Forces lay siege to Pastuna area of Tral

Srinagar

Government forces Wednesday late night launched cordon and search operation in Pastuna area of Tral in Pulwama district.

According to reports a joint team of Jammu & Kashmir police, army’s 42 Rashtriya Rifles (RR) and 180 Central Reserve Police Force (CRPF) has launched the operation in the area following specific inputs about the presence of militants in the area.

Locals told Kashmir Life that forces have asked the people to come out of their homes and have sealed all the entry and exit points.

Installing lights in the adjacent fields, a police official said the security grid will ensure that militants don’t escape from the area.

“We have specific inputs about the presence of militants and would ensure they don’t escape,” a police officer told Kashmir Life.

Ten-year-old slips to death in Kupwara

Srinagar

A ten-year-old boy died after he fell down into a trench at Haidermal Mawar area of North Kashmir’s Kupwara district on Wednesday.

Identified as Sharafat Ali Khan son of Asghar Ali Khan a resident of Haidermal Mawar, police officials said that the boy was playing when he fell down into the trench near his house.

Sharafat was a class 4th student and the lone son of his parents.

One dead, 1 injured in Bandipora avalanche

Srinagar

A 28-year-old person was killed and another suffered injuries after a snow avalanche struck at Tulail area of Gurez sector in north Kashmir’s Bandipora district on Wednesday evening.

Police official said that two persons were injured after they came under the avalanche at Hassangam-Malangam area of Tulail today evening.

The official identified the duo as Abdul Aziz Beigh (28) son of Ghulam Mohammad Beigh and Haleem Beigh (24) son of Sheer Beigh, residents of Malangam.

Both the injured were immediately shifted to sub-district hospital Tulail where Abdul Aziz succumbed to injuries, he added.

Chief Secretary discusses modalities to start Srinagar Water Transport System

Jammu

Chief Secretary, B B Vyas on Wednesday chaired a meeting to discuss the modalities towards operationalization of phase-1 of the Srinagar Water Transport System.

The spokesman said Principal Secretary to Chief Minister, Secretary, PHE and I&FC, Anuj Malhotra Traffic Advisor, J&K and senior officers of various departments attended the meeting. Divisional Commissioner, Kashmir participated in the meeting via video conferencing.

The phase-1 of the Srinagar Transport System involves navigation in specific stretches of River Jhelum and Dal Lake through motor boats and motorized Shikara service.

Detailed deliberations were held in regard to the mandate and role of various departments and authorities including I&FC, Tourism, Transport, R&B and PDD besides SMC, LAWDA & J&KSWRRA in the operationalization of the Water Transport System.

Pulwama admin declares Kadlabal to Mirzapur ‘no construction zone’

Srinagar

District administration Pulwama, on Wednesday, announced ‘no-construction zone’ from Kadlabal to Mirzapur along both the sides of National Highway (MH) to stop any illegal constructions, the spokesman said.

In this connection, a blanket ban has been imposed on any kind of construction along the highway.

Tral militant killing: Hurriyat (M) rejects police claim

Srinagar

The Hurriayt (M) spokesman strongly condemning the killing of former militant Mushtaq Ahmad Chopan who was killed in a grenade blast at Police Station Tral said the police story related to the incident is unacceptable and seems totally concocted in view of the statement of the locals.

The spokesman demanding the impartial probe into the incident said such suspicious incidents also occurred in past where inmates were killed and tortured by the government forces in custody. The spokesman appealed International Human Rights Organization to come forward and play their role to stop unabated killings, bloodshed, torture and rights violations in Kashmir.

The spokesman further condemned the harassment of youth at the hands of the army at Ashmoji village of Kulgam where educated youth are being summoned to meet the needs of labors at Army camps under which youth are forced to cut grass, stone grinding etc. He said the identity cards of youth are kept at camps so that they could come tomorrow again for laboring.

The spokesman said that this act of forces is totally inhuman and worst type of human rights violation aimed to give a feeling of helplessness among the youth, adding, the countries of conscience should come forward to stop this humiliation faced by the Kashmiris on a routine basis.

The spokesman expressed concern over the disappearance of Kashmiri MBBS student Suhail Ajaz at Orissa. He said the protection of Kashmiri students outside valley is the responsibility of the respective governments.

Dr Farooq Abdullah chairs Srinagar Airport Advisory Committee (AAC) Meeting

National Conference President and Member of Parliament for Srinagar, Dr Farooq Abdullah who is also the Chairman of the AAC, on Wednesday chaired the meeting of the Airport Advisory Committee held at Sheikh-ul-Alam (RA) International Airport in Srinagar and took stock of the various issues raised in the meeting.

The meeting was also attended by senior officers of the Airport Authority of India, the State Administration, Indian Air Force, CRPF, J&K Police as well as representatives of various bodies including KHARA, TAAI, TASK, KCCI and the officials of the airlines operating from the Airport.

Farooq Abdullah took note of various issues including widening of the Airport Road from Humhama crossing, the approach light at runway 31 and land acquisition for the same, waiting hall for passengers outside the terminal building, false ceiling at SHA/Departure/Check-in lounge, late night flight operations and operation of International Flights from the Airport.

Farooq Abdullah also took note of the formal naming of the Airport as the Sheikh-ul-Alam International Airport and the preponing of the MAFI project and different uniform for the Tourism Police at the Airport. On this occasion, Farooq Abdullah issued orders for the release of 35 lakhs from his MPLAD Fund for the acquisition of a state-of-the-art, fully equipped ambulance for the Airport for the convenience of the general public and travelers.

Kupwara avalanche: Special rescue teams sent to trace out missing persons

Srinagar

Authorities on Wednesday rushed special rescue teams to the Lashkote forests in Lolab area of north Kashmir’s Kupwara district where three persons were buried in an avalanche on Saturday last week.

The families of the missing persons on Tuesday had urged the government to trace out the missing persons. A team of rescuers comprising of police, army and SDRF had started rescue operations on Sunday but returned back due to lack of expertise.

Sub Divisional Magistrate Lolab Ahmad Hussain Bhat said that a rescue team comprising of 82 persons who have expertise in the field were deputed on Wednesday morning to the avalanche spot.

“The rescue team carries necessary equipment to retrieve the buried trio,” Bhat said, adding that the arrangement of food has also been made for the rescuers.

SDM said the Deputy Commissioner Kupwara has already requested the government for providing helicopter service which is expected soon.

A senior army officer of 18 RR under whose supervision the rescue operation is being carried out said their sleuths “who are well trained” are carrying the avalanche rescue equipment which includes rods, cords and digging equipment.

“Besides it, the army personnel have also carried the radio sets along with them in order to communicate with their concerned quarters from time to time regarding the rescue operation as the terrain is tough and challenging amid inclement weather there,” the officer said.

Five persons had gone to the area for hunting. As the avalanche struck, the two among them had a miraculous escape.

Those buried in the snow were identified as Altaf Ahmad Mir son of Bashir Ahmad Mir, Bashir Ahmad Ganie son of Ghulam Rasool Ganie and Ghulam Mohd Lone son of Ali Mohd Lone all residents of Warnow, Lolab. (GNS)

CM Mehbooba meets PM Modi

Chief Minister, Mehbooba Mufti, on Wednesday, met Prime Minister, Narendra Modi in Dehli.

The spokesman said during the meeting, the Chief Minister apprised the Prime Minister about the overall situation in the State.

