Divisional Commissioner Kashmir, Baseer Ahmad Khan today chaired separate meetings to review the implementation of previous Kulgam and Islamabad District Development Board meetings besides took stock various ongoing developmental works in these districts.
Deputy Commissioner Kulgam, Talat Parvez Rohella and Deputy Commissioner Islamabad, Dr Syed Abid Rasheed Shah apprised the Divisional Commissioner about the progress achieved under different sectors in their respective districts.
The Div Com was informed that for Kulgam, district outlay from 2017-18 is Rs 133.59 crore out of which Rs 48.30 crore is the availability from which 60% expenditure has been made, so far. It was said that in Islamabad, the District outlay is Rs 205.51 crore and the availability is Rs 67.28 crore out of which 72.71% expenditure has been made by the end of July 2017.
Under R&B sector, it was given out that 20 kilometers of road length per constituency has to be macadamized in Kulgam. So far, 45 kms in the rural areas and 30 kms in the towns have been macadamized. In Islamabad, 171 kms have been macadamized during this year.
The Divisional Commissioner directed the concerned to speed up the works so that they are completed on time. He called upon the DCs to constitute inter-Departmental task forces to undertake physical verification of various works being executed by different departments.
He directed the DCs to expedite the land acquisition process of various road projects for their early take-up and execution.
The meeting was told that under the Education sector, 28 building under RMSA have been taken up by the R&B Department in Kulgam district, out of which 14 have been handed over, 7 works are under execution and 7 are pending. The Director School Education informed the Divisional Commissioner about the infrastructure and facilities provided in both the districts. He said that nutrition under Mid Day Meal Scheme is provided in all the primary and mobile schools of Islamabad and Kulgam districts. He was asked to identify schools where sports infrastructure needs to be developed and augmented in ordination with Rural Development Department.
Under PMGSY, the meeting was told that 7 new development works and 6 upgradation works have been targeted in Kulgam for this year. This will add 79 kms of road length to the district.
Under AMRUT, 5 schemes have been approved in Islamabad district including Solid Wastes Management, Septage Treatment Plant, multilevel parking and storm water drainage. It was given out that work on all these schemes is underway. With respect to development of urbane facilities, DC Kulgam was directed to formulate a comprehensive project for development of infrastructure in the Kulgam town.
It was said that RAPDRP, IPDS and DDUGJY schemes are under implementation in the districts which would boost the power infrastructure to a great extent.
The DCs were asked to submit a proposal to make major irrigation canals fully functional so that irrigated land acreage could be increased in these districts.
The Div Com exhorted upon the officers of J&K Housing Board and JKPCC to redouble their efforts so that works on various PHCs in Kulgam is completed on time. Besides, he directed for conducting a survey on the gaps that need to be plugged in NRHM so that rural health care infrastructure is improved in Kulgam district.
The Divisional Commissioner also reviewed the performance of Rural Development, Agriculture, Horticulture, Sheep Husbandry, Fisheries and Industries departments. He expressed satisfaction over the performance under these sectors.
The JKPCC officials informed the meeting that retaining wall work on Ziyarat Sharief Aishmuqam is going on in full swing and shall be completed by the end of this year. Besides, work on Shamsipora bridge shall be completed by September 2017 and Ashmuji bridge by March next year. Besides, work on 60-bedded IPD Block of District Hospital Kulgam is complete barring the installation of lifting facility.
With respect to the implementation of DDB decisions in Islamabad district, it was given out that macadamization of Harnag Batengoo by-pass road has been completed and the land acquisition process is underway.
The DC Islamabad apprised that Pushwara Bridge has been completed and thrown open to the public. Besides, the desilting of 177 irrigation kulls have been done by the Rural Development Department and the work on other canals is going on.
To provide a boost to banking infrastructure in the district to ensure financial inclusion of all the sections of population, the LDM was directed to submit the ATM plan by August 7 after due approval of public representatives.
The DC Islamabad sought the intervention of the Div Com in establishing the SKUAST campus at Kokernag and Krishi Vikas Kendra at Kreeri so that agriculture and allied sectors are provided a boost.
To augment the health infra, the meeting was told that proposal of upgradation of PHC Kokernag has been submitted to higher authorities.
Besides, the proposal of separate electric Division Dooru has been taken up with the administrative department. While as development of sports infrastructure in Dooru has been taken up with the Sports Council.
To regulate the traffic in the district, the DDC Islamabad informed that 5 traffic lights have been procured and shall be installed soon. The DivCom directed the SE PDD Islamabad to install street light in the Islamabad town on war-footing.
Other Islamabad DDB decisions like development of park at Aishmuqam by Floriculture Department, construction of Community Hall at Islamabad, rationalization of staff in ST areas, consultation of MLAs in finalizing the CAPEX budget of district were also discussed threadbare.
