JK State Has Lost the Count of PSA Cases it Booked Since 2005, reveals RTI

Blaming last year’s flood for damaging “all records”, Home Department in its reply to RTI seeking information on number of persons booked under draconian Public Safety Act (PSA) in JK since 2005, has declined to provide information.

In a reply to an RTI filed by a journalism student, Ahsan Shafi, the Home Department has said they don’t have any district-wise record about the persons booked under PSA.

“The old records pertaining to the detention section of the Home Department were washed out in last year’s floods,” the reply said. “Thus, we don’t have any record about the district wise persons who were booked (from) 2005 till 2015.”

Interestingly, reports earlier suggested that Home Department was least affected in last year’s flood.

However, the reply said, “as on July 21, 2015, there are 17 persons languishing in different jails of the state under section (8) of the Jammu and Kashmir PSA, 1978.” Among (the) 17 persons, it said, three are under detention for secessionist activities.
