J&K reports 3rd COVID-19 death in a day, toll 31

Srinagar

The death toll due to Covid-19 rose to 31 in Jammu and Kashmir as third death was reported due to the coronavirus in J&K on Monday.

Dr Mir Mushtaq, Deputy Medical Superintendent District Hospital Pulwama told GNS that 70-year-old-man was brought dead to the hospital this morning. “His swap sample was taken which came out to be positive now,” he said.

The body was kept in hospital mortuary and would be handed over to the family as per covod-19 protocol.

“The man had comorbidities like COPD,” he said.
Earlier, a 72-year-old man with comorbities from Doda and a 45-year-old man from Shopian died at SKIMS Soura.

With these fatalities, the death toll due to the virus in J&K has gone upto 31. So far Srinagar district has highest number of the fatalities—7 followed by Anantnag  and Baramulla with five deaths each, Kulgam has reported four, three from Shopian, Budgam and Jammu have two each and one death each has been reported from Bandipora, Doda and Udhampur.

Coronavirus: 21 More Test Positive In Kashmir

Srinagar

The number of Covid-19 patients in Jammu and Kashmir rose to 2467 on Monday, after twenty one more patients tested positive for the dreaded virus.

An official told Kashmir Life that 21  persons have been tested positive for COVID19 at the SKIMS laboratory.

“We are in the process of getting the details of the individuals,” he said.

He added that 904 samples have tested positive and 52913 samples have tested negative at SKIMS till date.

As of now, J&K has reported 2467 cases, out of which 1512 are Active Positive, 927 have recovered and 30 have died.

JKAP demands immediate shifting of Darbar, LG’s office to Srinagar

SRINAGAR 

Jammu and Kashmir Apni Party (JKAP) senior leader Ghulam Hassan Mir on Monday expressed deep concern over growing gulf between people and the government in Kashmir province mainly caused due to unnecessary delay in shifting of Darbar from Jammu to Srinagar.

In a statement issued here, Mir said while the temporary deferment of the scheduled annual shifting of seat of power from Jammu to Srinagar is understandable because of the COVID crisis, but delaying it further shall mean depriving people of Kashmir of their right to effective governance.

“The lockdown across the country has been eased out and attendance in government offices has significantly increased. Now almost all the state governments are responding to the needs and developmental aspirations of the people very well. Amid this situation, it is beyond any justifiable reason that the Lieutenant Governor has not shifted his office to Rajbhawan Srinagar and similarly the government’s administrative offices have not moved to the summer capital as was scheduled to be in the first week of May,” Mir remarked.

He said the uncalled-for delay in Darbar Move to Srinagar has not only incremented the psychological gap between the people of two regions but has also added to the woes of people of Kashmir who feel deserted by the present dispensation. “The day-to-day sufferings of people have been incremented by the prevailing COVID pandemic which otherwise needed to be catered by a fully functional government which is unfortunately, missing in Kashmir province,” he said.

 

He said the practice of moving the seat of governance including civil secretariat between Srinagar-Jammu and vice versa involves emotional and political sensitivities in Jammu and Kashmir. “The practice of shifting government offices between these two Capitals encompasses political empowerment of people. So it will be gross injustice with the people of both regions if this exercise is seen through the prism of financial implications only,” he added.

The JKAP leader said that the people of Kashmir presently feel neglected in absence of the functioning government at Rajbhawan and the civil secretariat in Srinagar. “Halting Civil Secretariat at Jammu with its employees working on ‘as is where is’ basis should be thoroughly reviewed immediately. The Lieutenant Governor G.C Murmu should take an immediate call on this important issue and order shifting of Darbar including his own office to Srinagar without any further delay,” Mir opined.

The JKAP leader also questioned the motive behind lack of interest shown by the senior government officers to shift their offices to Srinagar. “When the States like Maharashtra, West Bengal, New Delhi which are vastly affected by the COVID can manage running of offices from their designated places, why can’t J&K UT government? Does this mean the present dispensation in J&K is incompetent to run its affairs in Srinagar or there is no will to do so?” he asked.

Mir said the COVID infection is a reality and the people across the world have to live with it now. “We can’t wish it away. COVID pandemic is a reality that we all have to live with and face it with preventive measures. However, this infection can no more be used as an excuse for administrative inertia or lack of government will to function at its designated places,” he remarked.

A 72-year-old man with comorbities from Doda district on Monday died of covid-19 at GMC Jammu, taking the death toll due to the virus to 30 in Jammu and Kashmir.

“He had multiple problems like COPD and heart ailments,” Medical Superintendent GMC Jammu, Dr Dara Singh, told newsagency GNS. He said that test for the covid-19 had returned positive yesterday.

Earlier in the day, a 45-year-old man from Shopian district died at SKIMS Soura.

