NTA to reopen JEE Main, UGC NET, CSIR UGC NET and IIFT MBA applications for J&K candidates

After IIT-Delhi had restarted the registration process of GATE 2020 for the Jammu and Kashmir candidates, the National Testing Agency will too open the application link for UGC NET December, CSIR UGC-NET, IIFT MBA exam and Joint Entrance Examination (JEE), The Indian Express reported.

As per a notification issued on October 31, the secretary, Higher Education Department, Srinagar and Jammu had requested NTA to extend the last date for submission of online application form of UGC-NET December 2019 for the Jammu and Kashmir aspirants.

Therefore, the online application link will be active from November 4 to November 8 (including the successful final transaction of fee) for the above mentioned examinations to be conducted by the NTA in December 2019 and January 2020.

The application form for UGC NET will be available at ugcnet.nta.ac.in

The application form for CSIR UGC NET is csirnet.nta.nic.in

The application form will be available for JEE Main at jeemain.nic.in

The online registration for IIFT MBA exam will be iift.nta.ac.in

Due to the lockdown in the state, there were many aspirants who were unable to apply for the entrance examination scheduled to be held next month. The postpaid mobile services were restored on October 15 in the valley, The Indian Express reported.

UTs of J&K, Ladakh to get first-ever ‘Bamboo Parks’: Dr Jitendra Singh

On the very first day of Jammu and Kashmir and Ladakh turning into Union Territories (UTs), the Ministry for Development of North Eastern Region (DoNER) has offered to set up first – ever “Bamboo Technology Parks” in the new Union Territories, and to begin with, the initiative will be undertaken to set up these parks in the cities of Jammu, Srinagar and Leh, reported Daily Excelsior.

Disclosing this while briefing the media after an exhaustive meeting with senior officials of the Ministry of Development of North Eastern Region (DoNER), Dr Jitendra Singh said, the birth of two new Union Territories of Jammu & Kashmir and Ladakh will also herald the beginning of a bamboo revolution in the region. He said, the experiment of promoting Bamboo has met with a huge success in the North Eastern region and there is no reason why this success story cannot be replicated in J&K and Ladakh.

Dr Jitendra Singh informed that a team of senior officials of the Ministry of North East and functionaries of “Cane and Bamboo Technology Centre (CBTC)” Guwahati, affiliated with the Ministry of DoNER, recently undertook an extensive tour of Jammu & Kashmir during which, they held a series of meetings with State government officials and there was unanimity on both sides to go ahead with this initiative, using the technical know-how and expertise available with the Ministry of Development of North Eastern Region (DoNER).

Giving full credit to Prime Minister Narendra Modi for having accepted the request to amend the 100 year old “Indian Forest Act” framed by the  British empire, Dr Jitendra Singh said, the home grown bamboo is now exempted from the Act, which has suddenly opened floodgates of new avenues and opportunities of livelihood, entrepreneurship and Start-Up initiatives. This, he said, has resulted in preventing youth exodus from the Northeast which was happening due to lack of livelihood opportunities and added that if the eight States of the North Eastern region have immensely benefited from it in a short span of time, why should the people Jammu & Kashmir and Ladakh be deprived of it, particularly now when Article 370 stands abrogated and the two Union Territories are directly administered by the Centre.

Dr Jitendra Singh disclosed that there are huge reserves of bamboo spread across Jammu & Kashmir and Ladakh including in the district of Kathua, which have remained unexplored and largely unutilised. He issued instructions to immediately prepare a proposal with technical inputs form Cane & Bamboo Technology Centre (CBTC), Guwahati and in collaboration with other related Union Ministries like MSME and Agriculture, as well as the National Bamboo Mission.

ACB seizes property worth over Rs 1 cr of former ARTO in DA case

The sleuths of Anti-Corruption Bureau on Thursday seized properties situated at Srinagar and gold worth more than crore of Abdul Majeed Bhat, the then ARTO Shopian and Pulwama in Disproportionate Assets Case.

Official spokesman said that on the basis of specific information, it had surfaced that one Abdul Majeed Bhat S/o Late Khazir Mohd Bhat R/o Chursoo Awantipora A/P Bagh-e-Mehtab, Srinagar, the then ARTO Shopian with additional charge of the then ARTO Pulwama has accumulated huge assets moveable as well as immovable, disproportionate to his known source of income and by abuse of his official position has issued illegal driving licenses,illegal registrations, fraud voucher payments,etc.

“He has acquired huge assets both movable and immovable by investing proceeds of his ill-gotten money in such properties,” official spokesman said.

He said that the details of some of the moveable/ immovable properties raised by the suspect officer as per reliable source input are two houses at Srinagar, a  factory making empty boxes for apples at Hariparigam under the name and style of SSL Cardboard, running Dawat Restaurant at Awantipora, possessing vehicles worth lakhs of rupees, Possesses other residential houses in Kashmir.

“The said official has parked ill-gotten money in the form of FDRs in the name of his children worth lakhs of rupees,” he said.

The spokesman said that the above referred properties/assets were alleged to have been raised by the suspect officer out of the proceeds of ill-gotten money obtained by him by resorting to corrupt practices. Consequently, a case FIR No. 25/2018 u/s 5(1) (e) r/w 5(2) of Prevention of Corruption Act, Svt;2006 was registered in Police Station Vigilance Organisation Kashmir (now Anti-Corruption Bureau Kashmir) on 14/07/2018 against accused Public servant Abdul MajeedBhat the then ARTO Shopian for raising of huge assets highly disproportionate to his known sources of income.

“During course of investigation, search of the above said locations including 03 houses of the accused Abdul Majeed Bhat was conducted in pursuance of the search warrant issued by Hon’ble Chief Judicial Magistrate Srinagar. During execution of the said search warrant huge cash amount of Rs.34,13,300/-, Rs.99000/-(old demonetized currency), golden ornaments weighting 548 gms, 13 gold coins (Edward big size), licensed pistol and other relevant documents were seized,” he said.

“The investigation conducted so far has established that huge properties in the shape of movable/immovable have been acquired by the accused Abdul Majeed Bhat through illegal means by resorting to corrupt practices as ARTO,” he added.

“There were apprehensions that accused may dispose of these assets raised through ill gotten money, raised by accused from proceeds of ill gotten money by indulging in corrupt and illegal practices, as such provisions of section 8-B of Prevention of Corruption Act, Svt. 2006 have been invoked. Anti-Corruption Bureau in terms of Section 8(B) of P.C. Act, Svt;2006 deemed it fit to attach the 02 houses along-with the land at Rose Lane Colony and Govt. Housing Colony Bagh-e-Mehtab, golden ornaments, gold coins, a huge cash, and accordingly Attachment Order was issued by the competent authority. In accordance with the attachment order 02 above mentioned houses along-with the land of accused Abdul MajeedBhat, golden ornaments, gold coins, cash seized during search were attached,” said the spokesman.

“The concerned authorities were accordingly requested for necessary entries in the respective records of the properties, so attached by Anti-Corruption Bureau J&K.Further investigation of case is going on, an official spokesman said.

Unknown persons set ablaze BJP leader’s vehicle in south Kashmir

SRINAGAR: Two vehicles (Vans) belonging to a local BJP leader were completely damaged after unknown persons set the vehicles on fire on Thursday night in Bonigam, Qazigund area of south Kashmir.

Reports said that on the intervening night of Thursday and Friday two vehicles (Vans) parked in Bonigam were torched down by the unknown persons. One of the vehicles (both vans) set ablaze belonged to local BJP leader Adil Ahmad Ganai, who was reportedly not present at his house at the time of the incident. The private vehicle of Ganai was parked outside the home. Reports suggest that incident took place around 3: 00 am near Srinagar-Jammu, a report by India Today said.

A report by India Today said that Jammu and Kashmir Police are investigating the matter. This comes days after a militant attack in Kulgam district that left five labourers from West Bengal dead.

Lieutenant Governor advises Secretaries to work with utmost commitment for public welfare

Lieutenant Governor Girish Chandra Murmu held a meeting with all the  Administrative Secretaries and the senior most Officers of the Civil Administration  at the Civil Secretariat here today during his first visit to the Civil Secretariat after he took over as Lieutenant Governor of the Union Territory of Jammu and Kashmir earlier today, said an official spokesman.

