All farmers to have Kisan Credit Cards by March 31

Chief Secretary, B V R Subrahmanyam on Monday chaired a video conference to review the progress under the Kisan Credit Card (KCC) Scheme, Pradhan Mantri Kisan Samman Nidhi (PM-Kisan), disbursement of relief to affected farmers under SDRF, execution of MGNREGA works and other issues.

Financial Commissioner, Finance, Secretary, Horticulture, Divisional Commissioner, Jammu, Secretary, Rural Development, Secretary, DM&RRR, Mission Director, ICDS, representatives of J&K Bank, State Bank of India and other senior officers participated in the meeting. Divisional Commissioner Kashmir and Deputy Commissioners along with representatives of the Lead Bank and other officers attended the meeting through video conference.

While reviewing the implementation of KCC Scheme, Chief Secretary expressed dismay over slow progress in the registration of the beneficiaries.

“The process needs to be completed in a mission mode through a sustained drive to be launched by the DCs in their respective districts to achieve 100 percent coverage under the scheme by  March 31, 2020, positively,” Chief Secretary observed. Divisional Commissioner Kashmir/Jammu will closely monitor the progress to ensure accomplishment of the targets by the stipulated date, he said.

Chief Secretary directed the DCs to have the farmers engaged in poultry, fishery and other such sectors also included in KCC Scheme. The Scheme may be linked with Aadhar so as to remove duplication if any.

While reviewing the implementation of PM-Kisan, Chief Secretary complimented both the Divisional Commissioners and the DCs for their excellent work. He directed the DCs to cover the left out cases under the scheme by March 1st, 2020 with the active involvement of Lead Bank officials.

Chief Secretary asked the Deputy Commissioners to ensure disbursement of compensation to farmers against damaged Kharif crops in Jammu Division and apple crop in Kashmir Division on an immediate basis preferably by 06.02.2020. The meeting was informed that DM&RRR Department has released Rs 102 Crore to the 10 districts comprising three districts in Jammu Division and seven districts in Kashmir Division. Both the Divisional Commissioners shall monitor the disbursement in respective Divisions for the closure of the process.

Chief Secretary directed the DCs to review MGNREGA works on a weekly basis and to ensure completion of works within the allocated funds without creating wage liability and disbursement of wages to the entitled beneficiaries.