She informed the Prime Minister that the people of Jammu & Kashmir have been suffering immensely due to a precarious situation for the past so many decades. She also brought to his notice the recent upscaling of violence along the borders in the State which has forced thousands of people to leave their homes, hearths and daily routine. She said the dire need of the time is to de-escalate this situation of violence and uncertainty and adopt the path of reconciliation, as envisioned in the Agenda of Alliance of the present Government so that a durable peace is ensured in the State and the subcontinent.

Threadbare discussion on the Agenda of Alliance also took place during the meeting and the need was felt to ensure time-bound progress on all the items including reconciliation between groups, regions, and countries and return back of power projects. Better coordination between the two ruling parties, PDP and BJP, was also stressed during the meeting so that better results are delivered to the people in the State.

Mehbooba Mufti also discussed with the Prime Minister the execution of Rs. One Lakh Crore Prime Minister’s Development Package in the State while underlining the need for people’s outreach for effectively percolating down the benefits of such a package.

NHAI Awards contract for construction of Srinagar Ring Road/Bypass, Naeem Akhtar welcomes  

Srinagar

The National Highways Authority of India (NHAI) has NHAI has awarded Rs 939 crore project for construction of proposed Srinagar Semi-Ring Road to Ramky Infrastructure.

“The NHAI has issued a letter of award for construction of the proposed Srinagar Ring Road/ Bypass from Gallander to Crossing of Sumbal Road,” Ministry of Road Transport and Highways said in its statement.

The 42.10 km project with a cost of Rs 939.41 crore has been awarded to Ramky Infrastructure and would be implemented on engineering, procurement, and construction (EPC) mode, the statement said adding the construction period is 36 months, it said.

The entire greenfield alignment has been proposed on the western side of Srinagar City to provide connectivity to the habitation on that side, it said.

The Ring Road/ Bypass will traverse 52 villages and 6 Districts including Pulwama, Budgam, Baramulla, Srinagar, Ganderbaland Bandipora, it added.

Meanwhile, Minister for Works, Naeem Akhtar has welcomed the formal award of Srinagar Semi-Ring Road Project by National Highways Authority of India (NHAI).

He said the tenders have already been issued for the Jammu Semi-Ring Road project and it will be also awarded soon for execution.

Two minor boys injured in accidental blast in Islamabad village  

Srinagar

Two minor boys identified as Liyakat Khan, about 14 years old son of Amjad Khan, and Ishfaq Khan son of Aarif Khan, about 12 years old have been injured when they were fiddling with some suspicious thing which exploded accidentally near Panchayat Mohalla Rakh-e-Brah in the jurisdiction of Police Station Uttersoo, said a police statement.

Police are investigating the cause of the explosion, they said.

APDP stages protest against ‘enforced disappearances’ in Srinagar

Srinagar

The Association of Parents of Disappeared Persons (APDP) on Wednesday staged a protest demonstration in Press Colony Srinagar demanding justice and information about their disappeared family members.

Scores of the protestors assembled at press colony holding banners and placards and demanded to trace out their kith and kin who were subjected to enforced disappearances since 1989 in Kashmir.

The family members of disappeared youth, mostly females during their silent-sit in at Press Colony Srinagar castigated the successive governments for being biased towards their pain and agony.

“Neither National Conference nor PDP did anything for us to trace their missing loved ones,” said an elderly woman whose son according to her was picked by forces during a crackdown 25 years ago and since then she is waiting for her son.

Wearing white headbands with names of disappeared people and slogans like “stop disappearances.” the protestors proposed sit-in program to draw the attention of the government and the media to seek information about their loved ones, who have vanished, presumed dead or imprisoned without trial or any record.

Over the past three decades, more than 8,000 persons have been subjected to enforced or involuntary disappearances, a spokesman of APDP said.

“132 people were subjected to enforced disappearance in Banihal, Government accepted 112 of them, but we want information about what happened to them.12 people had crossed the border, out of which 10 people surrendered and in army custody, their parents used to visit there and meet them. But later on, they too got disappeared. We demand justice and complete information about their whereabouts,”Tahira Begum, spokesperson of APDP said.

“The cases are pending in courts since long, we demand a speedy trial of the cases,” she added.

APDP once again calls on global civil society and the international human rights watchdogs that the phenomenon of enforced disappearance must end in Jammu and Kashmir and the perpetrators of disappearances must be brought to justice so that there will be way forward for providing truth, justice, and reparation to the thousands of victimized families.

There is surge again, says a member of the forum. “The practice of enforced disappearances in Kashmir, however, had seen a considerable decline during the last decade but since last year the practice seems to have resurfaced in Kashmir. Since last year, there has been a significant increase in the abduction of civilians who after forced disappearances are being killed extra-judicially.”

The APDP spokesperson in a statement said since last one week, APDP notes legal developments in three cases of enforced disappearances, which once again remind us that it is through the struggle for justice that the memory of the disappeared is preserved and the contradictions of the state exposed.

“First, on 26 February, the Jammu and Kashmir High Court began final arguments in the case relating to the disappearance of ten persons (mostly from North Kashmir) in custody of the armed forces and the Intelligence Bureau in December 2004. The disappeared were militants, who after surrendering before the state forces were trapped to work for the state and then were disappeared. Before their disappearance, the family members met their children on multiple occasions at army camps etc. Police have not filed first information report (FIR) and no investigations have been carried out. The High Court directed judicial inquiry confirmed the disappearances of ten persons and recommended investigations and compensation. The High Court part heard the case and arguments will continue on 29 March 2018.”

“Second, on 27 February, the High Court directed a fresh status report to be filed within two weeks by the Special Investigation Team (SIT) investigating the case relating to the disappearance of five laborers from Poonch district who had come to Srinagar looking for work and then disappeared on 13 June 2005.  On 14 December 2017, the High Court directed for the constitution of a SIT and for completion of investigations within 60 days. While investigations have not been completed, the SIT in its status report to the High Court has identified the suspects in the case including the main accused who was working for the army. The SIT also enquired from the Station House Officers across the Kashmir valley on whether there had been any burial of “unknown persons together” after 13 June 2005.”

“Third, on 27 February, APDP filed its rejoinder before the State Human Rights Commission (SHRC) in the composite complaint regarding the disappearance of 132 persons from Banihal Tehsil of Ramban District by the state and non-state actors. The police and civil administration in their reply have admitted that 112 persons out of 132 persons were indeed “missing”. The SHRC directed for further response from the police and civil administration in the form of details of the inquiry conducted including whether the NOK’s (Next of Kin) of the disappeared had been examined. The case is next listed on 12 April 2018.”

The APDP spokesperson added that in all cases they have seen an inordinate lapse of time and thus far no fair and proper investigations have been carried out. The state institutions failed to support the victim families and the legal processes have been delayed and exhausting. Yet, the struggle of the families of disappeared has ensured that the truth has not been covered up or forgotten. The onus lies on the state to find the disappeared and investigate the role of the perpetrators responsible.”

Police arrests 71 persons involved in social crimes in February

Srinagar

Jammu and Kashmir Police have arrested 71 accused persons involved in different social crimes which include 24 drug peddlers, 44 gamblers and 03 bootleggers in Kashmir Valley in the month of February.

The spokesman said that fight against these crimes will continue to make the Valley free from such crimes, as the youth of the valley are being diverted to spoil their future by indulging in these activities.

Contraband substances which include more than 600 bottles of codeine phosphate, more than 7700 capsules/tablets of Spasmoproxyvan, about 02.80 Kilograms of Charas, 05 Kilograms of cannabis, 166 bottles of illicit liquor, besides, about 98,000 rupees of stake money was recovered. Many vehicles involved in these crimes were also seized.

Pertinent to mention that J&K Police has established Drug De-Addiction centres in South, Central and North Kashmir where drug-addicted youth are being treated and counselled by experts to get rid of drugs. The youth of the valley are voluntarily visiting these centres for counselling and treatment.

