69,921 New Cases Take India COVID-19 Tally To 36,91,166; Death Toll Reaches 65,288

SRINAGAR: Fresh coronavirus infections recorded in past 24 hours in India were 69,921. This was on an average a drop of several thousand cases after the numbers regularly inched closer to the 80,000-mark over the past five days.

India continues to be the third worst-hit country by the pandemic with a tally of 36,91,166 cases Health Ministry data showed on Tuesday. The death toll climbed to 65,288 with 819 new fatalities in the last one day.

The country has been recording unprecedented surge in daily cases of Covid-19 since August 27. On three of these days the numbers were way past the 78,000-mark and almost touching 80,000 cases; while on August 27 and 29 the numbers were above 75,000 and 76,000 respectively.

As of Tuesday morning, out of the total confirmed cases, 7,85,996 are the active cases, while a total of 28,39,882 have recovered from the virus so far. With 65,081 recoveries in a day, the recovery rate has increased to 76.63 per cent.

Maharashtra continues to be the worst-hit with a total of 7,80,689 cases and 24,399 deaths; followed by Andhra Pradesh with 4,24,767 cases and 3,884 deaths. Tamil Nadu, Karnataka, Uttar Pradesh, Delhi, West Bengal, and Bihar come next.

According to the fresh data from the Indian Council of Medical Research (ICMR), India conducted 10,16,920 tests in a single day on Monday taking the total number of samples tested so far reached to 4,33,24,834.

On Monday, the Ministry of Health and Family Welfare decided to deploy high-level Central teams to four states — Uttar Pradesh, Jharkhand, Chhattisgarh, and Odisha, which have been witnessing a sudden surge in the number of coronavirus cases and reporting high-mortality.

Only the US and Brazil have recorded more cases of Covid than India. While the US lead the board with 60,28,617, the South American nation has 39,08,272 corona cases.(IANS)

China Controls Atleast 1,000 Sq Km Of Area In Ladakh: Report

SRINAGAR: About 1,000 square kilometres of area in Ladakh along the Line of Actual Control (LAC) is now under Chinese control, intelligence inputs provided to the Centre suggest, reported The Hindu.

According to the report, China has been amassing troops and fortifying its presence along the LAC since April-May. Twenty soldiers were killed on June 15 in the Galwan Valley in eastern Ladakh in violent clashes with China’s People’s Liberation Army (PLA) troops.

A senior government official told The Hindu that from Depsang Plains to Chushul there had been a systematic mobilisation by the Chinese troops along the undefined LAC.

The official revealed that in Depsang Plains, from patrolling point 10-13, the scale of Chinese control of India’s perception of the LAC stood at about 900 sq.km.

About 20 sq. km in Galwan Valley and 12 sq. km in Hot Springs area is said to be under Chinese occupation, the official said. In Pangong Tso, the area under Chinese control is 65 sq. km, whereas in Chushul it is 20 sq. km, the official said.

The standoff at the China border continues even after several rounds of diplomatic and military level talks. A partial disengagement commenced after Special Representatives (SRs) Ajit Doval and Wang Yi, tasked to hammer out a solution to the boundary dispute, spoke on July 5.

However, as per the agreement, Indian troops also moved back from their existing positions leading to the creation of buffer zones at all the disputed sites.

Chinese forces are occupying a considerable area from Finger 4 to 8 near Pangong Tso (lake). The distance between Finger 4-8, the mountainous spurs abutting the lake, is about eight km. The stretch was patrolled both by India and China till May and India considers it to form part of its perception of the LAC, The HIndu reported.

India-China Faceoff: Special Frontier Force Officer On Recce Killed

SRINAGAR: A Special Frontier Force officer was killed and another personnel of the force seriously injured in a landmine blast, while they were on a reconnaissance mission at the Line of Actual Control in Ladakh, sources said.

A special unit of the Special Frontier Force from Uttarakhand has been deployed in eastern Ladakh to gather reports about movements about Chinese People’s Liberation Army troops and subsequently enable them to be thwarted. The incident took place between Black Top and Thakung Heights at Pangong Tso’s south bank where India has thwarted a Chinese incursion.

The Special Frontier Force, which comes under Indian intelligence agencies, was deployed after the government found that China is trying to advance further against India.

The Indian Army, as well the government, however, refuses to comment over the issue.

Two days ago, Indian and Chinese troops were engaged in skirmish at the southern bank of the Pangong lake where the Chinese brought in close to 450 troops but the Indian Army said that their attempt to change the status quo was thwarted.

Sources said Chinese People’s Liberation Army troops, with help of ropes and other climbing equipment, started ascending on to a table-top area between Black Top and Thakung Heights at Pangong Tso’s south bank.

Hearing the commotion, the Indian Army was alerted and swung into action.

Earlier, Indian intelligence agencies had alerted the Indian Army about the PLA plans to change the status quo in other areas along the LAC. Thereafter, skirmishes erupted between both sides but things did not escalate. When Chinese troops saw the strength of Indian troops, the skirmishes stopped.

“Both the countries’ troops are still standing in front of each other,” said a source.

To further de-escalate, a brigade commander-level flag meeting started at Chushul and it is still underway.

The Indian Army, however, has officially denied any skirmish.

In a statement issued here, it said that on the intervening night of August 29 and August 30, 2020, PLA troops violated the previous consensus agreed in military and diplomatic engagements during the ongoing standoff in eastern Ladakh and carried out provocative military movements to change the status quo.

“Indian troops pre-empted this PLA activity on the southern bank of Pangong lake, and undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on the ground,” it said.

The Indian Army also stated that they are committed to maintaining peace and tranquillity through dialogue, but are also equally determined to protect India’s territorial integrity.

However, China on Monday said its troops never crossed the LAC.

At Pangong Tso, China had already strengthened its positions between Fingers 5 and 8. The PLA had refused to pull back eastwards from the 8-km stretch it occupied from Finger 4 to Finger 8 by building scores of new fortifications there since early May.

India has asked China to completely withdraw its troops from Pangong Tso. But, China has refused to budge.

The mountain spurs jutting into the lake are referred to as ‘Fingers’ in military parlance.

Both countries are engaged in the current four-month-long standoff at the LAC in eastern Ladakh. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues.

On June 15, as many as 20 Indian soldiers and an unknown number of Chinese troops were killed in a violent clash in the Galwan Valley. (IANS)

In A First, Female IPS Officer To Head CRPF Srinagar Sector

SRINAGAR: For the first time, a female IPS officer has been appointed as Inspector General (IG) of the Central Reserve Police Force (CRPF) Srinagar sector.

Charu Sinha, IPS officer of the 1996-batch Telangana cadre, will now be heading the Srinagar sector for CRPF as the Inspector General. She had worked as IG, the Bihar sector in CRPF and has dealt with Naxals.

According to reports under her leadership, various anti-Naxals operations were carried out. Later, she was transferred to IG Jammu in CRPF where she spent a long tenure.

On Monday, a fresh order came appointing her as the IG Srinagar sector. Current Director-General CRPF AP Maheshwari headed the Srinagar sector as IG in 2005.

The sector, which started functioning in 2005 never had a female officer at the IG level. This sector involved in anti-militancy operations and closely work with the Indian Army along with Jammu and Kashmir police.

“Srinagar sector is located at Brein Nishat, Srinagar (J-K). It started functioning in 2005. Srinagar Sector has operational jurisdiction over three districts of Jammu and Kashmir  Budgam, Ganderbal, and Srinagar and Union Territory of Ladakh,” the CRPF said.

“It includes 2 ranges, 22 executive units, and 3 Mahila companies. Apart from it, Srinagar Sector has administrative control on Group Centre-Srinagar,”  the paramilitary force added.

Sinha will also be heading all operations involved in this sector.

Besides this, 6 IPS officers and 4 senior cadre officers have also been transferred or inducted in CRPF. IPS officers Maheshwar Dayal (Jharkhand sector), PS Ranpise (Jammu sector), Raju Bhargava (Work) have been inducted into the CRPF.

PS Ranpise will replace Charu Sinha as head of the Jammu sector.

Similarly, Rajesh Kumar who was heading operations Kashmir in the J&Kzone has been transferred and Sanjay Kaushik will head the Dehradun sector.(ANI)

Day After Grenade Blast, Two Persons Held In Baramulla

SRINAGAR

Two persons allegedly involved in grenade throwing attack in Baramulla have been arrested by police during nocturnal raid, sources said on tuesday.

Atleast 07 civilians were injured in the grenade blast in north Kashmir district on Monday.

