SRINAGAR: If the stray dogs you are feeding attack people, you can be punished and taken to court. That is what exactly the Supreme Court has ruled.
The observation may become a major gamechanger in preventing the fast breeding of stray dogs in Kashmir where protein-rich garbage is playing a crucial role in increasing the population of the pariahs.
Dealing with the issue of the stray dog menace, a bench of Justices Sanjiv Khanna and J K Maheshwari, observed that “some solution has to be found”.
“Most of us are dog lovers. I also feed dogs. Something came to my mind. Let people take care (of dogs) if they want but they have to be marked, not tracked through the chip, I'm not in favour of that,” Justice Khanna observed.
Will this ruling be part of the dog management in Kashmir? In Kashmir, a whopping 5629 bite victims, mostly of dog bites, were reported to the Anti-Rabies Clinic at Srinagar’s Shri Maharaja Hari Singh (SMHS) hospital in the last one year.
According to doctors, the presence of dogs on every nook and corner has led to man-dog confrontation due to which the number of cases of dog bites has increased in the region.
In the last decade, a total of 59,282 cases of bite have been reported in Kashmir.
As canine terror is not new to Kashmir, the minors and old have been mostly on the receiving end.
According to experts, the numbers are soaring because of two primary reasons; the availability of household and poultry waste on roads, and the fast breeding of dogs. The availability of the offal or any other leftover food material is directly proportional to the breeding efficiency and the lifespan of the dogs.
