Contractors protest, demand clearance of bills

The Joint Contractor’s Coordination Committee (JCCC) held a protest demonstration on Friday at Lalchowk against the government’s failure to release their bills which are pending with various departments.

Scores of contractors who assembled at Press Enclave demanded clearance of bills which they claimed were pending with the government.

They also demanded immediate revocation of a circular issued by the government regarding disbursement of funds to the contractors of Kashmir.

Farooq Ahmad Dar Chairman JCCC& Co-Chairman KEA said, “the order issued by the government  is very harsh and it will have very serious repercussions regarding the development of the valley.’’

He said the government has issued a circular which states that only 15 per cent of the payments would be released “which is unfair and total injustice with the contractors”.

According to an order number 186-F of 2019 dated 7 March 2019, the Finance department reiterated instructions issued vide Circular number 109-FD of 2009, dated 31 Jan 2019 shall be restricted to not more than 15 percent of the revised estimates 2018-2019. He added Kashmiri contractors are being discriminated.

Ghulam Jeelani Co-Chairman JCCC said, “they are protesting for last two weeks and they have already locked down Chief Engineer offices of various departments such as PHE, Irrigation & Flood Control, PWD etc.’’

He said that the contractors will also close all the projects, boycott all the tenders in Kashmir and lock down all the district treasury offices if the governor does not take his decision back and release their pending bills.
