf Sarwar.

It may be recalled that the Chief Minister had earlier nominated Peer Mohammad Hussain as Member and Vice Chairman of the J&K Wakaf Board, till the Vice Chairman is elected formally.

Police Set Up Iftaar Points

The Jammu and Kashmir Police have set up Sahulat through which it have set up Iftaar Points and distribute Iftiari to people to break fasts.

“As a part of its campaign to serve people and strengthen ties, the Jammu and Kashmir Police initiated a novel programme this Ramzan in Srinagar,” a police official said.

The Iftari presented in beautifully designed packs include a water bottle, dates, fruit and a sweet dish, the statement said.

“There are no fixed points. The police team rather identifies spots by itself according to the need and requirement. However, city hospitals like SMHS, SIKMS (Soura), SKIMS (Bemina) and Lal Ded have been of special attention,” an official said. “One or the other hospital is covered every evening.”

Apart from Iftar Kits, Dinner packs are also distributed in hospital wards among attendants and patients, he added.

Police Control Room Srinagar makes the preparation and distribution of the Iftar kits under the directions of IGP Kashmir Syed J M Gillani.

Besides Divisional Administration has setup a Special Ramzan Helpline at Police Control Room Kashmir. The helpline deals with the grievances put across by the citizens with regard to electricity, water, sanitation, health and other issues of emergency. Apart from police, representatives from different departments remain present and resolve issues of the people by forwarding the grievances to their respective departments, the statement added.

Lady Commits Suicide in South Kashmir, Two Drown in Kupwara

A lady committed suicide in South Kashmir’ Islamabad while two persons drowned in North Kashmir’ Kupwara.

A police statement Tuesday afternoon said that a lady committed suicide by consuming some poisonous substance at her home in Islamabad.

“A lady (name with held) and resident of Kokernag, Anantnag consumed some poisonous substance at her home. She was shifted to SMHS Hospital, Srinagar where she breathed her last. After completing all medico-legal formalities police handed over  the body of deceased to her next of kins for last rites,” the statement said.

Two persons including a minor girl drowned at two separate places in Kupwara District of North Kashmir.

“A minor girl Nasreena daughter of Ghulam Hassan Khatana resident of Nagri, Police Post Hatmulla, Kupwara got drowned in Nagri Nallah Canal. The body of the deceased was fished out and handed over to her relatives for last rites,” the statement informed.

A 19 year old Owais Yusuf Lone son of Mohammad Yousuf Lone resident of Surigam, Lolab, Kupwara drowned while bathing in a Lake at Surigam Lolab.  Police Kupwara putting its efforts to fish out the body of drowned boy.

The statement furthere said that three persons were injured in road accidents.

A load carrier bearing registration number JK03B/3049 hit a motorcycle bearing registration number JK01D/4195 near Pazalpora in the jurisdiction of Police Station Bijbehara, Anantnag, resulting in injuries to motorcyclist Mohammad Ayoub Najar resident of Katoo Srigufwara, Islamabad. The injured was shifted to hospital for treatment.

In another accident, a Scooter bearing registration number JK13/7779 hit and injured a pedestrian Noora Begum resident of Bakoora, Rajouri at present Kanipora, Shopian  near Fire Station Ayalpora Shopian. In the incident, Scooter rider Araful Aslam resident of Narpora, Shopian was also injured. Both the injured were shifted to hospital for treatment. Shopian police has registered a case in this regard.

Firther, three boys were injured in a bear attack in North Kashmir’s Kupwara.

A bear attacked and injured three boys Shahid Shafi Sheikh son of Mohammad Shafi,  Altaf Ahamd Sheikh son of Sana-ul-lah and Faizan Ahmad Hajam son of Fayaz Ahmad residents of Sogam Lolab, Kupwara when they were playing in nearby field. All the injured were shifted to Hospital for treatment.

Police alos arrested a man after recovering 16 kilograms of poppy straw powder  from his house.

“Acting on a tip off, a police party of Police station Sirgufwara raided the house of Farooq Ahmad Dar son of Mohammad Ramzan resident of Sirhama, Sirgufwara. During the search 16 kilograms of poppy straw powder was recovered. The house owner Farooq Dar was taken into custody and further investigation in this regarding is going on.”

Detained KU Student Bailed Out, Varsity to Resume Class works from Tomorrow

The detained Kashmir University’s student, Muzamil Dar has been bailed out Tuesday.

Confirming his son’s release, Farooq Ahmad Dar said, “Yes, he (Muzamil) has been released on bail, but he is still in police station, Rajbagh.”

Dar, a third semester student of English Department, was arrested by SOG wing of JK Police outside the varsity gate on June 22 this month.

His arrest triggered massive protests in KU campus demanding his immediate release. In view of relentless protests, the varsity administration suspended class works besides vacated all hostels.

Islamic University of Science and Technology and Central University Kashmir too rallied behind Dar’s release.

Deconstructing Sopore Killings

While the international community looks the other way when targeted assassinations occur elsewhere around the globe, it is hardly surprising that we should see this going on in a country so highly disputed as Kashmir.

Even more so, where there has been continued resistance to occupation and too many years of disappearances, killings, rapes and terrorism, it is almost a cliché to take note of repeat performances of this insidious war upon the people of Jammu & Kashmir. Certainly we could not expect such a low standard that disrespects human rights and national sovereignty to escape notice by actors who have long had a habit of engaging in such terror.

It would nevertheless be appropriate to strongly condemn the recent mysterious target killings in Kashmir, in particular in Sopore town, within the period of one and half month. The killing of innocent civilians is quite unacceptable, and what appear to be the targeted killings are especially deplorable and unpardonable, because this represents a complete breakdown of law and order and respect for justice exercised through civilized process which is the hallmarks of contemporary political and social ideals.

When we look for evidence of who might be committing these crimes, the options narrow down rather quickly. The government blames a non-descript group called Lashkar-e-Islam (leI). But such a group has never been active in Kashmir, has no known members, no known leadership, and may be someone’s figment of a wild imagination. No one knows what LeI’s agenda is, or who is behind it. More likely, it is an intentional lie.

These killings are in fact more reminiscent of Ikhwan lead by Kuka Parray who was confirmed to be an Indian trained renegade to counter and disrupt the peaceful Kashmiri resistance movement. India used the counter insurgency tactics as an instrument of terror in nineties.