Quoting sources news agency GNS reported that the persons were identified soon after the attack and were arrested during the nocturnal raid in Baramulla town by police.

In a statement Police had said that the militants had thrown grenade at a Army convoy at Azad Gunj area in the district. However the device missed the target and exploded on roadside, leading to the injuries to 07 person who where latter hospitalized.

One Dead, Another Injured In Road Mishap

SRINAGAR: A person was killed and another onboard passenger injured after a vehicle they were travelling met an accident at Kachama area of the district this evening.

Reports said that an Alto vehicle bearing Registration number JK-01H 0737 while on its way from Kralpora towards Keran met an accident resulting in on spot death of one person and injury to another.

The deceased has been identified as Shahid Ahmad Khan (25) son of Safdar Khan and the injured as Waseem Ahmad Khan (20) son of Nasir Ahmad Khan, both residents of Mondian Keran.

The injured was evacuated to SDH Kralpora wherefrom he has been referred to district Hospital Handwara for advanced treatment, the reports said.

Meanwhile, a police official has confirmed the incident.

“As per the information available, there were three persons on board off which one died on the spot and another sustained injuries,” news agency GNS quoted a police official as saying, adding “the third person has escaped from the spot and we looking for him.”

Prof Talat Chairs Maiden Meeting Of Panel On NEP-2020

SRINAGAR: Vice-Chancellor of the University of Kashmir Prof Talat Ahmad Monday chaired a crucial meeting of top academics and officers of the varsity to discuss the National Education Policy-2020.

Addressing the participants, Prof Talat asserted that the objectives envisaged in the NEP-2020 for the higher education sector are greatly advantageous for the stakeholders, including teachers, researchers and students.

He said it was important to gear up, in a time-bound manner, to adopt the relevant NEP guidelines vis-à-vis academics, research, infrastructure development, and other areas, to be able to meet its objectives in the larger interest of the student community.

The Vice-Chancellor said the changes in the curriculum, teaching-learning and research processes—wherever required under the NEP—need to be ensured well in advance for timely implementation of the flagship programme.

Pertinently, following the NEP announcement, Prof Talat had constituted a high-level committee of top academics and officers to study and identify the actionable points in the Policy for its timely implementation in the University.

The panel, chaired by Prof Talat, comprises Dean Academics Prof Akbar Masood; Dean Research Prof Shakeel Romshoo; Dean College Development Council Prof Mohiuddin Sangmi; Registrar Dr Nisar Ahmad Mir; Controller of Examinations Prof Farooq A Mir; Dean School of Biological Sciences Prof Irshad Nawchoo; Dean School of Open Learning Prof Mushtaq Ahmad; Dean School of Education Prof Showket Ahmad; Director DIQA Dr Anwar Hassan; Coordinator CBCS Prof Mohammad Shafi; Joint Registrar (Budget and Creation) Dr Ashfaq A Zarri; Dr Anzar A Khuroo, Assistant Professor Department of Botany; Dr Aijaz Ashraf Wani, Assistant Professor Department of Political Sciences and Dr Bilal Ahmad Kaloo, Assistant Professor, South Campus.

After threadbare discussions, the Vice-Chancellor ordered constitution of sub-committees in the related areas of academics, research, administration, and syllabi and infrastructure in colleges, to come up with their inputs and recommendations on meeting the goals of the NEP.

These sub-panels panels, Prof Talat directed, should submit their reports in a time-bound manner after holding further consultations with the concerned faculties and officials to apprise them about the objectives of the NEP and the changes, if any, required to be made in their areas of study and research.

BOSE Issues Criteria For Promotion To Next Class For 10th, 12Th Class Private Candidates

SRINAGAR:  Jammu and Kashmir Board of School Education on Monday decided that Bi-Annual students of class 10th and 12th who have already passed two or more subjects shall be promoted to next higher class.

According to a notification issued by BOSE, the Secondary School (Class 10th ) and Higher Secondary Part-11 (Class 12th) Annual Bi-Annual (Private) Examinations, Session 2019-20 of Kashmir Division, and Winter Zone areas of Jammu Division, which were scheduled to be held in the months of March-April 2019 could not be conducted in view of COV1D-19 Pandemic followed by the Nationwide lockdown.

Now therefore to save the academic career of the students who were supposed to appear in said examinations in March-April 2020 and had submitted the Permission cum Admission Forms for the said examination, it has been decided as under:-

  1. Candidates who have already passed two or more subjects shall be promoted to next higher class as per the following formula:
  • The marks in 5th subject shall be awarded by taking the mean of the marks scored in the already passed four subjects.
  • The marks in 4th subject shall be awarded by taking the mean of the marks scored in the already passed three subjects and marks in the fifth subject shall be awarded by taking Mean of four subjects.
  • The marks in 3rd subject shall be awarded by taking mean of the marks scored in already passed two subjects, marks in 4th and 5th subject shall be awarded by taking mean of the marks scored in three and four subjects respectively.
  • All such candidates who are declared pass by applying above formula shall he granted admission in class 11th for the current session in relaxation of 66% requirement of minimum attendance, as one-time exception.

2 Candidates who have Failed in all Subjects/ Fresh (Private) or who have been placed under reappear Category in Four Subjects. Examination of class 10th and 12th in respect of candidates falling in this category i.e. Fresh/Fail in all subjects and re-appear in four subjects of class 10th and 12th of Kashmir Division /Winter Zone Jammu Division shall be conducted preferably in 2nd quarter of September 2020. All such, candidates of 10th class who are declared successful in the said examination of Annual/Bi-Annual (Pvt.) 2019-2020 Session shall be allowed to appear in 11th Class examination 2020-2021 Annual/Bi-Annual Private Session and granted provisional admission in 12th class Session 2021-2022. However, the provisional admission of such of the candidates who fail to qualify the said 11th class examination 2020-2021 Annual/ Bi-Annual Private shall be treated to have been cancelled and they shall not be allowed to appear in the HSP-II (Class 12th) Annual Regular 2021-22 examination.

  1. The candidates who have applied for Division Improvement or appearing in an additional Subject of HSP-II (Class 12th) Annual/Bi-Annual Pvt. 2019-20 shall also be allowed to appear in the forthcoming Examination.
  2. The Candidates having passed two or more subjects who express dissatisfaction over their results declared after awarding marks by taking Mean of the basis of the already passed subject as detailed above at Point-1 shall have an option to appear in the examination as and when conducted for the candidates of Serial No: 02 above, for which they have to apply within 08 days of declaration of results.

Nine Missing After Vehicle Plunges Into River

SRINAGAR: Nine occupants of a passenger vehicle went missing on Monday after the vehicle plunged into the Chenab river in Jammu and Kashmir’s Ramban district.

Police said the driver of the vehicle, travelling from Udhampur district to Ramban, lost control one kilometre short of Ramban town on the Jammu-Srinagar National Highway.

“The vehicle plunged into the Chenab river while one passenger identified as Mehrajuddin of Awantipora in the Valley escaped miraculously. He was thrown out of the vehicle when the tragedy struck.”

“A massive rescue operation has been launched,” the police said. (IANS)

J&K Reports 535 New COVID-19 Cases, Tally Reaches 37698

SRINAGAR: The Government on Monday informed that 535 new positive cases of novel Coronavirus (COVID-19), 245 from Jammu division and 290 from Kashmir division, have been reported today thus taking the total number of positive cases in Jammu and Kashmir to 37698. Also, 09 COVID-19 deaths have been reported; 03 from Jammu division and 06 from Kashmir Division.

Moreover, 505 more COVID-19 patients have recovered and discharged from various hospitals, 110 from the Jammu Division and 395 from Kashmir Division.

According to the daily Media Bulletin on novel Coronavirus (Covid-19), out of 37698 positive cases, 7980 are Active Positive, 29015 have recovered and 703 have died; 66 in Jammu division and 637 in Kashmir division.

The Bulletin further said that out of 966412 test results available, 928714 samples have been tested as negative till August 31, 2020.

Till date, 461461 travelers and persons in contact with suspected cases have been enlisted for observation which included 45562 persons in-home quarantine including facilities operated by government, 7980 in isolation and 45170 under home surveillance. Besides, 362046 persons have completed their surveillance period.