Traffic Police books 68 drivers, seizes 11 auto rickshaws in Srinagar

SRINAGAR

In a special drive against traffic violation, Traffic Police City Srinagar on Wednesday booked 68 autorickshaw drivers for plying without a mechanical digital meter.

The spokesman said Traffic Police also seized 11 Auto Rickshaws who were plying without valid documents.

Traffic Police City Srinagar asked all auto rickshaw drivers to install digital meter otherwise legal action under the law would be initiated.

Former militant shot in Tral, hospitalised

Srinagar

A former militant was injured seriously after he was shot by unknown gunmen at Main Town Tral in south Kashmir’s Pulwama district on Wednesday evening.

Official sources said that the former militant identified as Aijaz Ahmad Shah, son of Ali Mohammad, a resident of Tral received bullet wounds in his legs after fired upon by the gunmen at around 6:10 pm in the main town.

Shah was immediately shifted to nearby hospital where from he was referred to Srinagar for specialized treatment, they said.

A senior police officer while confirming the incident said that the area has been cordoned off and searches in this regard was launched to nab the assailants. (GNS)

Kathua Incident: Police says vested interests trying to add fuel to fire

The police on Wednesday said that some vested interests are trying to communalize the situation to put pressure on the agency investigating the murder of a teenage girl in Kathua and “unfortunately some media organizations have also started playing into the hands of such troublemaking elements.”

Reacting to a news report published in the Daily Excelsior today, a spokesman of the Zonal Police Headquarters Jammu said that as has been misleadingly reported by the said newspaper, no migration has occurred in Hiranagar area and some ladies on the instigation of rumor-mongers and trouble-creators with vested interest had assembled near Higher Secondary School, Kootah and created an unnecessary scene. The ladies, however, returned to their homes on the intervention and assurance of the local administration, he said.

“Unfortunately, some vested interests are desperately trying to polarize the situation in the area around this gruesome criminal act of the murder of an innocent girl,” he said and added that the Police had registered a case FIR No: 10/2018 in Police Station Hiranagar following the abduction and murder of the teenage girl in the area last month. He said the case was then transferred to the Crime Branch which is now investigating it professionally.

“It would have been particularly appropriate for the newspaper to contact the officials of the Crime Branch or local police administration before levelling the wild charges of harassment against the investigating agency,” he said.

Meanwhile, an official spokesman today urged the media to report in a responsible and constructive manner in such sensitive situations in the spirit of professional ethics. He said the media organizations must realize that whatever the circumstances, it pays to keep faith with professionalism and ethics. “We are only playing into the hands of the disruptive elements instead of serving the larger public interest by publicizing such unsubstantiated news reports,” he said and added that it is extremely unfortunate if some of the reputed media organizations in the State also get into the divisive trap not only at the cost of their own credibility but at the perilous cost of peace, tranquility, and stability in the region.

“Instead of trying to influence the investigation on the behest of trouble-mongers, the media should allow the law and order machinery to work in a dispassionate manner to ensure justice in the case,” he said.

Dr Farooq Abdullah led delegation meets Governor

A delegation from Nowshera, Sunderbani, and Kalakote, led by National Conference president Dr Farooq Abdullah on Wednesday met Governor N.N. Vohra in Jammu.

The delegation comprised of Davendra Rana and other leaders discussed many issues related to the state with Governor.

The official Spokesman said that the delegation also complained about the unilateral decision of the State Government to post an Additional Deputy Commissioner to supervise the functioning of the Kotranka Sub-Division.  complained that the Government has so far been taking the position in the State Assembly that new Administrative Units would be set up when the required funds become available.

The spokesman added that the delegation demanded that the geographically difficult and relatively undeveloped areas of Nowshera, Kalakote, and Sunderbani Sub-Divisions call for much greater attention and in this context, they demanded that an Additional Deputy Commissioner should be posted at a suitable agreed station to look after this entire area.

Governor assured the delegation that he would discuss their demand with the Chief Minister.

It is unfortunate that the State Industries Minister, Chander Parkash Ganga has asked the trade bodies of Kashmir “To openly come in support of normalcy in the valley and oppose shut down calls given by Hurriyat.”

The spokesman said Minister should understand that no trade body would like their constituent member to go on Hartal. Whenever The Kashmir Chamber of Commerce & Industry (Inc) as an organisation has asked its members or has been part of any protest or support to Hartals it has done only when the government has worked against the interest of Kashmiri people. He has spoken such words which are unacceptable to us as a trade body.

The Kashmir trade & Industry has suffered for decades particularly after 1990 for no fault of theirs as in non-settlement of Kashmir are at in bottom of all our woes economically. The minister using a podium of an all India trade body clearly exposes the program of the present dispensation of trying to change the narrative through trade bodies of India who have slowly given a space which is present with the local trade bodies. Such designs will be fought tooth and nail by all of us, a spokesman said.

The Kashmir Chamber of Commerce & Industry (Inc) is very clear that no peace can come in this part of the world without settlement of Kashmir.

Hajj airfare reduction: Mehbooba welcomes,Thanks PM Modi

Srinagar

Jammu and Kashmir Chief Minister Mehbooba Mufti on Wednesday welcomed the decision to reduce airfare for Hajj pilgrimage.

“I welcome the decision of the central government and thank @narendramodi ji for substantially reducing the airfare for Hajj pilgrims from India from this year,” Mehbooba tweeted.

Mehbooba said this will help many more Muslims “experience the holy pilgrimage to Kaaba”.

The reduction, announced by the Union Minority Affairs Mukhtar Abbas Naqvi on Tuesday.

The reduction will be applicable to passages on Air India, Saudi Airlines and Flynas, an air carrier based in Saudi Arabia, to Jeddah and Medina from 21 airports in India.

The government had in January abolished subsidies given to those on the pilgrimage in view of a 2012 Supreme Court order.

Police arrests four gamblers, bootlegger in Srinagar

Srinagar

Srinagar Police on Wednesday claimed to have arrested four gamblers and one alcohol smuggler in two separate incidents.

In a statement, a police spokesperson said four gamblers -Mehraj-ud-Din of Gassi Mohallah Safakadal, Shabir Ahmad Kaloo of Cement Kadal, Tanveer Ahmad Dar of Bemina and Tariq Ahmad Sofi of Cement Kadal Noorbagh were arrested by police from Srinagar’s Noorbagh area.

“Rs 8340 were recovered as stake money from their possession,” said a police spokesperson.

In another incident, a police spokesperson said an alcohol smuggler was apprehended by police at Pantha Chowk area. “…a Marui Zen with registration number JK03-A 0001 driven by Mohammad Syed Shah of Pamposh Colony Bijbehara, Anantnag.

On checking 60 bottles of illicit liquor were recovered,” said a police spokesperson.

FIRs have been lodged in both the cases, said a police spokesperson.

Fire damages residential house in Kupwara

Srinagar

A residential house was damaged in an accidental fire on Wednesday at Audoora Mawer village of Kupwara district.

Reports said that the residential house belongs to Mohammad Afzal, a resident of Audoora, Kupwara.

However, there were no reports of any loss of life in the incident, but the property worth of lakhs was damaged in the incident, reports claimed.

The cause of the fire is yet to be ascertained.

Girl injured in Islamabad road mishap 

Srinagar

A 17-year-old girl was hit by a sumo vehicle in Zalangam, Kokernag area of district Islamabad resulting in injuries to the girl.

An official said that the girl met with an accident on Zalangama road  “she was hit by a speedy vehicle bearing registration number JK13A 6077 resulting in injuries to the girl,” he said.