Now this mysterious phenomenon is appearing again in 2015. Everybody is fearful. People have started leaving their houses.

In an editorial on June 16, 2015, the Kashmir Times said, “There are serious flaws in the official versions… It has become the want of the official circles to circulate both contradictions and the invocation of ‘terrorist’, ‘suspect’ and ‘heavy stone pelting’ to justify wrongful killings.”

Some suspect that these target killings are the brainchild of Mr. Manohar Parriker, India’s defence minister, who wants to use a covert operation to fight the Kashmiri freedom struggle. Such suspicions are reinforced by Mr. Parriker’s own statement last month when he said, “You have to neutralize terrorist through terrorist only.” Even Omar Abdullah, the former Chief Minister of Jammu & Kashmir, has accused the Defence Minister of being behind the operation. These executioners are being used as the instrument of terror.

Mr. Parriker added, “Many attempts have been foiled and many neutralizations have taken place… if you see, recent incidents… Army knew about the hideout of the terrorists, they took them on at the place of their hiding… Security forces go by the guarantee of the government standing by them… and I can tell as a Defence Minister, I stand by the Army at any cost.”

These murders of Kashmiri civilians by anonymous killers are nothing new. India has used this phenomenon for many years. India wants to portray the freedom struggle in Kashmir as a terrorist movement on one side and on the other to terrorize the people into submission.

It was confirmed by Wajahat Habibullah, former minister of community affairs at Embassy of India in Washington, D.C. who wrote in his book “My Kashmir Conflict and The Prospects Of Enduring Peace” on page 81-82 that, “In April 1993, the Chief ideologue of the JKLF, Dr. Abdul Ahad Guru was kidnapped and brutally murdered by the Hizb-ul-Mujahideen militant Zulqarnain. The Police made an arrangement with Zulqarnain, then in custody, who agreed to kill Guru in exchange for his release. But to ensure that this collusion remained secret, Zulqarnain was killed shortly thereafter and the Director General of Police BS Bedi trumpeted his death as a triumph for the security forces”.

Likewise, ‘unidentified gunmen’ killed 36 innocent Kashmiris belonging to the Sikh religion at Chittisingpora in March 2000 during President Clinton visit to India. Dr. Farooq Abdullah, former Chief Minister of Jammu Kashmir said in February 2008 that “there were some people who tried to scuttle the Chittisinghpora investigations. Some investigators were even threatened. I want to reveal the conspiracy behind the massacre, but as I am under an oath, I cannot do so”. We know exactly what Dr. Farooq Abdullah does not want to say.

The people suspect that the PDP-BJP is under pressure to take steps to repeal the Armed Forces Special Powers Act (AFSPA). The government wants to create a situation so as to justify its presence in Kashmir and not to repeal AFSPA.

The people of Kashmir believe that human rights are cheapened when enforcement is selective. Therefore, they demand an impartial investigation so that culprits are brought to justice. Such an investigation has to be done by a neutral and international agency, like Mr. Christof Heyns, ‘United Nations Special Rapporteur on Extra-judicial Killings.’

The United States must understand that Kashmiris crave only what every American covets: human rights, democratic values, peace and justice, and believe that the United States successes elsewhere could be duplicated in Kashmir with persistence, moral suasion, and statesmanship.

And the world powers must realize that the issue of Kashmir is simply this: its final status needs to be decided by all the inhabitants of Jammu Kashmir, irrespective of their religious or regional affiliations – whether to be a part of India or Pakistan or remain independent.

‘Make Lakhanpur Check post Friendly’

In a move to create an industry friendly atmosphere around Lakhanpur check post, where the trucks loaded with goods are detained “without any valid reasons” by the tax department, the industries body met state finance minister, Haseeb Darbu and industries minister Chander Parkash to apprise them about the problems created by commercial tax department.

The Federation of Industries Jammu (FOIJ) has requested the state to issue necessary instructions to the concerned officials of Commercial Tax Department to create an industrial friendly atmosphere at Lakhanpur check post to “regain the confidence of the industrial fraternity”.

“Arrogant behaviour of the ETOs which creates an uncertainty and fear in the mind of the industrial fraternity of the state was discussed in the meeting,” the industries body said.

The body demanded that the officials responsible for harassing the industrial units should be taken to task so that the negative and arrogant attitude of the officers responsible should not be allowed to hamper the industrial growth.

The celebrated weatherman of Kashmir Sonam Lotus had trashed the reports about imminent spell of 12-day rainfall in July, next month, as “baseless”.

Speaking to Kashmir Life, Director Metrological Department said that it is totally unethical on the part of a section of media to report such counterfeit news stories and attribute it to his name.

“We can only predict the forecast of 10 days with accuracy,” he said, sounding furious.

He said that the online forecasting portals such as Accuweather.com are not completely reliable.

Earlier a section of media reported, “Director of the local Meteorological department, Sonam Lotus… said continuous rains for 12 days could not be ruled out but unless the Meteorological department was pretty sure, it could not raise alarm.”

“This is baseless story,” Lotus said. “It has given rise to unnecessary fear among the people. I strongly condemn this type of lazy journalism.”

Kashmir valley was shook by a moderate intensity earthquake occurred at 3.40am Tuesday.

The epicentre of earthquake recorded 5.5 on the Richter scale was, as per the MeT department, in Hindukush mountain range of Afghanistan.

The tremors were felt shortly after pre-dawn meals. No loss of life or property was reported.

Valley having a history of devastating earthquakes is, as per geologists, situated on a highly quake vulnerable fault line.

CM Orders Revisiting Pahalgam Draft Master Plan

In a significant move aimed at developing Pahalgam as an eco-friendly high-end tourist destination, Chief Minister, Mufti Mohammad Sayeed, today ordered Town Planning Organization (TPO) to immediately re-examine its earlier recommendations and submit a concrete Draft Master Plan on which work can commence in the next three months, after seeking approval of the State Cabinet.

To give local population a sense of ownership, he also directed the Tourism Department to prepare a concept plan for setting up of a School for Skill Development at Pahalgam that professionally trains local youth in various skills connected to hospitality, housekeeping and landscaping sectors, which are directly connected with the tourism industry, an official statement said Monday evening.

