Infiltration bid foiled, militant killed: Army

SRINAGAR: Army on Wednesday claimed to have killed a militant after foiling an infiltration bid along the Line of Control (LoC) in Keri area of Bhimber Gali Sector in Rajouri district.

An army spokesman in a statement said, “Based on specific intelligence inputs  from J&K Police, a joint operation was launched close to Line of Control in Keri area of Bhimber Gali Sector in District Rajouri.”

“(Militants) were seen crossing the Line of Control and the alert troops of Indian Army foiled the infiltration bid resulting in killing of one (militant),” the spokesman said, adding, “One AK-47 with two magazines (was) recovered. The search operation is in progress.”

India records 5.85 lakh corona cases with 17,400 deaths

SRINAGAR: India recorded a spike of 18,653 cases in the last 24 hours, pushing the total tally of COVID-19 cases to 5,85,493, with the number of fatalities mounting to 17,400, the Ministry of Health and Family Welfare said on Wednesday.

A total of 3,47,978 people have recovered and discharged from hospitals. The recovery rate is 59.07 per cent among the COVID-19 patients.

According to the Health Ministry data, 507 deaths were recorded in the last 24 hours, taking the COVID-19 death toll to 17,400.

With a spike of 4,878 cases, Maharashtra remained the worst hit state in the country. The state has a total of 1,74,761 cases, including 7,855 deaths.

Tamil Nadu is on the second spot with 90,167 confirmed cases, of which, 1,201 people have died, 50,074 have recovered and 38,892 are active.

Delhi with a total of 87,360 cases, including 2,742 deaths and 58,348 recoveries.

States with more than 10,000 cases include Gujarat with 32,557 cases and 1,846 deaths, Uttar Pradesh (23,492), Rajasthan (18,014), Madhya Pradesh (13,593), West Bengal (18,559), Haryana (14,548), Karnataka (15,242), Andhra Pradesh (14,595) and Telangana (16,339) cases.

The number of diagnostic labs is continuously increasing. India now has 1,049 diagnostic labs dedicated to COVID-19. These include 761 labs in the government sector and 288 private labs.

The overall number of global COVID-19 cases has increased to over 10.4 million, while the deaths have soared to more than 509,000, according to the Johns Hopkins University.

As of Wednesday morning, the total number of cases globally increased to 10,434,835, while the fatalities stood at to 509,779, the University”s Center for Systems Science and Engineering (CSSE) revealed in its latest update. (IANS)

COVID-19: Kashmir reports two more deaths, toll reaches 104

SRINAGAR:  Two more Covid-19 positive patients died at CD hospital taking the toll of total deaths related to Covid-19 to 104 in Jammu and Kashmir.

Quoting officials news agency KNO reported that two patients who died at CD hospital include 75-year-old man from Sopore and 80-year-old man from Bibehara area of Anantnag district.

Dr  Saleem Tak, Medical Superintendent at CD hospital while confirming the death of two patients said that both patients were suffering from pneumonia besides respiratory diseases and other ailments.

He said that the patient from Sopore died during night and patient from Bijbehara died on Wednesday morning. Earlier, a 50 -year -old lady from Srinagar, who had  tested positive for COVID-19, died at SKIMS

Dr G H Yatoo, Nodal officer for Covid-19 at SKIMS told KNO that the lady from Eidgah Srinagar  was admitted at SKIMS on June 19.

“She was admitted as a case of Hypertension, Hypothyroidism with community-acquired pneumonia with type 1 respiratory failure,” he said.

With two fresh deaths, the death toll related to Covid-19 in J&K has reached to 104 that include 92 from Kashmir and 12 from Jammu division.

‘August 5 Sparked It All’

A scholar of Central Eurasian and Tibetan history Prof Siddiq Wahid, the former Vice-Chancellor of Islamic University of Science and Technology, tells Masood Hussain that the Ladakh happenings are the outcome of the recent decision-making that withdrew the special status to Jammu and Kashmir and its quick conversion into two centrally governed territories

KASHMIR LIFE (KL)Professor, what are we actually witnessing in Ladakh?

PROF SIDDIQ WAHID (SW): What we are witnessing, in the broadest term, is a forced look at maps for the first time in the last 70 years. When people look at a map they see that the non-resolution of the Jammu and Kashmir dispute has caused the ambiguities along the line of actual control (LoAC) and the LoC. It has come into view because, after August 5, 2019, India published maps where it has made certain claims and that are being challenged by China.

KL: Amid incursions, China is now claiming Galwan valley. Is there any historical reference to this claim?

SW: I don’t know whether they are making references to historical texts. We also don’t know if India is making references to them because the talks have been localized between two army generals and not between the two states. And when you don’t know what the parameters of their discussions are it’s very hard to comment.

KL: Everybody is well versed with the LoC but not the LoAC between Indian and Chinese territories. What is the LoAC history?

SW: In this context, history is of the same length as that of LoC. When India and Pakistan were born in August 1947, you suddenly had another state [the state of J&K]that had to be discussed – but never was. I suspect the reason that it was not discussed as much as the LoC was because after 1962 there were no wars along it and there was some understanding reached again. We are not aware of all those understandings, but they did agree that they are not going to shoot at each other with guns. It is amazing that people on the Indian side did not look at a map to see that all the territories they are talking about now – the Pangong lake, Galwan valley, Dulat Beg Oldie, Hot Springs etc. are all areas that fall within the erstwhile former princely state of Jammu and Kashmir. So, obviously, it is part of the unresolved dispute [over J&K]situation.

KL: Delhi says that post-partition, Pakistan gifted territory to China. What is the fact?

SW: This is a reference to the Shaksgam valley. It’s ceding by Pakistan was negotiated between Beijing and Islamabad in 1963, with the understanding that the final resolution of what would happen with the Shaksgam valley could be when the Jammu and Kashmir dispute was resolved. China will then negotiate with whoever has Shaksgam valley; that is a fairly open understanding. I think there are some other minor issues as well.

KL: Jammu and Kashmir as a heterogeneous entity has been seen as the illegitimacy of history and the outcome of the Great Game. Is a new Great Game in action?

SW: It is an oversimplification to say that. I hesitate to use terms like the“new great game”, or “new cold war” because these are very catchy phrases, marketing terms. Historically you need to be much more familiar with the story and geography to apply those terms. At base – when they use such terms as the “great game”, the “cold war” or any such – it is, at the base, nothing but power politics with different motives in history. In the seventeenth and eighteenth centuries, it was all about territory. Today it is all about energy, sources of energy and climate through the water. All these reasons are interconnected now. The terms change but, at the bottom of it, it is all about powers and how they deal with each other.

KL: There are different interpretations of what is happening. Delhi is saying that it invested in road infrastructure that infuriated Chinese. Then another theory is that it is because the Dulat Beig Oldie is very close to Aksai Chain and the Karakorum Highway. Which one is correct?

SW: All of them. Why does it have to be only one reason? Jammu and Kashmir comes into the picture because every part of the territory you are talking about belonged to the former state of Jammu and Kashmir and it is, as it happens, a dispute that has not been resolved; that is why it centres on Jammu and Kashmir or the erstwhile state that is comprised of Gilgit, Baltistan, Ladakh, Kashmir, Jammu. August 5 sparked it. You will recall that Delhi published a few maps after that date and those maps created problems because they curb Pakistan’s and China’s ambitions on the territory of the erstwhile state of J&K.