Providing district-wise breakup, the Bulletin said that Srinagar has 9273 positive cases (including 90 cases reported today) with 1572 Active Positive, 7480 recovered (including 102 cases recovered today), 221 deaths; Baramulla has 2826 positive cases (including 16 cases reported today) with 520 Active Positive, 2206 recovered (including 02 cases recovered today), 100 deaths; Pulwama reported 2643 positive cases (including 52 cases reported today) with 474 active positive cases, 2120 recovered (including 43 cases recovered today), 49 deaths; Kulgam has 1925 positive cases (including 07 cases reported today) with 191 Active Positive, 1699 recoveries (including 26 cases recovered today), 35 deaths; Shopian has 1704 positive cases (including 07 cases reported today) with 119 Active Positive, 1557 recovered (including 07 cases recovered today), 28 deaths; Anantnag district has 2332 positive cases (including 18 cases reported today) with 517 Active Positive, 1765 recovered (including 10 cases recovered today), 50 deaths;  Budgam has 2507 positive cases (including 25 cases reported today) with 668 Active Positive and 1779 recovered (including 50 cases recovered today), 60 deaths; Kupwara has 2094 positive cases (including 19 cases reported today) with 578 Active Positive, 1468 recovered (including 71 cases recovered today), 48 deaths; Bandipora has 2180 positive cases (including 38 cases reported today) with 708 Active Positive, 1447 recovered (including 64 cases recovered today), 25 deaths and  Ganderbal has 1433 positive cases (including 18 cases reported today) with 441 active positive cases, 971 recoveries (including 20 cases recovered today) and 21 deaths.

Similarly, Jammu has 3288 positive cases (including 139 cases reported today) with 1209 active positive cases, 2035 recoveries (including 56 cases recovered today), 44 deaths; Rajouri has 901 positive cases (including 13 cases reported today) with 127 active positive cases, 769 recovered (including 03 cases recovered today), 05 deaths; Ramban has 654 positive cases with 19 active positive, 634 recoveries (including 01 cases reported today), 01 death; Kathua has 904 positive cases (including 33 cases reported today) with 208 Active positive, 693 recovered (including 16 cases recovered today), 03 deaths; Udhampur has 837 positive cases (including 27 cases reported today) with 154 active positive cases, 681 recovered (including 11 cases recovered today), 02 deaths; Samba has 712 positive cases (including 06 cases reported today) with 173 Active Positive, 537 recoveries (including 13 cases reported today), 02 deaths; Doda has 424 positive cases (including 09 cases reported today) with 81 active positive cases, 339 recoveries (including 03 cases recovered today), 04 deaths; Poonch has 416 positive cases (including 03 cases reported today) with 87 active positive, 325 recoveries (including 01 cases recovered today), 04 deaths; Reasi has 395 positive cases (including 06 cases reported today) with 70 active positive, 325 recoveries (including 06 cases recovered today)  Kishtwar has 250 positive cases (including 08 cases reported today) with 64 active positive cases and 185 recoveries and 01 death .

According to the bulletin, of the total 37698 positive cases in J&K 6561 have been reported as travelers while 31137 as others.

The Bulletin said that the breakup represents districts from which the patients have been traced or are ordinarily residing.

The bulletin has informed the people that, the best way to protect themselves from COVID-19 is by maintaining a physical distance of at least 2 meter from others, frequently cleaning hands with an alcohol-based hand sanitizer or washing them with soap and water and following good respiratory etiquette and hygiene.

As a measure for social distancing in public places and workplaces wearing a face cover is compulsory.

The bulletin again explained that early detection of COVID-19 can prevent the spread of disease so we need to be responsible for the well-being of ourselves and everyone around us. “Not disclosing symptoms could put life of individuals and their families at risk. In case of symptoms like fever, cough and difficulty in breathing report early. Do not fear, call COVID-19 helpline numbers and seek medical advice”.

Advisory has further exhorted upon the people not to step out of home, unless absolutely necessary. “If you have to move out for unavoidable reasons, ensure that you wear a mask and practice social distancing, personal hygiene and frequent handwashing with soap and water.”

In case of any emergency, people can avail free ambulance services 24×7 at their doorsteps by calling on toll-free number 108 while as pregnant women and sick infants can avail free ambulance services by dialing toll-free number 102.

People can also call on toll-free national helpline number 1075; J&K COVID-19 Helpline Numbers 0191- 2549676 (UT level Cell), 0191-2520982, 0191-2674444, 0191-2674115 (For Jammu Division), 0194-2440283 & 0194-2430581 (For Kashmir Division) for support, guidance, and response to health-related queries on Novel Coronavirus Disease (COVID-19).

The bulletin has informed that the Directorate of Indian Systems of Medicine, J&K is distributing AYUSH Medicines having immunity-boosting, immuno-modulator, anti-oxidant, rejuvenator, anti-stress, metabolism regulator, an anti-allergic, anti-pyretic, anti-tussive, bronchodilator, etc properties during the COVID-19 pandemic. The department so far has provided medicine to 8.74 lakh people that include various frontline workers, senior citizens, PRIs, police/paramilitary personals and general masses. Moreover, preventive measures and Yoga therapies are also being advised to the people to take care of lifestyle/mental disorders so that physical and mental health is ensured during this pandemic.

Public is advised to strictly follow the advisories issued by the government from time to time and rely only on the information released by the government through the daily media bulletin to print and electronic media.

In an investigation that took more than 28 rims of paper to be written upon, the federal investigator has finally seven of the 19 accused in its custody. What is interesting is that the NIA got almost everything from a cell phone that nobody in the security grid touched for almost 10 months after its recovery from the encounter site where the key accused was killed, reports Tahir Bhat

One of the motives that the planners of the February 14, 2019 Lethpora attack on CRPF convoy had was to bring India and Pakistan to war, according to the 13800-page charge sheet that National Investigation Agency (NIA) filed last week in a Jammu court.

The planners had actually succeeded as the war almost broken out. India resorted to an airstrike on Balakote and in retaliation Pakistan Air Force also crossed the Line of Control (LoC) and bombed at various places. In fact, the rival air-forces engaged in dogfights in which India lost a helicopter and a fighter aircraft. Apparently, it was the intervention by Riyadh and Dubai –on Donald Trump’s initiative – that the crisis was managed and the IAF pilot, captured by Pakistan, was flown home, within a day after being captured.

War apart, the charge sheet says it has collected a lot of evidence from the very infiltration of the master planner, Mohammad Umer Farooq to the production of the two huge Improvised Explosive Devices (IED) weighing almost 200 kgs. It says it has collected images of the various stages of the planning and production and retrieved recorded audios conversations that require more than 14 hours to listen.

The Jackpot

What is interesting, according to the details published by various media, the NIA had no clue for almost 10 months after the case was transferred to it. Then they got a damaged Samsung S9 phone that was with the Jammu and Kashmir Police for almost seven months after it was recovered from an encounter site. As the forensic experts worked on the phone, NIA actually hit the jackpot. It was Umer Farooq’s phone, who had recorded almost everything in it ever since he infiltrated into Jammu and Kashmir using the International Border in Samba somewhere in April 2018.

The phone was recovered from the encounter site at Nowgam (Budgam) where Farooq was killed on March 29, 2019. The damaged phone remained with the Jammu and Kashmir Police till December 2019, when somehow it reached the NIA. Two months later, the first arrest took place in the case.

India Today reported that after several attempts to decipher and decode the phone failed, the damaged phone found its way in Nowgam Police Station Maal-khana (warehouse). “Later, when Centre handed over the probe to NIA, the phone was sent to the Indian Computer Emergency Response Team (CERT-In) by J&K Police on recommendations of the NIA,” the report said. “This is where the agency got hold of 100 videos and photographs, which were all deleted after being sent to Umar Farooq’s uncle Maulana Mohammed Ammar via WhatsApp.”

Umer Farooq, according to NIA, was the son of Ibrahim Athar, Jaish-e-Muhammad founder, Masood Azhar’s brother, who allegedly hijacked the IC-814 from Nepal in 1999 paving way for the release of Masood Azhar. The phone fetched the investigators tons of audio exchanges between Umer and his uncles – Abdul Rouf Asghar and Ammar Alvi.

A Rs 10 Lakh Project

NIA charge-sheet says it has a voice recording of Farooq asking his uncles Rouf Asgar and Ammar Alvi to deposit money in a bank account in Pakistan. Rs 10 lakh is deposited in two accounts in the name of Umer Farooq in Allied Bank and Meezan Bank of Pakistan, according to the charge-sheet. How this money reached Kashmir is something that NIA is still seeking answers for.

