The Principal Secretary stated this during a meeting to review various projects and initiatives undertaken by the Department.

The meeting was attended by Chief Engineer R&B Sami Arif, RTO Kashmir Akramullah Tak, General Manager JKPCC Harkawal Singh, Director Finance Transport Department Mahesh Das, Additional Transport Commissioner Ajaz Abdullah, SE R&B Javid Bukhari, and other concerned.

Transport Commissioner S P Vaid, Divisional Commissioner Ladakh Saughat Biswas, ARTO Kargil and other officers participated in the meeting via videoconferencing.

Dr Samoon said the ICCs will be set up in each district of the State to inspect vehicles and remove any defect before they are allowed to ply on roads.

He said that these centres will serve as technical centres for testing the roadworthiness of transport vehicles after evaluation of various identified parameters in a scientific manner.

“The fitness tests of motor vehicles, being carried out presently are visual, completely non-mechanised and nothing but subjective evaluation by the inspecting officer. The prescribed tests are more of a routine nature rather than fulfilling any meaningful exercise. With automated inspection and certification centres, we will be able to solve these issues,” he added.

Triple Talaq: Why PDP Lawmakers Abstained?

SRINAGAR: The passage of ambitious Triple Talaq Bill by Narendra Modi led government in Rajya Sabha is being considered a major victory. The Upper House could have blocked the move because BJP lacks enough number in the House, unlike Lok Sabha.

In a House where BJP lacks a majority, the bill was supported by 99 members as there were only 84 opposing it. The Muslim Women (Protection of Rights on Marriage) Bill will now go to President Ram Nath Kovind for his assent. Once it gets the assent of the President and notified by the government, it will replace the triple talaq ordinance promulgated in February. The triple talaq bill has been a bone of contention between the Narendra Modi government and the Opposition since December 2017, when the government first tabled the legislation in the Lok Sabha.

Commentators give credit of floor management to the BJP that ensured its victory despite not having enough numbers. The passage of the bill was embarrassing for the opposition, especially for the Congress. As many as 23 opposition members were absent from the House.

As many as 13 members from AIADMK, six each from Janata Dal (U), and Samajwadi Party (6), seven from BJD, four from BSP decided to walk out, resulting in a reduced majority mark in the Upper House that helped the bill sail through. In fact, four Congress leaders Vivek Tankha, Pratap Singh Bajwa, Mukut Mithi and Ranjib Biswal were absent even as another member Sanjay Singh resigned from the Congress and the Rajya Sabha earlier in the day.

Besides, five members of the Samajwadi Party were absent during the voting. One member each from Trinamool Congress, DMK, IUML and Kerala Congress were also absent at the time of voting.

Now the debate has come to Kashmir, India’s only Muslim majority state, whose members also boycotted the voting. The BJP duo abstained thus helping the BJP indirectly.

PDP verbally opposed the bill as Mehbooba termed that BJP was “entering our homes” using the legislation. After the passage of the bill, Mehbooba criticised the need to pass the bill banning instant triple talaq.

“Fail to understand the need to pass the triple talaq bill especially since the Supreme Court had already declared it illegal. Undue interference seemingly to punish Muslims. Given the current state of the economy, should this really have been a priority?,” Mehbooba said in a tweet.

She was quickly reacted by Omar Abdullah questioning her logic and reminded her of how PDP’s abstention helped them in getting the bill passed.

“Mehbooba Mufti ji, you might want to check how your members voted on this bill before tweeting. I understand they abstained which helped the government with the numbers needed to pass the bill. You can’t help the government & then “fail to understand the need to pass”!” Omar’s tweet read.

The exchange of tweets triggered many responses calling out the two former Chief Ministers and accusing them of ‘hypocrisy’.

Restore confidence of people, change your J&K Policy: G A Mir to Centre

Srinagar

The Jammu and Kashmir Pradesh Congress Committee (JKPCC) President G A Mir has said that Congress Party won’t make compromises on the urges and aspirations of the people, shall fight against any kind of discrimination and injustice with any region in JK.

Mir also asked the Centre to change its JK policy to restore the confidence of the people in J&K, as that, people were feeling alienated due to the approach and wrong policies adopted by it (Centre Govt).