As for infrastructure development, well before August 5 – in about 2013 or 2014 I think – India suddenly realized that there was no infrastructure that India had created along the LoAC. They have been trying to catch up to create infrastructure on this side. Once that got serious, it alerted China. 

But also, since August 5, Delhi ministers made a lot of noise. Ram Madhav, as recently as May 21, said that all that remains for India now is to take Gilgit and Baltistan back. What does that do to China’s investment in the CPEC of about US $ 64 billion? So obviously there will be push back.

KL: Earlier we used to talk of two parties, is China the third player?

SW: First, yes, China is emerging as the “third party” – in a sense Delhi has invited them to it. But in fact, that makes it the fourth party, including the peoples of the erstwhile state of J&K. I would maintain that there have been no real talks because the erstwhile state of Jammu and Kashmir was never involved in discussions.

The BJP government has wanted to make it a unilateral issue; that is, forget even the bilateral and make it unilateral. But ironically, it has internationalized the issue as never before.

KL: So, what next? How do you foresee things?

SW: It is hard to foresee. I’m a historian, so I don’t try to predict events. But it is a problem that is here to stay for a while with the current status quo in place. I think that it will not be settled as quickly as we all would like it to.

KL: Is there any likelihood of India and Pakistan talking though they have downgraded bilateral diplomacy?

SW:  I hope so, but I don’t see yet happening it immediately unless there is some quiet understanding. If that happens, then I think it is important that both the LoC and LAC be decided in the same process.

KL: In South Asia when the LoC and LoAC have come together, how is American responding?

SW: America has not really responded. The first response was a month ago after the incursions when the US took a very strong stand saying that China is interfering and it should back down. But that is not really a reaction. That was a formal statement or rhetoric.

I don’t think the US has given its position fully on it. But somebody had written that America cannot send its troops to help India. So what does it mean to “help” India now?

KL: But not many countries came out with statements after the two sides clashed in Galwan?

SW: It was not a clash, not even a shot was fired. It was a brawl in which many deaths took place after 45 years. If the world wanted to make statements then it would need to understand Jammu and Kashmir problem in some depth and I’m afraid that very few countries in the world have a full understanding of it, its dangerous dimensions.

KL: Are we looking at war? 

SW: I hope not, but in this day and age, we can’t rule out anything. Who would have thought, a month or a year ago, that China would be this thickly involved in South Asia?

I am sure that both the states would want to avoid war but it is unpredictable at the same time.

CRPF Trooper, Civilian Killed In Sopore Attack: DGP

Srinagar

A CRPF trooper and a civilian were killed while three other paramilitary personnel were injured after militants attacked a CRPF party at Model town of Sopore in north Kashmir’s Baramulla district on Wednesday morning.

An official said that militants attacked CRPF patrolling party in Model town of Sopore by firing indiscriminately.

In this incident five people including four CRPF personnel were injured.

“We lost one CRPF personnel and one civilian. The CRPF personnel injured (are being ) evacuating to 92 base hospital,” Director General of Police Dilbag Singh told news agency GNS.

Official sources identified the slain CRPF personnel as Dipchand Verma. While as the injured CRPF personnel have been identified as constable Bhoya Rajesh, constable Deepak Patil and Nilesh Chawde.

Soon after the attack whole area has been cordoned off to nab the attackers. More details shall follow.

COVID-19 Claims Another Life In Kashmir, toll 102

 

Srinagar, July 01 (KNO): A 50 -year -old lady from Srinagar, who had  tested positive for COVID-19, died on Wednesday morning at SKIMS Soura .

Dr G H Yatoo, Nodal officer for Covid-19 at SKIMS told news agency—Kashmir News Observer (KNO), that the lady from Eidgah Srinagar  was admitted at SKIMS on June 19.

Militants Attack CRPF Party In Sopore, Four Injured

Srinagar

Four persons including three CRPF personnel were injured after militants attacked CRPF party of 179 BN at Model town of Sopore in North Kashmir’s Baramulla district on Wednesday morning.

A senior Police officer told news agency GNS that militants attacked CRPF patrolling party in model town of Sopore by firing indiscriminately, in this incident four people inlcuding three CRPF personnel were injured.

They have been shifted to nearby hospital for treatment.

Soon after the attack whole area has been cordoned off to nab the attackers. More details shall follow.

J&K reports 260 new COVID-19 cases, tally reaches 7497

SRINAGAR: The Government on Tuesday informed that 260 new positive cases of novel Coronavirus (COVID-19), 32 from Jammu division and 228 from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 7497. Also, 06 COVID-19 deaths, 05 from Kashmir Division and 01 from Jammu Division have been reported.

Moreover, 137 more COVID-19 patients have recovered and discharged from various hospitals, 22 from Jammu Division and 115 from the Kashmir Division.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 7497 positive cases, 2674 are Active Positive, 4722 have recovered and 101 have died; 12 in Jammu division and 89 in Kashmir division.

The Bulletin further said that out of 365058 test results available, 357561 samples have been tested as negative till June 30, 2020.

Additionally, till date 281581 travelers and persons in contact with suspected cases have been enlisted for surveillance which included 39866 persons in-home quarantine including facilities operated by government, 36 in Hospital Quarantine, 2674 in hospital isolation and 46912 under home surveillance. Besides, 191992 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Bandipora has 294 positive cases (including 03 cases reported today) with 35 Active Positive, 258 recovered (including 03 cases recovered today) and 01 death; Srinagar has 938 positive cases (including 46 cases reported today) with 594 Active Positive, 320 recovered (including 55 cases recovered today), 24 deaths; Anantnag district has 666 positive cases (including 17 cases reported today), with 111 Active Positive, 548 recovered (including 05 cases recovered today),  07 deaths; Baramulla has 860 positive cases (including 44 cases reported today) with 463 Active Positive, 381 recovered, 16 deaths; Shopian has 768 positive cases (including 19 cases reported today) with 200 Active Positive, 556 recovered (including 11 cases recovered today) and 12 deaths; Kupwara has 537 positive cases (including 01 case reported today) with 124 Active Positive, 408 recovered (including 17 cases recovered today) and 05 deaths; Budgam has 416 positive cases (including 19 cases reported today) with 186 Active Positive and 223 recovered cases (including 07 cases recovered today) and 07 deaths; Ganderbal has 92 positive cases (including 01 case reported today) with 30 active positive cases and 62 recoveries; Kulgam has 831 positive cases (including 64 cases reported today), with 234 Active Positive and 584 recoveries and 13 deaths and Pulwama reported 484 positive cases (including 14 cases reported today) with 256 active positive cases and 224 recovered (including 17 cases recovered today) and 04 deaths.