The Chief Minister gave these directions while chairing high-level meetings to review the Pahalgam Draft Master Plan-2032 and ongoing developmental works in one of Valley’s premier health resorts.

Placing high priority on developing Pahalgam as an all-season tourist destination, the Chief Minister observed that Draft Master Plan of Pahalgam resort, being conceived by TPO, requires a relook so that a long-term perspective plan, which envisages development of one of Kashmir’s most visited health resorts, are incorporated in it.

The earlier approved Master Plan 2005-2025 of Pahalgam is being revised on the directions of the High Court so that basic facilities, development works and recreational avenues for the tourists can be created in a planned manner by adhering to strict procedural and environmental norms, as laid down in the Master Plan. The Court had also ordered an Environment Impact Assessment (EIA) of the resort to protect its fragile environment.

In a separate meeting, Mufti Sayeed reviewed follow-up action of his directions given during his earlier visit to Pahalgam. During the meeting, he laid stress upon the Tourism Department to take immediate steps to make Pahalgam Golf Course along with its huts and Club Building, a self-sustaining organization. Breathtakingly placed in the lap of lofty peaks, the golf course is considered as one of the most ideally located in the country.

While reviewing the ongoing developmental works in Pahalgam, the Chief Minister set a deadline of 28thNovember this year for Chief Engineer, UEED, Kashmir, to commission the Sewerage Treatment Plant (STP).

The civil works on the STP stand completed and orders for procurement of electro-mechanical component of the STP have been placed, the Chief Minister was informed.

Mufti Sayeed was also informed that the work on Solid Waste Management for scientific disposal of waste at Sarbal will commence in the next few days for which a reputed Consultant has been already engaged by the PDA.

Chief Minister also observed that Pahalgam has a huge potential to be developed as a tourist-cum-educational hub, on pattern of some of the other resorts in the country like Dalhousie and Dehradun.

While briefing the Chief Minister about the expansion of Pahalgam Amusement Park, Chairman J&K Bank, said the development work is presently underway and will be completed by July 22, next month.

During his last visit to Pahalgam, the Chief Minister had issued a series of directions which included developing Betaab Valley as an independent destination, laying of a ski slope, identification of parking lots to de-congest the bowl and improvement in road connectivity, a job entrusted to R&B.

Chutak Power Plant Submerges in Water, Kargil in Darkness

Kargil district of Ladakh Division of Jammu and Kashmir has been reeling under darkness after the Chutak Hydroelectric Plant mysteriously submerged in water. Reports said that water has entered into the whole power station and all the turbines have stopped functioning from Sunday night.

“There is no electricity in Kargil district as the three storey Chutak power house has submerged in water. Nobody knows how it happened and why the employees didn’t inform the higher up before hand,” Asghar Ali Karbalai, the local legislator told CNS.

Eyewitnesses said police and civil administration rushed to spot after gushing water started entering into the power house. Fire tenders were put in service but they reportedly failed to dewater the power station. The locals informed Chief Engineer NHPC who took stock of the situation. “We have opened up the gate of the barrage of the project that is located at Sarze village. This will ease pressure and flow of the water,” he said.

An NHPC official said that they have started investigating the matter. “It will be premature to say anything in advance. Either it is negligence on part of employees or simply the breech has taken place itself,” he said.

Reports said that administration has pressed number of fire tenders into service. “Efforts are on to dewater the power house but it will take time,” Hill Council Chief Executive Haji Muhammad Hanifa said. “First there will be dewatering of the power house and only then we can take stock of the losses suffered due to submergence,” he said.

Locals alleged that breech takes place every year as the material used in the power station is sub-standard. “Last year in 2014 October, power house had submerged into water as a result, Kargil had reeled under darkness for two weeks. Same happened this time and we all know, it will take some 15 days for authorities to restore the electricity,” said a group of locals from Baroo Kargil area.

Pertinently The Chutak Hydroelectric Plant is a run-of-the-river power project on the Suru River (a tributary of Indus) in Kargil district. The project construction began on September 23, 2006, and the first three generators were commissioned in November 2012. The fourth was commissioned in January 2013. The project is being developed by M/s National Hydroelectric Power Corporation Ltd. The generating equipment is being supplied, erected and commissioned by M/s Bharat Heavy Electricals Limited. The generator/turbine was manufactured by BHEL’s Bhopal unit whereas the controls were supplied by BHEL’s Bangalore unit.

Khan Pays Tributes to 2010 Anchidora Slain Youth

Paying rich tributes to Shujat-ul-Islam, Ishtiyaq Ahmad Khanday and Imtiyaz Ahmad Itoo, of Islamabad, on their fifth anniversary, National Front chairman, Nayeem Ahmad Khan Monday expressed dismay over the fact that the killers of unarmed civilians are roaming free.

In a statement to KNS Khan said, “Years have passed after the magisterial inquiry indicted police officials of killing three teenagers in the compound of a residential house at Anchidora. However, the killer cops were never punished. Instead they have been elevated to top positions.”

Taking a dig at human rights organizations, he said, “Our innocent youth were massacred in 2010 by the men in uniform. However, not a single rights organization came forward to work for punishing the guilty. There is no hope of any justice within the Indian dispensation so it is of utmost importance that people of Kashmir should strengthen the resistance movement against the illogical occupation of India. This is the only way of remembering and paying homage to martyrs.”

Meanwhile, Khan condoled the senior resistance leaders, Showkat Ahmad Bakhshi and Shakeel Ahmad Bakhshi on the sad demise of their mother. He led a party delegation and participated in the Nimaz-e-Jinazah of the deceased lady and prayed for her eternal peace. He said that the deceased lady was the mother of three freedom loving sons one among whom -Shariq Bakhshi- achieved martyrdom in early nineties and other two are exhibiting steadfastness in the ongoing resistance movement.

High-Tech Surveillance System Installed at Civil Secretariat

Commissioner Secretary General Administration Department (GAD) Gazanffer Hussain Monday inaugurated the high-tech surveillance system installed at Civil Secretariat here in presence of Director Estates and SSP Security Civil Secretariat.

