RTI: No information about Koul Commission Report, informs MHA

In a startling revelation, Ministry of Home Affairs Government of India has maintained that it information about the recommendations submitted by Koul Commission that was constituted by previous Jammu and Kashmir government led by Omar Abdullah to probe the street killings of over 120 youth in Kashmir Valley during 2010 unrest.

The Ministry for Home Affairs Government of India in response to an application filed under Right to Information Act by Kashmiri social activist MM Shujah has said maintained that: “the information sought about Koul Commission is not available with us and therefore, the information may please treated as NIL.”

The applicant had sought replies to different questions including: ‘whether the State Government shared the Koul Commission Report with New Delhi and why it was not made public and he had also asked whether the Koul Commission recommendation will be implemented in letter and spirit or not.’

Pertinently, the one-man judicial Commission that was appointed on June 19, 2014 had submitted its report to incumbent Chief Minister Mehbooba Mufti after two long years in December 2016.

The 320-page exhaustive report makes several recommendations besides prescribing some operating procedures while dealing with law and order situations. (CNS)