Similarly, Jammu has 348 positive cases (including 12 cases reported today) with 61 active positive cases and 280 recoveries (including 02 cases recovered today) and 07 deaths; Udhampur has 279 positive cases  (including 07 cases reported today) with 106 active positive cases, 172 recovered and 01 death; Samba has 145 positive cases (including 01 case reported today) with 49 Active Positive and 96 recoveries (including 10 cases recovered today); Rajouri has 113 positive cases (including 02 cases reported today) with 52 active positive cases and 60 recovered and 01 death; Kathua has 232 positive cases (including 05 cases reported today) with 71 Active positive and 160 recovered (including 04 cases recovered today) and 01 death; Kishtwar has 27 positive cases with 06 active positive cases and 21 recovered (including 01 case recovered today); Ramban has 222 positive cases (including 05 cases reported today) with 39 active positive and 183 recoveries (including 01 case recovered today); Reasi has 45 positive cases with 19 active positive and 26 recovered; Poonch has 123 positive cases with 20 active positive and 102 recoveries (including 03 cases recovered today) and 01 death while Doda has 77 positive cases with 18 active positive cases and 58 recoveries (including 01 case recovered today) and 01 death.

According to the bulletin, of the total 7497 positive cases in J&K 2314 have been reported as travelers while 5183 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

The bulletin has informed the people that, the best way to protect themselves from COVID-19 is by maintaining physical distance of at least 2 metre from others, frequently cleaning hands with an alcohol-based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.

As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.

The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing with soap and water.”

In case of any emergency, people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialling toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Coronavirus Disease (COVID-19).

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

People are also advised to refrain from spreading rumours and pay no heed to them at the same time.

Sand mining, mineral extraction contracts going to outsiders will rob employment opportunities of locals: NC MPs

SRINAGAR: Jammu and Kashmir National Conference on Tuesday expressed concern over-allotment of sand mining and mineral extraction contracts to non-residents of J&K saying the measure will rob employment opportunities from our youth and affect the livelihood of thousands of families.

In a statement Party’s Members of Parliament Muhammad Akbar Lone and Justice (Retd) Hasnain Masoodi while expressing concern over the discriminatory measures said last year the rights for extraction of the minerals was exclusively reserved for local contractors. “Due to the restrictions on the internet, the local contractors couldn’t participate in the on-line bidding process.  From contractors to manual sand diggers, laborers to transporters, and scores of other mineral workers who are directly or indirectly associated with the extraction of minerals, all will be in peril because local contractors failed to bid for the contract as the internet was not available to them. Whatever little they earn to manage their household chores comes from the sand mining,” the duo said.

Members of Parliament said the educated youth of J&K are already suffering due to shrinking employment opportunities aggravated by measures taken on the August 5 last year. They said the domicile policy has added to the frustration of JK youth on account of diminishing job avenues.  Unavailability of a viable private sector and the ruin caused to local hospitality, handicraft and manufacturing sectors post august 5th and successive COVID-19 induced lockdown had increased the trepidation of the unemployed youth of J&k. “All the 10 mineral blocks in river Jhelum in Srinagar have gone to outsiders; in north Kashmir’s Baramulla, 26 sand mining contracts out of 38 mineral blocks have gone to outsiders, and in central Kashmir’s Budgam district, of seven mineral blocks, four have been awarded to outsiders in the bidding process,” they said.

“This is all that New Delhi has for Kashmir; every single step of there is pushing hapless Kashmiri youth towards a chasm,” they said adding that there has been no let-up in New Delhi’s repugnance for rights of Kashmiri people especially the youth. “Leave aside the educated youth; the laborers are being robbed of their livelihood. How will seizing people’s rights, job avenues and other constitutional rights help the situation to improve. The imprudent measures will aggravate the already alienated youth. It seems that the government is on a mission of disenfranchising Kashmir in every aspect. The measures give a picture of colonial-era discrimination and mortification,” they said.

The Members of Parliament urged the government to put the new mining or extraction policy in abeyance and allow the locals to draw their sustenance from it.  “The first claim on local resources rightfully belongs to local people,” they said.

Meanwhile, the duo urged the J&K government to grant a six months extension to all PhD and Integrated PhD scholars whose residency period ends this year. “The poor lot couldn’t do any work during the post-August lockdown and subsequent COVID-19 induced crises. The Kashmir university administration is ambiguous about the fate of scholars. The university should come up with a clear cut policy on the graduate level exams; PG levels exams and other entrance tests. We also impress upon the university to grant an extension to all scholars PhD, and M Phil whose residency period is nearing an end this year. Concerned departments should be asked to take immediate steps to provide succor to scholars, and students.  The university has so far come out with ambiguous notifications on this issue. No registration fees should be charged this year from Integrated and other scholars who are in the process of completion of their thesis. All of them should be given an extra six months to complete their pending work,” they said.

SRINAGAR: In order to stop the illegal cultivation of Poppy and Cannabis crops across the Kashmir Division, the Divisional Commissioner, Kashmir, Pandurang K Pole today convened a meeting to discuss the measures being taken to curb the menace of cannabis and poppy cultivation.

Divisional Commissioner said that all possible steps are being taken to stop the cultivation of Poppy and Cannabis crops across the valley as early as possible so that drug menace will be weeded out completely from our society.  He directed the concerned authorities to devise a concrete strategy so that cultivation of these harmful crops destroyed in government and private lands.

He asked for involving stakeholders in this noble cause and make people aware about the harm effects of cannabis and poppy cultivation.

He also directed for conducting special drives as and registering formal FIRs against the cultivators once Revenue and Excise share the details of cultivators with them. It was informed that the government intends to provide skill development and industrial training to the people involved in illicit consumption, cultivation and trade of poppy and cannabis through the Departments of industries and technical Education in order to provide them reasonable opportunities to earn their living. Rehabilitation plan with Departments of Floriculture, Agriculture, Horticulture and Argo Industries Development Corporation for making policy on alternate crop development for farmers involved in illegal cultivation of poppy and cannabis and to divert their farm activities from illicit cultivation and adoption of cash crop for their livelihood.

J&K Govt extends guidelines, instructions on COVID-19 till July 3

SRINAGAR: The Jammu and Kashmir government today extended guidelines cum restrictions issued vide Order No. 59 & 61-JK- (DMRRR) of 2020 dated 07.06.2020 until 03.07.2020 saying the Center’s fresh guidelines on some relaxations require a detailed assessment and consultations on the spread of COVID-19 in Jammu and Kashmir.

In an order issued here by the State Executive Committee said the guidelines or instructions issued on June 7 with regard to lockdown would continue until July 3.

COVID-19: 60 CRPF Men Among 145 More Test Positive At SKIMS Laboratory

SRINAGAR: At least 60 CRPF personnel were among 145 persons who tested positive for the novel coronavirus in Jammu and Kashmir on Saturday. The fresh cases take the COVID-19 tally to 4878.

Dr Ghulam Hassan Yatoo Deputy Medical Superintendent SKIMS told Kashmir Life that 145 persons have been tested positive for COVID19 at the SKIMS laboratory.

“Of the 145 new cases, 60 are from CRPF Battalions, 19 from Shopian, 18 from Anantnag, 13 from Pulwama, 17 from Srinagar, 7 from Baramulla, 4 from Kulgam, 2 from Ganderbal, 2 from Budgam, 2 from Bandipora and1 from Kupwara,” he said. “We are in the process of getting the details of the individuals.

He said 2278 samples had been tested at the lab in 24 hours out of which 2133 were negative.

As of now, J&K has 7382 cases, out of which 2702 are Active Positive, 4585 have recovered and 100 have died.