“The project has been installed by a J&K based agency M/s Smart Learning after the PHQ floated its tenders. The project has come up in record time and would be funded by the Estates Department. The project would provide round the clock surveillance and monitoring mechanism, besides a highly advanced data base for storage of data relating to day to day moments/activities within the premises of the complex. The project would go a long way in strengthening the security grid at Civil Secretariat Srinagar which is being highly vulnerable and sensitive gives the security scenario of the state,” a police spokesman said in a statement to KNS.

“Similar surveillance system is underway at Civil Secretariat Jammu which is also being installed by the same agency and would be commissioned shortly,” he added.

NC sources divulged to KNS that the party’s top brass has sought explanation from leaders about how any statement without the consent of leaders has been issued.

“A meeting over the issue is being held at the residence of the former chief minister Omar Abdullah here at 4 PM on Tuesday wherein recent incidents shall be discussed at threadbare including the one in which some senior leaders who were quoted in the statement against Sajad Lone distanced themselves from such a rant, saying there have no knowledge when such a handout has been issued,” they said.

“Omar Abdullah has telephoned all the senior NC leaders and has asked them to meet at his residence so that the issue could be sorted out that what went wrong and where,” sources privy to this development said.

Pertinently, the senior NC leaders including Mohammad Shafi Uri, Shareef-ud-Din Shariq, Mir Saif-ullah and Qaiser Jamsheed Lone said on Sunday that they had not issued any statement against Lone.

They said the NC spokesperson was compelled by two party leaders to issue the statement against Lone.

JK Government Monday reiterated that the issue of state’s special status within the republic is a settled and clearly discussed thoroughly in the ‘Agenda of Alliance’.

“Agenda of Alliance has been finalized at the highest level with same approved by the Prime Minister. If any comment about scarping the special status of Jammu and Kashmir is made by someone, we take it as the personal opinion of that person. It cannot affect the understanding between the coalition partners and the common minimum program,” official spokesperson of the coalition government, Naeem Akhtar, said in the telephonic statement to KNS.

Article 370 is non- negotiable. The coalition partners in the state of Jammu and Kashmir are on the same page over the return of the migrant Pandits to Kashmir valley. There shall be the re-integration of the Kashmiri migrant pundits and the suggestions of the exclusive habitations are also settled,” he said.

Guarded in his words, Akhtar, who is also Education Minister, while commenting over the spree of statements coming out from both the camps of BJP and PDP that too contrary in nature, said that such statements which are made outside the alliance obliviously convey an impression which doesn’t reflect correctly the situation which is that coalition partners are working in unison.

“There is a coordination committee which deliberates over various issues pertaining to the state and the coalition partners in Jammu and Kashmir. All the issues are thoroughly discussed within the committee with the senior leadership of both the parties meet finalize the strategy. Such statements convey an impression contrary to that,” Akhtar added.

Asked about the statements made by the PDP Parliament Member Tariq Hameed Qarra about certain subtle issues, Akhtar remarked that Karra is a senior leader of the party and has his own views and opinions about the issues pertaining to Jammu and Kashmir.

Pak Returnee Militant Surrenders Before Police in South Kashmir

A man who had crossed over to Pakistan for arms training in 1990 returned via Nepal and surrendered before police in Awantipora area of South Kashmir’s Pulwama district, an official said Monday.

The official told Srinagar-based news agency GNS that Shabir Ahmad Teeli son of Ali Muhammad Teli, resident of Gulzarpora in Awantipora returned via Nepal and handed over himself to police today.

“Police have registered a case under FIR number 60/2015 under section 2/3 EMCO AO and the man is being questioned,” the official added.

Even Pre-53 Position Has no Takers in Kashmir: Er Rashid tells BJP

Independent MLA Langate and Awami Itehad Party chief Er Rashid Monday asked BJP to stop “befooling people of India” by claiming that BJP is committed to fulfil its slogans “Ek Pradhan, Ek Nishan”, abolishing Article 370 and implementing “uniform civil code” for all communities.

Reacting to Dr Jitendra’s (MoS PMO) revelations, Rashid in a statement said, “who so ever has tried to distort history has achieved nothing except misleading himself. Every Indian including Narendra Modi needs to fully understand that Jammu & Kashmir was an independent and sovereign country when Indians were fighting for their freedom from British and it was the conspiracy between Mahraja, Sardar Patel, Jawahar Lal Nehru and Sheikh Abdullah that created an atmosphere in which J&K lost its freedom to India and newly born Pakistan. It hardly matters for Kashmiris what India does to Article 370 or to other constitutional guarantees which J&K is enjoying under Indian constitution, as their struggle since last 68 years has been for getting right to self determination, as promised by Nehru and the world community, but once State of India unilaterally erodes these already eroded constitutional guarantees it will automatically be an end to the conditional relationship between New – Delhi and Srinagar one day.”

He further said, “everyone including Dr Jitendra is in knowhow of the fact that no government can dare to implement “Ek Nishan, Ek Pradhan” slogan but BJP wants to rebuild its deteriorating image in India after Modi’s worst performance during last one year as Prime Minister.”

“BJP seems to be in hurry in closing all the routes of reconciliation with Kashmiris and even offering pre-1953 position will have no takers as on date. Talking about imposing of common civil code is another misadventure BJP leaders have been talking about, as nobody can thrust its opinion on other religions neither laid down principles how they should deal with their individual matters,” he added.

CM Committed to New Forest Policy; Visits Baltal, Plants Sapling

Reiterating his commitment to frame a new Forest Policy that will primarily focus on environmental conservation, Chief Minister, Mufti Mohammad Sayeed, Monday described stemming the loss of biodiversity as one of the biggest challenges for the Government.

He said time has come to rethink our relationship with environment by looking for practical ways in harmonizing human activities with what the environment can sustain over the long run, an official statement said this evening.

The Chief Minister said this after planting deodar sapling under Sabzar-wa-Shafaf, an afforestation drive launched by Army’s 15 Corps.

Stressing upon people’s participation in maintaining ecological balance, Mufti Sayeed directed the Forest Department to undertake reforestation drives on denuded forest lands in other parts of the State. “There is also an urgent need to make people cognizant about the significance of forests and protecting our rich biodiversity,” he stated, while indicating that the new Forest Policy will accord highest priority to environmental conservation.