Addressing series of public meetings at Manzmoh, Dongwari, Shistergam, Dalwach in Dooru area of South Kashmir, JKPCC President Ghulam Ahamd Mir said that Centre was required to change policy with regard to Jammu and Kashmir in order to restore confidence of the people, who have been witnessing many things happening since the BJP assumed power at Centre resulting in there was  deep alienation among the people.

Mir also reiterated that Centre must put an end to rumour-mongering with regard to the special status of JK policy, saying that any misadventure won’t settle down things rather it would deteriorate the situation to the largest extent, which would neither be in National Interest nor JK, Mir cautioned.

Taking a dig at BJP government over failing to restore the democratic rights to the people, Mir said since the BJP came into power, the situation remained  chaotic in JK, no development has taken place, as was promised by BJP PDP to people during 2014, instead the State Assembly was dissolved ensuring that no other party was able to form the Govt in JK besides the Elections to State Legislature were put on hold on one pretext or the other aiming to rule the State directly on the part of BJP Govt at Centre, Mir said.

Jammu and Kashmir State is one, any discrimination with any region won’t be tolerated, Mir added and said that Congress Party has always taken care of urges and aspirations of the people, it will continue to fight against discrimination and injustice with any regions.

Referring to the difficulties confronting people, Mir said the previous Congress Govt in State-sanctioned road from Manzmoh to Bakerwal check-in Veerinag under PMGSY, but the was intentionally stopped by the previous PDP BJP Coalition merely on political lines by not caring about the hardships of inhabitants.

He said the Bakerwal Check is without electricity despite providing polls and wire by previous Congress NC Govt, it was unfortunate that PDP led Govt could Govt not even provide two transformers to this backward area, which was indicative of political vendetta on the part of PDP.

Senior Congress Leaders, PCC, DCC members, Block Presidents, Youth leaders also addressed the public meetings.

PUF kick starts signature campaign to protect Articles 35A, 370

Srinagar

A veteran Kashmiri Pandit Ashok Karihuloo was the first to put his signature supporting Special status of the state including 35-A and 370 at an event at Srinagar on Wednesday organized by PUF, said the statement.

Er Rasheed, Javaid Mustafa Mir and Dr Shah Faesal addressing a press conference in Srinagar on Wednesday, July 31, 2019. KL Image by Bilal Bahadur

Kick starting signature campaign seeking the protection of Article 35-A and 370 and asking BJP government at the Centre not to enforce any unconstitutional delimitation, PUF on Wednesday has warned Centre of serious consequences if it continues to play with the emotions and sentiments of people of J&K by dragging the state into controversial issues and debates.

Addressing a press conference today PUF leader and JKPM president Dr Shah Faesal thanked people of Jammu in general and members of Jammu BAR association in particular for showing their concerns over Article 35-A and 370.

Dr Shah Faesal warned Delhi of its misadventures and said that if Delhi is still keen for delimitation it must wait till assembly elections are over and let New Assembly take a call over the issue.

He said “Unity and integrity of state has to be protected at all costs and PUF is ready to support all such voices who believe in unity and integrity of the state. Delhi must respect all mutual agreements between the Union of India and J&K”.

Chairman co-ordination committee PUF Javid Mustafa Mir added that New Delhi should restrain from diluting the special status and the issue is not only about Kashmir but that of the entire state.

AIP President Er Rasheed during the press conference asked BJP to tell masses in India if the agenda of BJP is more important than that of Indian constitution.

Er Rasheed said, “The way people all over the state are showing their concern over Article 35-A and 370 it should be an eye-opener for BJP. No one is afraid of delimitation but by talking about discrimination with Jammu region, a wedge is being created between various regions and various communities without any logic, which is most unfortunate. If BJP has so much of lust of power, they must win hearts and minds of people, so that their mission +44 is achieved and no one can object to their being in power.”

Er Rasheed said that the signature campaign will be taken to every constituency and every village of the state as protecting the special status and preventing unauthorized delimitation is a priority for every citizen of the state.