Power shutdown in Kashmir parts

SRINAGAR: According to the Power Controller, Kashmir Province, in order to execute the replacement of old deteriorated conductor by fresh one from Batamalo Adda to Hamdard Hospital, the power supply of 11kV feeder F#5 to Receiving Station Exhibition shall remain affected on July 01 from 10.30 am to 4.00 p.m and on July 02 from 10.30 am to 6.00 pm.

Similarly, the power supply to F#3 and F#4 fed from Receiving Station Bone and Joint will remain affected on July 03 and July 04 from 9 am to 9 pm.

Also to carry out left over works of 33 KV Machil Line from termination point to the Receiving Station Khumriyal Krusan and Sogam, the power supply shall also remain affected to the areas fed from these receiving stations on July 01 from 10 am to 5 pm.

65-Year-Old Qamarwari Resident Tests Positive After Death, J&K Covid-19 Toll 101

SRINAGAR: Hours after his death, a 65-year-old man from Qamarwari area of Srinagar tested positive for the novel coronavirus, taking the overall fatality count due to the virus in J&K to 101.

Official sources told news agency GNS that man died today at 9:30 a.m. and his swab sample returned positive at the CD diagnostic laboratory in the afternoon.

Deceased’s son told GNS that the sexagenarian was admitted to the SHMS hospital’s isolation ward yesterday.

“He complained chest related problem and his oxygen level was low as such we took him to SMHS hospital on Monday afternoon. He was admitted to the isolation ward and died at 9:30 a.m. today,” he said.

Confirming the death, Medical Superintendent of the hospital Dr Nazir Choudhary told GNS that he was suffering from bilateral pneumonia.

Earlier four deaths took place in J&K and two of them at CD hospital here including a 23-year-old man from Shopian and a 65-year-old woman, from Bhagat Barzulla Srinagar.

“He was having head injury was in serious condition,” he said, adding, “The 65-year-old woman from Baghat Barzulla was on a ventilator. She was hypertensive, diabetic and had other ailments.”

Earlier, an 85-year-old woman from Basohli area of the Kathua district died at GMC Jammu.

The octogenarian was the first COVID-19 victim in the district.

“She was suffering from a chronic obstructive pulmonary disease (COPD) and was on oxygen since admission.  She died at 7.30 a.m. today,” Dr Nasib Chand, Principal Dean Government Medical College Jammu said.

She was admitted to the JMC on June 25 and was on oxygen support since a senior doctor of the hospital said.

Later in the day, a 55-year-old COVID-19 positive patient from Baramulla district died at a hospital here.

A resident of Dewan Bagh Baramulla, the 55-year-old businessman was admitted to SKIMS Bemina on June 27, hospital’s Medical Superintendent Dr Shifa Deva said. “He was suffering from pneumonia,” she said.

With these deaths, 100 people so far have succumbed to the virus in J&K— 89 from the Valley and 12 from Jammu division.

Srinagar district with 24 deaths has the highest fatalities followed by Baramulla (16), Kulgam (13), Shopian (12), seven each from Jammu and Budgam and Anantnag and Kupwara (5), Pulwama (four) while one death each has been reported from Bandipora, Poonch, Doda, Udhampur, Rajouri and Kathua.

Four More Fatalities In A Day Take Covid-19 Death Toll To 100 In J&K

SRINAGAR: Jammu and Kashmir on Tuesday reported four deaths due to COVID-19, taking the number of people succumbing to the virus in J&K to 100.

Among the fresh fatalities, three were reported from Kashmir Valley while one was from Jammu division’s Kathua district.

Two of the deaths in Valley took place in CD hospital here—one of them a 23-year-old man from Shopian and another, a 65-year-old woman, from Bhagat Barzulla.

Waghama Gunfight: Police Version

SRINAGAR: Jammu and Kashmir Police on Tuesday issued following statement regarding Bijbehara gunfight saying that on a specific input generated by Anantnag Police regarding the presence of militants in village Waghama area of Anantnag, a joint cordon and search operation was launched by JKP, 3RR and CRPF in the said area.

A police spokesman in a statement saying that during the search operation as the presence of militants got ascertained they were given the opportunity to surrender, however, they fired indiscriminately upon the joint search party, which was retaliated leading to an encounter.

“In the ensuing encounter, 02 unidentified militants were killed and their bodies were retrieved from the site of encounter. The identification and affiliation of the slain is being ascertained,” he said.

The spokesman quoted IGP Kashmir as having said that both the slain along with militant Zahid were involved in the killing of one Policeman last year and killings of two CRPF personnel and one minor boy recently.

“Incriminating materials including arms and ammunition were recovered from the site of encounter. All the recovered materials have been taken into case records for further investigation and to probe their complicity in other crimes,” said a police spokesman in a statement.

Waghama Encounter

“The dead bodies of the slain militants have been sent to Handwara for their last rites after conducting medico-legal formalities including a collection of their DNA.  In case any family claims the killed terrorists to be their kith or kin, they can come forward for their identification and participation in last rites at Handwara,” he said.

“In this connection, a case under relevant sections of law has been registered in Police Station Bijbehara and investigation has been initiated,” he added.

“People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials if any,” said police spokesman in a statement.

Infiltration bid foiled in north Kashmir, says Army

SRINAGAR: Army on Tuesday said it foiled an infiltration bid in Parkian Gali sector of north Kashmir’s Kupwara district.

An Army spokesperson said on the night of June 29/ 30 Jun 20, suspicious movement of 6-8 persons was observed in two groups in Parkian Gali Sector, Kupwara (J&K) along the LoC.

“Own troops challenged the  infiltrators with fire. Infiltrators ran away taking help of darkness. Details awaited,” said the army.

A Fall Kills A Man

SRINAGAR: A 35-year-old man died on Tuesday after he fell from a wall in the Bemina area of Srinagar, officials said.

Bilal Ahmad Khan of Nowpora, Safa Kadal Srinagar died after falling from a wall.

Officials told news agency KNO a man identified as Bilal Ahmad Khan of Nowpora, Safa Kadal Srinagar died after falling from a wall.

They said the man was decorating a seven feet wall at a marriage ceremony in Bemina Srinagar, adding that he was taken to SHMS hospital where doctors stated that his spinal cord had completely broken and was put on a ventilator.

Officials said the injured later succumbed to his injuries in the wee hours of Tuesday.

Bilal as per officials is survived by a three-month-old daughter, wife and an aged mother.

Meanwhile, amid tears and sobs, thousands of people participated in his last rites. Bilal was buried at his ancestral graveyard at Waniyar Safa Kadal.

Man hangs self to death in central Kashmir

SRINAGAR: A youth ended his life after allegedly hanging himself in Bemina area of Srinagar on Tuesday.

Reports said that a 25-year-old youth identified as Altaf Ahmad Gujjar, son of Bashir Ahmad a resident of Aripal area of Tral in South Kashmir’s Pulwama district hanged himself at newly constructed maternity hospital Bemina and died on spot.

An official said that after completing all medico-legal formalities the body of the deceased was handed over to his relatives for last rites.

Police has registered a case under 174 CrPc to ascertain the cause of the suicide.

COVID-19: Kashmir reports another death, toll 98

SRINAGAR: A 52-year-old man from Baramulla, who was tested positive for COVID-19, died at JVC hospital in Bemina on Tuesday, thus taking the overall death toll due to the virus to 98.