However, the injured girl identified as Seerat Jan, daughter of Manzoor Ahmed Wani, a resident of Kokernag village was rushed to district hospital Islamabad from where they were shifted to SKIMS Srinagar for the specialized treatment, and the girl said to be stable now.

Meanwhile, the Police station Kokernag has seized the sumo vehicle and arrested the driver identified as Arif Manzoor Wani, son of Manzoor Ahmed Wani, a resident of Larnu Noboog village of Islamabad.

Abducted girl recovered, accused arrested: Police

Srinagar

Ganderbal Police on Wednesday claimed to have solved a kidnapping case of a girl in shortest possible time and arrested the accused involved in the crime.

A Police spokesman said in a statement, Ganderbal police received a complaint from one person Muhammad Maqbool Dar that his daughter (name withheld) has been kidnapped by Muhammad Altaf Dar son of Muhammad Amin Dar resident of Banyari Jalalpora Hajin.

Acting swiftly, Ganderbal police acted constituted a team on the directions of ASP Ganderbal Fayaz Hussain, assisted by SHO Ganderbal Nisar Hurrah and investigation to trace the accused was started. Within hours of the report filed, the Police team traced the girl and the accused involved. The girl was rescued and the accused involved was arrested. After completion of legal formalities, the girl was handed over to her parents, a spokesman added.

In this regard, a case FIR number 35/18 under section 109, 366 RPC was registered.

Wildlife employees protests in Srinagar, seek hike in salaries, promotions

Srinagar

The wildlife employees of Jammu and Kashmir, under the banner of Jammu and Kashmir Wildlife Employees and Workers Union on Wednesday, staged a protest demonstration at Partap Park in Srinagar.

Scores of the protestors assembled at Partap park shouting anti-government slogans demanded the promotions according to their seniority, increase in the salaries, designation change among helpers and rehabilitation of casual labourers and senior labourers.

“The present government is turning a blind eye to the outcries of the employees working in wildlife department. “We demand hike in salaries for field workers of wildlife department and promotions according to their seniority,” said Manzoor Ahmed Pampoori, senior trade union leader of Employees Joint Consultation thier Committee.

He added that they protested several times earlier also but authorities remain unmoved.

The employees threatened of a daily sit-in protest if the authorities fail to sort out their problems. The protestors also requested the Chief Minister Mehbooba Mufti, Chief Secretary and Commissioner of wildlife to intervene in the matter and fulfil their demands.

CASO inside DC office Pulwama

Srinagar

Forces on Wednesday cordoned off District Development Commissioner’s office in South Kashmir’s Pulwama district and launched room-to-room search operation.

Reports said that DDC office was cordoned off and a search operation was launched after the inputs about the presence of militants there.

Reports said that joint operation was launched by 55 Rashtriya Rifles of Indian Army, 183 Battalion CRPF and SOG of Jammu Kashmir Police emerged into DC office premises and asked all the employees and officials to leave their offices.

A search operation was underway till the filing of this report.

Meanwhile, a similar search operation is going on in Audoora village of Tehsil litter in Pulwama district.

Forces notices suspicious movement at murran chowk in Pulwama, resorts to aerial firing

Government forces on Tuesday night resorted to aerial firing after noticing suspicious movement near Murran Chowk area of district Pulwama.

Reports said that policemen travelling in the vehicle around 9:00 pm noticed some suspicious movement near the Murran Chowk and fired few probing shots in the air.

However, there were no reports of any loss of life.

Govt announces reduction in airfare for Haj

Srinagar

The government on Tuesday announced a significant reduction in airfare for those going on the Haj, a month after it scrapped subsidies for the pilgrimage.

Union Minority Affairs Mukhtar Abbas Naqvi described the move as a “major step”.

“The PMO took a keen interest in this. The decision is in line with our empowerment without appeasement policy,” Naqvi said.

The reduction will be applicable to passages on Air India, Saudi Airlines and Flynas, an air carrier based in Saudi Arabia, to Jeddah and Medina from 21 airports in India.

The decision to cut airfares will end the “political and economic exploitation” of Hajis “as was done during the Congress-led UPA regime”, Naqvi said.

To drive home the point, the minister compared Haj airfares fixed during the former UPA regime and the ones for 2018.

From Ahmedabad, the round fare this year will be around Rs 65,015 as against Rs 98,750 in 2013-2014. The passage from Mumbai has been brought down to around Rs 57,857 from Rs 98,750 in 2013-14.

Northern Army Commander Lt Gen D Anbu on Tuesday visited the Kashmir Valley to review the prevailing security situation amidst heightened tensions along the Line of Control.

“Accompanied by Chinar Corps Commander Lt Gen AK Bhatt, the Army Commander visited forward areas in Kupwara and Baramulla districts and was briefed by the commanders on the ground as regards the operational preparedness,” army’s defence spokesperson Col Rajesh Kalia in a statement said.

The Army Commander was appreciative of the measures and Standard Operating Procedures instituted by the units and formations to meet the challenges of infiltration bids and ceasefire violations, the spokesman said.

Commending the troops for their dedication to duty and high standards of professionalism, the General officer asked them to continue strict vigil to thwart any nefarious designs of inimical elements and also to provide all necessary relief and assistance to the locals affected by the recent ceasefire violations, the spokesman said.

He also lauded the excellent synergy amongst all the security forces, be it the Line of Control or the hinterland to meet any emerging security challenges and maintain a safe, secure and peaceful environment for the people, the spokesman added.

After Rajnath, Mehbooba meets Arun Jaitley

Chief Minister, Mehbooba Mufti, on Tuesday, met the Union Finance Minister, Arun Jaitley to discuss the financial issues of the state.

The spokesman said during the meeting, the two leaders discussed in detail the economic issues confronting the State besides the implementation of Rs. One Lakh Crore Prime Minister’s Development Package (PMDP).

The spokesman said that Mehbooba Mufti sought a timely and expeditious release of funds and reimbursement claims under the package. She also made a case for making special funds available to the State Government to meet the liabilities of left out affected persons of 2014 floods.

The Chief Minister made a demand for swapping high-interest loans with soft interest loans to reduce the repaying burden on the State Government. She also pitched for taking care of various liabilities on account of power bills through State bonds of Rs. 3500 crore.

Mehbooba Mufti apprised the Union Finance Ministers about the difficulties being faced by the local traders on account of losses during the unrest of 2016. She sought all help to them to get out this situation including interest subvention and restructuring of their loans. It may be recalled here that the members of the business community back home had made the request with the Chief Minister for the same a number of times and the Chief Minister had assured them to take it up with the Centre.

The Union Finance Minister assured the Chief Minister that the Centre would take all necessary steps to address the issues raised by the Chief Minister.

Earlier, Mehbooba Mufti met the Home Minister Rajnath Sing to discuss the prevailing situation of the state.

Two Kashmiri girls to represent India in Asian Ski championship in Iran

SRINAGAR

J&K Tourism department on Tuesday facilitated two young female skiers from Valley with International Ski Federation (FIS) approved ski sets for their participation in the Junior Asian Alpine Ski Championships to be held in Iran from March 1.

The spokesman said Director Tourism Kashmir Mahmood A Shah handed over two ski sets to each skier who left today for Delhi to report to the Winter Games Federation of India; from there, they would be flying to Iran for the championship. Deputy Director Tourism Peerzada Zahoor was also present on the occasion.

Shabista Shabir and Sabiya Nabi both hailing from Tangmarg town of district Baramulla did very well in the selection trials and were selected to represent India for the Asian Championship.