The Chief Minister also emphasized upon the Forest Department to undertake awareness campaigns about ecological conservation so that we are able to save our treasures of nature for posterity.

Stating that tourism, which remains a vital sector driving our economy, will remain subservient to environment, the Chief Minister laid emphasis upon the need to use scientific technologies in proper waste and sewage disposal.

Later, the Chief Minister also visited the Baltal Base Camp where he reviewed the arrangements made for the upcoming Amarnath Yatra.

While briefing the Chief Minister, CEO, Amarnath Shrine Board, PK Tripathi informed that all basic arrangements, in particular relating to health and accommodation, for the Yatris have been made at Baltal and Chandanwari base camps. He said the Yatra tracks from both Baltal and Pahalgam sides to the Holy Cave are clear for the annual pilgrimage to begin on July 2, next month.

Special NDRF, SDRF and Mountain & Avalanche Rescue Teams are in place to meet any emergencies. A fully-equipped 40-bedded hospital has also been established at the Base Camp to cater to the healthcare needs of the pilgrims. Special arrangements have also been made for telecommunications and weather forecasting for the pilgrims during the Yatra.

The Chief Minister was informed that for environment protection, sanitation has been incorporated as the most important component of the management of the Yatra.

National Sample Survey Office, Srinagar in collaboration with Department of Economics, Central University Kashmir today celebrated the 9th Statistics Day at the CUK Campus Nowgam.

The aim and objectives of celebrating the day was to create awareness among the people especially the young  generation for drawing inspiration about the role of statistics in socio-economic planning and policy formulation, said Director NSSO Srinagar Altaf Hussain Haji.

 The celebration of the day was inaugurated by Prof. Mehraj-ud-Din, officiating Vice Chancellor CUK, while M.A. Zargar Registrar of the university was the guest of honour.

Speaking on the occasion, Prof Mehraj questioned the authenticity of the data produced by various statistical surveys conducted by governmental and non-governmental organisations. He said one of the main reasons of failure of government schemes and planning was that the surveys on which they are based are never fool-proof. “Instead of coming up with rough figures, it is better to concentrate on focussed areas and generate credible data, so that an effective and factual data input is given to our policy makers and planners,” he said.

The day was celebrated under the theme: Social Development: Health, Education, Poverty, Employment, Social Backwardness, Housing and Environment with reference to the state of Jammu and Kashmir. A seminar under the same theme was also organised in which experts of statistics, and   teachers and students of CUK’s economics department presented their research papers, the statement informed.

Earlier, Haji gave a complete overview of the Statistics Day and said that the day was being celebrated every year since 2006 in the honour of noted statistician PC Mahalanobis, who was a Bengali scientist and applied statistician.

He said the NSSO plays an important role in measuring the quality of some social development. “NSSO is responsible for conducting large scale sample surveys in diverse fields, on all India basis.”

Haji added: “With the help of the data of four parameters, namely Pucca structures, facility of electricity, literacy rate of Jammu and Kashmir taken from census 2011 and digest of statistics, 2012-13 of the Directorate of Economics, and statistics of J&K Government, the backwardness index by division wise shows that Ladakh region has 87 per cent backwardness, Jammu region has 60 per cent backwardness and Kashmir has 40 per cent backwardness. The overall backwardness of Jammu and Kashmir is 55.68 per cent.”

Hurriya (g) ‘Raises Question over Police Role’ in Bishna Incident

Strongly condemning the “forced occupation” of the 150 year old Muslims graveyard of Bagh Jogian village in the Bishnah tehsil of the Jammu district by the ‘goons’ of the RSS and starting of ‘Dangal’ (a sports activity) thereon, All Parties Hurriyat Conference led by Syed Ali Geelani cautioned that if the ‘anti-Muslim activities’ in Jammu division are not stopped, “the Muslims of the valley will not remain silent and they will not leave their Jammu brethren to suffer at the hands of the communal and fascist forces.”

The Hurriyat amalgam “also raised serious questions over the role of the police with regarding to the Bishnah incident” and said that “instead of providing justice to the Muslims, the police high command is covertly helping the RSS goons in their filthy acts due to which the Muslim population of the area are feeling very unsafe there”.

In a statement, Hurriyat Conference (g) alleged, “a process of anti-Muslim activities has been started in every Muslim locality from Kishtwar to Ramban, Udhampur, and Poonch and somewhere the Muslims are rendered homeless on the name of vacating the forest land and somewhere attempts are made to forcibly construct the Temples on the Muslim lands. Besides the activists and workers of RSS, BJP and Shiv Sena, the armed VDC terrorists are harassing the Muslims everywhere in the Jammu division and they are being forced for another mass migration.”

It said that since the inception of the BJP-PDP coalition government in the state, “the communal and fascist forces are treating the Jammu division as their conquered area and they are preparing to repeat another 47 there.” “The Muslims of Jammu division are not only threatened and harassed by the communal goons but a strong and planned anti-Muslim process has been launched at the government level too. Civil administration, judiciary, bureaucracy, revenue department and police have formally started a genocide process in the area and the Muslim officers are being removed from the key posts and these posts are filled with the RSS minded people.”

Hurriyat (g) further said that the communal forces has “practically separated” the Jammu division from the Kashmir Valley and on the “directions of Nagpur the saffroni CM Mufti Muhammad Sayeed has surrendered all the affairs of Jammu division and they are playing the same role which the Kashmir leadership had played in 1947 when thousands of Muslims of that area were butchered and forced to migrate”.

The statement, however, added, “much water have flown from the river Jehlum from 47 and today the people of the Valley are very sensitive in this regard and they are closely watching the situations of the Jammu region. If the anti-Muslim activities are not stopped in the area, a very dangerous situation will emerge in the Valley too and a strong reaction will come to fore against this.”

“Jammu Muslims are not alone and whole Millat (Nation) is with them and they will not be left on the mercy of the communal and fascist forces,” the statement said.

Across the Border, Judicial Probe Ordered into Textbook ‘Blunder’ over Kashmir

On the other side of Indian border, Punjab Chief Minister himself chaired a ‘half-an-hour’ meeting (which extended to two hours) over alleged misrepresentation of Kashmir in a Textbook map.

As reported by Dawn in its Monday edition, Shahbaz Sharif ordered a judicial probe to “fix those responsible for the mistake”. “It is tantamount to a heinous crime,” the chief minister said.