Dr Shifa Deva, Medical Superintendent at JVC Bemina told news agency KNO that a 52-year-old man was tested positive for COVID-19 and was admitted at JVC hospital on June 27 with bilateral Pneumonia and other ailments. “He was kept in ICU where he died on Tuesday due to Cardiac arrest,” she said.

Earlier, a woman from Kathua, 85, died due to COVID-19 this morning.

With two more deaths one each in Jammu and Kashmir division, the death toll due to COVID-19 has reached to 98 in J&K including 86 from Kashmir and 12 from Jammu division.

Police registers case after minor girl allegedly raped in J&K

SRINAGAR: An alleged rape of a minor girl in Budhal area of Kotranka Sub-Division of Rajouri district of Jammu Tuesday triggered a strong wave of rage and anger among local residents, who have demanded stern punishment against the guilty.

Quoting police sources news agency KNO reported that a minor girl (name withheld) was allegedly raped by a local boy in Budhal village triggering mass anger in the area.

They said that the incident took place late Monday evening. “The incident was brought into the notice of police after which a case was registered. Police took the cognizance of the matter,” police sources said.

Meanwhile, the incident has triggered mass anger across the district and evoked sharp criticism on social media with people demanding that the culprit be hanged in public. “Hang the culprit,” a netizen wrote on his Facebook Wall in response to a post—‘minor girl raped in Rajouri’.

India records over 18K COVID-19 cases, death toll nears 17K

SRINAGAR: India recorded a spike of 18,522 cases in the last 24 hours, pushing the total tally of Covid-19 cases to 5,66,840, with the number of fatalities inching closer to 17,000-mark, the Ministry of Health and Family Welfare said on Tuesday.

Maharashtra, Delhi and Tamil Nadu constitute more than 60 per cent of the total Covid-19 cases in the country.

Maharashtra has 1,69,883 cases, followed by Tamil Nadu (86,224) and Delhi (85,161) cases totalling 3,41,268 cases out of 5,66,840.

A total of 3,34,822 people have recovered and discharged from hospitals. The recovery rate is 59.06 per cent among the COVID-19 patients.

According to the Health Ministry data, 418 deaths were recorded in the last 24 hours, taking the COVID-19 death toll to 16,893.

With a spike of 5,257 cases, Maharashtra remained the worst hit state in the country. The state has a total of 1,69,883 cases, including 7,610 deaths.

Tamil Nadu is at the second spot with 86,224 confirmed cases, of which, 1,141 people have died, 47,749 have recovered and 37,334 are active.

Delhi with a total of 85,161 cases, including 2,680 deaths and 56,235 recoveries.

States with more than 10,000 cases include Gujarat with 31,938 cases and 1,827 deaths, Uttar Pradesh (22,828), Rajasthan (17,660), Madhya Pradesh (13,370), West Bengal (17,907), Haryana (14,210), Karnataka (14,295), Andhra Pradesh (13,891) and Telangana (15,394) cases.

India now has 1,036 diagnostic labs dedicated to COVID-19. This includes 749 in the government sector and 287 private labs. More than 1,50,000 samples are being tested everyday. The number of samples tested in the last 24 hours has increased to 2,10,292.

Meanwhile, the global death toll due to COVID-19 crossed 5-lakh mark, as the total number of cases crossed the 10-million mark, according to the Johns Hopkins University.

Currently, the total number of cases increased to 10,199,798, while the fatalities increased to 502,947, the University”s Center for Systems Science and Engineering (CSSE) revealed in its latest update. (IANS)

Sunday, August 4, 2019, 29-year-old Irfan Ahmad was home exactly a year after he shifted outside Kashmir for better job prospects. A resident of Nawa Kadal, in Srinagar’s old city, Irfan works for the US-based IT company in Bangalore. The only son of his parents, Irfan had come to celebrate Eid with his family. His other joy was to see Ifra, his fiancée of over one year, the first time after their ring ceremony in July 2018. Friends in school and later batch mates in Srinagar’s engineering college, Irfan and Ifra were in courtship for almost a decade before formalizing their relationship in 2018. Together for a decade, this was the first year that literally separated them.

Before his arrival, Irfan had planned his stay of 20-days, meticulously. He had chosen the places beforehand where he would take Ifra along. His father, Muhammad Shafi was also keen to finalise the marriage dates. The matchmaker was scheduled to visit them on August 5, 2019, the next day of Irfan’s arrival.

In between the hope and happiness, however, the situation after the morning light of August 5 ensured separation to prolong. Irfan could not talk to Ifra even once nor could his father decide the dates. The only consolation for the young techie was to walk to Lal Bazaar where Ifra resides.

“I have never faced such a desperate situation even when our families were not supportive of our marriage proposal,” Irfan said. “It is a pain not to see your loved ones and even leave without talking to them.” He had to leave without meeting. The outing plans were dashed. Even he could not unpack her gifts.

Concerned about the health of Mehvish as she had undergone surgery, Asif was on tenterhooks on August 4 evening, enquiring from every other person “what is going to happen in Kashmir.” The strong ‘rumours’ had made him restless. His concern was the connectivity which helped him to stay in touch with his ailing friend of years, Mehvish. The next day, he had increased anxiety.

The only option he had was his cell phone. Confused, he continued talking for hours, throughout the day, evening, till the moment the services were withdrawn in the middle of the night, instantly. The call was dropped without formal farewell.

Shattered to see his fears coming true, he could not sleep for the rest of the night. Early morning, he rushed outside to see the situation, only to come back disappointed. The developments later squeezed his peace and patience.

“I was devastated to see the silence and not able to reach Mehvish in times of distress,” Asif said.

The following days passed in pain. Resilient to reach Mehvish’s residence in Baghaat Kanipora, Asif, a resident of Buchpora in Srinagar finally managed to see Mehvish after 15 days on August 19. The task was testing. It took him five days and a lot of stuff at home to train eight-year-old cousin, Babar. Stuck to his room, he explained Babar the process to enter Mehvish’s residence and enquire about her well-being.

Both students of the same university and the same stream, Asif took Babar along. He handed him a book with a letter inside and dropped outside the residence of Mehvish. As the boy entered the house asking for Mehvish, she recognized him and introduced him as the cousin of her friend, Farah who had come with a book for examination. She took him upstairs where Babar handed over the book and waited for the response. She gave him the other book and a response letter inside.

Recuperating from the illness, she could not stay indoors. After giving a few chocolates to Babar, she accompanied him to the gate. Asif was waiting outside. They both shared glances, smiles, and a feeling of satisfaction. The response letter later helped the duo to see each other on the scheduled date at a specified place.

The Autumn Tears

Anjum, 30, spoke last time to his friend, Amir, over the phone during the night of August 5. Not well in the recent past, Amir had some health issues. Anjum too was fighting her bad health. Both knew about the possible clampdown. Concerned about the emerging situation and the loss of connection, the two on Sunday had a long conversation, the first time in many years. The last line of the conversation came from Anjum, “Amir, please take care of yourself. I won’t be around for some time.” The line was disconnected and both felt dejected.