Notably, India is fielding its contingent comprising of boys and girls who are in the age group born between 1993 and 2001 in the said Championship.

The selection trials for Asian Junior Alpine Ski Championship have held at Gulmarg on 3rd and 4th February. Nearly 30 athletes representing different affiliated units of Winter Games Federation of India including J&K, HP, Uttarakhand, Indian Institute of Skiing and Mountaineering (IISM), High Altitude Warfare School (HAWS), Army and Atal Bihari Vajpayee Institute of Mountaineering and Allied Sports took part in Slalom and Giant Slalom trials during which Shabista and Sabiya were selected.

The trials were held by WGFI in association with Winter Games Association of J&K, IISM, and HAWS with logistic support from Tourism Department.

Both Shabista and Sabiya have participated in five national championships so far representing the state. This is for the first time the two girls will be representing India in any international event.

Director Tourism Kashmir Mahmood A Shah said the department has been procuring ski sets for past few years for the skiers for international events. “The ski equipment are very expensive and are mostly procured from European countries. Our players who mostly come from middle-class families can’t afford costly equipment approved by FIS for international events. We aim to facilitate these budding players so that they can continue to follow their passions and bring laurels to the state and the nation,” said Director Tourism.

Both the girls thanked Department of tourism for facilitating them with the required set of ski sets and other gear so that they could participate in the international event.

JRL protests against plight of prisoners lodged in different jails

On call of Joint Resistance Leadership (JRL) comprising of Syed Ali Geelani, Mirwaiz Umar Farooq and Muhammad Yasin Malik, a peaceful sit-in protest was held on Tuesday outside historic Jama Masjid Srinagar which saw the participation of several resistance leaders and activists besides the kith and kins of the political prisoners lodged in different jails outside the Valley.

The spokesman said participants of the protest carrying placards and banners were led by Muhammad Yasin Malik while as Syed Ali Geelani and Mirwaiz Umar Farooq addressed the gathering via telephone.

The JRL leaders while addressing the gathering on the occasion expressed serious concern over the plight of the prisoners lodged in different jails. The JRL said even the orders of the court with regard to prisoners are completely disregarded as prisoners are suffering immense problems including mental and physical torture.

The JRL said it was ironical to see Kashmiri prisoners lodged in Central Jail Srinagar shifted to various prisons outside the Valley and termed the move as highly autocratic and condemnable by all means. The Leadership said that the move to shift Kashmiri prisoners is a political vendetta aimed at adding more to the worries of the family members of inmates.

The JRL said the move to shift the prisoners from Kashmir is in a brazen violation of the Supreme Court guidelines which state that prisoners should be shifted to jails closer to their homes.

The Leadership said that the way Kashmiri prisoners are bearing the brunt of State’s onslaught in the form of mental and physical harassment, they deserve a big applaud and salute for their bravery and courage.  They said entire Kashmiri nation is highly indebted to the courage of all the prisoners.

The JRL said that while trying to hide its weakness in wake of escape by Naveed from the police custody, the government and its forces are venting their anger and frustration on the innocent inmates, which is highly deplorable. The Leadership said the incident instead of being probed has triggered a frustration among the ranks and files of the ruling regime and its forces.

The JRL said that the Kashmiri prisoners, who are being shifted to other prisons, are facing trials in various courts of Srinagar and it seems a move to delay their trial also. They said that it seems that it’s a deliberate attempt to shift the prisoners which can’t only delay their trial but also prolong their illegal confinement in various prisons outside the State.

The JRL said that it is quite evident from the fact that the Kashmir prisoners lodged in various prisons outside the State are already facing a huge delay in trial thereby their period has prolonged in their respective prisons. They said that on one hand, these prisoners are deprived of the basic facilities guaranteed by the Geneva Convention and on the other hand, they are not being produced in the respective courts for trial.

The Leadership said the prisoners lodged in Tihar jail, Kathua, Hiranagar, Central Jail Srinagar, Kotbalwal Jail and other prisons are showing exemplary courage which deserves a salute and stated that all the prisoners should be released without any pre-condition and further delay.

The leaders urged the world international bodies including Amnesty International, ICRC, Asia Watch and other forums to play their part to ensure the immediate release of Kashmir’s political prisoners, who are facing endless problems in various prisons across India.

Besides relatives of various prisoners, resistance leaders and workers including Mushtaq Ahmed Sofi, Hakeem Abdul  Rashid, Muhammad Yasin Atai, Noor Muhammad Kalwal, Sheikh Abdur Rashid, Abdul Majeed Wani, Rameez Raja, Adil Dar, M Y Naqash, Moulvi Bashir Ahmed, Feroz Ahmed Khan, Advocate Yasir Dalal, Imtiyaz Shah, Sahil Ahmad War, Mohammad Shafi Dar, Mohammad Arif Khan, Basharat Hassan Khawaja Firdous Wani, Syed Muhamamd Sheikh, M Saleem Zargar, Gh Hassan Mir,Muhammad Shabir Lone and members from the Shahr-e-Khass traders fraternity also participated in the peaceful sit in and demanded immediate release of prisoners and roll back of the decision of shifting of prisoners to outside valley.

Five USG Centers sealed in Kupwara for violating PC&PNDT Act

The district administration Kupwara launched a special drive against the USG centers violating the provisions of the PC & PNDT Act.

The official spokesman in a Statement said that in order to curb the menace of illegal sex determination and other unethical practices, the district administration Kupwara on Tuesday launched a special drive against the USG centres violating the provisions of the Pre-Conception and Pre-Natal Diagnostic Techniques (PC&PNDT) Act.

The spokesman added that a team of Officers headed by Additional Deputy Commissioner Handwara and Chief Medical Officer Kupwara and Station House Officer Kupwara inspected the various USG Centers in Kupwara town.

During the course of the inspection, Ibni-Sena Diagnostic Center Kupwara, Kupwara Scan Point Kupwara, Al-Hayat Diagnostic Center Kupwara, Gee-Emm Fatima Diagnostic Center Kupwara and Sana-Deed Diagnostic Center Kupwara were found operating in violation of PC&PNDT Act and were immediately sealed on spot.

The inspection drive shall continue in other parts of the district as well to punish the offenders if found anywhere in the district.

Maternity-cum-Pediatric Hospital at Bemina to be made functional this year: Naeem Akhter

Srinagar

Minister for Public Works, Naeem Akhtar, on Tuesday, visited various areas of Srinagar and Baramulla districts and inspected the ongoing developmental projects at different locations.

The spokesman in a statement said Minister visited Bemina where 500 bedded Maternity and Pediatric hospital is being constructed at the cost of Rs 70.63 crore. The minister was informed that major portion of the construction work stands completed. The mechanical and electrical work on the hospital has also started and will be completed in a time-bound manner. The Minister asked the executing agency to expedite work and said that the Government would start the functioning of the hospital from this year.

The Minister said the project is of vital significance as it will cater to a large section of the society and also will decrease the workload on other major hospitals in the city.

The Minister also visited Tengpora-Bye pass in Srinagar where he inspected the beautification and landscaping of roadsides. The Minister also planted a tree there and sought the cooperation of general public and the residents of the area, in particular, to make the City beautiful.

“Srinagar is considered as one of the beautiful city in the world and it is our responsibility to maintain its beauty. Once the government plants trees in any area, afterward it becomes a collective responsibility,” Akhtar said.

Later, he inspected the works on the Jehangir Chowk – Rambagh flyover, the Minister observed that there is an improvement in the pace of work. He said if the weather remains conducive, the Macadamization work form Amar Singh College to Barzalla phase would be initiated soon.