“The chat reveals a discussion on the cost of each component of the IEDs and the money spent in executing the attack. The chat, in Urdu, pegs the cost of at IED at Rs 570000,” The Indian Express reported. “Another chat shows that from this fund, Rs 5.7 lakh is spent on preparing two IEDs, later fitted in a Maruti Eeco vehicle. The NIA has already matched the voice of Asgar from these chats with that of his voice samples available via open-source, the report added. “Umer Farooq’s Samsung phone had details of the entire planning in the form of chats, voice packets and pictures,” the newspaper quoted an NIA officer saying. “When the Forensic Science Laboratory gave us the data, it took us 14 hours just to listen and analyse the voice packets. Since all had been deleted after the attack, the retrieved data came in chronological order. It took a massive amount of effort to sift through it, pick relevant data and match instructions with action and replies.”

The phone gave a telltale detail of the Umer Faroq’s activities. The charge-sheet has mentioned evidence of a batch of five Jaish operatives, including Umer Farooq, having crossed over to India in April 2018 using a tunnel at the International Border in Samba sector. “They (phones) had photographs of every step of the planning, from infiltration (into India) to the execution. We even have photographs of what looks like a tunnel (that was) used to infiltrate into India. There are photographs of all those involved in the planning, the car used, explosives, IEDs and even videos of the multiple rehearsals by the attackers before shooting the final video of attacker Adil Ahmed Dar as a Fidayeen. All these were sent to Pakistan,” an NIA officer was quoted saying.

As they infiltrated, they were received by Pulwama resident Ashaq Ahmed Nengroo, waiting for them near Bein River in Jammu, and transported them to Kashmir in his truck. Interestingly, the group carried 12 Kgs of RDX with them, according to NIA.

In Pulwama, Umer Farooq took over the outfit leadership with Mohammad Kamran, Mohammad Ismail alias Saifullah and Qari Yasir (all Pakistan residents), and local associates Sameer Dar and Adil Ahmad Dar. They started planning the operation, soon after, the NIA said.

It was not Farooq’s phone alone, however. The phone that Umer’s colleague, Kamran carried also fetched some voice packets. “They were discussing how the attack could precipitate a war between India and Pakistan and help them in infiltrating more terrorists,” one report said.

The charge-sheet was filed against 19 accused of whom six are dead, seven are in custody and the remaining six – Masood Azhar, Rouf Asgar, Ammar Alvi (three brothers residents of Pakistan) and three local militants – are still at large.

Four local residents Shakir Bashir, Insha Jan, Peer Tariq Ahmad Shah and Bilal Ahmad Kuchey are among accused. They all are in NIA custody. Insha and Peer Tariq are father and daughter and they were arrested for offering their house to the Jaish for recording the video of Adil Dar, in anticipation of the attack. The video, part of the outfit propaganda material, according to NIA did surface on social media quickly after the attack. India Today has reported that suicide bomber, Adil Dar could not speak better and the video makers used Sameer Ahmad Dar’s voice in the background as Adil lip-synched. Besides, the NIA has recovered a photograph showing Insha with Umer Farooq carrying a gun.

Shakir Bashir, according to NIA, was “doing reconnaissance of movement and deployment of security forces on Jammu-Srinagar highway” since December 2018. Mudasir Ahmad Khan has been accused of arranged Gelatin sticks and handed them over to Shakir…(who) “collected the explosive material — RDX, Gelatin sticks, Aluminium power and Calcium-Ammonium Nitrate – and stocked them at his house for making the IED.”

Sajjad Bhat, according to NIA charge-sheet purchased a Maruti EECO car for the attack and allegedly kept in the front yard of Shakir’s house. Waiz-ul-Islam ordered 4 kg aluminium powder from his Amazon account on Mohammad Ismail, alias Saifullah’s directions and gave it to him, the charge sheet says.

Budgam resident, Mohammad Iqbal Rather, was arrested in July for facilitating the movement of Umar Farooq. Bilal Ahmed Kuchey has been accused of obtained high-end phones for Jaish, one of which was used for filming the attack.

The investigators have told reporters that Adil Ahmad Dar had offered his service to become the suicide bomber much before the project was planned. The NIA charge-sheet says that a total of 35 Kgs of RDX was used in the two IED’s weighing 160 kgs and 40 kgs, along with ammonium nitrate, gelatine sticks and aluminium powder.

By early February 2019, the NIA has said Umar, Sameer Dar, Adil Dar and Shakir Bashir had readied the IED. By February 6, 2019 morning when the attack was to happen – it was changed because of snowfall on the highway, the car was explosive-laden. On February 14, 2019, as the routine resumed on the road, the NIA accused Shakir of driving Adil up to the highway, after which he took charge for the remaining 500 meters. By afternoon, the mayhem splashed the TV screens across the world.

Though the phone revealed the plot, it did not offer anything physical because most of the militants who were responsible for the attack had been killed in the routine encounter. In early February 2020, Hindustan Times reported the NIA trio – IGP Anil Shukla, DIG Sonia Narang and SP Rakesh Balwal, found a photograph of Shakir Bashir Magray, in Farooq’s phone. “This was when NIA realised that it could have hit a jackpot,” the newspaper said.

Magray ran a furniture shop near the blast site. “During interrogation, Magray disclosed details of the conspiracy, including how Farooq was the one running the show and giving directions to them,” reported the newspaper. “Six more persons — Insha Jan, her father Peer Tariq Ahmed Shah, Waiz-ul-Islam, Mohammad Abbas Rather, Mohammad Iqbal Rather and Bilal Ahmed Kuchhey — who played in a role in providing logistics or shelter to Pakistani terrorists, were arrested in the following months.”

Beyond Court

Of the 19 accused, six each are dead or absconding. The case will run again the seven who are in detention. But the course of the case is unlikely to stay in the courtroom. The NIA is readying to send Letter Rogatories (LRs), a judicial request seeking information from abroad, to Pakistan, according to Hindustan Times. The case is likely to echo in the next meeting of the Paris-based Financial Action Task Force (FATF) that is the world watchdog on detecting terrorism and penalising them by making credit costly and investments difficult.

Pakistan is on the “grey list” since 2018 and has been given an action plan for implementation to return to the white list. With multiple extensions, the 39-member body has been concerned over the sluggish pace of implementing the agenda. Recently, two key bills that the Pakistan National Assembly passed were not upheld by the Opposition dominated senate. Now Islamabad will be voting for the twin bills – linked to FATF plan, in a joint session. It earlier notified and proscribed 88 individuals including Dawood Ibrahim, Zaki ur Rehman Lakhvi, Hafiz Sayeed, Masood Azhar and a number of Aghanistan Taliban leaders on, what Pakistan Foreign Office said, on basis of a 5-years old UN resolution. 

Though China and Turkey have always been helping Islamabad in the FATF, the Lethpora is being invoked to give the black-listing yet another push. “With the NIA charge sheet providing more ammunition to the Indian government to corner Pakistan at the FATF, security officials said that New Delhi will build a strong case to blacklist Pakistan at FATF,” The Week reported.

SRINAGAR: Principal Secretary Power Development Department, Rohit Kansal chaired a meeting of the committee constituted for recommending the promotion of officers of PDD at Civil Secretariat Srinagar on Monday.

The committee held detailed discussions and deliberations regarding regularization of officers to the ranks of Chief Engineers and Superintending Engineers.

The committee recommended the cases of 21 officers to the rank of Chief Engineers and 45 officers as Superintending Engineers to the Establishment-cum-Selection Committee of GAD for consideration.

The committee also decided that the officers who have retired shall submit the work conduct certificate from their respective HODs for consideration of promotion to higher ranks.

Later, Rohit Kansal bid farewell to P.R Angurala, MD, JKPTCL who attained superannuation today. Kansal appreciated the services rendered by Angurala to PDD and wished him good luck for the post-retirement life.

The Advisor directed the Officers for coming up with a comprehensive document which would be incorporating the views and suggestions put forth by the Business fraternity of both the divisions including the inputs received from different departments like Tourism, Industries and Commerce, Finance for making a holistic projection for reviving economic activities in Jammu and Kashmir.

He said due care should also be taken for making recommendations in tune with the needs and demands related to trade and commerce activities. “We are aware of the difficulties being faced by the people associated with business activities, trade and commerce and also those entrepreneurs who are running their industrial units and would strive for ensuring their revival by way of interventions” he added.

Detailed discussions were held on various interventions much needed for business revival in the Union territory of Jammu and Kashmir. The suggestions given by different stakeholders during the marathon meetings held in Jammu and Srinagar including industrialists, tourism operators, small entrepreneurs and others related to trade and commerce besides the inputs and suggestions from Finance, Tourism, Industries and Commerce were discussed in detail so that a comprehensive document can be made.