Lieutenant Governor discussed about the health care infrastructure and functioning of 108 ambulance service in J&K; need for focus on exploring renewable energy resources to meet gap between demand and supply of electricity; ongoing activities for tourism promotion, providing boost to the agriculture and its allied sectors; to-date position regarding stocking and supply of food and other essential commodities to meet requirement for the winter season. He directed the Secretaries to ensure prompt and efficient delivery of public services to the people, he added.

Lieutenant Governor stressed for optimum and timely utilisation of all available resources, particularly the funds available under the various Centrally Sponsored Schemes so that all the benefits reach the targeted population. He advised Secretaries to work with complete transparency, sincerity and utmost commitment for the public welfare and sought their co-operation in leading J&K towards path of peace and prosperity,said the spokesman.

Four dead, 8 injured in road accident in Udhampur

Srinagar: At least four persons lost their lives, while eight others were injured in a tragic accident Thursday morning, when an overloaded Xylo vehicle near Chajjarkotli in Udhampur district of Jammu region, skidded off the road and fell into a deep gorge.

The overloaded vehicle, which according to eyewitnesses was carrying 14 passengers, against the allowed number of 9, was going towards Ramban from Jammu when the driver of the vehicle lost the control of the vehicle and rolled down into hundreds of meters deep gorge.

Police sources said that the accident resulted in on spot death of four passengers, while eight others were seriously injured. Among the four dead, one is said to be an army man, two from Bihar, while the identity of the fourth was being ascertained.

All the injured were shifted to a nearby hospital for treatment, while the dead bodies of the deceased were sent for medico-legal formalities.

Police, after registering a case in connection with the accident has started an investigation regarding the incident. (CNS)

Discrepancies in records of pensioners; Govt direct officers to provide details of employees

The authorities have decided to prepare an action plan for checking the service books of employees to avoid discrepancies in records of pensioners.

A source in Accountant General Department said that officials have been often noticing discrepancies in the records of pensioners. “There are 1.60 lakh pensioners in Jammu and Kashmir. There have been discrepancies in records of over 20,000 pensioners over the years,” the source said.

“Most of the time the pensioners had withdrawn excess amount than the permissible amount. In one of the cases, a pensioner had withdrawn Rs 2 lakh more than the permissible amount,” the source said.

In some cases, the source said that pensioner had withdrawn fewer amounts then the permissible amount. “These happen either due to clerical errors or deliberately done by officials of their respective departments,” he added.

Now, the Finance Department has written to administrative secretaries to direct concerned officers for providing details of employees.

“Account General has enabled to prepare an action plan for checking the service books of employees,” Director Codes Finance Department has told in a letter to departments.

“Account General has informed that incorrect pay fixation is resulting in perpetual loss to the state exchequer and has desired to re-start the verification of pay fixation of the employees of the state government so that the undue financial benefits are regulated within the provisions of Article 242 of JKCSRs Vol-I and to avoid the effecting of recoveries at the end of employees service,” the letter reads.

Earlier, the Account General had written to the Finance Department that “while verifying the pay fixation at the time of retirement, the accountant general effects recovery of excess amount drawn by retiree from pensionary benefits i.e, gratuity etc, which gives rise to increasing court cases and discontent among state government employees”.

In 2013, the Accountant General Department had framed pay verification cells to check the records of employees before retirement. “But they no more exist here. It has again been decided to frame these cells so there is less scope for discrepancies in records of employees,” the source said.

There are at present 4.50 lakh state government employees. A government employee becomes eligible to get all pensionary benefits if he completes 20 years of service. (KNS)

Kashmir: Killing of 5 non-local labourers a pre-planned attack, says Mamata Banerjee

Reacting on the killing of five labourers from Bengal in Kashmir on October 29, West Bengal Chief Minister Mamata Banerjee has slammed the Narendra Modi-led central government claiming that killings were pre-planned murder, a report by India Today said on Thursday.

The Speaking to reporters in Kolkata, the chief minister questioned the security arrangements in place in Kashmir at a time when a delegation of European Union MPs was visiting the Valley, the report said.

“I don’t want to discriminate between local and non-local people…but the manner they were murdered brutally after being abducted, I think it is a pre-planned murder,” India Today quoted Mamata Banerjee as saying and demanded a “strong investigation” into the killings to find out the truth.

Accusing the Centre of failing to do its duty, Mamata Banerjee said, “In Kashmir, there are no political activities and there is no political party there currently. The entire administration belongs to the central government, the Army and the other central forces. And on that day a delegation of European Union parliamentarians was visiting the state. In spite of all this, how could they abduct these poor innocent fellows … I am really shocked,” the report added.

Meanwhile, the report quoted BJP saying that Mamata Banerjee should focus on Bengal. “We attack Pakistan while Mamata Banerjee attacks our own govt…poor citizens of her state leave Bengal in search of jobs in other states and she makes such comments…she should be ashamed,” India Today quoted Bengal BJP chief Dilip Ghosh as saying.

He added, “She should first concentrate on Bengal. Each day bombs are being recovered from TMC offices. Now she wants to use the Bengali sentiment but what about those people being killed here every day, are they, not Bengalis, India Today reported.

Erstwhile State Business Rules to apply to Union Territory of JK

In exercise of the powers conferred to the Lieutenant Governor, Girish Chandra Murmu, under section 55 of the Jammu and Kashmir Reorganization Act, 2019 has directed that provisions of the Jammu and Kashmir Business Rules which were applicable to erstwhile State of Jammu and Kashmir shall apply to the Union Territory of Jammu and Kashmir for transaction of Government Business subject to modification that any reference to the Governor and Chief Minister shall be construed as reference to Lieutenant Governor of the Union Territory of Jammu and Kashmir.

The order issued by General Administration Department (GAD) shall be deemed to have come into force with effect from October 31, 2019.

Assistant Commissioner Revnue Riyaz Ahmad Beigh, Assistant Commissioner Development Jahangeer Ahmad Khanday, Chief Education Officer Bandipora and other senior officers of the district attended the oath ceremony.

Speaking on the occasion, DC Bandipora congratulated the newly elected BDC chairmans on being elected as representative of their respective Blocks and assured every possible support from the district administration.

At Kulgam:- DPO Kulgam Mohammad Imran Khan today administered oath to seven newly elected BDCs of the district, here.

Later, District Development Commissioner, Showkat Aiajz Bhat chaired a meeting with all BDC’s.

The DDC said that the BDCs have a significant role in development of their areas and urged upon them to meet the local developmental aspirations.

Rajouri admin seals 4 illegal diagnostic Labs

District Administration Rajouri Thursday sealed four private medical establishments for being run in violation of norms.

As per officials, the action was taken by the district administration during a surprise inspection conducted in the backdrop of frequent public complaints about the private medical establishments being run in the district in violation of the set norms.

The complaints were about the wrong   diagnosis/test results by the clinical laboratories, being run without qualified laboratory technicians and permission by the competent authority.

Taking strong note, the District Magistrate   Mohammad Aijaz Asad constituted a team headed by Additional Deputy Commissioner, Sher Singh and simultaneous inspections were conducted in the identified illegal medical clinics and Labs, which were later sealed.

Special Lok Adalat held in Srinagar, 882 cases settled

A Special Lok Adalat was organized today under the Chairmanship of Abdul Rashid Malik Principal District & Sessions Judge Srinagar at District Court Complex Srinagar.

Three Benches were constituted in which Bench No.1 was presided over by Additional District Judge Bank Cases Balbir lal Jaswal and Advocate Shuja Khan (Retainer lawyer) as Member.

Bench No.2 was presided over by PT & E Magistrate Srinagar Umi Kulsum and Advocate Shehnaz Raheem (Retainer lawyer) as Member Bench No. 3 was presided over by Additional Mobile Magistrate Traffic Srinagar Mir Wajahat and 3rd Additional Munsiff Srinagar Fozia Paul.

Adnan Sayeed Secretary District Legal Services Authority Srinagar coordinated the said Special Lok Adalat.