On his visit to Mehjoor Nagar Bridge, the Minister was informed that the construction work is in its last stage and would be completed at an earliest. The Minister also visited Polo View and inspected the ongoing work on the footpath near Municipal Park.

While taking stock of construction of Kunzar-Chanpora Bridge in district Baramulla, the Minister said that construction of this bridge will bring great relief to the people living in the adjacent areas. The Minister said that the construction of this bridge was pending from last 15 years. However, he said, construction of the bridge would be completed in next three to four months. The bridge is being constructed at the cost of Rs 298.9 crore.

DAK concerned over fate of PG MDS Orthodontic students of Government Dental College Srinagar

Doctors Association Kashmir(DAK) on Tuesday took a serious note of the injustice being meted upon the Master of Dental Surgery (MDS), Orthodontic students of Government Dental College (GDC), Srinagar.

DAK President, Dr Suhail Naik said that “a delegation of MDS Orthodontics students met us and briefed about the harassment being faced by them through their Head of Department (HOD). The delegation informed us that they have been mentally, physically and emotionally tormented by him. The height of the matter is that they have been forced to do his personal and household work, including car wash, ferrying family members to the airport and children to school for which they provided us with the documental and other electronic evidence”

Dr Naik further said that “the Principal GDC is fully aware of the whole situation through the representations given by the students and communications by Kashmir University, but is hesitant to take any action for the reasons best known to him.”

“On one hand Government is claiming in improving the health care system of the state but on other hand budding postgraduate doctors are being unnecessarily harassed and their future is being jeopardized by the egoistic attitude of their HOD’s.

Doctors from the state can now apply anywhere in the country for their postgraduate degrees since the inception of National Eligibility cum Entrance Test(NEET) which was not possible a year back.If this situation continues nobody in future would like to pursue his or her postgraduate degrees in GDC, Srinagar which will set a bad image for our state health care,” Dr Naik further said

DAK urges the Hon’ble Health Minister to personally intervene in the matter so that the future of these budding postgraduate students is saved and state health care is not compromised.

Five gamblers arrested in Srinagar, stake money recovered

Jammu and Kashmir Police on Tuesday said in its continuous drive against the social crimes, a police party of Police Station Nishat on a tip-off raided a gambling site and apprehended 05 gamblers.

The spokesman said that stake money of  Rs 10,694  and playing cards were recovered from their possession.

In this connection case, FIR 10/18 under section 13 Gambling Act was registered and an investigation was taken up, a spokesman said.

Wait, Govt tells LoC’s homesick migrants in Uri

The residents of  Silikote, Chuninda, Batgaren, Balkote, Tilawari and other villages close to LoC, who were shifted to the safer places earlier after the armies of both India and Pakistan exchanged the shells and gun fires resulting in damaging many residential houses.

The families currently staying in a government Higher Secondary school in Uri on Tuesday tried to go back to their residential places but were stopped by the administration saying that ‘the situation is not in control yet.’

Reports said that many villagers are still trapped in their homes, unable to come out, due to continuing firing by both the armies have targeted many villages along the de-facto border in Uri for the first time in years. The compartmentalisation of villages near the border by the government forces has not made it easier for villagers to escape to safer places, reports claimed.

Earlier, Jammu and Kashmir Director General of Police said that due to the cross-border firing between the armies of both India and Pakistan 500 residents from different villages of Uri town near LoC were migrated to Government Higher Secondary School of Uri town. The families were provided blankets and important commodities.

Meanwhile, the Kashmir Traders and Manufactures, and Federation of Commerce and Industries Kashmir visited the Uri areas and distributed the relief among the families who were affected by the cross LoC shelling.

37 employees suspended for remaining absent in Budgam

Jammu and Kashmir government today suspended Thirty-seven employees in Budgam district for remaining absent from duty, reports said.

Ensuring the punctuality of employees and improvement of work culture at all levels, on Tuesday ADC Budgam Mohammad Farooq Dar along with a team of officers conducted a surprise visit to offices of various government departments and found 31 employees absent from their duties unauthorizedly. The employees were immediately put under suspension, official sources said.

The suspended employees include 10 from PDD, 6 from Assistant Commissioner Development office, 4 from BDO office, 3 from PHE, 3 from the office of the Chief Education officer, 2 from CAPD, 1 from Fisheries, 1 from Sheep Husbandry department.

He directed the Officers and Officials to maintain punctuality and ensure redressal of public grievances in a time bound manner.

Tral was a staged encounter claims Hizb

Srinagar

Militant outfit Hizbul Mujhadeen on Tuesday claimed that one of its former militant Mushtaq Ahmed Chopan was killed by Government Forces in a staged encounter.

Mushtaq according to police was killed when he tried to flee from the custody at police station Tral. Police added that as he tried to flee wearing a burqa, his associated hurled a grenade inside the police station to divert the attention that resulted in his death and injuries to a policeman.

Terming the statement of police as baseless, Hizb spokesperson said that Chopan was killed in a fake encounter.

“One of our associates Shakil Ahmed Kasana alias Ubaidullah was killed in the same fashion by government forces a couple of years back,” spokesperson Hizb, Burhanuddin told news agency CNS over Phone.

“We appeal international human rights organizations to take serious note of these staged killings,” the spokesperson added. (CNS)

Why can’t Delhi talk to UJC for resolving Kashmir issue asks Er Rasheed

Independent lawmaker and MLA Langate Er Rasheed on Tuesday said that if Americans could talk to Taliban who has damaged American interests to a huge extent, why can’t Delhi talk to ‘United Jihad Council’ to resolve Kashmir dispute.

In a statement, Er Rasheed said,“The possible talks between American’s and the Taliban should be welcomed by all those forces who want Peace in the world and realize that Sincere and meaningful dialogue is the only way to resolve long pending issues in different parts of the world.”

“It is a welcome sign that world’s largest superpower America has finally understood the significance of dialogue and realized that Wars cannot be won but honorable reconciliation and settlement is the only possible and civilized way out. Despite America’s open support to Israel, Washington is doing everything possible behind the curtains to resolve Palestinian issue and even Prime Minister Narindra Modi has been showing keen interest to mediate between Israelis and Palestinians,” said Rasheed.

Er Rasheed added, “if Delhi wants to play a constructive role in West Asia and Americans and Taliban are turning to talking mood, why should India, Pakistan, and Kashmiris not give up their ego’s and start talking sincerely over Kashmir dispute.”

He said, ”Delhi in its own interests must give up arrogance and offer direct talks to Syed Salalah-ud-din and government of Pakistan. Let there be no Ifs and buts and the militant leadership must also rise to the occasion and try to gain and consolidate the gains of armed struggle on the dialogue table.”

He added that it is high time for regional Political Parties and pro-resistance leadership to realize that militant leadership is the main stakeholder and without their participation, all talks are sure to fail.

JK JCCI dismays over the ban of four listed items

Jammu & Kashmir Joint Chamber of Commerce & Industry (Jk-JCCI) on Tuesday has expressed dismay and grave concern over the arbitrary ban imposed by the government on barter of four items viz, Pistachio, Apple, Charmagaz and Anardana of the 21 agreed tradable items.

The Jammu & Kashmir Joint Chamber of Commerce & Industry president Javid Ahmad Tenga said that (JK-JCCI) has been advocating for adding more tradable fast selling items to the existing 21 items list to make the LOC trade broad-based and meaningful but the government is instead banning the items already allowed under the system, which tends to drive the LOC traders to wall and forcing them to stop the trade. Jammu & Kashmir Joint Chamber of Commerce & Industry (JK-JCCI) support the demand of LOC traders for revocation of the ban and removal of the trade facilitation officer immediately.