Baramulla Attack: Police Version

SRINAGAR: Jammu and Kashmir police on Monday issued the following statement regarding Baramulla attack saying that today at about 1315hrs militants lobbed a grenade near Azadgunj Bridge area of Baramulla over Army convoy which exploded on road resulting in injuries to seven civilians.

A police spokesman said that all the injured were shifted to the hospital for the treatment of their injuries.

He said that police continues to work to establish the full circumstances of this crime incident.

“Case FIR No. 147/2020 under relevant sections of law has been registered in Police Station Baramulla and investigation taken up. The area has been cordoned off, search in the area is in progress,” said the spokesman.

To carry out the works related to the ongoing DDUGJY and PMDP works in district Budgam, the shutdown of 11 KV Satellite Feeder No.3 of Receiving Station Chrari shall be observed on September 02, 05 and 07 from 9 am to 3 pm.

Similarly, to carry out pole erection in Sharik Colony, Drabo Station, Store Station, S K Colony, Sofi Station, Ibrahim Colony, Shakoor Colony and Sheikh Mohalla Section, a shutdown of 11 KV Feeder No. 1of Receiving station Bemina-Ist shall be observed on September 04, 07 and 09 from 9 am to 1 pm.

According to the Power Controller Kashmir Province, Bemina Srinagar, in order to carry out the installation of Spared 11kV Panel set, the shutdown of 33/11 kV Rajbagh Receiving Station shall be observed on September 03 from 9 am to 2 pm.

Similarly, to carry out the replacement of faulty 33 kV XLPE cable of 33 kV Nishat line, Shut down of 33 kV Receiving Station Centaur, Buchwara fed from 33 kV CheshmaShahi Centaur line, Receiving Stations Brein, Nishat, Dulband (PHE) fed from 33 kV Cheshmashahi Nishat line and Receiving Stations Shalimar, Harwan fed from 33 kV Cheshmashahi Shalimar line shall be observed on September 02 from 11 am to 2 pm.

Militant Attack Police Post

SRINAGAR: Suspected militants attacked the Police post at Bus stand Sopore in north Kashmir’s Baramulla district. However, there were no reports of any causality.

Officials told the news agency KNO suspected militants attacked the police post in Sopore with rifle grenades and some bullets were also fired at the police post.

“There was no loss of life reported in the incident,” they said, adding that soon after the attack, a massive manhunt was launched in the area to nab the attackers.

Pranab Mukherjee Is No More

SRINAGAR: Pranab Mukherjee, India’s former president and one of the country’s most admired political leaders, died on Monday. He was 84.

Mukherjee had suffered a fall at his Rajaji Marg house and had been operated to remove a blood clot in his brain on August 10. Doctors on Monday morning warned that there was a decline in his condition and he was in septic shock due to infection in his lung.

Later in the afternoon, his son Abhijit Mukherjee made the announcement.

“With a Heavy Heart , this is to inform you that my father Shri #PranabMukherjee has just passed away in spite of the best efforts of Doctors of RR Hospital & prayers ,duas & prarthanas from people throughout India !,” his son tweeted about the veteran politician who would often speak of his humble beginnings and his amazing journey from the flickers of a lamp in a small Bengal village to the chandeliers of Delhi.

Ex-MLC and JKAP General Secretary Vijay Bakaya expressed his hope that the party will be strengthened with the joining of OBC people and assured them that the Party will fight for their rights. The JKAP General Secretary, Vikram Malhotra said that the party will work all the sections of the society to uplift them socially, politically and economically by giving them equal opportunities.

“The neglected section of society needs to be provided facilities by the Government for the empowerment,” he said and demanded that the Mandal Commission recommendations should be implemented in J&K.

Showering Pellets On Muharram Mourners A New Low: NC

SRINAGAR: Jammu and Kashmir National Conference on Monday expressed outrage over the indiscriminate use of pellet guns on mourners observing Youm-e-Ashura and condemned subjecting of Muharram Mourners to brute force by police on the day of Youm-e-Ashura, terming the action of police unwarranted, inhuman and discriminatory.

In a statement issued from party headquarters, Party’s Provincial President Nasir Aslam Wani said the brutality on mourners in terms of arrests, torture, raining of pellets and baton charging is unacceptable and that the party unequivocally condemns it.

“Denying people to peacefully perform religious activities is a new low which unfortunately has become a new normal in J&K. The administration was already aware of the forthcoming holy month of Muharram. On that account it was supposed to chalk out a programme with different religious groups, try to bring them onboard to ensure necessary safety measures in view of the prevailing pandemic situation. Despite the barbarism of police, the mourners didn’t indulge in any violent act.  Actions like these are giving a lie to the commitments of the government on zero tolerance for human rights violations,” he said.

“Use of pellet guns, canes, teargas shells against mourners shows how heartless the civil administration and local police is. The brutality has left several mourners injured, some of whom have incurred fatal injuries on their vital parts. Even journalists and scribes were heckled and baton-charged. Police on their part to contain the processions should have used persuasion, but as a norm, it is not on the priority list of the government vis-à-vis J&K in particular Kashmir. On one hand the government is claiming everything is normal, why is it then resorting to such inhuman acts, why are people’s voices being muzzled? I, on behalf of my party, condemn these brutalities,” he said.

Provincial President maintained that inter-sectarian bonhomie has been a cultural mainstay of Kashmir and that the people of Kashmir have never allowed such divisive forces to break unity. “We demand through action against those elements who are trying to give the incident a sectarian color. Such elements should be unmasked, named and shamed. There is no place for such elements in our society. Our party demands strong action against such mischievous elements,” he said.

Nasir also expressed outrage at the heckling of journalists by security forces and police, saying such actions on part of the government present a wrong picture of the country internationally.

Meanwhile, he also flabbergasted the government inaction to rise up to the exigencies arisen after recent torrential rains that lashed parts of the valley for several days. Expressing dismay over the slothful attitude of the administration, Nasir said that recent downpour has resulted in inundation of several low-lying areas in Amira Kadal and other adjoining localities causing immense trouble to people on different accounts. “The inundated routes in the city are causing immense trepidation to the commuters besides adding to the already widespread traffic mess. Amidst all this, the administration is yet to swing its ground staffers into action. The water pumping units, it is obvious from the widespread water logging in city areas have not been put to action to dewater the submerged areas, and overflowing drains,” he said.

Cricketer Dies Of Cardiac Arrest While Playing Cricket

SRINAGAR: A young man of 30 years of age, known as Sachin Tendulkar of the area, died in the tragic incident when he suffered cardiac arrest while playing cricket in a local playground in Khan Sahib town of central Kashmir’s Budgam district on Sunday.

The deceased was identified as 30-year-old Ajaz Ahmad Mir son of Mohammad Subhan Mir a resident of Krimshoor in Budgam district, reported news agency KDC.

The incident occurred at a playground at Mulnarow area of Khan Sahib block when after hitting the ball Ajaz was on a half run mark, he suffered a massive heart attack and fell unconscious on the pitch.

Officials said that he was immediately shifted to Sub-District hospital Kahn Sahib, where doctors declared him brought dead.

The incident of a brilliant young cricketer dying in such a way has shocked the area and people of his village and adjoining area have widely mourned his death.

Meanwhile, a pall of gloom has descended upon the home of the deceased and people in large numbers are visiting Ajaz’s parents to condole his untimely death.

Arms, Ammunition Recovered In North Kashmir

SRINAGAR: Police and army recovered a cache of arms and ammunition in Dudran forest area of Boniyar Uri in north Kashmir’s Baramulla district, officials said on Monday.

A police officer told news agency GNS that two Ak-47 rifles along with as many magazines, 74 AK rounds, a pistol with 38 rounds, 10 hand grenades, two wireless sets and a pouch were recovered. The grenades, the officer said have been destroyed.

He said that a case (FIR no 59/2020) under section 7/25 I A ACT has been registered in police station Boniyar and further investigations were taken up.

Srinagar-Leh Highway Closed For Civilians After Fresh India-China Face-Off

SRINAGAR: The Srinagar-Leh highway has been closed for the civilians in view of the fresh “provocative” military movements by the Chinese troops on the intervening night of August 29-30 in eastern Ladakh. The Srinagar-Leh highway has been closed for the civilians with immediate effect. The road will remain open only for the defence forces and vehicles, reported India Today.

Quoting the Indian Army India Today reported that the Chinese troops attempted to unilaterally change the status quo on the southern bank of the Pangong Tso Lake area in eastern Ladakh.

In a statement, the defence ministry said, “On the night of 29/30 August 2020, PLA troops violated the previous consensus arrived at during military and diplomatic engagements during the ongoing standoff in Eastern Ladakh and carried out provocative military movements to change the status quo.”

