J&K Chief Minister Ms Mehbooba Mufti met All Party Delegation along with her cabinet colleagues on September 04, 2016.
Awami Itihaad Party (AIP) headed by firebrand Langate MLA Er Rasheed on Sunday met All Party Delegation led by Home Minister Rajnath Singh in Srinagar at SKICC.
Later in the evening, the AIP issued a statement along with the memorandum draft, that it said, submitted to APD.

Memorandum To All Party Delegation From Awami Itihaad Party (J&K)
Esteemed Hon’ble Members of Parliament and
Other distinguished guests.
Dear Sir/Madam
We understand the purpose and the circumstances under which you are visiting the wounded valley of Kashmir, which has been bleeding since 1947.
We believe that the leadership of the past is guilty of tarrying and obstructing the path to a resolution spawning decades of prolonged conflict and bloodshed in the subcontinent, and endless suffering of Kashmiris.
In spite of this, we, the Kashmiri people, have always wished India and Pakistan to prosper. We are of the firm belief that a strong democratic India will always be good for Kashmiris. We believe that J&K is by no means a religious issue but a political one and no Kashmiri is interested in a solution that will communalize the situation.
Some may downplay the current uprising as a mere law and order problem, but the convulsive violence that has wrecked J&K through decades is proof that it is not. The mass resistance movement that it truly is in the Valley of Kashmir has been already there even in Drass, Chenab Valley, Pir-Panchal and other areas of Jammu province.
With the huge mandate which BJP has got from the people of India, Mr Narendra Modi with cooperation of all political parties of India can create history by resolving the J&K dispute once and for all.
However, Mr Modi can do nothing unless all the political parties in India develop a consensus and don’t use blood, wounds and sufferings of Kashmiris to reach power corridors in New Delhi and various states. We will humbly remind the largest opposition party Congress that when PM Modi visited Pakistan last year, it was Congress which made a hue and cry and cried sell out and same had been the role of BJP in the past.
The scope for peaceful resistance is shrinking with the passage of every day in India and Indians forget that Gandhi’s non-violent movement succeeded because Britishers showed maturity and respect towards non-violent movement, while Indian state has been so brutal in shooting and killing us with pellets, bullets and other lethal and non-lethal weapons that Gandhi’s soul would be feeling bad about it.
Not only in Kashmir, but in the entire Jammu region with the full patronage of right wing radical forces the life of Muslims for raising voice seeking resolution of dispute has become hell and a renowned advocate Babar and a talented youth Rehmatullah who has been selected for doctorate degree, are among many slapped with PSA.
The Himalayan non-violent sixteen year-long fast by Iron Lady of Manipur Irom Sharmila too couldn’t break the ego of Indian state. However, the tragic fate of her non-violent movement has exposed the Indian state and drop scene of Irom’s sixteen year magical struggle is defeat of those who believe in resolutions without violence.
Taking lessons from Irom’s movement, your visit to wounded valley has no takers, as you are not offering any concrete formula to resolve the internationally recognized dispute.
It seems that state is pushing people to radicalisation so that India can cry a victim card all over world and thus deny us our birth right to self-determination. Still you need to remind achieving a just and democratic resolution shall ensure a lasting peace not only in J&K but in the subcontinent.
The social and economic gains of which would extend throughout the subcontinent and the whole world.
All of you are well versed with the fact that while India fought for and won its freedom on 15 August 1947 and Pakistan emerged as a sovereign country, Jammu and Kashmir, which was an independent and sovereign State, lost its freedom to the animosity between India and Pakistan.
Since then the Indian state has a history of broken promises from UN Resolutions to meeting militant commanders in Nehru Guest House Srinagar.
The confusion doesn’t lie with people of J&K but in New Delhi and rather getting us tired by wanting to know problem and solution from us is an act to demoralize us, as every distinguished leader here in SKICC is well versed with the nature of J&K dispute and also everyone’s conscience agrees without expressing through words that holding plebiscite is the only solution to J&K dispute, as J&K is neither India’s integral part nor Pakistan’s jugular vein.
Despite the fact that both India and Pakistan had promised the United Nations of holding a plebiscite to decide the future of the J&K state, the people remain deadlocked and bleeding between the rhetoric of India’s integral part and Pakistan’s jugular vein.
It is worth to mention that seeking a Plebiscite does not run counter to the constitution of India as Pandit Jawaharlal Nehru, who was the supreme custodian of the Indian Constitution, was the very same person who promised the Plebiscite.
As such, his commitment made in the United Nations becomes itself, part of the Constitution of India.
Besides the Article 370, which is the bonding factor between New Delhi and Srinagar is a temporary provision, as it i’s removal or continuity is subject to outcome of plebiscite.
However, if anyone feels that allowing a Plebiscite in J&K is still in contradiction to India’s constitution, the Parliament of India can amend the constitution to accommodate the genuine aspirations of the people of J&K.
The promise of Right to Self Determination stands unfulfilled, resulting not only in three wars between India and Pakistan but in the deaths of more than five lakh people of Jammu & Kashmir since then.
At the 2016 Independence Day address from the Red Fort, the Hon’ble Prime Minister of India declared that Pakistan-administered Kashmir (PaK) is a part of India in light of the resolution passed by the Indian Parliament.
He also thanked people of PaK and Gilgit Baltistan for wishing to be part of India.
The Indian Parliament should put its confidence in the Prime Minister’s very own declaration that the people of PaK and Gilgit Baltistan wish to be part of India and that 70% of Indian-administered Kashmir wants to remain with India as they have voted in various elections from time to time.
Going by such confident statistics, there should be no fear in holding a plebiscite on both parts of the J&K.
Whatever the outcome of the plebiscite may be, it will not only mean a dignified end to the conflict but will also raise India’s stature as a vibrant democracy even higher in the world community.
Respectfully, let me be blunt in saying that every Kashmiri is fed up with your visits, as the fate of previous so called all party meetings, interlocutors, Kashmir committees and promises made from time to time at various levels, is so tragic that one who even meets to share pain of his nation before your good selves, is being seen with an eye of suspense and hatred in the state.
We hope that your visit will be a beginning to end the history of broken promises and we hope that the political dispute, from which people of Jammu & Kashmir have bled and suffered terribly, will be seen in totality as opposed to carving regional, sectarian, and religious furrows into it.
The ruthless killings in Kashmir are alarming. Yet decrying the violence, the pellet guns, the AFSPA and other draconian laws is futile until the fundamental issue remains unresolved. But by saying so we can’t exonerate states defunct civil administration, incompetent political dispensation and brutal security apparatus for their worst failures.
There can be nothing embarrassing for Honourable Home Minister that he failed to fulfil yet another small promise of banning pellet guns.
Let you all evolve a consensus in New Delhi before visiting Kashmir next time.
We the Kashmiris appeal Government of Pakistan also to fulfil the necessary terms and conditions laid down by United Nations whatsoever for implementing UN Resolutions, so that blame game between India and Pakistan comes to an end and people of J&K get their right.

We are ready to join hands and tread the path towards a just and lasting peace. However, the path to peace leads through implementing UN Resolution and holding a plebiscite on both sides of LoC including Gilgit Baltistan.