The “controversy” started when the back cover of an 8th standard Geography book declared this part of Kashmir as “Disputed”. Further, the map showed Seraikistan and Hazara as new provinces which, report said “irritated” the CM who is also brother of Pakistan premier Nawaz Sharief.

“The blunder”, the Dawn reported, “was reported to the Curriculum and Textbook Board in the first week of June.”

“The personal assistant to the chairman (retired Lt Gen Akram Khan) instead of forwarding the letter to his boss dispatched it to the director humanities, who allegedly took it casually as the books with misprinted maps had already been distributed among many private schools students,” it further said.

Irshad Kar, a political leader and social activist from Sopore Monday joined PDP at Fairview residence of the party president Mehbooba Mufti.

Irshad is son of late Ghulam Rasool Kar veteran congress leader who was himself “appreciative of the struggle, political thinking and administrative acumen of Mufti Mohammad Sayeed”.

“He (late Kar) had once shared PDP stage with Mufti Mohammad Sayeed at a convention of Sarpanches in Srinagar as a token of acknowledgment for his struggle and ideology,” the PDP spokesperson said. “Irshad has followed footsteps of his father to formally join PDP and be part of the struggle.”

Admitting Kar to party fold Mehbooba Mufti said that a dynamic political activists like him should strengthen political institutions of consequence. She said potential of such activists can rightly be channelized in an adequate manner for public good. “However this is possible only in a conducive atmosphere for change which PDP is striving for,” the spokesperson said.

Two party general secretaries Nizamudin Bhat and Rafi Ahmad Mir, Chief Coordinator and president for Baramulla Raja Ajaz, another PDP leader from Sopore Nazir Ahmad Naikoo and dozens of hardcore supporters of Irshad Kar were present  on the occasion.

Kar said that it was his desire to use his family influence and personal potential for positive change in Sopore and beyond. “PDP provides me an effective and viable platform to render such services,” he said.

He said that leadership of Mufti Sayeed and his political ideology is a combine that inspires upcoming political activists to change fate of the state from bad to better. “I was craving for an opportunity to work under the banner of PDP since long as it is this party which has a road map and a committed cadre to shape the state’s future,” the spokesperson said.

He offered his services and support to the people and the party pledging that he will work overtime to accomplish PDP agenda and his personal dreams as humble political worker.

After IUST, CUK Rallies Behind KU Counterparts

Central University of Kashmir (CUK) Monday staged a solidarity protest with their Kashmir University (KU) counterparts demanding the release of the incarcerated KU student, Muzamil Dar of English Department, besides pressing  KU administration to resume class work and boarding facilities.

The protest was staged inside CUK’s Nowgam campus, which was participated by all the departments. Students holding placards assembled in the campus lawn and rallied for the release of detained students.

“We have staged this protest to demand immediate release of Muzamil Dar,” the CUK students said. “Besides we ask KU authorities to resume suspended class work and hostels facilities immediately.”

Notably, CUK’s protest is the second solidarity protest with KU students after Islamic University of Science and Technology (IUST) staged protest on Friday, demanding immediate release of Dar.

Delhi Finally Furnishes Bill on Army’s Airdropped ‘Aid’

The disproportionate publicity that ensued army’s rescue operations during last year’s floods fizzled out Monday after defence ministry furnished a bill of Rs 500 crore, literally charging all the effort and capital, army had invested to “save” flood-trapped Kashmiris, the reports said.

“A letter dated February 6, 2015, from the home ministry to the state government on central assistance, lists payment of Air Bills for airdropping of essential supplies and rescue (tentative Rs. 500 crore) as per actual, based on the bills raised by the ministry of defence,” the reports said.

In its effort to clear the liabilities, the home ministry has taken out money Rs 1,602 crore given to State Disaster Response Fund account of the states for instant disasters.

The state government has been demanding a better relief package to fund efforts for reconstruction and compensation. Recently centre announced Rs 551 crore package for the state that has struck a discordant note with analysts and criticised by trade bodies, unionists and separatists.

Large parts of Kashmir region were washed away last year after devastating floods struck killing nearly 300 people and affecting more than a million.

Army claimed that it rescued nearly two lakh people including tourists besides air-dropping essential commodities like food, water and medicine. But locals trashed the claims about army’s “magnanimity” and alleged that they rescued mainly tourists and government officials.

What army called “Operation Megh Rahat” to “salvage” Kashmir trapped in murky waters was backfired as the trapped Kashmiri alleged that army airdropped expiry food items to them. And now, the bill has been send home.

Unidentified Assailants Shot Cop at Kuthua

A cop was wounded Monday morning when some unidentified gunmen fired upon him in Kathua district of Jammu and Kashmir.

The incident happened when some car-borne gunmen showed up at Kuthua’s Shahidi Chowk around 9:20am and fired upon a constable Jagdish Singh. After firing, the gunmen managed to flee in the car.

As the police launched a manhunt, they recovered the car with Punjab registration number at some distance from the spot.

The police said the wounded cop was shifted to district hospital Kuthua and was later referred to Government Medical College (GMC) Jammu for specialised treatment.

Predators @ Work

With just 3 cases a year related to harassment of women at workplaces reported in Kashmir, we are a proud lot. But one look beyond numbers and a rotten world comes to life. Muntaha Hafizi talks to some of the victims to break the silence

Woman-harassmentWith a stately personality and a cemented look, the senior female officer in her fleeting steps, moves to her cabin, and all the victimized women who were in a lurk from past few minutes, follow her quietly.  As she sits down to pin her ears to the stories of violence, separation and abuse, her two female guards, rush all extra people to the lobby, to make way for them consecutively.

Gulshan Akhtar is in-charge of women’s police station in Srinagar. A centre that records women issues, and deals with the crimes pertaining to them. In her spacious office, the files lie orderly, and inside the files, loose papers lie chocked with the cases of domestic violence, women criminal cases, marital disputes, and other similar state of affairs. While there’s an official record of everything, there’s an issue that remains unrecorded. These are the cases of work place violence on women.

 “Women often fear to register the cases officially but unofficially I do receive a number of cases concerning women who have either been harassed or abused at their work place,” says Gulshan Akhtar.

