SRINAGAR: The Jammu and Kashmir government on Thursday announced a sanction of Rs 25 lakh in favour of the Next of Kins of the elected councillors of Municipal bodies, who have been killed in militancy-related incidents in the Union Territory.
An order issued by Principal Secretary to the government, Dheeraj Gupta, a copy of which lies with the news agency KNO reads that sanction is hereby accorded to the payment of Ex-gratia compensation in favour of elected Councilors of Municipal Bodies of Union Territory of Jammu and Kashmir killed in militancy-related incidents.
The order has been issued in reference to the Administrative Council’s decision under number 84/13/2020 dated 15-07-2020.
The order reads that the ex-gratia compensation shall be paid to the next of kin (NOK) of the deceased by the Government through concerned Deputy Commissioners/ District Development Commissioners.
“The Deputy Commissioner concerned shall prepare, process and submit the case regarding payment of Ex-gratia through Housing and Urban Development Department,” it reads.
It further reads that on the receipt of the case, Housing and Urban Development Department shall forward the case to the Finance Department for release/payment of ex-gratia in favour of NOKs of the deceased.

SRINAGAR: The Government on Thursday informed that181 new positive cases of novel Coronavirus (COVID-19), 67 from Jammu division and 114 from the Kashmir division, have been reported today, thus taking the total number of positive cases in Jammu and Kashmir to 321207.
Moreover, 175 more COVID-19 patients have recovered and been discharged from various hospitals including 66 from Jammu Division and 109from Kashmir Division.
Besides this, 99.39 percent of the population above the age of 45 years has been vaccinated across Jammu and Kashmir.
The Bulletin also informs that No confirmed case of Mucormycosis has been reported today, thus the total number of confirmed cases remains 35 in the UT of J&K.
According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 321207 positive cases, 1144are Active Positive, 315686 have recovered and 4377 have died; 2141 in the Jammu division and 2236 in the Kashmir division.
The Bulletin further said that out of 11602136 test results available, 11280929 samples have been tested as negative till today.
Till date 2809777 persons have been enlisted for observation which included 8532 persons in home quarantine including facilities operated by the government, 1144 in isolation and 350620 in home surveillance. Besides, 2445104 persons have completed their surveillance period.
Providing district-wise breakup, the Bulletin said that Srinagar has 71344 positive cases (including 37 cases reported today) with 313 Active Positive, 70199 recovered (including 69 cases recovered today), 832 deaths; Baramulla has 23595 positive cases (including 19 cases reported today) with 100 Active Positive, 23213 recovered (including 03 cases recovered today), 282 deaths; Budgam reported 22879 positive cases (including 11 cases reported today) with 64 active positive cases, 22610 recovered (including 02 cases recovered today), 205 deaths; Pulwama has 15168 positive cases (including 12 cases reported today) with 55 Active Positive, 14919 recovered (including 05 cases recovered today)and 194 deaths; Kupwara has 14058 positive cases (including 07 cases reported today), 40 Active Positive, 13853 recoveries (including 06 cases recovered today), 165 deaths; Anantnag district has 16322 positive cases (including 08 cases reported today) with 44 Active Positive, 16073 recovered (including 06 cases recovered today), 205 deaths; Bandipora has 9465 positive cases with 21 Active Positive, 9344 recoveries (including 06 cases recovered today), 100 deaths; Ganderbal has 9889 positive cases (including 11 cases reported today) with 47 Active Positive, 9764 recoveries (including 09 cases recovered today) and 78 deaths; Kulgam has 11244 positive cases (including 08 cases reported today)with 13 Active Positive, 11114 recoveries (including 03 cases recovered today) and 117 deaths while as Shopian has 5584 positive cases (including 01 cases reported today )with 13 active positive cases, 5513 recoveries and 58 deaths.