The next morning, Anjum witnessed what she had discussed with Amir over the phone – a complete clampdown. Looking at her phone, aimlessly, strange thoughts crowded upon her for the next many days.

With feelings of defeat and dread, every morning, she walked and wondered. Every night, she slept and sighed. “My heart was beating rapidly whenever I thought about Amir and his state of health,” she said. “My strength was fading away as destiny had put me in despair.”

As time passed, her strength ebbed and her sighing grew weak. She looked around with grief and tenderness. With no reason to move out and no personal vehicle in the family, she was lost in making out the way to reach Amir. One day, as her cousin came to see their family, Anjum, a resident of Zakura in city outskirts requested him to take her out to buy some essentials from the market. He agreed. The place to purchase was chosen by Anjum. As she reached the nearby bank, she asked her cousin to wait on the plea of making a call to her friend outside the state. The fixed lines of the bank branch were working. It was the same bank where Amir was posted. As she entered the premises, Amir was the first person to greet her. The joy of separated souls knew no bounds.

Without giving away anybody to think anything, Amir accompanied Anjum to the cabin of the branch manager where she pretended to make a call. Amid silent glances, the two communicated their concerns and before parting ways, they set the date, place, and timing of the next meeting. 

Unlike Amir, Ishfaq was unlucky. Unaware of the whereabouts of Afreen since August 5, he had no idea how to mitigate the crisis. After a couple of weeks of desperation and memories flapping around him, Ishfaq took his bike silently from his home in Ahmad Nagar and reached Hyderpora where Afreen lives. With no source to intimate Afreen, Ishfaq continued his stride for the next ten days. The routine was to reach Hyderpora, make a couple of rounds with the hope of Afreen coming out, but there was no success. Contrary to this, he faced a hostile crowd in Hawal and Soura a couple of times.

Finally, his joy rested once on Friday when Afreen’s father came out for prayers. Ishfaq followed the man and reached to the masjid and offered his prayers there. “My joy was to see her father and that gave me assurance of the wellbeing of the family,” Ishfaq said.

In Gulab Bagh, an area between Srinagar’s Hazratbal and Ganderbal’s Nagbal, Wasim was lost in thoughts to manage a safe passage to see Mohsina, his batchmate in the university. With no way around, his neighbourhood friend, Raheel suggested him the remedy.

Next day, the duo waited outside the lane of the locality where Mohsina lives. As soon as the milkman came with his supplies to the area, they begged him for the replacement. Initially uninterested, when he heard the details, his heart moved. But the house was not specified to him. Agreed to help, he let Wasim, son of senior doctor to manage the few houses including that of Mohsina. But as the luck had it, she did not come out.

However, the routine was repeated for a few days. Finally, Mohsina saw Wasim. Shocked, she could not utter a word. But the smiles shared were satisfying for all times to come. “It was something which I could not control. The feeling of loss compelled me to become milkman for many days,” said Wasim.

SRINAGAR: An earthquake of magnitude 4.0 on the Richter scale struck 84 kms east of Katra, Jammu and Kashmir at 8:56 am on Tuesday, National Center for Seismology said.

Two militants killed in ongoing south Kashmir gunfight

SRINAGAR: Two militants were killed in an ongoing encounter with counter-insurgent forces at Waghama village of south Kashmir’s Anantnag on Tuesday.

An official said a Joint team of Army, Special Operations Group (SOG) and Central Reserve Police Force (CRPF) launched a cordon-and-search-operation after “specific inputs” about the presence of militants in the area.

As such the joint team of forces approached towards the suspected spot, the hiding militants fired upon them, triggering off a brief exchange of fire, he said.

He said in the gunfight, two militants have been killed and operation is going on. The identity slain militants were not known immediately, said the official.

Gunfight breaks out in south Kashmir

Srinagar

A gunfight broke out in Waghama area in south Kashmir’s Anantnag district following a search operation launched by the government forces on Tuesday.

Reports said that forces launched a cordon-and-search-operation following inputs about the presence of militants in Waghama village.

They said that a gunfight broke out after the militants opened fire on a search party of the forces.

This is the second encounter in Anantnag district in the past 24 hours.

High Court permits J&K Bank to open registration for PO and BA posts

SRINAGAR: The Jammu and Kashmir High Court on Monday permitted the J&K Bank to open online registration of candidature by the prospective candidates for the posts of probationary officers and banking associates.

A single bench headed by Justice Ali Muhammad Magrey said that court is of the view that it would be appropriate to open the link and proceed with the selection process.

“However, the final selection list of candidates shall not be drawn, issued or published by the Bank/respondents unless orders in this regard are sought from the Court if the matter is not finally decided till then and remains sub judice before the Court,” the Court ordered.

The Court, however, reserved the order on whether it has jurisdiction to entertain the writ petition.

“ So far as the second issue raised by the learned Advocate General on the previous date of hearing that since CAT Act is applicable to the Union Territory of Jammu and Kashmir, and the Bank having been declared as a public authority, this court does not have the jurisdiction to entertain this writ petition, this court heard the arguments in this regard in some detail.  The orders in that regard are reserved,” the Court said.

However, the Court observed that prima facie the argument raised on behalf of the Advocate General does not seem to be supported by Section 14 of the CAT Act. (KNO)

Anantnag Encounter: Police Version

SRINAGAR: Jammu and Kashmir on Monday issued following statement regarding Anantnag gunfight saying that on a specific input generated by Anantnag Police regarding the presence of militants in village Khulchohar area of Anantnag, a joint cordon and search operation was launched by JKP, 19RR and CRPF in the said area.

A police spokesman in a statement said, “During the search operation, the hiding militants fired on the joint search party. The fire was retaliated leading to an encounter.”

“In the ensuing encounter, three militants were killed and their bodies were retrieved from the site of encounter. The identification and affiliation of the slain militants is being ascertained. As per source one of the militant is Masood Ahmad Bhat resident of Doda (District Commander of HM outfit) and other two unidentified militants are from LeT outfit,” said the spokesman.

“Incriminating material including arms and ammunition were recovered from the site of encounter. All the recovered materials have been taken into case records for further investigation and to probe their complicity in other crimes,” he said.

“The dead bodies of the slain militants have been sent to Handwara for their last rites after conducting medico-legal formalities including collection of their DNA.  In case any family claims the slain to be their kith or kin, they can come forward for their identification and participation in last rites at Handwara,” he added.

The spokesman said IGP Kashmir appreciates JKP and SFs for exercising utmost restraint, thereby ensured a clean operation with no collateral damage.

“In this connection a case under relevant sections of law has been registered in Police Station Mattan and investigation has been initiated,”he said.

“People are requested to cooperate with police till the area is completely sanitized and cleared of all the explosive materials, if any,” said police spokesman in a statement.

UC Browser, Shareit, TikTok among 59 Chinese apps banned in India

SRINAGAR:  Citing privacy concerns, the Central government today has decided to ban a host of mobile applications in India. The list includes popular social media applications like TikTok. The Centre has decided to disallow the usage of these apps both in mobile and non-mobile internet-enabled devices.

“The Ministry of Information Technology, invoking it’s power under section 69A of the Information Technology Act read with the relevant provisions of the Information Technology (Procedure and Safeguards for Blocking of Access of Information by Public) Rules 2009 and in view of the emergent nature of threats has decided to block 59 apps since in view of information available they are engaged in activities which is prejudicial to sovereignty and integrity of India, defence of India, security of state and public order,” the press release said.