The Indian troops detected activity by a sizeable number of China’s People’s Liberation Army (PLA) during the night, the Army said.

Six Injured In Baramulla Grenade Attack

Srinagar

Suspected militants lobbed grenade on security forces near Azad Gunj bridge in north Kashmir’s Baramulla district on Monday.

A senior police officer told news agency GNS that militants attacked Army convoy with an grenade, However the grenade missed the intend target and exploded on roadside in which 06 civilians were injured.

Who where shifted to nearby hospital for treatment.

PLA Violates Previous Consensus In Eastern Ladakh: Army

SRINAGAR: Army on Monday said that PLA troops have violated the previous consensus in Eastern Ladakh.

In a statement, the army said that on the night of 29/30 August, PLA troops violated the previous consensus arrived at during military & diplomatic engagements during an ongoing standoff in Eastern Ladakh and carried out provocative military movements to change the status quo, quoting Col Aman Anand, PRO, Army.

Indian troops pre-empted this PLA activity on the Southern Bank of Pangong Tso Lake, undertook measures to strengthen our positions and thwart Chinese intentions to unilaterally change facts on the ground, Col. Aman Anand was quoted as having said by news agency ANI.

Amit Shah Discharged From AIIMS

SRINAGAR: Union Home Minister Amit Shah, who was admitted in the All India Medical Sciences (AIIMS) hospital for post-coronavirus care two weeks ago, was discharged on Monday, officials said.

On Saturday, AIIMS had issued a health bulletin stating that Shah had recovered and will be discharged in a short time.

On August 2, the 55-year-old leader had tweeted that he was tested positive for the virus after initial symptoms of the disease.

Shah said that he was fine but was getting admitted to a hospital on the advice of doctors.

The Union Minister was discharged from Medanta Hospital in Gurugram on August 14 after testing negative for Covid-19.

Four days later, Shah was admitted to the apex institute for post-coronavirus treatment after he complained of fatigue and body ache.(IANS)

With 78,512 New Cases, India Crosses 36 Lakh Mark; Death Toll Reaches 64,469

SRINAGAR: India recorded 78,512 fresh Coronavirus cases in the past 24-hours continuing its unabated surge of highest daily infections as the national tally mounted to 3,621,245, revealed Health Ministry data on Monday.

With 971 more deaths, the toll has climbed to 64,469 so far.

Out of the total confirmed cases, 7,81,975 are active cases, while a total of 2,77,48,01 have recovered from the virus so far. With 60,868 recoveries in a day, the recovery rate stood at 76.61 per cent while the fatality rate is 1.79 per cent.

Maharashtra continues to be the worst-hit with a total of 7,64,281 cases and 24,103 deaths; followed by Tamil Nadu with 4,15,590 cases and 7,137 deaths. Andhra Pradesh, Karnataka, Uttar Pradesh, Delhi, West Bengal, and Bihar come next.

According to the fresh data from the Indian Council of Medical Research (ICMR), India conducted 8,46,278 tests in a single day on Sunday taking the total number of samples tested so far to 4,23,07,914. (IANS)

JKPCC Scam: Crime Branch Carries Out Raids In Srinagar, Pampore

SRINAGAR: Crime Branch Kashmir is carrying out raids at the houses of several officers of JK Project Construction Corporation (JKPCC) in connection with a case related to alleged misappropriation and embezzlement.

Sources told news agency GNS that raids are being conducted at least at four locations in Srinagar and Pampore.

A senior officer of the crime branch confirmed the raids and said that same are being carried out in relation to the FIR 02/2020 under section 468, 471,120B IPC, 5(2) PC Act of police station CB Kashmir.

The case has been registered following a complaint that misappropriation of funds were carried out by JKPCC unit which led to huge financial losses to the government exchequer.

Baramulla Youth Goes Missing, Family Seeks Help

SRINAGAR: The family members of a 19-year-old missing youth on Monday urged their son to return home and appealed general public and police to help them in tracing him.

According to the family, Zeehan Javid Dar, son of Javid Ahmad Dar of Ushkawa Baramulla is missing since August 23 this month.

The family told the news agency KNO that Zeehan was pursuing Islamic education at Siraj-Ul-Uloom Hillo Imaan Sahib Shopian from where he has gone missing on August 23 and after that, they lost contact with him.

“We called our relatives and his friends but could not find him,” the family said while appealing their son to return.

After failing to trace him, the family has filed a missing report in Police Station Baramulla.

They said if anybody has any information about their son may inform the family on the following numbers: 9419039085, 8825091321

Meanwhile, police officials told KNO that family has lodged a missing report and further investigation has been taken up to trace out the missing youth.

COVID-19: Rapid Antigen Testing Of Vulnerable Clusters To Check Spread In Srinagar

SRINAGAR: The district administration in Srinagar has decided to conduct COVID-19 rapid antigen testing of residents at vulnerable clusters across the district.

An official statement said that the rapid antigen testing or RAT will be conducted in government offices and banks as well as markets and establishments of service providers among others. The testing will be conducted as per a devised schedule.

Targeted areas and localities and offices and establishments have been identified and dates on which sampling will be done fixed. The teams of doctor and technicians which will conduct the testing have also been identified said the statement.

Concerned Tehsildars have been made responsible to ensure sampling and testing of all those targeted. SDMs and SDPOs concerned will supervise the exercise to ensure thorough implementation, it said.

The Chief Medical Officer Srinagar – under whose supervision the testing will be conducted – will make sufficient quantities of rapid antigen testing kits available as per plan devised as part of this measure aimed at containing the spread of COVID-19 in the district.

Under this measure, all staff members of all offices will have to undergo the rapid antigen testing for COVID-19 with each head of an office to be responsible for ensuring strict compliance.

The entry of staff members to their respective offices will be subject to a negative test report which will be valid for two weeks. Each office will have to send their test reports to the DC Office the aim being to ensure strict compliance, an official statement said.

COVID-19 Claims 7 More Lives, J&K Toll 697

SRINAGAR: Seven persons died due to COVID-19 in last 24 hours in Jammu and Kashmir, taking the fatality count to 697.

Official sources said that among the victims, three were residents of Jammu district while two others were from Srinagar and one each from Ganderbal and Bandipora district respectively.

A 70-year-old woman from Nadihal Bandipora died at SKIMS Bemina, 13 days after she was admitted to one of the exclusive facilities for the management of the COVID-19 patients here.

A 40-year-old man of Bemina who was admitted to a hospital here on August 26 and diagnosed with bilateral community-acquired pneumonia died today, they said

A 40-year-old man from Gousia Colony Bemina who was admitted SMHS hospital on August 26 as a case of bilateral community-acquired pneumonia died this afternoon, they said.

A 47-year-old woman from Prem Nagar Jammu, who was admitted to GMC Jammu on August 28 and was diagnosed with “bilateral CAP, ARDS, DKA and Old Kocks” died at  8:30 hours, a doctor at GMC Jammu said.

Last night, two women—one of them a 55-year-old woman from Khour Pallanwalla and another a 46-year-old from Chack Arnia died at GMC hospital Jammu.

An officer of the health department Ganderbal told news agency GNS that a 56-year-old man from Shaikh Zoo Wakoora who was diagnosed with Bilateral CAP and hypertension died at a hospital in Srinagar.

A 57-year-old from Drass Kargil who was admitted to SKIMS Soura on August 26 died this evening.

With these deaths, 697 persons have died due to the virus—697 from Jammu and 634 from the Valley.

Barring Zadibal, Ashura Mourning’s Concluded Peacefully With Modest Gatherings Across Kashmir

SRINAGAR: On the last of the 10-days Ashura mourning, Kashmir remained tense and charged. There were clashes and use of force at some places but reports suggest Tazia processions did take places in Budgam, Bemina, Delina, Magam,Pandrethan and Kargil. Even the inside Zadibal belts, there were small Tazia processions at a time when the police remained engaged with a gathering near the Shri Bhat link for most of the afternoon.

Authorities had made massive deployments and enforced strict restrictions in the area where traditionally major Tazia gatherings are reported. After the mourning-cop brawls on eighth of Muharram in Budgam, the police did not interrupt the huge gathering that converged in Budgam. Journalists who were on the ground said the mourners were offering face masks and distributing sanitizers to ensure the gathering does not lead to spread of the contagion. One report said that Budgam witnessed the biggest Tazia in many years. There were small processions reported in Wanihama, Hayatpora, Khanpora and Ichgam as well.