According to the bulletin, among the total 321207 positive cases in J&K, 22828 have been reported as travelers while 298379 as others.
The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.
The bulletin added that there are 2423 COVID dedicated beds, 2019 Isolation beds with 1987 vacant beds and 404 ICU beds where 390 beds are vacant in Jammu division while there are 3353 COVID dedicated beds, 3074 Isolation beds where 3016 beds are vacant and 279 ICU beds where 233 are vacant beds in Kashmir division. There are a total of 5776 COVID dedicated beds, 5093 Isolation beds with 5003 beds vacant and 683 ICU beds with 623 vacant beds in the Union Territory of Jammu and Kashmir.
The Central Government is continuously monitoring the evolving situation of Covid-19 in the Union Territory and is providing all necessary support towards effective containment of the spread of Covid-19 and better clinical management of positive cases.
The government has also started free tele-consultation general OPD services by Specialists/MBBS Doctors for the residents of J&K under National Tele-consultation Service. People can avail these services from Home by registering online on web portal https://ift.tt/2YXoEWE. The services are available on Monday to Saturday from 10:00 am to 4:00 pm. People can also download and install e-sanjeevani OPD app from Google play store.
To ensure public convenience and avoid chaos & panic crowding at tertiary care hospitals, COVID-19 Triage Facility has been started in Jammu at (i) Chest Disease Hospital, Jammu (opposite GMC Hospital Complex, Jammu, Triage CD Hospital Jammu Contact No.-9541925371, 0191-2561000), (ii) Govt Hospital Gandhinagar (Old Block) Contact No.0191-2459300 and in Srinagar at (i) National Institute of Technology Campus, Hazratbal, Srinagar, Contact No. 9419006991& (ii) SKIMS-JVC Bemina, Contact No. 7006617821, that shall act as “first arrival point” for screening of any COVID +ve patient intending to get admitted in Govt. Medical College Jammu/ Srinagar & Associated Hospitals, SKIMS Soura and other identified dedicated COVID Hospitals under Directorate of Health Services Jammu/ Kashmir.
For COVID +ve cases in periphery areas and districts other than Jammu/ Srinagar, the triage point shall be the concerned District Hospital / New GMCs (Doda/ Kathua/ Rajouri/ Baramulla/ Anantnag). Admission of such patients from these districts to GMC Jammu/ Srinagar, SKIMS Soura etc shall be strictly on a referral basis only.
Besides, 24×7 Rapid Antigen Testing facilities for COVID-19 have been started outside the emergency of GMC Hospital Jammu. The facility will be very useful for segregation of patients in the emergency wing of GMC Jammu.

SRINAGAR: The Chief Secretary, Dr Arun Kumar Mehta on Thursday launched the Website and Youth portal of Mission Youth which will serve as a one-stop platform for registration under several schemes under the Mission. The new portal will facilitate the consolidation of the youth database for targeted interventions aimed at youth empowerment.

Underscoring the importance of the e-service portal in reaching out to the tech-savvy generation, Dr Mehta said that the initiative will bring together youth from various regions seeking Government assistance and support available on one platform- which will offer diverse opportunities and linkages. “It will establish direct communication between the Government and youth on a real-time basis”, he added.
The Mission’s IT initiative encapsulates the Government’s vision of a strong, developed, and empowered youth that actively engages in socio-economic development. It also reinforces the concept of Digital India and acknowledges the power of technology to communicate with youth and aims at providing a platform that offers opportunities to Listen, Learn and Share.
The Chief Secretary appealed to the youth to actively participate in all youth-centric initiatives for skill development and gainful employment through various initiatives being taken by Mission Youth. He said that the objective is to ensure that no youth is left behind.
Regarding auto-consolidation of the youth data and their subsequent skill mapping, Dr. Mehta asked the Mission to undertake data-based planning for future interventions based on gap analysis. He directed the establishment of a dedicated response system to address individual and collective issues raised by youth on the portal.
It was informed that the Annual Action Plan of Mission Youth which was approved last month has been rolled out for expeditious implementation of various schemes related to self-employment, skill development, scholarships, fellowships, sports, and psycho-social counseling, among other initiatives.
Earlier, Secretary to Government, Tribal Affairs Department and Chief Executive Officer, Mission Youth, Dr Shahid Iqbal Choudhary gave a detailed presentation about the Youth Portal giving details of various schemes and electronic delivery of services. He emphasized on the vision of Mission Youth to empower youth and involving them in decision making.
The website not only offers comprehensive information about various programmes of Mission Youth but also promises to be an interactive medium inviting feedback from youth. Besides capturing more than 75 important contours of youth population, it also provides a platform for youth to express their views for actualizing the dream of New Jammu and Kashmir.