A total number of 943 cases of different nature were taken up for their amicable settlement out of which 882 Cases were settled amicably. Beside this Rs.6.77 Lacs as settlement amount in Bank recovery cases and Rs.138950 was recovered as fine in Traffic matters.

JKMPCL announces increase in milk procurement prices

Jammu & Kashmir Milk Producers Co-operative Limited (JKMPCL) has announced the increase in the prices of milk procurement by Rupees 20 per kg of milk in the Kashmir region.

According to Chief Executive Officer JKMPCL Manoj Kumar, the milk-producing farmers will be paid Rupees 720 per kg of milk, which comes to Rupees 31.58 per Kg of cow milk having 3.5% Fat and  8.5% SNF.

He said that the milk producers are being paid 20 per cent more as compared to National Level procurement rate.

He further said that the new prices will come into effect from tomorrow the 1st November. He said that JKMPCL has almost doubled its Milk procurement volumes and is envisaging to expand milk procurement base by way of incorporating uncovered Dairy villages in Jammu & Kashmir

According to the charge sheet the accused are involved in Case FIR No. 11/2010 for commission of offences punishable U/S 420, 468, 471, 120-B RPC 5(2) PC Act before the Court of Special Judge Anti-Corruption Srinagar.

The investigation conducted revealed that in the year 2007-08, the Block Development Officer Khansahab Budgam, has shown providing of financial assistance under Indira Awas Youjana (IAY) scheme to as many as 43 beneficiaries, out of which 11 beneficiaries were found possessing their own houses.

During the investigation  it came to fore that the accused Mohammad Sharief Wani the then Panchayat Secretary was in league with accused Abdul Rashid Mir (BDO) and Bashir Ahmed Gazi (Inspector Panchayat).

Abusing their official position in furtherance of criminal conspiracy the accused fraudulently resorted to manipulation and falsification of documents and sanctioned an amount of Rs 2,90,000 in favour of the beneficiaries despite having knowledge that the beneficiaries have not constructed any house. They conferred an undue benefit to themselves and to the beneficiaries against a corresponding loss to the State exchequer to the tune of 2.90 lacs.

Radio Stations Renamed In J&K

Srinagar

Government on Thursday renamed Radio Stations in Jammu, Srinagar and Leh as All India Radio, Jammu; All India Radio, Srinagar; and All India Radio Leh, respectively.

Reports said that the identity announcements from these stations have been changed to “All India Radio”/”Akashvani” from “Radio Kashmir” with effect from Thursday.

Radio Kashmir was established on July 1, 1948, when Sheikh Abdullah, then the Prime Minister of Kashmir, inaugurated the Radio Kashmir Srinagar station near the Tourist Reception Centre in Srinagar. J.N. Zutshi was the first Director-General of Radio Kashmir. Radio Kashmir Srinagar became most popular when Pushkar Bhan’s Zoon Dab was aired for more than nineteen years from the Radio Kashmir station.

Bodies of 5 labourers killed in Kulgam handed over to families

Bodies of five labourers, who were killed by suspected militants in Katroosu village  of south Kashmir’s Kulgam district on Tuesday were handed over to their families in Murshidabad on Thursday morning.

Umang Narula appointed as advisor to LG Ladakh, Khandare as IGP

Srinagar

The Centre today appointed senior IAS officer Umang Narula as Advisor to the newly-appointed Lt Governor of the Himalayan region of Ladakh and S S Khandare an Inspector General of Police as “Head of Police”.

Narula, a 1989-batch IAS officer, was appointed as Advisor of the Lieutenant Governor of Ladakh with immediate effect, according to an order issued this evening.

He is, at present, posted as Principal Secretary to Governor Satya Pal Malik, who has since been transferred to Goa.

S S Khandare, a 1995-batch IPS officer, has been appointed “Head of Police” of the Union Territory of Ladakh with effect from October 31, when the new Union Territory will come into existence, as per another order.

Scrapping of special status fulfilled Sardar Patel’s dream, PM Modi says

SRINAGAR: As Article 370 that grants special status to J&K was scrapped and Jammu and Kashmir, which has been part of the Union of India since 1947 was officially bifurcated into Union Territories. RK Mathur, the new and first Lieutenant Governor of the Union Territory of Ladakh was sworn in by chief justice of Jammu and Kashmir high court Geeta Mittal in a simple ceremony. IAS officer Girish Chandra Murmu will take over as L-G of the UT of Jammu and Kashmir later in the day, said a report by News 18.

According to the Jammu and Kashmir Reorganisation Act, 2019, the appointed day for the two UTs was October 31, and these came into existence at midnight (Wednesday-Thursday), nearly three months after the announcement in Rajya Sabha, the report mentioned.

The oath-taking ceremony will be held in a function in Srinagar, the summer capital, despite the fact that by that time the swearing-in ceremony, the Jammu and Kashmir darbar would be moved to winter capital Jammu. Sources told India Today TV that the decision to administer the oath in Srinagar is ‘symbolic’ and is to highlight Kashmir’s integration with the rest of India.

Interestingly, both Prime Minister Narendra Modi and Home Minister Amit Shah have not visited Kashmir Valley since the revocation of Article 370.

Jammu and Kashmir will have political stability and the cycle of governments formed and brought down for vested interests will stop, Prime Minister Narendra Modi said today on his government’s decision to end special status to the state under Article 370 and split it into two union territories that come into existence from today, reported NDTV.

“Jammu and Kashmir and Ladakh are taking a step towards a new future today,” NDTV quoted PM Modi as having said, addressing a gathering in Gujarat’s Kevadiya to mark the 144th birth anniversary of Sardar Vallabhbhai Patel, the day picked for Jammu and Kashmir’s transformation to come into force. Sardar Patel’s birth anniversary is celebrated across the country as “National Unity Day” as a tribute to India’s first home minister, who led the task of integrating princely states into the union of India after Independence in 1947.

“Article 370 only gave separatism and terrorism to Jammu and Kashmir. It was the only place in the country where Article 370 was present, where in the last three decades, over 40,000 people were killed and several mothers lost their sons due to terrorism. Now this wall of Article 370 has been demolished,” said the Prime Minister at the event organized near a giant statue of Sardar Patel.

The government’s decisions on Jammu and Kashmir were not to draw new territorial lines on the ground, PM Modi asserted. “We wanted to build a strong link of faith, the sort of faith that even Sardar Patel had dreamed of for Jammu, Kashmir and Ladakh,” he said.

“Inspired by Sardar Patel, we are focusing on the emotional, economic and constitutional integration of the entire country.”

The PM quoted Sardar Patel as saying that if the Jammu and Kashmir issue had been in his hands, a resolution wouldn’t have taken so long. “He had warned that unification is the only way out. I dedicate the parliament’s decision to Sardar Patel and lay it at his feet,” he said.

Speaking on the Block Development Council polls in Jammu and Kashmir last week, PM Modi said Article 370 had been used as an excuse to not hold the polls. “They were recently held for the first time and there was a 98 per cent turnout, which reflects unity.”

PM Modi also referred to what he described as decades of alienation felt by the northeastern states. “There was a time when the chasm of mistrust between the northeast and the rest of India was deep. There were serious questions about the physical and emotional connectivity. That is now changing,” he said, adding, “the North-East is moving from algaav to lagaav (separatism to attachment).”

In an apparent swipe at Pakistan, PM Modi said those who “cannot win wars against us” are trying to destroy the country’s unity. “Unity in diversity is our pride and identity,” NDTV quoted PM Modi as saying.

The meeting was informed that against the target of 26438 Village Health Nutrition Days (VHNDs) 6909 VHNDs have been conducted, while as same number of health check-ups have also been done.

The meeting was informed that under ‘Beti Bachav Beti Padav’ scheme, 9511 cases have been sanctioned while as 3445 cases are under process. The DDC stressed upon the officers of ICDS and Health Department to work in close coordination and added synergy for the better implementation of welfare schemes.

He also directed for conducting regular workshops at block level for the mass awareness regarding various health issues with emphasis on preventive measures.

The DDC also stressed on educating the women folk on maintaining proper hygiene and diet habits. He enjoined upon the concerned to educate the people about consequences of declining sex ratio. He added that stern action will be taken against the centres found involved in illegal sex determination.

