DC Srinagar reviews updation of Jamabandis, revenue records

Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary Sunday conducted a comprehensive review of updation of Jamabandis and digitisation of revenue records being conducted on mission mode to achieve purification of records to avoid disputes and litigations and to improve the public service delivery.

Assistant Commissioner Revenue, Sub-Divisional Magistrate, Tehsildars, Naib Tehsildars, Girdawars and Halqa Patwaris of the district attended the meeting. Digitisation team members were also present.

Patwaris submitted 12 more Jamabandis in the review meeting taking the total number of updated ROR (Record of Rights) to 74 revenue villages up from 34 in March 2019. Another 36 revenue villages are under progress which will be completed by 31 December 2019 as per targets fixed by the DC.

The DC reviewed the updataion of ROR done by the revenue officials vis-a-vis quality of work and purity of records. Terming revenue record updation as the core work of revenue department and a basic requirement of every household as well as developmental projects in the district he reiterated that performance of revenue officers will be strictly monitored on the parameters of updataion of revenue records and purification of records preceding digitisation.

In many villages, the Jamabandis are being updated after 30-40 years because of which it has become a time consuming process in view of huge number of land transactions having taken place during this time.

It was informed that Jamabandis will be put in the public domain.

The meeting also reviewed the need for creation of new Patwar Halqas for convenience of public and efficient public service delivery. The Tehsildars have been directed to submit proposals for every existing Halqa having Khata numbers exceeding 1000 to 1200 as presently the number in many halqas is 3000-5000.

Dr Shahid informed the officers that administrative inspection of 7 Patwar Halqas has been initiated in view of public concerns raised about revenue matters. He said glaring mistakes have been noted during the inspection which call for a comprehensive overhaul of the system to ensure that revenue records are maintained in a transparent and professional manner for which every support will be extended.

He asked the ACR to furnish the names of best performing revenue officers for rewarding them and also to ensure at strict departmental action is taken in cases of lapses noted during the inspections. On the occasion, an amount of Rs 15 lakh was also sanctioned by the DC for putting in place heating arrangements in revenue offices.

On the occasion, the DC also directed the officers to ensure that 18 offices of Naib Tehsildars directed to be shifted to notified locations are operationalised within the stipulated timeframe and asked for immediate submission of requirements for these offices.

Japan calls for peaceful resolution of Kashmir through dialogue

Japan on Sunday called for a peaceful resolution of the Kashmir issue through dialogue in view of the long-standing differences of views on the region, Hindustan Times reported.

A day after India and Japan held the first combined dialogue of their defence and foreign ministers, popularly known as the 2+2 dialogue, HindustanTimes quoted Japanese foreign ministry spokesperson Atsushi Kaifu as having said.

“I don’t remember the ministers going into the detailed discussion of this specific Kashmir issue,” Kaifu said in response to a question on whether Kashmir had figured in the dialogue, said the report.

“But at the same time, I can say we looked at the situation there very carefully and we are aware of the long-standing differences of views with regard to Kashmir. We hope a peaceful resolution through dialogue will be done,” the newspaper quoted Kaifu as saying.

Kaifu didn’t refer to India’s August 5 decision to strip Jammu and Kashmir of its special status and subsequent tensions with Pakistan, or the security lockdown in Kashmir, reported HindustanTimes reported.

DC Srinagar directs for immediate repair of road stretch between Jehangir Chowk and Iqbal Park

Deputy Commissioner Srinagar Dr Shahid Iqbal Choudhary has directed for immediate repair of grade roads on either side of the Jehangir Chowk-Rambagh Flyover from Jehangir Chowk to Iqbal Park.

He issued these instructions during his visit to the area Sunday taking firsthand appraisal of condition of this road stretch.

The Public Works Department was asked to submit a proposal and start repair work on the road stretch within a week. It was told the funds would be released on the same day as the proposal is submitted.

It was asked to ensure the entire width of the road between berms on each side is repaired to facilitate smooth and unhindered movement of traffic along these roads. It was also asked to construct berms wherever lacking along this stretch.

It should be noted that last month’s snowfall further damaged this road making traffic movement along its stretch arduous.

It was informed that repairs of this road stretch on both sides will include thorough metalling thereof so as to ensure extended life and to enable smooth movement of traffic along it throughout the ongoing winter season.

The DC also directed for demolition of remaining structures identified as bottlenecks to be removed for widening of this road stretch.

Speaking on the occasion he also said the works which form a part of the approved project for the development of this entire road which includes beautification of spaces underneath the flyover will be taken up in the coming summer season.

Chief Engineer JKERA, SSP Traffic City, Superintending Engineer PWD, Project Manager JKERA and other concerned officers accompanied the DC on the occasion.