Bemina that witnessed the use of force by the police against a gathering of mourners on Saturday also was reported clam. The mourners, however, did come out with a Tazia procession.

Reports from Kargil said that there were Tazia processions following the SOP and there were no tensions reported anywhere.

However, most of the tensions remained restricted to Zadibal that would normally witness the biggest Tazia procession of the day. There were small splinter processions but no major gathering.

A journalist who lives in the area said that barely two per cent of the mourners – in comparison to earlier years, did participate in the mourning processions. “Most of the people remained either restricted to their homes, to Imamabara or to a local shrine,” the journalist said.

He said the tensions erupted in the afternoon when a group of youth tried to tell law enforced agencies that permitting processions in small lanes makes them vulnerable to the infection in comparison to having the Tazia gathering on the main Aalamgiri Bazar Road. “This seemingly led to a quarrel and the police did use tear smoke, pellets and pepper gas,” he said, insisting, “The people think the use of the gases added to their vulnerability because people started coughing and in certain cases serious coughing.”

Police sources said that they reacted when one of their cops who was deployed in the area was injured. They also have released his photograph indicating that he was seemingly hit by a stone. Unlike the rare areas including Tilsar, Khushal Sar belt, the police and a group of youth were busy in ding dong battles near the main road, till dusk. A report said that IGP Kashmir and SSP Srinagar visited most of the areas and were around and assessing the situation.

Residents said the people who were coming from various localities from within and outside Srinagar could not join the joint mourning, this year. “They may have locally joined the mourning’s but I am not aware, “one resident said. Residents said they have no idea about the number of persons who might have been injured or who were rounded up. But they insisted that people were injured and some were arrested by police.

Peoples Democratic Party (PDP) has strongly condemned the use of force on peaceful Moharram procession in Kashmir, terming such government action blatant display of barbarism in broad daylight. In a statement issued here, PDP spokesman and party’s media advisor Syed Suhail Bukhari has said that militating against a peaceful religious gathering has reflected government iron fist approach it has been adopting in Kashmir without any compunction.  He added that government’s such ruthless measures have proved beyond doubt that religion is being demonised, democratic dissent criminalised and cruelty is being normalised in Kashmir.

13 Flights With 1659 Passengers Arrive At Srinagar Airport

SRINAGAR: On day 98 of resumption of routine domestic operations in Jammu and Kashmir, 24 domestic flights with 2,818 passengers on board today arrived at Jammu and Srinagar Airports.

A total of 1159 passengers aboard 11 regular commercial flights and one charter flight arrived at the Jammu Airport while 13 domestic flights with about 1659 passengers on board landed at Srinagar Airport today.

Pertinently, Jammu Airport Authorities have received a total of 812 domestic flights with 67,908 passengers while Srinagar Airport Authorities have received 1,298 domestic flights with 1,76,335 passengers since 25th of May till date.

Also, the Jammu and Kashmir government has brought back about 3,676 passengers from various countries to the Union Territory through special evacuation flights in the wake of global pandemic till date.

After arrival, all the passengers were tested for the COVID-19 and transported to their destinations at both the airports amid strict observance of all necessary preventive protocols.

The Government has made elaborate arrangements for the arrival, screening, sampling and proper transportation of the passengers to the quarantine centers taking special care of guidelines and Standard Operating Procedures (SOPs) prescribed by the Union Ministries of Civil Aviation and Health and Family Welfare.

Gupkar: What Next?

The coming together of six Kashmir based parties on the reading down of Article 370 surprised all, especially New Delhi. Used to no-holds-barred fights, finding a common ground has been a rarity. How it happened and what could be its likely course of action, Masood Hussain reports.

On August 22, noon when the Gupkar Declaration 2.0 landed in the newsrooms, it surprised everybody. It took hours to understand that the element of surprise was in almost every quarter – the intelligence community was as oblivious of the happenings as the second and third cadre of the unionist mainstreamers were.

The statement regretted the “spitefully short-sighted and unconstitutional move” that abrogated Article 370 and 35A, made the constitutional of Jammu and Kashmir “un-enforceable” and “bifurcated and relegated” the state to the status of two Union Territories has “unrecognizably changed the relationship between J&K and New Delhi”. It said the “grossly unconstitutional” and disempowering intervention challenged the “basic identity of the people” and were “accompanied by repressive measures meant to silence people and coerce them into submission and continue unabated”.

“We all reiterate our commitment to collectively fight to restore the Special Status of J&K as guaranteed under the Constitution and the commitments made from time to time,” the statement endorsed by leaders of six parties – NC, Peoples Democratic Party (PDP), Congress, CPI(M), Peoples Conference (PC) and Awami National Conference (ANC), said. “There is unanimity amongst us that collective institution is the effective way to fight for these rights and tirelessly struggle to get back the special status and restore the Constitutional guarantees forcibly taken away, against our will.” It termed the status quo ante of August 4, 2019 as the collective “sacred goal” and insisted that there can be “nothing about us without us”.

In the subsequent days, JK Peoples Movement, the party founded by the IAS officer, Dr Shah Feasal (who has already dissociated from politics), seconded the move as CPI’s Abdul Rehman Tikroo walked to Dr Abdullah’s home to extend his support to the move.

An Invisible Consensus

Such a move was expected but the element of surprise made it slightly different. Dr Abdullah had called an all-party meeting on August 5, but the authorities did not permit it. He then took the government response in the court case – about the petitions seeking the release of his party men, to see if the utterances in the courtroom should be taken at face value. He publicly invited a group of party leaders to his home on August 20. After having a meeting, he later permitted the media for group interaction. He repeatedly insisted that the idea of a meeting was to check the government sincerity on the issue of individual liberty of his leaders.

“We will talk on issues once all are out and free,” Dr Abdullah said. “That day, when we will have discussions, then we will tell you, what we intend to do.. then you grill us on everything.” Insisting that he “we are not going to be silent”, Dr Abdullah told a questioner that they are not running away from Gupkar Declaration. He also admitted he was in touch with Mehbooba Mufti, who is still under arrest at home.

A day later, he visited Ali Mohammad Sagar and also went to Chrare-e-Sharief. During this outing, he did see the mood of the people at many places. At least at one place, he had to listen to quite “acidic” response from some youth.

By then, however, insiders said the consensus had already evolved and the draft was in making. “To be fair with everybody, it (declaration) just happened,” one politician, privy of the developments said, insisting they all were in touch for a long time. “I personally think, Dr Abdullah had made up his mind that the battle is not a solo one and that realisation had perhaps come after he flew from Delhi.”

It was on August 19, when some of them happened to be at the home of Justice (retired) Husnain Masoodi. Host apart, it was Dr Farooq Abdullah, Communist leader Yousuf Tarigami and Sajjad Gani Lone. It was a luncheon meeting. “We discussed the situation there and decided that while we must stand together against the onslaught, we must express it publicly and invite all others to join in this fight,” Tarigami said.

On Dr Abdullah’s directions, the work for the draft started there and then. He personally talked to leaders of other parties. He rang up Ms Mufti telling her that “your initiative” – reference to Gupkar Declaration of August 4, 2019, is going to for an upgrade. “To be fair with everybody, we had to call on the telephone or exchange the WhatsApp messages and for that 2G was adequate,” one of the politicians said. “At one point of time, when the final draft was ready, Dr Abdullah was trying to find ways in which he could send the document to everybody for mandatory signing. Then somebody suggested to him that in the IT age, everybody will publicly endorse the statement after it is released. That is how it happened.”

“We knew that if it has to be done, the secrecy was the only way-out,” one of the politicians said. “Had the administration got even a whiff of it, they might have used power to restrict us or to even re-arrest us.” The parties lacked any crisis in the leadership of the group. Dr Farooq Abdullah was a unanimous choice. While accepted it, NC source said, he was emotional saying that he is not only “serious” but he “values” this (position) much more than his stature of leading Jammu and Kashmir as Chief Minister, many times.

The Significance?

After the political leaders were imprisoned in jails and in homes In August 2019, the BJP response had three key elements, according to PDP leader Naeem Akhter. “The people in Jammu and Kashmir have accepted it and new leadership will emerge. The panchayat leadership will work at ground zero and the development deficit will be managed,” Akhter said. “The fact is that neither the people have accepted it, nor a new leadership has emerged on our ruins.” The declaration endorsed the rejection of all these “lies”. He insisted that there is not a single credible voice in the favour of what Government of India has done to Jammu and Kashmir. “The fact is that the people who celebrated it in Jammu or Leh are now publicly talked against it,” he said.