Bumper saffron crop expected this season

SRINAGAR: According to a report by Chief Agriculture Officer Pulwama 2500 ha have been rejuvenated so far and bumper production is expected during the current season which is in full bloom.

The report reads that the reason of the bumper crop is timely interventions of the department in terms of rejuvenation of saffron corms on scientific basis, integrated nutrient management, integrated disease and pest management and technical guidance by the field functionaries of the department to the growers, the spokesman said.

Pertinent to mention Saffron production in Jammu and Kashmir was under threat of extinction due to decline in productivity from an average of 3.13 kg per hectare to 1.88 kg per hectare over the years before 2010. Due to initiatives taken y the Government for revival of JK Saffron under National Mission on Saffron, a project of Rs. 411 crore was approved by Government of India in year 2010-2011, under which an area of 3715 hectare of saffron was proposed to be rejuvenated.

Under the mission India International Saffron Trade Centre (Saffron Park) has been commissioned at Dussu, Pampore and is likely to be inaugurated very soon. At this centre, farmers will get hi-tech post harvesting facilities like drying, stigma separation, packing, grading and quality tests, besides facility for marketing of Saffron through e-auctioning is also being extended to the growers.

Kashmir: 12th class examination commenced

SRINAGAR: According to a statement issued by Jammu and Kashmir Board of School Education (JKBOSE) that the Annual Regular Examination of Higher Secondary (Class 12th) commenced on Wednesday.

The spokesman said that around 48,000 students of Kashmir division appeared in the examination. As many as 433 centres besides a special centre for specially-abled students had been set up at BOSE Campus Bemina, Srinagar.

The statement further reads that around 99.5% students appeared in the examination for which fool-proof arrangements were made. Flying squads were constituted for monitoring the examination. Adequate security measures in and around the examination centres were also taken by the administration.

Police identifies dead body of militant recovered in Bijbehara village

SRINAGAR: This is in reference to our earlier press note regarding a crime incident at Kanilwan Bijbehara in which a truck driver was killed. Dead body of one militant was also recovered from the nearby area. The killed militant has been identified as Aijaz Ahmad Malik, a resident of Dardsun District Kupwara, a police spokesman said in a statement issued to media on Wednesday.

According to the police records, he was affiliated with proscribed outfit Hizbul Mujahideen and had a history of crime records since 2018. He was wanted by law for his complicity in several crimes including attacks on security establishments and civilian atrocities. Several terror crime cases were registered against him including case FIR No. 72/2018 of PS Kralpora, the spokesman said.

Initial investigation has established that he was involved in the killing of a truck driver at Kanilwan area of Bijbehara on 29-10-2019. This has established the complicity of Hizbul Mujahideen in the crime. Further investigation in the matter is in progress.

A team of Crime Branch, Jammu arrested the accused Showkat Ahmad Lone @ Dr Faizan Shah @ Basit Shah, son of MohdRamzan Lone, a resident of Batwina, Tehsil Lar,Distt.Ganderbal from Mangaluru, Karnataka.

The accused had impersonated as Dr. Faizan Shah and duped the complainant after inducing him that he (accused) enjoyed close relations in the high corridors of power and hence can arrange government jobs for their kin and accordingly he took an amount of Rs. 10, 57,000/ for this purpose from the complainant.

The allegations against the accused were prima facie substantiated during the Preliminary Enquiry and the instant case was registered. During investigation the involvement of the accused in the case was made out but the accused went underground.

The accused kept on changing his names as well as hideouts. Finally he was arrested from Mangaluru, Karnataka and after further investigation challan has been produced before the Court of Hon’ble Chief Judicial Magistrate, Jammu on 30-10-2019.

Besides this, the accused has also impersonated as Director (WHO) World Health Organization and a separate case FIR No.No. 56/2019 has been lodged in this regard against the accused in P/S Barkhe, Mangaluru, Karnataka.

Cross LOC Firing: Civilian killed, five others injured

SRINAGAR: A civilian was killed and five others were injured as Pakistan violated ceasefire along the Line of Control (LoC) in Kupwara district of Jammu and Kashmir, officials said on Wednesday, India Today reported

Officials told India Today that Pakistani troops opened fire along the LoC in Kupwara’s Machil sector.

The Indian Army gave a befitting response to the Pakistani aggression that started on Tuesday night, officials added and the injured have been admitted to a hospital.

Application window opens for J&K GATE 2020 students again

SRINAGAR: The web portal for the Graduate Aptitude Test in Engineering 2020 has opened again to facilitate students from Jammu and Kashmir apply for the exam.

Every year, GATE is being conducted for admission to M.Tech./M.E. programmes offered at technical institutes in India. The application window for GATE 2020 closed on October 5 but the link has been activated again only for students from Jammu and Kashmir. The application window will close on November 8, 2019, reads a notification from the website of IIT Delhi Organizing Institute.

Meanwhile, the form correction window for candidates who have already applied for the GATE exam is open and candidates can apply for correction in minor details such as name, father’s name, college name etc.

Graduate Aptitude Test in Engineering (GATE) is an examination conducted jointly by the Indian Institute of Science (IISc), Bangalore and the seven Indian Institutes of Technology (at Bombay, Delhi, Guwahati, Kanpur, Kharagpur, Madras and Roorkee) on behalf of the National Coordination Board (NCB)-GATE, Department of Higher Education, Ministry of Human Resource Development (MHRD), Government of India.

Mamata Banerjee shocked over killing of 5 labourers from West Bengal

Expressing shock to the killing of five labourers from west Bengal, West Bengal Chief Minister Mamata Banerjee said that all necessary help will be given to the families of the labourers.

Taking to her twitter handle Banerjee wrote;  “We are shocked and deeply saddened at the brutal killings in Kashmir. Five workers from Murshidabad lost their lives. Words will not take away the grief of the families of the deceased. All help will be extended to the families in this tragic situation.”

On October, 29 late evening five labourers were killed by suspected militants in Katroosu village of Kulgam district in south Kashmir.

Media reports suggest that five labourers were killed and another was critically injured. The attack happened on a day when a delegation of 23 European Union parliamentarians was visiting the Valley to take stock of the J&K situation. During the day, Kashmir Valley observed a strike. Protests and stone-pelting were also reported from several parts of the Valley.

Day before the incident, militants had killed a truck driver in Bijbehara area of Anantnag. same day, firing from the militants on paramilitary personnel deployed near a school in Pulwama district was also reported.

LGs of J&K, Ladakh to swear-in tomorrow, preparations underway

SRINAGAR: The government has began the preparations for the swearing-in of the two newly-appointed Lieutenant Governors in Srinagar and Leh, as only a day has left in the dissolution of the state of Jammu and Kashmir into two Union Territories of J&K and Ladakh. Both will swear-in tomorrow on October 31.

According to a report by India Today, Gita Mittal, Chief Justice of the J&K High Court, will first administer the oath to Radha Krishna Mathur as the first lieutenant governor of Ladakh Union Territory at 7:15 am. Later, she will fly to Srinagar to administer the oath to Girish Chandra Murmu, who will be Jammu and Kashmir’s first lieutenant governor at 12:45 pm.

Mittal will leave for Leh on Wednesday itself. Sources said that a plane will be kept ready so that she can administer an oath on time at both locations, almost back to back. The ceremony will, however, be a somber affair sans any political leader. Sources said that no leader from state or Centre is expected to be part of the ceremony, the report added.

The oath-taking ceremony will be held in a function in Srinagar, the summer capital, despite the fact that by that time the swearing-in ceremony, the Jammu and Kashmir darbar would be moved to winter capital Jammu. Sources told India Today TV that the decision to administer the oath in Srinagar is ‘symbolic’ and is to highlight Kashmir’s integration with the rest of India.

Interestingly, both Prime Minister Narendra Modi and Home Minister Amit Shah have not visited Kashmir Valley since the revocation of Article 370, India Today reported.

DDC Pulwama inspects Exam centers

Srinagar: Deputy Commissioner Pulwama Dr Raghav Langer today inspected various examinations centres set up in Government Central Boys High School, Government Girls Higher Secondary School Pulwama and Govt Higher Secondary School Pinglena  for 10th class examinations in the district.

