Er Rasheed’s Letter to Governor

To His Excellency,                                                                                            

Governor of Jammu and Kashmir

Sir,

During past six years while being member of legislative assembly I conveyed your good self on more than one occasions that how security agencies are creating hurdles in my peaceful political activities. However since last one year situation seems to have gone from bad to worse due to the reasons best known to their top brasses. It seems to be a well-designed plan to create hurdles in my movement, right to speech and way of working one way or the other. My all efforts to persuade the police officials and other concerned authorities in the civil administration to allow to continue with my peaceful and pro people activities have failed. What I have been facing since last one year is terrible and following few illustrations shall act as ample evidence for your good self to judge the things and act before it is too late:

On 14 Nov. 2014, just a day after filing nomination papers for the Assembly polls, a blast took place few hundred metres away from my residence in my native village, minutes before my journey to the place. The area was cordoned by police and army and we were told that a suicide bomber is lying injured as according to them grenade had exploded in his hands. However when we resisted and went to spot of incident, we were shocked to see that the guy was my next door neighbour namely Zahoor Ahmad Najar. His two other colleagues who were officials of intelligence agencies had also received injuries but had managed to reach nearest army camp in Sumo arranged by locals. We shifted Zahoor to hospital where he succumbed. The incident is self-explanatory and a little investigation would have revealed the truth that the whole event was organised to illuminate me. Though top police and civil official assured me and the mob of thousands of fair investigation within 15 days, but the issue was given a cover up due to obvious reasons. Irony of the matter is that concerned SP after two months from the date of incident summoned father of the deceased Zahoor and paid him an amount of Rupees three lakhs in presence of officers of another security agency.If Zahoor was a suicide bomber, why had police to offer him compensation and that too behind the curtains.

On 29 Sep. 2015, I was humiliated and bundled up at Surankot and forcibly send back to Srinagar in Police custody. The act was to stop me from carrying out legal political activities.

On 24th Sep. 2015, I was not allowed to visit Banihal in connection with my political activities and was arrested from Jawahar Tunnel and humiliated at police station Qazigund, Anantnag, Awantipora and PamthaChowk throughout the night.

On 26 Nov. 2015, during my visit to Doda the goons of Sang Parivar attacked me at Badarwah, during which I and my PRO Inam-un-Nabi sustained injuries and our vehicle got badly damaged. This all happened in presence of police officers who watched like mute spectators but did nothing to stop them or arrest them. The same was repeated at out skirts of Doda city.

On 24th Dec. 2015 during our visit to Chenab Valley I was detained throughout the night at Batote by police and CRPF and was not allowed to come out of my vehicle from 7pm to 3am in the morning and on the next very day I was deported back to Srinagar with a humiliating attitude.

On 08th Oct. 2015, despite the fact I was beaten to pulp in broad day light by BJP MLAs in Srinagar, no action was taken and neither any FIR was lodged.

On 19th Oct. 2015, along with the relatives of Udhampur attack I was attacked by goons in New Delhi but state govt. didn’t took up the matter at any level.

On 18th Dec. 2015, while I was on my visit to Gingle Uri on invitation of NHPC workers, I was detained by police at Patan for four hours.

On 19th Dec. 2015, while I again tried to visit the NHPC employees I was stopped near Bonyar and was confined to my vehicle for four hours and then pushed back to Langate.

On 21th Jan. 2016, while I was on a peaceful sit-in at Pulwama to protest against the killing of an innocent Parvaiz Ahmad Guru, security agencies hired a goon who continuously abused me and despite my periodic requests he was not even asked to move from the site of procession and rather booking him, strangely an FIR was lodged against me.

On 02nd Jan. 2016, while I was to meet then PHE minister Chowderi Sukhnandan at DakBaglow Baramulla for resolution of public grievances, despite seeking a prior appointment with the minister, SSP Baramulla blocked my way and dragged me out of my car and hurdled, abuses on me. He asked his goons to thrash me and I sustained injuries in the incident. Concerned police station even refused to entertain my written complaint over the issue.

On 26th January while on one hand I had got few invitations to attend Republic Day functions, but was kept under house arrest for the day at Jawaharnagar. I was not even allowed to arrange an ambulance for a deceased person namely Habibullah Khan who had expired at SKIMS due to illness, and the family of the poor had to arrange a private vehicle against huge charges. I have submitted a written complaint in police station Rajbagh pertaining to the matter.

Police spread rumours among my well-wishers and by making phone calls to the media that I have been attacked somewhere in Srinagar, which was absolutely false and the reason behind the rumours can be well understood.

Goons were given a free hand to carry out protests outside my residence in Jammu on more than two occasions and it was due to the intervention of locals that they couldn’t damage the house.

On 25th Dec. 2015, I was stopped at police station Duru where concerned SHO along with his cops abused me without a reason and blocked our road. The said officer dragged my PRO by neck. The matter was brought in the notice of SSP Anantnag who rather than taking notice of the issue started defending his sub ordinate and misbehaved. I submitted a written complaint to District Magistrate who assured of action, but nothing changed till date.

Police has been so indifferent and rude in its attitude that they have been threatening hoteliers in LalChowk of dire consequences, if they allowed their hotels to host our press conferences or get-to-gathers.

Sir there are many other incidents which lead to the facts that there seems to be some big conspiracy either to eliminate me or stop me from doing political activities. I humbly request your goodself to hold an impartial inquiry into all these incidents so that my rights are protected. The way police has been restricting my movement especially in Chenab Valley and Pir Panchal Regions and disgracing me everytime, has become intolerable and gives me a lot of pain. The shameful acts are not only disgrace to democratic institution but have also hurt deeply the sentiments and emotions of people of my constituency. My periodic requests to IGP Jammu and IGP Kashmir to allow my free movement yielded nothing except adding to the arrogance of the authorities.

I also request your goodself to get the copies of my all speeches of my visit to Jammu region during last one year and find that if I have spoken even a single word that would have hurt sentiments of any particular community. In fact police has been doing it on directions of leaders of various political parties so that they get political benefits out of these viscous atmospheres.

I am bringing the matter in the notice of honourable speaker J&K Legislative Assemble for the redressal and may approach the honourable court as well but your goodself being constitutional head of the state, I seek your intervention in the matter otherwise I have no option but to resign from being the member of Legislative Assembly.