Over the last few years, India has emerged as a leading innvator when it comes to technological advancements and a primary market in the digital space. At the same time, there have been concerns relating to data security and safe-guarding the privacy of 130 crore Indians, the Union ministry of electronics & IT said in a press release today.

The ministry of information and technology has received “many representations raising concerns from citizens regarding security of data and risk to privacy relating to operation of certain apps,” according to the press release.

“The Computer Emergency Response Team (CERT-IN) has also received many representations from citizens regarding security of data and breach of privacy impacting upon public order issues,” the press release read.

This decision came amid the India-China clash at the borders. Tensions on the Indo-China border have spiked after 20 troops, including an Idnian commanding officer, were killed in the face-off in Galwan valley.

Day 36: Jammu, Srinagar airports receive 19 domestic flights with 1,895 passengers

SRINAGAR: On Day 36 of resumption of operation of routine domestic operations in Jammu and Kashmir, 19 domestic flights with 1,895 passengers on board today arrived at Jammu and Srinagar Airports.

A total of 566 passengers aboard 8 regular commercial flights arrived at the Jammu Airport while 11 domestic flights with about 1329 passengers on board landed at Srinagar Airport today.

After arrival, all the passengers were tested for the COVID-19 virus and transported to their destinations at both the airports amid strict observance of all necessary preventive protocols.

The Government has made elaborate arrangements for the arrival, screening, sampling and proper transportation of the passengers to the quarantine centers taking special care of guidelines and Standard Operating Procedures (SOPs) prescribed by the Union Ministries of Civil Aviation and Health and Family Welfare.

J&K reports 144 new COVID-19 cases, tally reaches 7237

SRINAGAR: The Government on Monday informed that 144 new positive cases of novel Coronavirus (COVID-19), 45 from Jammu division and 99 from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 7237. Also, 01 COVID-19 death has been reported from Kashmir division.

Moreover, 269 more COVID-19 patients have recovered and discharged from various hospitals, 55 from Jammu Division and 214 from the Kashmir Division.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 7237 positive cases, 2557 are Active Positive, 4585 have recovered and 95 have died; 11 in Jammu division and 84 in Kashmir division.

The Bulletin further said that out of 358530 test results available, 351293 samples have been tested as negative till June 29, 2020.

Additionally, till date, 278689 travelers and persons in contact with suspected cases have been enlisted for surveillance which included 40312 persons in-home quarantine including facilities operated by government, 34 in Hospital Quarantine, 2557 in hospital isolation and 47145 under home surveillance. Besides, 188546 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Bandipora has 291 positive cases (including 02 cases reported today) with 35 Active Positive, 255 recovered (including 05 cases recovered today) and 01 death; Srinagar has 891 positive cases (including 17 cases reported today) with 604 Active Positive, 265 recovered (including 03 cases recovered today), 22 deaths; Anantnag district has 650 positive cases (including 15 cases reported today), with 101 Active Positive, 543 recovered (including 80 cases recovered today),  06 deaths; Baramulla has 816 positive cases (including 10 cases reported today) with 420 Active Positive, 381 recovered (including 06 cases recovered today), 15 deaths; Shopian has 750 positive cases (including 18 cases reported today) with 194 Active Positive, 545 recovered (including 13 cases recovered today) and 11 deaths; Kupwara has 536 positive cases (including 02 cases reported today) with 140 Active Positive, 391 recovered (including 11 cases recovered today) and 05 deaths; Budgam has 397 positive cases (including 04 cases reported today) with 174 Active Positive and 216 recovered cases (including 07 cases recovered today) and 07 deaths; Ganderbal has 91 positive cases (including 01 case reported today) with 29 active positive cases and 62 recoveries; Kulgam has 767 positive cases (including 01 case reported today), with 170 Active Positive and 584 recoveries (including 83 cases recovered today) and 13 deaths and Pulwama reported 469 positive cases (including 29 cases reported today) with 258 active positive cases and 207 recovered (including 06 cases recovered today) and 04 deaths.

According to the bulletin, of the total 7237 positive cases in J&K 2292 have been reported as travelers while 4945 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

The bulletin has informed the people that, the best way to protect themselves from COVID-19 is by maintaining a physical distance of at least 2 metre from others, frequently cleaning hands with an alcohol-based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.

As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.

The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing with soap and water.”

In case of any emergency, people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialling toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Coronavirus Disease (COVID-19).

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

COVID-19: Kashmir reports another death, toll 96

SRINAGAR: Kashmir Valley on Monday reported two deaths due to COVID-19, taking the fatality count due to the virus in J&K to 96. Both the deaths took place at SMHS hospital here.

Dr Nazir Choudhary, Medical Superintendent of the hospital, told news agency GNS that a 45-year-old man from Bijbhera Anantnag with “bilateral pneumonia” died this afternoon, a day after he was admitted to the health facility.

Earlier, a 65-year-old resident of Sugan Shopian who was also admitted yesterday (June 28) and “sampled on the same day” died at the hospital, Dr Choudhary said. “The patient was hypertensive and had breathlessness besides other ailments. He died at 1:30 a.m. today,” he said.

So far, 96 people have succumbed to the virus in J&K—11 from Jammu division and 85 from the Valley.

Srinagar district with 22 deaths has the highest fatalities followed by Baramulla (15), Kulgam (13), Shopian (11), seven each from Jammu and Budgam and Anantnag and Kupwara (5), Pulwama (four) while one death each has been reported from Bandipora, Poonch, Doda, Udhampur and Rajouri.

Govt evacuates 1,72,728 stranded J&K residents

SRINAGAR: The Jammu and Kashmir Government has evacuated about 1,72,728 JK residents, stranded in other parts of the country due to COVID lockdown, via Lakhanpur and through special trains and buses till date amid strict observance of all necessary guidelines and Standard Operating Procedures.

As per the official data received in this regard, the Jammu and Kashmir administration has received 68 special trains at Jammu and Udhampur railway stations from different states and UTs, so far, with about 55,325 passengers while about 1,17,403 persons from other states and UTs including 657 from abroad have been evacuated by the government through Lakhanpur till date.

As per the detailed breakup of the figures, about 1362 stranded passengers have entered through Lakhanpur from June 28 to June 29 mornings while 832 passengers have reached today in the 47th Delhi COVID special train at Jammu. So far, 47 trains have reached Jammu with a total of 39,629 stranded passengers belonging to different districts while 15,696 passengers have reached Udhampur in 21 special trains, so far.

Court seeks response from Tihar on Shabir Shah’s plea

SRINAGAR: A Delhi court on Monday issued notice to the Tihar Jail authorities on an application filed by Kashmiri separatist leader Shabir Shah seeking a separate cell in the jail.

Additional Sessions Judge Dharmendra Rana of the Patiala House Court has sought the response from the Tihar jail authorities by July 1.

Shah, in his plea moved by advocate Qausar Khan, stated that due to the recent occurrences of COVID-19 in the jail, his health condition would be in danger if he comes in contact with the virus.

The Kashmiri separatist leader was arrested in two cases of terror financing. Shah was first arrested on July 25, 2017 on charges of money laundering in a case dating back to 2005.