During the inspections, DDC interacted with the students and the supervisory staff besides reviewing the arrangements and directed the officials of the education department to make special arrangements for differently abled children, so that they would not face any inconvenience during examination.

Progressive farmers of Kulgam, Anantnag leave for inter-state training cum exposure tour

SRINAGAR: Department of Agriculture today flagged off a group of 70 progressive farmers of Kulgam and Anantnag districts on inter-state training cum exposure tour to Punjab Agriculture University (PAU) and National Diary Research Institute (NDRI) Karnal .

The spokesman said that tour is conducted by Farmers Training and Education Centre (FTEC) Ganderbal, Department of Agriculture under National Mission for Agriculture Extension Technology (NMAET).

The aim of the tour is to acquaint growers with practical demonstration on advanced techniques in Agriculture, cultivation of different crops with respect to the best management of cultural practices, pre and post-harvest management techniques and marketing.

Deputy Director FTEC, Farooq Ahmad Shah urged upon the participating farmers to take full advantage of the tour by interacting with the experts and their counter parts from other states to get the latest knowledge and knowhow about the innovative techniques in the field of Agriculture.

DDC Ganderbal takes stock of developmental work at Unani College, inspects various examination centres

SRINAGAR: The District Development Commissioner, Ganderbal Hashmat Ali Khan on Tuesday visited Government Unani Medical College Nawabagh Ganderbal to take the stock of developmental works.

DDC was accompanied by ADDC, Shafqat Iqbal, SSP Ganderbal, Khalil Poswal, ADC, Farooq Ahmad Baba, Executive Engineer PHE, Tehsildar Wakura, officials from Housing Board, nodal officer Unani Medical College besides other concerned officers.

During the visits DDC took round of all blocks including Hospital building, academic building and inspects the progress of construction works.

The DDC was informed that the construction work of Unani Medical College, executed by J&K Housing Board with total cost of Rs 32.50 crore, is in final stage. It was also revealed that 22.25 crore has been released while an amount of Rs 9 crore stands approved under Languishing Projects.

While inspecting the Hospital building, the DDC directed the executing agency to complete all pending and urged the nodal officer to complete all preparations for starting of OPD services in the Hospital at an earliest.

DDC directed the executing agency for developing internal and approaching roads to the hospital. He also directed the Tehsildar Wakura for demarcation of land in-coordination with executing agency and Nodal Officer so that work on remaining fencing is expedited. Later, DDC along with ADDC and ADC visited several examination centres to take stock of arrangements and process of Board examination.

During his visit to examination centers the DDC interacted with the heads of institution and expressed satisfaction over the arrangements made by the concerned institutions. Pertinently, the class 10th examination for students of Kashmir and winter zone of Jammu has commenced today for which 27 centers for 10th Board exams at 21 locations and 15 centers for 12th Board exams were set up at 12 locations across the district in different education institutions.

DC B’la reviews class 10th Exam arrangements, inspects various centres

SRINAGAR: Deputy Commissioner Baramulla Dr. G N Itoo inspected various examination centres setup by the Board of School Education (BOSE) for 10th class which commenced today.

Chief Education Officer G M Lone and other concerned officers also accompanied the Deputy Commissioner, the spokesman said.

DC visited examination centres established in GHSS for Boys Baramulla, GHSS for Girls Baramulla, St. Joseph Higher Secondary School Baramulla and various other examination centres, where he took stock of various facilities including lighting and sanitation.

He also interacted with the students and enquired about the same during which they expressed satisfaction over the arrangements made in this regard.

Speaking on the occasion, DC directed the concerned authorities to ensure availability of basic amenities for the students. He directed to ensure the conduct of exams in a fair and transparent manner besides stressing for creating conducive environment for the students. Moreover, he informed that over 10,000 students are appearing in the 10th class examination for which 99 centres have been established.

Pertinent to mention that district administration had made special transport arrangements for the students wherein SRTC buses plied on some designated routes so that students can reach their centres conveniently. Authorities have also imposed restrictions under section 144 Cr.P.C for maintaining tranquillity and peace in and around the examination centres.

Samoon visits Rs 100 Cr Bull Mother cum Dairy farm project in Kulgam

SRINAGAR: Principal Secretary Animal Husbandry/Sheep, Fisheries and Transport Dr. Asghar Samoon today inspected a mega Bull Mother cum Dairy Farm project in Brazloo Kulgam.

The concerned officers informed the Principal Secretary that the estimated project cost is Rs 100 crore and will be completed in a phased manner. With the setting up of the project, high genetic merit, HF and Jersey Cows will be added to the livestock of J&K.

Dr. Samoon said that with these high yielding cows white revolution will be realized in entire J&K particularly in District Kulgam.

Highlighting the need of high yielding cows for realizing the vision of the department in doubling the farmers income by the year 2024, Dr Samoon said two high yielding cows would be given to every beneficiary selected by a district level committee.

He also asked the officers to expedite the process of setting up of Liquid Nitrogen plants in every district. During the visit Dr. Samoon also distributed free Veterinary Medicine kits among 30 farmers. Later he visited Chancer Kulgam Hatchery and Trout Farm at Kulgam where he took stock of facilities available. Earlier Dr. Samoon also visited Poultry Estate at Tral where 1100 Kanals of land has been transferred to the department.

On the occasion, he asked the concerned officers to expedite the process of setting up of required infrastructure and facilities there.Dr Samoon also reviewed livestock infrastructure facilities in the area besides progress of different schemes for the benefit of farmers.

Chief Secretary directs officials to speedup procurement of fruit through MIS

SRINAGAR: Chief Secretary, B.V.R. Subrahmanyam on Tuesday directed the concerned officers to speed up the process of procurement of fruit through Market Intervention Scheme (MIS) and transport them to other states in an expedited mode.

The spokesman said that Chief Secretary was speaking during a meeting with a Central team led by Special Secretary Department of Agriculture, Cooperation and Farmers Welfare Vasudha Mishra here today.

The meeting was attended by Joint Secretary (MIDH) (DAC&FM), Managing Director NAFED, Horticulture Commissioner, Secretary Agriculture, Horticulture Production J&K, Director Horticulture Kashmir, Director Agriculture Kashmir, Director Sericulture, Managing Director JKHPMC, Director CAD Kashmir, Director Horticulture Jammu, Director Agriculture Jammu, Director CAD Jammu and other senior officers. During the meeting, the Chief Secretary exhorted upon the concerned agencies that the process under MIS launched by the State Government last month must be intensified so that apple crop is transported to other states.

He called for developing agriculture and horticulture sectors in entire J&K on modern lines. He said that products under Basmati and Paddy verities must be fully exploited to give boost to agriculture of Jammu. He also said that potential of vegetable growing be exploited and its marketing be enhanced.

The central team was briefed about the High Density Apple Plantation scheme, which is expected to cover over 100,000 Ha of land and would continue in four phases for next 20 years.

During the meeting, the proposed setting up of 60 cold stores each having the capacity of 5000 MTs was also discussed with the Central team.

The central team was informed that Horticulture is the main industry of J&K and 18-20 Lakh MT of apple crop is being annually exported to other states. A threadbare discussion was also held on purchasing of New Refrigerating vans and setting up of Horticulture Nursery for high density Plantation in Kashmir valley.

Div Com reviews progress on languishing projects in Kathua, Udhampur, Samba districts

SRINAGAR: the Divisional Commissioner, Sanjeev Verma, also reviewed the progress of works being executed under languishing projects scheme in Kathua, Udhampur and Samba districts, here at a meeting held with the concerned officers.

The spokesman said that Deputy Commissioners of Kathua, Udhampur and Samba districts along with other concerned officers attended the meeting through video conferencing.

The Div Com sought project wise status of various works under progress in the districts and directed the concerned for expeditious work.

The concerned officers apprised the Div Com of the details of various projects approved under languishing funding including roads and bridges, PHE, PDD, school infrastructure in Kathua, Udhampur and Samba districts. They also apprised of the number of works completed so far besides informing about the future work plan.

The Div Com directed the executing agencies to further gear up men and machinery and expedite the pace of work on all approved projects for timely completion. The Div Com asked the Deputy Commissioners for ensuring regular monitoring of ongoing works and submit the progress report.