SRINAGAR: With volunteers and officials making to the ill-fated Honzer village on foot Wednesday afternoon, the real situation has emerged about the tragedy that has killed around 27 people. So far seven bodies have been retrieved along with five injured as 20 residents are still missing.

The tragedy did not occur during the wee hours on Wednesday. It took place at around 8:30 am when a lot of youngsters from the village had gone to the cluster that lives on the banks of the stream.
“They were busy moving people out as the surging river currents had started impacting these homes,” Syed Imran, the chairman of the Chenab Valley volunteer group, Ababeel, said. “They had rescued some people and were busy when the cloudburst took place on the banks of a neighbouring stream. The injured who survived the massive upsurge in the river said they did not know what happened to them as they felt being washed away by huge water currents.”

These currents took away almost seven homes and a lot of cowsheds and with them their cattle and the volunteers. Some of these were washed to the shores by the currents with injuries. “So far only five persons who were washed away by the currents reported back. Two of them were taken on a stretcher to the hospital and two more were flown today.”
Ababeel team led by Imran accompanied the first team of officials including the SSP. They drove around 50 km to the nearest spot and then walked on foot for six hours to reach the village. “We could not understand what to do because everybody was mourning,” Imran said. “When we reached the people were offering funeral prayers to the last of the seven persons recovered by the people and we attended the prayer.”

Imran said the people washed away seemingly were dumped under tons of mud that the cloudburst brought from the neighbouring mountain. “It is still dangerously flowing almost 17 ft up than normal,” he said. He said he discussed the issue with the cops and soldiers already in the village and retrieving the bodies requires a lot of work and mechanical help which is impossible given the terrain.
It is Imran’s team that have brought back the first set of photographs and motion pictures that explain the tragedy that hit this remote village. In order to coordinate with the rest of the world, Imran returned to the spot with connectivity so that he could share the details of the tragedy that befell the village. His group, the fastest emerging social group in the region, is connecting with its volunteer network to rebuild the homes that were taken away by the tragedy. “We have started the crowdfunding,” he said.
Shocked at the devastation, Imran said he was dumbfounded for some time after seeing the mess and destruction of the village on Wednesday. It was horrific when the residents started talking about the “walls of water” that “tossed the houses like straw” and disappeared within fractions of a second.
The floods took away almost 21 cow sheds along with the cattle, a key economic source in the belt. Various walking bridges on the river were also taken away by the inflated river.

It was a day after assurances of help flew between Jammu and Delhi, the IAF could finally land a chopper in Sounder hamlet, a few hours walk from Honzer. Bad weather and uninterrupted rains had prevented the IAF from moving to the remote belt on Wednesday.
Officials in Srinagar said two sorties of SDRF and NDRF were despatched from Kishtwar to Sounder along with equipment. The chopper flew back with two critically injured patients from Sounder to Kishtwar.

This will be the first help that flew from the plains to the remote region located between Kishtwar and Anantnag. So far, it was police and a local army unit working with the local residents in hunting missing residents. Given the delay, owing to weather conditions, there is a remote possibility of any missing being retrieved alive. Those recovered were caught in the tons of mud that the water upsurge had flown down from the peaks.
Others who have flown to the area include Divisional Commissioner Jammu, ADGP Jammu, DIG DKR and DC Kishtwar. SP Kishtwar has already reached the spot.

Official sources here said the District Police have established relief camps at Dangadooru and Soundar, the last spot accessible by some road. From there, the relief will be taken by the special teams identified and deployed for this purpose. Most of the officers had driven from Jammu and were camping in Kishtwar since Wednesday evening.
Residents waited for a flight to fly the critically injured but when weather conditions did not improve, they started taking them on stretchers to Sounder, the nearest place accessible by road from Kishtwar. So far, reports from Kishtwar said, four injured have reached the district hospital.
In Jammu, Lt Governor Manoj Sinha’s administration has announced an ex-gratia relief of Rs 5 lakh each for the next of kin of those who lost their lives in the tragic cloudburst in Kishtwar. Kishtwar entire political set-up is on its way to the village.
Meanwhile, the Chenab river is flowing above the danger mark at Akhnoor the danger mark of 35 ft.