Further, she refuses to talk about it.

Part of the Job?

Apart from OPD, that remains jam packed in most of the hospitals, there are corridors isolated, and inaccessible to a large number of people. With more than 20 calm rooms in a single corridor, and more than 3 female doctors in each room, apparently, so secure and peaceful, multiple cases of violence and abuse unfurl.

Nargis Khan, 29, one of the senior doctors at a hospital in Srinagar, walks down the corridor, to enter her lab to scan a test. Nargis has been working at the hospital since last 6 years, and is currently doing her senior residency from the institute. Her appearance is ritzy, and her tone is bold.

She is someone who’s usually stalked and teased by her colleagues. “We had a new guy posted in the department and it was once that I was standing in the corridor with one of my friends. We were discussing something and there was nobody walking through. It was a big space, and he could have easily gone past me, but he just came and pushed me inappropriately,” says Nargis, following an intrepid tone. “I felt embarrassed, and I instantly went to the HoD to report the case.”

Where the fear of being spotted and criticized makes most of the women to keep from reporting, a confident woman like Nargis also had to self contest before sharing the incident openly.

“Fortunately I had someone to corroborate my story; otherwise I would have definitely thought ten-times more before going to the HoD. The guy could have put it on me, like most of the people do. Yehi aisi hogi, isine kuch kia hoga (She is to be blamed only; she is like that),” says Nargis in a kind of too obvious expression.

Women like Nargis, suffer such harassment almost every day, with no proper solution to the problem.

“At such places, it’s like common. It seems like to be part and parcel of the job,” expresses Nargis in a helpless tone.

DRESS stress

Apart from stalking, and physical abuse, there are cases where women are harassed because of the way they dress. Nahida, a 26-year-old doctor, who is a Delhi return, vents out her feelings.

“I have been harassed a multiple times here, both physically as well as emotionally. I don’t know how it works here in Kashmir, but somewhere I feel what men think is that, acha isne jeans pehni hai, ye badi fast forward hogi! (Oh, she is wearing jeans. She must be fast forward)” says, Nahida, with delicate girlish expressions. “And by having such thinking, they think it gives them a license to harass a woman.”

Insecure and Vulnerable

According to few of the interns at one of the district hospitals outside Srinagar, there are doctors who tend to create a hostile environment for them, distressing them every now and then.

“I had a year-long internship here at this hospital. It was pathetic here. One of the senior doctors interfered in everything that I used to do. It made me feel insecure and vulnerable all the time,” says Nusrat, a 24-year-old student of medicine.

There are other instances where married doctors approach interns for marriage, and torture them mentally.

“A married doctor at the paediatric department approached me to marry him. This was mental violence that was inflicted upon me all the time. I skipped his classes and I never dared to go to the ward alone,” says Manal, a 24-year-old.

Even at places with large open spaces, and professionally cabined sections, women complaint of harassment either by their clients, or their bosses.

Girls like Hinna, a reticent 25-year-old business sales officer, often find it depressing to go on with a job that involves regular public dealing.

“I am in sales sector, so meeting new customers is part of my job. There have been instances, where I was frustrated because of some of the clients. Few of my clients literally asked me for physical favours in return of a policy,” says Hinna, in a hushed up tone. “Even sometimes they offer you money, and some girls fall prey to it. It happens.”

Besides, places such as media outlets that advocate following a maxim of “public service” end up being one of the most undesirable places for a woman to work.

“I will help you and I will guide you. Just that you have to spend some private time with me, that’s what one of the editors told me,” says Rufaida, a 24-year-old journalist.

“Thereafter, I was harassed verbally as well as by non-verbal actions, leaving no choice for me but to leave the job,” says Rufaida.  She further expresses her views in an agitated tone, “It feels humiliating to be living in a society where women are gauged on the way they dress, or walk. It’s her life, her body, and I believe no one has the right to cast a finger on a woman’s dignity and honour.”

Threat to Employment

In their quest to intimidate and suppress women at their work places men continue to stoop to unimaginable lows.

“After few days of my joining as a back end manager, my boss started to harass me. He used to sit next to me making derogatory remarks, on my appearance, and all. I retaliated, and once I did that. All he told me was, ‘tum jaisi ladki kabhi aage nahi jaati’,” says, Qurat-ul-ain, a 22-year-old.

There are young women who work due to an underprivileged economic status, and fear to lose their job at any cost.

Twenty-one-year old Afreen, who worked in a well reputed company since her college days, expresses how her boss intimidated her with threats on her employment status.

 “I used to work at a company where we used to have individual reviews, once my boss held my hand and tried to harass me. Then he threatened me by telling me that he would terminate me. It was not possible for me to leave the job. All I could do was to be cautious all the time,” says Afreen.

In Garb of Morality

A hippie and happy-go-lucky girl, Faiqa had no other alternative but to don an Abaya to save herself from harassment and humiliation.

Faiqa talks about her “simple job” at a BPO in Srinagar.

“It’s very embarrassing and uncomfortable to work at such a place where you are regularly stalked, followed, and harassed. Passing nasty comments, whistling, passing by your side deliberately is like every day job here,” says Faiqa, a 26 year old. “Even you can’t imagine how your phone numbers are misused at such a place.”

Faiqa started to cover thinking that dress was the reason of her harassment. But she was wrong. “It was same even when I used to put on jeans and when I am completely covered,” says Faiqa. “What surprises me is how our society tends to legitimate the violence on women by saying lagan kya che, karnas na tang (look what she wears. She will be teased!),” says Faiqa, in a gross tone.

Labelled and Marginalised

Women at work places are not only harassed, but labelled as well. Nurses are the worst victims of assault and violence acts, either committed by senior doctors or co-workers.

Salma, 42, has been working at a medical institute since last 15 years. She hates to be addressed as ‘nurse’. She hates to do a job that has been ‘labelled’ by the society. It makes her feel defenceless, and marginalised.

“I like to be addressed as ‘sister’. There’s other way people think of a ‘nurse’,” says Salma helplessly.

Bedside getting categorized, women who refuse to be treated unequally by their male counterparts are often cornered.

 “My boss withheld my two month’s salary, assuring me to release it next month. But even after three months he didn’t give me anything and it led to a clash,” says Insha, a 22-year-old bank employee. “After the clash he started verbally abusing me, insulting me in front of everybody. He created such an environment where eventually the entire system turned against me.”