People’s Plan Campaign: Capacity Building Programme held for Sarpanchs at Rajouri

SRINAGAR: A one day capacity building training on Gram Panchayat Development Plan (GPDP) and Mission Antyodaya Survey was held for Sarpanchs of district Rajouri was held on Tuesday.

The spokesman said that Capacity building of Sarpanchs about People’s plan campaign, 2019 (Sabki Yojana Sabka Vikas) and Mission Antyodaya survey is being conducted across the country by the Ministry of Panchayati Raj and Rural Development Department.

In district Rajouri, the training was imparted to the participants by Dr Abdul khabir, District Panchayat officer   who is also the Master Resource person for the campaign.

Dr Khabir said that the campaign shall be taken up in mission mode and it shall be ensured that through convergence of schemes of various line departments, good plans are prepared and quality issues in the formulation of GPDP are properly addressed. It was informed that special Gram Sabhas for the campaign shall be held from November 1, 2019 and the   process, including the preparation of the plans and uploading the same on plan plus portal shall be completed by December 31, 2019.

Briefing the Sarpanchs, District Panchayat Officer said that Gram Panchayat has been mandated for the preparation of Gram Panchayat Development Plan for economic development of the Panchayats. He said GPDP planning process has to be comprehensive and involves all the line departments and 21 subjects, delegated to panchayats. He further said the people’s plan campaign has been rolled out as Sabki Yojana Sabka Vikas. He said there will be an intensive and structure planning through convergence manner involving PRIs and the frontline workers of concerned Line Department. He also highlighted the activities to be taken up during the campaign.

Rajouri: Agriculture Dept provides Mushroom composts to farmers

SRINAGAR: To promote Mushroom cultivation in the district, Department of Agriculture Rajouri on Tuesday provided 30 quintal Mushroom compost here to 65 marginal farmers.

Speaking on the occasion, the Chief Agriculture Officer, Janak Raj said the main objective of providing compost by the department is to encourage the farmers to encourage cultivation of mushroom on scientific lines. He also invited the farmers to get training offered by the department in the latest technique and methods being used in mushroom cultivation, the spokesman said.

He said that Mushroom cultivation is an indoor activity and provides good employment opportunity to the farmers.

SRINAGAR: With political class in jail, markets shut and freedom of speech suspended, ruling BJP flew Ram Madhav, its Kashmir hand, to Srinagar to deliver a speech to a good gathering at Tagore Hall. He accused 40-odd pro-India leader, detained since August 5, of sending “secret messages” to the youth that “that gun was the only way out in Kashmir now”. Insisting that Jammu and Kashmir was on the “path of peace and development”, Madhav said people linking peoples’ sentiments with Article 370 and becoming stumbling blocks will be dealt with severely. “If keeping 200-300 leaders behind the bars will maintain peace in J&K, let them be there for some time,” Madhav said. He said the politics will restart and suggested the political class to start fighting for the restoration of statehood to Jammu and Kashmir.

“There are many jails in India for those coming in the way of peace and development. If they want to do routine politics, let them do it. If you have to restore statehood, do politics. We, too, want the restoration of statehood. Let us come forward in making naya(new) Kashmir that will be about peace and development,” Madhav said. In Delhi, he said, we say if 200 to 300 people are in detention and the region is at peace, maybe it is beneficial. Leaders of two parties (NC and PDP) are in detention and the region is peaceful. Who was inciting violence, he asked. “The politics practised in the last 70 years has come to an end. New administration will run on sab kasaath, sab kavikas,” Madhav said. Allying fears over loss of jobs and land, Madhav talked about “utmost caution” in protecting culture, heritage, jobs and education. “When we, in BJP, used to say that Kashmir is ours, it did not mean that the land of Kashmir is ours but that every Kashmiri is ours. The whole India is ready to assure you of that.”

Terming the detained political class as “paper tigers”, Madhav said: “I know how much courage they have. One phone call makes them shiver.” He asserted his party wanted “the emergence of new leadership”. Unlike past when everything used to be done for a few families or a few leaders in Kashmir, Madhav said “now whatever is happening is happening for lakhs of families of this state.” He said BJP will disallow politicians from using commoners as cannon fodder of their politics.

Madhav whose arrival to the venue was delayed by a massive traffic jam around Batamaloo said the people are busy in their routines. The event was the first political activity after August 5. He said his party does not want to get political mileage out of the August 5 decision-making unlike all those who arrived at the Srinagar airport only for being stopped.

The party is wooing the political activists to join them. A report from Jammu said PDP’s state general secretary Faqir Chand Bhagat, former IAS officer GR Bhagat and former KAS officer KuldeepKhajuria joined the party. BJP’s AvinashRaiKhanna, who presided over the crossover function, told them: “In the upcoming Block Development Council (BDC) elections, the BJP has already registered victories on 15 seats in Kashmir alone and we are going to witness heavy polling in favour of BJP on 24 October.”

Khanna did not stop at that. He said the people in Kashmir are not unhappy over the continued detention of the political class. “They looted Kashmir for the past 70 years. Had they been real leaders of Kashmiris, people would have reacted and protested but there was not even a single word of sympathy for them,” Khanna said. “Only 10 members of a family came out the other day to lodge a protest.”

Angry NC retaliated saying they need no BJP certificate and time will prove the party’s relevance at the appropriate time.

Correction: The 15 carom board manufacturers in Jalandhar who were supplying 200 pieces to Kashmir a month are now supplying 700 boards a day. The demand has forced the manufacturers to expand their capacity.

Northern Army Commander Lt Gen Ranbir Singh was among nine officers injured on October 24, when his Advanced Light Helicopter crash-landed near the Line of Control (LoC) in Poonch. Mohammad Afzal, a civilian who was nearby was also injured. The commander was visiting army units in the belt when the ALH developed a technical snag and crash-landed. The injured were evacuated to the Command Hospital, Udhampur. The first to launch the rescue was not army but the local villagers. The chopper had taken off from Mandi, and when gaining height, its rotor blades got entangled with wires from a power transmission tower. Jammu based Excelsior identified the injured as Col Sameer Dogra, Col Pushkar Sharma, CaptRajatBeri, Pilot NR Narayan, Commander Thakur, NaikNitin, NaikPawitter and Naik Ramesh Kanwar. It said the snag was detected and the chopper started coming down when it entangled in wires. A court of inquiry has been ordered.

Syed Abdul Rehman Geelani, the Zakir Hussain College Arabic teacher, who was acquitted in the Parliament attack case, is no more. He was 50. He died of cardiac arrest in Delhi. Family sources said he had gone to the gym when he suffered the heart attack. Geelani is survived by his wife, his son Atif and daughter Nusrat. Arrested in the parliament attack case, Geelani was awarded death sentence by Delhi court in 2002. In October 2003, Delhi High Court acquitted him of all charges for “need of evidence” and the decision was upheld by the Supreme Court in August 2005. Girish-Chandra-Murmu GovernorThe government appointed Girish Chander Murmu, a 1985 batch IAS officer from Gujarat cadre as the first Lieutenant Governor of Jammu and Kashmir that is going to be Union Territory from November 1. Currently working as the expenditure secretary in the union finance ministry, Murmu is a management graduate and post graduate in political science. Considered to be a trouble shooter, he has been the principal secretary of Narendra Modi when he was the Chief Minister of Gujarat, a position he held for nine years. People who know him said he was the main architect of Rs 80,000 Cr package that Modi announced during the doomed BJPDP rule. Ladakh’s first Lt Gov is retired IAS officer Radha Krishna Mathur who retired as Chief Information Commissioner in 2018. A former Defence Secretary, the 1977 batch IAS officer was Chief Secretary of Tripura, his home cadre.

WEDDINGS AND BLAZING GUNS

Mohammad Sidiq Joo - Karnah

KARNAH: The killing of Gundishot resident Mohammad Sidiq Joo, 70, had an instant outcome: Saiqa, his eldest daughter, had her marriage cancelled. After all, mourning’s lack room for any celebration, especially when her uncle, Maqbool is battling for his life in a Srinagar hospital. On October 20 night, as the rival armies pounded each other’s positions, the two brothers were injured when their home was hit by Pakistani shells.