SRINAGAR: The structural changes and consolidation of different programmes for farm and non-farm population in the rural areas is nothing short of a revolution for rural J&K. The UT has also redefined the agriculture and horticulture business in the country with expanded operations and a strong supply chain system, which had never happened in the last 70 years.
Lt Governor attending first-ever ‘Vishal Pashudhan Vyapar Mela’ at Hiranagar
Lieutenant Governor, Manoj Sinha made these remarks while attending the first-ever “Vishal Pashudhan Vyapar Mela” at Sports Stadium, Hiranagar in Kathua district.
Speaking on the occasion, the Lt Governor welcomed the farmers from other states to the mega Livestock Trade Fair.
The first of its kind event in the UT will provide a major fillip to the Animal Husbandry sector with an additional source of income to the farmers. It is an effort on the part of the government towards providing a single platform for sale/purchase of high-quality livestock breeds that will strengthen J&K’s Dairy sector, besides exploiting the full potential of J&K in milk, fodder & mutton production, to cut down imports and bridge the demand and supply gap in the poultry sector, and generating employment by attracting new entrepreneurs, observed the Lt Governor.
The Mela will facilitate doubling the income of farmers through the adoption of best practices, genetic up-gradation of milch animals, latest technical interventions and proper management of high-quality breeds of milch animals. Further, the hardships faced by farmers in the cumbersome purchase process of high-quality breeds from the adjoining states and their transportation to the destination district of UT of J&K will be eliminated as high-quality breeds of cows, buffaloes, sheep, goats, etc. from neighboring states of Punjab, Haryana and Himachal Pradesh etc. shall be displayed for sale & purchase, said the Lt Governor.
In addition, the related machinery of latest technology pertaining to Animal & Sheep Husbandry sectors including fodder management shall also be displayed and made available for the farmers and dairy entrepreneurs. The insurance of animals after sale/ purchase will also be facilitated by the department of Animal & Sheep Husbandry, he added.
Terming Agriculture sector as the backbone of J&K’s economy, the Lt Governor stated that the government is making resolute efforts to develop this huge growth potential sector to double the income of the farmers and the other stakeholders involved in the Agriculture and allied sectors.
70% of our population is dependent on agriculture with around 76 lakh people being dependent on agriculture. This year, the budget of Rs 2008 crore has been earmarked for the Agriculture sector which is way more than the budget per capita as compared to many other states and UTs, he added.
The Government has made reformative interventions to bring a revolution in the agriculture sector, the record production registered in agriculture, and horticulture is the result of this change. The efforts of the last one year have put J&K on the map of big agriculture and horticulture powers, said the Lt Governor.
Quoting some instances of the exemplary work being done in the agriculture and horticulture production, the Lt Governor observed that a few years ago, a farmer produced roughly two kilograms of saffron from a hectare of the field; however, today 5 kg of saffron is being produced in one hectare.
Taking the lab technology to the fields, our agricultural scientists, researchers are touching new heights with their hard work. Around 500 farmers of Doda district have now adopted new techniques, and left the traditional cultivation of maize to cultivate lavender, triggering a new revolution under Aroma Mission, added the Lt Governor.
Underscoring the innovative measures undertaken by the Government, the Lt Governor noted that the High Density Plantation has been started in mission mode and material for High Density Plantation is being made available to the farmers at subsidized rates.
Appreciating the efforts of the Agriculture Department, the Lt Governor said that the Government machinery is extending all-out support to the farmers to facilitate their socio-economic growth.
