Party insiders said that Bharatiya Janata Party (BJP) national leadership has snatched the power of finalizing names from local leaders, who earlier claimed that Jammu will get Mayor, Deputy Mayor in few hours, after incumbent Chander Mohan Sharma asked to put his papers and resigned on September 24.

“BJP trying to improve its image in poll bound Jammu and Kashmir by selecting educated and clean image person for Mayor and Deputy Mayor, of its stronghold Jammu. The party considering a rooted organization face with strong educated background, who have not indulge in any internal groupism,” sources said.

They added that national leadership already send independent observer to assess the profiles of sitting corporators, on different parameters including their image in public and party, acceptably in RSS.

Sources said that names of probable candicates include Baldev Singh Baloria, Parmod Kapahi, Suneet Kumar Raina, Rajinder Sharma, Sanjay Kumar Baru, etc.

“After Amit Shah’s visit to J&K said that the names for both the posts will be announce after the Home Minister’s visit is over,” said BJP state president Ravindra Raina.

Meanwhile, after resignations on September 24, both mayor Chander Mohan Gupta and deputy mayor Purnima Sharma continue as Acting Mayor and Deputy Mayor.

The Mayor and the Deputy Mayor are not able to sanction new works or projects and  only monitor sustainable work done in the Municipal Corporation. The important decisions will now be taken only after the new mayor and deputy mayor are elected.

However, as per legal experts, the mayor may have to resign again.

“According to municipal laws, the situation has not been clarified in the article on the resignation of the Mayor-Deputy Mayor together. According to the rule, the mayor had to resign to the deputy mayor and the deputy mayor to the mayor, but here both of them resigned together. In such a situation, the resignation of the Deputy Mayor was accepted. Now after the selection of the deputy mayor, the mayor may have to resign again.

On September 24, Jammu Municipal Corporation (JMC) submitted their resignations after a meeting chaired by Jammu and Kashmir BJP president Ravinder Raina here.

Both Gupta and Sharma resigned voluntarily and expressed their desire to work for strengthening the organisation (BJP), Raina told reporters after the joint meeting of the party corporators and leaders. Gupta and Sharma took over their respective posts on November 15, 2018, after the BJP swept the prestigious JMC, winning 43 out of the 75 wards. The urban local bodies elections were held in four phases from October 8-16 in 2018 after a gap of 13 years.

After NGT Bans Mining In Shali Ganga, DDC Budgam Demands Probe

SRINAGAR: As National Green Tribunal (NGT) has issued a 212-page judgement on illegal mining in streams and rivers of Budgam especially Shali Ganga nallah, the Chairman District Development Council (DDC) Budgam Nazir Ahmad Khan has shot a letter to Deputy Commissioner Budgam asking him to probe into the illegal riverbed mining so that officers who allowed unabated environmental degradation were put to task.

On Friday DDC Chairman Budgam wrote a detailed letter to DC Budgam which reads as: “I went through some news items mentioning the National Green Tribunal’s detailed judgment to restrict a private company from carrying out any mining activities in Shaliganga stream in Budgam district. In an order pronounced on Wednesday, the NGT has directed the Jammu and Kashmir Pollution Control Board (PCB) and the District Magistrate Budgam to enforce compliance of its directions. The NGT has observed that the project proponent has used heavy machines for excavation. NGT has also raised serious concerns over the procedure followed by State Environment Impact Assessment Authority (SEIAA) while grating prior environmental clearances, the NGT has further asserted that the sand mining in river bed has serious consequences “ reads the letter.

Nazir Ahmad Khan in his letter to DC Budgam said that NGT order has highlighted various administrative lapses and laxity which reveals that concerned Govt officers dealing with riverbed mining have miserably failed to implement the Mineral Rules 2016 and guidelines of State Environmental Impact Assessment Authority (SEIAA).

“The officers who allowed the environmental degradation in streams, rivers or even Karewas need to be dealt  strictly. At the outset, the concerns raised by the litigant before the NGT should have been addressed by the officers at district level only. It is only the result of their carelessness that the National Green Tribunal has now taken cognizance of the issue. The tribunal has now issued a 212 paged judgement highlighting the huge administrative and environmental lapses on part of Geology & Mining Department and other concerned departments like Flood Control Department , Fisheries , District Pollution Control  Board etc . I request you to order a probe into this so that those officers who allowed this unabated environmental degradation are put to task,” the letter further reads.

New Children’s Hospital Sans Key Basics, Admin Says Work In Progress

by Muskan Beigh

SRINAGAR: The newly opened 500-bedded Children’s Hospital Bemina lacks a full-fledged medical shop along with no resting place for the attendants of the patients.

Last week, Kashmir’s lone pediatric hospital was shifted from G.B Pant Hospital in Sonwar to Bemina due to which the attendants are suffering.

The lack of transport facilities for the patients coming in from south Kashmir areas has also come up as a new issue with Bemina being an off-route destination for them.

A south Kashmir patient’s attendant said, “The government completely transferred the hospital to Bemina without thinking about the patients from south Kashmir. The Bemina facility is good for people from Baramulla, Kupwara and Bandipore areas but not for us.”

“Everyone doesn’t have a personal vehicle.  My child fell sick and I had difficulty reaching Bemina hospital where there is no facility of a Sarai (resting centre) for patients,” the attendant said, adding that he had difficulty getting medicines due to the lack of a medical shop at the new hospital.

Medical Superintendent children’s hospital Dr Nazir Choudary said that all the emergency medicines are available at Bemina Hospital. “Patients can bring other medicines from any medical store. We have kept the public canteen at Bemina Hospital.”

He said the Health Department has already taken up the matter of building a Sarai with the government. “It will take time to build a Sarai for the people.”