COVID-19 Claims Another Life In Kashmir, J&K Toll 29

A day after a 45-year-old man from Shopian district died at SKIMS Soura, his swap sample returned positive for the novel coronavirus on Monday, taking the death toll due to the dreaded disease in Jammu and Kashmir to 29.

The victim, a resident of Ramnagar Shopian, was admitted to in SKIMS Soura’s Emergency at 9 P.M. on May 31 as a case of “CKD, ESRD with b/l Chest infiltrates”, Professor Farooq Jan, Medical superintendent of the tertiary hospital told GNS. “The patient had AGE like illness and was in shock,” he said, adding, “after initial stabilization, the patient was shifted to Ward 2A as a suspect case of COVID-19 and his nasopharyngeal swab was taken.”

He said that the patient expired during midnight. “The body was kept in mortuary and all precautions were taken,” he said. The swab sample for the COVID-19 came positive at 2p.m., he added.

COVID-19: DM Srinagar orders extension of restrictions, allows of easing of lockdown as per SEC guidelines

SRINAGAR: District Magistrate Srinagar Dr Shahid Iqbal Choudhary has ordered the extension of restrictions while allowing a degree of easing of lockdown imposed in view of COVID-19 pandemic in the district.

The restrictions have been extended up to June 8. Issued under Section 144 of CrPC the order states that the extension in restrictions has been ordered in view of the situation that still exists due to the pandemic in the district adding that the decision has been taken in light of suggestions from experts from medical care and healthcare.

The order extending the restrictions while permitting a level of easing of the lockdown is in line with the new lockdown order and guidelines issued thereunder that the J&K State Executive Committee (SEC) issued on May 31.

It permits operation of activities and establishments associated with various essential services across the district while laying down a method for it and a standard operating procedure to ensure safe running.

The activities and establishments allowed to operate with limited capacities and in limited numbers from June 1 include those dealing in handlooms and handicrafts, animal husbandry and fisheries, forestry and sericulture, agriculture and horticulture, e-commerce and courier, finance and insurance, banking and industry, IT and ITES companies, private hospitals, nursing homes and diagnostic laboratories, repair workshops and self-employed mechanics, milk and dairy shops, groceries and bakeries, fruit and vegetable shops, mutton and poultry shops, self-help groups, selection processes, and marriages.

These services have different stipulations from one another and adherence to the latter is an important condition of running an operation in each case. In each market for instance only 30 percent of groceries, bakeries and fruit and vegetable shops and only 2 shops of mutton and poultry dealers will be allowed to operate. The full details of stipulations are given in the order — which has been publicised and circulated through the media. The order is available online on the website of the Srinagar district administration.

Each one of these operations and all those involved or associated with it will be obligated to ensure adherence to social distancing and other notified guidelines aimed at preventing spread of the COVID-19 disease. The order states that those found violating these guidelines will be fined 1000 rupees per violation and also booked for it under the law.

Developmental works having been put on hold have also been authorised for resumption with the DM having permitted and asked the concerned departments to restart execution on them forthwith across the district.

Meanwhile, the District Disaster Management Authority or DDMA under powers under the disaster management act 2005 has ordered that persons violating the April 29 order directing for mandatory wearing of face masks at all public and workplaces and places of shopping in Srinagar will be fined 500 rupees.

Both the orders directing for imposing fines for non-compliance with social distancing among other notified guidelines and violating the order for wearing face masks will remain applicable till June 30.

It is notable that the Srinagar administration has been holding regular periodic reviews of the overall situation due to COVID-19 in the district. Following sustained and successful containment efforts over the last two-three months the administration last week held multiple consultations with experts seeking their suggestions as to whether and how lockdown should be eased. Meetings in this regard were also held with trade bodies to give and take advice.

The easing of lockdown while restrictions continue to remain in force in the district is in fair measure a result of these consultations — in which there was a clear consensus that all measures and precautions as due will have to be taken to prevent the spread of this disease and that therefore lifting of the lockdown will have to be a gradual process and a calculated affair requiring cooperation and support from all members of the public.

Speaking about the order the DM said that another review will be held in a week from now adding that a decision will be taken on whether further relaxations in the operation of services can be allowed.

In the meantime, as he said any violations of instructions as given in today’s order will attract strict proceedings and action under Section 188 of IPC and Section 51 of DMA.

Man found dead under mysterious conditions in Sopore

SRINAGAR: A 30-year-old youth was found dead mysteriously at his home in Hardshiva village of Sopore in north Kashmir’s Baramulla district.

According to the reports, youth, professionally a driver and identified as Muhammad Akbar, son of Ghulam Muhammad Sheikh, a resident of Hardshiva village of Sopore was found dead inside his home under mysterious condition.

A case 172 CRPC has been registered at police station Bomai and investigation is going on.

As per the police sources, the body of the deceased person has been taken into custody in presence of police officials for post mortem to determine the cause of death, and to complete other legal formalities in the case.

After completing the post mortem and other legal formalities, the body has been handed over to legal heirs.
