Women Empowerment

Lt Governor Manoj Sinha inaugurates Women’s T20 Cricket Tournament on September 19, 2020

In the first, 480 talented girls from Jammu and Kashmir were included in the degree and diploma courses of the Pragati Scholarship. Jammu and Kashmir has also got nine scholarships under the Saksham Scheme for Persons with Disabilities.

While interacting with the girl students selected under the Pragati scheme, the Lt Governor termed women as vital agents of change.  “Jammu and Kashmir government is creating an ideal, gender-inclusive ecosystem where they have better access to education and economic growth putting them at the heart of our development initiatives and making those on the margins aware of their rights”, observed the Lt Governor.

It is necessary that our girls are well-equipped with the necessary knowledge, skills, and self-confidence and are included at all levels of governance, he said. The AICTE’s scholarship programme and initiatives like Hausla, Tejaswini, Umeed, LG Super 75, Parvaz, Mumkin are some of the major steps taken in the direction of women empowerment and bridging the gender gap.

The Lt Governor made a special mention of Sheetal Devi, one of the first 10 beneficiaries of Mumkin scheme being provided with a mini commercial vehicle to the youth at zero margin money for permanent employment. Like her, around 4 lakh such women have been socially and economically empowered by connecting them through various programs.

Collective efforts are yielding favourable results. During Kashmir University’s convocation, there were 94 gold medalists in 2021, out of which 77 per cent, which is 66, were girls.  Similarly, during the convocation of the Islamic University of Science and Technology, the majority of gold medalists were girls, which is a clear sign of women empowerment.

In collaboration with Tata Technologies, Jammu and Kashmir is setting up 14 Centres for Invention, Innovation, Incubation and Training, out of which two centres started in Baramulla and Jammu.

Rs 200 crores has been allocated to the colleges for skill development so that the young professionals can be trained in the cutting edge Industry 4.0 technology like artificial intelligence, internet of things, 3D technology, data analysis, robotics, and all other subjects, the Lt Governor further added.

Durga Bhawan At Katra

Lt Governor Lays Foundation For Rs 24.4 Cr Durga Bhawan At Vaishno Devi

To enhancing facilities for the convenience of the Vaishno Devi pilgrims, Lt Governor Manoj Sinha laid the foundation for the Durga Bhawan, a high utility pilgrim-centric facility worth Rs 24.4 crore. The facility will accommodate 4000 pilgrims.

While directing the CEO SMVDSB and the executing agency for speedy execution of work, the Lt Governor fixed August 18, 2022, as the timeline for the completion of the new Durga Bhawan. He further directed for timely mobilization of required manpower to complete the project in a record period of 12 months.

“I express my gratitude to the devotees who have stepped forward and contributed to this noble cause. Donations worth about Rs 6.83 cr have already been received as more than Rs one crore will be received in the next two months,” said the Lt Governor.

In the last year, many interventions like Postal delivery of Prasad, mobile app for live darshans, online registration system have been made to facilitate the devotees.

Karkhandar Scheme For Handicrafts

To revive Kashmir crafts, the Government issued orders for giving fresh impetus to training in the handicraft sector by unveiling the Karkhandar scheme for artisans and weavers. The scheme will be implemented throughout the Jammu and Kashmir by the Directorate of Handicrafts and Handloom Kashmir/Jammu.

Director Handicrafts and Handloom Kashmir, Mahmood Ahmad Shah, termed this a landmark decision that will give a fresh lease of life to the craft industry, especially to the languishing crafts.

The main thrust of the scheme shall be to identify and impart skill upgradation training in such crafts, which are facing human resource crunch, like walnut wood carving, silver filigree, carpet, Kani shawl weaving, Khatamband and Paper Machie crafts, it reads.

Under the scheme, the meritorious trainees will be given Rs 2,000 per month as honorarium and the trainer will get Rs 2,000 per month for each trainee plus Rs 25,000 for logistics, and raw materials.

The aim of this scheme is to transfer the skill set of the master craftsmen to the younger generation as there was a general observation that the skill transfer from the master craftsmen to the younger generation was happening at a snail’s pace. By virtue of this scheme, the practical knowledge sharing between the skilled and those who want to equip themselves in the practical aspects of the particular trade will happen at a fast pace and in a time-bound manner.

Srinagar Art Museum

Lt Governor, Manoj Sinha inaugurated the Art Museum at Sher Garhi Cultural Centre, which has a collection of magnificent pieces of artwork, housed in the heritage complex. Department of Archives, Archaeology, and Museums has established the facility.

“Culture is a way of life. It is our social capital. The museum will offer equal access to budding painters, scholars, and art connoisseurs,” said the Lt Governor.

Parliamentary Committee In Srinagar

KCCI Delegation Meets Parliamentary Standing Committee for development of Handlooms, Handicrafts and welfare measures for the Weavers and Artisans

The visiting 28-member Parliamentary Standing Committee on Home Affairs have had detailed interactions with top civil administration and discussed developmental scenario and people’s welfare measures in Jammu and Kashmir. It is on a 4-day visit. Congress leader and MP Anand Sharma is heading the committee.

Chief Secretary, Dr Arun Kumar Mehta gave a detailed presentation highlighting the achievements and the functioning of all the departments,

Detailing about the steps taken in the past few years for democratic decentralization, the meeting was informed about the conduct of elections for District Development Councils and Block Development Councils thus strengthening the grassroots level democracy.

The lawmakers were told that the region has now a three-tier democratic set-up in place and Panchayati Raj Institutions (PRIs) and Urban Local Bodies have been further empowered. Besides, public outreach programmes Back to Village, Jan Abhiyan, My Town My Pride were conducted.

With respect to the power scenario in Jammu and Kashmir, the panel was informed that power generation projects have been fast-paced and 2500 MW would be added by the year 2025.

The Committee was informed about the road connectivity, water supply and was briefed about the status of schemes like Jal Jeevan Mission and achievement of 100 per cent piped water supply to all rural schools and Anganwadi Centres in 18 districts.