Sajjad Gani Lone, Peoples Conference

Within days after the abrogation of the special status, the top BJP leaders had suggested that the political class in Jammu and Kashmir must start getting back to politics by seeking the statehood. With most of the political class still in jail, there were voices for statehood and 4G. The declaration has shut all those voices.

What is interesting is that signatories to the declaration are Kashmir’s entire political class and most of them were erstwhile allies of the BJP. Vajpayee era had Omar Abdullah as its junior foreign minister. PDP that literally was born in BJP era was ruling Jammu and Kashmir with the BJP till the latter pulled out of the alliance in 2018 summer. Sajad Lone was a cabinet minister from the BJP quota in the BJPDP government. In the fall of 2018, he came with BJP mandate to stake a claim for the government when NC and PDP had joined hands to have some sort of an elected government. The then governor Satya Pal Malik lacked a fax machine to receive the letters and instead dissolved the assembly!

Had any of them or some of them agreed to work for the Jammu and Kashmir wrecked by August 5, it would have been a huge BJP success. It is generally being believed that these parties have gone with the mood on the street. People on the streets do see it a “realisation” that they were fighting with each other “to massage their own egos”.

“It is an existential crisis,” Tarigami said. “They are not only attempting to undo the 5000 years of our history and culture by trying to alter the demography but they are trying to destroy the last 200 years of coexistence between Jammu, Ladakh and Kashmir.”

In the last year, political parties were split. PDP has actually split with most of the camp joining Altaf Bukhari’s Apni Party. Dr Shah Feasal, who resigned from service and floated a party, is now out of politics.

“The public mood, disinterested and dampened as it is, is in favour of a unified approach. Indeed, it has been so ever since the results of the election of 2014,” wrote Haseeb A Drabu, former minister, who quit politics after the last assembly was dissolved. “At the moment it is nothing more than an opportunity for the political class to redeem itself in its own eyes; redemption in the eyes of the people is still some distance away.”

“It is a fact that the elders across political parties are unanimous on one thing, we should go to our graves peacefully,” one leader told this reporter. “We did a lot of mistakes and compromises but now we want to put up a resistance so that we are not mutilated after our death.”

The younger lot sees it as the beginning of a conversation and breaking the “enforced silence”. But at the same time, the goalposts have changed too. Earlier, they were seeking autonomous Jammu and Kashmir that is empowered and now they want a return to August 4, 2019.

The Congress

What is interesting is that the political party that has been the key player in diluting what they offered after negotiations around and after 1947 is also part of the same bandwagon.

“People do ask us that we have been a party in diluting the special status,” state Congress president, Ghulam Ahmad Mir said. “But what they do not realise is that whatever Congress did was done with the state government in hand-in-hand. Tell me one such instance in which the Congress resorted to what BJP did in 2019?”

Mir said the Congress has been part of the Gupkar declaration from day one. When the first meeting took place in August 2019, Mir said he was in Jammu. “When I was invited, I sent Taj Mohiuddin sahib. We were never out of it,” he said.

Insisting that Congress as a national party is supportive of undoing August 5, 2019, Mir said the loudest voices against the intervention were that of Congress – Ghulam Nabi Azad, Kapil Sibal, Shashi Tharoor, P Chidambaram and Adhir Choudhary. “There are Congress Working Committee resolutions in support of what we are doing,” Mir said. “The day those resolutions will change, I may also change but the fact is that Congress is solidly behind the initiative”. Mir said that the people may not give Congress credit “but the fact is that while Modi won by exploiting Kashmir, we lost by defending Kashmir in the last Lok Sabha election.”

BJP Reaction

What makes the entire story interesting is that the BJP has skipped reacting to the development at the national level. They have not even castigated Congress for undoing a national project, not at least, so far.

Initially, the reaction came locally from the state BJP president Ravinder Raina. “Supporters of Gupkar Agenda are supporters of Pakistan, they are carrying on an anti-national agenda and are responsible for all the bloodshed in the region”, Raina’s said in Jammu, insisting the demand is “anti-national”. He said these parties are “daydreaming” when they are seeking restoration of the special status.

However, Ram Madhav, the BJP leader who has been handling Jammu and Kashmir for the last many years, after a night-long stay in Srinagar, did talk to his party leaders and reacted to the Declaration. Terming it a “mock-up of Sheikh Abdullah’s Plebiscite Front”, Madhav said it is “destined to fail”. Invoking past he reportedly said Sheikh “grabbed” the Chief Minister’s post and forgot the Plebiscite Front after he was set free from jail after 22 years. “After Sheikh’s death, NC leaders raised the issue of autonomy. But when the party came into power, it overlooked autonomy and started enjoying the power,” he was quoted saying, insisting it was a “political stunt”. He said August 5, 2019, was irreversible. However, Madhav or any national leader has not formally reacted to the development. Many think the party will react at “appropriate time”.

The response from Pakistan Foreign Minister Shah Mohammad Qureshi may eventually help the BJP to counter Congress. Qureshi told a presser that the rejection of August 5, 2019, by the Kashmir parties was “an important development” and a “political resistance movement”.

“A political resistance movement is gaining ground in Kashmir and the first sign is the joint statement…. What they said in the joint statement shows what is on their mind,” The Telegraph quoted Qureshi saying. “They are saying their political activities will be subservient to the sacred goal of reverting the status of J&K as it existed on August 4, 2019. It means they have rejected the August 5 decisions. It is a very big statement.”

Has Pakistan owned Kashmir’s unionist mainstreamers whose governments were being referred to as “puppets” is a different but interesting twist in the 370 tale.

Apni Party

The Jammu and Kashmri Apni Party that was born when the political class was in jail did discuss the issue for two days. There were voices referring to Article 370 in the past tense. An unidentified leader said the Gupkar Declaration signatories must come up with “concrete” and “time-bound” assurance on Article 370 and 35(A) instead of airing “impracticable slogans”. He said Apni Party will “close its political shop” if that happens. He said they are “befooling masses as they did in past”.

After the two-day deliberations were over, the party said they will press for an early hearing in a petition challenging the abrogation of Article 370 and Article 35-A in the Supreme Court. “It was resolved in the meeting to file an application before the Supreme Court seeking the listing and an early hearing in a petition filed by one of the Jammu and Kashmir Apni Party leaders challenging abrogation of Article 370 and Article 35-A,” the statement said. The Party assigned the task to party leader Jagmohan Singh Raina, one of the first few petitioners who had approached the Supreme Court on the subject. However, Bukhari, the party leader said his party’s bedrock was “realism and pragmatic politics”.

 What Next?

There is nothing much on the next move right now, one former politician said. “It already is a major development,” he said. “The Kashmir politics is in black and white and there is unity in the most visible block that was usually being paraded before the world as being India.”

Added a politician who was part of the process: “The declaration created a noose of its own, people flouting it will hang automatically in the public perception.”

But there are voices that say they are heading towards the next step. Tarigami said that while the entire focus of the intervention was on Kashmir, Ladakh and Jammu are also the victims. “So we will be talking to them too,” he said. “We will tell them very honesty in Leh, Kargil, Jammu and other places that it is a fact that Kashmir has lost. But tell us, what is the net gain in the humiliation of August 5?” In the next stage, he said they will be talking to the political parties, civil society and the intellectuals in India.

Congress’s Mir said they an immediate requirement to get ready for the next Lok Sabha session. “We have three NC MPs and three Rajya Sabha members including Azad Sahab. We will have to sit with them and tell them how we must tell our story”.

Akhter said breaking the enforced political silence is just the beginning. “We have to tell the people that there are no takers for the slogan of ‘with us or against us’,” Akhter said. “We also have to tell people that there is a strong external factor to the crisis as the action has internationalised Kashmir and now three nuclear powers are having parts of the Jammu and Kashmir territory. There is nothing outside the constitution, we are saying.”

Post Script

On August 29, 2020, National Conference called the first-ever meeting of its Political Affairs Committee (PAC) that was attended by its Jammu chapter virtually as members from Ladakh drove to Srinagar for participation. Omar Abdullah, who had stayed away from the chorus paving way for his father to manage the show, was also in the meeting. Sources said the participants discussed the entire issue revolving around Article 370.

The party came in strong support of the initiative. Members discussed the pros and cons of the Declaration insisting that the initiative must be broad-based involving the Jammu and Ladakh regions across party lines. There were certain apprehensions that the Declaration may be exploited by the BJP to deepen the regional divide. However, the members said the people in Jammu and Ladakh were completely in support of issues of land, jobs and other basics that they were deprived of by the unilateral decision-making on August 5, 2020.