Dr Shah Faesal appealed masses to support the signature campaign and said that the signature campaign is a most prompt and civilized way to tell people of India and rest of the world that what Kashmiris stand for. Er Rasheed added that PUF is always open for unity and we left no stone unturned to take NC, PDP and others into confidence to have a joint strategy for protecting the special status.

He added that PUF is still awaiting initiatives from NC to call all-party meet and reiterated that if NC and others are not interested in taking concrete measures, PUF will do whatever possible and required on its own to defend the special status and stop illegal delimitation of assembly constituencies.

He said that the perception about Jammu having less number of seats is wrong as during past thirty years Kashmiris have preferred not to enroll themselves as voters due to turmoil, thus some are under the assumption that Assembly segments in Kashmir have less number of votes as compared to Jammu region.

Er Rasheed condemned PDP members in Rajya Sabha for their abstention from voting on triple Talaq bill.

He said that triple talaq bill is simply infiltration in religious affairs and unacceptable. Rather claiming to be caring for Muslim women union government should focus on mob lynching. While one can little expect from parliamentarians of rest of India but the shameful abstention from voting over the bill by PDP members is unacceptable and exposes PDP’s real face. Er Rasheed while appealing for restraining at borders expressed deep concern over cross LOC shelling in Karnah and Uri areas and said that the life in border areas is becoming miserable. Later PUF office bearers from various constituencies kick-started the signature campaign and took the pledge that they will take the campaign to its logical end.

Questioning Dr Farooq when mainstream parties are protecting special status raises questions: Mehboob Mufti

Srinagar

Reacting to the questioning by Enforcement Directorate (ED) to NC president Farooq Abdullah in connection with Jammu and Kashmir Cricket Association scam, PDP president Mehbooba said that questioning Dr Farooq at this time raises suspicions and questions.

Dr Farooq was summoned by ED to appear before the agency at their Chandigarh office today. Dr Abdullah has been previously interrogated by a team of CBI in the alleged scam in January 2018. The investigation in the case is still on.

In response to it, Jammu and Kashmir former chief minister Mehbooba Mufti said; “JK cricket scam is an old case that’s been under investigation for quite some time. ED questioning Farooq sahab at a time when J&K mainstream parties are collectively standing up to protect its unique identity raises suspicions & questions. Misusing central agencies to harass & intimidate those who dissent or don’t fall in line has become quite blasé & brazen.”

In 2015, The Jammu and Kashmir High Court handed over the investigation of the alleged Rs 113 crore scam in the Jammu and Kashmir Cricket Association (JKCA) to the CBI while indicting the state police for failing to carry out the probe in which former chief minister Farooq Abdullah has been named.

Fresh Deployments For A Grand Independence Day: Report

Srinagar

The recent order of deployment of additional 100 companies of Central armed forces in Kashmir was to provide security cover for a move to hoist the Tricolour in every panchayat in the state this Independence Day, The Indian Express quoted government sources as saying.

“The government is infusing troops as many panchayat heads want to hoist the national flag this Independence Day. This deployment is being done to ensure no disruption to the process and avoid any untoward incident,” The Indian Express quoted sources as having said. Over the weekend, reports of deployment of additional troops in the state had led to intense speculation over the Centre’s plans.

The newspaper quoted sources said that the ruling BJP has already given instructions to its units in every panchayat of the state to hoist the Tricolour on August 15. Following the panchayat elections in the state last year, which it considers as a “gain in grassroots democracy”, the BJP also hopes that the move will help it gather momentum for the assembly elections that are expected to be held this year.

According to sources, preparations for the elections topped the agenda of the meeting of senior BJP leaders with its J&K core group in Delhi Tuesday evening. The meeting follows BJP president and Union Home Minister Amit Shah’s visit to the state during which he held detailed discussions with the state unit leaders. The party’s working president J P Nadda is expected to visit the state soon.

The report said that Tuesday’s meeting, chaired by Nadda, was attended by party general secretary (organisation) B L Santosh, general secretary in charge of J&K Ram Madhav, Union Minister Jitendra Singh, national vice president Avinash Rai Khanna, state chief Ravinder Raina and senior leaders from the state, including Nirmal Singh and Kavinder Gupta.

