Denying representative government to J&K synonymous with scuttling federalism: NC

Srinagar

Jammu and Kashmir National Conference on Saturday expressed dismay over the statement of union home minister on the question of conducting assembly elections in the state, saying the inordinate delay in holding assembly elections in the state is synonymous with scuttling federalism in the country.

NC General Secretary Ali Muhammad Sagar addressing workers convention at Rafiabad in Baramulla district in presence of senior party leaders on Saturday, June 29,2019.

Addressing a series of worker’s conventions at Rafiabad and Baramulla, party general secretary Haji Ali Muhammad Sagar said the central government led by BJP was persistent on ruling the state from the center. He said the move will prove detrimental to the structure of federalism in the country.

“On one hand the Home Minister minces no word to accentuate the peaceful conduct of ULB, Panchayat and Parliament elections, simultaneously he is denying a representative government to the state. Yesterday, we heard the home minister necessitating on the need of strengthening grass root level democracy in the state. How can the dream possibly be achieved by delaying the assembly elections? The measure is fraught with undue politicking. Any further delay in having an elected representative government in the state will further increase the gap between the government and the people. The youth of the state, in particular, stands disenfranchised due to the imprudent policies of former BJP-PDP government; the incumbent governor administration is proving equally inefficient.  The absence of an elected government in the state has put the identity and integrity of the state on peril. The people of the state are yearning for a stable government which could protect the identity and territorial integrity of the state. Above and beyond the development has been the prime causality as a consequence of election delay in the state,” he said.

Reacting sharply on the statement of home minister party’s provincial president Nasir Aslam Wani said Art 370 of the constitution of India is a solemn pledge of the constituent assembly of India to the State. “If Article 370 is temporary, then the very edifice built on it is impermanent. The sordid assertions like these aiming at obliterating the identity will add to the disenchantment in the youth. The need of the hour is to strengthen the Art 370, Art 35-A,” he said adding, “The main objective of the party is to strive towards restoration of Pre 1953 situation in the state. Ours is the only party that has already put forth vision towards solving the protracted issue of J&K. it is the restoration of autonomy that will clean the cobwebs of mistrust between the center and the state. The need of the hour calls for making aggressive efforts towards increasing the prospects of peace and prosperity in the state,” he said.

Party senior leader Abdul Rahim Rather while addressing the workers said the NC is the only political dispensation of the state which boasts a panacea for varied problems of the state. “The party’s autonomy resolution and the Naya Kashmir programme afford an effective remedy for the issues concerning the state. The party will continue to strive towards achieving that end,” he said.

Among others, Javed Dar, Showkat Mir, Irshaad Rasool Kar, Muhammad Ashraf Ganai, Dr Sajad Uri, Muhammad Yaqoob Wani also addressed the workers and impressed upon them to intensify their engagement with the people.

Extension of president’s rule in J&K will lead to further alienation: CPI (m)

Srinagar

The Union Home Minister’s intervention in Parliament while moving the extension of President’s Rule for another six months in Jammu and Kashmir was provocative leading to further alienation of the people of the state, CPI (m) spokesman said in a statement.

If the conditions were conducive for the holding of the parliamentary elections in the state, there is no reason to believe that the same conditions prohibit the holding of elections to the J&K Assembly. All political parties in the state have asked for immediate election to the Assembly and opined that this is the best way to draw in the people of Kashmir into the democratic process, the statement said.

Home Minister Amit Shah in his two-day visit to the state, for the first time in India’s history, a Union Home Minister did not meet the political parties in the state. Further, during the course of his parliamentary intervention, the Home Minister asserted that, amongst all the states of India, it is only J&K that has a special provision contained in Article 370 of our Constitution.  This is a travesty of Constitutional provisions. The Constitution provides special provisions for the states of Maharashtra, Gujarat, Nagaland, Assam, Manipur, Andhra Pradesh (now Telangana), Sikkim, Mizoram, Arunachal Pradesh and Goa [Articles 371, 371 (A) to (I)].

The Polit Bureau of the CPI(M) demands that the Central government, on the basis of the accepted recognition that the J&K  situation is not merely a law and order problem, implement its own assurances that it had earlier given to the people of J&K of (a) starting a process of political dialogue with all stakeholders and (b) undertake confidence building measures. These, along with early elections to J&K Assembly, will be the most appropriate manner to remove the current deepening alienation among the people of J&K.