Shells revisited the belt again on October 24, when Hamida Fatima, a woman was killed and eight others were injured. This time shells landed in Teetwal’s Pingla Haridal village in the afternoon. Most of the injured were females.

Fear gripped the entire border belt and people spent a long night in dungeons after Pakistani shelling led to the killing of the civilian and two soldiers. Of the three civilians injured in shelling, two were managed locally. Tensions were also reported in a vast belt of Hira Nagar where small-arms shelling by Pakistan led to a civilian’s injury. It interrupted harvesting as non local labour refused to work in the fields despite enhanced wages.

This latest artillery duel led to nine killings on both sides of the divide. Both sides accused each other of violating the 2003 ceasefire. Pakistani army said Indian shells landed in Jura, Shahkot and Nousehri sectors and killed five civilians and one soldier as several others survived wounded.

Army Chief General Bipin Rawat said at least 6 to 10 Pakistani soldiers were killed and three terror camps were destroyed in retaliatory action by the Indian Army in Keran and Keran sectors. “Three terror camps (Athmuqam, Kundal Shahi and Jura) were destroyed and on the fourth one also, we have caused severe damage,” the General was quoted saying.  “These are the camps we have targeted. And people who were supporting them, also the Pakistani posts, bore the brunt of our action.”

Pakistan insisted the civilians were targeted. Its Foreign Office summoned the Indian Acting High Commissioner in Pakistan, Gauruv Ahluwalia, to make a formal protest. They also briefed the P5 envoys. Pakistan actually flew some Western diplomats to the spots where the Indian shells damaged civilian properties. In retaliation, Pakistan claimed they destroyed two Indian army bunkers. A JCO was killed in Nowshehra sector in Pakistani sniper fire.

In Delhi, former Army Chief, now a minister, said: “Kayibaar, poonch seedhi karne mein samay lagta hai [Sometimes, it takes time to straighten out the tail].” A 27-year-old woman was killed in Poonch early last week.

The mourning, however, was not restricted to Kashmir alone. In ateh remote Dighali village of Gawhati, a family was mourning the death of Padam Bahadur Shrestha, who was killed in Karnah. He was the sole bread-winner of a six-member family comprising his parents, wife and three children. He was home in July, two months later, he was consigned to flames.

After, the guns thawed, Kashmir governor Satya Pal Malik said if Pakistan did not “behave”, India will cross the Line of Control (LoC). “This has become their routine. Somewhere it is to be stopped,” Malik said. “We will completely destroy the terrorist camps and if they don’t desist, we will go inside.”

CHENNAI

The Madras High Court has reserved its orders on the question of maintainability of a public interest litigation petition filed by Desiya Makkal Sakthi Katchi(DMSK), challenging the constitutional validity of the Jammu and Kashmir Reorganisation Act of 2019 that bifurcated Jammu and Kashmir into two Union Territories. The verdict was deferred by a division bench comprising Justices M Sathyanarayanan and N Seshasayee following elaborate arguments by the petitioners that the new law hits at the federal structure of the constitution. The bench had cited the lack of territorial jurisdiction and cause of action but the lawyer, K Sakthivel mentioned a Supreme Court decision asserted that when federalism is under threat by activities of the Centre which could end up converting the entire nation into a Union Territory, a citizen can approach any court of law in exercise of his duty to uphold the values of the Constitution. “What had happened to Jammu and Kashmir now might happen to Tamil Nadu too,” The Hindu quoted the lawyer arguing. Though the bench termed the lawyers apprehensions as “surmises and conjectures” and “a fear psychosis”, it eventually observed that the petitions maintainability will be decided.

Indigenous manufacturer, SMPP Pvt Ltd has developed and supplied 40,000 bullet-proof jackets to the army.

LONDON

Parveena Ahanger has featured on the BBC’s list of top 100 inspiring women. The Kashmiri woman, whose son disappeared in custody of the army in 1990, has put a relentless fight against the trend of disappearances and was eventually supported by a UN body to continue her activism. She heads the Association of Parents of Disappeared Parents (APDP) since 1994. Parveena has won several accolades for her work. She was honoured with Norway’s Rafto Prize 2017 for her human rights work.

LONDON: Since September 25 when the Labour Party in Britain passed a resolution in its annual conference critical of Delhi over Kashmir in its annual conference, the MEA has been consistently working to prevent Kashmiri Britons to influence the UK’s public opinion. The motion was initiated by British-Pakistani Uzma Rasool and was supported by Labour MP Naz Shah. In follow up, almost 100 British Indian community organisations launched a campaign to counter the “ill-conceived and partisan” resolution, and pressurising the Labour Party to withdraw it. The party, however, has not accepted the demand completely.

“The Kashmir emergency motion came through the democratic process of the labour party conf. However, we recognise that some of the language used could be misinterpreted or lead to misunderstanding about the Labour policy among the India diaspora,” Labour leader wrote in a letter to these organisations, insisting that party concerns over the state of human rights and lockdown remains. “The Labour party is an internationalist organisation and is committed to ensuring the human rights of all citizens of Kashmir are respected and upheld. That remains our priority and I agree that we should not allow the politics of the Sub-continent to divide communities here in Britain.”

Given the Kashmir origin population living in UK, they have kept Kashmir in news since September 5. On August 15, there was some violence outside the Indian High Commission as well. They were planning a 10,000 strong protest at the same venue on October 27.

This time, however, Delhi used its diplomacy to ensure that the protest does not take place. Reports appearing in Delhi media suggest that Scotland Yard has intervened and changed the venue of the protest. It was supposed to start at Downing Street at 10 am and conclude at 5 pm outside India House. Now it will begin at 2 pm and end at Trafalgar Square. “The development follows mounting pressure from Indian quarters concerned over a repeat of violence seen on August 15 and September 3, when some people were assaulted and parts of the mission building were attacked,” The Hindustan Times reported, saying India had sent a note verbale to the Foreign Office on the issue.

“Taking into account the anticipated number of protestors, and in order to prevent serious disruption, we have imposed pre-event conditions on the Free Kashmir protest under Sections 12 and 14 of the Public Order Act,

Matt Twist of Scotland Yard was quoted saying. “The assembly and the march must start in Parliament Street, process along Whitehall and conclude in Trafalgar Square. These are very iconic London locations, allowing good visibility of the protest, but will avoid the serious disruption that would be caused if roads closer to the High Commission became blocked.”

The scheduled protest was in news for many days. It was Leicester East Member of Parliament Keith Vaz who wrote an open letter wrote to the UK Home Secretary Priti Patel that the October 27, protest will coincide with the Diwali celebrations. Later, London Mayor, Sidiq Khan, while defending the right of peaceful protest had advised organizers not to go ahead with it because it will “deepen divisions”. The issue was raked up by Conservative MP Bob Blackman in the House of Commons that led to Prime Minister Boris Johnson’s intervention: “We must all be clear in this House that violence and intimidation anywhere in this country are wholly unacceptable.”

LADAKH

The Siachen glacier may not be a peace park but it is now open to adventure tourists. Throwing open the Colonel Chewang Rinchen Bridge over the Shyok River in Ladakh, Defence Minister Rajnath Singh tweeted: “The Siachen area is now open for tourists and tourism. From Siachen Base Camp to Kumar Post, the entire area has been opened for Tourism purposes.” This can be a game-changer for the region that is driving good response from the Chadder Track during peak winters. Interestingly, it was permission for trekkers to go up the glacier that led to the occupation of the glacier by India and Pakistan.

JAMMU

Jammu and Kashmir Police Crime Branch have arrested, yet again, Gola Shah, a land grabber, who had 21 police cases against him. Originally, Ravinder Kumar, the Greater Kailash resident was presented before the court in the 20thFIR, registered against him in 2011, under Section 420, 120-B of the RPC. Of the 21 cases, in 14, he is involved in land grabbing. The first police case registered against him was in 2002 at the Gangyal police station. In 2006, he was booked under the Public Safety Act for repeated land-grabbing incidences. At different times he has been booked for crimes under fraud (420 in common parlance), trespass, Arms Act at different police stations. In all these cases, police have investigated and arrested his 33 accomplices, mostly members of the land mafia.