Later, Raina told reporters: “The announcement of elections could take place any time after the Amarnath Yatra concludes. As our Home Minister said in the Lok Sabha, the government and the BJP are ready to face elections whenever they are announced.”

The report quoted sources said that state leaders have been asked to focus on developmental issues and campaign against the corruption at all levels. “The participants were of the view that initiatives taken by the central government against corruption have rattled some leaders and separatists in the Valley,” they said.

Sources said the BJP, which was a part of the ruling coalition in the state with the PDP until last year, has been discussing ways to ensure that funds and powers reach the panchayats in a “normalised” J&K. It has now decided to focus on winning as many seats from the Jammu, Leh and Ladakh regions while providing “resources and manpower” for Independents in the Kashmir Valley, they said.

Reviving its “Mission 44 +”, which was its goal in the 2014 assembly elections, the BJP’s target is to gain adequate numbers in the assembly. The BJP manifesto, released ahead of the 2019 general elections, referred to annulling Article 35A, which empowers the J&K legislature to define permanent residents of the state.

However, the party’s senior leaders have denied speculation that the Centre was planning to initiate discussions on eliminating Article 35A. On Tuesday, they indicated that the BJP would not tinker with the provision before the assembly elections. “Our priority is to hold the elections successfully in the state. We are confident that the BJP will do well,” a senior leader said.

Sources said the issue of Article 35A was not discussed in detail as “the matter is to be decided by the top leadership”. “The state leadership has been advised to prepare for elections. They have been asked to get booth committees and the social media campaign ready immediately,” said sources.

The BJP leaders were of the view that rumours in the Valley about moves to eliminate Article 35 A and Article 370 were “spread by separatists and their supporters”. “The central government’s zero-tolerance on terror and stringent action against corruption, including the crackdown on J&K bank, have terrified them,” sources said.

They said that even as the party steps up its political activities through the over 4,000 sarpanchs elected last year, the Centre will expedite the devolution of Rs 2,400 crore in funds awarded by the 14th Finance Commission and Rs 900 crore through Centrally Sponsored Schemes.

In order to achieve its targets, the party wants to help Independents in the Valley, which accounts for 46 seats in the 87-member assembly. The BJP won 25 seats in the 2014 elections, all from the Jammu region. In the 2019 Lok Sabha elections, it won the Udhampur, Jammu and Ladakh seats reported The Indian Express.

ED questions Dr Farooq Abdullah in cricket association scam

Srinagar

In a development which can have far-reaching political implications, Enforcement Directorate (ED) is grilling former Jammu and Kashmir Chief Minister Farooq Abdullah in connection with the multi-crore Jammu and Kashmir Cricket Association scam.

“Farooq Abdullah was summoned to appear before the agency at their Chandigarh office. Around 12.30 pm on Wednesday, he appeared before the financial probe agency,” India Today quoted sources as saying.

The report said that Farooq Abdullah has been previously interrogated by a team of CBI in the alleged scam in January 2018. The investigation in the case is still on.

“In 2015, The Jammu and Kashmir High Court handed over the investigation of the alleged Rs 113 crore scam in the Jammu and Kashmir Cricket Association (JKCA) to the CBI while indicting the state police for failing to carry out the probe in which former chief minister Farooq Abdullah has been named,” said the report.

While referring to Abdullah’s name in the scam and citing reasons for handing over the probe to the CBI, the court had said that the president of the JKCA is a “tall political personality” having served as the CM of the state and served as the Union minister in the previous government.

His complicity is alleged in granting approval to two contradictory resolutions pertaining to the operation of bogus accounts of the JKCA to keep accused Ahsan Mirza in control of financial matters despite his ceasing to be a treasurer after the 2011 elections.

The court had also said that since the embezzled funds have allegedly originated from BCCI in Mumbai, the Crime Branch would encounter a lot of hassles in investigations as its jurisdiction is limited to the state, reported India Today.

Dr Farooq concerned over border skirmishes

Srinagar

Jammu and Kashmir National Conference party president and Member of Parliament from Srinagar Dr Farooq Abdullah on Tuesday expressed deep sorrow over the unfortunate death of a 12-day old baby who was injured in a heavy mortar shelling and firing in Shahpur sector of Poonch district.