Again in 2019, the National Investigation Agency took him in custody in a probe pertaining to a separate terror funding case involving the mastermind of the 2008 Mumbai attack, Hafiz Saeed. He is currently in judicial custody in both cases.(IANS)

Advisor Baseer Khan reviews measures taken for containing Covid-19 pandemic

SRINAGAR: Advisor to Lieutenant Governor, Baseer Khan on Monday convened a meeting at Civil Secretariat here to review the initiatives of additional strategies to combat Covid-19.

Divisional Commissioner Kashmir Pandurang Pole, all Deputy Commissioners of Kashmir Division, Director SKIMS Soura, Director Health Services Kashmir, Principal GMC Srinagar, and other senior officers of the concerned departments attended the meeting through video conferencing.

At the outset, the Advisor sought feedback from all the Deputy Commissioners regarding steps being taken by them for containment and management of Corona Virus.

The Advisor directed all the Deputy Commissioners of Kashmir Division and the Divisional Administration to ensure hundred percent screening and testing of chronic patients suffering from the critical diseases viz Diabetes, Cancer, Hypertension and undergoing Dialysis and those who are 60 years & above, as they are the vulnerable class and can easily succumb to the Covid 19 infection with fatality, if not screened, tested and treated at the earliest.

The Advisor emphasized upon the officers to ensure that guidelines issued by Government of India and UT administration are strictly adhered to and there is no violation of the lockdown measures in red zone areas. He asked the authorities to impose fine on the people who violate the lockdown.

He also asked them to conduct aggressive and intensive testing in their respective districts especially in the red zone areas.

The Advisor further directed that every step must be taken to ensure availability of essential commodities, medicines and other items in the red zones/lockdown areas at the doorsteps of people.

He also asked them to generate more and more awareness among the general public and involve them in the fight against COVID 19 pandemic.

Mir said the main focus of JKAP revolves around politics of development and that the outfit will have representatives from across Jammu and Kashmir to implement its vision.

“There was a general feeling among people about the absence of a credible voice that could take up their issues and get them sorted out. I am of the firm belief that JKAP has filled that political vacuum and would come up to people’s expectations,” he stressed.

He said that the party believes in building bridges across the regions and sub regions in J&K and would always strive for mutual cooperation among the people so that the State of J&K touches new heights in the overall developmental index of the country.

Why We Must Take Skills And Enterprises Seriously?

The Kashmir has a classic syndrome.

People here generally enjoy a decent standard of living and are, therefore, not ready for physical labour. Thanks to the land reforms, everyone except a minuscule minority has a piece of land or a small orchard somewhere. No wonder then, along with poultry and cattle we also import human labour as well.

From construction sites to saloons, from paddy fields to wazwaan sheds, we see these workers run the show. As per conservative estimates, there are about six lakh non-local skilled and unskilled labourers engaged in different vocations in Kashmir. Since they stay here for 7-8 months, roughly more than 125 million man-days are lost to the outside labour every year in an economy as small Kashmir.

During the recent Covid-19 crisis, I observed local unskilled labourers arriving from the other parts of the country in huge numbers. This is a complete paradox and social scientists need to work on this. In Covid-19 crisis only, I got an opportunity to have a haircut by a local hairdresser that we rarely find nowadays, and believe me, that was the best hair trim I ever had in life- vocal for local.

A more worrying trend though is poor local workforce participation even in the skilled sectors. Historically Kashmiris have been very skilled craftsmen not only with the handicrafts but in all other skills like carpentry, masonry and so on. The world-renowned art and craft, heritage buildings or the historical monuments are living proof of that. Now there is no one even to transmit these arts to future generations. No efforts at any level have been made to modernize and make these skills attractive. Modernization of traditional craft industry is something the present regime should seriously work at.

At another level, with the faulty government policies in past, there has been a progressive sidelining of local entities with almost all significant works being grabbed by the outside companies. Be it major construction works or IT projects or the supply contracts, local entities were pushed to the wall.

For example in the IT sector, the conditions in the tender document were put as such that ensures culling out of the local entities. Some IT projects that could be executed by the local youth in lakhs went to outside companies as a multi-crore project. Major public procurement deals also culminated through the outside suppliers robbing local youth of the opportunities of entrepreneurship. In construction sector also major projects are executed by outside companies, though lately a slew of measures were taken with respect to ease of doing business so that more and more local entities are able to participate in the tendering processes.

It is in our best interest among other things, to ensure an encouraging environment for small local businesses that are labour intensive, especially that involve skilled labour. We must also focus on the industrial production of goods and consumer items that can be produced locally and are yet imported. Although a number of incentive schemes are available with the government departments, the government can ensure this with further attractive and subsidized interest rates, tax incentives, preference in works and services contracts for the locals.

That will go in sync with Hon’ble Prime Minister’s call for Atmanirbhar or self-reliance that essentially calls for the need to de-incentivize the import of goods and services that can be manufactured domestically.

Ensuring the dignity of labour is something that needs attention at the social level. This requires not only a revolutionary change in our education system but a total overhaul in the mind-set of the citizens, contractors, administrators, planners and leaders.

It cannot be denied that these outside workers and entities have been of great assistance in overcoming the labour shortage in Jammu and Kashmir and have contributed immensely towards its development. However, with the cognizance of overdependence on them and the negative impacts induced by it, strategies need to be evolved to reduce this dependence and attract more local workers and entities towards the skilled job market. Negative results of this trend towards using of outside workforce and services, without enabling or encouraging the local resources are manifold and demand immediate attention.

As Prime Minister also said in the national context, self-reliance does not mean cutting off from the rest of the country, but we must take all the steps that improve our domestic systems and the economy.

On the training side, there is a large network of vocational and training schools existing, but they are not performing. The ITI pass-outs become part of the long queue for government jobs and only add to the existing problem. With degree colleges making entry into villages, the increasing number of labourers entering the workforce is college-educated. Instead of these paper degrees, the present youth need not only vocational training but an attitude of labour and enterprise.

Incidentally, the vocational training is making a resurgence with the government allocating more resources to technical education and skill development and career programs. Networking between training institutions with the local industry will also create strategic relationships which are very important to help in the formation of the future knowledgeable and employable skilled labour force.

Among the youth, the biggest wish from any government remains to create more government jobs, but there is a limit to it for any government. Government job pie is ever-shrinking and there has been consistent fall in the recruitment in central and state departments over the years. Also to maintain the fiscal line, not all the government vacancies are being filled. Jobs in government and banks have also shrunk over the years because of information technology. And with the recent promulgation of new domicile law, the already shrunk government job market in Jammu and Kashmir has become immensely competitive.

College pass-outs from Degree College Karnah or Kishtwar have to bear in mind that they have to compete with pass outs of likes of IITs, IIMs, Marinda House, St Stephens, St Xaviers etc. Nothing short of excellence is going to fetch you a government job. Private sector service jobs are also not growing because of the peculiar situation at this place. Thus, our youth must also look back at the primary sectors viz. Agriculture and Horticulture that have been the traditional backbone of our economy. There is a great scope in the introduction of technology and intervention in the entire value chain in the production of fruits and vegetables from the farm to fork. It can bring a silent revolution in the economy and the job market.
