NC leader Mohammad Shafi Urvi on Friday moved a privilege motion against state finance minister Dr Haseeb Drabu for issuing orders for implementation of his announcements well before the budget could be passed by the house.
Within a day after Dr Drabu read out his budget speech to the state legislative assembly, his department issued orders for its implementation. The issue was taken up by Omar Abdullah, former Chief Minister insisting that the house was taken for a ride and the government implemented its decisions well before the house would pass the finance bill.
It was on basis of the reaction from lawmakers, mostly from opposition, the Speaker Kavinder Gupta halted the implementation ofd the ordesr and rule all the SROs should be rolled back.
Two days later, after Drabu responded to the budget issues, Mohammad Shafi Urvi moved the breach of privilege against Dr Drabu. He was initiated the debate on the grants pertaining to the finance, labor and culture departments that Dr Drabu holds.
