The Srinagar district administration on Tuesday cancelled all movement passes issued by or before May 5 citing misuse of the passes amid the prevailing COVID-19 lockdown.
According to order issued by DC Srinagar Shahid Iqbal Choudhary, said during various inspections conducted by the Magistrates and reports received from District Police large scale misuse of passes has surfaced including fake/forged/scanned/copied passes, invalid passes and use beyond the notified jurisdictions. Instances of scanned e-Passes have also been noticed.
“This has been viewed as a serious threat to the containment measures/ efforts put in place across the district particularly Red Zones. It has also been reliably learnt that officials/non-officials from various notified R. Zones of other districts also frequently move into the district without a valid Inter-District Pass required as per norms notified by the Government,” reads the order.
It said that therefore, in view of above and to regulate the use of Movement Passes as well as to facilitate the Essential Services in an organized manner, I, District Magistrate (Chairman, DDMA) Srinagar, by virtue of powers vested in me u/s 144 Cr PC and Section 34 of The Disaster Management Act, do hereby direct that:-
- All Movement Passes issued by or before 5. May 2020 shall stand cancel/ invalid.
- All the Essential Services Departments / Government offices so authorized/Banks/ Media persons/ other departments shall be provided/obtain specially designed Tokens indicating the name of the organization and serial number. Their movement shall be facilitated by cross-checking valid Identity-Cards with the Token provided. Tokens being provided to departments shall be issued at their end after ascertaining the local requirements as per norms. Movement in R. Zones shall be restricted to persons on duty in respective Red Zones.
- Movement passes, wherever required to be issued, shall be valid only with the seal and signature of District Magistrate, Srinagar, and shall compulsorily have a 3-D Hologram affixed on top. In absence of original signatures and 3-D Hologram the pass shall be invalid. Passes issued by any authority other than the District Magistrate shall not be entertained.
- Persons requiring inter-district movement shall be allowed to move only on Production of a valid Inter-District Movement pass issued by the competent authority, clearly indicating the place of origin and destination. Any person moving out of a Red Zone without such explicit permission shall be booked under. In this scenario, it is imperative that issuing authorities exercise due caution while granting inter-district movement pass.
- Sufficient Movement Passes have been provided to SKIMS, GMC Srinagar 86 Associated Hospitals, SKIMS Medical College and Department of Health Services. However, doctors and paramedics shall be allowed to move even on the production of I-Card along with duty roster in the absence of a Movement Pass.
- Executive Magistrates within their territorial jurisdiction assigned with the duty of law enforcement shall be responsible for smooth movement of medicos and essential services in respective jurisdictions and availability of essential services/commodities in Red Zones.
- A total of 86 Buses/Mini-Buses/LMVs/Contract Carriages have been provided to banks and departments to minimize the vehicular traffic on road and any likely misuse of passes. This is also aimed at avoiding inconvenience to the officials in reach their respective offices. Controlling officers shall notify the routes. A copy of same shall be forwarded to concerned Executive Magistrates/Police. Movement pass shall be provided for a vehicle in such cases.
- The following movement passes shall be allowed only with the place of residence, Place of duty, stamp and signature.
- These passes shall be allowed strictly on the route/place of duty. In the absence of a place of residence/ duty/stamp, it shall be an invalid pass. Samples are forwarded to District Police, Srinagar for making available to field officials for cross-verification.
- All cases of medical emergencies/exigencies shall be allowed to move without a pass. The Addl District Magistrate (SQ) shall also have the details of contact numbers of Executive Magistrates, Zonal Teams, Red Zone teams, PCR, 108-Ambulance Services, Essential Services helplines, Call Centre etc published and notified appropriately for public information.
- Vehicles deployed on Essential Services delivery, particularly in Red Zones, shall have an order issued by District Magistrate prominently displayed. Such order shall contain details of route, validity, 3-D hologram, signature and stamp. This mechanism is already in place.
- Industries / Units allowed to open as per Government directions wherever permissible in the District shall be provided with similar order subject to the condition of in-house labour and guidelines for safety and distancing in place. Executive Magistrates concerned shall share, such orders passed by the District Magistrate on the recommendation on concerned HOD, with the concerned Police officer/SHO well in advance.
Any violation of the guidelines shall attract the provisions contained in Section 188 IPC and Section 51 of The Disaster Management Act 2005, read the order.