Meanwhile, the administration is exploring measures putting in place which will avoid congestion at Jahangir Chowk where traffic from all directions meet.

Setting up of a pre-fabricated roundabout near Jehangir Chowk access ramp of the flyover and a median crossover underneath the grade separator near the High Court entrance for U-turn of Batamaloo-bound vehicles are under consideration as part of the said measures.

Center sanctions Rs 325 cr for Medical College Handwara

The Government of India has accorded approval for establishment of a New Government Medical College attached with existing district/referral hospital Handwara in Kupwara district with an outlay of Rs 325 crore.

As per a statement issued here today by the administration of new Medical Colleges, Jammu and Kashmir, the J&K government has received the sanction letter in this regard from the Union Ministry of Health and Family Welfare.

The college at Handwara would be set up at a cost of Rs. 325 crore under a centrally-sponsored scheme for establishment of Medical College in existing district and referral hospitals on 90:10 funding pattern.

Out of the total amount, Rs 115 crore shall be expended on construction of Administrative and Academic Blocks, Rs. 80 crore will be spent on hostels and residential accommodation for students and faculty while Rs. 60 crore fro up-gradation of existing teaching faculty at District Hospital and Rs. 70 crore for procurement of Machinery and Equipments for Government Medical College and its Associated Hospital (DH).

Pertinently, Union Ministry of Health & Family Welfare, had sought proposal from the State / UT Governments to establish New Government Medical College.

In this regard, J&K Government had submitted proposal for establishment of three New Medical Colleges at Udhampur, Leh and Handwara and got approval for establishment of New Government Medical Colleges at Udhampur and Leh while Handwara was kept pending due to non availability of land in the District Hospital.

Financial Commissioner, Health and Medical Education, Atal Dulloo commenting on the development said the establishment of the new Medical Colleges shall further improve the quality of health care services in the district and would increase the availability of health professionals.

The FC said that the introduction of new Medical Colleges will promote affordable medical education in J&K besides creating added job avenues and enhancing the health care standards in the government sector.

The FC further appreciated the efforts of the Deputy Commissioner Kupwara, Anshul Garg for resolving the land issue within the shortest time frame.

As a major boost to the medical education and thereby improvement in patient care, Union Territory of Jammu & Kashmir will now have Ten Medical Colleges, besides having two AIIMS with Medical Colleges and one private Medical College which is already functional.

In phase I of Centrally Sponsored Scheme for establishment of Government Medical Colleges in existing district / referral hospitals, Jammu & Kashmir was able to get approval for establishment of five new Govt. Medical Colleges at Anantnag, Baramulla, Doda, Kathua and Rajouri.

These colleges were made functional in record time and M.B.B.S classes were started in four Medical Colleges with permission from Medical Council of India. In GMC Doda, the classes are expected to start in the next academic session.

With the operationalization of four New Govt. Medical Colleges, the number of M.B.B.S seats in Government Medical Colleges in Jammu & Kashmir has increased from 400 to 885.

Decision regarding restoration of broadband under consideration: DGP

J&K Director General Police (DGP) Dilbagh Singh Sunday said they have taken up the issue of restoration of broadband internet services in Kashmir with higher authorities.

“We have taken up the issue of restoration of broadband internet services with the higher authorities and soon a decision in this regard will be taken soon,” newsagency KNS quoted DGP as saying.

Asked whether there were chances of restoration of broadband facilities to media houses in near future, the DGP said, “We are thinking about restoring the internet services to accredited journalists and prominent media houses and soon a decision in this regard will be taken.”

On the release of political leaders, who were detained after August 5, Dilbagh Singh said, “Any decision in this regard will be taken while keeping the prevailing situation in mind. Already a few of them have been released by the government.”

The DGP also said that there was decline in local recruitment into militancy this year compared to previous years. He also said that security forces took lot of caution while dealing with the situation after August 5.

“There has not been even a single complaint of high-handedness during this period as forces exercised maximum restraint. People cooperated fully with the police in maintaining law and order. We expect same cooperation in future also,” he added. (KNS)

Militant hideout busted in Sopore: Police

Srinagar

A militant hideout was busted by police along with security forces in Rafiabad area of north Kashmir’s Sopore town in district Baramulla.

A police spokesman in a statement said, “On a credible input Sopore Police recovered incriminating materials including huge cache of arms and ammunition from the hideout used by the militants.”

“Case FIR No. 166/2019 has been registered at Police Station Dangiwacha in this regard. Incriminating materials including huge cache of arms and ammunition have been seized by the police and taken into records for the purpose of further investigation,” he said.

“Police officers continue to work to establish the full circumstances pertaining to this hideout. Investigation in the matter is in progress,” said the spokesman.