Citing a research paper on the changing agriculture and horticulture system of Jammu and Kashmir, published in the USA’s science journal ‘Heliyon’, the Lt Governor noted that the paper acknowledged the historic development taking place in Agriculture sector in the UT. The Lt Governor credited the determined efforts of officials of the administration and the farming community for this unprecedented development.
In 2015, the Prime Minister had entrusted upon the Agriculture Departments across the country to work in a mission mode to increase the income of farmers and called for putting the focus on many other options like Animal Husbandry, Beekeeping to generate income throughout the year, which is a great option for small and medium farmers and also encourages integrated farming, said the Lt Governor.
In order to realize the vision of our Hon’ble Prime Minister, the Government has kept a budget of Rs. 338 crore for Animal, Sheep, Fisheries Department this year to connect the farmers with commercial animal husbandry to exploit the full potential of the sector and ensure the socio-economic development of all stakeholders, the Lt Governor maintained.
In an effort to cut down imports and bridge the demand and supply gap in dairy and poultry sectors, double the income of farmers, and generate employment, the Government has launched Integrated Dairy Development Scheme. Under this scheme, financial support is provided in the shape of 50% subsidy for the Establishment of dairy units, milk collection/chilling processing units, the establishment of market infrastructure and milk/milk-product transportation system, environment management of dairy farms. This year, the Government plans to establish 800 new dairy units, by induction of more than 4000 animals, and other milk processing units. This will enhance the milk production significantly, the Lt Governor said.
Further, under the Integrated Poultry Development Program 2021-22, significant financial support shall be provided for the establishment of new commercial broiler farms. 50% subsidy on Insurance of Poultry Broiler birds, Establishment of Poultry dressing, and processing unit, Establishment of Poultry rendering unit, Establishment of Poultry caged transport vehicles for transportation of poultry and establishment of mini hatcheries/incubators. This year, the department targets to encourage new entrepreneurs to establish more than 500 new commercial broiler farms and other units to enhance poultry production, he added.
Animal health is very important in this entire campaign and we want to extend the best facilities to the farmers by reaching out to their doorsteps through Mobile Veterinary Clinics. The government also plans to establish 26 mobile veterinary clinics this year for providing veterinary care services in remote and inaccessible areas, said the Lt Governor.
The Lt Governor made some valuable suggestions in respect of animal husbandry. He advised the officials to get the census of animals done for better planning and execution of development schemes.
Apart from farming, the biggest support for the farmers is their livestock. I sincerely hope that the farmers will benefit a lot from this Pashudhan Vyapar Mela. I am sure that by fulfilling the aspirations of the farmers, we will move forward in the direction of development, said the Lt Governor.
He also reiterated that the government is committed to improving power infrastructure in the UT. ‘Power transmission and distribution system is being improved substantially. Navin Kumar Choudhary, Principal Secretary to the Government, Animal and Sheep Husbandry Department highlighted the major schemes in Animal and Sheep Husbandry aimed at making Jammu and Kashmir, self-sufficient in milk production, besides providing livelihood opportunities to the farmers to increase the farmers’ income.
Earlier, the Lt Governor inspected various stalls displayed by the Agriculture and allied departments and farmers. The Lt Governor also handed over the subsidy cheques to the beneficiaries under various schemes on the occasion.
Those present on the occasion included Sh. Mahan Singh, DDC Chairperson Kathua; Rahul Yadav, Deputy Commissioner Kathua; Vivek Sharma, Director Animal Husbandry Jammu; Krishan Lal Sharma, Director Sheep Husbandry Jammu, Heads of the Departments, DDC members, BDC Chairpersons, prominent citizens, besides a large number of farmers from the UT and neighbouring states participated in the event.