The President also discussed the LOC trade-related issues with the Joint Secretary Home, GOI, Gyanesh Kumar in a meeting held with him on February 26, 2018, at Delhi.

 In charge LOC trade and has sought a broad-based meeting with him to be held at Srinagar by the JK-JCCI Executive Committee to appreciate and sort out the issues impeding the smooth conduct of LOC trade faster.

The Joint Secretary has assured to address the issue in a positive manner. The President has requested the LOC traders to not to go for any further strike for some time after the assurance of the officer concerned to do the necessary.

LoC shelling: Two BSF men Injured in Poonch sector

Srinagar

Two Border Security Forces men were injured on Tuesday after the armies of India and Pakistan exchanged the heavy firing and shelling along LoC in Mendhar sector of Poonch sector.

Reports said that Pakistan violated ceasefire agreement in Balakote Sector of Mehdhar in the late hours of Tuesday morning resulting in injuries of two BSF men.

However, the injured men were rushed to the hospital for specialised treatment.

Jammu and Kashmir Chief Minister Mehbooba Mufti on Tuesday met Union Home Minister Rajnath Singh at his residence in Delhi, to discuss the situation and development in the state.

Mehbooba Mufti also discussed with Rajnath Singh the implementation of Agenda of Alliance in the State and the necessary steps to be taken for its expeditious execution.

The state government’s decision to release the first offenders of stone-pelting can, therefore, have important undertones in the meeting.

On February 6, Minister for Agriculture Ghulam Nabi Lone Hanjura, replying on behalf of Minister for Home, informed that the government has approved the withdrawal of cases registered against 530 first-time offenders from Shopian during the period 2008-2017, on the basis of recommendations of the Committee constituted by the government.

Global Islamic Research Forum  stages protest against Syria genocide in Srinagar

Members of Global Islamic Research Forum on Tuesday staged a protest demonstration in Press Enclave, Srinagar in solidarity with the Muslims of Syria, who are brutally being killed by the Israeli forces.

Scores of the protestors assembled at press colony shouting anti-Asad regime slogans and pro-Islamic slogans to express the solidarity with the people of Syria.

The protesters holding banners and placards some of which were read “Go down Bashar Al Asad, Stop air strikes on innocents, Stop killing children in Syria and Save Syria save Ghouta.”

The members of the forum were miffed at the killings and bombardment by Assad forces, adding that the Muslims of Syria are being butchered ruthlessly and none of the world body has raised the voice against the oppressors.

“Muslims of Syria are being killed mercilessly; even the innocent children and women are not spared. According to Islam the murder of one human is the murder of whole humanity, but we don’t understand why the world bodies are silent over the mass killings in Syria,” said a chairman of Global Islamic Research Forum, Hilal Ahmed.

Urging the Muslim organisations all around the globe to raise their voices against the innocent killings, “the killings are highly condemnable and we request all the heads of International organisations like Aqwam-e-Muttahida and others to find an alternate source to stop these killings in Syria,” Hilal said.

Another protestor expressing anguish over the killings said that “our Muslim brothers are under continuous oppression, hundreds of innocents are being killed, while thousands have lost their limbs,” adding that  our support will always remain constant for the Muslims of Syria and we are against the oppression of Israeli forces.”

Contractors protest, demand clearance of pending bills

The members of Jammu and Kashmir contractors coordination committee on Tuesday held a protest at press Colony here, Srinagar against the government for failing to clear their pending bills.

The contractors were demanding clearance of bills which they claimed were pending with the government.
They alleged that Rs35 crore of estate Contractors is still pending with the government for the last four years.

“We are protesting against online bidding and our pending liabilities, we have complained several departments like Roads and Buildings department, irrigation department and Ministers but no one is paying heed to our sufferings”, said Shabir Ahmed, a Contractor.

The protesting contractors threatened to come out on the roads and forcibly lock all the treasuries if their payment was not released. “Government is leaving us with no option but to come the on-road and take harsh steps,” they said.

He said that the projects that start with funding of Rs 1 lakh sometimes end up using 5 lakh rupees and we do not get the exact reimbursement for our works.

The protesters shouted antigovernment slogans and were demanding ban on online bidding.

Injured Foreigner dies in Hajin, police says action being initiated for funeral arrangers

An unidentified militant who was injured in a gunfight with a joint team of government forces at Hajin on Monday has succumbed to injuries.

According to reports three militants were trapped in Hajin yesterday after forces launched search operation and one of them had received bullet injuries but had managed to escape.

Reports said that Hajin residents early on Tuesday attended the funeral prayers of the unidentified militant.

Reports said many gunshots were heard in the night, suggesting gun salute to the fallen militant.

This is for the first time in recent past that a foreign militant has been buried by the locals. The authorities had barred people from burying the foreign militants after a huge funeral was witnessed to Abu Qasim, Lashkar-e-Toiba commander who was killed in a gunfight with government forces in 2015.

Inspector General of Police Kashmir Range Swayam Prakash Pani said that the militant had escaped with the help of his accomplices after an encounter with a joint team of police, army and CRPF.

A case has been registered and those behind will be identified and action as per law will be taken against them.

“On specific input, yesterday security forces cordoned off Bon Mollah at Hajan. While the cordon was being laid there was an exchange of fire,” IGP said, adding “though in the search operation nobody was recovered consequently it was learnt that one militant of LeT was injured in the encounter.”

On Tuesday morning, IGP said, Police came to know about the death of the militant. “Since the body was already in the village request was made to the villagers to hand over the body to police. Meanwhile, the body was buried amidst a procession led by some miscreants. The Police are ascertaining the identity of the militant who is understood to be not a local militant. Also necessary legal action has been initiated against the people who led the protest and instigated public,” IGP added.

Martial art players frightened, seek security for Kashmir Championship

The Jammu and Kashmir have lost the opportunity to host the Asian Martial Arts Games in October this year after the world body has expressed reservations due to security reasons.

Media outlet Indian Express has quoted the spokesperson of J&K state KiAiDo Association and an organiser of the event saying “In a huge loss to Jammu and Kashmir, the Asian Martial Arts Games 2018, which were scheduled to be held in October in the valley, have been cancelled by the world body citing security reasons.”

The spokesman said state association has been informed by the National Martial Arts Committee (NMAC) – India that the World Martial Arts Games Committee (WMAGC) has decided not to host the event in Kashmir valley after some of the Asian member countries, besides observers from the WMAGC, have expressed concern about the security situation.

“The organisers were informed that some Asian countries, besides game observers, mostly from Germany, UK and the US, have refused to travel to J&K following travel advisories issued by their respective governments,” he said.

The spokesperson added that NMAC-India has written a letter to J&K state KiAiDo Association that “keeping the views from WMAGC, we have decided to withdraw the proposal of hosting the prestigious Asian Martial Arts Games from J&K”.

However, NMAC said it is open to hosting its regional and National Games in J&K in near future. The spokesperson said NMAC-India will now decide a new venue for holding the event.

When contacted Waheed-ur- Rehman Para, the youth president and secretary sports council of Jammu and Kashmir he said that these are open championships and NMAC can approach us anytime they want.

“If the NMAC thinks that they feel insecure here in Kashmir they can officially write us a letter and we will surely make an arrangement for all of them,” para said.

“More ever there are several national organisations representing martial arts and most of them are unrecognised,” he added.

Modern Cancer Institute coming up by year end, Sumbal health Centre to be developed as a Satellite Centre: Mehbooba

A state of the art Cancer Institute is coming up at the Sher I Kashmir Institute of Medical Sciences, Soura, Srinagar and it is expected to be operationalised by the end of this year, an official spokesman in a statement said.