PUNITIVE DIPLOMACY IN ACTION

Erdogan-ModiTURKEY: Delhi has picked a leaf from Chinese diplomacy envisaging Beijing using trade as a lever to punish partners. With Malaysia “punished”, it is the turn for Turkey to pay costs for talking on Kashmir and in Pakistan’s favour. Prime Minster Narendra Modi has cancelled his December 2019, Turkey trip. India is in the process of cancelling a US$2.3 billion tender granted to Turkey’s Anadolu Shipyard to help build five 45,000-tonne fleet support ships (FSS) for the Hindustan Shipyard Limited for the use of Indian Navy.

The two leaders Modi and Recep Tayyip Erdogan had met in Osaka in June and decided that Modi would be coming to Turkey by the year end. However, he spoke quite harshly against India, in favour of Kashmir, in his UN General Assembly speech that led to the cancellation of Modi’s visit. Later, Turkey joined China and Malaysia at the Financial Action Task Force (FATF) meeting in Paris in preventing Pakistan’s black-listing for which Delhi had put in a lot of effort. Pakistan continues to be in grey category till February. A blacklisting will prevent Pakistan from accessing multi-lateral funding.

Modi had visited Turkey during the G20 Summit in Antalya in 2015. Erdogan paid a two-day visit to India in July 2018.

Meanwhile, Mahathir has refused to retract his Kashmir statement.

Bloomberg, in a report citing people familiar with the matter, said New Delhi is now exploring the possibility of tariff and non-tariff measures to limit imports of goods from the two countries.

“The options include stringent quality tests and a safeguard tax in addition to existing levies,” the news wire wrote, quoting the people declining to be identified as a final decision had yet to be reached.

The report added that the spokesman for India’s finance and commerce ministries could not be immediately reached for comment. “We speak our mind, and we don’t retract and change. We felt the people of Kashmir have benefitted from the UN resolution, and all what we are saying is that [everyone]should all abide, not just Pakistan [but]even the US should abide by the UN resolution. Otherwise, what is the good in having the UN?” Bloomberg quoted him saying. “Sometimes we have to have strained relationship, but we want to be friendly with people. Malaysia is a trading nation, we need markets, so we are nice to people. But also we have to speak up for people, so sometimes what we say is liked by some, but disliked by some.”

The statement came a day after India’s top vegetable trade body, Solvent Extractors’ Association of India (SEAI), asked its members to stop buying Malaysian palm oil. The call for boycott came days after India raised its customs duty on refined palm oil from Malaysia by 5% for six months with a potential to raise it further. Besides, the testing parameters have also been made stringent. The boycott call has led Malaysian palm oil futures FCPOc3 slip substantially.

Malaysia’s exports to India were worth US$10.8 billion (S$14.7 billion) in the fiscal year that ended on March 31, while imports totalled US$6.4 billion.

Amid all this tension, Dr S Jaishankar met his Malaysian counterpart Saifuddin Abdullah on the sidelines of the Non-Aligned Movement Ministerial Meeting in Azerbaijan where they held an “open and candid conversation on outstanding issues.”

Meanwhile, Malaysian Consultative Council of Islamic Organisations (Mapim) is leading an ASEAN group of intellectuals to Pakistani Kashmir to interact with the people on the invitation of Pakistan national assembly.

Now Prime Minister Modi is Riyadh bound to have meeting with Saudi king and the powerful crown prince on October 28. Modi will deliver a speech to the Saudi investment summit and sign various agreements.

GUPKAR

Kashmir’s five times Chief Minister, Dr Farooq Abdullah, had a quite birthday while in incarceration at his home. Currently detained under Public Safety Act, he turned 82 on Monday. Authorities have converted his home into a sub-jail and his wife Molly has been permitted to live with him. Though a party animal, Dr Abdullah has not been making birthday bashes in celebration. The people, however, had been sending him birthday wishes, every fall.

Authorities did permit his daughter to see him on his birthday. Prior to them, however, it was West Bengal Chief Minister Mamata Banerjee who was the first to tweet her greetings. “Birthday wishes to Farooq Abdullah Ji. These are difficult times for you. We stand by you. Please stay positive. We pray for your good health @OmarAbdullah,” Mamta tweeted.

ISLAMABAD

In the wake of February-confrontation between India and Pakistan, the details revealed recently said Pakistan scrambled two F-16 fighter jets after PAF intercepted a Kabul-bound Spice Jet plane carrying 120 passengers on September 23. The reason: India’s aviation regulator has assigned it an electronic code (mode-S transponder) that is meant exclusively for military aircrafts. As Pakistani radars detected an “IAF” aircraft, two F-16s intercepted the plane to verify its identity. “The Spice Jet pilots were then told to “hold the plane” in the sky as the F-16s continued to flank it on both sides,” The Hindu reported the aerial drama. “After confirming that it was a harmless, civilian plane on a scheduled flight from New Delhi to Kabul, Pakistan Air Force jets escorted it to the Afghanistan border to allow it to complete its journey.” Unlike commercial airlines that file their six monthly schedules with the aviation regulator, the military aircrafts carrying VIPs have to submit their flight path and seek prior permission for each flight when flying through another country.

DELHI

Four persons were arrested at the Indira Gandhi International (IGI) Airport for their alleged involvement in smuggling gold worth over Rs 99 lakh in three separate incidents. One incident involves two Kashmir residents who flew in from Dubai. They were detected crossing the green channel and the search led to the recovery of five silver-coated gold bangles, weighing 1.275 kg from them. Customs officials said the bangles worn by the Srinagar residents were covered by the sleeves of their shirts and cost around Rs 44 lakh. The bangles were seized and the persons arrested. The two had admitted that they smuggled 2.407 kg of gold in the past.

SRINAGAR

The Anti-Corruption Bureau (ACB) sleuths raided 15 locations in Srinagar, Jammu and Delhi after it registered a case in aRs 1100 crore bank loan dispensed by J&K Bank under Mushtaq Ahmad’s leadership. His home was among four residences of bank executives that were raided.

The case pertains to the investigations in aRs 1100 crore loan to Rice Exports India (REI) Agro Limited and a case was registered against Sanjay Jhunjhunwala, and 22 others. ACB has found that bank’s Mahim (Mumbai) extended a Rs 550 crore loan and the Vasant Vihar branch sanctioned Rs 139 crore loan to REI Agro Ltd on “fake documents and in violation of the laid down banking procedure during the year 2011-2013’’. The loan was approved for paying the farmers the cost of the paddy that the company had purchased. A year later, the loan was declared a Non-Performing Assets (NPAs).

Besides, the Vasant Vihar branch had taken over aRs 85 crore loan obtained by the company from IDFC and IREDA and this account was also declared an NPA. Later, however, the bank recovered Rs 54 crore by selling the company’s machines. ACB has concluded that the loans were extended in connivance with and under patronage of then Chairman Mushtaq Ahmad Sheikh under a “conspiracy spread over several years, in a planned and pre-designed manner, by misuse and abuse of their authority” just to serve the interest of the REI promoters.  The loan of Rs 635 crore (Rs 550+85 crore) had an interest liability of Rs 489.45 crore thus making aRs 1124.45 crore loss to the bank.

Ishrat Rasheed, the young girl, who survived a spinal cord injury during the 2016 unrest while jumping in panic after police raided her home, has become Kashmir’s first specially-abled international basketball player. She is Thailand bound in November to participate in the International Wheelchair Basketball Tournament. Amazed over the turn of events, Ishrat was feeling lost after being bed-ridden for all these years till she discovered a future at Srinagar’s Voluntary Medicare Society (VMS). She attended the wheelchair competition in Chennai, courtesy army and police, and was judged the best and selected for an international event.

Additional allowances for children’s education (Rs 607 Cr), hostel (Rs 1823 Cr), transport (Rs 1200 Cr), leave travel concession (Rs 1000 Cr) and health (Rs 108 Cr) and other allowances (Rs 62 Cr) to the employees in Jammu and Kashmir under seventh pay commission will add Rs 4800 crore to the yearly outgo. In anticipation of the ‘bonanza’, the employees were supposed to take Rs 35788.45 crore as their salary, pension and other benefits from an overall budget of Rs 88911 crore as per the budget for the current fiscal 2019-20.
