If Lok Sabha’s Assurance Committee report is any indication, the Central government has thrown the AFSPA ball into the court of J&K government. In its report tabled in Lok Sabha on Tuesday, the Committee has said the state government’s comments on the AFSPA related recommndenations made by the AFSPA are awaited.
The Committee has put the following comment as its reply:
“The Committee(Parliamentary committee on assurances) was informed that a copy of Report of Interlocutors has been forwarded to the State Government for their comments. The comments of the State Government, J&K have not been received so far. Further, a view in the matter is to be taken by the State Government / State Legislature. As such, fulfilling the assurance by the Ministry is dependent on the response of the State Government /consideration of the report by the State Legislature. However, the Committee are of the view that the Ministry being the nodal authority, should pursue the matter with the State Government and impress upon them to furnish their comments in the matter with out further delay so that an appropriate decision on the report could be taken by the Government and the assurance in the matter is implemented at the earliest.”
It was on August 4, 2012, ten members of the parliament had asked question on report of interlocutors. They were seeking information if it has recommended review of AFSPA. The Home Minister then said, they were studying report. Since it was an assurance, it went to assurance committee automatically under the standard systems set in Lok Sabha.
On Tuesday report of assurance committee was tabled in the House. It simply threw the ball into the court of the state legislature and the state government. The reply by the committee has requested for dropping the assurance.