Chief Minister, Mehbooba Mufti, who is the chairperson of the Governing Body, presided over the meeting.

The spokesman said that while addressing the meeting, the Chief Minister underscored the need for taking SKIMS to higher levels of excellence and make it among the top healthcare institutes in the country. She impressed upon the management of the institute to earmark a considerable amount of funds and manpower for research activities besides its role as a major tertiary care hospital in the State.

During the meeting, the Chief Minister reviewed the functioning of SKIMS in general and performance of some recent technological interventions like PET scan etc. She directed timely procurement and induction of equipment, diagnostic kits and other accessories for the upcoming Cancer Centre to save the time in operationalising of the same.

The Chief Minister was informed that the PET scan inducted recently at the institute is giving satisfactory results. Earlier, patients had to go to outside the State for utilising facilities of the PET scan.

Mehbooba Mufti was also informed that pursuant to her decision of shifting the control of Sumbal health centre to SKIMS during her public outreach programme at Bandipur, the hospital authorities have decided to develop it as a Satellite Centre for modern tertiary care. An action plan for the same has been drawn up, she was informed.

Other issues of management, expansion, procurement etc. of the hospital also came up for discussion during the meeting.

Medium danger avalanche issued by SDMA

On the basis of information received from SASE, medium danger avalanche warning has been issued for next 24 hrs for Baramulla, Gulmarg, Furkian-Z Gali.

Low danger warning has been issued for Poonch, Rajouri, Reasi, Ramban, Doda, Kishtwar Udhampur, Anantnag, Kulgam, Badgam, Ganderbal, Kupwara-Chowkibal-Tangdhar, Bandipora, Kargil and Leh Districts,  and Srinagar-Jammu National Highway, an official spokesman said.

People living in these avalanche prone areas have been advised by the Disaster Management Authority to take precautionary measures.

Schools reopen after winter break, ‘Welcome Day’ observed

SRINAGAR

All the High and Higher Secondary Schools of the Valley opened on Monday after remaining closed for winter vacations and the first day as per the instructions of Director School Education Kashmir (DSEK) Dr G.N. Itoo was observed as ‘Welcome Day’ for the students.

Students were seen very happy while going to their schools after the long vacations and the teachers were seen busy in welcoming the students. The students expressed joy over the warm welcome they received in their schools.

At the start of the new session in the schools, Minister for Education, Syed Muhammad Altaf Bukhari expressed his good wishes to the students for the forthcoming session. He said that many steps are being taken for the up gradation of the basic infrastructure in Educational Institutions.

Secretary Education Farooq Ahmad Shah and DSEK also expressed good wishes to the students over the start of the new academic calendar.

DSEK visited Baramulla, Islamabad and Kulgam along with the concerned District Development Commissioners and District Education Authorities and reviewed arrangements. He said that in order to monitor the teaching-learning process, teams have been constituted at Zonal, District and Divisional Level which shall visit each school and interact with the students and take stock of facilities being provided to them.

DSEK directed all the Heads of the Institutions to submit a report within 10-days about the requirement of each school regarding infrastructure and other facilities.

He added that a new academic calendar has been devised by the Department which shall be shortly released and this will help in timely completion of the syllabus by taking additional classes and utilizing the holidays if needed.

CUK to function from Ganderbal within 15 days: Altaf Bukhari

Minister for Education, Syed Mohammad Altaf Bukhari on Monday said that the Central University Kashmir would start function from Ganderbal within fifteen days, while directing the divisional and district administration to extend full support to the Varsity authorities to shift Vice Chancellor Office and allied offices to the originally designated area, said official spokesman in a statement.

The Minister was speaking at a high-level meeting convened to review the pace of progress on the varsity campus work and steps taken to shift the VC and allied offices to Ganderbal.

Legislators Mohammad Akbar Lone, Sheikh Ishfaq Jabbar, Yasir Reshi, Vice Chancellor CUK Prof Mehraj-ud-Din Mir, Chief Secretary B BViyas, Principal Secretary Higher Education Asgar Samoon, representatives of executing agency NBBC, besides senior officers of HED and State Public Works Department were present in the meeting.

The Minister said that the varsity will be provided Sports College, Old Hospital Building and hired accommodations to function from Ganderbal till the own campus of the University is completed. He said that the decision has been taken as per the commitment made to the people by former Chief Minister, late Mufti Mohammad Syed who had assured to implement the decision of the previous government of establishing CUK in Ganderbal district where the work on the campus is in progress.

The Minister said that the government would take up the issue of release funds with MHRD. He said that it would also explore the possibilities to complete the left-over work on the campus through R&B department. He also assured to provide SRTC buses to facilitate the transportation of the students.

Scores attend funeral Prayer of former militant in Tral, Militants offer gun salute

Scores of people on Monday participated in the funeral prayers of slain former Hizbul Mujahideen militant at their ancestral village in Wagad hamlet of Aripal tehsil in Tral area of south Kashmir.

He was killed in a grenade blast near the police station in a south Kashmir’s Tral town of Pulwama district.

Reports said as the body of Mushtaq Chopan reached his native village, a pall of gloom descended and people irrespective of gender and age reached his house to pay homage to the former militant. The mourners chanted Pro-freedom, pro-Islam, and pro-militant slogans.

Woman sang eulogies “tera bayee, mera bayee, Mushtaq bayee Mushtaq bayee, wala myani shahedo, bochh ma lajee (come my martyr, you might be hungry).

Local sources said that a few militants appeared during the funeral who offered gun-salute to their former accomplice.

Adding that the villagers have decided to perform slain militant’s burial on Tuesday morning.

Hurriyat factions expressed concern over the escalation of tensions between Indo-Pak

Both the parallel factions of Hurriyat Conference led by Syed Ali Geelani and Mirwaiz Umar Farooq has expressed serious concern over the escalation of tensions between India and Pakistan due to the rising incidents of cross-Line of Control firing.

In a statement on Monday Hurriyat termed the ongoing assault along the LoC as a deliberate attempt of India to draw attention away from the Kashmir issue and mislead its own population about it.

Hurriyat (G) Chairman Syed Ali Shah Geelani has sought UN intervention in addressing the Kashmir issue, saying it is the main reason for prevailing tensions along the border.

Geelani stressed upon the leadership of both the countries to exhibit political maturity, saying Pakistan has a right to defend its territory from Indian aggression, however keeping in view the loss of precious lives, appealed to observe restraint and patience.

Meanwhile expressing concern over the escalation of tension between India and Pakistan on borders the Hurriyat (M) during a meeting of amalgam said that a dangerous trend has started on the borders in Jammu and Kashmir due to heavy and continuous exchange of fire between the armies of India and Pakistan which has caused loss of innocent lives and property on both sides and has forced thousands of people living near the borders to leave their home and hearth and migrate to some safer place.

Terming it as most unfortunate and painful the meeting stressed the urgent need to restore dialogue and channels of communication between the two hostile neighbors India and Pakistan and take immediate steps to de-escalate the war like situation on loc and borders which is causing death and suffering to people in both sides and is leading to their forced migration.

APHC said there is no other way to the resolution of issues between the two neighbours except through deliberations and dialogue. They said the main cause of all this hostility that is draining both the nations and pitting them against each other making them pawns in the hands of global powers who are using this hostility to further their own interests, is the unresolved Kashmir dispute. And both nations have no choice other than to address it and the sooner the better for all in the region. APHC said as the main stakeholders of the Kashmir dispute, the will and aspirations of the people of Kashmir will have to be addressed and sincere dialogue among the three i.e. India Pakistan and Kashmiris provide the best opportunity to that end.