Party president while expressing grief over the incident said, “Our party has always maintained that it is common population living across the LOC that has to bear the brunt of escalation of tension between India and Pakistan.  Unfortunately, the leaders across the border have always shut their eyes to the sufferings of people who come in the line of fire between the two countries.  I extend my condolences to the affected family. I pray for much-needed strength to them to bear the inconsolable loss. It is indeed heart wrenching to see such tragedies.”

While impressing upon both India and Pakistan to maintain maximum restraint, the party president said, “Every time skirmishes escalate on border or LOC, it is common populace that has to bear the brunt. I urge both the countries abide by the ceasefire agreement religiously. The intermittent border skirmishes, whenever they take place render the activities of people living across LOC dysfunctional. The need of the hour calls for a total cessation of hostilities, ‘adding, “I urge the incumbent governor administration to provide succour to the affected families.”

Meanwhile, provincial president YNC Jammu, Aijaz Jan visited the injured at the hospital to inquire about their health. Put a stop to shock therapy in Kashmir: Tarigami to Delhi

Srinagar

Senior CPI (m) leader and former MLA Kulgam Mohammad Yousuf on Tuesday asked the Governor Administration to clear confusion over the government orders which have deepened uncertainty in Kashmir in the last few days.

Tarigami in a statement said that Governor Malik needs to clarify whether it is a rumour that 100 companies of additional companies of paramilitary forces are being deployed in Kashmir? One of his Advisor is saying “the deployment was a deliberate and calculated response to the need of security grid,” while the Governor says the ‘government’ orders being circulated on social media in Kashmir from past few days were invalid.

“Is it only a rumour, that another order directing police in Srinagar to collect details of management committees of masjids, has been issued? And are such other orders issued in the recent days also rumours? The government needs to clear this confusion. If they claim one of the orders has been issued to take masjid committees into confidence to check the drug menace, is the menace limited to Srinagar only and why this urgency now? If the government wants to check drug abuse, they should have also taken civil society members into confidence,” said Tarigami.

“For what purpose these exercises are being done, people want to know. If the government claims that militancy, stone-pelting and violence is decreasing, for what purpose additional troops are being deployed in Kashmir? For what purpose this ground test is being done,” he said.

“People are already in distress and stress due to ongoing violence. There was a need for confidence-building-measures to come out of this cycle of disillusionment and depression. Why this shock therapy time-and-again? Enough is enough. Please put a stop to such manoeuvres,” Tarigami in a statement said.

Jammu and Kashmir National Conference Member Parliament Hasnain Masoodi on Monday gave notice under Rule 197 of the Rules of Procedure and Conduct of Business of his intention to call attention of the Minister of Home Affairs to the panic and uncertainty that has taken Kashmir in its grip following deployment of additional Security Forces in large numbers to Kashmir and connected measures like directions to sent back families, store food for four months and drinking water making rounds of social media.

Masoodi through calling attention notice has demanded a statement from the Minister of Home Affairs on the subject to dispel all doubts and panic created by such unusual measures. He also raised the matter during Zero Hour and asked for necessary steps to end the uncertainty.

Earlier during the day Masoodi strongly opposed the extension of National Medical Commission Bill 2019 to Jammu and Kashmir pleading legislative incompetence. He insisted that as Entry 25 of Concurrent List under which the law was being enacted was not applicable to the State, the Bill could not be extended to the State.

Masoodi pointed out that Entry 25 was introduced by 42nd Amendment 1976 and the then State Government did not give ‘ concurrence ‘ to its application to the State. Masoodi also opposed the Bill on the grounds while MCI sought to be replaced was an elected body the proposed National Medical Council would comprise of Central Government appointees, controlled by the Central Government thus without autonomous character.

He also opposed NEET insisting that students from rural areas mostly from poor and downtrodden families without access to modern means of education and from different Boards with varying curriculum do not get a level playfield and have least chances of success. He said that the Bill must provide for Coaching Centers across the country for free coaching of students from poor, disempowered families so that they have a fair opportunity to compete for the Test.