Goni Khan Traders fight against ‘encroachment’ on Jhelum banks

Srinagar

Despite memories of September 2014 devastating floods still fresh on peoples mind, authorities in Srinagar are turning a blind eye while banks of River Jhelum are being encroached.

One such case of alleged encroachment has united traders of famous Goni Khan Market recently.

White building constructed on Goni Khan Market bandh is in controversy.

Traders Association Goni Khan (TAGK) Srinagar on Friday sought action against Hayat Mubeen, a local landlord for “illegally” constructing a shopping complex on the banks of river Jhelum at Goni Khan Market, Amira Kadal Srinagar.

After completing the controversial shopping complex the landlord is currently demolishing another near it. “Both buildings are located on the river banks turning the area prone to devastation during floods,” said a member of Traders Association. “We have apprehensions that all the activities are done on an illegal basis as no official would allow any construction on the banks of river Jhelum.”

Members of Traders Association Goni Khan have approached Irrigation and Flood Control (I&FC) department regarding the matter. “Officials told us that they have not given any permission for the construction of the controversial shopping complexes in Goni Khan Market,” the President of the TAGK.

In a letter addressed to The Chief Engineer, I&FC Department (copy with Kashmir Life), the traders alleged that the landlord is digging inside the premises of the construction site, which could lead to the threat of life and property as well and also damage already weakened river bank.

“We have already brought this issue into the notice of some junior municipal officers but nothing has been done so far,” said another member of the association.

The structure is located on the banks of River Jhelum.

TAGK President alleged that the construction work was done within days, resulting in completion of one building. “Another old building is being demolished right now. We have proof of how much he has encroached and how deep he has excavated on the river bank.”

The association have already uploaded the images of the alleged illegal construction work on Jammu and Kashmir Government’s Grievance Cell website.

A delegation of traders recently met Baseer Ahmed Khan, Divisional Commissioner, Kashmir, who assured them that action will be taken if the accused is found guilty.

“He told us that he has directed the officials and the issue will be settled within the days,” a member of the association told Kashmir Life. “It is not only about illegal construction but the safety of the entire market as we cannot take chances with river banks, especially after witnessing 2014 floods.”

Commenting on this, Srinagar Municipal Corporation Commissioner Khurshid Ahmed Sanai said that a team of officials have been assigned to look into the matter, “but the officials are yet to locate the exact place where the construction is taking place. We are working on it.”

On June 29, 2019, after a deputation from Goni Khan Traders Association met the Mayor of Srinagar Municipal Corporation Junaid Azim Mattoo, SMC Commissioner has been directed by the Mayor to take the cognizance of the issue and submit the report on immediate basis.

When contacted the owner of the structures Hayat Mubeen, he said; “This is my residential house which got damaged in 2014 floods. Back then I didn’t have resources to reconstruct this house, but now I am demolishing the same. What is wrong with that?”

Mubeen claims that an FIR in this regard has been lodged in 2014, and he is the lawful proprietor of this land. But according to a local source, the structure housed a hotel and not a residential house.

Ram Madhav endorses Amit Shah’s statement on Kashmir

Srinagar

Endorsing Home Minister Amit Shah’s statement, Ram Madhav, the Bharatiya Janata Party’s (BJP) national general secretary on Saturday said that Article 370 which provides special status to Jammu and Kashmir has to go lock stock and barrel.

“As far as 370 is concerned, our ideological commitment is well known. Article 370 has to go lock stock and barrel as the Home Minister (Amit Shah) clearly mentioned yesterday (in Parliament),” news agency ANI quoted Madhav as having said.

“Our government is committed to resolving all outstanding issue in Kashmir. We are moving in that direction,” he said, adding that the article was a temporary provision. “When it was introduced by former PM Nehru, he himself had said that it was temporary and would erode on its own,” Madhav was quoted by news agency ANI.

“Whatever Amit Shah said y’day in Parl is historical truth. The problem in Kashmir is the creation of policies of 1st govt of independent India under Nehru ji. It gave birth to the demand of separate status for J&K. Congress must own responsibility for trouble in J&K,” ANI quoted Madhav as having said.

“Ram Madhav on Congress blaming BJP-PDP alliance for situation in Kashmir: BJP alliance was in power for 2.5 yrs, it’s Congress which through its alliances or through its proxies ruled states for decades & it was they who were responsible for every trouble you see in Kashmir today,” Madhav was quoted as having said by news agency ANI.
