On Tuesday when a group of students who recently completed their degrees, went to University of Kashmir to apply for the no objection certificate (NOC), they were directed to get the clearance from the university hostels.
Upon reaching the Maulana Anwar Shah Kashmiri (MAK) boys hostel they found the office bearers puffing Bidi whilst gossiping, said a student who was part of the group. “After repeated attempts by us to clear our documents as we were getting late, they remained unmoved,” he said.
Later some of the students braving odds asked the office bearers to stop puffing Bidi as it was banned in all the government offices. “They directed us to move out rather than stubbing out.”
They said, “When nobody is questioned in the administrative block of the university or other departments, why should we worry.”
“They also threatened us of entangling our documental work,” another student alleged.
The students have been roaming around the hostel office to get their documents completed, however, the officials inside are dragging them on one pretext or the other.
To mention a student of Islamabad who had applied for the Migration certificate and had submitted his fee online couldn’t receive his certificate for two months, with officials saying that the fee was not cleared by the bank. “Upon producing my fee receipt, I was told that my certificate would be ready after 3 days. But, after almost one month when I didn’t receive the certificate, I again went to the university and was told that they still had not received the fee,” said Umar Veeri of Islamabad.
“When I told them that I had already produced my fee challan, they told me to wait for another 3 days. I was made to travel from Islamabad seven times for the work that they could have done in 10 minutes.” Veeri was finally handed the certificate after two months, while as the normal procedure takes one week.
When contacted varsity officials said that University is following new guidelines from this academic session which help in saving precious time of students.
“We are following new examination guidelines under which all certificates including all important degree certificate will be provided to the students once they complete their PG programs,” PRO University of Kashmir, Faheem Aslam, told Kashmir Life. “It is because of huge number of students that there are cases of backlog but from this session, there will be no complaints, Insha Allah!”
He added that the varsity is following international norms in case of certificates. “Under the new guidelines, Transcripts shall be given; the traditional marks card system is being done away with.”