Lt Governor e-inaugurates 17 Power Projects worth Rs 118.91 Cr
Seven new power infrastructure projects worth Rs 10.11 crore were inaugurated in Kashmir to further augment the power supply ahead of the upcoming winter season. The new projects inaugurated by the Lt Governor target four districts including Pulwama, Bandipora, Ganderbal, and Budgam. The projects would cater power supply to approximate 30,400 households. The Pulwama receiving station completed under the languishing project category would provide a reliable power supply to 3350 households. The other power projects inaugurated include the existing receiving station Kurhama in Ganderbal; the existing receiving station Nagam in Budgam and the existing receiving station Wadwan also in Budgam. The three receiving stations upgraded will benefit 6750, 2600 and 4100 households, respectively.

The Jammu airport was made operational for receiving night flights. Lt Governor virtually flagged off the first late-night flight of Go Air from Jammu to Delhi to mark the occasion. The government on the occasion said that the move will benefit the farmers of the region as the UT government has recently inked an MoU with Go Air for subsidised air transportation of vegetables and fruits from Jammu and Kashmir, with the first consignment of Jammu Lichi being dispatched to Dubai and Mumbai, respectively. The formal inauguration of the cargo facility is expected soon. As per airport authorities, the re-carpeting work of the runway has been completed and the runway approach lighting system, which includes a series of light bars with strobe lights have already been installed and put in operation. Accordingly, night operations have been started with all other facilities like Instrument Landing System (ILS), CAT-1 lights, and PAPI, as they are already installed and commissioned at the Jammu airport.

The Jammu and Kashmir government distributed small commercial vehicles to 250 youth from across Jammu and Kashmir under the Mumkin scheme of Mission Youth program at Sher-e-Kashmir International Conference Centre (SKICC). On the occasion, the government said that Jammu and Kashmir Bank has given a special incentive by waiver of CGTMSE charges. It involves an additional benefit of Rs 70, 000 per case. The beneficiaries of Mumkin scheme get a total subsidy benefit of Rs 2.5 lakhs on an average, 10 per cent of which is borne by Mission youth, 10 per cent by manufacturers and the rest as a waiver by the bank. The vehicles were distributed by Lt Governor Manoj Sinha while Jammu and Kashmir Bank Chairman R K Chhibber was present on the occasion along with IGP Kashmir Vijay Kumar; Deputy Commissioners of Srinagar, Budgam and Ganderbal.
Digital Villages

In order to digitally connect the Panchayats, 44 Digital Village Centres were inaugurated last week by the government in Jammu and Kashmir. The facility will also act as a resource centre for providing skill development training, holding information sharing and interactive sessions with experts and government officials. It will also provide Wi-Fi access at commonplace in the village and facilitate access to regional medical centres and interactive teachings in schools. The government also inaugurated Phase-1 of JKSWAN under which 40 Block Headquarters were covered. SWAN has been envisaged as the converged backbone network for data, voice, and video communications throughout Jammu and Kashmir up to Block level. It is aimed at establishing a communication infrastructure to provide government departments with a mechanism to access the applications hosted by the data centre.
Digital Sparrow
The Jammu and Kashmir government is soon launching SPARROW, an online Appraisal System for all Kashmir Administrative Services Officers, which will then be extended to gazetted and non-gazetted employees, besides dedicating online services for Kashmiri migrants. The details were divulged by the Secretary of Information and Technology Department, Simrandeep Singh. The government also stated that 121 offices/departments are enabled on the e-Office platform; two lakh file movements recorded till date, in 90 days and 86 in person and 50 online training sessions were conducted. Implemented in 45 days, the e-Office system was enabled and made functional in all administrative departments and various sub-offices involved in Darbar Move.
Livestock Entrepreneurship
A flock of sheep pass through a road covered with fresh landslide nears Pir Ki Gali. They have been on the road for the last four days. The journey is tiring and dangerous as the herd has to traverse a snow-covered damaged road. The herdsmen have historically used the same track for their movement between Poonch and Kashmir. The government has invited tribal youth for various skill development courses and self-employment projects in the livestock husbandry and the food processing sector with an aim to make Jammu and Kashmir self-sufficient in milk, meat and wool production besides providing employment avenues in remote villages. The Tribal Affairs department in convergence with farm departments will provide financial support to tribal youth for skilling, entrepreneurship and employment. The Tribal Youth Skill and Employment Scheme in Livestock Sector envisages a Rs 15 crore plan to be rolled out covering skill development including up-skilling, the establishment of income-generating units, sheep units, the establishment of milk chilling plants, milk product management, food processing units, collection infrastructure, milk ATMs, distribution networks, wool processing and other profitable enterprises. The government aims a target of 10,000 youth for skill development for both the departments including 500 youth to be selected in each sector-specific to livestock husbandry and livestock product management. The skill development courses will include both offered by departments and also universities, skill development institutions and academies. The skilled youth will be provided financial assistance for setting up of enterprises in the specific sectors.