Insha, who is deprived of a proper status at her work place, reveals an unfortunate incident with one of her colleagues, “We had a circle head, who tried to assault one of my colleagues sexually. The girl was left in panic, and trauma. No one knew about the case, but finally the girl dared to complain it to our HR, and within few weeks, he was terminated.”

Insha expresses her wish to have a women’s complaint cell where girls could register their complaints, being anonymous.

Reporting Dilemma

Thirty-four-year old Naseema, assistant professor at a medical college in Srinagar, reveals how men tried to approach her, despite of her being married. “People tried to suppress me as well, but it didn’t happen. I was mentally strong to resist that,” she laughs and says, “They knew I would give it back.”

Naseema talks about the problems pertaining to the dilemma of reporting the issues.

“This is a men’s world, where a woman is treated like she has no right to talk, and no right to express, a woman fears to report the case,” claims Naseema. “Even if someone tries to report the case, more than helped, she’s framed and talked about. She’s stereotyped. The problem is not solved but aggravated,” says Naseema.

What Law Says

The guidelines mentioned in “The sexual harassment of women at work place (Prevention, prohibition, redressal) act, 2013” says that an in-house committee should be installed at each work place, to curb any sort of harassment on a woman reconciled after a proper inquiry is yet to be enacted in Kashmir.

“Only 2 to 3 cases of women harassment at work places come to us in a year, and none of them has been proven as such,” says one of the officials from J&K women’s commission, quite uninterestingly.

Jamia-Masjid-Srinagar-ProtestsJamia Masjid continues to retain its protest theatre status. It remained unchanged with the regime change. Last week, the mosque was locked. This week, it witnessed massive protests. But two things were different for Bilal Bahadur, Kashmir Life photo head. Firstly, he clicked a shot showing a flash-bang exploding on the wall of the historic mosque. Secondly, Bahadur was one of the many news photographers who were marshalled by a few locals, not police. Apparently shop-keepers, they seemed convinced that Nowhatta would stay peaceful if newsmen skip visiting it. Police have the copyright for the theory but it is absurd.

It has happened for the first time in J&K. As advocate general Reyaz Jan ‘resigned’ within three months of his appointment, Mufti government replaced him by Jehangir Iqbal Ganai who will be the youngest ever lawyer to hold the position of AG. Jan, one of the leading lawyers of the state, was picked up for his capabilities and his resignation is one long story. The story of his successor is more interesting. Jehangir, son of former secretary assembly M Iqbal, was the defence lawyer for Dr Farooq Abdullah in the notorious cricket scam, till Mufti gave him the coveted position. In between the two stories lies the Hazar Dastaan that PDP has scripted between March and June – a real long story that may have parallels in Medieval Kashmir when Chak’s ruled the Vale.

Zahid-Ahmad-QureshiThis is a perfect success. Zahid Qureshi from remote Safawali belt was orphaned in 1995 when the “unidentified” gunmen killed his father Farooq Qureshi. No options around, his grandfather took up the responsibility of brining Zahid up. Himself with meagre source of income, Azizullah Qurehsi, his grand-pa, runs a tea-stall outside Kupwara’s tehsil office. He enrolled him locally at Dudwan and later he was admitted to one of army’s goodwill schools where he studied up to 12th standard. Last week, he cracked IIT (JEE) examination and was reported to have figured at 89 position. Army and an NGO help him coach better to achieve his target.

Omar-Abdullah-kidsThe latest from Taj Mahal, the epitome of love that Jehangir built for his wife, is that its custodians prevented Omar Abdulah’s two sons Zaheer and Zamir from entering the monument as Indians. They were suggested to get tickets as foreigners. Additional crisis that delayed their visit to the Mahal was the security detail that accompanied them. It is not uncommon that Kashmiris, given their complexion, are considered foreigners in India. But it creates interesting anecdotes. Last time when a Kashmiri school goer was chasing the ball to the goalpost and was about to kick it in, he stopped. The reason: the boy manning the goalpost was Omar’s son and he had a long man shadowing him with a gun. It ended up a penalty corner!

YogaIt was a rare sight in Bakhshi Stadium where around 1200 boys and girls – all students and NCC cadets, were seen with their mats, for Yoga. Managing an International Day for Yoga in UN is the single biggest achievement of Narendra Modi. It just is an exercise, everybody knows. But once it is used in a particular set-up of faith and belief, reactions come up. That was exactly what happened in anticipation of the event. There were statements against it in Kashmir. In quick retaliation, RSS-BJP men flew across the Vale and ensured impressive participation. Security forces contributed their bit.

ITBPTechnology challenges have all the more increased the competition at J&K’s Sino-Indian border. Now, Delhi is planning setting up small 20 MW solar power projects close to the ‘border’ to help Army and Indo-Tibetan Border Police (ITBP) light up the LAC and man it better. Currently,  most of the energy requirements in the remote border is managed through diesel generators that is making the supply costly. Reports suggest the centre is in talks with the state to have a plant each in Leh and Kargil.

When journalist Javaid Malik ‘slam-stopped’ Agriculture Minister Ghulam Nabi Hanjura in city outskirts, he should have understood one basic thing – when a young man along with a female (his wife) can resort to such an act, it must be a real grave issue. Hanjura acted like a viceroy and his security detail did the ‘talking’. He complained with the police and later publicized his willingness to apologise. Scribe and the politician could fight the case in court or in police station. But, by now, he should have ensured justice to his wife who was humiliated by the minister security detail by passing a lewd remark on her. It obviously is a blot after his rare success.

SOPORE

Waheed-Noor-KhanCops say it was attempted many times in past but it was for the first time that the plan succeeded. Militant Waheed Noor Khan of Rawlakot was detained on August 23, 2010 and was facing trial. Last week when he was attending court in Sopore, police says somebody handed over him a grenade. On his way back, the vehicle that carried him back was ripped apart by a blast that killed him almost instantly. Of the five cops who were injured in the blast, one died later. Now police say they have identified the person who passed the grenade to Khan.

Rs 65 crore is the allocation for Srinagar district for developmental activities which is slightly less than one third of Rs 193 crore that Jammu got
